Introduction. The need for a transition to a new system of motivating state and municipal employees’ activities has been widely discussed in recent years. Moreover, some government bodies have taken certain actions in this direction. But in general, there have not been any significant changes. The authors of the article are convinced that the transition to more effective management is impossible without changing the civil servants’ remuneration system, which should motivate them to achieve significant results in the areas for which (...) they are responsible. The paper considers the conceptual approach of transferring the civil servants’ remuneration to a new system, shows the advantages of using performance indicators to stimulate the employees’ activities. The purpose of the article is to justify the reasonability of using performance indicators when remunerating state and municipal employees. Methods. Within the framework of the systems approach, the authors use structural and functional analysis, as well as general scientific methods: abstraction, comparison, description and explanation. Scientific novelty. The authors show possibilities of using the personnel performance indicators in the state and municipal service in order to increase their motivation for obtaining significant results in their work. Results. The authors analyze the conditions for successful implementing the key personnel performance indicators in the state and municipal service, describe the typical mistakes militating the effectiveness of the personnel performance indicators in public authorities. The authors develop some recommendations to improve the use of the personnel performance indicators in the system of state and municipal administration. Conclusions. The proper use of key performance indicators of state and municipal employees will significantly increase their motivation in order to achieve high efficiency in their work. At the same time, the personnel performance indicators must be balanced and matched taking into account the goals of the organization. (shrink)

The construct of moral intensity, proposed by Jones (1991), was used to predict the extent to which individuals were able to recognize moral issues. We tested for the effects of the six dimensions of moral intensity: social consensus, proximity, concentration of effect, probability of effect, temporal immediacy and magnitude of consequences. A scenario-based study, conducted among business individuals in Singapore, revealed that social consensus and magnitude of consequences influenced the recognition of moral issues. The study provided evidence for the effects (...) of temporal immediacy. There was marginal support for the impact of proximity and probability of effect but no evidence that concentration of effect influenced recognition of moral issues. The article realizes the analysis of B. Epstein’s social ontology. Social ontology is teaching on basic principles of constructing of social reality, founded on interdisciplinary and transdisciplinary strategies of investigations of the social world. There are five leading programs in contemporary social ontology: “CIIF-program” of J. Searle, “Cambridge program” of T. Lawson, “Tufts program” of B. Epstein, “critical realism” and “the other institutionalism”. “Tufts program” is one from them. Social ontology tries to make progress on clarifying all of these in (...) the context of specific topics: group intentions, laws, corporations, property, institutions, social groups. To begin an inquiry in social ontology, we need to choose which entities to work out the ontology of, that is, where to focus our attention in analyzing the social world. B. Epstein supposes his own model of re-conceptualization of framework of social ontology: two concepts play here a leading role, - “grounding” and “anchoring”. “Anchoring” and grounding”: these are two fundamental aspects to the building of the social world. Correspondingly, social ontology consists of two distinct projects. The grounding project is the inquiry into the conditions for the social facts to obtain. There are facts in the world are metaphysically sufficient reasons, - that is, grounds, - but it is more exact social facts of some kind. The anchoring project is the inquiry into what puts those conditions in place. Also it should be realized research concerning the grounding conditions for social facts. The last work of B. Epstein “The Ant Trap: Rebuilding the Foundations of Social Sciences” is devoted to criticism of ontological individualism in philosophical analysis of social knowledge. (shrink)

