Many political theorists today deny that citizenship can be defended on liberal grounds alone. Cosmopolitans claim that loyalty to a particular state is incompatible with universal liberal principles, which hold that we have equal duties of justice to persons everywhere, while nationalist theorists justify civic obligations only by reaching beyond liberal principles and invoking the importance of national culture. In Liberal Loyalty, Anna Stilz challenges both views by defending a distinctively liberal understanding of citizenship. Drawing (...) on Kant, Rousseau, and Habermas, Stilz argues that we owe civic obligations to the state if it is sufficiently just, and that constitutionally enshrined principles of justice in themselves--rather than territory, common language, or shared culture--are grounds for obedience to our particular state and for democratic solidarity with our fellow citizens. She demonstrates that specifying what freedom and equality mean among a particular people requires their democratic participation together as a group. Justice, therefore, depends on the authority of the democratic state because there is no way equal freedom can be defined or guaranteed without it. Yet, as Stilz shows, this does not mean that each of us should entertain some vague loyalty to democracy in general. Citizens are politically obligated to their own state and to each other, because within their particular democracy they define and ultimately guarantee their own civil rights. Liberal Loyalty is a persuasive defense of citizenship on purely liberal grounds. (shrink)

This book is a major contribution to the current theory of liberalism by an eminent political theorist. It challenges the views of such theorists as Rawls, Dworkin, and Ackerman who believe that the essence of liberalism is that it should remain neutral concerning different ways of life and individual conceptions of what is good or valuable. Professor Galston argues that the modern liberal state is committed to a distinctive conception of the human good, and to that end has developed (...) characteristic institutions and practices - representative governments, diverse societies, market economies, and zones of private action - in the pursuit of specific public purposes that give unity to the liberal state. These purposes guide liberal public policy, shape liberal justice, require the practice of liberal virtues, and rest on a liberal public culture. The Demands of Liberal Education analyses and applies contemporary liberal political theory to certain key problems within the field of educational theory. Levinson examines problems centred around determining appropriate educational aims, content and institutional structure and argues that liberal governments should exercise a much greater control over education than they now do. When is a testimony-based belief justified? According to so-called "Anti-Reductionism," the principle that a hearer is prima facie justified to take what another tells them at face value is true. I call this position "Liberal Foundationalism." I call it "liberal" for it is more liberal than "Moderate Foundationalism" that holds that perception-based beliefs are prima facie justified but testimony-based beliefs are not. Liberal Foundationalism has two interpretations: the principle is a contingent empirical truth, or an a (...) priori necessary truth. I call the view that the principle is a priori necessary "Liberal Fundamentalism." This chapter defends Liberal Fundamentalism against objections in the first half, and then in the second half it introduces "Weak Liberal Fundamentalism," the view that it is a priori necessary that testimony provides some epistemic support, but perhaps not enough, absent defeat, for knowledge. In later work I abandon the view that the principle is a priori necessary, but I still maintain the distinction between Strong and Weak variants of the principle, and the replies to many of the objections to the principle. Individual, family, economic, and other forms of people suffering impact organizations. Suffering in the workplace is probably a more common occurrence than expected in everyday life, and opposite to health and employee wellbeing. According to the World Health Organization, 300 million people worldwide struggle with depression and close to 800.000 people die due to suicide every year. The European Survey on Working Conditions in the European Union gathers the most varied aspects of working conditions, such as the duration of the (...) working day, relationships between collaborators in organizations, or healthy work habits. Among the results of that survey it is noteworthy that almost half of the close to twenty-two thousand workers surveyed in the 27 member countries stated that they felt uneasiness due to the conditions of their work. William Galston is a distinguished political philosopher whose work is informed by the experience of having also served from 1993–5 as President Clinton's Deputy Assistant for Domestic Policy. He is thus able to speak with an authority unique amongst political theorists about the implications of advancing certain moral and political values in practice. The foundational argument of this 2002 book is that liberalism