Gini coefficients, which measure gross inequalities rather than their unfair components, are often used as proxy measures of absolute or relative distributive injustice in Western societies. This presupposes that the fair inequalities in these societies are small and stable enough to be ignored. This article presents a model for a series of ideal, perfectly just societies, where comfortable lives are equally available to everyone, and calculates the Gini coefficients for each. According to this model, inequalities produced by age (...) and other demographic factors, together with reasonable choices under equal opportunity, can raise the Gini coefficients for perfectly just societies to levels at least as high as those of any current Western country, and can as easily account for differences in Gini coefficients between such societies or within one such society over time. If Gini coefficients at these levels are possible for ideal societies without distributive injustice, then they should not be used as proxy measures of distributive injustice in real societies. One of the unintended consequences of the New Public Management (NPM) in universities is often feared to be a division between elite institutions focused on research and large institutions with teaching missions. However, institutional isomorphisms provide counter-incentives. For example, university rankings focus on certain output parameters such as publications, but not on others (e.g., patents). In this study, we apply Gini coefficients to university rankings in order to assess whether universities are becoming more unequal, at the level of both (...) the world and individual nations. Our results do not support the thesis that universities are becoming more unequal. If anything, we predominantly find homogenisation, both at the level of the global comparisons and nationally. In a more restricted dataset (using only publications in the natural and life sciences), we find increasing inequality for those countries, which used NPM during the 1990s, but not during the 2000s. Our findings suggest that increased output steering from the policy side leads to a global conformation to performance standards. (shrink)

This note presents a very simple way of interpreting the Gini coefficient of inequality, in `equivalent' welfare terms, as the proportion of a cake of given size going to the poorer of two individuals in a two-person cake-sharing problem.

Chile needs to diversify its energy supply, and should establish policies that encourage the production and use of biofuels. The demand for energy resources increases with population growth and industrial development, making it urgent to find green alternatives to minimize the impacts of greenhouse gas emissions of traditional fuels. However, it is required that sophisticated strategies consider all externalities from the production of biofuels and should be established on the basis of protecting the environment, reducing GHG emissions and to avoid (...) violating human rights. This article presents the Chilean reality, based on ethical principles that should be guarded to regulate the bioenergy market. These principles are: human rights, environmental sustainability, climate change mitigation, right to a fair reward, and equitable distribution. It is concluded that in Chile the concentration of land and water for the development of extractive industries; and for agricultural and forestry purposes, contradicts the principle of human rights. The unequal distribution of income is also highlighted as part of a cycle of social injustice, with a high Gini coefficient . However, the policy of biofuels can be strengthened with the early use of second generation feedstock, the introduction of fair trade and regulation by the state to encourage participation of small farmers, and allows a position for Chile at the forefront of bioenergy production. We here address the question of how, for a theory of justice, a concern for the promotion of equality can be combined with a concern for making people as well off as possible. Leximin, which requires making the worst off position as well off as possible, is one way of combining a concern for making people’s lives go well with a special concern for those who are especially poorly off. Many egalitarians, however, reject its near-monomaniacal focus on the worst off (...) position (to the exclusion of other poorly off persons). In this paper, we explore the possibility of combining a weak kind of egalitarianism with a weak kind of efficiency requirement in a way that avoids leximin’s obsession with the worst off position. For example, one may consider solving all cases where efficiency is not at issue by choosing the alternative that is most equal according to the Gini-coefficient or some other well-established inequality measure. All standard inequality measures sometimes judge an alternative as more equal than another alternative even though the latter maximizes the benefits of the worst off. Thus it may seem like a promising way of avoiding the leximin approach within an egalitarian framework. Surprisingly, given certain generally accepted assumptions, this turns out to be impossible. The only possible way of combining weak egalitarianism with weak efficiency requires, we shall show, the rejection of a widely accepted—but perhaps dubious—contraction consistency condition on justice or the acceptance of some version of the leximin principle. Two essential intuitions about the concept of multidimensional inequality have been highlighted in the emerging body of literature on this subject: first, multidimensional inequality should be a function of the uniform inequality of a multivariate distribution of goods or attributes across people (Kolm, 1977); and, second, it should also be a function of the cross-correlation between distributions of goods or attributes in different dimensions (Atkinson and Bourguignon, 1982; Walzer, 1983). While the first intuition has played a major role in the (...) design of fully-fledged multidimensional inequality indices, the second one has only recently received attention (Tsui, 1999); and, so far, multidimensional generalized entropy measures are the only inequality measures known to respect both intuitions. The present paper proposes a general method of designing a wider range of multidimensional inequality indices that also respect both intuitions, and illustrates this method by defining two classes of such indices: a generalization of the Gini coefficient, and a generalization of Atkinson's onedimensional measure of inequality. This work introduces two new curves that are multivariate generalizations of the “classical” Lorenz curve. All data of d-variate distributions can be visualized by drawing these curves in the plane, whereas Koshevoy’s and Mosler’s generalization by a lift zonoid in ℝd+1 can only be drawn for d = 2. The generalizations of the Lorenz curve induce partial orderings of d-variate distributions. Furthermore, two inequality or heterogeneity measures that are consistent with the induced rankings are proposed. They can be considered as (...) new generalizations of the univariate Gini coefficient. For deciding which of the two measures is more appropriate for measuring a sort of convergence concerning different countries of an union or of regions of a country, we establish systems of axioms. Although these systems are reflecting natural properties, several of the axioms are new. Moreover, by means of these axioms well- known inequality measures are tested, too. (shrink)

