The technological solutions adopted during the current pandemic will have a lasting impact on our societies. Currently, COVID-19 health status certificates are being deployed around the world, including in Europe, the United States and China. When combined with identity verification, these digital and paper-based certificates allow individuals to prove their health status by showing recent COVID-19 tests results, full vaccination records or evidence of recovery from COVID-19. Most countries in the Global South, where vaccination rates are low, have not yet (...) fully implemented such certificates, although several initiatives are currently underway. That is, for instance, the case in the African Union. Yet, it is not sufficient to develop technical solutions for the verification of COVID-19 health status. Because technologies do not evolve in a legal vacuum, the existing laws and regulations must be respected. The risks of implementing such technologies must be anticipated and mitigated as much as possible before any large-scale deployment. Risk mitigation should also underpin strategies throughout the deployment of these certificates. This article evaluates the key legal implications of COVID-19 health status certificates for data privacy and human rights. In doing so, it contributes to the current debates, thus informing policymakers in this area of vital national and international interest. (shrink)

The World Bank estimates that over one billion people currently lack official identity documents. To tackle this crucial issue, the United Nations included the aim to provide legal identity for all by 2030 among the Sustainable Development Goals. Technology can be a powerful tool to reach this target. In the digital age, new technologies increasingly mediate identity verification and identification of individuals. Currently, State-led and public–private initiatives use technology to provide official identification, to control and secure external borders, and to (...) distribute humanitarian aid to populations in need. All of these initiatives have profound implications for the protection of human rights of those affected by them. Digital identity technologies may render individuals without legal documentation more visible and therefore less vulnerable to abuse and exploitation. However, they also present risks for the protection of individuals' human rights. As they build on personal data for identification and identity verification, data protection and privacy rights are most clearly affected. The prohibition of discrimination in the digital space is also of concern as these technological advances' societal impact is not yet fully understood. Accordingly, the article argues that emerging digital identity platforms will only contribute to the protection of human rights if the providers adequately mitigate any risks of potential discrimination and promote high standards of privacy and data protection. Digital technologies induce organised immaturity by generating toxic sociotechnical conditions that lead us to delegate autonomous, individual, and responsible thoughts and actions to external technological systems. Aiming to move beyond a diagnostic critical reading of the toxicity of digitalisation, we bring Bernard Stiegler’s pharmacological analysis of technology into dialogue with the ethics of care to speculatively explore how the socially engaged arts—a type of artistic practice emphasising audience co-production and processual collective responses to social challenges—play a care-giving role that helps (...) counter technology-induced organised immaturity. We outline and illustrate two modes by which the socially engaged arts play this role: 1) disorganising immaturity through artivism, most notably anti-surveillance art, that imparts savoir vivre, that is, shared knowledge and meaning to counter the toxic side of technologies while enabling the imagination of alternative worlds in which humans coexist harmoniously with digital technologies, and 2) organising maturity through arts-based hacking that imparts savoir faire, that is, hands-on knowledge for experimental creation and practical enactment of better technological worlds. Using fMRI, we investigated how right temporal lobe gliomas affecting the posterior superior temporal sulcus alter neural processing observed during speech perception and production tasks. Behavioural language testing showed that three pre-operative neurosurgical patients with grade 2, grade 3 or grade 4 tumours had the same pattern of mild language impairment in the domains of object naming and written word comprehension. When matching heard words for semantic relatedness (a speech perception task), these patients showed under-activation in the tumour infiltrated right (...) superior temporal lobe compared to 61 neurotypical participants and 16 patients with tumours that preserved the right postero-superior temporal lobe, with enhanced activation within the (tumour-free) contralateral left superior temporal lobe. In contrast, when correctly naming objects (a speech production task), the patients with right postero-superior temporal lobe tumours showed higher activation than both control groups in the same right postero-superior temporal lobe region that was under-activated