The global city is a contested site of economic innovation and cultural production, as well as profound inequalities of wealth and life chances. These cities, and large cities that aspire to ‘global’ status, are often the point of entry for new immigrants. Yet for political theorists (and indeed many scholars of global institutions), these critical sites of global influence and inequality have not been a significant focus of attention. This is curious. Theorists have wrestled with (...) the nature and demands of global justice, but have for the most part supposed that the debate is between statist and cosmopolitan formulations. Questions of redistribution, immigration, humanitarian obligations, coercion at borders, and territorial rights have correspondingly been cast as either the domain of sovereign territorial states, or of the nascent web of supranational institutions that might bind those states and peoples, morally and legally. Examining some of these issues and arguments through the lens of the global city casts them in a new and informative light, and buttresses an associative turn in thinking about global justice. _Education in the Global City_ examines education in Singapore through the critical lens of ‘manufacturing’. The book brings together two disparate fields which inform each other, education and the ‘global city’; and the book’s contributors analyse and critique the manufacturing of Singapore education and Singapore’s global city formation. The collection covers vocational education, language policies, Higher Education, English education, critical thinking, sex education, creativity, and critical feminist scholarship. Collectively, the book pries open the ideology of (...) the manufacturing education system, and points out the tension between the nation and its ideologies, and the ‘global city’ aspirations. It also asks how education contributes to, and is shaped by, the market realities of Singapore’s global city ambitions – which are at odds with the nationalistic local agenda and priorities of nation-building. Modern cities have recently evolved as centres for material and intangible exchanges and this obliges us to rethink the urban scene. The passing from the industrial era to the new age of information has rendered obsolete the models envisaged by Max Weber, Georg Simmel and Walter Benjamin. Basing her argument on the typology put forward by Saskia Sassen, Barbara Freitag sketches out the different profiles of contemporary cities. Urban centres are now defined by the level, scale and intensity of the (...) exchanges to which they give rise. On the first level is the global city, nerve centre of the globalized economy (Tokyo, New York, London...) and capable of challenging the power of the state. On the second level are the megalopoles (Mexico, São Paulo...), which are only prevented from joining the ranks of the global cities because much of their population is excluded from the global economy. Next come the metropoles, cities like Paris (‘19th-century capital’), which have retained a way of life global centres can no longer provide. However, most of the world’s population is concentrated in the peripheral boroughs of the information society’s global economy. It is for the sake of this population that attention must be paid to the transformations endured by 21st-century cities. (shrink)

Jacques Ellul’s book, The Meaning of the City, widely recognized as one of the most important twentieth century theological reflections on the city, was also one of his most controversial scholarly contributions. Many urbanists interpreted the book as demeaning the city and diminishing the importance of urban policy, planning, design, architecture, and activism at a time when cities around the world had experience profound crises. This brief essay examines emergent spaces for politics and emergent political actors. The particular concern here is with types of politics that do not run through the formal political system, one with shrinking options for a growing number of US citizens and immigrants. Informal political actors and street-level politics in cities are major instances of this. US cities have a long history of street-level politics. The contents, the purposes, the mobilizers and the enactors of these politics have changed over time. (...) Today’s global cities are a very specific type of place because they bring together both the most globalized sectors of capital and the new transnational professionals, on the one hand, and a growing number of immigrants and native minoritized groups in a single, complex space. A Dialogue between American pragmatists in the Deweyan tradition and Saskia Sassen is profitable in at least two ways. First, Sassen’s call for “analytic tactics” might be understood in terms of Dewey’s understanding of “soft method.” Second, Sassen is a model of the publicly engaged scholar, not only because she lives the work but also because she connects theory and empirical research in ways that are necessary if we are to follow the Deweyan call to philosophers to address social problems (...) rather than problems internal to philosophy. Everyday life is a central theme of Hong Kong poetry. Many Hong Kong poets use the quotidian as a starting point for the exploration of history and alternative imaginings. This mundane focus, unlike the colonial dreamscape of Hong Kong as an economic miracle, allows writers to