Biological ontologies are used to organize, curate, and interpret the vast quantities of data arising from biological experiments. While this works well when using a single ontology, integrating multiple ontologies can be problematic, as they are developed independently, which can lead to incompatibilities. The Open Biological and Biomedical Ontologies Foundry was created to address this by facilitating the development, harmonization, application, and sharing of ontologies, guided by a set of overarching principles. One challenge in reaching these goals was that the (...) OBO principles were not originally encoded in a precise fashion, and interpretation was subjective. Here we show how we have addressed this by formally encoding the OBO principles as operational rules and implementing a suite of automated validation checks and a dashboard for objectively evaluating each ontology’s compliance with each principle. This entailed a substantial effort to curate metadata across all ontologies and to coordinate with individual stakeholders. We have applied these checks across the full OBO suite of ontologies, revealing areas where individual ontologies require changes to conform to our principles. Our work demonstrates how a sizable federated community can be organized and evaluated on objective criteria that help improve overall quality and interoperability, which is vital for the sustenance of the OBO project and towards the overall goals of making data FAIR. Philosophy needs idiots too, argues Keston Sutherland in _Stupefaction_. This is a book about how idiots are created, how they are used, and the types of truth that depend on them. Sutherland examines how speculative and satirical descriptions of stupidity function in art and in argument. His examples include Alexander Pope’s (...) dunce, Adorno’s philistine, Wordsworth’s mechanical adopter of poetic diction, and phenomenologist Michel Henry’s drunkard who rides an escalator to nothingness. Sutherland also provides an important new account of the figure of the bourgeois in Marx and a powerfully original interpretation of commodity fetishism as a satire against bourgeois objectivity. Paul Goodman, 1960’larda modern Amerikan toplumunun organize sistemi içerisinde dönemin gençliğinin sorunlarını ön plana çıkaran ‘Growing Up Absurd: Problems of Youth in the Organized System’ (Saçmayı Büyütmek: Organize Sistemde Gençliğin Problemleri, 1960) eseri ile sosyal bir eleştirmen olarak ön plana çıkmıştır. Amerikalı bir düşünür olan Paul Goodman’ın kısa öyküler, romanlar, şiirler ve makalelerden oluşan çalışmaları, siyaset, sosyal teori, eğitim, kentsel tasarım, edebi eleştiri, hatta psikoterapi gibi geniş bir yelpazeye dağılmıştır. Onun temel argümanı (1960: 9-10) tek bir merkez etrafında örgütlenen teknoloji (...) toplumunun başarısızlıklarını eleştirerek, mevcut düzenin insanın doğasına uygun bir biçimde yeniden inşasını vurgulamaktadır. Goodman’ın yeniden inşa süreci içerisinde insan doğasına önem veren faaliyete dayalı anarşist ideolojisi, sorumluluk duygusunun homojen bir şekilde bireyler arasında paylaşılması gerektiğini vurgular. Goodman merkeziyetçi olmayan siyaset anlayışı ile kendisini Amerikan siyasetinin ve kültürünün karşısında yer alan bir pozisyonda konumlandırmaktadır (Honeywell, 2011: 1). Diğer bir deyişle Goodman (1960: 36), anarşist geleneği formüle etmek amacıyla yirminci yüzyıl Amerikası’nın içinde bulunmuş olduğu mevcut durumdan yola çıkarak eleştirilerini ademi merkeziyetçilik, katılımcı demokrasi, özerk toplum temaları üzerine temellendirmiştir. -/- Goodman’a göre, sosyal, kültürel, ahlâk ve eğitim gibi alanlarda uygulanan kurallar günümüz devletlerini etkisi altına alan kapitalist düzen tarafından belirlenmektedir (Bakır, 2016: 110). Bu durum Goodman’ın da içerisinde bulunduğu anarşist düşünürler tarafından kabul edilebilecek bir husus değildir, çünkü anarşistler mevcut düzenin ve sosyal yaşamın otorite ve itaat yapılarıyla güçlendirilen belirli yaklaşımlar ile kontrol altına alınmasını, insanların fikirlerini özgürce ifade edemeyeceği, bir nevi entelektüel bir hapishane içerisinde yaşaması anlamına geleceğinden dolayı karşı çıkmaktadırlar (Sheean, 2003: 122). Aynı nedenlerden dolayı Goodman, modern liberalizm ve Marksizm gibi alternatif radikal ideolojileri yerinden yönetim düşüncesi ve sosyal mühendislik konusundaki eğilimleri dolayısıyla reddetmektedir. Goodman için anarşizm, özgürlük ve toplumsal değişime yeterli düzeyde arka çıkabilecek tek ideolojik çerçeve olarak görülmektedir. Ona göre (2010: 143), “anarşizm ya da daha iyisi, anarko-pasifizm (toplumsal değişim hareketleri içerisinde örgütlü şiddete ve kurumlara karşı çıkan anarşist anlayış) günümüzün gelişmiş toplumlarının bürokrasilerini, karar verme konusunda aşırı merkezîleşmelerini ve sosyal mühendislik gibi problematik durumlarını ve tehlikelerini tutarlı bir şekilde öngörmüştür”. -/- Siyaset, sosyoloji ve felsefe gibi çeşitli alanlar içerisinde etkili olan anarşist kuramlar, radikal bir söylem olarak eğitimcileri ve araştırmacıları yeni öğretilere ve uygulamalara teşvik etme konusunda itici bir güç oluşturabilmektedirler. Neither of these reasons account for the assembling of this selection. For the traditional book of extracts reflects a traditional conception of their role, and below this conception is rejected. Rather, these extracts are thought of as working documents, selected to provide an occasion for critical and reflective thought, and presented in an order designed to ease (...) the strain we always feel when we think warily, acutely, and yet receptively. This book then deals with that contribution to discussion made by four past educationists. It is interesting to note how long their writing has formed part of the subject-matter of courses, without any precise ideas as to where they fit in the scheme of things. “Opt-out” organ procurement policies based on presumed consent are typically advertised as being superior to “opt-in” policies based on explicit consent at securing organs for transplantation. However, Michael Gill has argued that presumed consent policies are also better than opt-in policies at respecting patient autonomy. According to Gill’s Fewer Mistakes Argument, we ought to implement the procurement policy that results in the fewest frustrated wishes regarding organ donation. Given that the majority of Americans wish to donate their organs, it is (...) plausible that a presumed consent policy would result in fewer frustrated wishes compared to the current opt-in policy. It follows that we ought to implement a policy of presumed consent. In this paper, I first consider and find wanting an objection to the Fewer Mistakes Argument developed recently by Douglas MacKay. I also consider an objection put forth by James Taylor but argue that there is a methodological reason to prefer my own argument to Taylor’s. Finally, I argue for two theses: first, that Gill’s major argument in favor of the crucial premise of the Fewer Mistakes Argument is flawed, and second, that the major premise of the Fewer Mistakes Argument is false. Unlike some other reproductions of classic texts (1) We have not used OCR(Optical Character Recognition), as this leads to bad quality books with introduced typos. (2) In books where there are images such as portraits, maps, sketches etc We have endeavoured to keep the quality of these images, so they represent accurately the original artefact. Although occasionally there may be certain imperfections with these old texts, we feel they deserve to be made available for future generations to enjoy.