during auditory semantic matching. The task dependent pattern of under-activation during the auditory speech task and over-activation during object naming was also observed in eight stroke patients with right hemisphere infarcts that affected the right postero-superior temporal lobe compared to eight stroke patients with right hemisphere infarcts that spared it. These task-specific and site-specific cross-pathology effects highlight the importance of the right temporal lobe for language processing and motivate further study of how right temporal lobe tumours affect language performance and neural reorganisation. These findings may have important implications for surgical management of these patients, as knowledge of the regions showing functional reorganisation may help to avoid their inadvertent damage during neurosurgery. Firstly, this paper aims to analyze how verbal and visual modes contribute to build two basic components of cartoons: the referenced situation and the fictional situation. Secondly, it aims to unravel the semiotics of this discursive genre by offering a fine-grained picture of modal variations and continuities of the rhetorical resources deployed, by means of which the fictional situation is displayed. The corpus is composed of 50 multimodal cartoons chosen by cartoonists of 22 nationalities as the most representative of their (...) work in the frame of a wide questionnaire. Category analysis and non-parametric statistics were applied. We identified and fleshed out four different types of modal functioning of resources: visual preference, verbal preference, modal flexibility, and genuine multimodal functioning. Even if visual and multimodal metaphor were often in charge of transferring meaning from fiction to the referenced situation, results show that other resources such as antithesis, irony, and syllepsis can become the key resources of cartoons. Findings highlight the multilayered functioning of cartoons, among which plastic features can play a significant role, and provide further evidence in favor of the hyperdetermination of humor hypothesis proposed by Attardo. This article argues that thinking about entrepreneurship as a potential instrument for relief from endemic poverty and disadvantage, especially among the Indigenous, has all too often been captive to a concept of entrepreneurship that is built out of constrained economic and cultural assumptions. The authors develop this argument from a critical discussion of contributions by Karl Polanyi and Robert Heilbroner. The result is that approaches to venture have been encouraged that are sometimes a poor fit for the circumstances of those (...) they are meant to benefit, and other forms that could have considerable promise have gone unexplored. This article outlines some features of Indigenous culture and build on the analysis of David Harper to construct an improved notion of entrepreneurship that allows for these distinctive features. The article concludes that research and policy making concerning entrepreneurship as an instrument of development among the Indigenous need to be undertaken with this reconstructed understanding of entrepreneurship that is a better fit for the realities of Indigenous culture. We investigated the feasibility of a short intervention using the Method of Loci, a well-known visuospatial mnemonic, to improve episodic memory recall performance in schizophrenia. The MoL training protocol comprised encoding and recall of two lists of items, a training session and practice with MoL. Then, participants had the opportunity to put into practice the newly learned MoL and were instructed to encode and recall two new lists of items using. This approach was first validated with healthy individuals. Subsequently, five (...) individuals with schizophrenia completed the protocol. Improvement in healthy individuals was observed for the word list. No significant memory improvement was denoted in the schizophrenia group, possibly due to participants' difficulties using the method efficiently and due to fatigue. The MoL seems to require episodic memory, working memory monitoring and executive functions, making it suboptimal for a population with impairments in all those domains. Future research should examine the use of other strategies, better suited for individuals with cognitive impairments like those found in schizophrenia. (shrink)

In her recent book Gillian Brock argues that states’ legitimacy depends on their being part of a just state system that protects human rights. Here I discuss some practical limitations raised by Brock’s legitimacy framework: mainly, (1) the problematic real-world implications of such an account, and (2) the epistemic challenges that judgements inspired by this account would have to face, were we to proceed solely on the basis of it.

The expression “a culture of freedom” is unmistakably modern. Yet its meaning is not immediately clear. My purpose in this paper is to clarify the possible meaning of this expression by taking Kant’s practical philosophy as a point of reference. In order to do so, I will depart from Kant’s explicit conception of culture, and try to relate it to his own distinction between external and internal freedom, especially as it appears in the Metaphysics of Morals.