reflect upon Hong Kong as a post-colonial and global space. The Hong Kong writer Natalia Chan examines the complex nature of everyday life within the space of the global and post-colonial city. (...) Chan’s poems deal with the essence of everydayness and use commodities to conjure up the vivacity of the urbanscape of Hong Kong. Unlike the political and economic discourse that is usually used to define Hong Kong, Chan’s work portrays Hong Kong as a city that offers the possibility of daily re-creation against the background of history. In this article, we will examine Chan’s use of the circulation of commodities in the global world and explore the way fashion becomes a point where high and popular culture, private and public domains, and local and global interests clash, negotiate, and fertilize each other. Chan’s works do not conform to the economic and prosperity discourse that has repressed Hong Kong; rather, she guides her readers to re-experience the everydayness of routines, to celebrate alternate ways of understanding the urbanscape, and to open themselves to the potentialities of art and the everyday. Cities and local governments loom large on the sustainability agenda. Networks such as Fair Trade Towns International (FTT) and the Organic Cities Network aim to bring about global policy change from below. Given the new enthusiasm for local approaches, it seems relevant to ask to what extent local groups exercise power and in what form. City networks present their members as “ethical places” exercising _power with_, rather than _power over_ others. The article provides an empirical analysis of the (...) power of FTT and Organic Cities in Germany. In both cases, we found cities that are eager to emphasize their inclusive potential. Their willingness to compromise is demonstrated most illustratively by the fact that several cities are members of both networks: While the FTT campaign aims to address problems of international trade but does not abandon it, Organic Cities advocate for a new localism based on food supply from farmers in the same region. In both cases, city networks use their purchasing power to increase the share of certified products. By doing so, the city networks reproduce privileged positions of consumers benefitting from the global capitalist order (_power over_). However, our analysis revealed that networks also make citizens reflect upon agri-food challenges and allow developing alternatives for more sustainable systems (_power with_). (shrink)

Based on the global urban economic competitiveness data in 2017, this study conducts coupling analyses of the competitiveness indicator system. The comprehensive study on the coupling coordination degree among explanatory indexes of urban economic competitiveness concludes that the city with higher economic competitiveness rankings has a higher degree of coupling coordination ; the city ranked lower in the economic competitiveness has a lower DCC. The cities with higher DCC are mainly those global cities or metropolis known (...) for financial and technological innovations, while cities with bare coupling coordination are mainly in underdeveloped countries in Asia, Africa, and Latin America. Based on the findings, the paper employs a model that combines linear regression and quantile regression to identify the specific driving factors that affect the cities’ competitiveness around the world. Therefore, every city should act according to local conditions, focus on the key drivers of urban development, and address the inadequacies to balance the economic development so as to enhance its competitiveness. In recent years Singapore has come to be seen as a successful project of economic transformation and capitalist development. What is more remarkable - but less discussed - is Singapore's success in building a multiethnic society and the unique concomitant civilizing processes that have accompanied this. Singapore represents today a project of a multi-ethnic and multi-cultural polity and a postmodern global city that combines civility, nostalgia and economic functionality. Here it is argued that - despite some well-known and (...) decisive dark spots on the political landscape - this success has to do with two concomitant processes. One is the functionally administered extension of the state into the meaning-sphere of the individual, totalizing it from within his own nostalgia in an exoticized urban space. The other is the soteriological transcendence of individual and intra-individual relations within and beyond the culturally recognized `communities'. Westerners will not be able to learn from the Singapore process of multi-cultural civilization should they continue to merely understand it in terms of `Asian authoritarianism'. (shrink)

