La finalidad de este ensayo consiste en analizar la securitización de las políticas públicas en América Latina, en especial las de seguridad ciudadana, que esconden en su argumentación, logística, comportamiento y preparación y asuntos que tienen que ver con la guerra de baja intensidad para desestructurar y eliminar en otros casos, a lideres comunitarios y populares, además de ejercer el control de los movimientos populares con el ingrediente novedoso de incorporar al crimen organizado como soporte para efectuar asesinatos, facilitar (...) el tráfico de armas y negociar la narco- amnistía por corresponder a las iniciativas de los planes contrainsurgentes en América Latina, con especial énfasis en Centro América y México. Nuestro análisis gira en cuatros aspectos: gobernabilidad inexistente con desobediencia civil en las calles, la violencia institucionalizada y el crimen organizado legitimado, las guerras preventivas: Plan Colombia y Centroamérica laboratorio del Estado Policial. Pour autant, à la lumière des événements qui précèdent cette guerre et des discours des principaux chefs de chaque partie, les raisons de ce conflit semblent être d’une autre nature avec une place finalement prépondérante de l’action divine qui conduit l’action humaine. En los últimos años y en particular en el primer lustro del siglo XXI hemos asistido a sucesivos e inquietantes acontecimientos de muy distinta naturaleza, pero entrelazados entre sí, de enorme complejidad y gran impacto, que exigen respuestas urgentes e igualmente complejas. Estos acontecimientos (catástrofes naturales, grandes atentados terroristas, guerras globales denominadas “preventivas”, etc.) que se producen en un contexto de globalización, más que otra cosa van confirmando una sociedad del riesgo en la que nos vamos instalando haciéndonos a todos (...) los seres vulnerables. Una sociedad que cabalga en un modelo desbocadamente entrópico e irremediablemente mundial, pero crecientemente injusto, desigual e insostenible. Los movimientos sociales, y particularmente los movimientos antisistémicos, considerados como sujetos históricos de cambio, tienen ante sí múltiples desafíos para reorientar y construir un nuevo paradigma. En este texto, a la luz de las respuestas inteligentes(frente a las respuestas desesperadas), de las nuevas experiencias participativas, de la emergencia de un sujeto ético, de las nuevas alianzas que intuimos en, por ejemplo, los Foros Sociales Mundiales; se quiere dar cuenta de la convergencia posible, probable, necesaria para asumir la complejidad de la acción colectiva. Cuatro son los desafíos que abstraemos de las nuevas experiencias societarias y todas ellas tienen que ver con la calidad de la democracia, de una democracia reflexiva y por tanto compleja: la democracia participativa, la democracia económica sustentada en la economía social y solidaria, la democracia ambiental fundamentada en la sostenibilidad y la democracia cultural expresada en un sentido de la interculturalidad. But nothing could be further (...) from the truth. The articles were of such density and their content of such profundity that it took months of interpretation and study, and of bringing my own knowledge up to date, before I was in a position to understand the concepts, adjust my beliefs, and make some comments. I could certainly have delivered some kind of eulogy about the brilliance of their content; I might have countered with my own article. However, what seemed most coherent to me was to meet their arguments head on and deal with what I consider to be their principal weaknesses, leaving the bouquets for the end.The articles set out, as I understand them and within the clinical context, to relate phenomenology, in its most traditional form, with the most current form of Skinnerian behaviorism, situating themselves in a contextualism that is, at the same time, close to and removed from the most radical type of social constructionism.But let us begin by looking more closely at “Phenomenology and Behaviorism.” It is novel for me, though Professor Pérez-Álvarez had already proposed it several years ago (Pérez-Álvarez 1992), to view operant behavior as intentionality, or at least as involving final causality according to the Aristotelian classification. It is a surprising contention, not least because, as I recall, Skinner lived in a time and a context (historical reason) in which the basic goal of psychology was to convert itself into a natural science, comparable in all respects to physics, which it took as a model, focusing therefore on efficient causality (also according to Aristotle’s terminology), so that behavior was considered as the immediate consequence of a stimulus, and the stimulus–response association became the cornerstone of the discipline. It is true that the operant behavior concept refers to the functional relationship between