The Democratic Party government, covering the period 1950-60, is seen as one of the most important stages on the road to democracy in Turkey. The Republican People’s Party, which ruled the country from the proclamation of the republic in 1923 to the end of World War II, found itself in opposition for the first time after the 1950 elections, and thus Turkish democracy was given a first chance to stand on its own feet. This work aims to read the (...) era through the eyes of French diplomats, giving an external and disinterested perspective on DP power and the Menderes government, a critical time in the history of Turkish democracy. The study is based on the thoughts and analysis about the DP’s representation of democracy and attitudes towards opposition from 1956 to the coup on May 27, 1960 written down by the 69th and 70th French ambassadors to Turkey, Jean Paul Garnier and Henry Spitzmuller. The reports that Garnier and Spitzmuller sent to Paris contain harsh criticism of the Menderes government for its authoritarian and anti-democratic practices and for its religious policies. These criticisms provide us with important clues about the ways in which the DP transformed the fundamental principles and policies of the Atatürk era. (shrink)

The religious identity of Turkey’s Alevis, with the origins of their traditions, and in particular their relation to Islam, are the focus of a debate current in Turkey as well as in those western European countries with strong Turkish migrant populations. This debate began in the late 1980s, with the public coming-out of the Alevi community, when the Alevis set out on a manifest campaign to be recognized as a distinct cultural and/or religious tradition. Against the backdrop of this (...) debate, this article discusses the impact of Turkish politics of doxa on the possibilities of Alevi representation in Turkey. It gives particular attention to the implication of secularism and nationalism in the knowledge regime that subscribes heterodoxy to the Alevis – an ascription that secures their principal integratability in the Turkish nation, while at the same time preparing the ground for otherizing them from the Sunni majority perspective. Musa Jarullah Bigiyev said that in the first half of 20thcentury, despite the (...) intense efforts made for the freedom of Turkish people who lived in Russia, it was not succeeded as the necessary unity could not be achieved and Russia implemented hard policy on them.In conclusion, Musa Jarullah Bigiyev finishes his work by saying that “As real Muslims, as free people and the owners of the Turkish power, we must not have the patients what will fall into Bolsheviks’ trap”. Diogenes, Ahead of Print. The Tale of Genji is the probably the earliest prose fiction in the world that still lives today as a masterpiece since the first decade of the 11th century. This 1200-page Japanese classic was written by a noble court woman, Murasaki Shikibu, and it spans almost three quarters of a century. The first part has to do with the life and loves of the nobleman known as “The Shining Genji”, and the final chapters follow the fate (...) and fortunes of the characters that survived after Genji’s death. There have been four English translations of the novel: one partial translation by a Japanese translator and three other complete translations by different English native speakers in the 20th century. This paper studies the Turkish translation process of The Tale of Genji from Edward G. Seidensticker’s English version. It points out the plentitude of potential translation choices and tries to explore the reasons of translators for their decisions. It compares the translators’ strategies and assesses their impact on the meanings and functions of the allusions and the connections between the adopted strategies. (shrink)

Since the inception of Turkey as an independent state, the country has based itself on Western modes of governance, with secularism being a hallmark of the nation. In recent years, Islamic parties have made inroads in government, causing consternation among the old guard and allies in Europe. Much of the modern arguments against Turkey's inclusion in the EU rely on psuedo-Orientalist ideas; Turkey is somehow so different and alien from "European" culture that they simply do not belong in the EU. (...) Historical notions of Turkey and Islam as fundamentally different are then propagated to remove Turkey from contemporary Europe. Islamic politics in Turkey do not represent a shift to a more fundamentalist ideology; in actuality, Turkish Islamic parties are very modern movements based in progressive ideas. The rise of Islamic parties in Turkey signals a shift away from a dogmatic following of the strictly secular West into a more hybrid political identity, unshakably tied to the West but allowing for a greater expression of its Middle Eastern Muslim heritage. This paper attempts to account for the contrastive discourse connective (tam) tersine (‘on the contrary’) in Turkish discourse. We suggest that this connective evokes a discourse structure which has at least three parts: the material in the prior linguistic context, its refutation, and then rectification in the clause where the connective is hosted. Since negation is obligatory in the discourse context for refutation, we include a discussion of negation and we conclude that the obligatory negative clauses are instances of (...) descriptive negation rather than metalinguistic negation. We show that linguistic and cognitive contexts interact in producing and interpreting the discourse adverbial connective under discussion and the discourse structure in which it is used. It is claimed that (tam) tersine serves to bring closer the cognitive context of the intended audience to that of the writer’s while minimizing any potential discrepancies in the audience’s and the writer’s cognitive context. We argue that this discourse connective and the discourse it evokes are used in the argumentative mode. (shrink)