Internalism about a person's good is roughly the view that in order for something to intrinsically enhance a person's well-being, that person must be capable of caring about that thing. I argue in this paper that internalism about a person's good should not be believed. Though many philosophers accept the view, Connie Rosati provides the most comprehensive case in favor of it. Her defense of the view consists mainly in offering five independent arguments to think that at least some form (...) of internalism about one's good is true. But I argue that, on closer inspection, not one of these arguments succeeds. The problems don't end there, however. While Rosati offers good reasons to think that what she calls 'two-tier internalism' would be the best way to formulate the intuition behind internalism about one's good, I argue that two-tier internalism is actually false. In particular, the problem is that no substantive theory of well-being is consistent with two-tier internalism. Accordingly, there is reason to think that even the best version of internalism about one's good is in fact false. Thus, I conclude, the prospects for internalism about a person's good do not look promising. (shrink)

Book Review: P.P. Tolochko. Ukraine between Russia and the West: Historical and Nonfiction Essays. Saint Petersburg: Saint Petersburg University of Humanities and Social Sciences, 2018. - 592 pp. ISBN 978-5-7621-0973-4This author discusses the problem of scientific objectivity and reviews a book written by the medievalist-historian P.P. Tolochko, full member of the National Academy of Sciences of Ukraine, honorable director of the NASU Institute of Archaeology. The book was published by the Saint Petersburg University of Humanities and Social Sciences in the (...) autumn of 2018. The book presents a collection of articles and reports devoted to processes in Ukraine and, first of all, in Ukrainian historical science, which, at the moment, is experiencing an era of serious reformation of its interpretative models. The author of the book shows that these models are being reformed to suit the requirements of the new ideology, with an obvious disregard for the conduct of objective scientific research. In this regard, the problem of objectivity of scientific research becomes the subject of this review because the requirement of objectivity can be viewed not only as a methodological requirement but also as a moral and political position, opposing the rigor of scientific research to the impact of ideological, political and moral systems and judgments. It is concluded that in this sense the position of P.P. Tolochko can be considered as the act of profound ethical choice. (shrink)