behavior and reinforcement, but it is no less true that Skinner’s definition of reinforcement is totally empirical—“all that which increases or decreases the probability”—meaning that reinforcement can be considered neither as a motive nor as a reason for behavior, unless it be in the eyes of the observer. [End Page 251]Furthermore, even though Yela (1987) refers to Ortega y Gasset’s formula “I am myself and my circumstances” as a Skinnerian approach, the truth is that Yela himself argues that it is precisely the self that constitutes personality, such that I have a personality because I am me, and not vice versa, as Skinner would appear to argue. In this regard, Ortega’s celebrated formula has generally been interpreted, from the most personalist perspectives, as “the circumstances are myself”—to highlight the denial of the psychological subject by radical behaviorism (Mischel’s [1968] criticism of the concept of personality is relevant here). On top of this, Skinner’s rejection of all that was not directly observable, or at least, that could not be operationalized, calls into question the admissibility of anything called final cause or intentionality of behavior. In his philosophy, all the indications are that contingencies are what determine behavior; and that there would be no room for a structural causality, as Althusser would argue, or of a reciprocal determinism, in Bandura’s terms, or even of an interaction between subject and environment, as modern interactionists would maintain. “I am myself and my circumstances” seems in Skinner to become “the circumstances are me”, and indeed, the reinforcement history – which in the article in question is considered as something akin to the Sartrian idea of “life project” – is for Skinner nothing more than a continuous association of events. In my view, Ortega’s perspectivism would perhaps be closer to the sociology of the American action theorists, Merton, Parsons, etc., than to Skinnerian behaviorism, since “action”—as the action theorists... This article compares the ‘enfranchisement lottery’, a novel method for allocating the right to vote, with universal suffrage. The comparison is conducted exclusively on the basis of the expected consequences of the two systems. Each scheme seems to have a relative advantage. On the one hand, the enfranchisement lottery would create a better informed electorate and thus improve the quality of electoral outcomes. On the other hand, universal suffrage is more likely to ensure that elections are seen to be fair, (...) which is important for political stability. This article concludes that, on balance, universal suffrage is prima facie superior to the enfranchisement lottery. Yet the analysis shows that the instrumental case for the ‘one person, one vote’ principle is less conclusive than democratic theorists usually suppose. (shrink)

This article advances three claims. The first is that the standard instrumentalist case for minimal age and sanity requirements for voting is weak and inconclusive in such a way that the evaluation of such requirements should be made exclusively on the basis of procedural fairness considerations. The second claim is that fairness requires the inclusion of all and only those persons who have the franchise capacity: the minimum necessary cognitive and moral powers to experience the benefits of enfranchisement. Seeking a historical-philosophical approach to science teaching, narrative texts have been used as pedagogical tools to improve the learning experience of students. A review of the literature of different types of narrative texts and their different rates of effectiveness in science education is presented. This study was developed using the so-called Historical Narrative as a tool to introduce science content from a historical-philosophical approach, aiming to discuss science as a human construction. This project was carried out in a 9th grade (...) Physics class in K-12 school, in Rio de Janeiro, Brazil. The steps involved in constructing a Historical Narrative based on the controversy over animal electrical fluid between Luigi Galvani and Alessandro Volta is reported herein. Finally, qualitative research results of the activities inspired by this Historical Narrative are presented with the purpose of answering the research question: to what extent do Historical Narratives support and enhance discussions about the Nature of Science, through teaching the scientific content in a historical-philosophical approach with 9th grade students? The results indicate that Historical Narrative, based on historical episodes, is a good “door opener” to teach scientific content in a historical-philosophical approach, introducing discussions about the Nature of Science without neglecting the scientific content or simplifying the discussions about the NOS. El primer objetivo del presente