Philosophical concerns about nuclear armaments raises questions about the logical and conceptual basis for deterrence theory as well as the effects of nuclear threats on our common humanity. Most philosophical concern centers around around the morality of nuclear deterrence. It is sometimes thought that the doctrine of just war can provide a moral justification for nuclear deterrence based on threats of massive retaliation. Ye attempts to apply the doctrine of just war lead to a moral dilemma: (...) although nuclear deterrence seems justified as self-defense, there are compelling reasons for concluding that threats of retaliation are immoral. Alternative deterrence policies might be thought to overcome the moral dilemma. However, counterforce strategy and anti-missile defense, as recently proposed by President reagan, must still depend upon immoral threats of retaliation. Proposals for a nonviolent national defense offer a possible solution, and serious attention should be given to claims that nonviolent defense is relevant in the nuclear age and would deter aggression. In this article, I argue that there is no compelling therapeutic ‘need’ for human nuclear genome transfer to prevent mitochondrial diseases caused by mtDNA mutations. At most there is a strong interest in this technology on the part of some women and couples at risk of having children with mitochondrial disease, and perhaps also a ‘want’ on the part of some researchers who see the technology as a useful precedent – one that provides them with ‘a quiet way station’ (...) in which to refine the micromanipulations techniques essential for other human germline interventions and human cloning. In advance of this argument, I review basic information about mitochondrial disease and novel genetic strategies to prevent the transmission of mutated mitochondria. Next, I address common features of contemporary debates and discussions about so-called mitochondrial replacement. First, I contest the cliché that science-and-technology is fast outpacing ethics. Second, I dispute the accuracy of the term ‘mitochondrial replacement’. Third, I provide a sustained critique of the purported ‘need’ for genetically-related children. In closing, I call into question the mainly liberal defense of human nuclear genome transfer. I suggest an alternative frame of reference that pays particular attention to issues of social justice. I conclude that our limited resources should be carefully expended in pursuit of the common good, which does not include pandering to acquired desires. (shrink)

Nuclear power has never been free from the stifling involvement of government. Heavy regulation has reduced the ability of entrepreneurs to develop and provide new means for the generation of energy using nuclear fuel. The strict parameters dictated by government officials are based upon outdated technology, an improper regulatory philosophy, and preclude innovation in nuclear power generation. Anti-market environmentalists misunderstand the implications of a free market in nuclear power and argue against it based on problems that (...) are actually caused by government involvement. Our position is neither for nor against nuclear power. We advocate a hands-off policy where the nuclear industry is left to its own devices, free from governmental regulations and subsidies: free to succeed or fail on its own. Thus, our position is neither right-wing conservative (removing regulations), nor left-wing liberal (removing subsidies). Very much to the contrary of both positions, we propose a free-market in nuclear power. (shrink)

Since the end of the Cold War, international ethicists have focused largely on issues outside the traditional scope of security studies. The nuclear ethics literature needs to be revived and reoriented to address the new and evolving 21st century nuclear threats and policy responses.

