Operating from the assumption that a primary dynamic of contemporary public argument involves the use of visual images the authors explore the argumentative possibilities of the `image events' (staged protests designed for media dissemination) employed by radical ecology groups. In contextualizing their discussion, the authors offer an analysis of the contemporary conditions for argumentation by describing the character and operation of public communication, social problem creation, and public opinion formation in a mass-mediated public sphere. The authors (...) argue that image events are a form of postmodern argumentative practice, a kind of oppositional argument that creates social controversy, and animates and widens possibilities for debate. They further suggest that image events are a postmodern form of argument involving acts of protest which deliver images as argumentative fragments. Employing the tools of traditional argument theory the authors describe how images are capable of offering unstated propositions and advancing indirect and incomplete claims in ways that function to block enthymemes and advance alternatives. In concluding, the authors discuss the implications of image events for our understanding of the public sphere and the possibilities for argumentation in a postmodern age. (shrink)

The purpose of the study is to reveal the features of the application of event management as a PR tool in the activities of public and business spaces. In this study, the concept of "event management" has been clarified; the role of event management in the activities of public and business spaces has been determined; the use of this tool in the B2B and B2C markets has been studied; a content analysis of the reviews of (...) visitors to the spaces has been carried out in order to determine the problem field and search for ways to improve the effectiveness of event management as a PR tool; a series of expert interviews with the leaders of public and business spaces has been carried out. The scientific novelty lies in the proposed model of event management of the social and business space. As a result, the authors propose three main directions in planning and organizing the activities of public and business spaces: development and implementation of their own projects and events; management of partner projects; management of relations with partners. Based on event history analysis, this study examined the survival distribution of the duration of online public opinions related to major health emergencies and its influencing factors. We analyzed the data of such emergencies that took place in China during a period of 10 years. The results of the Kaplan-Meier method and Cox proportional hazards regression analysis showed that the average duration of online public opinions regarding health emergencies is 43 days, and the median is 19 days, (...) which dispels the myth of the “Seven-day Law of Propagation.” Furthermore, the duration of online public opinions can be divided into three stages: the rapid decline stage, the slowdown stage, and the disappearing stage. In addition, the type of event, and the volume of both social media discussion and traditional media coverage all had significant impacts on the duration. Our findings provide practical implications for the carrying out of targeted and stage-based governance of public opinions. (shrink)

Premesh Lalu's 'In the Event of History' was written in 2000, before the publication of his first book, The Deaths of Hintsa: Postapartheid South Africa and the Shape of Recurring Pasts in 2009, as a preparatory statement for his doctoral study on which it was based. 'In the Event of History' is published here for the first time, lightly revised. While the outlines of the argument of the Hintsa book are clear enough, it is addressed, as it is (...) not in The Deaths of Hintsa, to the field of public history. Noting how productive public history's notion of 'making history' has been as discussed in the introduction to this special issue and in 'In the Event of History', it foregrounds the ways in which the past is mediated in and by the present Lalu identifies a limit to public history: it leaves the spatio-temporal signifier, 'the present', largely unthought. To think through the genealogy of this problematic, Lalu turns to different nationalist narrations and commemorations of Hintsa, the nineteenth century Xhosa king who was killed by British soldiers in 1835. Attuned to the numerous critiques of nationalism, what Lalu aims to abide by here are 'the openings that nationalism established within its concept of the present'. The paper juxtaposes public history and nationalist texts of memory 'to define a crisis for the discipline of history, as Lalu writes, 'a crisis where critical history may set about doing its work'. That work, for Lalu, is a practice of reading, in a present that offers anything but a secure and stable ground. The argument is made twice, as it were, in the content and form of Lalu's deft readings, and in the disjunctive present in which he will have returned to the figure of Hintsa. If Lalu's reading of 'the present' puts it in question, 'the present' from which he reads is one that is, at once, sedimentary, fragmentary, and, in the psychoanalytic terms he deploys, one of afterwardsness. This paper drafted more than 20 years ago not only engages the theme of this special issue, but it also uncannily addresses and questions our present. (shrink)