Peter Lipton argues that inference to the best explanation involves the selection of a hypothesis on the basis of its loveliness. I argue that in optimal cases of IBE we may be able to eliminate all but one of the hypotheses. In such cases we have a form of eliminative induction takes place, which I call ‘Holmesian inference’. I argue that Lipton’s example in which Ignaz Semmelweis identified a cause of puerperal fever better illustrates Holmesian inference than Liptonian IBE. A collection of essays by Alexander Rosenberg, the distinguished philosopher of science. The essays cover three broad areas related to Darwinian thought and naturalism: the first deals with the solution of philosophical problems such as reductionism, the second with the development of social theories, and the third with the intersection of evolutionary biology with economics, political philosophy, and public policy. Specific papers deal with naturalistic epistemology, the limits of reductionism, the biological justification of ethics, the so-called 'trolley problem' in (...) moral philosophy, the political philosophy of biological endowments, and the Human Genome Project and its implications for policy. Rosenberg's important writings on a variety of issues are here organized into a coherent philosophical framework which promises to be a significant and controversial contribution to scholarship in many areas. In this paper I outline my conception of the epistemology of science, by reference to my published papers, showing how the ideas presented there fit together. In particular I discuss the aim of science, scientific progress, the nature of scientific evidence, the failings of empiricism, inference to the best (or only) explanation, and Kuhnian psychology of discovery. Throughout, I emphasize the significance of the concept of scientific knowledge.

Let us call a property that is essentially dispositional a potency.1 David Armstrong thinks that potencies do not exist. All sparse properties are essentially categorical, where sparse properties are the explanatory properties of the type science seeks to discover. An alternative view, but not the only one, is that all sparse properties are potencies or supervene upon them. In this paper I shall consider the differences between these views, in particular the objections Armstrong raises against potencies.

Previous findings indicate that negative arousal enhances bottom-up attention biases favouring perceptual salient stimuli over less salient stimuli. The current study tests whether those effects were driven by emotional arousal or by negative valence by comparing how well participants could identify visually presented letters after hearing either a negative arousing, positive arousing or neutral sound. On each trial, some letters were presented in a high contrast font and some in a low contrast font, creating a set of targets that differed (...) in perceptual salience. Sounds rated as more emotionally arousing led to more identification of highly salient letters but not of less salient letters, whereas sounds’ valence ratings did not impact salience biases. Thus, arousal, rather than valence, is a key factor enhancing visual processing of perceptually salient targets. (shrink)

У статті розглянуто результати археологічного дослідження трипільського храмового комплексу – Небелівського храму. Автор виокремлює особливу знахідку, а саме – залишки керамічного диска з групою фішок до нього. Ця знахідка в науковому світі дістала назву Небелівський Диск. Відзначено, що засадничим явищем інтер’єрного простору Небелівського Храму стала умовна яма (заглиблення) у самому центрі ритуального залу. Вона є центральною храмовою точкою, яка надає ключ до інтерпретації головного храмового символу, котрий ймовірно був рослинного походження. У статті проводяться паралелі між головним ритуальним залом Трипільського Храму (...) та особливою ритуальною спорудою ведичної релігії «prâcînavamsa» («прачинаванса»), в якій проводився найголовніший ритуал ведичної релігії «ашвамедха». Це засвідчує значну подібність двох сакральних споруд, а найголовніше – це подібність заглиблень у центрі священного простору, яке позначалося «Світовим Деревом» (за В. Топоровим). Автор доводить, що особливості інтер’єрного наповнення Небелівського Храму висвітлюють уявлення давніх людей про структуру священного Космосу, про місце людей у ньому та символи, які пов’язують сакральне суспільство з космологічними уявленнями. Особливість даного дослідження полягає в тому, що внутрішнє храмове наповнення є, по суті, матеріалізованим духовним світом давніх землеробів, який транслює їхню релігійну космологію. (shrink)

Financial conflicts of interest in medical research foster deviations from research standards and evidentially lead to the suppression of research findings that are at odds with commercial interests of pharmaceutical companies. Questionable research practices prevent data from being created, made available, or given suitable recognition. They run counter to codified principles of responsible conduct of research, such as honesty, openness or respect for the law. Resulting in ignorance, misrepresentation and suspension of scientific self-correction, suppression of medical evidence in its various (...) forms is both a threat to the epistemic and the moral integrity of medical science. This paper discusses an example of the suppression of medical evidence in recent influenza research and develops a conceptual framework for the description and assessment of questionable research practices applied in research and publication processes to suppress evidence. This article aims at a new interpretation of paragraph §1 of Fichte’s main work of 1794/95, the Grundlage der gesammten Wissenschaftslehre. This well-known text of the early Jena period explicitly introduces a number of thought motifs that will prove to be valuable for the later versions of the Wissenschaftslehre – including the second version of 1804 – and these motifs will furthermore illuminate the significance of the first principle for Fichte’s entire Wissenschaftslehre.