Online education has become an essential component of education. Thus, several factors, such as the student’s learning strategy and motivation, generally contribute to their academic success. This study investigates the relationship between learning strategies, motivation, and online learning environment among 150 first-year college students. Employing correlational design, the statistical findings of the study reveal that the r coefficient of 0.59 indicates a moderate positive correlation between the variables. The p-value of 0.00, which is less than 0.05, leads to the decision (...) to reject the null hypothesis. Hence, a significant relationship exists between learning strategies, motivation, and the online learning environment. (shrink)

Não se trata só da conhecida questão do fim do Estado, uma vez que essa se coloca no interior de uma determinação mais ampla que é a da necessidade, da origem e do significado da política, reflexão desenvolvida por Marx, que conduz à consequente negação da politicidade enquanto atributo inerente à existência social, (...) aspecto que Chasin procura explicitar na obra do autor e que é fundamental para o resgate do sentido profundo da proposição marxiana, qual seja, a possibilidade da emancipação humana, desentranhada das ilusões sobre as quais se sustenta a concepção tradicional da política. O objetivo da pesquisa é apresentar embates e discutir perspectivas sobre a atualidade do conceito de indústria cultural para analisar o uso do smartphone e seus derivados e sua relação com a compreensão leitora e a construção de sentido. A questão que norteia a pesquisa é: Após o término da educação básica e diante do uso constante da linguagem imagética presente nos conteúdos acessados pelos smartphones e seus derivados, é possível o sujeito fazer uma leitura, de forma crítica e dialética (...) de, por exemplo, uma charge? Em que medida, isso poderia ocorrer? A hipótese da pesquisa é que, ao realizar a leitura no aparato, a palavra perde relevância comparada à imagem que é percebida, visualizada, mais do que pensada/entendida e o seu conceito se reduz a uma função icônica. Por isso, o campo semântico se limita a associações automáticas e, dessa forma, operacionalizam-se as leituras. A pesquisa empírica realizada foi desenvolvida com a participação de estudantes com idades entre 17 e 19 anos, ou seja, que já concluíram a educação básica e ingressaram em uma universidade. O instrumento de pesquisa aplicado foi uma questão escrita a partir de uma charge com um assunto vinculado ao dia a dia dos participantes e, uma entrevista previamente formulada. (shrink)

En este trabajo abordo un caso específico del problema clásico de la individuación en la Filosofía de la Biología: el de las colonias de insectos, y en particular, de hormigas. El carácter individual de un conjunto de hormigas que forman una colonia puede ser objeto de controversia, ya que, desde un punto de vista intuitivo, no parece constituir un individuo. Mi objetivo es demostrar que las colonias de hormigas son individuos biológicos. Para ello, me centro en dos de los tipos (...) de individuos más estudiados en la Filosofía de la Biología: los funcionales y los evolutivos, y examino si las colonias de hormigas cumplen con las condiciones necesarias para ser consideradas individuos en estos términos. Damos por hecho que los seres humanos somos egoístas y tendemos al mal. Por eso, resignados, afirmamos que el mal es inevitable. Todo lo que leemos sobre él no hace sino reforzar nuestro punto de partida. Y nos damos por vencidos: no tenemos remedio, el mal de hoy se repetirá mañana. Llegamos incluso a insensibilizarnos ante el horror. Pero ¿y si el mal pudiera pensarse de otro modo? Al recurrir al egoísmo, ¿estamos siendo ciegos a otras posibilidades para entenderlo? ¿Hacemos (...) el mal más por falta de cuestionamiento de lo que realmente lo posibilita que por su carácter consustancial? ¿Tiene sentido reducir el mal a una cuestión de voluntad individual en lugar de abordarlo desde la conformación de la comunidad? Hemos convertido el mal en un sesudo objeto distanciado de reflexión filosófica sin querer detenernos en la cercanía de un mal imperceptible y ordinario que no es tal por ser vulgar, sino porque es una práctica común y corriente y, por tanto, algo compartido por los integrantes de una comunidad. Un teatro será ese lugar donde Yo puedo ser y donde vengo a ser Yo, porque en él se puede representar una acción esencial. En el debate ético contemporáneo coexisten planteamientos derivados de la filosofía moral moderna con otros enfoques que cuestionan sus ambiciones normativas. Estos enfoques se han descrito como “éticas sin moral”, dando por sentado que el término “moral” recoge un aspecto nuclear del pensamiento ético moderno: el deseo de identificar las normas universales objetivas. En este ensayo me propongo examinar si es posible defender la normatividad de la razón sustrayéndose a las críticas esgrimidas desde las contemporáneas éticas sin moral.