Linguistic synesthesia (or synesthetic/intrafield/crossmodal metaphor) refers to crossmodal instances in which expressions in different sensory modalities are combined as in the case of sweet (taste) melody (hearing). Ullmann was among the first to show that synesthetic transfers seem to follow a potentially universal hierarchy that goes from the so-called “lower” (i.e., touch, taste and smell) to “higher” senses (i.e., hearing and sight). Several studies across languages, cultures, domains and text types seem to support the hierarchy in linguistic synesthesia despite some (...) crosslinguistic differences and varying explanations . To extend results to an underrepresented language and thus, to test the universality of the crossmodal hierarchy, 5,693 token cases of linguistic synesthesia in written and spoken Turkish were investigated using a general-purpose, large corpus. Token, type, and hapax legomena frequencies showed that although three backward and thus, hierarchy-inconsistent transfers (i.e., from taste to touch, from sight to smell and from sight to hearing) were more frequent than their hierarchy-consistent counterparts, forward transfers in the canonical direction were more frequent overall than the backward transfers in Turkish. We conclude that Turkish linguistic synesthesia complies with the hierarchy as a descriptive generalization. Results are discussed in comparison to the crossmodal use of sensory words in other languages. (shrink)

With the increased rate of the Turkish medical brain drain (MDB) in recent years, there is a need for more comprehensive studies to elucidate its vague migratory factors. The aim of this paper is to try to narrow that gap by analyzing present impacts of the MDB in Turkey and to evaluate if these aspects were driven by professional ethical values, and if so, what ethical principles they were based on. In-depth interviews were conducted with 19 doctors from various (...) backgrounds, followed by a thematic analysis. The MDB in Turkey demonstrated a multifactorial structure, with prominent push factors that are intertwined at macro-meso-micro levels. The effort to maintain the principles of beneficence, non-maleficence, and protecting professional autonomy were the most important in the context of professional ethics. Only deep-rooted regulations might ensure the prevention of the MDB in Turkey and the prospect of doctors returning in the future. Conclusively, the recent criticisms the MDB has been garnering may inspire improvements in deteriorating human and health rights in Turkey. (shrink)

In this article, recent attempts by the Justice and Development Party (AKP) to address the problems of Alevi citizens in Turkey are analysed. After briefly outlining the sources of Alevi revitalization in the 1990s, the article critically discusses different aspects of the Alevi Opening process. It concludes by arguing that the Alevi question reveals many aspects of the problematic nature of secularism in Turkey.