is compatible with the value pluralism first espoused by Isaiah Berlin. William Galston defends a version of value (...) pluralism - liberal pluralism - and argues, against the contentions of John Gray and others, that it undergirds a kind of liberal politics that gives weight to the ability of individuals and groups to live their lives in accordance with their deepest beliefs about what gives meaning and purpose to life. The aim of this commentary is to critically examine Matti Häyry’s article ‘Just Better Utilitarianism’, where he argues that liberal utilitarianism can offer a basis for moral and political choices in bioethics and thus could be helpful in decision-making. This commentary, while generally sympathetic to Häyry’s perspective, argues that Häyry should expand on who belongs to our moral community because, to solve practical ethical issues, we need to determine who (and what) deserves our moral consideration. Challenging Häyry’s principle of (...) actual or prospective existence, this commentary suggests that – at least sometimes – the quality of life of those who will never come into existence matters. In a similar vein, this commentary aims to show that determining how to treat mindless humans such as fetuses might pose difficulties for liberal utilitarianism unless the issue of the boundaries of the moral community is addressed. The received view holds that there is a significant divide between full-blown representational states and so called ‘detectors’, which are mechanisms set off by specific stimuli that trigger a particular effect. The main goal of this paper is to defend the idea that many detectors are genuine representations, a view that I call ‘Strong Liberal Representationalism’. More precisely, I argue that ascribing semantic properties to them contributes to an explanation of behavior, guides research in useful ways and can accommodate (...) misrepresentation. (shrink)

Although much has been written about the truth-conditions of de re attitude reports, little attention has been paid to certain ‘ultra-liberal’ uses of those reports. We believe that if these uses are legitimate, then a number of interesting consequences for various theses in philosophical semantics follow. The majority of the paper involves describing these consequences. In short, we argue that, if true, ultra-liberal reports: bring counterexamples to a popular approach to de re attitude ascriptions, which we will call (...) ‘descriptivism’; and combine with independently plausible principles about the logic of belief to imply that subjects can achieve omniscience about what exists from the armchair. Although we are not committed to the view that ultra-liberal reports are false, in the final part of the paper we discuss the prospects of pursuing a line according to which the acceptability of such reports ought not be taken at face value. We conclude by arguing that those who are sympathetic with this move might have reason to doubt the truth of an even broader class of acceptable de re attitude reports, namely those that have been taken to undermine orthodox accounts of de re attitude ascriptions. Despite the end of the Cold War and the ascendancy of liberal democracy celebrated by Francis Fukuyama as “the end of history”, a growing number of scholars and political activists point to its inherent shortcomings. However, they have tended to dismiss it on the basis of one or two of its salient weaknesses. While this is a justifiable way to proceed, it denies the searching reader an opportunity to see the broad basis for the growing rejection of liberal (...) democracy among African political theorists. Consequently, in this article, I argue that from an African perspective, the almost hegemonic status of liberal democracy can be challenged on at least five grounds, namely, logical inconsistency, impracticability due to the largely communalistic outlook of many africans, inconsistency between affirmation and action, violation of the right to ethnic identity, and the moral imperative to assert the right to cultural emancipation. -/- I conclude by calling upon African and Africanist political theorists to utilise indigenous African political thought, coupled with emancipatory aspects of political thought from other parts of the world, to design practicable models of democracy for contemporary African states. I further conclude that in order to promote genuine inter-cultural dialogue on democratisation, people from Western cultures ought to acknowledge the equality of all cultures, and to recognise that systems of governance are part and parcel of those cultures. It makes far more sense, he maintains, for Washington to adopt a more restrained foreign policy based on a sound understanding of how nationalism and realism constrain great (...) powers abroad. It is widely believed in the West that the United States should spread liberal democracy across the world, foster an open international economy, and build institutions. This policy of remaking the world in America’s image is supposed to protect human rights, promote peace, and make the world safe for democracy. But this is not what has happened. Instead, the United States has ended up as a highly militarized state fighting