In our studies we deal with estimating of the optimal ranges of earnings – the optimal of Gini indexes which are favourable to maximization of the GDP growth in Poland. We suspect that the optimal Gini coefficients expressing the acceptance of the whole of society for earnings inequalities can increase. In the article we formulated a hypothesis on the social habit to increasing disproportions of earnings. We verified the hypothesis on the basis of the model of the economic (...) growth using data from 1970 to 2007. We carried out econometric studies in two stages. In the first stage we estimated the optimal Gini coefficients for short sub-periods being moved increasingly in time. In the second stage, we studied the character of changes of the optimal Gini coefficients. In the studies we proved the hypothesis on the habit of society to increasing disproportions of earnings. The optimal Gini coefficients increase along with the increase of differences in earnings and the increase of the economic level per capita. The growth of the optimal Gini coefficient may be slowed down. (shrink)

The Yangtze River Economic Zone is a major corridor of national science and innovation culture, an innovation-driven region that fosters new drivers of growth and leads transformation and development, and plays an important strategic support and exemplary leading role in the overall pattern of regional development. This paper analyzes the spatiotemporal differentiation characteristics of innovation output of 110 cities of YREZ from 2008 to 2018 by using Gini coefficient, coefficient of variation, geographical weighted regression, and other methods. (...) The factors affecting innovation output are selected from the perspective of innovation ecosystem. The results show the following. Innovation output showed an increasing trend, and the high-value concentration cities in downstream areas gradually became prominent, the geographical concentration degree fluctuated and declined, and the distribution of innovation output gradually became balanced. The global Moran’s I index of innovation output shows a fluctuation pattern of “M” shape and an overall upward trend. The analysis of local spatial correlation indicates that spatial distribution pattern of innovation output has not changed significantly. There is obvious regional heterogeneity under different impacts of factors of innovation ecosystem on innovation output. Enterprises have the greatest impact, followed by financial resources and infrastructure environment. (shrink)

In the 1960s Mancur Olson and Samuel Huntington suggested that the positive correlation between per capita income and the level of sociopolitical destabilization that they detected for low and middle income countries might be partly accounted for by the growth of the inequality associated with the economic and technological development in these countries. The empirical tests we perform generally support this hypothesis, but they also identify certain limits for such an explanation. Our tests reveal for low and middle income countries (...) a statistically significant correlation between GDP per capita and the economic inequality levels, but this correlation is not particularly strong. Earlier we found for the same countries significantly stronger positive correlations between GDP per capita and some important components of sociopolitical destabilization, such as the intensity of political assassinations, general strikes and anti-government demonstrations. It is quite clear that the strong association between the increase in the intensity of these components of sociopolitical destabilization and GDP per capita growth, can be explained by a much weaker tendency toward the growth of economic inequality only partly. In addition, our empirical tests suggest the presence of a certain threshold level of about 40 points on the Gini scale, after crossing which one can expect a radical increase in levels of sociopolitical destabilization in general, and the intensity of terrorist acts / guerrilla warfare and anti-government demonstrations in particular. According to the World Bank, the value of the Gini coefficient for Russia is now just in this zone, which suggests that the further growth of inequality in Russia could lead to an abrupt increase in political destabilization. What impact should sufficientarianism have on the measurement of inequality? Like other theories of justice, sufficientarianism influences how economic inequality is conceived. For the purpose of measurement, its standards of justice can be approximated by income-based thresholds of sufficiency. At which income level could a threshold of having enough be pegged in OECD countries? What would it imply for standard indicators of inequality, such as decile comparisons of cumulated income, income spreads, or the Gini coefficient? This paper suggests (...) some answers to these questions, showing that sufficientarian ideas could make a difference with respect to the measurement of inequality in a society. (shrink)