There is a number of studies, in which it is established that the observed flows of microposts generated by microblogging social networks are characterized by avalanche-like behavior. Time series of microposts depicting such streams are the time series with a power-law distribution, with 1/f noise and long memory. Despite this, there are no studies devoted to the detection and analysis of self-organized critical state, subcritical phase, and supercritical phase. The presented paper is devoted to the detection and investigation of such (...) critical states and phases. An algorithm is proposed that allowed to detect of critical phases and critical conditions on Twitter, based on the analysis of retweets time series corresponding to the three debates of the 2016 United States Presidential Election, as the most popular debate in the history of America, collecting 84 million live views. Terminally differentiating stratified squamous epithelial cells assemble a specialized protective barrier structure on their periphery termed the cornified cell envelope (CE). It is composed of numerous structural proteins that become cross‐linked by several transglutaminase enzymes into an insoluble macromolecular assembly. Several proteins are involved in the initial stages of CE assembly, but only certain proteins from a choice of more than 20 different proteins are used in the final stages of CE reinforcement, apparently to meet tissue‐specific requirements. In addition, a (...) variable selection of proteins may be upregulated in response to genetic defects of one of the CE proteins or tissue injury, in an effort to maintain an effective barrier. Additionally, in the epidermis and hair fiber cuticle, a layer of lipids is covalently attached to the proteins, which provides essential water barrier properties. In this article we find some sufficient and some necessary ${\Sigma^1_1}$ -conditions with oracles for a model to be resplendent or chronically resplendent. The main tool of our proofs is internal arguments, that is analogues of classical theorems and model-theoretic constructions conducted inside a model of first-order Peano Arithmetic: arithmetised back-and-forth constructions and versions of the arithmetised completeness theorem, namely constructions of recursively saturated and resplendent models from the point of view of a model of arithmetic. These internal arguments are (...) used in conjunction with Pabion’s theorem that ensures that certain oracles are coded in a sufficiently saturated model of arithmetic. Examples of applications are provided for the theories of dense linear orders and of discrete linear orders. There are very significant conceptual links between theories of social macroevolution and theories of the World System development. It is shown that the growth of the World System complexity and integrity can be traced through a system of phase transitions of macroevolution. The first set of phase transition is connected with the agrarian, industrial, and information-scientific revolutions (that are interpreted as changes of “production principles”). The second set consists of phase transitions within one production principle. These phase transitions are analyzed (...) on the basis of the World System urbanization dynamics, but they can be traced with respect to the other (cultural, economic, technological, demographic, political, etc.) dimensions of the World System development. Despite the declarations about the possibility of rationalities that are alternative to Western European, despite the reasoning about philosophical multipolarity, the multiplicity of ways of thinking, etc., nowadays, the Western European paradigm of rationality (and concepts that corresponds to it), which is derived from Hellenic thought, continues to claim the status of ideological neutrality and transcend any intercivilizational differences. The Western European rationality in all its diversity is now acting as rationality as such. The indispensability of the reference to the (...) Greek conceptual apparatus in contemporary philosophizing manifests itself most openly in the form of comparativism. Thus, there is the focus on carrying out explicit parallels between, on the one hand, the studied non-European intellectual phenomena and, on the other hand, their supposed European counterparts. An example of the cross-cultural and methodologically sound research of the problems of rationality is an analysis of the Dao through the prism of the Logos. The statement of the uniqueness of the Greek Logos does not imply the prohibition of the existence of its original counterparts in the so-called “non-Western” civilizations with an ancient and distinctive culture. The assumption of the existence of their own analogues of the Logos and rationality in various non-European civilizations presumes the most interesting question about the pluralism of rationalities – the question about the existence of rationalities in the past that could be considered as an alternative to the now prevailing Western European standard of rationality. The paper describes the origins of sports sociology in Great Britain within the “Leicester School” of Historical Sociology of Norbert Elias, explaining the causes for the strong influence of the ideas of Elysianism on the present-day international sociology of sports. The overall development of the historical and sociological “Leicester School” of the 1960s and 1970s, its influence