At the forefront of almost all governmental and ecclesiastical policies on peace and war is the question of what to do about nuclear weapons. While this question remains unresolved in the world today, New Zealand's response in the 1980s has recently gained traction again as the new Nuclear Weapon Ban Treaty was passed in July 2017. New Zealand proposed its answer in 1987 when it enacted its 'Nuclear Free Zone, Disarmament and Arms Control Act'. The impetus for (...) that legislation was the popular support for Prime Minister David Lange's Oxford Union address in 1985. Lange's speech moved the nation's position beyond the political sphere into social, ethical and religious circles. This paper revisits that speech and the rationale behind New Zealand's decision in light of fundamental Catholic moral theology. It highlights common moral ideals between the New Zealand Catholic Church and government, points of agreement between the Catholic Church's moral teaching and New Zealand's nuclear-free policy, from the time of New Zealand's nuclear-free movement as early as the late 1950s, through David Lange's Oxford Union address, and the government's enactment of its nuclear-free legislation in 1987, up until today. Specifically, it seeks to exhibit how the logic of Prime Minister Lange's position corresponds to Catholic moral thought, evidencing an example of political - religious unity and a common church - state purpose for those people who are interested in moral, social, and political - religious cohesion. No critical analysis of arguments for and against nuclear weapons is intended, but rather simply the evidence of a positive co-relation between New Zealand's government and the Catholic Church on the nature and potential use of nuclear weapons. In each decade of the nuclear age, philosophers have provided critical reflections on the nature, use, and consequences of nuclear weapons. Frequently, these reflections have addressed the morality of producing, testing, deploying, and using nuclear weapons. Already, these philosophical reflections have passed through four phases and are now entering a fifth phase. The first phase stretches from the atomic bombing of Hiroshima to the above ground nuclear tests at Bikini Atoll. From the initial use of atomic (...) weapons in 1945 to the testing of the hydrogen bomb in 1952, the United States held a virtual monopoly. (The Soviet Union tested its first atomic weapon in 1949, and the United States progressed not only to the development of the hydrogen bomb, but also to a miniaturization of nuclear weapons that spawned even more tactical nuclear weapons than the eventual strategic arsenals of the superpowers.) During the 1950s and 1960s, the second phase shifts to a focus on the above ground testing of the hydrogen bomb, as well as the post war tension between the United States and the Soviet Union. The third phase addresses increasing shifts during the 1970s and 1980s to counterforce weapons and nuclear war fighting strategies. The fourth phase responds to the dissolution of the Soviet Union in 1991 and to the problems of nuclear proliferation and nuclear deterrence in the post Cold War world, culminating with a critique of the renewal of Star Wars in 2001 under the guise of ballistic missile defense. The first decade of the twenty first century ushers in not only the purported “war against terrorism” by the United States, but also a broader and deeper philosophical response to the interconnections among violence, terrorism, and war. On the 70th anniversary of the bombings of Hiroshima and Nagasaki the world remains marked by violent conflict and the possibility of nuclear war. This seems an apt moment to ask whether the bombings have left a trace in our thinking. This article thus explores how particular articulations of their memory or, alternatively, failures to articulate such a memory, conjure up our world: how they represent and account for violence and how, if at all, they assign specific significance to (...) nuclear weapons. Reading two very different texts, Jacques Derrida’s ‘No Apocalypse, Not Now’ and Kamila Shamsie’s Burnt Shadows, alongside each other, the article shows how remembering finds itself at the impossible limit between the conceptual and the particular, in the space of politics. It argues that the violence that continues to form an everyday part of our world can only be challenged or even understood by thinking at this (impossible) limit where no answer can be generated in the abstract and decisions are necessary. A technique for the bilateral activation of neural nets that leads to a functional asymmetry of two simulated ''cerebral hemispheres'' is described. The simulation is designed to perform object recognition, while exhibiting characteristics typical of human consciousness-specifically, the unitary nature of conscious attention, together with a dual awareness corresponding to the ''nucleus'' and ''fringe'' described by William James (1890). Sensory neural nets self-organize on the basis of five sensory features. The system is then taught arbitrary symbolic labels for a small (...) number of similar stimuli. Finally, the trained network is exposed to nonverbal stimuli for object recognition, leading to Gaussian activation of the ''sensory'' maps-with a peak at the location most closely related to the features of the external stimulus. ''Verbal'' maps are activated most strongly at the labeled location that lies closest to the peak on homologous sensory maps. On the verbal maps activation is characterized by both excitatory and inhibitory Gaussians (a Mexican hat), the parameters of which are determined by the relative locations of the verbal labels. Mutual homotopic inhibition across the ''corpus callosum'' then produces functional cerebral asymmetries, i.e., complementary activation of homologous ''association'' and ''frontal'' maps within a common focus of attention-a nucleus in the left hemisphere and a fringe in the right hemisphere. An object is recognized as corresponding to a known label when the total activation of both hemispheres (nucleus plus fringe) is strongest for that label. The functional dualities of the cerebral hemispheres are discussed in light of the nucleus/fringe asymmetry. (shrink)

Nuclear deterrence requires objective ethical analysis. In providing it, the authors face realities - the Soviet threat, possible nuclear holocaust, strategic imperatives - but they also unmask moral evasions - deterrence cannot be bluff, pure counterforce, the lesser evil, or a step towards disarmament. They conclude that the deterrent is unjustifiable and examine the new question of conscience that this raises for everyone.

