This paper recognizes a specific correspondence between biological evolution and technological development and on this basis tries to set up a semioticapproach to the evolutionary phenomenon of exaptation. To do this, the existence of a historical-structural and pragmatic analogy between organs and tools is shown, which in turn implies on a communicative ground the dissolution of some of their traditional distinctive att ributes. The experience of the use of applied containerized biomedical software tools in cloud environment is summarized. The reproducibility of scientific computing in relation with modern technologies of scientific calculations is discussed. The main approaches to biomedical data preprocessing and integration in the framework of the intelligent analytical system are described. At the conditions of pandemic, the success of health care system depends significantly on the regular implementation of effective research tools and population monitoring. The earlier the risks (...) of disease can be identified, the more effective process of preventive measures or treatments can be. This publication is about the creation of a prototype for such a tool within the project «Development of methods, algorithms and intelligent analytical system for processing and analysis of heterogeneous clinical and biomedical data to improve the diagnosis of complex diseases», implementted by the V.M. Glushkov Institute of Cybernetics, National Academy of Sciences of Ukraine, together with the United Institute of Informatics Problems, National Academy of Sciences of Belarus. The insurers, entering the market, can insure mostly low risks by facilitating more frequent changes of insurers by consumers and mixing the overall health insurance market. Socio-demographic variables can be risk adjusters. Since age and gender have a relatively small explanatory power, other socio-demographic variables were studied – marital status, retirement status, disability status, educational level, income level. Because insurers have an interest in beneficial diagnoses for their policyholders, they are also interested in the ability to interpret relevant information – upcoding: insurers can encourage their policyholders to consult with doctors more often to select as many diagnoses as possible. Many countries and health care systems use diagnostic information to determine the reimbursement to a service provider, revealing the necessary data. For processing and analysis of these data, software implementations of construction for classifiers, allocation of informative features, processing of heterogeneous medical and biological variables for carrying out scientific research in the field of clinical medicine are developed. The experience of the use of applied containerized biomedical software tools in cloud environment is summarized. The reproducibility of scientific computing in relation with modern technologies of scientific calculations is discussed. Particularly, attention is paid to containerization of biomedical applications, this permits to get reproducibility of the conditions in which the calculations took place, technologies of software pipelining of calculations, that allows to organize flow calculations, and technologies for parameterization of software environment, that allows to reproduce, if necessary, an identical computing environment. The main approaches to biomedical data preprocessing and integration in the framework of the intelligent analytical system are described. The experience of using the developed linear classifier, gained during its testing on artificial and real data, allows us to conclude about several advantages provided by the containerized form of the created application: it permits to provide access to real data located in cloud environment; it is possible to perform calculations to solve research problems on cloud resources both with the help of developed tools and with the help of cloud services; such a form of research organization makes numerical experiments reproducible, i.e. any other researcher can compare the results of their developments on specific data that have already been studied by others, in order to verify the conclusions and technical feasibility of new results; there exists a universal opportunity to use the developed tools on technical devices of various classes from a personal computer to powerful cluster. IoT connects devices, humans, places, and even abstract items like events. Driven by smart sensors, powerful embedded microelectronics, high-speed connectivity and the standards of the internet, IoT is on the brink of disrupting today’s value chains. Big Data, characterized by high volume, high velocity and a high variety of formats, is a result of and also a driving force for IoT. The datafication of business presents completely new opportunities and risks. To hedge the technical risks posed by the interaction (...) between “everything”, IoT requires comprehensive modelling tools. Furthermore, new IT platforms and architectures are necessary to process and store the unprecedented flow of structured and unstructured, repetitive and non-repetitive data in real-time. In the end, only powerful analytic tools are able to extract “sense” from the exponentially growing amount of data and, as a consequence, data science becomes a strategic asset. The era of IoT relies heavily on standards for technologies which guarantee the interoperability of everything. This paper outlines some fundamental standardization activities. Big Data approaches for real-time processing are outlined and tools for analytics are addressed. As consequence, IoT is a evolutionary process whose success in penetrating all dimensions of life heavily depends on close cooperation between standardization organizations, open source communities and IT experts. The genetically manipulated organism crisis demonstrated that technological development based solely on the law of the marketplace and State protection against serious risks to health and safety is no longer a warrant of ethical acceptability. In the first part of our paper, we critique the implicitly individualist social-acceptance model for State regulation of technology and recommend an interdisciplinary approach for comprehensive analysis of the impacts and ethical acceptability of technologies. In the second part, we present a framework for (...) the analysis of impacts and acceptability, devised—with the goal of supporting the development of specific nanotechnological applications—by a team of researchers from various disciplines. At the conceptual level, this analytic framework is intended to make explicit those various operations required in preparing a judgement about the acceptability of technologies that have been implicit in the classical analysis of toxicological risk. On a practical level, we present a reflective tool that makes it possible to take into account all the dimensions involved and understand the reasons invoked in determining impacts, assessing them, and arriving at a judgement about acceptability. We argue that critiques of political process theory are beginning to coalesce into new approach to social movements--a "multi-institutional politics" approach. While the political process model assumes that domination is organized by and around one source of power, the alternative perspective views domination as organized around multiple sources of power, each of which is simultaneously material and symbolic. We examine the conceptions of social movements, politics, actors, goals, and strategies supported by each model, demonstrating that the view of (...) society and power underlying the political process model is too narrow to encompass the diversity of contemporary change efforts. Through empirical examples, we demonstrate that the alternative approach provides powerful analytical tools for the analysis of a wide variety of contemporary change efforts. (shrink)

Standard agent and action-based approaches in computer ethics tend to have difficulty dealing with complex systems-level issues such as the digital divide and globalisation. This paper argues for a value-based agenda to complement traditional approaches in computer ethics, and that one value-based approach well-suited to technological domains can be found in capability theory. Capability approaches have recently become influential in a number of fields with an ethical or policy dimension, but have not so far been applied in computer ethics. (...) The paper introduces two major versions of the theory – those advanced by Amartya Sen and Martha Nussbaum – and argues that they offer potentially valuable conceptual tools for computer ethics. By developing a theory of value based on core human functionings and the capabilities (powers, freedoms) required to realise them, capability theory is shown to have a number of potential benefits that complement standard ethical theory, opening up new approaches to analysis and providing a framework that incorporates a justice as well as an ethics dimension. The underlying functionalism of capability theory is seen to be particularly appropriate to technology ethics, enabling the integration of normative and descriptive analysis of technology in terms of human needs and values. The paper concludes by considering some criticisms of the theory and directions for further development. (shrink)