on the sociology of Great Britain, as well as the role of Elias and Ilya Neustadt in its formation are shown. The contemporary historical (...) and sociological tradition of social analysis, inspired by the ideas of Elias and called the ‘sociology of process’ or ‘figurative research’, is described. Its key features are indicated: focus on relations–in–progress, relativism, studies of phenomena in their dynamics, the collection of historical materials, comparative analysis, and interdisciplinarity. The seminal works of Eric Dunning and Elias on sports sociology are considered, in addition to the early development of this field of studies. It is noted that both authors viewed sport and leisure activities as a means to understand society and proposed a sociological interpretation of sport as a tool for the civilizational process. Their work was based not only on a theoretical framework, but also on extensive historical research. This contributed to the early acceptance of the ideas of Leicester School during the establishment of international sports sociology in the 1960s. The paper is based on an informal interview in 2010 with Eric Dunning, the founding father of the British Sociology of Sport, co-author and student of Norbert Elias. (shrink)

The paper presents the reflection on philosophical foundations of contemporary physical concepts of global history and global structure of Universe. It shows that Democritus's dualism of "matter and void" is changed now in dualism of "matter and energy" in the frame of the strings theory, where anything what looks like "a void" is absent. At the same time the Poincare-Perelman's theorem calls to rethink Democritus's philosophy in the light of "space and hole" discourse and call it to come back. On (...) the level of philosophy doctrines for contemporary fundamental physics it in necessary to combine dialectically the concept of "matter and void/hole" and the concept "matter and energy" (or "matter and singular conditions"). It is possible to do on the way of rethinking of H. Bergson's ideas presented in his book "Matter and memory". Alain Badiou’s intellectual relationship with Jean-Paul Sartre is an ambivalent and complicated one, encompassing a profession of discipleship that commences the former’s philosophical itinerary, a subsequent detachment, and an inevitable return. The wavering and strained nature of this relationship is brilliantly conveyed in the very title of Badiou’s essay, “Commitment, Detachment, Fidelity”, in which the author admits that his initial exposure to Sartre’s thought amounted to nothing less than “the philosophical lightning strike” before proceeding to expound upon a progressive distancing (...) from his first master. Multidrug resistance (MDR) is developed in a population of somatic mammalian cells in vivo or in vitro when they are selected for resistance to each of a large group of drugs (colchicine, adriamycin, actinomycin D, etc.). It is produced by the amplification of some unknown gene(s) whose product(s) evidently change(s) the plasma membrane permeability of a cell to a selective agent and to other unrelated compounds. A large specific genomic region (150–250 kbp) undergoes amplification in MDR cells selected for the (...) resistance to different drugs. Amplified DNA is located in homogeneously staining regions of chromosomes, double minute chromosomes and small chromatin bodies – episome‐like structures that replicate out of the S‐phase of a cell cycle. This article focuses on the views held by the early Bulgarian representative and interpreter of pragmatism Ivan Sarailiev on the two trends of this doctrine – the method for ascertaining meaning proposed by Charles Sanders Peirce, and the theory of truth propounded by William James. Sarailiev applied andpropagated the pragmatist ideas of the doctrine’s founders in Bulgaria in the 1920s, and is thus one of the first followers of Peirce in Europe and the very first in Eastern Europe. How deep (...) was Sarailiev’s understanding of the two types of pragmatism? How did they shape his philosophy and what was their role? This article will try to address these questions as well as presenting the overall reception of pragmatism in Bulgaria in the Interwar period through Sarailiev who was its only serious proponent both at the time and long aft erwards. This article, written by a Russian cultural historian, analyzes the concept of "ideology" in the work of Clifford Geertz. and his role in understanding the figurative nature of ideology as a cultural system. The author compares Geertz's semiotic approach to culture with thesemiotics of culture developed by Russian theorists, particularly Yuri Lotman, showing the convergence and divergence of the two differentnational traditions. This understanding of the nature and functions of ideology opens new possibilities for discussing the tortured relations of ideology (...) and literature, showing the way fiction can affect the formation of ideological systems and influence practical politics. The