An axiomatic basis for a social preference ordering with interval-scaled utility levels satisfying the principles of anonymity and pareto superiority is elaborated. The ordering is required to be sensitive to distributional equality: Redistribution of utility income from poor to rich persons without changing their social rank should lead to a superior evaluation. The axiom of separability is weakened in order to make it compatible with distributional equality. We prove that every continuous ordering satisfying the upper axioms can be represented by (...) a utility function which is positively linear on the convex cone of rank-ordered utility vectors. A modified unnormalized Gini coefficient is one possible choice, but it contradicts, as well as related proposals, the principle of adequacy of means for some distribution problems. (shrink)

Inequality of incomes is one of the significant factors forming the social capital. Two views dominate among economists dealing with the influence of inequality of income on economic growth. On the one hand, a too low inequality of income does not motivate people to increase the labour productivity. A low inequality of income might result from an extended social care system and overloading GDP with social transfers. A good example of it may be a situation when the unemployed refuses to (...) accept a job offer and prefers the unemployment benefit rather to a slightly higher salary. Moreover, a lack of incentives for the employee who fails to acknowledge the economic sense of increasing the productivity of his work might lead to the slower growth of economy. On the other hand, a contrary view suggests that an increase of the inequality of income has a negative impact on the economy. The accumulation of wealth by a small number of citizens raises doubts about good use of that wealth for investments necessary for the growth of the economy. An excessive inequality of income is confronted with disapproval of the significant part of society and regarded as unfair and unjustified. It may also increase the crime level and decrease the trust and, more generally, lead to the weakening of social capital. The arguments above lead to a hypothesis that the influence of the inequality of income on the growth of the economy has a non-linear character. We confirmed this hypothesis in growth models of the US and Swedish economies. We assess the historically optimal inequality of income measured by the Gini coefficient at 46% and 24% for the US and Sweden respectively. The optimal inequality of income in Poland was assessed previously at 29%. The dissimilarities may result from the cultural differences, educational level differences, ethnic differences and differences in diligence. (shrink)

Wealth distribution based on classic sugarscape model leads to a population increase and the Gini coefficient decrease when cooperation and communication parameters are taken into account. In another study, this model was developed by implying a receipt of one-fifth of the assets of the population and derived utilization for poor people. The results showed a relation between mortality decrease, population increase, and Gini coefficient decrease (equality increase). In a synergic process, the wealth adjustment based on sugarscape (...) model underwent some experiments by implying communication and cooperation, and the mechanism of receiving and utilizing the assets. The results show that the population increase and the Gini coefficient decrease play an important role in wealth adjustment. (shrink)

Various measures of inequality that have been proposed in the literature are discussed. These fall into two categories: those that measure in some objective sense—positive measures that make no explicit use of any concept of social welfare and those that measure in terms of a normative notion of social welfare and the loss incurred from unequal distribution. The characteristics of positive measures are described in respect of range, relative mean deviation, variance and the coefficient of variation, the standard deviation (...) of logarithms, the Gini coefficient, and Theil's entropy measure. Income distribution continues to be a major problem of the countries. Turkey is one of the countries that are in the high Gini Coefficient if we compare it with the EU members. It is known that Turkey has applied various economic policies to solve this problem. In order to ensure social justice the application of redistribution policies is the first solution that comes in mind. However, its implementation option is limited due to its negative effect on economic growth. (...) The most effective option to ensure social justice is to give importance to the education sector without compromising on the economic growth. In this study we will discuss, firstly, income distribution movements over the years and analyze its impact on the political economy. Especially in the time period of 1977-2014, the effects of an increase in the economic growth due to an increase in the number of primary, secondary and university graduates will be investigated by using the ARDL boundary test approach. The obtained finding of the long term relationship of these variables and the contribution of their relationship on the estimated result of an increase in the education index caused by a decrease in the Gini Coefficient that is shown in the form of improvement effects of income distribution. According to the findings in the literature the investments made for education in Turkey have made a significant contribution to the improvement of income distribution. Lastly, in order to increase the influence of education on economy some policy recommendations have been discussed in the study. (shrink)

