Empirical studies which examine the theory of newsworthiness and the predictability of news coverage in transnational or developing countries still remain on the agenda of journalism research. Therefore, this study examines the influence of news factors on the foreign news coverage of three Mexican newspapers. Two main questions guide the research. First, is the theory of newsworthiness a valid approach for predicting news selection in a cultural context that is significantly different from western industrialized countries? (...) Secondly, which are the relevant news factors that predict foreign news coverage in the Mexican press and thus shape the image of foreign nations? The results of a quantitative content analysis confirm the hypotheses of selection, additivity, and replication as they were originally postulated by Galtung and Ruge and thus prove the external validity of the theory of newsworthiness beyond western journalism. This study examined the representation of women in the world press, through the coverage of two very different events during 1995: The 50th anniversary of the surrender of Nazi Germany and the end of World War II, and the 4th Conference on Women in Beijing. Using the first level of the agenda-setting approach as well as the second level we analyzed the content of more than 10,000 stories which appeared in the news around the world. The findings show that (...) women's presence is still not felt in the world's press, that is, they are not there in great frequency or quantity, regardless of the event, and even when they are present, they are associated more with the private than with the public sphere. Second level agenda-setting research would suggest that this might simply reinforce existing stereotypes. (shrink)

The aim of this article is to analyze how the Spanish newspapers covered an international event such as the Egyptian spring from 2011 to 2013. From the perspective of the representation of Arab-Islamic issues, this study carries out a quantitative content analysis on the four reference newspapers in Spain (ABC, El Mundo, El País, and La Vanguardia) to find out whether there was an Islamophobic or Islamophilic treatment during the Egyptian revolution. The results of the 3,045 articles analyzed show that (...) Spanish newspapers were remarkably interested in Egyptian events and that cultural discourses were not relevant in the coverage. Since the 1980s, the mass media have changed the way they cover major political stories, like foreign policy crises. As a consequence, what the public learns about these events has changed. More media outlets cover major events than in the past, including the entertainment-oriented soft news media. When they do cover a political story, soft news outlets focus more on than traditional news media and less on the political or strategic context, or substantive nuances, of policy (...) debates. Many Americans who previously ignored most political news now attend to some information about major political events, like wars, via the soft news media. These changes have important implications for democratic politics. Most importantly, a large number of particularly persuadable potential voters are now tuning in to politics via soft news outlets. This gives politicians an incentive to develop strategies for reaching out to them. Such individuals care less about the nuances of policy and more about the personality of leaders and any sensational human drama that a policy, like a war, entails. Soft news consumers care less about geopolitics than about body bags. Politicians who want their votes are therefore likely to emphasize body bags more than geopolitics. In short, the media environment changes both the style and substance of politics in democracies. (shrink)

This study explores the role that news coverage plays in the allocation of Japanese development aid. Conceptually, it is expected that democratic foreign policy officials, including those working in bureaucratic governmental structures will try to match the magnitude of their actions with what they expect is the public's perception of the importance of the recipient. News media salience serves an easily accessible indicator of that domestic political importance and, in the case of foreign aid, this suggests (...) that higher levels of news coverage of a less-developed country will lead to higher aid commitments. The statistical analysis demonstrates that the level of news coverage is a statistically significant factor in Japanese aid distributions. More significantly, the analysis demonstrates that separating grant aid from other forms of aid is critical for the empirical examination of the determinants of Japanese aid. (shrink)

Iraq remains a significant concern for the population, but that is a matter of little moment in a modern democracy. The important work of the world is the domain of the "responsible men," who must "live free of the trampling and the roar of a bewildered herd," the general public, "ignorant and meddlesome outsiders" whose "function" is to be "spectators," not "participants." And spectators are not supposed to bother their heads with issues. The Wall Street Journal came close to the (...) point in a major front - page article on super- Tuesday, under the heading "Issues Recede in '08 Contest As Voters Focus on Character." To put it more accurately, issues recede as candidates, party managers, and their PR agencies focus on character. As usual. And for sound reasons. Apart from the irrelevance of the population, they can be dangerous. The participants in action are surely aware that on a host of major issues, both political parties are well to the right of the general population, and that their positions that are quite consistent over time, a matter reviewed in a useful study by Benjamin Page and Marshall Bouton, The Foreign Policy Divide; the same is true on domestic policy. It is important, then, for the attention of the herd to be diverted elsewhere. (shrink)

