River conservation is rooted in the importance of managing watersheds (D.A.S.) in Indonesia, with 42,210 watersheds forming the basis for management policies. To ensure ecosystem sustainability, these policies consider various aspects such as land conditions, water quality, and regional land use. However, the reality on the ground shows that rapid urbanization and a lack of public awareness have led to river pollution and damage to riverbanks. Therefore, more robust conservation efforts are required to achieve environmental justice. This research employs a (...) normative juridical method and focuses on the Cirebon area. The findings reveal that implementing urban river conservation policies in Cirebon includes controlling illegal construction, conducting community outreach on the importance of river protection, and executing environmental rehabilitation programs to raise awareness of the negative impacts of unauthorized development. Despite progress in data collection and action planning, challenges such as community resistance and budget constraints continue to hinder the effectiveness of policy implementation. Collaboration between the Government, communities, and other stakeholders is essential to ensure the success of these conservation efforts. (shrink)

In _Action in Perception _Alva No develops and presents a sensorimotor account of vision and of visual consciousness. According to such an account seeing (and indeed perceiving more generally) is analysed as a kind of skilful bodily activity. Such a view is consistent with the emerging emphasis, in both philosophy and cognitive science, on the critical role of embodiment in the construction of intelligent agency. I shall argue, however, that the full sensorimotor model faces three important challenges. The first is (...) to negotiate a path between two prima facie unsatisfactory readings of the central claim that conscious perceptual experience is constituted by knowledge of patterns of sensorimotor dependence. The second is to convince us that the sensorimotor contribution, in such cases, is actually constitutive of perceptual experience rather than merely causally implicated in the origination of such experience.² And the third is to respond to the important challenge raised by what I will dub 'sensorimotor summarizing' models of the relation between conscious experience and richly detailed sensorimotor routines. According to such models³ conscious perceptual experience only rather indirectly reflects the rich detail of our actual sensorimotor engagements, which are instead lightly sampled as a coarse guide, optimized for planning and reasoning, and geared and filtered according to current needs and purposes. The fear of contamination is the driving force behind compulsive washing, the most common manifestation of obsessive compulsive disorder. It is one of the most extraordinary of all human fears. People who have an abnormally elevated fear of contamination over-estimate the probability and the potential seriousness of becoming contaminated. They believe that they are more susceptible than (...) other people to contamination. People who labour under the illusion that they are particularly vulnerable to contamination are persistently anxious, excessively vigilant and highly avoidant. The fear is complex, powerful, probably universal, easily provoked, intense, and difficult to control. Usually it is caused by physical contact with a contaminant and spreads rapidly and widely. When a person feels contaminated it drives a strong urge to remove the contamination, usually by washing. The fear and subsequent urges over-ride other behaviour. A fear of contamination can also be established mentally and without physical contact. The fear can arise after exposure to violation, physical or non-physical, and from self-contamination. The book starts by defining the disorder, before considering the various manifestations of this fear, examining both mental contamination and contact contamination, and feelings of disgust. Connectionism and classicism, it appears, have at least this much in common: both place some notion of internal representation at the heart of a scientific study of mind. In recent years, however, a much more radical view has gained increasing popularily. This view calls into question the commitment to internal representation itself. more strikingly still, this new wave of anti-representationalism is rooted not in 'armchair' theorizing but in practical attempts to model and understand intelligent, adaptive behaviour. In this paper we (...) first present, and then critically assess, a variety of recent anti-representationalist treatments. We suggest that so far, at least, the sceptical rhetoric outpaces both evidence and argument. Some probable causes of this premature scepticism are isolated. nonetheless, the anti-representationalist challenge is shown to be both important and progressive insofar as it forces us to see beyond the bare representational/ non-represenational dichotomy and to recognize instead a rich continuum of degrees and types of represenatationality. Where does the mind stop and the rest of the world begin? The question invites two standard replies. Some accept the demarcations of skin and skull, and say that what is outside the body is outside the mind. Others are impressed by arguments suggesting that the meaning of our words "just ain't in the head", and hold that this externalism about meaning carries over into an externalism about mind. We propose to pursue a third position. We advocate a very different (...) sort of externalism: an _active externalism_, based on the active role of the environment in driving cognitive processes. Brains, it has recently been argued, are essentially prediction machines. They are bundles of cells that support perception and action by constantly attempting to match incoming sensory inputs with top-down expectations or predictions. This is achieved using a hierarchical generative model that aims to minimize prediction error within a bidirectional cascade of cortical processing. Such accounts offer a unifying model of perception and action, illuminate the functional role of attention, and may neatly capture the special contribution of cortical processing to (...) adaptive success. This target article critically examines this approach, concluding that it offers the best clue yet to the shape of a unified science of mind and action. Sections 1 and 2 lay out the key elements and implications of the approach. Section 3 explores a variety of pitfalls and challenges, spanning the evidential, the methodological, and the more properly conceptual. Hohwy (Hohwy 2016, Hohwy 2017) argues there is a tension between the free energy principle and leading depictions of mind as embodied, enactive, and extended (so-called ‘EEE1 cognition’). The tension is traced to the importance, in free energy formulations, of a conception of mind and agency that depends upon the presence of a ‘Markov blanket’ demarcating the agent from the surrounding world. In what follows I show that the Markov blanket considerations do not, in fact, lead to the kinds of (...) tension that Hohwy depicts. On the contrary, they actively favour the EEE story. This is because the Markov property, as exemplified in biological agents, picks out neither a unique nor a stationary boundary. It is this multiplicity and mutability– rather than the absence of agent-environment boundaries as such - that EEE cognition celebrates. (shrink)

