While COVID-19 vaccines provide light at the end of the tunnel in a difficult time, they also bring forth the complex ethical issue of global vaccine distribution. The current unequal global distribution of vaccines is unjust towards the vulnerable living in low-income countries. A vaccine tax should be introduced to remedy this. Under such a scheme, a small fraction of the money spent by a country on vaccines for its own population would go into a fund, such as COVAX, dedicated (...) to buying vaccines and distributing them to the world’s poorest. A vaccine tax would provide a much-needed injection of funds to remedy the unequal distribution of vaccines. The tax allows for a distribution that, to a lesser degree, reflects the ability to pay and is superior to a donation-based model because it minimises the opportunity for free-riding. (shrink)

Although the modern age is often described as the age of democratic revolutions, the subject of popular foundings has not captured the imagination of contemporary political thought. Most of the time, democratic theory and political science treat as the object of their inquiry normal politics, institutionalized power, and consolidated democracies. The aim of Andreas Kalyvas' study is to show why it is important for democratic theory to rethink the question of its beginnings. Is there a founding unique to democracies? (...) Can a democracy be democratically established? What are the implications of expanding democratic politics in light of the question of whether and how to address democracy's beginnings? Kalyvas addresses these questions and scrutinizes the possibility of democratic beginnings in terms of the category of the extraordinary, as he reconstructs it from the writings of Max Weber, Carl Schmitt, and Hannah Arendt and their views on the creation of new political, symbolic, and constitutional orders. The paper argues that the correct definition of lying is that to lie is to assert something one believes to be false, where assertion is understood in terms of the notion of the common ground of a conversation. It is shown that this definition makes the right predictions for a number of cases involving irony, joking, and false implicature. In addition, the proposed account does not assume that intending to deceive is a necessary condition on lying, and hence counts so-called (...) bald-faced lies as lies. (shrink)

Self-blame is an integral part of our lives. We often blame ourselves for our failings and experience familiar unpleasant emotions such as guilt, shame, regret, or remorse. Self-blame is also what we often aim for when we blame others: we want the people we blame to recognize their wrongdoing and blame themselves for it. Moreover, self-blame is typically considered a necessary condition for forgiveness. However, until now, self-blame has not been an integral part of the theoretical debate on moral responsibility. : We discuss the role that transnational corporations should play in developing global governance, creating a framework of rules and regulations for the global economy. The central issue is whether TNCs should provide global rules and guarantee individual citizenship rights, or instead focus on maximizing profits. First, we describe the problems arising from the globalization process that affect the relationship between public rules and private firms. Next we consider the position of economic and management theories in relation to the social (...) responsibility of the firm. We argue that instrumental stakeholder theory and business and society research can only partially solve the global governance issue, and that more recent concepts of corporate citizenship and republican business ethics deliver theoretically and practically helpful, fresh insights. However, even these need further development, especially with regard to the legitimacy of corporate political activity. (shrink)