There are several challenges associated with traditional business ethics education. While case studies have been used extensively in ethics education, such use can be complemented by using Problem Based Learning (PBL). PBL represents a pedagogy employing more collaborative tools that involve students more extensively in the learning process. A well-designed teaching approach based on PBL can have significant positive impact on students’ learning. This paper supplies a representative teaching interaction based on PBL, and discusses the implications of its (...) structure. Introducing PBL is challenging and comes with significant costs as faculty members have to be trained, roles have to be exchanged, powers have to be relinquished, and learning materials have tobe written. We conclude that PBL is suitable for an ethics course as most ethical situations require introspection, reflection, discovery, and concern for other viewpoints, all of which can be facilitated in a PBL environment. Trust has become an important aspect of evaluating the relationship between lay public and technology implementation. Experiences have shown that a focus on trust provides a richer understanding of reasons for backlashes of technology in society than a mere focus of public understanding of risks and science communication. Therefore, trust is also widely used as a key concept for understanding and predicting trust or distrust in emerging technologies. But whereas trust broadens the scope for understanding established technologies with (...) well-defined questions and controversies, it easily fails to do so with emerging technologies, where there are no shared questions, a lack of public familiarity with the technology in question, and a restricted understanding amongst social researchers as to where distrust is likely to arise and how and under which form the technology will actually be implemented. Rather contrary, ‘trust’ might sometimes even direct social research into fixed structures that makes it even more difficult for social research to provide socially robust knowledge. This article therefore suggests that if trust is to maintain its important role in evaluating emerging technologies, the approach has to be widened and initially focus not on people’s motivations for trust, but rather the object of trust it self, as to predicting how and where distrust might appear, how the object is established as an object of trust, and how it is established in relation with the public. The article focuses on exploring the directions for implementing innovative analytical-statistical technologies as a tool for monitoring and detecting corruption in the state. To achieve this goal, the author clarifies the content of key concepts, defines the essence of innovative analytical-statistical technologies, and analyzes the applications of these technologies as elements of the state’s anti-corruption policy. It is determined that modern analytical-statistical technologies are integral to information technologies, which have emerged as a separate branch of production known (...) as the information industry. Information technologies, including analytical-statistical ones, are realized through information systems, which combine technical tools (computers, communication devices and channels, peripherals, input/output devices, etc.) with software applications that facilitate the functioning of the technical components and analytical aspects, including the mathematical component (statistics). The use of analytical-statistical technologies as a tool to counter corruption at the state level is driven by the specificity of the corruption identification process. The application of relevant technologies is possible when perceiving corruption as a form of fraud. Therefore, the search for corruption in modern society requires a comprehensive approach, utilizing mathematical, analytical, and psychophysical research methods. This approach enables not only the identification but also the prediction of probable instances of abuse. Five directions for implementing innovative analytical-statistical technologies in anti-corruption activities are identified: 1) automation of data collection and processing; 2) automation of communication and office processes; 3) automation of direct management processes; 4) automation of decision-making processes and development; 5) development of expert systems. It is noted that analytical-statistical technologies find the most implementation in four of the identified directions: data collection/processing, direct management, decision support, and expert support. The article focuses on the integration of a frame-analytic approach into the research field of the biography of material objects, whose main representatives were originally situated in classical anthropology and archaeology. The main aim of the article is the introduction of a sociological perspective to the study of the history of things. To achieve this goal, frame analysis is used as a tool of conceptual translation, based on a synthesis of key assumptions of existing approaches. The article is divided (...) into two parts. The primary part undertakes a review of existing biographical concepts in disciplines related to sociology. Among their shortcomings is the anthropomorphizing of the biography of an object, which leads to linearity and the desire to establish the beginning and end of its ‘life’. We argue that a thing can have ‘a number of different simultaneous lives’ without specific dates. In addition, in the presented approaches, exchange appears to be the primary means of endowing an object with meaning, although it is not the only possible way. In contrast, we highlight the concept of ‘itineraries of an object’ as a preferable alternative. The first part of the work also formulates the epistemic horizon of a frame-analytical biography of the material. The unit of analyzing the history of a thing — its biographical event — is the transformation of the frame of the social situation given by the object under study. In the second part of the paper, the conceptual points are illustrated by the ‘life’ stories of several telephone booths: their transposition into a city Wi-Fi hotspot, their reframing into a work office, and their transposition into a complex facility at a scientific conference. It is argued that frame theory has a conceptual apparatus relevant for explaining changes in biography, which considers the relationality of meaning-making, the qualities of a thing per se, and the dispersed (as opposed to linear) nature of these changes. A key topic in the work of Burghard Rieger is the notion of meaning. To explore this notion, he and his collaborators developed a most sophisticated approach combining theoretical ideas and concepts of semiotics with empirical and numerical tools of computational linguistics. In the present contribution, relations of Rieger’s achievements to some issues of interest in the physics and philosophy of complex systems will be addressed.

This text is a first attempt of approaching traditional music, musical/poetic structures and ethnographic research semiotically. The basic elements of traditional music, the musical/poetic structures with morphological types and formulas, musical and non-musical codes during a musical performance as well as the ethnographic research itself with its own “performances” constitute groups of “signs” and codes that, combined together, create complex frames of meanings and re-definitions not only among musicians and revelers but also among ethnographers and their interlocutors and among ethnographic (...) “texts” and their representations after multiple readings. This text presents elements that emerged after an enduring field research in Crete. The use of semiotics in the study of traditional music and musical analysis can constitute a useful analysis tool for ethnographic research from planning to composing ethnographic “texts”. This text highlights the necessity of initiating a dialogue concerning the aspects and perspectives of a semiotic approach to musicology and music ethnography. (shrink)