Dispositions are related to conditionals. Typically a fragile glass will break if struck with force. But possession of the disposition does not entail the corresponding simple (subjunctive or counterfactual) conditional. The phenomena of finks and antidotes show that an object may possess the disposition without the conditional being true. Finks and antidotes may be thought of as exceptions to the straightforward relation between disposition and conditional. The existence of these phenomena are easy to demonstrate at the macro-level. But do they (...) exist at the fundamental level also? While fundamental finkish dispositions may be excluded fairly straightforwardly, the existence of fundamental antidotes is more open. Nonetheless I conclude that the phenomenon is likely to be less widespread than at the macro level and that fundamental antidotes may be eliminable. According to the dispositional essentialist, the laws of nature can be explained by taking natural properties to be essentially dispositional. This account can be extended to show that the existence of finks and antidotes explains ceteris paribus laws. Consequently the existence or otherwise of fundamental finks and antidotes sheds some light on the question of whether fundamental laws may also be ceteris paribus laws. (shrink)

We provide a general theorem implying that for a (strongly) dependent theory T the theory of sufficiently well-behaved pairs of models of T is again (strongly) dependent. We apply the theorem to the case of lovely pairs of thorn-rank one theories as well as to a setting of dense pairs of first-order topological theories.

We characterize þ-independence in a variety of structures, focusing on the field of real numbers expanded by predicate defining a dense multiplicative subgroup, G, satisfying the Mann property and whose pth powers are of finite index in G. We also show such structures are super-rosy and eliminate imaginaries up to codes for small sets.

Jacques Derridas Diplomarbeit von 1953/54 "Das Problem der Genese in Husserls Philosophie" ist eines jener Beispiele dafür, dass wichtige Philosophen und Philosophinnen auch schon in ihren frühen Arbeiten Außergewöhnliches leisten. Alexander Schnell liest in seiner Vorlesung "Der frühe Derrida und die Phänomenologie" Derridas Schrift nicht nur als einen Schlüsseltext zu dessen eigenem Denken, sondern nachgerade zu einer zukünftigen Phänomenologie und zwar in Auseinandersetzung mit den Fragen und Problemen der Metaphysik. Dabei entfaltet er kenntnisreich nicht nur den sachlichen und historischen (...) Zusammenhang, in dem Derridas Text sich befindet, sondern ebenso den sachlichen und historischen Kontext der von Derrida interpretierten Texte Husserls. Jacques Derrida's 1953/54 thesis "The Problem of Genesis in Husserl's Philosophy" is one of those examples of important philosophers reaching extraordinary levels of erudition even in their early work. In his lecture "Der frühe Derrida und die Phänomenologie," Alexander Schnell reads Derrida's thesis not only as prime example for Derrida¿s own thinking, but also as a key text for a future phenomenology, namely in its confrontation with the questions and problems of metaphysics. In doing so, Schnell elaborately unfolds not only the factual and historical context in which Derrida's text itself is situated, but also the factual and historical context of Husserl's texts interpreted by Derrida. The article shows that Kuhn's concept of incommensurability emphasizes mainly the objective dimension of communication. To the thesis about the incommensurability of the meanings of scientific concepts in competing paradigms, we oppose the idea of a three-dimensional space of communicative dimensions. We supplement the objective dimension of communication, within which the environmental evolutionary selection of the best knowledge is carried out, with equal social and temporal horizons.

According to Immanuel Kant, legality means the quality of an action being merely and simply in conformity with a law. The article defends the significance of this notion and explains how it indicates the existence of a legal relation. The legal relation, in turn, is the result of resolving an antinomy between the social and the substantive dimension of moral judgment.

I present an argument that encapsulates the view that theory is underdetermined by evidence. I show that if we accept Williamson's equation of evidence and knowledge, then this argument is question-begging. I examine ways of defenders of underdetermination may avoid this criticism. I also relate this argument and my critique to van Fraassen's constructive empiricism.

That government agencies and public bodies can be liable for damages when they induce and then frustrate people’s legitimate expectations is an important and distinctive feature of administrative law in Europe. This article sets out to establish a set of moral principles and ideals that might justify this legal institution. The notion of security of expectations found in the work of utilitarian writers provides a starting point. Having examined the strengths and weaknesses of this approach, I then turn to consider (...) an alternative argument based on finding a solution to the problem of credible commitments. Finally, I look for suitable moral arguments in the liberal and Kantian political theorising of John Rawls. I argue that if we see the function of the rule of law as not merely to maximise aggregate utility and to make policymakers’ decisions seem credible but also to ensure Justice as Fairness for individuals, then this provides a more robust and satisfactory way to justify the liability of public bodies for legitimate expectations they induce and then frustrate.