wars that undermine peace, harm human rights, and threaten liberal values at home. For a long time, economic growth has been seen as the most promising source of funds to use toward reducing economic inequality, as well as a necessity if we are aiming at achieving full employment. But one of the most troubling aspects of the recent exponential rise in economic inequality is that this rise has occurred despite continued economic growth. Increases in national income have gone almost exclusively to the super-rich, while real wages for almost everybody else have stagnated or (...) even declined. And while the unemployment rate dropped significantly before the coronavirus pandemic hit, good, permanent, high-wage jobs with benefits had by then often been replaced by temporary, part-time, low-wage jobs without benefits, leaving even the employed feeling economically insecure. And now, of course, unemployment is again skyrocketing, and it is unclear how long it might take to come down. As a result, we have now arrived at a point of reckoning: can we continue to believe that liberal capitalism is the most promising combination of economic and political ideologies for securing a prosperous and just future? If not, what might replace it? Is the problem capitalism, or is it liberalism? Are we up against economic forces that we cannot influence or control, or is it our political will and the liberal values we endorse that are being tested? This paper looks at all these questions, and suggests how we might think about the prospects for a liberal future. (shrink)

This book asks whether there any limits to the sorts of religious considerations that can be raised in public debates, and if there are, by whom they are to be identified. Its starting point is the work of Richard Rorty, whose pragmatic pluralism leads him to argue for a politically motivated anticlericalism rather than an epistemologically driven atheism. Rather than defend Rorty’s position directly, Gascoigne argues for an epistemological stance he calls ‘Pragmatist Fideism’. The starting point for this exercise in (...) what Rorty calls ‘Cultural Politics’ is an acknowledgement that one must appeal to both secularists and those with religious commitments. In recent years ‘reformed’ epistemologists have aimed to establish a parity of epistemic esteem between religious and perceptual beliefs by exploiting an analogy in respect of their mutual vulnerability to sceptical challenges. Through an examination of this analogy, and in light of Wittgenstein’s On Certainty, this book argues that understood correctly the ‘parity’ argument in fact lends epistemological support to the argument that religious considerations should not be raised in public debate. The political price paid—paying the price of politics—is worth it: the religious thinker is provided with a good reason for maintaining that their practices and beliefs are not undermined by other forms of religious life. This article contributes to the debate concerning the identification of politically relevant cases of corruption in a democracy by sketching the basic traits of an original liberal theory of institutional corruption. We define this form of corruption as a deviation with respect to the role entrusted to people occupying certain institutional positions, which are crucial for the implementation of public rules, for private gain. In order to illustrate the damages that corrupt behaviour makes to liberal democratic institutions, we (...) discuss the case of health care professionals’ abuse of their right to conscientious objection to abortion services. We show that the conscience clause can be instrumentally abused to sabotage democratically established public rules and thus exert undue private influence on their implementation. In this sense, from a liberal democratic perspective, institutional corruption is problematic because it is disruptive of such fundamental liberal ideals as the impartiality of public institutions and citizens’ political equality. The slavery contract is not a rights violation since the right not to be enslaved and the right not to give out a benefit are waivable and the conjunction of their voluntary waiver is not itself a rights violation. The case for the contract being pejoratively exploitative is not clear. Hence given the general presumption in favor of liberty of contract, such a transaction ought to be permitted. The contract is also not invalid on the grounds that the wrongdoer’s consent (...) to it necessarily reflects involuntariness or irrationality or on the grounds that it is logically impossible for the wrongdoer to satisfy the contract. Allowing such contracts may not have desirable consequences, but for the liberal this by itself is not a sufficient reason against allowing them. One case where the slavery contract might be relevant is where a victim’s agent or the state agrees to waive its claim to harsh punishment in return for the offender agreeing to be enslaved. Liberalism, the founding philosophy of many constitutional democracies, has been criticized in recent years from both the left and the right for placing too much faith in individual rights and distributive justice. In this book, David Johnston argues for a