Like asteroids, hundred-year floods and pandemic disease, thermonuclear war is a low-frequency, high-impact threat. In the long run, catastrophe is inevitable if nothing is done − yet each successive government and generation may fail to address it. Drawing on risk perception research, this paper argues that psychological biases cause the threat of nuclear war to receive less attention than it deserves. Nuclear deterrence is, moreover, a ‘front-loaded good’: its benefits accrue disproportionately to proximate generations, whereas much of the (...) expected cost will be borne in the distant future. Recent surveys indicate that the US and Russian publics assign a surprisingly high likelihood to nuclear war. Nevertheless, earlier research suggests that it is probably not believed to be just around the corner. This, along with the absence of easy solutions, encourages governments and publics to give priority to more pressing concerns. The danger is that the pattern will continue clear up to the point that nuclear war arrives. (shrink)

This article looks at the ethical quandaries, and their social and political context, which emerge as a result of international nuclear waste substitution. In particular it addresses the dilemmas inherent within the proposed return of nuclear waste owned by Japanese nuclear companies and currently stored in the United Kingdom. The UK company responsible for this waste, British Nuclear Fuels Limited (BNFL), wish to substitute this high volume intermediate-level Japanese-owned radioactive waste for a much lower volume of (...) much more highly radioactive waste. Special focus is given to ethical problems that they, and the UK government, have not wished to address as they move forward with waste substitution. The conclusion is that waste substitution can only be considered an ethical practice if a set of moderating conditions are observed by all parties. Since mitochondrial replacement techniques were developed and clinically introduced in the United Kingdom, there has been much discussion of whether these lead to children borne of three parents. In the UK, the regulation of MRT has dealt with this by stipulating that egg donors for the purposes of MRT are not genetic parents even though they contribute mitochondrial DNA to offspring. In this paper, I examine the way that the Human Fertilisation and Embryology Act in the UK manages the question (...) of parentage. I argue that the Act breaks the link typically made between genetic causation and genetic parenthood by redefining genetic causation solely in terms of nuclear genetics. Along with this, mtDNA is construed as a kind of supplement to the nuclear family. Drawing on the account of the supplement developed by Jacques Derrida, I argue that mtDNA and the women who donate it are seen as both essential to establishing the nuclear family but also exterior to and insignificant for it. In the December-1989 issue of Analog, I wrote an AV Column entitled “Cold Fusion, Pro-fusion, and Con-fusion” that described and gave my opinions about the recently announced “discovery of cold fusion” by Stanley Pons and Martin Fleischmann. These University of Utah electro-chemists claimed that by electrolyzing D2O on a tabletop, they had produced the nuclear fusion of deuterium nuclei.

My thesis explores the possibility that the wrongful intentions principle might not apply in certain deterrent situations. WIP states that if it is wrong to do something under certain conditions, it is wrong to intend to do it should those conditions arise. Questions about applications of WIP are frequently raised in discussions about the morality of nuclear deterrence. Some philosophers, such as Gregory Kavka, maintain that in certain situations where gaining deterrence is important, it is morally permissible, and perhaps (...) even obligatory to form a sincere intention to retaliate although retaliation is wrong. ;The rejection of WIP causes paradoxes about relationships between good agents and right actions. Good and rational agents are unable to fulfill obligations to intend wrong, as their unwillingness to do wrong makes intending it impossible. Hence, the paradoxical conclusion that only a corrupt individual can do right in certain situations. ;The conclusion that in certain situations only corrupt agents can do right rests upon rejecting the WIP. I show that WIP applies in all deterrence situations and in all situations, period. Because WIP always applies, there are no situations where goodness and rationality prevent right action. ;Chapter one presents consequentialist and non-consequentialist arguments to the conclusion that actual retaliation against civilian populations is wrong. In chapters two and three I argue that the kinds of situations discussed by Kavka and others doesn't warrant rejecting WIP. I maintain that non-consequentialist theories cannot permit agents to separate questions about intentions from questions about actions. Consequentialism cannot justify rejecting WIP in these situations either. Rejection of WIP implies that a corrupt leader is needed, and consequentialism cannot justify seeking such a leader. Chapter four argues that WIP must apply in all situations because it must be part of any action-guiding theory, either consequentialist or non-consequentialist. Talk of rejecting WIP is incoherent. Hence, because WIP always applies, goodness and rationality will never preclude right action, and whenever performing an action is wrong, intending to perform it is wrong as well. (shrink)