Confronted with mounting pressure to ensure accountability vis-à-vis customers, citizens and beneficiaries, organizational leaders need to decide how to choose and implement so-called accountability standards. Yet while looking for an appropriate standard, they often base their decisions on cost-benefit calculations, thus neglecting other important spheres of influence pertaining to more broadly defined stakeholder interests. We argue in this paper that, as a part of the strategic decision for a certain standard, management needs to identify and act according to the needs (...) of all stakeholders. We contend that the creation of a dialogical understanding among affected stakeholders cannot be a mere outcome of applying certain accountability standards, but rather must be a necessary precondition for their use. This requires a stakeholder dialogue prior to making a choice. We outline such a discursive decision framework for accountability standards based on the Habermasian concept of communicative action and, in the final section, apply our conceptual framework to one of the most prominent accountability tools (AA 1000). There is much disagreement among many commentators of Hannah Arendt's work about whether her contributions to politics and philosophy contain a clandestine version of decisionism or, by contrast, represent an explicit attempt to break away from the elements of voluntarism, arbitrariness, and irrationality, which are considered to be inherent to any theory of the decision. Despite the many disagreements that set apart these two interpretations of Arendt, however, there is a common presupposition that both share. They are in agreement concerning (...) the decision: it is a threat and a vice, intrinsically dangerous and potentially totalitarian in nature, which ought to be expelled from any theory of politics with a normative content. As a result, the terms of the debate pertain solely to whether Arendt was a (crypto-) decisionist and not to the nature and evaluation of the decision as such. This paper argues, contrary to Arendt's critics, that although elements of a theory of the decision can be found scattered throughout many of her writings, she was nonetheless unswerving in her opposition to decisionism. But unlike her defenders, it also argues that had Arendt built on these elements to elaborate a systematic theory of the decision, she would have avoided many of the flaws and inconsistencies that plague her concept of politics. In the final parts of Piketty’s Capital and Ideology, he presents his vision for a just and more equal society. This vision marks an alternative to contemporary societies, and differs radically both from the planned Soviet economies and from social democratic welfare states. In his sketch of this vision, Piketty provides a principled account of how such a society would look and how it would modify the current status of private property through co-managed enterprises and the creation of temporary ownership (...) models. He also sets out two principles for when inequalities are just. The first principle permits inequalities that are beneficial to the worst-off, while the second permits inequalities that reflect differences in people’s choices and ambitions. This article identifies a tension between Piketty’s two inequality-permitting principles. It also argues that the procedural limits on how decisions are made within the enterprises of participatory socialism might create inequalities not permitted by the guiding distributive principles of participatory socialism. This tension points to the need for either further changes in firm structure and ownership, an even more progressive taxation scheme, or an egalitarian ethos reflected in citizens’ choices in their everyday lives under participatory socialism. Abstract This essay provides a critical engagement with neo?Gramscian perspectives on European integration, dealing with their core theoretical assumptions as well as empirical analyses of individual aspects of European integration. It is argued that by drawing on Gramsci's rejection of economic determinism, his thinking on the agency?structure problem, as well as his work on how to conceptualise the role of ideas, neo?Gramscian perspectives as a critical theory are able to analyse the social purpose of European integration. The conclusion identifies several (...) shortcomings in the neo?Gramscian literature on European integration, namely (1) the neglect of national and European institutions and their structural impact on social forces as main collective actors; (2) the related oversight of possibilities for change within the existing institutional structure; (3) the neglect of studying resistance to neo?liberal restructuring in Europe; and (4) the missing analysis of trade unions and labour as potential actors within movements of resistance. Cognitive functions like perception, memory, language, or consciousness are based on highly parallel and distributed information processing by the brain. One of the major unresolved questions is how information can be integrated and how coherent representational states can be established in the distributed neuronal systems subserving these functions. It has been suggested that this so-called ''binding problem'' may be solved in the temporal domain. The hypothesis is that synchronization of neuronal discharges can serve for the integration of distributed neurons into (...) cell assemblies and that this process may underlie the selection of perceptually and behaviorally relevant information. As we intend to show here, this temporal binding hypothesis has implications for the search of the neural correlate of consciousness. We review experimental results, mainly obtained in the visual system, which support the notion of temporal binding. In particular, we discuss recent experiments on the neural mechanisms of binocular rivalry which suggest that appropriate synchronization among cortical neurons may be one of the necessary conditions for the buildup of perceptual states and awareness of sensory stimuli. The inapplicability of variations on theory reduction in the context of genetics and their irrelevance to ongoing research has led to an anti-reductionist consensus in philosophy of biology. One response to this situation is to focus on forms of reductive explanation that better correspond to actual scientific reasoning (e.g. part–whole relations). Working from this perspective, we explore three different aspects (intrinsicality, fundamentality, and temporality) that arise from distinct facets of reductive explanation: composition and causation. Concentrating on these aspects generates new (...) forms of reductive explanation and conditions for their success or failure in biology and other sciences. This analysis is illustrated using the case of protein folding in molecular biology, which demonstrates its applicability and relevance, as well as illuminating the complexity of reductive reasoning in a specific biological context. I explore the limits of corporate responsibility standards – for example Social Accountability 8000 (SA 8000), the Global Reporting Initiative, the Fair Labor Association workplace code – by looking at these initiatives through Derrida's aporias of justice as set out in 'Force of Law: The "Mystical Foundation of Authority"'. Based on a discussion of SA 8000, I uncover the unavoidable aporias that are associated with the use of this standard. I contribute to the literature on corporate responsibility standards in general (...) and SA 8000 in particular by showing (a) that attempts to standardise corporate responsibility can only be successful insofar as we recognise that compliance with SA 8000's rules requires a 'fresh judgement' every time they are applied, (b) that SA 8000 should not be pushed down the supply chain as such coercion does not require a truly responsible decision by suppliers and eventually leads to moral mediocrity and (c) that the necessarily time-consuming reflections about the singular contexts within which SA 8000 is applied challenge the urgent need for implementing this standard. I discuss the implications of my analysis of SA 8000 for corporate responsibility standards in general. (shrink)