Judith Butler es una filósofa que se apoya en elementos deconstructivistas y se encuadra en el clima de la diferencia para escapar a la dinámica de las políticas y economías de signo neoliberal y esencialista. La concepción butleriana de la subjetividad, de fuerte impronta contextualista, es una asunción de la democracia en términos radicales y plurales y, por ello, su filosofía política y ética propone un feminismo de tintes postmodernos cuyo enclave es una figura de la subjetividad aperturista. La política (...) de los nuevos movimientos sociales, más allá de los límites institucionales, así como el énfasis en las diferencias y en su reconocimiento, sirven para asumir al antagonismo como una posición deseable democráticamente. Refugee protection depends, minimally, on the identification of agents capable of discharging international obligations in this area of international law. Commonly discussed “agents of justice” include states, IOs, and NGOs. This article focuses on a different set of actors: subnational units (cities, states, and provinces in federal States) and the legal mechanisms they may use to discharge international obligations in the area of refugee protection. I advance three distinct theoretical models for understanding subnational units’ responsibilities vis-à-vis international law: (1) derived (...) delegated responsibilities; (2) derived back-up responsibilities; and (3) assumed responsibilities. I conclude by sketching some ways in which subnational units could play an even more salient role in the promotion of international law. (shrink)

Deliberative democracy started out as an ideal for mass democracy. Lately, however, its large-scale ambitions have mostly been shelved. This article revivifies the ideal of mass deliberative democracy by offering a clear mechanism by which everyone in the community can be included in the same conversation. The trick is to make use of people’s overlapping social communicative networks through which informal deliberative exchanges already occur on an everyday basis. Far from being derailed by threats of polarization, echo chambers, and motivated (...) reasoning, informal networked deliberation can indeed put everyone in touch, directly or indirectly, with everyone else. In this article the author attempts to establish whether we can find a “theory of appearance” in the philosophy of Jan Patočka. The “appearance” for Patočka is basically composed of two elements. First there is a “primeval movement” which accounts for an infinite possibility of phenomena. The second element is the relation of this movement with an “addressee”, the subjectivity. If we begin to analyse the unity of these two elements we fundamentally come across three problems: what is it that (...) appears, when appearance presupposes a certain totality of appearance; how does this total appearance come forth; and, finally, is this whole “structure of appearance” taken as a free movement, kept once and for all within the boundaries of phenomenology, which is founded on a precise and positive term of “appearance” — or do we have to stipulate a special “experience” as the starting point of a phenomenology, which accepts the abyssal impossibility to control its frame? El objetivo de este escrito es el de develar la relación entre felicidad y virtud, remitiendo esta relación a la concepción de la naturaleza o especificidad ontológica del hombre. Para este objetivo se estudiará principalmente los pensamientos cartesiano y spinozista con el fin de mostrar dos vertientes contrarias, pero que se encuentran en diálogo. La diferencia que se intentará mostrar entre estos pensamientos del siglo XVII está cimentada en el pensamiento antropológico cartesiano de corte individualista y el pensamiento comunitario de (...) BackgroundThe use of dedicated training programs for improving decision-making (DM) in team sports players has grown in the last several years. Approaches such as imagery training, video-based training, or game-based drills are some of the interventions used in youth players in order to improve DM. However, no systematic reviews or meta-analyses have been conducted to summarize the main evidence regarding the effects of these programs on the players and identify the magnitude of the effects compared to control groups.ObjectiveThis systematic review (...) (with meta-analysis) was conducted to assess the effects of training programs on the DM of youth team sports players.Data SourcesThe data sources utilized were PubMed, PsycINFO, Scopus, SPORTDiscus, and Web of Science.Study eligibility criteriaThe criteria included the following: (i) youth (≤ 18 years old) team sports players with no restriction on sex or competitive level; (ii) players subjected to training programs to develop DM; (iii) control groups; (iv) pre–post outcomes related to tactical behavior, technical execution, reaction, and decision time; and (v) controlled trials.ResultsThe database search initially identified 2497 titles. From these, six articles were eligible for the systematic review and meta-analysis. The results showed a significant beneficial effect of DM interventions on tactical behavior (ES = 1.12;p= 0.035;I2= 80.0%; Egger’s testp= 0.066), whereas no significant effect of DM interventions on technical execution was found (ES = 0.74;p= 0.180;I2= 69.1%; Egger’s testp= 0.873).ConclusionThe DM interventions were significantly effective in improving tactical behavior in youth team sports players independently from the number of sessions to which players were exposed. In addition, DM interventions were significantly effective in improving technical execution. However, the results should be carefully interpreted due to the heterogeneity of the articles’ overall methodological quality. Future DM interventions should consider using combined approaches that allow players to develop both tactical behavior and technical execution. (shrink)