analysis is illustrated by examples from Russian political life of the 1990s, when revolutionary changes demanded new sets of ideological metaphors that in their turn shaped the direction of events. According to the prevailing opinion of the Kantian scholars, Kants critique of the traditional philosophical theology in the chapter of his Critique of Pure Reason dedicated to the ideal of reason motivated his rejection of transcendental theology in favor of a construction foundeв on postulates of reason. An examination of Kants sistematics of philosophical-theological disciplines reveals nonetheless some changeability of the borderlines of transcendental theology. This means that Kants critical arguments do not necessarily affect all kinds of trancendental theology, and (...) allows us to investigate Kants reflection of the transcendental ideal if reason as a foundation for an alternative version of philosophical ethico-theology which does not need practical postulates. In the first Critique there is no ground for such a construction, because Kant's concept of virtue remains partly naturalistic at that time. The idea of a pure aprioristic ethics of duty as expounded by Kant later furnished the needed conceptual foundation for a concept already prepared in the theory of the ideal, asserting the reality of a transcendental-practical ideal as a prototype of moral will, as humanity in its comprehensively determined moral perfection, as the realm of ethical ends, and lastly, in an anticipation of the prototypical Christology of Kant's late treatise on religion, as the divine human person within us. Compared with this version of transcendental philosophical theology Kants ethico-theology of postulates should be legitimately determined as a form of natural theology. (shrink)

Introduction. The article analyzes one of the qualitative states of culture, called the cultural gap, which is a phenomenon of ambivalent properties, on the one hand, generating most of the destruc- tive conflicts in the history of mankind, and on the other hand, in constructive overcoming of contra- dictions, prompting creative transformations. The purpose of the study is to give a definition of a cultural gap with the allocation of significant distinctive features found when analyzing any empirically fixed manifestations of (...) it, for subse- quent understanding at the ultimate general level of reflection. Methods. Philosophical-anthropological, systemic, axiological, historical-philosophical and dialectical approaches are used as the methodological basis of the research, making it possible to consider the phenomenon of cultural gap in various aspects. Scientific novelty of the research. An analysis of the main directions of scientific discourse in the subject area under consideration makes it possible for us to conclude that the phenomenon of a cul- tural gap is studied within the framework of social and humanitarian knowledge, but mainly in relation to the analysis of conflict situations and turning points in history. The phrase “cultural gap” itself is beginning to be introduced into scientific circula- tion, however, often outside the established con- ceptual apparatus, in a narrow context and without meaningful disclosure, which makes it scientifically necessary to address the emerging subject field of studying the phenomenon and determining the meaning of the corresponding term. Results. As a result of the study, the author identifies significant signs of the phenomenon of a cultural gap, consisting in the loss of the integrity of certain areas of culture due to the heterogene- ous development of its parts, a critically significant interruption at the level of structure and content of the universals of culture in the deep value and semantic relationships provided by it, supporting mutual understanding and conflict-free coexistence of people. As no less significant signs, one can also designate the polarization and absolutization of cultural contradictions that result in antagonistic relations between representatives of sociocultural communities, separated by the interruption of these relationships Conclusions. The definition of a cultural gap, formed on the basis of existing options for inter- preting and comprehending this phenomenon, its essential and contextual features, is due to the ontological and semantic ambiguity of some of its aspects, due to which it goes beyond a strict defini- tion and is partly projective in nature, containing significant research potential. The realization of this potential through the functional capabilities of philosophical anthropology and philosophy of culture will make it possible to determine the main approaches to identifying, preventing and overcom- ing cultural gaps, including the formation of new worldview meanings and values that can ensure harmonious coexistence between people of differ- ent cultures in modern conditions. The paper aims to formulate theoretical and methodological foundations as well as basic research questions for studying