In the 17th century not all manuscripts were clandestine because there also existed manuscripts written for public circulation (first and foremost the correspondences that were semi-public, or certain collections of poems that circulated first in manuscript and then in printed form), but it is undeniable that most of the resolutely “heterodox” authors found it useful to entrust their ideas to manuscripts both to protect themselves against the retaliation of the authorities and to circumvent the censorship to which printed books were (...) subject. These philosophical manuscripts were messengers of “full heterodoxy” which we could call “global” and not “local”. The exclusion did not regard one or another context but all (or almost) of the contexts of the Ancien Régime, as they expressed a radical dissent in contrast with all of the orthodoxies of modern Europe. Bodin’s Colloquium, like Theophrastus redivivus and Meslier’s Mémoire, could not have been published either in a Catholic country or in a Protestant one, either in an absolute monarchy or in a republic. The clandestine authors were aware that it would be impossible to spread their ideas outside a circle protected by the manuscript form and most often by anonymity. (shrink)

For much of the last 50 years, a key platform animating public sector reform in Canada and elsewhere has been that efficiency and effectiveness can be achieved by adapting private sector financial management methods and practices. We argue that the recent re-establishment of the Office of the Comptroller General (OCG) of Canada represents a key element of a program of strengthening financial accountability that has emerged within the Canadian Federal Government. Although this program is longstanding and is associated Canada’s implementation (...) of new public management initiatives, it has recently drawn particular sustenance from the sponsorship scandal in Canada. We demonstrate that the reincarnated OCG, re-established amid a rhetoric of “modernization” and of “strengthening” accountability, has a wide-ranging mandate to enhance financial and audit controls, create financial standards, nurture professional development, and oversee government spending. We explore some of the consequences of this development and of the broader financial accountability mechanisms introduced in response to the Sponsorship scandal within the Canadian public sector. Many jurisdictions have put regulatory strategies in place to provide incentives and safeguards to whistleblowers to encourage whistleblowing on corporate wrongdoings. One such strategy is the provision of a financial incentive to the whistleblower if the complaint leads to a successful regulatory enforcement action against the offending organization. We conducted an experiment using professional accountants as participants to examine whether such an incentive encourages potential whistleblowers to report an observed financial reporting fraud to a relevant external authority. We also examine (...) the effect of perceived seriousness of the wrongdoing on accountants’ intention to whistleblow. We find that a financial incentive results in a higher intention to whistleblow to a relevant external authority. We also find that perceptions of the seriousness of the wrongdoing are significantly and positively associated with accountants’ intention to whistleblow to a relevant external authority. We find a significant interaction between the provision of a financial incentive and the perceived seriousness of the wrongdoing on the intention to report the wrongdoing externally. The intention to report the financial reporting fraud externally is higher when the level of perceived seriousness is higher, regardless of the availability of a financial incentive. However, when the perceived level of seriousness is lower, the presence of financial incentive results in a higher intention to report the financial reporting fraud externally. These findings indicate that the impact of a financial incentive on the intention to whistleblow is moderated by perceptions of the seriousness of the wrongdoing. (shrink)

The aim of UK-REACH (“The United Kingdom Research study into Ethnicity And COVID-19 outcomes in Healthcare workers”) is to understand if, how, and why healthcare workers (HCWs) in the United Kingdom (UK) from ethnic minority groups are at increased risk of poor outcomes from COVID-19. In this article, we present findings from the ethical and legal stream of the study, which undertook qualitative research seeking to understand and address legal, ethical, and social acceptability issues around data protection, privacy, and information (...) governance associated with the linkage of HCWs’ registration data and healthcare data. We interviewed 22 key opinion leaders in healthcare and health research from across the UK in two-to-one semi-structured interviews. Transcripts were coded using qualitative thematic analysis. Participants told us that a significant aspect of Big Data research in public health is varying drivers of mistrust—of the research itself, research staff and funders, and broader concerns of mistrust within participant communities, particularly in the context of COVID-19 and those situated in more marginalised community settings. However, despite the challenges, participants also identified ways in which legally compliant and ethically informed approaches to research can be crafted to mitigate or overcome mistrust and establish greater confidence in Big Data public health research. Overall, our research indicates that a “Big Data Ethics by Design” approach to research in this area can help assure (1) that meaningful community and participant engagement is taking place and that extant challenges are addressed, and (2) that any new challenges or hitherto unknown unknowns can be rapidly and properly considered to ensure potential (but material) harms are identified and minimised where necessary. Our findings indicate such an approach, in turn, will help drive better scientific breakthroughs that translate into medical innovations and effective public health interventions, which benefit the publics studied, including those who are often marginalised in research. Technology used in online marketing has advanced to a state where collection, enhancement and aggregation of information are instantaneous. This proliferation of customer information focused technology brings with it a host of issues surrounding customer privacy. This article makes two key contributions to the debate concerning digital privacy. First, we use theories of justice to help understand the way consumers conceive of, and react to, privacy concerns. Specifically, it is argued that an important component of consumers' privacy concerns relates to (...) fairness judgments, which in turn comprise of the two primary components of distributive and procedural justice. Second, we make a number of prescriptions, aimed at both firms and regulators, based on the notion that consumers respond to perceived privacy violations in much the same way they would respond to an unfair exchange. The fungal cell wall is a dynamic structure that protects the cell from changes in osmotic pressure and other environmental stresses, while allowing the fungal cell to interact with its environment. The structure and biosynthesis of a fungal cell wall is unique to the fungi, and is therefore an excellent target for the development of anti‐fungal drugs. The structure of the fungal cell wall and the drugs that target its biosynthesis are reviewed. Based on studies in a number of fungi, (...) the cell wall has been shown to be primarily composed of chitin, glucans, mannans and glycoproteins. The biosynthesis of the various components of the fungal cell wall and the importance of the components in the formation of a functional cell wall, as revealed through mutational analyses, are discussed. There is strong evidence that the chitin, glucans and glycoproteins are covalently cross‐linked together and that the cross‐linking is a dynamic process that occurs extracellularly. This paper investigates the key drivers behind the origins of value-for-money (VFM) audit in Canada and the aims, intents, and logics ascribed by the original proponents. Drawing on insights from governmentality and New Public Management, the paper utilizes analysis methods adapted from case study research to review a wide range of primary documentation (e.g., Hansards from the Public Accounts Committee, House of Commons debates, the so-called Wilson report and the FMCS study) and secondary documentation (newspaper articles, Office of the Auditor (...) General internal publications, journal articles). Major findings indicate a rise of a management consulting culture within the Auditor General’s office following the appointment of James Johnson Macdonell. VFM legislation effectively operationalized practices drawn from management consulting expertise by invitation of the consultant. It was offered as an answer to the growing scope and size of government, which had become problematized by the Auditor General in terms of parliament losing control over the public purse. The Auditor General’s invocation of financial crisis led to a substantial broadening of mandate and increase in resources for that office. (shrink)