Current accounts on globalization and transnational media flows have reformed traditional debates on media events and have raised questions on the integrative potential of media events at a global level. This article addresses this issue by employing the case of global disasters as media events and exploring some of the characteristics of the global public sphere surrounding them in one of its particular actualizations: that of the Greek audience. The article is empirically grounded on focus group discussions through which (...) questions of perception and framing of disasters as well as of the potential of promotion of global solidarity will be addressed. The ideas of face consciousness, group conformity, extended family concept, and crisis consciousness in Confucian culture have a subtle and far-reaching impact on housing consumption decision among the Chinese public, forming a housing consumption model of “preferring to own a house rather than rent one.” The poor interaction between the housing rental market and the sales market caused by the shortage of rental demand and irrational purchasing behaviors has led to soaring house prices and imbalance between supply and demand (...) that prevail in major cities in China. To gain a deeper understanding of public cognitive attitude toward decisions on owning and renting a house, this study divided the subjects into high and low impact groups based on the overall Confucian culture and four subdimensions. It attempts to take a cognitive neuroscience approach for assessing public stereotypes of housing consumption decision with different types based on the analysis of event-related potentials. The results are as follows. First, overall, there is an obvious implicit stereotype of renting a house and explicit stereotype of owning a house among the public. Second, ERPs data show that descriptions of renting a house with positive adjectives could evoke more significant N400 responses. In other words, in the heuristic system, the public perceive that renting a house is restrictive, stressful, unhappy, and crisis. Data from subjective reports show that, after processing information in the analytic system, the public tend to think that owning a house is self-contained, restful, warm, and comfortable. Third, a more negative stereotype of renting a house exists in the high Confucian culture influence group Group than in the low Confucian culture influence group Group, and is more inclined to own a home. Fourth, under the Confucian culture sub-dimension, there are differences in housing consumption stereotypes between high and low groups in terms of extended family concept, group conformity, and crisis consciousness. Fifth, the moderating effect analysis found that perceived usefulness, trust in the rental market, and policy perception can be important factors in guiding public housing consumption stereotypes. ArgumentThis article examines how antimicrobial resistance (AMR) came to be constituted as a matter of public concern in Sweden in conjunction with the development of an inter-professional organization called Strama, founded to promote rational prescription of antibiotics. An outbreak of penicillin-resistant pneumococci in the mid-1990s was crucial for this development, because it brought attention to AMR as an urgent public threat. This outbreak fuelled the constitution of AMR as caused by consumption of antibiotics and as a matter of (...) disease control. As a consequence, Strama was able to mobilize the Swedish health officers responsible for disease control. The outbreak is conceptualized as a “transformative event” – an event that makes an issue and its associated risks concrete and urgent. Transformative events play the crucial role of expediting the transformation of issues into matters of public concern. (shrink)

Our senses are constantly stimulated in our daily lives but we have only a limited understanding of how they affect our cognitive processes and, especially, our autobiographical memory. Capitalizing on a public science event, we conducted the first empirical study that aimed to compare the relative influence of the five senses on the access, temporal distribution, and phenomenological characteristics of autobiographical memories in a sample of about 400 participants. We found that the access and the phenomenological features of (...) memories varied as a function of the type of sensory cues, but not their temporal distribution. With regard to their influence on autobiographical memory, an overlap between some senses was found, with on one hand, olfaction and taste and, on the other, vision, audition, and touch. We discuss these findings in the light of theories of perception, memory, and the self, and consider methodological implications of the sensory cuing technique in memory research, as well as clinical implications for research in psychopathological and neuropsychological populations. Event concepts are unstructured atomic concepts that apply to event types. A paradigm example of such an event type would be that of diaper changing, and so a putative example of an atomic event concept would be DADDY'S-CHANGING-MY-DIAPER.1 I will defend two claims about such concepts. First, the conceptual claim that it is in principle possible to possess a concept such as DADDY'S-CHANGING-MY-DIAPER without possessing the concept DIAPER. Second, the empirical claim that we actually possess such (...) concepts and that they play an important role in our cognitive lives. The argument for the empirical claim has the form of an inference to the best explanation and is aimed at those who are already willing to attribute concepts and beliefs to infants and nonhuman animals. Many animals and prelinguistic infants seem capable of re-identifying event-types in the world, and they seem to store information about things happening at particular times and places. My account offers a plausible model of how such organisms are able to do this without attributing linguistically structured mental states to them. And although language allows adults to form linguistically structured mental representations of the world, there is no good reason to think that such structured representations necessarily replace the unstructured ones. There is also no good reason for a philosopher who is willing to explain the behavior of an organism by appealing to atomic concepts of individuals or kinds to not use a similar form of explanation when explaining the organism's capacity to recognize events. -/- We can form empirical concepts of individuals, kinds, properties, event-types, and states of affairs, among other things, and I assume that such concepts function like what François Recanati calls ‘mental files’ or what Ruth Millikan calls ‘substance concepts’ (Recanati 2012; Millikan 1999, 2000, 2017). To possess such a concept one must have a reliable capacity to re-identify the object in question, but this capacity of re-identification does not fix the reference of the concept. Such concepts allow us to collect and utilize useful information about things that we re-encounter in our environment. We can distinguish between a perception-action system and a perception-belief system, and I will argue that empirical concepts, including atomic event concepts, can play a role in both systems. The perception-action system involves the application of concepts in the service of (often skilled) action. We can think of the concept as a mental file containing motor-plans that can be activated once the individual recognizes that they are in a certain situation. In this way, recognizing something (whether an object or an event) as a token of a type, plays a role in guiding immediate action. The perception-belief system, in contrast, allows for the formation of beliefs that can play a role in deliberation and planning and in the formation of expectations. I distinguish between two particular types of belief which I call where-beliefs and when-beliefs, and I argue that we can model the formation of such perceptual beliefs in nonlinguistic animals and human infants in terms of the formation of a link between an empirical concept and a position on a cognitive map. According to the account offered, seemingly complex beliefs, such as a baby's belief that Daddy changed her diaper in the kitchen earlier, will not be linguistically structured. If we think that prelinguistic infants possess such concepts and are able to form such beliefs, it is likely that adults do too. The ability to form such beliefs does not require the capacity for public language, and we can model them in nonlinguistic terms; thus, we have no good reason to think of such beliefs as propositional attitudes. Of course, we can use sentences to refer to such beliefs, and thus it is possible to think of such beliefs as somehow relations to propositions. But it is not clear to me what is gained by this as we have a perfectly good way to think about the structure of such beliefs that does not involve any appeal to language. (shrink)