_The Budapest School of Psychoanalysis_ brings together a collection of expertly written pieces on the influence of the Budapest conception of analytic theory and practice on the evolution of psychoanalysis. It touches on major figures Sándor Ferenczi and Michael Balint whilst concurrently considering topics such as Ferenczi’s clinical diary, the study of trauma, the Confusion of Tongues paradigm, and Balint’s perspective on supervision. Further to this, the book highlights Jacques Lacan’s teaching of Ferenczi, which brings a fresh perspective to a (...) relatively unknown connection between them. This introduction to a special Tradition and Discovery issue on Polanyi’s realism summarizes, and comments on the views of Jha, Gulick, Mullins, Cannon, Puddefoot, Meek and Sanders. All agree that Polanyi advocated a scientific realism hanging on the theses that reality is independent of human conceptualizations and that it is partially and fallibly knowable. Major differences concern its scope. All agree that it is comprehensive, pertaining not only to common sense and science but to intrinsic and ultimate values, and perhaps (...) the divine realities as well. Whereas Jha and Gulick argue a more limited scope, others defend a Polanyian position by drawing in various ways on the personal and social coefficients of the practice of inquiry. The debates show clearly that the relationship between Polanyi’s epistemology, axiology and hermeneutics deserve further scrutiny. (shrink)

Polanyi is widely known for his development of personal knowledge, but he was also keenly inter­ested in what can be called, personal existence. The historical backdrop of reviving, the once dead language of, Egyptian Hieroglyphics provides valuable insights into Polanyi’s critique of objectiv­ism and deciphering a human ontology. From applying physiognostic to telegnostic information to understanding static and dynamic meaning, Polanyi’s philosophy of language and machines provides a wealth of vantage points from which to study who and what we are.

A very simple contextualist treatment of a sentence containing an epistemic modal, e.g. a might be F, is that it is true iff for all the contextually salient community knows, a is F. It is widely agreed that the simple theory will not work in some cases, but the counterexamples produced so far seem amenable to a more complicated contextualist theory. We argue, however, that no contextualist theory can capture the evaluations speakers naturally make of sentences containing epistemic modals. If (...) we want to respect these evaluations, our best option is a relativist theory of epistemic modals. On a relativist theory, an utterance of a might be F can be true relative to one context of evaluation and false relative to another. “There’s no disputing about taste.” That’s got a nice ring to it, but it’s not quite the ring of truth. While there’s definitely something right about the aphorism – there’s a reason why it is, after all, an aphorism, and why its utterance tends to produce so much nodding of heads and muttering of “just so” and “yes, quite” – it’s surprisingly difficult to put one’s finger on just what the truth in the neighborhood is, exactly. One thing that’s pretty (...) clear is that what’s right about the aphorism, that there’s no disputing about taste, isn’t that there’s no disputing about taste. There’s heaps of disputing about taste. People engage in disputes about which movies, music, paintings, literature, meals, furniture, architectural styles, etc. are good, beautiful, tasty, fun, elegant, ugly, disgusting, etc. all the time. This is obvious to anyone who has watched dueling-movie-critics shows, read theater reviews, or negotiated with a group or partner about which movie or restaurant to go to, or which sofa or painting to put in the living room. It takes great care and good aim to fling a brick without hitting somebody who’s engaged in a dispute about taste. (shrink)

How should linguistically formulated moral principles figure in an account of our moral understanding and practice?