This contribution argues, first, that pre-national forms of state were not displaced or supplanted by a new, national form. What we call the nation-state was not the successor to imperial or city-states but was itself a form of the European imperial city-states that had driven the expansion of capitalism in previous centuries. It argues, second, that national states emerged only after 1945 and only in a handful of states where, through welfare reforms and market and industry regulation, investment (...) and production were made to serve the expansion and integration of national markets. Third, with the dismantling of Keynesian policies in these states, pre-national (pre-Keynesian) structures are resurfacing. What scholars describe as the emergence of ‘post-national spatialities’ and of ‘global cities’ and city regions represents the resurgence of a durable and historically dominant form of state: the imperial city-state form. The ‘re-scaling’ of nation-states and growing prominence of ‘global cities’ and ‘city regions’ are heralding the end of the brief history of actually existing nation-states and the re-deployment of the imperial city-state model. In Unseen City: The Psychic Lives of the Urban Poor, Ankhi Mukherjee offers a magisterial work of literary and cultural criticism which examines the relationship between global cities, poverty, and psychoanalysis. Spanning three continents, this hugely ambitious book reads fictional representations of poverty with each city's psychoanalytic and psychiatric culture, particularly as that culture is fostered by state policies toward the welfare needs of impoverished populations. It explores the causal relationship between precarity and mental health through clinical (...) case studies, the product of extensive collaborations and knowledge-sharing with community psychotherapeutic initiatives in six global cities. These are layered with twentieth- and twenty-first-century works of world literature that explore issues of identity, illness, and death at the intersections of class, race, globalisation, and migrancy. In Unseen City, Mukherjee argues that a humanistic and imaginative engagement with the psychic lives of the dispossessed is key to an adapted psychoanalysis for the poor, and that seeking equity of the unconscious is key to poverty alleviation. The title of this essay is not to be taken literally: I will not be making the case that Marseille is actually the last working class city in France. My title is a reference to Chris Marker’s 1993 film The Last Bolshevik (Le Tombeau d’Alexandre), a film about Alexander Medvedkin, one of the pioneers of early Soviet cinema. Medvedkin was the inspiration for the Groupe Medvedkine, a film collective founded by Chris Marker and made up of French militant filmmakers (...) who, in December 1967, decided to document the labor unrest that had erupted in factories near Besançon by making experimental films that involved the active participation of the workers themselves. Two powerful and interrelated transnational cultural expressions mark our epoch, Charismatic spirituality and global city. This book demonstrates how these two forces can be used to inform ethical design of cities and their common social lives to best support human flourishing, spirituality, and social and ecological wellbeing of their residents.

Recent developments around the sharing economy bring to the fore questions of governability and broader societal benefit—and subsequently the need to explore effective means of public governance, from nurturing, on the one hand, to restriction, on the other. As sharing is a predominately urban phenomenon in modern societies, cities around the globe have become both locus of action and central actor in the debates over the nature and organization of the sharing economy. However, cities vary substantially in the interpretation of (...) potential opportunities and challenges, as well as in their governance responses. Building on a qualitative comparative analysis of 16 leading global cities, our findings reveal four framings of the sharing economy: ‘societal endangerment,’ ‘societal enhancement,’ ‘market disruption,’ and ‘ecological transition.’ Such framings go hand in hand with patterned governance responses: although there is considerable heterogeneity in the combination of public governance strategies, we find specific configurations of framings and public governance strategies. Our work reflects the political and ethical debates on various economic, social, and moral issues related to the sharing economy, and contributes to a better understanding of the field-level institutional arrangements—a prerequisite for examining moral behavior of sharing economy organizations. Radical cities have historically been hotbeds of transformative paradigms, political changes, activism, and social movements, and have given rise to visionary ideas, utopian projects, revolutionary ideologies, and debates. These cities have served as incubators for innovative ideas, idealistic projects, revolutionary philosophies, and lively debates. The streets, squares, and public spaces of radical cities have been the backdrop for protests, uprisings, and social movements that have had both local and global significance. This research project aims to explore and reimagine radical (...) cities and urban activism using a variety of visual and collaborative pedagogical approaches. This project will study and categorize these cities through comparative case studies from different regions, including North America, and Latin America, and beyond, in order to better understand and interpret pivotal societal transitions. By developing the concept of “global borderlands”—semi-autonomous, foreign-controlled geographic locations geared toward international exchange—this article shifts the focus of globalization literature from elite global cities and cities on national borders to within-country sites owned or operated by foreigners and defined by significant social, cultural, and economic exchange. I analyze three shared features of