In this paper, I take seriously calls for public engagement in human genome editing decision-making by endorsing the convening of a “Citizens Jury” in conjunction with the International Commission on the Clinical Use of Human Germline Genome Editing’s next summit scheduled for March 6–8, 2023. This institutional modification promises a more inclusive, deliberative, and impactful form of engagement than standard bioethics engagement opportunities, such as comment periods, by serving both normative and political purposes in the quest to offer moral (...) guidance on gene editing. In examining evidence from the Australian Citizens’ Jury on Genome Editing convened in 2021, I argue that Citizens’ Juries should work in tandem with governing institutions to preserve the role of expertise while ensuring that the diverse views of the public are incorporated into their final reports as well. First, early inclusivity allows “the people” to hold agenda setting power through helping to set resource priorities. This also makes a downstream deliberative event, such as the called for Global Citizens’ Assembly, both more likely to occur and more influential on policy. Second, Jury’s diverse composition promises substantive contributions to the Commission’s work. Third, Citizens’ Juries could help to cultivate the Commission’s trustworthiness. (shrink)

It seemed like only minutes after a team of Scottish scientists announced, in late February 1997, that they had successfully cloned a sheep, that governmental officials and private citizens throughout the world called for a ban on cloning human beings. The rush to legislate or issue executive orders was so swift, it is reasonable to wonder why the news that a mammal had been cloned ignited such a stampede to prohibit, even criminalize, attempts to clone humans. These events raise a (...) series of separate, yet related questions. Why does the prospect of cloning human beings incite such strong reactions? What reasons have been proposed for enacting national laws or international conventions to prohibit cloning? Can these prohibitions be justified by sound ethical arguments? Before attempting to answer these questions, let us look first at the responses that called for public policy measures to ban human cloning. (shrink)

Public perception of agriculture and environmental issues are influenced by mass media reporting. Journalists are concerned about ethics, but typically do not consider the ethical dimensions of their emphases on objectivity and event reporting. These leave the mass media particularly vulnerable to manipulation through staged pseudo events, especially in topic areas such as agriculture and the environment, where reporters are likely to have limited expertise. Objectivity then may be used as a defensive cover. Journalists need to be more (...) wary in reporting staged events designed just for media attention and to recognize the limitations of objectivity in their efforts to present balanced coverage of issues related to agriculture and the environment. Like most other sciences, behavior analysis adopts an assumption of uniformity, namely that principles discovered under controlled conditions apply outside the laboratory as well. Since the boundary between public and private depends on the vantage point of the observer, observability is not an inherent property of behavior. From this perspective, private events are assumed to enter into the same orderly relations as public behavior, and the distinction between public and private events is merely a practical one. Private (...) events play no role in the experimental analysis of behavior, but they permit us to make sense of many commonplace phenomena where controlled observation is impossible but unsystematic data are available. Such interpretive exercises serve both to guide research and to displace occult explanations. (shrink)

This article explains the methodology behind our PhD thesis, that describes how five Southern European Communist parties2 reacted, through their party press, to the events that took place in Eastern Europe from 1989 to 1991, such as the Fall of the Berlin Wall in November 1989, the deposition of the Romanian dictator in December 1989 or the Soviet Coup d’etat in August 1991. We describe an interdisciplinary methodology which combines elements of history of the present, historiography of Communism and communication (...) sciences. We will summarize our study, after explaining our methodology and adapting the framing party press for the purposes of this work. Finally, we’ll draw the conclusions after presenting one specific case: the interpretations provided by each party following the parliamentary elections of June 1989 in Poland. (shrink)