The aim of this study was to assess the opinions and role of intensive care unit (ICU) nurses regarding the distribution of ICU beds. We conducted this research among 30% of the attendees at two ICU congresses in Turkey. A self-administered questionnaire was used, which included 13 cases and allocation criteria. Of the total (136 nurses), 53.7% participated in admission/discharge decisions. The most important criterion was quality of life as viewed by the physician; the least important was the patient’s social (...) status. According to the findings, the nurses thought that medical benefit and avoiding discrimination were important. On the other hand their ignorance of patients’ autonomous preferences arouses suspicions about these nurses’ role in advocating for patients’ rights. For this reason, nurses’ role in allocation decisions should be clearly described and should also be the basis on which intensive care nurses’ duties in allocation decisions should be determined. In this article, I seek to shed new light on a lesser-known stage of the development of Hans Reichenbach’s thought, namely his research, output and teaching activities at Istanbul University. I argue that the experience of Turkish exile was decisive in the elaboration of Reichenbach’s probability theory of meaning and knowledge. His work Experience and Prediction, produced while in Istanbul, should therefore be put in its Turkish context of elaboration and reception. To this end, I will take into (...) consideration not only Reichenbach’s efforts to popularize and extend the Berlin Group’s program of scientific philosophy in Turkey and throughout Europe in the 1930s, but also the forgotten work of Reichenbach’s students—most of them women—at Istanbul University. This article seeks to explain how Bergson's philosophy was translated into a genuine political position in the Ottoman-Turkish context. I first overview the impact of Bergson's philosophy on continental politics at the beginning of the twentieth century; I then try to explain how Bergson's philosophical claims acquired definite political connotations; and lastly, I aim to display how political Bergsonism became a border language between republican radicals and conservatives in Turkey in the 1920s. I argue that, at the crossroads of (...) all currents of European modernity, political Bergsonism heralded the birth of a new vision of conservative modernity that molded the underlying values and principles of the transformation of Turkey into a modern society. Relations between Turkish authorities and their Kurdish minority have been a source of conflict for decades. On 11 April 2015, in the run-up to Turkey’s parliamentary elections, a gunfight broke out in the south-eastern province of Ağrı, resulting in six Kurdish people being killed and four Turkish military personnel wounded. Although skirmishes like this are not unusual, this caught the public imagination as it became clear that Kurdish civilians had helped wounded Turkish soldiers after the shoot-out. The (...) government denied such help and was keen to place the blame for the fight on the Kurdish opposition in its attempt to dissuade the public from voting for Kurdish-oriented parties, thereby increasing their chances of securing a parliamentary majority. The Kurds were keen to do the same to the government for the sake of votes, while the mainstream opposition saw this as an opportunity to represent the government and Kurds as poor voting options. The Turkish media, polarised and closely aligned to political interests, recontextualised events in ways which showed their political ties. This article uses critical discourse analysis to show how this was done in three national newspapers. Furthermore, the article argues that representations as such do nothing to aid in solving the decades-old problem of how Turks and Kurds can coexist peacefully. (shrink)

Bath structures, which emerged as a result of the importance given to washing since ancient times and which mean "place to wash", provided continuity with the style created in the Roman and Byzantine periods. Turkish baths, shaped on the bath tradition of the Roman and Byzantine periods, gain a unique form in time, especially after the adoption of Islam. It is seen that with the differences with the beliefs and behaviours brought by Islam the important changes in the structure (...) of the Turkish baths emerged with the new arrangements made of the plan typology in the Ottoman period. In addition, some another various functions are attributed to these structures in the Ottoman Empire and baths are generally built for income. After the Ottoman-Russian war between 1828-1829, the "Turkish Bath" built by the Russian Tsar Nicholas as a message for his own political purposes carries traces of the aforementioned Ottoman baths. The Turkish bath, which the tsar ordered to be built in the park of Ekaterinburg, becomes a product of the project on which the important Russian architect Monigetti meticulously emphasized. Although the structure in question differs from the Ottoman bath formation, it has similar features in terms of function and decoration details. However, the external appearance of the work, which is the subject of our study, with the form of the minaret next to it, resembles the Turkish Mosque architecture. In terms of decorative features, an oriental arabesque style of decoration dominates the building. As a matter of fact, our aim in this study is to first explain the characteristics of a Turkish structure built in Russian and completely from a Russian point of view, and then reveal the similarities and differences between both the two constructions. Mobility is becoming a defining feature of today’s globalising society. Individuals move for a variety of reasons, including finding employment or pursuing education. This paper focuses on the interrelationship between two different types of migrants who have all moved out of one specific country to another. It builds on the perceptions of Turkish graduates of German universities who moved cross-border recently to study in German universities, the self-styled ‘New Wave Turks’, to understand their place within the existing Turkish (...) diaspora there. Although the existing Turkish diaspora in Germany is well researched, as is how diasporas can facilitate further mobility, the interaction between these newcomers and the existing Turkish diaspora in Germany has received little scholarly attention. Through in-depth semi-structured interviews with recent Turkish graduates of German universities, we explored how the existing diaspora provides support but also challenges for the newcomers, complicating their experiences. We argue that international student mobility led to the emergence of a new form of ‘total diaspora’ in Germany, comprising both the existing Turkish diaspora and newly joined Turkish graduates of German universities. Social media was instrumental for these newcomers in setting themselves apart within the total diaspora, allowing them to create their own community identity. (shrink)