From the multifarious subdivisions of semiotics, be they naturalistic or culturalistic, the realm of semiotics of value is a ?eld that is getting more and more attention these days. Our entire political and economic systems are based upon structures of symbolic representation that many times seem not only to embody monetary value but also to determine it. The connection between monetary (...) and linguistic exchanges is self-evident: the former requires the latter and develops in direct relation to it. Creative experimentation and design of digital systems of value exchange are blossoming on the web. Dr. Gilson Schwartz, an economist turned media theorist and professor at the University of São Paulo, adopted the concept of Iconomics, originally created by Michael Kaplan, an author concerned with the linguistics of economic value. Empowering local communities and unlocking new levels of value creation and representation via digital technologies are the main goals of Dr. Schwartz’s projects, aiming at the re-designing of our relationship to the economic value of imagination and the social control of property. Renata Lemos-Morais: You have recently produced and directed a short documentary about Creative Currencies in Latin America. Could you tell us a bit about its process and its findings? Gilson Schwartz: The “Creative Currencies” project is a work-in-progress platform which unfolds as an action research agenda connected both to the production of audiovisual content and the development of social currency software. The initiative dates back to 2003 when I led an experimental project supported by the Presidency of Brazil. At that time, we issued paper currency in a small, touristic village in the Northeast Region which stimulated local cultural projects. But it was only in 2009 that the Central Bank of Brazil acknowledged “social currencies” as a legitimate economic agenda, calling for more debate at the I Financial Inclusion Forum. This year, the monetary authorities organized a second forum that also opened the room to discussions on mobile payment systems and new perspectives on poverty alleviation via State subsidies. The Ministry of Culture funded the “Creative Currencies” project in 2009-2010 and our next stage in this discovery process is to be supported by the National Social and Economic Development Bank (BNDES). In short, there is genuine interest among public officials in different areas and public funding for social currencies is on the rise in Brazil. However, after all these years we are still at a very early stage of research and practice. Some of the most successful initiatives (such as Banco Palmas) actually evolved out of local monetary creation to become correspondent banking operations for commercial banks and other financial groups. After eight years of price stability and social inclusion, Brazil stands out as a major opportunity for social experimentation, even the Grameen Bank is now entering the Brazilian market and many NGOs are geared towards different forms of entrepreneurialism in the base of the pyramid, riding solidarity economic models, microfinance and microcredit for local development. It is yet to be seen, however, whether these developments are just one more stage of “bankarization”, that is to say, an extension of regular banking services or actually a new form of social and symbolic self-determination at the local level. So far, the Central Bank of Brazil is open to new forms of credit and local finance as long as they are strictly territorial and very close to barter among the poor. In other words, whether the process of monetary creation could be made to fit an open source paradigm is yet to be seen. Community banking and social currencies might as well end up as just another channel for access to and use of banking services. The “Creative Currencies” project aims at promoting the discussion of more fundamental issues, such as the limits of central banking, the prospects for local financial development and the possibility of creating and managing financial icons as cultural assets. The purpose of this project is to produce short documentaries that will bear testimony to this evolving regulatory framework while inducing more discussion about the fundamental iconomic issues concealed in the process of money and wealth creation. RLM: What new potential is there in applying digital technologies to currency creation? GS: Globalization is a result of the virtualization of money, that is, the overcoming of illusions such as the “gold standard”. Money is an icon created by institutions, not on supposedly natural or material foundations but out of political and financial interests. The “dollar standard” is an outstanding evidence of this phenomenon and Kaplan´s paper, the first to use the expression “iconomics”, insists on the rhetoric and semiotic effects associated to a supposedly scientific model of money creation and management. This is a fundamental change that was perceived and discussed much before the digitalization of the world by unorthodox economists such as John Maynard Keynes since the early 20th century. The digitalization of global financial flows accelerated this immateriality and the creation of the Euro was yet another evidence of the political foundations of currencies. The banking establishment, however, is keen on the idea that scientific formulae hold the key to sound money creation. Keynesianism has been repeatedly associated to “inflationism” while the supposedly sound monetary policies of the Orthodoxy serve well the political and financial interests of a technocratic elite. Corporate media also serve this fictitious depiction of the monetary process despite the cyclical bust of monetary rules and financial regulations. The internet, however, has created numerous opportunities for the disintermediation in industries such as film, music and commodities. There is no reason to doubt that the financial industry can also be transformed by Peer-to-Peer (P2P) infrastructures. Money is media as well. Credit is but confidence. Once people realize that the distributed computing power of networks can also be the platform to weave new monetary and credit operations, there is room for grassroots emancipation out of the established owners of monetary institutions. So far, however, there has been a privatization of monetary management and there is not a clear path or model for the emergent (P2P) property democratization that is inherent to the internet. Digital assets, however, clearly have an inherent potential to escape central control and proprietary regulatory frameworks. RLM: How are social networks transforming the ways in which we exchange value? Do you believe that online influence and reputation might be translated into a new kind of currency? GS: The foundation for social currencies as envisaged by solidarity economics is the territory. Authorities are willing to concede local monetary creation as long as it is restricted to poor neighborhoods, as a proxy to barter. In this relevant but limited context, reputation, personal knowledge and informal ties form the matrix of local or “proximity” finance which are expected to keep credit and leverage to a sustainable level. Anything beyond that should and would lead to an integration of local finance into the established banking system. However, inasmuch as the internet promotes virtual territories and reputation is now subject to all sorts of digital manipulation and stardom becomes an everyday cultural process among teenagers and elders alike, the territorial “foundation” is substituted for more complex patterns of solidarity, cooperation and exchange that reach beyond the physical territory and even the “human.” Digital assets embody knowledge, technology, cultural and educational values that are exchanged at a global scale beyond the control of democratic States (Chinese-like intervention is the exception, not the rule). Hacktivism is unstoppable and so is monetary hacktivism. Especially in the Third World, mobile communications fast became conveyors of money transfers and other appropriation strategies. Banking and telecom sectors already battle for the control of these emerging markets and, as a matter of fact, have so far contributed to the containment of these processes. Governments serve these moguls and have usually