BackgroundThe past 10 years have witnessed a significant growth in sharing of health data for secondary uses. Alongside this there has been growing interest in the public acceptability of data sharing and data linkage practices. Public acceptance is recognised as crucial for ensuring the legitimacy of current practices and systems of governance. Given the growing international interest in this area this systematic review and thematic synthesis represents a timely review of current evidence. It highlights the key factors influencing (...) public responses as well as important areas for further research.MethodsThis paper reports a systematic review and thematic synthesis of qualitative studies examining public attitudes towards the sharing or linkage of health data for research purposes. Twenty-five studies were included in the review. The included studies were conducted primarily in the UK and North America, with one study set in Japan, another in Sweden and one in multiple countries. The included studies were conducted between 1999 and 2013. The qualitative methods represented in the studies included focus groups, interviews, deliberative events, dialogue workshops and asynchronous online interviews.ResultsKey themes identified across the corpus of studies related to the conditions necessary for public support/acceptability, areas of public concern and implications for future research. The results identify a growing body of evidence pointing towards widespread general—though conditional—support for data linkage and data sharing for research purposes. Whilst a variety of concerns were raised in cases where participants perceived there to be actual or potential public benefits from research and had trust in the individuals or organisations conducting and/or overseeing data linkage/sharing, they were generally supportive. The studies also find current low levels of awareness about existing practices and uses of data.ConclusionsWhilst the results indicate widespread public support for data sharing and linkage for research purposes, a range of concerns exist. In order to ensure public support for future research uses of data greater awareness raising combined with opportunities for public engagement and deliberation are needed. This will be essential for ensuring the legitimacy of future health informatics research and avoiding further public controversy. (shrink)

Adverse health care events are a global public health issue despite major efforts, and they have been acknowledged as a complex concern. The aim of this study was to explore the construction of unsafe care using accounts of adverse events concerning the patient, as reported by patients, relatives, and health care professionals. Twenty‐nine adverse events reported in an acute care setting in a Swedish university hospital were analyzed through discourse analysis, where the construction of what was considered to be (...) real and true in the descriptions of unsafe care was analyzed. In the written reports about unsafe events, the patient was spoken of in three different ways: (a) the patient as a presentation of physical signs, (b) the patient as suffering and vulnerable, and (c) the patient as unpredictable. When the patient's voice was subordinate to physical signs, this was described as being something that conflicted with patient safety. The conclusion was that the patient's voice might be the only sign available in the early stages of adverse events. Therefore, it is crucial for health care professionals to give importance to the patient's voice to prevent patients from harm and not unilaterally act only upon abnormal physical signs. (shrink)

Comparative and developmental psychology are engaged in a search for the evolutionary and developmental origins of the perceptions of “intentions” and “desires,” and of epistemic states such as “ignorance” and “false belief.” Shanker & King (S&K) remind us that these are merely words to describe public events: All organisms that can discriminate states of “knowledge” in others have learned to do this through observation of publicly available information.

Faced with the threat of pandemic influenza, several countries have made the decision to put a number of measures in place which have been incorporated into national plans. In view of the magnitude of the powers and responsibilities that States assume in the event of a pandemic, a review of the various national preparedness and response plans for pandemic influenza brought to light a series of extremely important ethical concerns. Nevertheless, in spite of the recent emergence of literature focusing (...) specifically on the ethical aspects of pandemics, too few studies explicitly examine public participation as one means of ethical contribution to public health policies. Thus this article seeks, in the first place, to present an analysis of the various national preparedness and response plans for pandemic influenza, and secondly, to outline the role that the plans envisage for ethics and more importantly for public participation. Public health emergencies have occurred throughout history, encompassing such events as plagues and famines arising from natural causes, disease pandemics interrelated with wars, and industrial accidents such as the 1986 Chernobyl disaster, among others. Law and legal tools have played an important role in addressing such emergencies. Three prime U.S. examples are Congressional authorization of quarantine as early as 1796, legally mandated smallpox vaccination upheld in a landmark 1905 U.S. Supreme Court ruling, and the President's 2003 executive order adding (...) SARS to the federal government's list of “quarantinable communicable diseases.”The public health emergencies of the present — both actual and potential — pose equally serious threats but do so in the context of greatly magnified expectations that stem directly from the attacks of September 11, 2001, and the immediately following anthrax attacks. The first critical work to attempt the mammoth undertaking of reading Badiou's Being and Event as part of a sequence has often surprising, occasionally controversial results. Looking back on its publication Badiou declared: “I had inscribed my name in the history of philosophy”. Later he was brave enough to admit that this inscription needed correction. The central elements of Badiou's philosophy only make sense when Being and Event is read through the corrective prism of its sequel, Logics of (...) Worlds, published nearly twenty years later. At the same time as presenting the only complete overview of Badiou's philosophical project, this book is also the first to draw out the central component of Badiou's ontology: indifference. Concentrating on its use across the core elements Being and Event-the void, the multiple, the set and the event-Watkin demonstrates that no account of Badiou's ontology is complete unless it accepts that Badiou's philosophy is primarily a presentation of indifferent being. Badiou and Indifferent Being provides a detailed and lively section by section reading of Badiou's foundational work. It is a seminal source text for all Badiou readers. (shrink)