Already in the romantic it has been assumed, that there is an existential interrelation between nature, human being and mind. According to this idea, there is a narrow interrelation of creation between literature, science, dream and reality, which should be expressed in a progressive universal poetry. Gestalt theory and the concept of autopoiesis, developed by Maturana and Varela, could be regarded as a scientific enhancement of this approach and are united in that sense. By analyses of dreams, it becomes evident, (...) that neurobiological and mental processes are determined by the same principles of self-constitution and gestalt production. They are attending in equal measures to homeostatic conditions. The interaction of living systems with their environment as well as their evolution base on recursive reorganisation. Following this principle, imagination, speech and self-reflection are developed. The observer comes to existence by his own distinctions. Phenomenal appearance and real existence, poetry and scientific findings are results of the autopoietic organisation of living, of which we form a part. (shrink)

Für das gegenwärtige Bild von Leibniz' Metaphysik ist das Urteil von Catherine Wilson charakteristisch, die in ihr ein Beispiel für „revisionäre" Metaphysik im Sinne Strawsons sieht: eine Metaphysik, die das alltägliche Verständnis der Welt durch ein ganz anderes ersetzt, im Gegensatz zu einer „deskriptiven" Metaphysik, die die impliziten Strukturen unseres alltäglichen Verständnisses der Welt offenlegt. Auch Strawson stellt Leibniz im wesentlichen auf die Seite der revisionären Metaphysik. Die Untersuchungen in diesem Buch bestätigen eher Strawsons Einsicht, daß kein wirklicher Philosoph je (...) eine Metaphysik entwickelt hat, die ausschließlich einem dieser beiden Typen angehört. Zu zeigen wird sein, daß Leibniz die Metaphysik nicht nur als hypothetisches Gebilde betrachtet hat, das unser alltägliches Bild der Welt ersetzt, sondern daß seine Metaphysik auch auf der Analyse der impliziten Strukturen unseres Verständnisses von uns selbst und von der materiellen Welt beruht. Neben Elemente eines revisionären Vorgehens treten bei Leibniz Elemente einer deskriptiven Begründung metaphysischer Aussagen. Erst die Berücksichtigung beider Strategien, einer revisionären und einer deskriptiven, ergibt ein adäquates Bild vom logischen Aufbau von Leibniz' Metaphysik. (shrink)

Is it a stronger interference with people's freedom to withdraw options they currently have than to withhold similar options they do not have? Drawing on recent theorizing about sociopolitical freedom, this article identifies considerations that often make this the case for public policy. However, when applied to tobacco control, these considerations are shown to give us at best only very weak freedom-based reason to prioritize the status quo. This supports a popular argument for so-called “endgame” tobacco control measures: If we (...) believe that cigarettes would and should be withheld from entering markets in hypothetical scenarios in which they do not yet exist, then we also have reason to seek their abolition in situations, such as ours, in which cigarettes do exist—if necessary by banning their sale. The same considerations are then used to disarm objections that have recently been raised to using nudges in public policy. (shrink)

In book 3 of ‘De anima’, Aristotle distinguishes between sensations and feelings. On the level of sensation, we merely register that something is so and so; feeling, by way of contrast, takes that so and so to be agreeable or disagreeable. Emotion has to be distinguished from both sensation and feeling. One cannot have a sensation or feeling without noticing it. But others may be the first to realize that somebody is jealous or envious. Hence emotions like jealousy or envy (...) are not, and are not like, sensations or feelings. Feelings and emotions share an evaluative stance towards the world. But they differ in the way they relate to reason. (shrink)

Opera is a paradoxical genre. For it seems self-defeating to create an illusion of reality by means of the theatrical apparatus if the art form’s central mode of expression, lavish singing in all kinds of circumstances, defies realism anyway. A solution to the paradox is implied by the 18th century turn of European philosophy of art from mimēsis to aisthēsis. In terms of aesthetics, reality is no longer an object of imitation but rather the impact upon and presence for a (...) consciousness – that are actually heightened by singing. Of course we remain aware that to deal with everything in the mode of singing is in a way surreal. But then the simultaneous production and suspension of illusion turns out to be not a fault of art; rather it features as one of its peculiar achievements. (shrink)