these sites: semi-autonomy, symbolic and geographic boundaries, and unequal relations. The multi-method analyses reveal how the concept of global borderlands can help us better understand (...) the interactions that occur among people of different nationalities, classes, and races/ethnicities and the complex dynamics that occur within foreign-controlled spaces. I first situate global borderlands within the literatures of global cities and geopolitical borderlands. Next, I use the case study of Subic Bay Freeport Zone (SBFZ), Philippines to show (1) how the semi-autonomy of global borderlands produces different regulations depending on nationality, (2) how its geographic and symbolic borders differentiate this space from the surrounding community, and (3) how the semi-autonomy of these locations and their geographic and symbolic borders reproduce unequal relations. As home of the former US Subic Bay Naval Base and current site of a Freeport Zone, the SBFZ serves as a particularly strategic research location to examine the different forms of interactions that occur between groups within spaces of unequal power. As hubs of global exchange, port cities are host to inconvenient and contested pasts. Many of these pasts have yet to be fully recognized. In the wake of demonstrations against racial injustices this summer, the PortCityFutures team discussed how our own research practices relate to systemic inequalities within port cities. It was concluded that we need to better understand how these contested and complex pasts, legacies of diversity and segregation, and colonial pasts impact port cities today.

This article explores the defining tendencies of urban expansion taking place in mega-cities of the Global South, as exemplified by recent trends in Metropolitan Manila and elsewhere. What I call the process of ‘uber-urbanization’ entails the construction of city emulants as platforms for the value-productive movements of globopolitical urban life, a fractal enterprise whose animating program involves the mediatization of human capacities in technologized forms of servitude. Such meditatized human capacities can be understood as comprising a kind of (...) vital infrastructure exemplified in long-standing experimental, risk-taking, shifting, multi-tasking modes of living developed out of urban conditions in the Global South. I discuss the liquidity of such modes of living on the part of surplus populations and its temporal dynamics as the newly discovered resource undergirding the expansion of city everywhere. (shrink)

Data from the Global Environmental Monitoring System indicate that pollutants such as sulphur dioxide and total suspended particulate routinely appear in the lower atmosphere of major cities at concentrations well above health guidelines set by the World Health Organization. As well, cities are major contributors to the build-up of greenhouse gases which now threaten climate change. These findings underscore the detrimental relation that has evolved between urban industrial society and the atmosphere. If this peculiar civilization is to be changed, (...) three principles—equity, sustainability and peaceful development—must guide the reevolution of urban life. The paradigm of commodification needs to be replaced with a model of a commons of life. The article provides a theoretical framework and strategy for reforming global climate policy and urban sustainability planning in a manner consistent with life in the commons. (shrink)

This article describes the history of the City University of New York (CUNY), demonstrating its value as a model for the creation of the Virtual University. Since the establishment of City College in the mid-19th Century, CUNY has continually confronted the challenge of providing quality, low-cost higher education to generations of diverse students. Today CUNY has come to serve as a model not only for effective urban education, but also as an approach to preparing an international student body (...) for a global future. The role of subnational regions is ill-conceived in international law scholarship, which has come to slowly accept the important role that cities can play as international actors. Opening up the academic debate for a perspective on regions promises to develop new insights on the divide of governance functions between international organizations and states, regions and cities. At the same time, the regional focus helps to unearth some of the shortcomings of overly enthusiastic approaches to what cities can do as (...) class='Hi'>global actors. International law scholarship has found it difficult, however, to engage with the concept of the region. This is owed, as this Article demonstrates, to difficult definitional issues as well as the informalizing bend of a focus on regional governance, which is hard to square with traditions of formalist thinking in international law. Ultimately, the Article argues that regions can function as a useful prism through which to analyze current governance challenges. (shrink)