There have been few attempts to answer the twin challenges for alethic pluralists to maintain standard accounts of the logical operators and of logical consequence in a sufficiently systematic and precise way. In this paper, I propose an account of logic and semantics on behalf of pluralists that answers both challenges in a sufficiently systematic and precise way. Crucially, the account accommodates mixed atomics, and its first-order extension also accommodates quantified sentences. In the process of implementing an ethical code of conduct, a business organization uses formal methods. Of these, training, courses and means of enforcement are common and are also suitable for self-regulation. The USA is encouraging business corporations to self regulate with the Federal Sentencing Guidelines (FSG). The Guidelines prescribe similar formal methods and specify that, unless such methods are used, the process of implementation will be considered ineffective, and the business will therefore not be considered to have complied with (...) the guidelines. Business organizations invest enormous funds on formal methods. However, recent events indicate that these are not, by themselves, yielding the desired results. Our study, based on a sample of 812 employees and conducted in an Israeli subsidiary of a leading multinational High-Tech corporation headquartered in the US, indicates that, of the methods used in the process of implementation, one of the informal methods (namely, the social norms of the organization) is perceived by employees to have the most influence on their conduct. This result, when examined against employee tenure, remains relatively stable over the years, and stands in contradistinction to the formalistic approach embedded in the FSG. We indirectly measure the effectiveness of the percieved most influential implementation process methods by analyzing their impact on employee attitudes (namely, personal ethical commitment and employees'' commitment to organizational values). Our results indicate that the informal methods (manager sets an example or social norms of the organization) are likely to yield greater commitment with respect to both employee attitudes than the formal method (training and courses on the subject of ethics). The personal control method (my own personal values) differs significantly from all the other methods in that it yields the highest degree of personal ethical commitment and the lowest degree of employees'' commitment to organizational values. Of course, words aren’t magic. Neither are sextants, compasses, maps, slide rules and all the other paraphenelia which have accreted around the basic biological brains of homo sapiens. In the case of these other tools and props, however, it is transparently clear that they function so as to either carry out or to facilitate computational operations important to various human projects. The slide rule transforms complex mathematical problems (ones that would baffle or tax the unaided subject) into simple tasks of (...) perceptual recognition. The map provides geographical information in a format well-suited to aid complex planning and strategic military operations. The compass gathers and displays a kind of information that (most) unaided human subjects do not seem to command. These various tools and props thus act to generate information, or to store it, or to transform it, or some combination of the three. In so doing, they impact our individual and collective problem- solving capacities in much the same dramatic ways as various software packages impact the performance of a simple pc. (shrink)

Andy Blunden completes his immanent critique of Activity Theory, begun in 2010 with An Interdisciplinary Theory of Activity. A summary of the ontological foundations of Activity Theory introduces a critical review of the work of activity theorists across the world with a focus of applications in medical and educational contexts, and concluded with a review of the ethics of collaboration. Blunden expands the domain of Activity Theory to address the pressing problems facing humanity today and activities lacking in clear (...) objects, collaboration in voluntary projects and social movements, the life projects of individuals and emerging practices. Ferrari's book takes on the commendable project of developing a systematic account of truth, normativity, and disagreement, according to which truth plays a var.

The background to this paper is as follows. In 1998 Glen Whitman published a paper in Constitutional Political Economy called ‘Hayek contra Pangloss on Evolutionary Systems’. At the same time and unaware of Whitman’s work, I posted my draft PhD chapter ‘Friedrich Hayek: a Panglossian evolutionary theorist’ (Denis, 2001, contains the final version) on my web page. Alain Albert (personal communication), having read the PhD chapter, drew my attention to Whitman’s article, and the result was a paper ‘Was Hayek a (...) Panglossian Evolutionary Theorist? A Reply to Whitman’ in the same journal in 2002. This in turn led to Whitman’s ‘Hayek Contra Pangloss: A Rejoinder’, also in Constitutional Political Economy, in December 2003. Now read on …. Asia is now home to some 800 million multilingual speakers of English, more than the total number of native English speakers, and how they use English is continuously evolving and changing to reflect their cultural backgrounds and everyday experiences. Can English, therefore, be considered an Asian language? Drawing upon the Asian Corpus of English, this book will be the first comprehensive account of the roles, uses and features of English in Asia, encompassing several different varieties of Asian English. Chapters cover (...) the distinctive linguistic features of English in different settings, such as in law, religion and popular culture, as well as the use of local rhetorical, pragmatic and cultural styles and its use as a lingua franca among Asian multilinguals.