Shifts to structurally new political formations or at times even governmental changes usually engender new representations of the past. This process generally involves the creation of official national histories or revisions to the existing narratives. These histories are ultimately tied to collective memory engineering and identity building to legitimize the new political formations and to ensure loyalty to them. Public education mostly provides a vital channel for the dissemination and the validation of the collective memory sanctioned by the ruling elite. (...) The rise of the Turkish Republic as a nation-state and the national historiography and educational system it established during the 1930s exemplify one of such cases. The consensus opinion in current scholarship argues that the early official historiography virtually circumvented the Ottoman and Islamic eras by curbing or even repealing their role by favoring strong accent on a remote pre-Islamic Turkish past. Although this view is warranted with regard to the state’s primary ideological emphasis on Turkishness, this approach at the same time misses the intricate subtleties involved in the official national narrative and potentially indicates a total exclusion or denunciation of these subjects. This article aims to assess the new national historical narrative reproduced in the new history textbooks in a more nuanced way with an exclusive concentration on the ideology, religion and history education triangulum. It aspires to unveil what it articulated about the supposedly avoided topic of the Islamic past and especially focus on the officially endorsed view of Islam as a religion. (shrink)

This paper is concerned with the acquisition of the semantics and pragmatics of evidential markers in Turkish. Evidential markers encode the speaker’s source for the information being reported in the utterance. While some languages like English express evidentiality by lexical markers (I saw that it was raining vs. I heard that it was raining) Turkish grammaticalizes evidentiality through specialized markers. Specifically, for all instances of past reference in Turkish there is an obligatory choice between the following two (...) suffixes: -DI1, (denotes the past of direct experience) and –mIş2 (denotes the indirect experience). These morphemes also carry evidential meanings: the morpheme –DI is used to describe witnessed events and the morpheme –mIş is used to describe information acquired from someone else (Hearsay) or some clue (Inference): (1) a. Çocuk oyun oyna -DI Child game play PAST evid. ‘The child played’ (I saw it) b. Çocuk oyun oyna –mIş Child game play PAST evid. ‘The child played’ (I heard it or I inferred it) As mentioned above, on the semantic level evidential morphemes encode source distinctions. On the pragmatic level, evidential markers generate conversational implicatures. Logically, (1a) is compatible with (1b) as both sentences describe the child playing. However, in conversation, (1b) would exclude (1a) – hence it would implicate (2). (shrink)

Background: Professional values improve the quality of nurses’ professional lives, reduce emotional exhaustion and depersonalization, increase personal success, and help to make collaborations with the members of the healthcare team more frequent. Objective: The purpose of this study was to describe the professional values of Turkish nurses and to explore the relationships between nurses’ characteristics. Methods: This was a descriptive study of a convenience sample consisting of 269 clinical nurses. A questionnaire was used to identify socio-demographic characteristics, and the (...) Nurses’ Professional Values Scale was applied. Ethical considerations: Permission to conduct the study was received from the hospital and the Institutional Review Boards of the Süleyman Demirel University ethic committee. Results: The mean scale score of the participant nurses was 165.41 ± 20.79. The results of this study revealed that human dignity was the most important professional value for nurses, and the importance attached to these values showed statistically significant differences by age, length of service, educational level, marital status, position at work, and receiving relevant in-service training. Conclusion: Nurses’ Professional Values Scale scores showed that nurses give above average and attached importance to professional values. (shrink)