Surprising artistic interventions in the landscape of the public everyday are psychologically, socially, and politically beneficial to individuals as well as their communities. Such interventions enable their audiences to access moments of surprising inspiration, self-reflection, and revitalization. These spontaneous moments may offer access to the experience of distance from the rational “self,” allowing the irrational and purely emotive that resides within all of us to assert itself. It is this sensual instinct that all we too frequently push aside, particularly (...) in the public realm, for the sake of our responsibilities. Urban communities in particular are persistently accosted by visual and aural advertisements and consumerist lures, that further discourage individuals from accessing their non-rational selves. Yet, I argue that it would improve the health and vibrancy of our communal lives if we encountered among others in public, even for a moment, the strong feelings of sudden elation or confusion that we generally consider to be private. I also argue that an addition could be made to the already diverse oeuvre of artistic approaches that comprise the realm of “sound art” and that it may be termed “musical intervention art” – or, simply put, music played in a circumscribed area in the form of an outdoor installation, that is designed to accost, surprise, overwhelm, and through this, actively engage. The public sphere, be it the Greek agora or the New York Times op-ed page, is the realm of appearances - not citizenship. Its central event is spectacle - not dialogue. Public dialogue, the mantra of many intellectuals and political commentators, is but a contradiction in terms. Marked by an asymmetry between the few who act and the many who watch, the public sphere can undermine liberal democracy, law, and morality. Inauthenticity, superficiality, and objectification are the (...) very essence of the public sphere. But the public sphere also liberates us from the bondages of private life and fosters an existentially vital aesthetic experience. Reign of Appearances uses a variety of cases to reveal the logic of the public sphere, including homosexuality in Victorian England, the 2008 crash, antisemitism in Europe, confidence in American presidents, communications in social media, special prosecutor investigations, the visibility of African-Americans, violence during the French Revolution, the Islamic veil, and contemporary sexual politics. This unconventional account of the public sphere is critical reading for anyone who wants to understand the effects of visibility in urban life, politics, and the media. (shrink)

This case study provides a multi-perspective view on the power of political events as a strategy to influence public opinion-building regarding the European Union and the European Idea. To achieve this purpose, it examines one prominent political issue of 2007, namely the German Presidency of the Council of the EU. Looking at three different groups of actors, the German Government, the media, and the audience, the public perception of events is analyzed according to their varying degree of mediatization. (...) The case study compares the three main objectives of the German Presidency on the actors' agendas and describes how issues were framed during three different time periods. The findings suggest that the media agenda was heavily influenced by the government's scheduled events. Regarding the frames identified in the public sphere, the media offered different interpretations, somewhat varying from the political leaders' intentions and from the citizens' perceptions. Experimental philosophy offers an alternative mode of engagement for public philosophy, in which the public can play a participatory role. We organized two public events on the aesthetics of coffee that explored this alternative mode of engagement. The first event focuses on issues surrounding the communication of taste. The second event focuses on issues concerning ethical influences on taste. -/- In this paper, we report back on these two events which explored the possibility of doing (...) experimental philosophical aesthetics as public philosophy. We set the stage by considering the significance and current state of efforts in public philosophy, and by introducing the emerging sub-discipline of experimental philosophical aesthetics. Then, we discuss the research and outreach aspects of the two events on the aesthetics of coffee. Finally, we conclude by reflecting on the prospects and potential pitfalls of experimental philosophy as public philosophy. (shrink)

Since the publication of Davidson’s influential article ‘The Logical Form of Action Sentences’, semantical considerations are widely thought to support the doctrine that actions are events. I shall argue that the semantics of action sentences do not imply that actions are events. This will involve defending a negative claim and a positive claim, as well as a proposal for how to formalize action sentences. The negative claim is that the semantics of action sentences do not require that we think of (...) actions as events, even if these sentences are best formalized in the manner that Davidson himself favours. The positive claim is that the simplest way of formalizing actions sentences which captures all and only licit inferences requires quantification only, over the results of actions. If this is right, then the argument from semantics evaporates, and the claim that actions are events needs to be freshly argued for – or against. (shrink)