artículo es reconstruir el concepto de obligación política en Hume a partir de lo expuesto en el _Tratado de la naturaleza humana_ y en algunos de sus ensayos políticos. Hume es crítico del contractualismo y su idea del consentimiento como fundamento de la legitimidad de la autoridad, proponiendo en su lugar lo que llama “aquiescencia precaria”. El segundo objetivo es analizar el alcance del escepticismo humeano respecto de la obligación política y verificar si se extiende (...) a la obligación de cumplir las reglas de justicia. Para ello analizaremos la figura del _sensible knave_ introducida en la Investigación de los principios de la moral, y la respuesta que Hume le da a quienes se resisten a cumplir las reglas. Concluiremos que el escepticismo humeano que se ve reflejado en su comprensión de la obligación política, afecta también a su respuesta a los potenciales infractores de las reglas, sin embargo, más que un fallo en el argumento de Hume sería una ventaja para pensar la política más allá de los dogmatismos. RESUMEN La falta de equidad y justicia en la distribución de alta tecnología no excluye la salud pública en casos donde la disponibilidad es inferior a la demanda. Dentro de la estomatología, la implantología en Cuba dispone de recursos limitados y la valoración multidisciplinaria para rehabilitar mediante implantes dentales al adulto mayor depende de factores objetivos y subjetivos. En el presente artículo, en la medida que se identifican los factores que determinan en la exclusión de adultos mayores para rehabilitarse mediante (...) implantes dentales; se pretende como objetivo exponer consideraciones clínicas y éticas a considerar para una justa y eficaz selección. Se concluyó que los factores subjetivos influyen en los bajos índices de ingresos de adultos mayores para rehabilitarse, y que la consulta multidisciplinaria debe impartir equidad y justicia en la selección considerando la calidad de vida como un factor primordial para alcanzar un envejecimiento saludable. ABSTRACT The lack of justness and justice in the distribution of high technology don't exclude the public health in cases where the readiness is inferior to the demand. Inside of dentistry, the implantology has in our country limited resources, and the multidisciplinary assesment to rehabilitate by means of dental implant to senior adult it depends on objective and subjective factors. In this article, in the measure that the factors which determine an bigger exclusion of senior adult are identified to become rehabilitated by means of dental implant; it is sought as objective to expose clinical and ethical considerations to consider for a fair and effective selection. Was concluded that in spite of having an established systematical diagnoses, subjective factors influence in the low index of senior adult to become rehabilitated, and that the multidisciplinary consultation should impart justness and justice in the selection considering the quality of life like a primordial factor to reach a healthy aging. BackgroundThe Patient Health Questionnaire-9 is the most well-known self-report measure to screen for depressive symptomatology, although discerning which is the factor structure that represents the best fit remains a challenge.ObjectiveThe aim of this study was to analyze the psychometric properties and factorial structure of the Spanish version of the PHQ-9 in a large sample of Ecuadorian college students.MethodsA total of 5,394 students from three Ecuadorian universities were surveyed using a computerized questionnaire within a 4-week assessment period. The PHQ-9 was tested (...) for factorial structure, reliability, and correlations with other mental health-related measures.ResultsThe hierarchical model that included a general factor and three nested factors had a better fit, and such a hierarchical structure remained invariant across sex and age. Total omega value was 0.90 for the total scale and hierarchical omega values were 0.68 for the general factor, as well as 0.34, 0.38, and 0.44 for the respective nested factors. Moreover, PHQ-9 scores were significantly higher among women, although effect sizes of comparison of those sex differences were very small. Finally, the PHQ-9 scores correlated with multiple mental health indicators.DiscussionThe Spanish version of the PHQ-9 showed good psychometric properties among Ecuadorian college students. The hierarchical structure showed the best fit for the data, including not only a dominant general factor, but also the somatic, cognitive/affective and concentration/motor subcomponents. In conclusion, the PHQ-9 tool seems to represent an easy-to-implement screening questionnaire to design preventive programs for those Ecuadorian college students at risk of developing depressive disorders. Francisco Soler Grima nació en Garrucha, provincia de Almería, España, el 1° de mayo