adopted a wait-and-see attitude. If open source hardware and grassroots social movements combine to challenge these proprietary battles, then social networks may evolve into new forms of social capital and thus form the ground on which to design and implement social currencies. The global financial crisis, as well as the dollar demise, are an event of such a proportion that social networks may open the path for emancipator subjects to seize the opportunity. RLM: What are some of the social experiments that you think are revolutionizing the way in which value is exchanged? GS: There is a broad evolution of economic systems towards the valuation of intangible assets such as knowledge, reputation and sustainability. There are many examples of local as well as global events that call the traditional systems of exchange into question, from carbon credits to educational bonuses, digital barter frameworks and locally based solidarity and fair trade networks. These emerging examples, no matter how different in nature or scale, represent a challenge to the traditional value creation schemes and theories which are based on use and exchange value, supply and demand. This is not to say that utility and labour or scarcity are to be totally dismissed, but there is now an emerging perception that value is also a function of behavioral codes, symbolic patterns and the energy of institutional frameworks. The plasticity of digital platforms is relevant insofar as intellectual property becomes the central source of value creation. But when you discuss the property rights of public goods such as the environment or basic social rights (of minorities or localities), then a new paradigm seems to emerge. RLM: Are gaming and online storytelling digital practices that might have an impact on the way new currencies are created and developed? GS: “Play money” has been one of the early and most intriguing phenomena associated to the diffusion of virtual worlds. These virtual currencies have also been prone to “boom and bust” dynamics, speculation and pure theft (Second Life scams were common and led to “intervention” by the owners of the game). Storytelling is a major source of value, that is, the value of attention and the markets for audience. There are plenty of private monies created and managed by corporate entertainment groups, telecom operators (via mobile virtual network operators) and marketing frameworks. The casino economy, as already depicted by Keynes and other unorthodox economists, is always storytelling about future states of the world, confidence building and leverage of animal spirits. The novelty of current events is not the fictitious nature of any form of capital, but the potential for digital democratization of controls over the imaginary nature of value creation. But this is just a potential, a possibility, a figment that more often than not is appropriated by centralized and opaque private powers. The game industry is a testbed for new connections between storytelling and money creation. RLM: Monetary value was originally connected to the scarcity of precious metals, such as gold. Our entire monetary system seems therefore to function according to a logic of scarcity. Do you believe it is possible to reverse this logic into a logic of abundance? GS: The gold standard was a fiction itself, the “scarcity” is always produced by institutions that regulate confidence and access to credit. The key issue is not to fabricate abundance, but to question the institutions which produce scarcity out of any standard, gold or whatever. Central banks are at the service of private banks in the creation and management of scarcity. RLM: The promise that nanotechnology holds for our future is one of radical abundance (or so say transhumanists). The possibility of creating any kind of material substance through nanoengineering seems each day more feasible. What would this possibility entail in terms of systems of value exchange? GS: Nanotechnology, environmental concerns and grassroots appropriation of distributed knowledge are the frontiers of a new horizon of energy creation and management. Social groups in charge of managing scarcity for the sake of wealth and power concentration must be held accountable for the destruction of our future. Once this key political conundrum is accounted for, new systems of value exchange and even a non-mercantile society will come into existence. Revolutionary theorists such as Marx envisaged transformation via the extreme clash of contradictions between capital and labour. This approach has never led to a change in the systemic logic of scarcity for the sake of social control. We are once again facing the threshold of large scale societal change, but the outcome of the current crisis should come from our imagination, not from yet another paradox of abundance and scarcity. As long as we remain attached to the materiality of value, the illusion of freedom will but reinforce the massive manipulation of necessity. RLM: What do you think is the role of crowdfunding in this context? GS: Crowdsourcing as well as crowdfunding are examples of the peer to peer opportunities that come along with distributed computer power. However, the power structure behind wealth and scarcity creation may or may not be changed by crowd management. But it should not be taken at face value, so to speak. The stock market of course is an early form of crowdfunding without calling into question the proprietary framework of the companies offering their investment projects to the market. Any market is a form of crowdsourcing, that is to say, of distributed forms of supply and demand matchmaking. The wealth of networks, however, depends on the contractual ecosystem, the institutional framework, the channeling of social imagination, not on the purely quantitative distribution of bids and offers. I see economics as supply, demand and code. Once you have access to the code, once openness becomes part of the game, then there is a chance of crowd behavior becoming collective intelligence and sustainable imagination. RLM: Is the development of digital currencies headed towards a pluralistic ecology in which many micro currency systems co-exist, or is it penetrating the mainstream monetary system? If it is affecting the mainstream financial system, what would be its effect in the long-term? GS: The same issue is at stake both at local and global levels. The global system is, as a matter of fact, an unstable ecosystem of “micro currencies” whereas the dollar has so far exerted an overwhelming influence. Local currencies and private monies coexist with national currencies only to the extent that the Central Bank admits, for instance, that grassroots monetary emissions remain territorial and strictly connected to poverty. However, the question of how new developments in digital technologies and nanotechnologies might alter not only our current monetary systems but also our understanding of value in itself, is still an open question. This paper provides an overview of semiotic studies about advertising, beginning with the early work done in the 1960s. Advertising communication plays a particular role in semiotic studies in the second half of the twentieth century. Pioneering studies of advertising messages, in particular those of Roland Barthes and Umberto Eco, date to the 1960s and were carried out for the most part using the tools of classical rhetoric. Following a period in which semiotics displayed a relative lack (...) of interest in advertisements, in the 1980s advertising texts were used as examples in applied narratological analysis by Jean-Marie Floch and others. This occurred at the same time as the so-called “passion turn of semiotics,” which stressed that the passions and emotions present in texts are crucial issues in textual semiotics, and it also seemed to offer fresh perspectives for the analysis of advertising communication. The passion turn took account of the evolution of advertising itself, since modern advertising is more and more interested in conveying passions and emotions. The effectiveness of an advert tends to be closely bound up with the presentation of sensations associated with a given product or brand. Recently, semioticians have begun to study more general features of advertising and marketing discourse. (shrink)