Frederick Soddy , one of the foremost radiochemists of his day, was awarded the 1921 Nobel Prize in chemistry. Soddy was also among the first of the scientific leaders of his age, along with Blackett , Bernal , and others, to become interested in the social implications of their work. In 1950 his colleague Paneth wrote that currently ‘there is widespread discussion on the responsibility towards the community of men of science and particularly experts in radioactivity; but a perusal of (...) Prof. Soddy's non-chemical writings of no less than thirty years ago [viz., during and after the first world war] shows how strongly he felt the duty to fight for a better order of things'. Soddy was a complex iconoclast often derided for dealing with what seemed to be disparate interests. What, it could be asked, could monetary reform possibly have to do with radiochemistry? But to make sense of Soddy, the question must rather be formulated in the other direction: What fundamental concern did Soddy have that enabled him to embrace holistically a variety of seemingly diverse activities? The answer can be given in a word: energy. And the way in which Soddy dealt with this issue involved him directly with social economics as well as with the social responsibility of scientists. The debate over the civilian use of nuclear power is highly polarised. We argue that a reasonable response to this deep disagreement is to maintain that advocates of both camps should modify their positions. According to the analysis we propose, nuclear power is neither entirely right nor entirely wrong, but rather right and wrong to some degree. We are aware that this non-binary analysis of nuclear power is controversial from a theoretical point of view. Utilitarians, Kantians, and (...) other moral theorists make sharp, binary distinctions between right and wrong acts. However, an important argument speaking in favour of our non-binary analysis is that it better reflects our considered intuitions about the ethical trade-offs we face in discussions of nuclear power. The aim of this article is to make this argument sharp by explaining how it can be rendered compatible with, and supported by, the Capability Approach, which is quickly becoming one of the most influential frameworks for thinking about human development. Scientists and engineers often are not much interested in theoretical-ethics discussions. Frequently, like Harvard’s Cass Sunstein (2002), they propose “freemarket environmentalism,” basing environmental decisions on cost-benefit analysis and on saving the greatest number of lives for the fewest number of dollars. They say that when society overregulates, by emotively and irrationally rejecting environmental-risk decisions based only on cost-benefit analysis (CBA), it reduces manufacturing jobs, shrinks the economic pie, makes people poorer, and thus causes unnecessary deaths. As targeted proteins that move within the cell, the steroid receptors have become very useful probes for understanding the linked phenomena of protein folding and transport. From the study of steroid receptor‐associated proteins it has become clear over the past two years that these receptors are bound to a multiprotein complex containing at least two heat shock proteins, hsp90 and hsp56. Attachment of receptors to this complex in a cell‐free system appears to require the protein unfolding/folding activity of a third (...) heat shock protein, hsp70. Like the oncogenic tyrosine kinase pp60src, steroid receptors bind to this complex of chaperone proteins at the time of their translation. Binding of the receptor to the hsp90 component of the system occurs through the hormone binding domain and is under strict hormonal control. The hormone binding domain of the receptor acts as a transferable regulatory unit that confers both tight hormonal control and hsp90 binding onto chimaeric proteins. The model of folding and transport being developed for steroid receptors leads to some general suggestions regarding the folding and transport of targeted proteins in the cell. (shrink)

Blair, David What's the best policy to deal with the catastrophe that looms due to global warming? Fundamentally, we must quickly change our sources of energy away from fossil fuels to non-carbon emitting sources - namely nuclear power and the various renewable sources. 'What's nuclear doing in there?' you may respond. 'Isn't the news about nuclear all bad?' But a growing chorus of scientists and thinkers is warning that, not only is nuclear power quite safe, but (...) that to rule it out poses a grave danger. I quote: Renewables like wind and solar and biomass will certainly play roles in a future energy economy, but those energy sources cannot scale up fast enough to deliver cheap and reliable power at the scale the global economy requires. While it may be theoretically possible to stabilise the climate without nuclear power, in the real world there is no credible path to climate stabilisation that does not include a substantial role for nuclear power. Mit dieser Frage befasst sich der folgende Beitrag, wobei untersucht wird, wie die Heranwachsenden speziell in der Herkunftsfamilie als primärer Sozialisationsinstanz in den vereinsgebundenen Sport „sozial eingespurt“ werden. Auf der Grundlage des Zinneckerschen Konzepts der familialen Sozialisation wird vornehmlich ein Forschungsprogramm skizziert und Annahmen formuliert, die (...) exemplarisch anhand von empirischen Daten des Brandenburgischen Jugendsportsurveys 2002 geprüft werden.