de 1924. Inició sus estudios filosóficos en la Universidad de Granada, graduándose, finalmente, en la de Madrid. Hacia fines de la década del cuarenta y comienzo de la del cincuenta del siglo pasado, colaboró en el Instituto Luis Vives de esa ciudad y en el Instituto de Humanidades fundado por José Ortega y Gasset y Julián Marías (Astorquiza, 1982, 204 y ss.; Mapocho, 1964, pp. 300 y (...) ss.). Este último alude a su vinculación con Soler en el segundo volumen de su Ortega (p. 399) y en los dos primeros de sus Memorias. Estas referencias, junto a las de José Luis López Aranguren, en sus Memorias y esperanzas españolas (p. 101 y ss.), así como la de Antonio Rodríguez Huéscar en Semblanza de Ortega, nos permiten explicarnos, en una primera aproximación, el temprano interés de Soler por los pensamientos de Heidegger y de Ortega, que persistió en él durante toda su vida. Distinguimos el plano natural del sobrenatural para profundizar en el primero, en lo que concierne al respaldo de la filiación natural en la visión trascendental del trabajo. Tanto el descubrimiento de la persona como el sentido de su trabajo se engarzan en la relación nativa y final que existe entre el hombre y Dios. Éste es un aporte a la defensa actual (...) de la dignidad humana y explica el modo en el que la persona, mediante sus obras y aceptaciones, es capaz de enriquecer su unidad de vida, su entorno social e histórico, y así, trascender. El desplazamiento humano provocado por el cambio climático plantea desafíos éticos complejos que exigen respuestas fundamentadas en evidencia y orientadas hacia la justicia. Este artículo propone un marco ético compuesto por máximas normativas diseñadas para abordar la migración climática desde una perspectiva interdisciplinaria, integrando datos de las ciencias ambientales y principios éticos. Partiendo de casos representativos en México, Centroamérica o el subcontinente indio (como los desplazamientos forzados por sequías, el aumento del nivel del mar, los huracanes atípicos y la pérdida (...) de resiliencia comunitaria ante desastres climáticos), el texto destaca la multifactorialidad de estos procesos y la necesidad de explicaciones rigurosas que conecten el calentamiento global con fenómenos concurrentes como la violencia del crimen organizado. Finalmente, se presentan seis máximas éticas que incluyen la protección de socioecosistemas locales, la proporcionalidad de esfuerzos preventivos, la sostenibilidad de las soluciones propuestas, el papel de la innovación tecnológica, la comunicación responsable sobre la crisis climática y la corresponsabilidad de todos los ciudadanos del planeta. Este trabajo busca contribuir a una ética aplicada que permita enfrentar los retos de la movilidad humana en un contexto de crisis ambiental global. (shrink)

Yet, the demand for COVID-19 vaccines within the global free market has led wealthy nations to procure most of the vaccine supply, leaving low- and middle-income countries in dire circumstances. This article considers the morality of our global procurement strategies and argues that, although what we are witnessing may be adhering to the parameters set out in global business and global politics, (...) it nonetheless has moral deficiencies.RésuméEn novembre 2020, le monde a reçu la bonne nouvelle que certains vaccins candidats étaient très efficaces pour prévenir la COVID-19. Pourtant, la demande de vaccins COVID-19 sur le marché libre mondial a conduit les pays riches à se procurer la majeure partie de l'approvisionnement en vaccins, laissant les pays à revenus faible et intermédiaire dans des circonstances désastreuses. Cet article examine la moralité de nos stratégies d'approvisionnement mondiales et soutient que, bien que ce à quoi nous assistons puisse adhérer aux paramètres définis dans le commerce international et la politique mondiale, la situation présente néanmoins des lacunes morales. Este artículo describe un estudio realizado con docentes de primaria y secundaria en varias comunidades españolas. El estudio se centra en la percepción del profesorado sobre el uso del Aprendizaje Basado en Juegos (ABJ) en el aula, tratando de averiguar en qué medidas los docentes implementan el uso de esta metodología en sus aulas. Un cuestionario fue creado ad hoc para este propósito y fue debidamente validado. Los resultados de este estudio muestran que la mayoría de los docentes son proclives (...) a la utilización del ABJ, y que lo perciben como algo positivo para el aprendizaje significativo del alumnado. The denial of voting rights to certain types of persons continues to be a moral problem of practical significance. The disenfranchisement of persons with mental impairments, minors, noncitizen residents, nonresident citizens, and criminal offenders is a matter of controversy. This book makes a contribution to this largely neglected yet key topic.