Exploring the Illusion of Free Will and Moral Responsibility is an edited collection of new essays by an internationally recognized line-up of contributors. It is aimed at readers who wish to explore the philosophical and scientific arguments for free will skepticism and their implications.

Four experiments supported the hypothesis that ordinary people understand free will as meaning unconstrained choice, not having a soul. People consistently rated free will as being high unless reduced by internal constraints (i.e., things that impaired people’s mental abilities to make choices) or external constraints (i.e., situations that hampered people’s abilities to choose and act as they desired). Scientific paradigms that have been argued to disprove free will were seen as reducing, but usually not eliminating free (...) will, and the reductions were because of constrained conscious choice. We replicated findings that a minority of people think lacking a soul reduces free will. These reductions in perceived free will were fully explained by reductions in people’s perceived abilities to make conscious decisions. Thus, some people do think you need a soul to have free will—but it is because they think you need a soul to make conscious decisions. (shrink)

Many philosophers accept with certainty that we are morally responsible but take it to be an open question whether determinism holds. They treat determinism as epistemically compatible with responsibility. Should one who accepts this form of epistemic compatibilism also hold that determinism is metaphysically compatible with responsibility—that it is metaphysically possible for determinism and responsibility to coexist? John Martin Fischer gives two arguments that appear to favor an affirmative answer to this question. He argues that accounts of responsibility, such as (...) his, that are neutral with respect to whether responsible actions are determined have a "resiliency" that counts in their favor. Furthermore, he criticizes libertarians who argue on a priori grounds that determinism cannot coexist with responsibility and who admit that they would retract their argument if determinism were shown to hold; this "metaphysical flip-flopping" is said to render their positions implausible. According to the free-will defence, the exercise of free will by creatures is of such value that God is willing to allow the existence of evil which comes from the misuse of free will. A well-known objection holds that the exercise of free will is compatible with determinism and thus, if God exists, God could have predetermined exactly how the will would be exercised; God could even have predetermined that free will would be exercised sinlessly. (...) Thus, it is held, the free-will defence cannot be used as a partial account of why God should have allowed evil to exist. I investigate this objection using Kripke's apparatus for treating modalities and natural kinds to explore the nature of the incompatibilism required by the free-will defence. I show why the objection fails even if the standard arguments for compatibilism are acceptable. This is because the modality involved in the incompatibilism needed by the free-will defence differs from the modality involved in the compatibilism that is supported by standard compatibilist arguments. Finally, an argument is sketched for a variety of incompatibilism of the kind needed by the free-will defence. (shrink)

One broadly recognised characteristic feature of (a core subset of) the self-attributions constitutive of self-knowledge is that they are ‘immune to error through misidentification’ (hereafter IEM). In the last thirty years, Evans’s notion of “identification-freedom” (Evans 1982) has been central to most classical approaches to IEM. In the Evansian picture, it is not clear, however, whether there is room for a description of what may be the strongest and most interesting variant of IEM; namely what Pryor (1999) has first brought (...) to the fore under the name “Which-object IEM”, and which I’ll prefer calling existential IEM. I argue that recent development of relativist frameworks in semantics and pragmatics, particularly in Recanati (2007a-b), (2009), (2010), (2012a), may be precisely of a nature to address this limitation. The relativist theory of IEM, and in particular its suitability to cover existential IEM, may superficially seem to stem from a rejection of the core elements of the classical identification-freedom approach. However, I hope to show that, modulo a clarification and richer un-derstanding of the relevant notions of identification and identification-freedom, the relativist theory of IEM can be seen as both pushing further and complementing Evans’s intuitions, rather than conflicting with them. In my “The Free Will Debate and Basic Desert,” I argued that against a familiar claim in the free will debate: that the freedom in dispute between compatibilists and incompatibilists is limited to the type required for an agent to deserve blame for moral wrongdoing, and to deserve it in a sense that is basic. In that earlier paper, I sought a rationale for this claim, offered an explanation of basic desert, and then argued that the free (...) will debate can persist even when divorced from basic desert. Dana Nelkin and Derk Pereboom then argued against my thesis. In this paper, I reply to their thoughtful criticisms. (shrink)