reinterpretation of liberal principles he contends will restore liberalism to a position of intellectual leadership from which it can guide political and social reforms. Like the cracking of the genetic code and the creation of the atomic bomb, the discovery of how the brain's neurons work is one of the fundamental scientific developments of the twentieth century. The discovery of neurotransmitters revolutionized the way we think about the brain and what it means to be human yet few people know how they were discovered, the scientists involved, or the fierce controversy about whether they even existed. The War of the Soups and the Sparks tells (...) the saga of the dispute between the pharmacologists, who had uncovered the first evidence that nerves communicate by releasing chemicals, and the neurophysiologists, experts on the nervous system, who dismissed the evidence and remained committed to electrical explanations. The protagonists of this story are Otto Loewi and Henry Dale, who received Nobel Prizes for their work, and Walter Cannon, who would have shared the prize with them if he had not been persuaded to adopt a controversial theory (how that happened is an important part of this history). Valenstein sets his story of scientific discovery against the backdrop of two world wars and examines the fascinating lives of several scientists whose work was affected by the social and political events of their time. He recounts such stories as Loewi's arrest by Nazi storm troopers and Dale's efforts at helping key scientists escape Germany. Freedom has a number of different senses. One of them is the absence of domination, which neo-republican thinkers have helped us to understand better. This notion of freedom does not, however, provide an alternative to political liberalism, since its proper articulation depends on distinctly liberal principles.

Raymond Geuss is a critic of liberalism, a politics so pervasive in the West that it goes unnoticed. His attention sharpened by his own unorthodox intellectual journey, Geuss locates what we fail to see in the status quo: its shallowness and futility. Rejecting both authoritarian horror and liberal complacency, Geuss looks to genuinely new ideas.

Public reason liberalism is the political theory which holds that coercive laws and policies are justified when and only when they are grounded in reasons of the public. The standard interpretation of public reason liberalism, consensus accounts, claim that the reasons persons share or that persons can derive from shared values determine which policies can be justified. In this paper, I argue that consensus approaches cannot justify fair educational policies and preserving cultural goods. Consensus approaches can resolve some controversies about (...) teaching values in the educational system, such as curriculum choice. But they cannot determine which culture goods, e.g., architecture, artwork, or language ought to be preserved in the education system. Consensus approaches cannot fairly resolve competing claims about these kinds of disputes. -/- I propose that convergence accounts of public reason, which allow individuals to draw on their own comprehensive doctrines in limited ways, can remedy these weaknesses in the mainline public reason tradition. The convergence approach can justify a pluralist state that can advance valuable community goods. John Henry Newman’s advocacy of liberal arts education finds resonance in other cultures, notably among Confucians, illustrating that there can be a shared moral vision and inquiry into the good life across deep substantive disagreements about educational values and policies, once we expand our notion of justification to be more inclusive. This chapter considers how Liberal Naturalism interacts with the main problems and theories in the philosophy of perception. After briefly summarising the traditional philosophical problems of perception and outlining the standard philosophical theories of perceptual experience, it discusses whether a Liberal Naturalist outlook should incline one towards or away from any of these standard theories. Particular attention is paid to the work of John McDowell and Hilary Putnam, two of the most prominent Liberal Naturalists, whose work was (...) also very influential in the philosophy of perception. There is also a section focusing on colour, an especially important topic not only for debates about perceptual experience but also for debates concerning how our ‘manifest image’ of the natural world relates to our best theories in the physical sciences. In this paper John White argues that there has been a decline in interest in and support for liberalism in British philosophy of education. He provides examples of work by leading figures in the field that demonstrates scepticism about the key liberal value of autonomy and offers an analysis of new influences in the field that have contributed to this decline. In particular he notes the increase of work from a religious perspective. Doubts are expressed about the practical relevance (...) to education of some of these avenues of thought, and the suggestion is made that they cause those within the field to be more out of touch with society at large, in which