This paper focuses on the description and analysis of three codices from Biblioteca Nacional in Madrid with the aim of redefining their origin, dating, authorship, and content. Connecting their production to the environment of the Sacromonte affair and identifying Pedro de Castro’s hand allows to expand what was known so far about his attempts to learn Arabic and delve into the most controversial aspects of the Lead Books. The grammatical and religious contents, in addition to the copious marginal notes linked (...) to the sources he used, provide valuable information on his selection of works. Grammatical materials such as al-Āŷurrūmiyya, of which different versions are preserved in these codices, were being published in Rome and Leiden and would be widely disseminated. The building up of his library, to which these codices must have belonged, runs in parallel to the construction of an orientalist knowledge in modern Europe. (shrink)

Según el autor, el carácter normativo del derecho no estaría justificado por la "vaga, oscura y controvertida noción de aceptación" de Hart, sino por otra, más general: el compromiso mutuo, tomada de la metafísica social de Margaret Gilbert. Pero ¿cuál es la diferencia entre el hecho de que dos o más personas (...) acepten una convención y que exista entre ellas un compromiso mutuo? Desde la visión de Ortega y Gasset y Julián Marías aparece el pensador Árabe Ibn Jaldún como uno de los principales puentes tendidos entre Oriente y Occidente, tanto que es considerado por ambos como el primer filósofo de la historia. Según afirmaciones de Ortega, el pensador árabe es el cimiento que heredaron las generaciones de ambos pensadores españoles.

In a previous work, we have shown that the null result of the Michelson–Morley experiment in vacuum is deeply connected with the notion of time. The same is true for the postulate of constancy of the two-way speed of light in vacuum in all frames independently of the state of motion of the emitting body. The argumentation formerly given is very general and has to be true not only within Special Relativity and its “equivalence” of all inertial frames, but as (...) well as in Lorentz-Poincaré scenario of a preferred reference frame. This paper is the second of a trilogy intending to revisit the foundations of Special Relativity, and addresses the question of the constancy of the one-way speed of light and of the differences and similarities between both scenarios. Although they manifestly differ in philosophy, it is debated why and how the assumption of a “special system of reference experimentally inaccessible” is indeed compatible with Einstein’s Special Relativity, as beautifully outlined and discussed by Bell [Speakable and Unspeakable in Quantum Mechanics (Cambridge University Press, Cambridge, 1988)]. This rather trivial statement is still astonishing nowadays to a big majority of scientists. The purpose of this work is to bring such assertion into perspective, widening the somewhat narrow view of Special Relativity often presented in textbooks and scientific papers. (shrink)

This article examines regulation’s understanding of technology in American financial markets as means for rethinking the contours and institutional limits of governance in the age of financialization. The article identifies how the Securities and Exchange Commission perceived markets and their conceptual relation to technology throughout much of the long twentieth century by distilling the “ontologies” expressed by the agency’s leadership. Despite the fact that SEC’s commissioners recognized technologies as playing a central role in the market’s current and future operations, these (...) were never effectively brought under regulatory scrutiny even when such action fell under the commission's jurisdictional remit. Rather than regulating technologies as constitutive of markets, the governance of the material devices of finance was discursively kept at arm's-length by presenting them as intractable objects that were external to financial innovation. Triangulating across several techniques of computational text analysis, this article shows how this interpretation of technology mirrored distinct shifts in how regulators understood markets, from being physical trading sites populated by agents that required vetting and certification to a distributed, multi-sited system surveilled through transparency and disclosure. Throughout these ontological transitions, technology’s inscrutability remained, limiting the capacity of the state and its regulatory agencies to shape the evolution of finance and its underlying infrastructures.