Support for gender equality has increased globally, and studies of this trend usually examine individual- and/or country-level factors. However, this overlooks subnational variation. City-dwellers are more likely to support gender equality in education, employment, leadership, and leisure. This article investigates the causes of rural–urban differences through comparative, qualitative research in Cambodia. The emergence of rural garment factories presents a quasi-natural experiment to test the theory that female employment enhances support for gender equality. Rural female employment may diminish rural–urban differences (...) in gender inequalities or there may be other important aspects of city-living that amplify support for gender equality. Drawing on Cambodian fieldwork, I suggest that cities raise the opportunity costs of the male breadwinner model, increase exposure to women in socially valued roles, and provide more associational avenues to collectively contest established practices. Interests, exposure, and association reinforce a snowballing process of social change. By investigating the causes of subnational variation, I advance a new theory of growing support for gender equality. (shrink)

Humans built cities, but cities are where we become civil, civilized, and civically minded; we are thus products of cities. Cities are also ubiquitous in the human experience. Yet, the last two hundred years witnessed an unprecedented mega-urbanization of humanity. In 2007, or so, it was announced that more humans now lived in cities than in the countryside. This article aims to analyze the new pattern of mega-urbanization in the twenty-first century, a century that brings extreme challenges: demographic growth (9 (...) billion humans), global warming with its concomitant chaotic and severe weather, massive population displacements, precarious water resources, and greater global economic integration with growing volatility. The largest megalopolises of the twenty-first century will be in the “global South” in the “developing world.” Most of this urbanization will be in the form of irregular urbanization, that is, ghettos, shantytowns, favelas, slums. The article is devoted to the study of the historical context of the cities’ development as subjects of international relations, their evolutionary transformation from political and security unions, through political and religious unions to large agglomerations capable of conducting independent international activities, taking into account their own socio-economic, cultural and educational interests of their residents. Using an interdisciplinary approach that combines historical, legal, political science, and management disciplines, the author has revealed the multifaceted use of such concepts as «partner cities», (...) «twin cities», «municipal cooperation», «decentralized cooperation of cities» etc., which proves that their use as synonymous definitions indicating a non-governmental, horizontal international level of cooperation between individual local actors is not sufficiently regulated.The study outlined the criteria for selecting a partner city. The historical way of the formation of global and regional international organizations and associations of municipalities, which developed recommendations for in-depth cooperation between cities of different political systems to exchange experience, deepening of cooperation in the environment of modern management in the context of urbanization, is highlighted. It is proved that such initiatives are based on intercultural cooperation, the foundations of the international and national law, which strengthens the reputation and foreign policy integration strategies of the state as a whole. It has been found that often in the process of decentralization, localization, and manifestation of their own subjectivity, cities are more effective and faster in making decisions, establishing international forms of cooperation, and implementing the most important projects. Can a democratic Global Society become the alternative to Empire and bring order into present international anarchy? One hundred percent sovereignty in nation states gives “security” to each but creates “anarchy” in relations between states. To bring order into international relations some sovereignty has to be surrendered. Empire, which does bring an order of sorts, is imposed from outside, is undemocratic and aggrandising. Global Society can be conceptualised as its alternative. Sharply contrasting Global Society to Empire tends (...) to pose the former as a panacea, but it is important to know its potential faults. Global Society can be envisioned at the constitutive stage and as continuing to exert influence within the institutions it creates. At the difficult constitutive stage, it will be fragile and of unwieldy size and ought only be called into play at critical junctures. The institutions it creates will be a democratic federal regime of regional blocks of states. To resolve issues, Global Society presumes effective consocial dialogue and participation rather than violent contention. Classical and Hellenistic Greece provide examples where vision and honour battled with the ambitions and greed of Empire and remarkably sometimes won. All the Greek city-states were under some sort of regional federal alliance at different times and drew strength from shared religious sanctuaries and their attached Games. The various interchanges between democratic Federalism and Empire in ancient Greece offers a microcosm of today's interregnum between modern and postmodern international relations. In a knowledge-based economy of the globalizing economic order, the role of regions is very significant in order to create and to disperse knowledge. Particularly, geographical clusters of