On the occasion of a first conference on Cognitive Science, it seems appropriate to review the basis of common understanding between the various disciplines. In my estimate, the most fundamental contribution so far of artificial intelligence and computer science to the joint enterprise of cognitive science has been the notion of a physical symbol system, i.e., the concept of a broad class of systems capable of having and manipulating symbols, yet realizable in the physical universe. The notion of symbol so (...) defined is internal to this concept, so it becomes a hypothesis that this notion of symbols includes the symbols that we humans use every day of our lives. In this paper we attempt systematically, but plainly, to lay out the nature of physical symbol systems. Such a review is in ways familiar, but not thereby useless. Restatement of fundamentals is an important exercise. (shrink)

In Better than Human, noted bioethicist Allen Buchanan grapples with the ethical dilemmas of the medical revolution and biomedical enhancements. One problem, he argues, is that the debate over these enhancements has divided into polar extremes--into denunciations of meddling in the natural order, or else a heady optimism that we can cure all that ails humanity. In fact, Buchanan notes, the human genome has always been unstable, and intervention is no offense against nature.

What determines qualitative sameness and difference? In this paper we1 assess the potential for research on nonhuman animals to address questions about the phenomenology of painful experiences. Nociception, the basic capacity for sensing noxious stimuli, is widespread in the animal kingdom. Even rel- atively primitive animals such as leeches and sea slugs possess nociceptors, neurons that are functionally specialized for sensing noxious stimuli (Walters 1996). Vertebrate spinal cords play a sophisticated role in processing and modulating nociceptive signals, providing direct control of some motor responses to noxious (...) stimuli, and a basic capacity for Pavlovian and instrumental conditioning (Grau et al. 1990; Grau 2002). Higher brain systems provide additional layers of association, top-down control, and cognition. In humans, at least, these higher brain systems also give rise to the conscious experiences that are characteristic of pain. The tension between reason and power has a long and illustrious history in political theory. In his magnum opus of legal and political theory, "Between Facts and Norms," Jürgen Habermas presents his most complex, sophisticated, and ambitious attempt to confront this tension. My thesis in this article is that though Habermas’s political theory thematizes the tension between reason and power in a way that is initially quite promising, he ultimately forecloses that tension in the direction of a rationality that has (...) been conceptually and methodologically purified of the strategic power relations that pervade social reality. His attempt to insulate his Arendtian notion of communicative power (which he conceptualizes in BFN as a force of legitimation) from strategic power is not only unattainable in practice, I argue, but conceptually incoherent. This should compel him not to abandon his normative theoretical and political agenda, I suggest, but to defend it in a more contextualist way than he has been willing to do up until now. (shrink)

Drawing on Aristotle’s notion of “ultimate responsibility,” Robert Kane argues that to be exercising a free will an agent must have taken some character forming decisions for which there were no sufficient conditions or decisive reasons.¹ That is, an agent whose will is free not only had the ability to develop other dispositions, but could have exercised that ability without being irrational. To say it again, a person has a free will just in case her character is the product of (...) decisions that she could have rationally avoided making. That one’s character is the product of such decisions entails ultimate responsibility for its manifestations, engendering a free will. (shrink)

This article presents formal correspondences between the ontological and logical structures of Deleuze’s theory of sense-events in the Logic of Sense as a “post-Cantorian orientation of thought” (Livingston 2012), grappling with an essential incompleteness or inconsistency at the heart of both Being and thought, one which Deleuze champions positively under the equation Ungrounding = Becoming. Through it, Deleuze’s sometimes slippery use of the concept of singularity (and its relation to the virtual) is elaborated, elucidating a post-Cantorian metaphysics of events, distinct (...) from and preceding Badiou’s, that concretely defines the role of the singular in Deleuze’s early major works. The letters of the learned and indomitable Lady Anne Bacon, mother of the philosopher Francis Bacon, are made accessible for the first time in this edition. Bringing together nearly two hundred letters, scattered in repositories throughout the world, her correspondence sheds fresh light not only on the activities of early modern elite women, but also on well-known Elizabethan figures, including her children, her privy councillor relatives, such as William Cecil, Lord Burghley, and controversial figures, including the Earl of Essex. David Lewis uses the problem of temporary intrinsics to motivate a perdurantist account of persistence in which four-dimensional individuals consist of temporal parts. Other philosophers use his argument to conclude that apparently persisting individuals are collections of temporal stages. In this paper, I investigate whether this argument is as effective in an ontology in which properties are causal powers and thus how seriously the problem should be taken. I go back to first principles to examine the ways in which individuals (...) can change within an ontology of powers and then consider whether any of these ways are compatible with Lewis’s problem. I conclude that if powers are intrinsic, they are not temporary; and if they are temporary, they are not fully intrinsic. However, the situation with respect to changes in which powers are manifesting is not so clear cut, and so I explore how different conceptions of manifestation affect whether the problem of temporary intrinsics applies and what the powers theorist may say about them. Mounting ambitions and capabilities for public and private, non-government sector crewed space exploration bring with them an increasingly diverse set of space travelers, raising new and nontrivial ethical, legal, and medical policy and practice concerns which are still relatively underexplored. In this piece, we lay out several pressing issues related to ethical considerations for selecting space travelers and conducting human subject research on them, especially in the context of non-governmental and commercial/private space operations.

Technological gaps in large-scale systems, whether ancient empires or the modern world system, are millenia old and are usually viewed in terms of variable rates of innovation and diffusion. When overlaid with large-scale, tightly coupled systems, such as air transport, pharmaceutical regimes, power grids, industrial supply chains, or food supply networks, these mismatches frequently have adverse consequences for the performance of the system. This article suggests that these gaps are a consequence of the network topologies that produce innovation, and more (...) importantly that the dynamics of these networks progressively amplify the gaps. The dark side of technological acceleration in core regions is an expanding gap between core and periphery, creating a unique class of hazards outside the core. (shrink)

This study of American intellectual histories sketches their development from colonial chronicles to today's professional scholarship. It concentrates upon the writings of a dozen or more major historians between the late 1800's and the middle 1900's who have contributed to the study of the history of ideas in America, including Moses Coit Tyler, Edward Eggleston, Charles Beard, Carl Becker, Vernon Farrington, Merle Curti, Perry Miller, and Ralph Gabriel. The various histories are analyzed partly from the perspective of a developing scholarly (...) discipline and partly from the perspective of the "climate of opinion" in which the histories were written. The methods employed by the historians in studying ideas, as well as the substantive interpretations expressed in the histories, are analyzed in relation to the "world-views" or "ideological positions" of the historians themselves.