In the last few years, researchers have begun to investigate the emergence of novel forms of human communication in the laboratory. I survey this growing line of research, which may be called experimental semiotics, from three distinct angles. First, I situate the new approach in its theoretical and historical context. Second, I review a sample of studies that exemplify experimental semiotics. Third, I present an empirical study that illustrates how the new approach can help us understand the socio‐cognitive (...) underpinnings of human communication. The main conclusion of the paper will be that, by reproducing micro samples of historical processes in the laboratory, experimental semiotics offers new powerful tools for investigating human communication as a form of joint action. Social and environmental problems attributed to current electricity sector restructuring structures are spelled out. The energy source choices and market power of large industrial and commercial users versus residential consumers are compared. An institutional analytic approach is used to reveal the best option to alleviate the social and environmental problems associated with electricity restructuring. Community aggregation emerges with great potential to achieve meaningful social and environmental improvement.

The fast pace of technological change necessitates new evaluative and deliberative tools. This article develops a general, functional approach to evaluating technological change, inspired by Nissenbaum’s theory of contextual integrity. Nissenbaum introduced the concept of contextual integrity to help analyze how technological changes can produce privacy problems. Reinterpreted, the concept of contextual integrity can aid our thinking about how technological changes affect the full range of human concerns and values—not only privacy. I propose a generalized concept of contextual (...) integrity that is applicable to a broader variety of circumstances, and I outline a new, general procedure for technological evaluation. Among the attractive features of the proposed approach to evaluating technological change are its context-sensitivity, adaptability, and principled presumptive conservatism, enabled by the mechanism the approach supplies for reevaluating existing practices, norms, and values. Smart grids are rolling out internationally, with the United States nearing completion of a significant USD4-plus-billion federal program funded under the American Recovery and Reinvestment Act. The emergence of smart grids is widespread across developed countries. Multiple approaches to analyzing the benefits of smart grids have emerged. The goals of this white paper are to review these approaches and analyze examples of each to highlight their differences, advantages, and disadvantages. This work was conducted under the auspices of a joint U.S.-China (...) research effort, the Climate Change Working Group Implementation Plan, Smart Grid. We present comparative benefits assessments of smart grid demonstrations in the U.S. and China along with a BA of a pilot project in Europe. In the U.S., we assess projects at two sites: the University of California, Irvine campus, which consists of two distinct demonstrations: Southern California Edison’s Irvine Smart Grid Demonstration Project and the UCI campus itself; and the Navy Yard area in Philadelphia, which has been repurposed as a mixed commercial-industrial, and possibly residential, development. In China, we cover several smart-grid aspects of the Sino-Singapore Tianjin Eco-city and the Shenzhen Bay Technology and Ecology City. In Europe, we look at a BA of a pilot smart grid project in the Malagrotta area west of Rome, Italy, contributed by the Joint Research Centre of the European Commission. The Irvine sub-project BAs use the U.S. Department of Energy Smart Grid Computational Tool, which is built on methods developed by the Electric Power Research Institute. The TEC sub-project BAs apply Smart Grid Multi-Criteria Analysis developed by the State Grid Corporation of China based on the analytic hierarchy process with fuzzy logic. The B-TEC and TNY sub-project BAs are evaluated using new approaches developed by those project teams. JRC has adopted an approach similar to EPRI’s but tailored to the Malagrotta distribution grid. Economies are complicated systems encompassing micro behaviors, interaction patterns, and global regularities. Whether partial or general in scope, studies of economic systems must consider how to handle difficult real-world aspects such as asymmetric information, imperfect competition, strategic interaction, collective learning, and the possibility of multiple equilibria. Recent advances in analytical and computational tools are permitting new approaches to the quantitative study of these aspects. One such approach is Agent-based Computational Economics (ACE), the computational study of economic processes (...) modeled as dynamic systems of interacting agents. This chapter explores the potential advantages and disadvantages of ACE for the study of economic systems. General points are concretely illustrated using an ACE model of a two-sector decentralized market economy. Six issues are highlighted: Constructive understanding of production, pricing, and trade processes; the essential primacy of survival; strategic rivalry and market power; behavioral uncertainty and learning; the role of conventions and organizations; and the complex interactions among structural attributes, institutional arrangements, and behavioral dispositions. This paper discusses the potential of the notions of reification and consensualization as developed by the theory of social representations as analytical tools for addressing the communication between the lay and scientific spheres. Social Representations Theory started by offering an over-sharp distinction between the reified and the consensual universes of which science and common sense, respectively, were presented as paradigmatic. This paper, however, suggests that the notions of consensual and reified can be considered as describing two distinct communicative (...) formats: reification implying the use of arguments which establish prescriptions for representations and action, and consensualization relying on arguments which recognize the heterogeneity of representation and action. We illustrate this proposal through the analysis of a case in which the expert and the lay spheres of a Lisbon neighborhood opposed each other regarding the new laws of public participation in community matters. This analysis showed how reification and consensualization can be used as discursive formats by both spheres. The implications of the use of reification and consensualization and how they may depend on several power resources and have different impacts on social change are discussed. (shrink)

Investing in academic and policy debates and discussions regarding the ethicality of AI applications can create a brighter future for academia. A case study is presented of the development of computer-based support tools for power engineers in the electricity supply industry. The objective was to develop an expert system to support witching schedule production. A user-centred approach was followed which led the user community to conclude that a switching schedule production assistant (SSPA) was required which would leave control with the power engineer. Prototype systems were developed and evaluated in user trials which revealed that a significant and more general (...) purpose tool would be a computer generated electricity network display that the engineers could manipulate. The paper concludes that the process of enabling users to evaluate alternative forms of technology can facilitate the development systems that are useful, acceptable and usable. (shrink)

That technologies may raise ethical issues is now widely recognised. The ‘responsible innovation’ literature – as well as, to a lesser extent, the applied ethics and bioethics literature – has responded to the need for ethical reflection on technologies by developing a number of tools and approaches to facilitate such reflection. Some of these instruments consist of lists of questions that people are encouraged to ask about technologies – a methodology known as the ‘Socratic approach’. However, to date, (...) these instruments have often not adequately acknowledged various political impacts of technologies, which are, I suggest, essential to a proper account of the ethical issues they raise. New technologies can make some people richer and some people poorer, empower some and disempower others, have dramatic implications for relationships between different social groups and impact on social understandings and experiences that are central to the lives, and narratives, of denizens of technological societies. The distinctive contribution of this paper, then, is to offer a revised and updated version of the Socratic approach that highlights the political, as well as the more traditionally ethical, issues raised by the development of new technologies. Unlike sonographic examinations, sonic fetal heartbeat monitoring has received relatively little attention from scholars in the social sciences. Using the case of fetal heartbeat monitoring as part of midwifery prenatal care in Germany, this contribution introduces music as an analytical tool for exploring the aesthetic dimensions of obstetrical surveillance practices. Based on ethnographic stories, three orchestrations are compared in which three different instruments help audiences to listen to what becomes fetal heartbeat music and to qualify fetal and pregnant lives (...) in relation to each other. In the Doppler-based orchestration, audible heartbeat music is taken as a sign of a child in need of parental love and care cultivated to listen. The Pinard horn makes esoteric fetal music that can be appreciated by the midwife as a skilled instrumentalist alone and helps to enact a child hidden in the belly. The cardiotocograph brings about soothing music and a reassuring relationship with a child but also durable scripts of juridical beauty. This material-semiotic analysis amplifies how well-being is shaped in midwifery prenatal care practices. (shrink)

In the rapidly evolving field of wireless power transfer (WPT), achieving systems that combine efficiency with reliability is crucial. This paper presents a simulation-based approach using CST Studio Suite to optimize WPT systems for wireless battery chargers in electric bikes. The study fixes the size of both the transmitter and receiver coils, the spacing between turns, and the number of coil turns, with a set distance of 20mm between the transmitter and receiver coils. CST Studio Suite is employed to (...) determine the parameters of resonance capacitors and the optimal switching frequency to enhance WPT efficiency. This powerful simulation tool allows researchers and engineers to design resonance compensation circuits more effectively, optimizing power transfer efficiency. The simulation conducted with CST Studio Suite confirms its effectiveness in designing a WPT system, achieving an impressive peak efficiency of 99.61% at the resonant frequency. The paper demonstrates CST Studio Suite's capability to accurately predict WPT system performance by developing detailed electromagnetic models and fine-tuning simulation parameters to reflect real operating conditions. Iterative simulations resulted in optimized practices, validated by select results that highlight the method's effectiveness and showcase an optimal balance between system complexity and efficiency. These findings provide a strategic framework for future WPT system development, offering practical guidance for researchers and industry professionals aiming to advance WPT technology. (shrink)

Major online platforms deploy an array of policies and data-driven legislative and enforcement mechanisms, transforming economic, social, and technological powers into political might. While platforms use private law to legitimate the exercise of this form of power, the novel political relations and tools have a tremendous public impact, both on individuals’ and communities’ political freedom and on the public sphere. Digital rights literature that tends to focus on particular rights, such as privacy or freedom of expression, deals less with (...) the implications of platforms’ emerging political authority. The article addresses this lacuna by (1) analyzing the quasi-sovereign power of platforms, (2) mapping how this form of power disrupts political freedom and the public sphere, (3) revealing a theoretical trap that blocks existing attempts to address the threats and (4) developing a bottom-up approach to resolve this bind. The article proposes the creation of “Users Unions” – legal structures that create affordance for users to have a collective voice within platforms’ corporate governance and decision-making mechanisms. The proposed structural reform could mitigate the power disparities between users and online platforms and assist in respecting, protecting, and fulfilling users’ political rights. (shrink)