The income gap in Chinese society has increased significantly in recent years. This disparity can be confirmed by the critical level of China’s current Gini coefficient. In response, que­stions concerning social stratification and mobility in China, and how to improve China’s income distribution have become key discussions among Chinese sociologists.The income gap, a result of economic development, can be examined via discussions of income disparity between different regions, occupational groups and ethnic groups. Previous analyses based on official government (...) and academic statistical data have tended to focus primarily on regional and occupational differences in relation to income disparity. However, the income gap exhibited between different ethnic groups is in effect directly linked to inconsistencies in income acquisition and employment opportunities. The overall objective of the study was to examine the pros and cons of the participatory approach adopted in natural resource management in the ecologically protected areas of the Sundarbans mangrove of Bangladesh. A comparative study was done between the people who are involved and non-involved in this approach. Empirical data was collected through personal interviews with a structured questionnaire. The Gini coefficient was measured first and then embedded with the Lorenz curve to draw a line between perfect (...) equality and inequality vis-a-vis. The study revealed that the co-management built awareness in favor of biodiversity conservation and the efficient use of natural resources. Contradictorily, a segment of different hierarchical committees was involved in destructive activities like poisoning the wetlands for fishing. Therefore, a mixed outcome was found. The findings will help the policymakers in identifying the pitfalls and bottlenecks rooted in co-management. Hence, the study recommends revising the approach to ensure the community’s active participation on an equal basis and take action against them who degrade those resources. Exploring profitable alternative income-generating activities is warranted to narrow down the dependency on the Sundarbans mangrove’s natural resources. In order to address the tragedy of the commons, the study advocates for the unity of all knowledge ranging from science to humanistic scholarship for sound policymaking. (shrink)

The simple fact is every utterance has the potential to offend. The issue pursued in this paper is not whether a joke is ethically correct or ethically objectionable. Rather, the issue is, how is it possible that an utterly tasteless joke, a joke that many consider to be crude, rude, inappropriate, highly offensive and even harmful be considered to be funny? Even though I will argue that given the right context, the right audience, any joke can be considered funny, I (...) am not saying that they are acceptable, correct, or ethical. The issue here is an epistemic one and not normative. Depending upon who's telling the joke and the audience to whom it's told, ethnic and racial jokes can either prove to be delightful and delicious or dehumanizing and disgusting. The task of preparing a case is similar to writing a legal brief or an essay insofar as all three should contain a thesis or main point and argumentation or logically arranged facts and inferences. However, different from a brief or an essay, case studies should not contain a conclusion. A case should lead the reader through the facts, but it should not offer a firm or fixed resolution or moral judgment. Ideally it should leave the reader with the opportunity (...) to create and insert their own conclusion.A good case study should be amenable to the following kinds of questions or analysis procedures:A. Structure–activity relationship and quantitative SAR are modeling methods largely used in assessing biological properties of chemical substances. QSAR is based on the hypothesis that the chemical structure is responsible for the activity; it follows that similar molecules are expected to have similar properties. Similarity plays an important role in read across, which categorizes molecules primarily on the basis of similarity. Similarity, and chemical similarity too, is a property differently perceived by humans. The various proposed metrics often disagree with human judgment, (...) and no a unique metric for chemical similarity is universally adopted. Researchers argued that categorization is not only explained by similarity but depends as well on abstract knowledge and the task to accomplish. Moreover, similarity cannot be the unique explanation of a categorization, as different perceptual processes take place in category formation. Assuming that similarity judgments are deeply rooted in human knowledge and perception, cognitive sciences contributions are as important as the mathematical considerations of the classical theories. After an excursus in the many views of similarity in philosophy, mathematics, and cognitive science, the paper explores how connectionist systems, which loosely mimic the human cognitive system, could improve similarity-based choices. A case study on building SARs using connectionism and deep neural networks shows the role of similarity in building and explaining those models. A discussion about deep learning for QSAR and as a modeling tool for science concludes the presentation. (shrink)

For the most of us, work is an entirely non-discretionary activity, an inescapable and irreducible fact of existence. According to E. F. Schumacher one of the darkest aspects of contemporary work life is the existence of an appalling number of men and women condemned to work which has no connection with their inner lives, no meaning for them whatever. Work for too many people is perceived as down-time, something that has to be done, but seldom adding to who they are. (...) And yet recent surveys indicate that 74% of the work force would chose to work even if they were not financially required to do so. Why?This paper contends that people want to work because they are intuitively aware that work, be it bad or good, helps to shape them. It gives them a sense of direction and allows them the opportunity for personal creativity and fulfillment. Work is the axis of human self-making. Work molds the person and work is the mark of a person. Satisfaction with life seems to be related to satisfaction with our work and the quality of our lives seems dependent on the quality of work that we do. (shrink)