liberal values have continued to be the major source of animation. As neither a classical naturalist nor a non-naturalist, Merleau-Ponty appears to be a moderate or liberal naturalist. But can a phenomenologist really be a naturalist, even a liberal one? A lot hinges on how we tease this out, both as to whether it is plausible to claim Merleau-Ponty as a liberal naturalist (I argue it is), and as to whether it is an attractive and coherent position. Indeed, despite its important challenges to orthodox naturalism, there are arguably (...) two traps to avoid. If it becomes too liberal, we get: dualism or an ontological pluralism that is difficult to distinguish from a constructivism; or, in seeking to sidestep that metaphysical dilemma, there is sometimes an insistence on an overly neat methodological separation between description/understanding and explanation that is belied in practice (both scientific and philosophical). It is doubtful that such positions can legitimately claim to be naturalist in orientation, liberal or not. Merleau-Ponty’s philosophy avoids these traps, however, and it is thus a useful resource for contemporary work trying to navigate between scientific naturalism and non-naturalism. (shrink)

This paper considers the effect of political liberal principles on the children in society. Specifically, the paper argues that political liberalism faces a problem where parents or other adults want to pass on bizarre or dangerous beliefs to their offspring. This problem arises because in the political liberal framework the only limit on what doctrines a child may acquire is that the child becomes a reasonable citizen. Since this criterion is designed to be lax, this implies children may (...) justly be inculcated with views that may undermine their welfare in later life. This presents political liberals with a dilemma. Ensuring that children are taught appropriate views requires narrowing the scope of political liberal principles, whilst keeping the broad focus of political liberalism brings with it unpalatable consequences when we consider the next generation. This essay evaluates the moral logic of ‘liberal eugenics’: the ideal of genetic control which leaves decisions about what sort of people to produce in the hands of individual parents, absent government intervention. I argue that liberal eugenics cannot be justified on the basis of the underlying liberal theory which inspires it. I introduce an alternative to Rawls's social primary goods that might be called natural primary goods: hereditable mental and physical capacities and dispositions that are valued (...) across a range of projects and pursuits. I suggest that reproductive genetic biotechnologies like embryo selection, cellular surgery, and genetic engineering, which aim to enhance ‘general purpose’ traits in offspring are less like childrearing practices a liberal government leaves to the discretion of parents than like practices the state makes compulsory. I argue that if the liberal commitment to autonomy is important enough for the state to mandate childrearing practices such as health care and basic education, that very same interest is important enough for the state to mandate safe, effective, and functionally integrated genetic practices that act on analogous all‐purpose traits such as resistance to disease and general cognitive functioning. I conclude that the liberal case for compulsory eugenics is a reductio against liberal theory. (shrink)

This paper is a contribution toward the clarification of the meaning and evolution of liberalism. Liberal values are distinguished from liberal social philosophy. Liberal values, specifically individuality, government by consent of the governed, and private property in a capitalist economy are modern despite their clear classical and medieval origins. Liberal social philosophy consists of ontological realism, epistemological individualism, and axiological teleology. Liberal social philosophy is classical, and it reflects an attempt to rationalize modern values with (...) a classical philosophy. I argue that liberal social philosophy is seriously flawed, and when it is modified for modern contexts it is inimical to liberal values. Liberal values are better understood and more defensible, as well as more compatible with nonliberal values, when divorced from liberal social philosophy. (shrink)

This work introduces and defends a radically different type of liberal political theory by severing liberal thought from all underlying moral foundations. Its aim is to present a type of liberalism capable of accommodating the richly diverse differences of worldview and moral theory of the good present in today's pluralist societies. By constructing liberalism as a purely political doctrine, the author develops a theory of toleration, and civil association more generally, capable of meeting liberalism's historic commitment to diversity. While the justification for such a liberalism must be made in prudential terms, rather than the more familiar moral terms used to support competing liberal theories, the liberalism developed here remains faithful to the liberal tradition by defending a theory of equal liberty as the primary political virtue of a just society.