The commercialization of transgenic crops has engendered significant resistance from environmental groups and defensive responses from industry. A part of this struggle entails the politicization of science as groups gather evidence from the scholarly literature to defend a supportive or opposing position to transgenic crop commercialization. The authors argue that novel technology development and associated scientific uncertainty have led to two competing approaches to risk management: precaution and ex post trial and error. In this paper we use the controversies (...) over currently commercialized transgenic crops to analyze the debate over these competing approaches. We also suggest a hybrid approach that incorporates a precautionary selection process, but also relies on ex post trial and error after commercialization. This approach is labeled precaution through experience since the development of a technology’s characteristics would ideally take into account previous experience with similar technologies, or rather technologies with similar applications. The authors argue that substantial public participation and dialogue is needed to identify socially desirable crop traits to guide research and development. Policy tools are also recommended that provide incentives to private-sector firms to engineer the identified traits into crops. (shrink)

Western philosophy often overlooked the problem of technology. It is a long-standing prejudice of a nominalist or idealist mentality that goes on from ancient Greece up to today. Compared to other contemporary currents of thought, the pragmatist tradition had some interesting ideas because it united in a profound continuum theory and practice, overthrowing any dualism. This move was particularly effective in Peirce’s studies on continuity, logical modalities, logic of abduction, and existential graphs as well as in Dewey’s approach (...) to logic as an integrated tool of inquiry in which technology is part of the human organism. However, also the pragmatist tradition remained somehow only with a good analysis of synthesis and a good theory of practice but did not complete its drive toward a different vision of syntheticity and technology. The philosophy of gesture that I will propose in this paper wants to complete the unfinished work of this tradition relying heavily on pragmatist phenomenology and semiotics. In the first part, I will sum up the main structure of this philosophy of gesture, as I name it (I). In the second part, I will show the fundamental application of this philosophy to technology (II). At the end, I will illustrate an application for blind people to see a museum that is inspired by the Philosophy of gesture (III). (shrink)

Historical experience shows that politics, despite all its shortcomings, is the best tool created by people to organize the common life of large groups of the population and manage them. Therefore, the desire of thinkers of all times and peoples to obtain knowledge about politics is understandable, which, in its rigor, clarity, and accuracy of forecast, would be comparable to scientific knowledge. The present review analyzes the works of the Russian social scientist Viktor P. Makarenko, who researched the triad “politics–authority–bureaucracy” (...) for fifty years. The result was the creation of a political conceptology, which the author positions as a transdisciplinary approach to the study of politics. Analytical philosophy became the theoretical and methodological platform of political conceptology. The monographs, articles, and speeches of Makarenko reflect the process of establishing the author’s position, expanding the scope of problems, identifying additional points of contact between bureaucracy and politics, as well as improving the methodology of political analysis. Cyber-bullying, and other issues related to violence being committed online in prosocial environments, are beginning to constitute an emergency worldwide. Institutions are particularly sensitive to the problem especially as far as teenagers are concerned inasmuch as, in cases of inter-teen episodes, the deterrent power of ordinary justice is not as effective as it is between adults. In order to develop the most suitable policies, institution should not be satisfied with statistics and sociological perspectives on the phenomenon, but rather seek a (...) deep ethical understanding—also referring to the biological and evolutionary past of human beings. The aim of this paper is to show a way to fill this theoretical gap, offering some answers that can illuminate future policy-oriented research and reflection. In order to do so, we will start by connecting our argument to evolutionary studies carried out in the past two decades, focusing on gossip as a tool for social assortment, thus endowed with a dual function: protect the group from free riders, intruders and bullies but also bully the deviant members. In the “Mediating gossip through social networks” section, we will see which aspects of gossip, vital for bullying, are co-opted by social network scenarios. A fundamental trait of human social life, that is the subdivision in smaller coalitions, or sub-groups, will be shown as missing in social networks dynamics—therefore constituting themselves as structurally violent. The “Why and how do social networks empower bullying?” section will deal with techno-ethical and epistemological concerns regarding how gossip, mediated by SN, manages to empower cyber-bullying. The “Self-gossip and self-mobbing in the light of the disruption of sub-moralities” section will characterize cyber-bullying as often sparked by self-gossip in a scenario where familiar sub-groups, which also mediate defense and mutual understanding, are disrupted. The “Discussion and conclusion” section will consist of a philosophical summary, divided in two parts: a pars destruens analyzing whether SN, in their actual configurations, are fit for being used by humans-like-us, and a pars construens examining the broad potential consequences of highly enforced regulation aimed at contrasting cyber-bullying. The article focuses the possibility of elaboration of a cross-disciplinary methodological approach to formation of the semiotics of power. Four possible forms of relation of semiotic research to the problem of power are revealed upon the basis of Drechsler’s typology. The approaches of Mandoki and Siefkes to formation of the methodological basis of the semiotics of power are analyzed and compared. This entry addresses the action theoretical semiotics derived from A. J. Greimas’s theory and positions it in the context of edusemiotics. Greimas’s narratological theory is discussed and investigated in terms of its fruitfulness for education. The entry focuses on the major features of Greimas’s theory such as his famous actantial model as well as the anthropomorphic, or human- and subject-centered, approach in general. According to Greimas, at the core of the meaning of every significant discourse, there lies a typical (...) human situation within which the actants – or entities that assume certain roles in a narrative story – function as Subject and Object, Sender and Receiver, and at times also as Helper and Opponent. Greimas’s central analytic tools, the semiotic square and the generative model, are interpreted in dynamic terms and applied to the analysis of education as a meaningful practice. These tools help us see education as a value-based action and shed a critical light on the presupposed dualism between nature and culture in the context of education. For the analysis of action, Greimas’s major concepts prove themselves to be especially useful. The conception of competences expressed, specifically, in modal verbs such as want, can, know, and must is significant for education. As such, education becomes an action that strives to develop students’ competences. (shrink)