While in vitro animal meat is not yet commercially available, the public has already begun to form opinions of IVM as a result of news stories and events drawing attention to its development. As such, we can discern public perceptions of the ethics of IVM before its commercial release. This affords advocates of environmentally sustainable, healthy, and just diets with a unique opportunity to reflect on the social desirability of the development of IVM. This work draws upon an (...) analysis of ethical perceptions of IVM in 814 US news blog comments related to the August 2013 tasting of the world’s first IVM hamburger. Specifically, I address three primary questions: How does the public perceive the ethics of IVM development? How acceptable is IVM to the public relative to alternative approaches to reducing animal meat consumption? and What should all of this mean for the ongoing development and promotion of IVM? Ultimately, it is argued that there is a strong need for facilitation of public dialogue around IVM, as well as further research comparing the acceptability of IVM to other alternatives. (shrink)

This paper investigates the dynamic and performative construction of publics in public engagement exercises. In this investigation, we, on the one hand, analyse how public engagement settings as political machineries frame particular kinds of roles and identities for the participating publics in relation to ‘the public at large’. On the other hand, we study how the participating citizens appropriate, resist and transform these roles and identities, and how they construct themselves and the participating group in relation to (...) wider publics. The empirical basis of our argument is a discussion of four different kinds of participation events in Austria. Building on these observations we develop conclusions about the public up-take of public participation in technoscience and the role of public engagement in current techno-political cultures. Features of consciousness difficult to understand in terms of conventional neuroscience have evoked application of quantum theory, which describes the fundamental behavior of matter and energy. In this paper we propose that aspects of quantum theory (e.g. quantum coherence) and of a newly proposed physical phenomenon of quantum wave function "self-collapse"(objective reduction: OR -Penrose, 1994) are essential for consciousness, and occur in cytoskeletal microtubules and other structures within each of the brain's neurons. The particular characteristics of microtubules suitable for quantum (...) effects include their crystal-like lattice structure, hollow inner core, organization of cell function and capacity for information processing. We envisage that conformational states of microtubule subunits (tubulins) are coupled to internal quantum events, and cooperatively interact (compute) with other tubulins. We further assume that macroscopic coherent superposition of quantum-coupled tubulin conformational states occurs throughout significant brain volumes and provides the global binding essential to consciousness. We equate the emergence of the microtubule quantum coherence with pre-conscious processing which grows (for up to 500 milliseconds) until the mass-energy difference among the separated states of tubulins reaches a threshold related to quantum gravity. According to the arguments for OR put forth in Penrose (1994), superpositioned states each have their own space-time geometries. When the degree of coherent massenergy difference leads to sufficient separation of space-time geometry, the system must choose and decay (reduce, collapse) to a single universe state. In this way, a transient superposition of slightly differing space-time geometries persists until an abrupt quantum classical reduction occurs. Unlike the random, "subjective reduction"(SR, or R) of standard quantum theory caused by observation or environmental entanglement, the OR we propose in microtubules is a self-collapse and it results in particular patterns of microtubule-tubulin conformational states that regulate neuronal activities including synaptic functions. Possibilities and probabilities for post-reduction tubulin states are influenced by factors including attachments of microtubule-associated proteins (MAPs) acting as "nodes"which tune and "orchestrate"the quantum oscillations.. The article observes how critical times, conditioned by events concurrent with Soviet power and World War II, are currently reflected in life histories of newly independent Estonia. Oral history analysis comprises texts from southern Läänemaa: oral life history interview (2005), written responses to the Estonian National Museum’s questionnaire “The 1949 Deportation, Life as a Deportee” (1999) and a written life history sent to the Estonian Literary Museum’s relevant competition “One Hundred Lives of a Century” (1999). Aiming at historic context, materials (...) from the Estonian Historical Archives and Läänemaa County Archives have been used. The treatment focuses on two issues. First, whether oral and written narratives only differ by the form of presentation or do they also convey different messages (ideologies). Secondly, whether memories and history documents solely complement each other or do they more essentially alter the imaginations obtained from the events. The public is presented with experience narratives on coping under difficult circumstances, both at practical and mental levels. Narratives are presented from a certain standpoint, pursuant to narrators’ convictions, with the main message remaining the same in different presentations. The addition of history sources enables to better observe the evolving of narrative tradition (narration rules) and highlight new questions (hidden in the narrative). (shrink)