firms in a single sub-national region may contribute to transmitting certain kinds of knowledge between and among firms. In addition, markets prefer to favor specialized firms with a coherent body of knowledge when knowledge creation and the use of new knowledge become increasingly important for maintaining and improving a firm’s competitiveness. Therefore, regional (...) policy makers may not interfere directly with markets and firms when the process of globalization pushes national economies into a world of learning and innovation. The reason is that the institutional framework for market exchange favors knowledge exchange in a globalizing economic system. This paper argues how East Asian science cities such as Tsukuba Science City in Japan, Daedeok Innopolis in South Korea, Hsinchu Science-based Industrial Park in Taiwan, and Zhongguancun Science Park in China have been developed in order to create technology innovation as well to contribute to national and regional economic growth. Moreover, it also focuses on their competitiveness and the further development strategy that aims to become global science cities. This study identifies global factors conditioning the global problematics of the direction of social development. Global threats were evaluated and defined as dangerous processes, phenomena, and situations that cause harm to health, safety, well-being, and the lives of all humanity, and require removal. The essence of global risks was defined. These risks were defined as events or conditions that may cause a significant negative effect for several countries or spheres within a strategic period if they occur. (...) Global problems were conceptualized. These problems were defined as phenomena, matters, and situations that are not completely understandable, interesting, actual, require solving and regulation, and in addition do not have unified solutions. Current global challenges were analyzed, defined as strategic guidelines that cause transformational changes and are receiving attention from humanity. Global trends were defined as courses of social development. The composition and role of global actors were described, and defined as international organizations, leading states, regional organizations, powerful corporations, institutional investors, large cities, and well-known personalities. The directions of positive courses of social development were developed by means of using the authors’ mechanism of solving the global problematics. (shrink)

The advent of the ‘mega’ or world city seems inseparable from the ambivalent and transient experience of modernity – the ideals of liberty, individuality, property, accelerating progress, and, for many, the realities of immobility, anonymity, poverty, and arresting regression. When more than half of the global population pursues an existence within an urban frame, the densities and boundaries of urban spaces swell to fantastical proportions. With the vast increase in size, so the experiences and expectations of the (...) class='Hi'>city become more pronounced and profound. This introduction to this special issue of Thesis Eleven, ‘Big City Blues’, discusses the themes and stories of the articles below, which present different aspects of life in the metropolis. The over-stimulation of the desensitized urbanite, the wandering flâneur who fortifies him/her self against fragmenting pressures, the explosion of everyday peace into riots, the battles for political and social recognition of identity and property rights, and the financial meltdown of an entire municipal institution, are just some of the things that take place in the modern city, and are explored here. Given that cities are now bearing the brunt of migration and integration, it might seem that we should shift our normative focus away from the state towards the city. This is the suggestion of Avner de Shalit’s (2018) Cities and Integration: Political and Moral Dilemmas in the New Era of Migration. In this article, we suggest that this move is not so straightforward. Other levels, including the global, the state, and the neighbourhood, on top of the city, (...) are also impacted by migration and so also have claims for normative priority, which need to be addressed. And even if the city is responsible for integration, we argue that de Shalit’s promotion of Amsterdam’s ‘Milkshake Model’ – a form of respect and appreciation of difference – is, despite its clear initial appeal, not an ideal for accommodating diversity. Aiming at the shortcomings of standard particle swarm optimization algorithms that easily fall into local optimum, this paper proposes an optimization algorithm that improves quantum behavioral particle swarms. Aiming at the problem of premature convergence of the particle swarm algorithm, the evolution speed of individual particles and the population dispersion are used to dynamically adjust the inertia weights to make them adaptive and controllable, thereby avoiding premature convergence. At the same time, the natural selection method is introduced into the traditional (...) position update formula to maintain the diversity of the population, strengthen the global search ability of the LTQPSO algorithm, and accelerate the convergence speed of the algorithm. The improved LTQPSO algorithm is applied to landscape trail path planning, and the research results prove the effectiveness and feasibility of the algorithm. (shrink)