By Turkishness, I mean a patterned but mostly unrecognized relationship between Turkish individuals’ ethnic position and their ways of seeing, hearing, feeling and knowing – as well as not seeing, not hearing, not feeling and not knowing. These ways and (...) states of Turkishness have been shaped by a set of written/unwritten and spoken/unspoken agreements among the Muslims of Anatolia. However, during the last 40 years, the Kurdish movement, by creating a military and civilian resistance with mass support, has challenged the fundamentals of the contract and therefore caused a dramatic crisis of identity and selfhood for Turkishness. Turkish culture is based on tolerance, the product of the unique Islam–Turkish synthesis. This synthesis is crucial today for a more balanced perception of Islam because it opposes extremism and the terror that is associated with it. The Turkish–Ottoman Empire followed earlier traditions and set up a system based on tolerance towards its ethnically diverse subjects. It was due to this exceptional system assuring stability and freedom of conscience that the Empire was able to hold together people (...) of different religions, languages and races, and to protect and preserve different cultures and languages. This tradition of tolerance and harmony lives on in modern Turkey. Although today there are bound to be certain misinterpretations of Islam, the majority of Turks firmly oppose intolerance and terrorism. (shrink)

The ramifications of modernity and the resultant challenges compelled Ottoman intellectuals and state officials to contemplate matters like as innovation, progress, and change. The pursuit of remedies to eradicate political, military, and economic deficiencies was similarly evident in the legal domain. Ziya Gökalp articulated his perspectives on the origins, societal efficacy, and adaptability of law within the framework of the Turkism movement, presenting several methodologies that redefined the interplay among religion, law, society, and state. The most characteristic method among them (...) is the internal sociological methodology of law, which he equated with his own identity. Other Turkist figures of the time supported this theory, which aimed to bring dynamism to Islamic law in line with modern demands and changing conditions, as well as to establish a national law-society-state relationship. Another approach put forward by Gökalp was based on the distinction between legal (qāḍāī) and ethical/spiritual (diyānī) aspects that were established in traditional Islamic law. In Gökalp's intellectual life that extends from the last years of the Ottoman Empire to the first years of the Republic, two different stages stand out. Gökalp, who tended to restructure jurisprudential concepts with an original interpretation in the late Ottoman period, became a persistent defender of the distinction between religion and state as well as religion and law in the Republican period. However, he did not deny the role of religion in the existence of the nation and emphasized the place of religious institutions, such as the office of Sheikhul-Islam, in the Republican period. Although he took the traditional jurisprudential perspectives into consideration, he could not escape from the criticism of his fellow intellectuals such as İzmirli İsmail Hakkı, who represented the traditional understanding. This article addresses Ziya Gökalp's views that he developed on fiqh and sociology in the Turkish modernisation process and sheds light on the possible reflections of these views on the Republican period. This descriptive study investigated the current status of ethics instruction in Turkish nursing education programs. The sample for this study comprised 39 nursing schools, which represented 51% of all nursing schools in Turkey. Data were collected through a postal questionnaire. The results revealed that 18 of these nursing schools incorporated an ethics course into undergraduate and three into graduate level programs. Most of the educators focused on the basic concepts of ethics, deontological theory, ethical principles, ethical problems in health (...) care, patient rights and codes of ethics for nurses. More than half of the educators believed that students' theoretical knowledge of ethics is applied to their clinical experiences. The teaching methods used included discussion in class, lectures, case studies, small group discussion, dramatization and demonstration. Assessment was carried out by means of written essays and written examinations. (shrink)