This work brings together, for the first time in English translation, Hegel's journal publications from his years in Heidelberg (1816-18), writings which have been previously either untranslated or only partially translated into English. The Heidelberg years marked Hegel's return to university teaching and represented an important transition in his life and thought. The translated texts include his important reassessment of the works of the philosopher F. H. Jacobi, whose engagement with Spinozism, especially, was of decisive significance for the philosophical development (...) of German Idealism. They also include his most influential writing about contemporary political events, his essay on the constitutional assembly in his native Württemberg, which was written against the background of the dramatic political and social changes occurring in post-Napoleonic Germany. The translators have provided an introduction and notes that offer a scholarly commentary on the philosophical and political background of Hegel's Heidelberg writings. (shrink)

Through the public debates which are unfolding about Genetically Modified Organisms in Europe, new issues have taken shape. This article attempts to understand the possibility of such novelties in light of the political positions taken by the pragmatist philosopher John Dewey. In order to bring about the necessity of an active public, taking an active part in the definition and realisation of political ends, he makes two radical proposals: a perspective of the emergence of the State, and political (...) experimentation as the method needed by this perspective. The possibility of the emergence of new forms of the State, of new public issues, is the goal of political experimentation. And the formation of a public - a public taking active part in the elaboration of the knowledge needed to decide on issues which are always specific - is the causal event which has to emerge in and through such experimentation. This article investigates the factors affecting how public relations autonomy, legal dominance, and strategic orientation affect crisis communicative response in corporate contexts. Communication managers, crisis managers, public affairs managers, and/or public relations managers were solicited from Taiwan’s top 500 companies to participate in a survey. The results revealed that, in contrast to public relations autonomy being the strongest and sole predictor of concession strategy, legal dominance could predict defensive and diversionary responses in crisis events. This edited collection recalls the events that led up to the Fitzgerald Inquiry and examines the extraordinary influence the ‘watershed' inquiry has had on police and public sector reform at the state, national and international levels.

Context: With their response to questions concerning the reality of PR, the realistic and the constructivist paradigms either fall into epistemological traps or do not even tackle some of the relevant questions. Problem: An epistemological approach to the reality of PR must particularly answer three questions. Firstly, there is the question of how or why PR descriptions fail. If PR as a communication of self-description is attributed a considerable trustworthiness disadvantage compared to journalistic external descriptions, for example, this implies a (...) second question: How does PR however manage to make people (occasionally) believe in its descriptions? Finally, PR stage-manages events and messages and thus publishes fictions. This leads to the third question: How can these observations of trends such as fictionalization be explained in a plausible manner? Method: Answers provided by the realistic, constructivist and non-dualistic perspectives to these central questions are identified in order to elaborate on specific problems and advantages of the perspective. Results: The trustworthiness of PR characterizations may be used to explain, from a non-dualistic perspective with regard to PR reality, why PR fails or how it may be successful. Additionally, developments such as fictionalization and theatricalization may be described more unambiguously. Implications: New answers from the non-dualistic perspective to old questions of PR research reveal that a non-dualistic project is adaptable and could work with numerous findings of PR research, even though a slight re-interpretation would surely be necessary in parts. Appraising public policies about using technoscientific innovations requires attending to the values reflected in the interests expected to be served by them. It also requires addressing questions about the efficacy of using the innovations, and about whether or not using them may occasion harmful effects ; moreover, judgments about these matters should be soundly backed by empirical evidence. Clearly, then, scientists have an important role to play in formulating and appraising these public policies. However, ethical and social values (...) affect decisions made about the criteria for identifying the range of risks, and of relevant empirical data needed for making judgments about them, that should be considered in public policy deliberations, and for determining how well claims concerning risks should be supported by the available data in order to warrant that they have a decisive role in the deliberations. Consider the case of public policies about using GMOs. Concerning the range of data: is it sufficient for risk assessment only to be informed by data relevant to investigating the risks of using GMOs that may be occasioned by way of physical/chemical/biological mechanisms directly triggered by events within their modified genomes? Or: should data pertaining to the full range of ecological and socioeconomic effects of using them, in the environments in which they are used and under the socioeconomic conditions of their use, also inform this assessment? Those interested in producing and using GMOs, in the light of their adhering to values of capital and the market, are likely to give a positive answer to the first question; those holding competing values, e.g., connected with respect for human rights and environmental sustainability, to the second. And, concerning the degree of support: the former – citing the ethical gravity of losses that would be incurred by failing to use GMOs on a wide scale – are likely to require less stringent standards of evidential appraisal than the latter. Scientists, qua scientists, however, do not have special authority in the realm of values. Thus, their judgments, about the evidential support that claims about risks have, may sometimes be reasonably contested partly on value-laden grounds – as they have been in the GMO case, where the contestation has generated considerable controversy, and continues to do so. It follows that, in the context of deliberations about public policy, unless scientists engage with representatives of all stakeholders in the outcomes of the policies – taking into account that their competing values may lead to making different decisions about what are the relevant data, as well as about the degree of support required for their claims about risks to gain the required credibility to inform the deliberations; and respecting "tempered equality" of participants in the dialogue – their trustworthiness is put into question and their authority diminished. In this article I examine how a ‘private’, inside story was constructed through an extended news interview drawing on models of both the experiential and the accountable broadcast interview. The analysis, based on aspects of adjacency sequencing, question/ response design, and narrative organization, explores the ways in which a personal account is elicited about an event that had been highly prominent in the news. However, I also look at how ‘accountability’ emerges as an issue during the interview, and on (...) how the tensions between these two types of interview are played out in its design and subsequent editing. Although the interview displays many of the characteristics identified by Montgomery as ‘experiential’, where the interviewee is positioned as ‘one of us’, with knowledge and experience of an event she is not to be held accountable for as a result of her high profile in the news coverage of the Iranian hostage crisis, Faye Turney had already become a public figure during the time she was held in Iran. Furthermore, she had already been positioned by the media as accountable for some of her actions during her captivity. I show that the personal dimensions of the interview as interaction are framed by the interview as documentary, thus producing a hybrid form in which both the experiential and the accountable can be managed. William M. Sullivan wishes to restore the themes of civic republicanism, responsibility, and human dignity to their high place in public life. The first two-thirds of the book makes familiar criticisms of selfish, individualistic liberalism in its political, philosophic, and psychological dimensions. The remainder presents the author's own alternatives. Surveying contemporary economic and social analysis, Sullivan maintains that "the present crisis of government is a general crisis of the liberal capitalist form of society". Due to its "contradictions" liberal capitalism (...) can no longer distribute goods as it has, and in any event it cannot foster human dignity. But the real problem is that liberalism, with its roots in Hobbes and Locke, emphasizes individual freedom while having merely instrumental notions of social relationships, value, and reason. The modern philosophic tradition, including such critics of the earlier moderns as Rousseau and Kant, by and large failed to provide the proper "moral ecology" which connects individual motivation with communal "social interactions." Now, John Rawls at least possesses a more appropriate moral ecology, as evidenced by his difference principle. But in the end even Rawls's admirable effort repeats liberalism's failing. Morality remains disjointed in Lawrence Kohlberg's structuralist psychology of moral reasoning. For him "Moral judgment is... a practical application of a decision procedure which can be stated in a formal principle". Kohlberg's levels and stages exhibit a nihilistic "failure of moral imagination" which invalidates his claim to have established true formal principles; for instance, his moral reasoning scale slights women. Contrary to all these variants of liberalism, Sullivan seeks a politics and morality based on a social human nature; hence he makes Dewey an honorable exception to his critique of liberalism, as the book's title indicates. The book outlines the historical development of Public Law and the state from ancient times to the modern day, offering an account of relevant events in parallel with a general historical background, establishing and explaining the relationships between political, religious, and economic events.