intervention of artificial intelligence in everyday life of medical and life sciences in the 21 century. It is an invitation for professional philosophical, theoretical and methodological discussion about the necessity and reality of artificial intelligence in contemporary medical/life sciences and medicine. The authors commence with a proposition of their definitions of ‘artificial intelligence’ (AI) and ‘artificial sociality’ (AS). The next section of the paper (...) deals with a review of basic trends in medical/life sciences and medicine. In what follows the authors debate two problems related to incorporation of AI in reality of current medicine. The first is the potential revision of the principles developed in western medicine; the second is the alteration of the contents and forms of medical education. The authors theorize the dynamic interplay between structural expansion and cultural contraction of medicine and life sciences in current practices of higher education and explore how this introduces an essential tension between the necessity and reality for medical professionals to work with AI. The paper shows that attending to institutional dynamics serves as a critical and timely extension of disciplinary/cross/anti-disciplinary critiques of science and medicine, not only since the current inclusion agenda of the AI in medicine may do little to address the real concerns of a medical profession in the XXI century but also because it may inadvertently undermine the institutional recognition and epistemic acceptance of new anti-disciplinary vista for studying AI per se. In conclusion the authors underline basic outcomes of the discussion and propose further routes for inquiry and research. (shrink)

The article is devoted to the problem of time in modern science, where in recent years there have been major changes related to the latest discoveries in the field of the foundations of quantum theory. The author refers to works of K.-F. von Weizsacker (which works are not well-known in Russian-speaking field). Weizsacker deploys a large-scale program of building modern physics, while starting (not only as a physicist, but also a professional philosopher) with questions of philosophical interpretation of postulates of (...) modern physics, especially quantum mechanics. His key thesis is that time in physics is fundamentally distinct, which represents the whole physics as an integral scientific discipline. Weizsacker comes from physical and philosophical reflections, that give a special value to his work. Analyzing the conclusions of theoretical physics, namely the issues of substantiation of statistical mechanics, thermodynamics, and, above all, quantum mechanics, Weizsacker comes to the key idea of the structure of time in the substantiation of physical theory. The author in this conclusion disagrees with the opinion of most modern physicists that time has a subjective character, and the modus of the past, present and future reflects its essential character. The allocation of the time structure requires special logic. Such a logic is temporal and quantum. Starting from temporal logic, introducing the concept of possibility and probability, he comes to the substantiation of quantum mechanics. Being modal logic, it is based on the concept of possibility and probability. Key concept for Weizsacker is a binary alternative (Uralternative), closely related to the principle of superposition in quantum mechanics. By introducing the concept of certain alternatives, essentially actualized alternatives, Weizsacker shows how one can get the theory of relativity with its space-time structure. Further, he shows that based on its structure, you can get the theory of relativity. The space-time structure in this case is secondary, relational, as understood by Leibniz, Mach, and Einstein. Article is dedicated to the description and analysis of metaphilosophical and scientific contexts of the McTaggart paper ‘The Unreality of Time’ (1908) and drawing connections to the ‘analytical’ style of his pupils – B. Russell and G.E. Moore. Main line of argument against the reality of time is presented and analyzed. By the positive relation of McTaggart to the work on ethics by G.E. Moore and negative – to philosophical implications of the special theory of relativity author shows the movement (...) for the autonomy of philosophy or ‘antipsychologism’. Question of a different understanding of the term ‘reality’ in Moore and McTaggart is posed and resolved. (shrink)

M.I. Mikeshin’s article continues to develop existing works in the epistemology of technoscience, presented on the Gornyi Zhurnal Journal pages as part of an informal “project”. The purpose of the “project” was to discover points of real interaction between technical scientists (mining and, partly, metallurgical sciences) and academic philosophy. Therefore, it is advisable to present in chronological order published research carried out outside philosophical institutions and professional epistemological periodicals.