John Law notes that — by the early 1990s — Latour’s approach contained the entirety of the principles of actor-network theory: attention to heterogeneous relations, use of semiotic tools, adherence to symmetry in describing the truth or false statements, performativity of practices, focus on circulations, predisposition to case studies. Expanding the list of approaches and tools used in the ANT, Law turns to material semiotics. He aspires to show it as a set of themes that stimulate (...) the researcher’s sensitivity to the problem of polysemanticity in a particular field. At the same time, his version of material semiotics implicitly contains a critique of the of Greimas’ semiotics developed by Latour. Law’s vision describes practices of producing multiple realities, maintaining uncertainties and the polysemantic. In contrast, Latour’s semiotics are more instrumental, showing how particular actors eliminate multiplicity by creating common rules. The article shows that the contradiction between Latour’s semiotics and Law’s material semiotics is related to the question of tracing the networks’ length created by heterogenous actors. However, this question is empirical. The article explores a particular case of interaction from the practices of a center for the development and socialization of children and adults with mental disabilities. It is shown that the problem of polysemanticity and uncertainties has two solutions: limiting the network through a “shifting in” of the “enunciator” and maintaining polysemanticity through “partial connections”. Much of the literature directed at the Extended Mind Thesis has revolved around parity issues, focussing on the problem of how to individuate the functional roles and on the relevance of these roles for the production of human intelligent behaviour. Proponents of EMT have famously claimed that we shouldn’t take the location of a process as a reliable indicator of the mechanisms that support our cognitive behaviour. This functionalist understanding of cognition has however been challenged by opponents of EMT [such (...) as Rupert ; Adams & Aizawa ], who have claimed that differences between internal, biological processes and putatively extended ones not only exist but are actually crucial to undermine the idea that inner and outer are functionally equivalent. This debate about how to individuate the functional roles has led to a treacherous stand-off, in which proponents of EMT have been trapped under the persistent accusation of causal/constitution conflation. My strategy for responding to this charge is to look precisely at those functional differences highlighted by critics of EMT. I reckon that extended cognitive systems are endowed with quite different properties from systems that are “brain bound” and argue that it is precisely these differences that allow human minds to transcend their biological limitations. I thus defend a complementarity version of the extended mind, according to which externally located resources and internal biological elements make a different but complementary contribution to bringing about intelligent behaviour [Sutton ]. My defence of complementarity is based on both the phylogeny and the ontogeny of cognitive systems. I initially explore the interrelation between brain and cognitive development from a neuroconstructivist perspective [Quartz & Sejnowski ; Mareshal et al. ] and then argue that our brains do not have fixed functional architectures but are sculpted and given form by the activities we repeatedly engage in. As a result of repeated engagements in socio-cultural tasks, relevant brain pathways undergo substantial rewiring. Development thus scaffolds our brains, which become geared into working in symbiotic partnership with external resources. [Kiverstein & Farina ]. On these grounds, I call into question any tendency to interpret the human biological nature as fixed and endogenously pre-determined and side with proponents of DST [Oyama ; Griffiths & Gray ] and ontogenetic niche construction [Stotz ] in arguing that we should think of natural selection as operating on whole developmental systems composed of living organisms in culturally enriched niches. [Wheeler & Clark]. Complementarity defences of EMT argue that many of the kinds of cognition humans excel at can only be accomplished by brains working together with a body that directly manipulates and acts on the world [Rowlands ; Menary ]. I take Sensory Substitution Devices as my empirical case study. SSDs exploit the remarkable plasticity of our brains and with training supply a novel perceptual modality that compensates for loss or impaired sensory channel. I argue that the coupling with these devices triggers a new mode of phenomenal access to the world, something I propose to label as a kind of “artificial synaesthesia [Ward & Meijer ].This new mode of access to the world transforms our cognitive skills and gives rise to augmented processes of deep bio-technological symbiosis. SSDs therefore become mind enhancing tools [Clark ] and a perfect case study for Complementarity. Having shown the relevance of SSDs for EMT, I then take up the possibility that these devices don’t just relocate the boundaries of cognition but may also stretch the bounds of perceptual awareness. I explore the possibility that perceivers using SSDs count as extended cognitive systems and therefore argue that the experiences they enjoy should be counted as extended conscious experiences.[Kiverstein & Farina, ]. SSDs are quite often said to involve some form of incorporation.[Clark ]. Rupert has challenged this idea and its relevance for EMT on the grounds of his embedded approach. Particularly, he has explained tool-use in terms of the causal interaction between the subject and its detached tool. In the final chapter of my dissertation I critically look at his objections and argue that all his arguments fail to apply to SSDs. In SSD perception in fact the tool becomes geared to work in symbiotic partnership with the active subject and then get factored into its’ body schema so that both of them come to form a single system of cognitive analysis. This textbook offers the first unified treatment of wave propagation in electronic and electromagnetic systems and introduces readers to the essentials of the transfer matrix method, a powerful analytical tool that can be used to model and study an array of problems pertaining to wave propagation in electrons and photons. It is aimed at graduate and advanced undergraduate students in physics, materials science, electrical and computer engineering, and mathematics, and is ideal for researchers in photonic crystals, negative index (...) materials, left-handed materials, plasmonics, nonlinear effects, and optics. Peter Markos and Costas Soukoulis begin by establishing the analogy between wave propagation in electronic systems and electromagnetic media and then show how the transfer matrix can be easily applied to any type of wave propagation, such as electromagnetic, acoustic, and elastic waves. The transfer matrix approach of the tight-binding model allows readers to understand its implementation quickly and all the concepts of solid-state physics are clearly introduced. Markos and Soukoulis then build the discussion of such topics as random systems and localized and delocalized modes around the transfer matrix, bringing remarkable clarity to the subject. Total internal reflection, Brewster angles, evanescent waves, surface waves, and resonant tunneling in left-handed materials are introduced and treated in detail, as are important new developments like photonic crystals, negative index materials, and surface plasmons. Metrics have long served as tools for governing at a distance. In the food industry, major manufacturers have embraced metrics as tools to govern the sustainability of the farms producing their commodity raw materials. This metrical turn has been influenced but also complicated by agricultural datafication, that is, the increasing quantities of data generated on and about farms. Despite the sheer abundance of data that companies might use to measure and drive improvement in on-farm sustainability, they have struggled (...) to collect data suitable for such purposes. Attention to the different kinds of distance and diversity across which metrics are supposed to govern suggests reasons why they may fail to do so, even when wielded by otherwise powerful corporations. A number of studies have investigated glossolalia from different points of view, dealing with its various occurrences in the religious, psychopathological, and – more recently – also poetic and musical domains. The impossibility of fully understanding such a phenomenon through a purely linguistic approach has then increasingly emerged, pointing out the need to adopt a broader perspective. However, no extensive research has been developed on musical glossolalia – and especially on its non-religious forms – from such a point of (...) view. The present paper aims precisely at filling this gap: philosophical discussion of existing literature and the semiotic analysis of particularly relevant case studies of glossolalia in the musical domain help us shed new light on the functioning mechanisms of such a phenomenon, hence suggesting effective tools for understanding how it acquires meaning and produces sense. This article presents a sociological perspective that suggests that technology should be seen as a means for groups to retain or rearrange social relations. Claiming, first, that the sociotechnical systems approach in technology-and-society studies often tend to bring out harmony and cooperation as an ideal and, second, that central social construc tivists tend to interpret closure and stabilization processes in terms of consensus, this article, instead, argues that technology should be regarded as the outcome of conflicting (...) interests and ideas. To make the perspective plausible, a number of analytic concepts are put forth and illustrated, some case studies are reinterpreted in conflict language, and a few tentative research hypotheses are formulated. Crucial components of strategic communication include the audience, which plays a decisive role in how any conflict plays out. Strategic narratives are seen as means by which political actors attempt to construct a shared meaning of international politics to shape the behaviour of domestic and international actors. The article analyzes the news discourse of the Russian media sources RT, Pervyj Kanal, and NTV on Russia’s coronavirus aid to Italy in spring 2020. In the context of media coverage, some methodological questions (...) arise: How should the intentional structuring of narratives, targeting of audiences, and the manipulative intentions of the strategic actor be studied? For this purpose, the article combines strategic narrative theory with Umberto Eco’s concepts of the Model Reader and the Model Author. Analysing the aims and intentionality of the strategic narratives, we postulate the Model Reader as an analytical category that organizes the study of the audience’s interpretation process. The function of the Model Reader is to actualize the codes and intertextual references that the author has strategically planned in the news message, in order to achieve the geopolitical aims of the strategic narratives in question. The analysis of constructing the Model Reader and the Model Author of strategic narratives is complemented by Greimas’ semiotic theory of the narrative and the composition principles of Lotman’s discrete/non-discrete texts. . As a discipline, semiotics has gained recognition in many fields. Cultural background plays an important part in the field of the visual art. Given the rich cultural context of the pictorial hybridization Chinese-European in the early Qing dynasty, the pictorial works can be used in studying semiotics. This article addresses a discourse on some semiotic reflections in painting. It focuses on the application of the theory of the semiotic scientist Charles Peirce that has proven to be suitable (...) for analyzing pictorial works. The model chosen as a subject for investigation is a painting in ink on silk titled “Portrait of Qianlong’s Consort with Yongyan as a Child,” painted using Western techniques in the eighteenth century. The analysis of the portrait offers an appropriate basis to develop some semiotic reflections on this work of art by contributing to aesthetic and artistic awareness. Semiotic structures were employed to develop an understanding of the pictorial forms by turning each element into a tool of communication. The semiotic reading of this work is concerned with the visual art education and sensorial message of the painting. (shrink)