Values and beliefs regarding communityfood security were investigated among participants in2–3 day participatory planning events related to thelocal food system in six rural counties from oneregion of upstate New York. The results of Qmethodology reveal three distinct viewpoints: a) theSocial Justice viewpoint, which is primarily concernedwith hunger and the potential harm caused by welfarereform; b) the Pragmatist viewpoint, which values thecontributions agriculture makes to local communitiesand is not concerned about environmental or socialexternalities of the dominant food system; and c) theVisionary (...) viewpoint, which also values agriculture inthe community but is very concerned aboutenvironmental and social externalities. After theplanning events, the Pragmatist viewpoint experiencedan 88% increase in members and the other twoviewpoints became less salient. Various categories ofprofessionals (e.g., nutrition, social welfare,agriculture, environmental) tend to express theviewpoints associated with their professions and/orthe client groups they serve. Despite thesedifferences among participants, the planning events inall six counties resulted in a wide range of goals andobjectives centered on a theme of re-localizing avariety of food system activities. In today's world, with extraordinary force, such religious functions as axiological, moral-regulative, ideological and compensatory are actualized. In the process of successive secularization, the influence of religion on human communities and their way of world perception, world outlook and life significantly decreased. The gradual differentiation of the forms of social consciousness has led to the fact that religions in its variations of different confessions and traditions of expression, the segment of moral and spiritual influence on humanity was left to guard. And such a situation was considered justified and expedient, especially given the harm that human communities have been making attempts to religiously legitimize a purely political decision of specific individual policy makers. Abuse of religion to cover private economic or political interests has led to negative consequences in public life, and sometimes in wars and extremism. However, with the beginning of the 21st century and the event of discrediting contemporary secular values-not-motivated regulatory forms of organization of social reality, it becomes apparent that religions have not exhausted their socio-regulatory potential.