This article considers the history of Soviet Spinoza studies after World War II. V.V. Sokolov, editor of the last Soviet publication of Spinoza’s works, regards him as a metaphysician, at times rising to dialectics, and a pantheist rising to materialism. E.V. Ilyenkov, Ya. A. Milner and B.G. Kuznetsov offer a radically different interpretation of Spinoza, as our advanced contemporary. The article provides a critical analysis of the concept of man as a “thinking body,” which Ilyenkov mistakenly ascribes to Spinoza and (...) then corrects on behalf of Marx. Kuznetsov, in his own words, performs a “neo-Spinozist analysis of science.” He is looking for equivalents of Spinoza’s concepts in modern physics, starting with the “physically meaningful” concept of being. Milner wrote a new Ethics, based on the concept of “free necessity” as a social duty consciously performed by the individual. (shrink)

Today a natural ball lightning (BL) phenomenon has not yet correct physical and philosophical explanation. This article is directed on a new exotic version of the occurrence and behavior of ball lightning. BL consists of a bulk air mixture—neutral air molecules, negative and positive aero ions. BL arise on linear lightning tracks due to the primary ionization of the atmosphere and the secondary effects of atmospheric light aero ions arisen. The emerging electrostatic surface tension forces form a volumetric gas drop, (...) in which the significant electrical energy of the “ball capacitor” is concentrated. The long lifetime of aero ions provides time stability of gas ball. As a rule, a BL gradually discharges and disappears due to recombination processes, emitting a weak cold glow. The explosion of BL occurs with an external destabilizing effect on its structure. First of all, this is contact with a source of free electrons—any conductive objects and surfaces, including the human body. The impulse powerful discharge of “ball capacitor” is very dangerous for human. Some other properties of BL are also discussing in this philosophical note. (shrink)

The relation between Kant’s philosophy and the “philosophy of balance” as it is described in the report Come on! Capitalism, Short-termism, Population and the Destruction of the Planet, delivered to the Club of Rome in 2018, requires some analysis. The authors of the report consider Kant to be a philosopher of European Enlightenment which laid the foundations of the modern world, but also proved to be the source of global problems. The report characterises the philosophy of the Enlightenment as lop-sided (...) rationalism which dismisses everything that does not possess desirable properties. In exchange, the authors offer a philosophy of balance, described in several points as the balance between conflicting values. The overarching problem of the philosophy of balance is the restraining of egoism. For this reason I first examine the relationship between duty and human inclinations in Kant’s ethics. I then demonstrate that the topic of political forecasts and the recommendations which Kant prescribes both in his philosophy of history and in his reflections on politics, right and justice, essentially boils down to three points of the philosophy of balance: the balance between development and justice (Kantian republicanism), between the speed and stability of development (external policy, the Kantian peace project), and between the short-term and long-term perspectives (reform policy). I then touch upon the problem of the implementation of Kantian principles in politics in the light of the reception of Kant in the modern theories of social conflicts, the communication theory of J. Habermas and the justice theory of J. Rawls. The overall conclusion is that Kant’s philosophy is not a philosophy of exclusion, capitalist values and utilitarianism and is not their ideological basis. (shrink)

While regarding twentieth century French philosophy as a protracted conceptual war, Badiou has largely avoided an encounter with Foucault on the philosophical battlefield. According to Badiou, Foucault constructs a history of systems of thought starting from something other than philosophy (linguistic anthropology, postmodern sophism, democratic materialism) and, in so doing, exits the philosophical battleground. The present essay explores the prospect of rapprochement between these two thinkers, drawing attention to their shared concern with the theme of true life. For Foucault and (...) Badiou, the life in truth and for truth compels the subject to invent a new way of being at the site of exception to what there is. Although Badiou remains ambivalent about the Foucauldian notion of the philosophical subject, he ultimately endorses Foucault’s conception of the philosophical life, which calls for courage insofar as it summons the human animal to think differently and become other than what one is. A low linear order with no computable copy constructed by C. Jockusch and R. Soare has Hausdorff rank equal to$2$. In this regard, the question arises, how simple can be a low linear order with no computable copy from the point of view of the linear order type? The main result of this work is an example of a low strong$\eta $-representation with no computable copy that is the simplest possible example.