Food insecurity, and its extreme form, hunger, occur whenever the accessibility to an adequate supply of nutritional and safe foods becomes restricted or unpredictable. They are recurring problems in certain regions of the US, as well as in many parts of the world. According to nation-wide surveys conducted by the US Bureau of the Census, between 1996 and 1998 an estimated 9.7% of US households were classified as food insecure (6.2% being food insecure without evidence of hunger, and 3.5% being (...) food insecure with moderate to severe hunger). This means that approximately 10 million households each year did not always have access to enough food to meet basic needs. A potential tool in the fight against food insecurity and hunger is information technology (IT), since its use and range of application continue to grow at astonishing rates. The study presented here examined the question of how information technology, particularly the Internet, can be used to promote food security. The study used an action science research approach, and a case study strategy, with the food security system of Oktibbeha County, Mississippi selected as the case for study. The research design was a two-phase process. Phase one consisted of a needs assessment among food assistance organizations in Oktibbeha County, and included interviews of key food assistance personnel. Phase one also included a survey of IT subject matter experts to seek their opinions about the current state of Web-based information technology. Phase two involved an analysis of various IT implementation issues, as well as the development of a Web-based food security information system prototype tool. The needs assessment results indicated that (a) certain food security system and information needs existed among the food assistance organizations in Oktibbeha County, and (b) appropriate information technologies existed that could be applied to these needs. The food security needs related to better communication and coordination of information, such as program information, food site inventory information, client history information, food donation information, and nutrition education information. In regard to technology development, a variety of scenarios were examined. These included client-side approaches, server-side approaches, simple e-mail-based systems, Java-based systems, systems based on the Common Gateway Interface (CGI), and commercial database systems. In applying the needs assessment and survey results, the researcher developed a prototype Web site (including a series of online database tools) that could be used to promote food security in counties such as Oktibbeha County. The results of this research show that appropriate, Internet-based, IT holds promise for the reduction of certain social problems, such as food insecurity and hunger. (shrink)

In privacy self-management, people are expected to perform cost–benefit analysis on the use of their personal data, and only consent when their subjective benefits outweigh the costs. However, the ubiquitous collection of personal data and Big Data analytics present increasing challenges to successful privacy management. A number of services and research initiatives have proposed similar solutions to provide people with more control over their data by consolidating consent decisions under a single interface. We have named this the ‘consent intermediary’ (...) class='Hi'>approach. In this paper, we first identify the eight obstacles to privacy self-management which make cost–benefit analysis conceptually and practically challenging. We then analyse to which extent consent intermediaries can help overcome the obstacles. We argue that simply bringing consent decisions under one interface offers limited help, but that the potential of this approach lies in leveraging the intermediary position to provide aides for privacy management. We find that with suitable tools, some of the more practical obstacles indeed can become solvable, while others remain fundamentally insuperable within the individuated privacy self-management model. Attention should also be paid to how the consent intermediaries may take advantage of the power vested in the intermediary positions between users and other services. (shrink)

The present paper considers using Social Networking Sites (SNS) as the primary means of communication . Current situations of communication are often associated with the active use of various SNS - convenient tool for information exchange, as new media, and one of the most widespread ways of self-presentation. The author comes to the conclusion that a SNS (like Facebook) gives no effective means to discern the real face - ego-, personal or actual social identity. However, modern Internet technologies provide us (...) with useful instruments, applied to the social network analysis and semiotic approach, to define the virtual social (or personal) identity that can (or cannot) be the same as the real one. The paper presented here is an attempt at casting human development as a semiotic-material phenomenon which reflects power relations and includes uncertainty. On the ground of post-structuralist approaches, development is considered here as a performative concept, which does not represent but creates realities. Emphasis is put on the notions of ‘mediation’, ‘translation’ and ‘materiality’ in everyday practices of students and teachers in a concrete school setting, where I conducted ethnographical research for one school year. The analysis of discursive research (...) material of teachers’ discussions and interviews with students proves the developmental discourse to be interrelated to teachers’ and students’ positioning in the school; the developmental discourse orders ongoing interaction and enables students and teachers to perform the past and witness the future in a way which corresponds with dominant values and state social/educational policies. By translating a variety of events into a line moving from the past to the future as well as by materializing this line as diagrams and other semiotic-material objects, development becomes a technology of the self of (late) modernity which implies power relations and supports the maintenance of the modern order. On these grounds, a relational approach to development is suggested, which raises methodological and political issues. (shrink)