Este artigo tem por objetivo essencial contribuir para o esclarecimento teórico-filosófico do uso de conceitos como ética, moral, axiologia e valores, habitualmente empregues para nos referirmos a uma mesma realidade. Para tal, começaremos por analisar as respetivas etimologias que os caracterizam, examinaremos os diversos matizes dos seus sentidos diferenciados, bem como a sua relação de complementaridade, e terminaremos referindo o que entendemos por valores e qual a sua natureza e importância, principais características, bem como o universo a que se reportam. Ao longo do texto, aduziremos e concluiremos pelo uso preferencial do conceito de "ética" a "moral", para o qual estão reservados os termos "normas" e "regras", e o de "valor" a "norma", a par de uma perspetiva crítica daquela. This article essentially aims to contribute to the philosophical-theoretical clarification of the use of concepts such as ethics, morals, axiology and values, usually used to refer to the same reality. To this end, we will begin by analyzing the respective etymologies that feature them, we will examine the various nuances of their senses, as well as their relationship of complementarity, and we will finish by referring to what we mean by values and what is their nature and importance, key features, as well as the universe to which they relate. Throughout the text, we will conclude by the preferential use of the concept from "ethics" to "morals", for which the terms "standards" and "rules" are reserved, and that from "value" to "standard", together with a critical perspective. Although the field of wearable computing is experiencing a great boost at the level of design and production, research on its social dimensions is still at an early phase and the literature on the subject is scant. This paper attempts to partially fill this gap by reviewing the current status of the field of wearable computing and the main issues that are starting to emerge from their usage. The first part defines wearable computers and assesses its technical and conceptual origins (...) and developments. Examples of current wearable computing products are provided. The second part reviews some of its possible social implications, especially as they relate to the issue of control. It concludes by suggesting future research directions for the study of the social dimensions of wearable computing. (shrink)

En el libro Teorías sin disciplina, los teóricos Santiago Castro-Gómez, Alberto Moreiras y Walter Mignolo, cuestionan los discursos producidos sobre América Latina desde la academia estadounidense y latinoamericana, notablemente influida por la visión del país del norte. Postulan la necesidad de producir nuevos discursos vinculados con lo local y lo diverso en respuesta al impulso homogeneizador globalizante vigente en la actualidad. Aquí, presentamos un recuento de las reflexiones de estos teóricos y las ponemos en diálogo con la obra literaria del (...) Elicura Chihuailaf titulada Recado confidencial a los chilenos. El objetivo de este artículo es evidenciar el carácter poscolonial y posoccidental de una obra literaria que es en sí misma un forma de resistencia y de oposición a esa homogenización discursiva de la identidad latinoamericana que, desde la occidentalización y la permanencia del pensamiento colonial, ha imperado por largo tiempo en los estudios latinoamericanistas.