The comprehensive analysis of international media coverage investigates the interplay of linguistic and thematic choices in shaping narratives. With a dual focus on macro and micro levels of discourse, the study uncovers diverse approaches among foreign media outlets. Each outlet adopts a distinctive thematic approach at the macro level, emphasizing key figures and sociopolitical contexts. Al Jazeera spotlights competition, BBC underscores post-election polarization, CNN focuses on Erdogan's victory, and Euronews provides insights into national challenges. Visual elements, like photographs, contribute significantly to framing events, offering nuanced political messaging. Micro-level analysis explores linguistic choices, syntax, and rhetoric, emphasizing the active voice to underscore leaders' agency. Deliberate use of the passive voice in presenting election results maintains a neutral tone. The way sentences are structured and the cause-and-effect connections help readers understand political developments by providing context. We examine 575 randomly selected articles on Zimbabwean immigrants from the South African Media database to expose discourses of exclusion and the production of the psycho-social condition – moral panic. We use critical discourse analysis, notions of remediation and immediacy to scrutinize discourse structures and other discursive strategies designed to conceal mediation and authorial prejudices, and to make the reader ‘experience’ the actual content. In addition to making the anti-immigrant rhetoric appear legitimate, and the danger immediate and real, we argue (...) that the apparent seamless content is often biased by selection and structured in such a way as to deny voice to immigrants and their advocates. Among other things, we conclude that since the readers’ interpretations are filtered through lenses of subjectivities defined by communicative contexts characterized by job scarcity, poverty, crime and wanting healthcare, the news content heightens anxiety and miseducates more than it enlightens readers on migration issues. Hence there is a danger of SAM becoming unwitting conveyors of the same vices they preach against. (shrink)

This study investigated the extent to which values play a role in affecting citizens’ political attitudes when exposed to different media news frames and political speech sources. To test this, we designed a survey experiment which used news coverage of a political speech concerning the cultural practices of immigrants. We manipulated the manner of how the news was framed and the source of the speech. Our main finding shows that citizens who scored high on ‘universalism’ were more (...) affected by a foreign source in an episodic news frame, compared to those scoring low on ‘universalism’ in a thematic news frame. On the other hand, in a thematic news frame, the difference between citizens scoring high and low on ‘universalism’ was found for the domestic source. This suggests that values are a fundamental moderator of media effects in determining citizens’ political attitudes. (shrink)

China has undergone a media revolution that has transformed the domestic context for making foreign policy as well as domestic policy. The commercialization of the mass media has changed the way leaders and publics interact in the process of making foreign policy. As they compete with one another, the new media naturally try to appeal to the tastes of their potential audiences. Editors make choices about which stories to cover based on their judgments about which ones will resonate (...) best with audiences. In China today, that means a lot of stories about Japan, Taiwan, and the United States, the topics that are the objects of Chinese popular nationalism. The publicity given these topics makes them domestic political issues because they are potential focal points for elite dis-agreement and mass collective action, and thereby constrains the way China' leaders and diplomats deal with them. Even relatively minor events involving China' relations with Japan, Taiwan, or the United States become big news, and therefore relations with these three governments must be carefully handled by the politicians in the Communist Party Politburo Standing Committee. Because of the Internet, it is impossible for Party censors to screen out news from Japan, Taiwan or the United States that might upset the public. Common knowledge of such news forces officials to react to every slight, no matter how small. Foreign policy makers feel especially constrained by nationalist public opinion when it comes to its diplomacy with Japan. Media marketization and the Internet have helped make Japan China' most emotionally charged international relationship. (shrink)

Several years in the making, the volume was edited by Patrick Henry, director of the Institute for Ecumenical and Cultural Research at St. John's Abbey in Collegeville, Minnesota. It (...) contains the reflections of four Buddhist authors—Norman Fischer, Joseph Goldstein, Judith Simmer-Brown, and Yifa—on selected parts of the Rule of Saint Benedict and has already met with such success that plans are underway to have it translated into several foreign languages.To coincide with the publication of the book, the Monastic Interreligious Dialogue (MID) board decided to hold a conference at Our Lady of Grace Monastery in Beech Grove, Indiana, from September 21-23, 2001. Originally all four of the Buddhist authors had intended to come, but in light of the terrorist attacks of September 11, Norman Fischer and Joseph Goldstein felt it was more important that they remain with their own communities during those days. However, Judith Simmer-Brown and Yifa did attend, along with more than a hundred other persons. The attendees included Father Patrick Barry, the former abbot of Ampleforth Abbey in England, who is currently residing at St. Louis Abbey in Missouri. His sensitive translation of the Rule of Saint Benedict is included as an appendix to Benedict's Dharma.On the opening evening, Father William Skudlarek, OSB, the chair of the MID board, extended a warm welcome to those attending and then introduced Patrick Henry, who served as moderator of the entire conference. Brother David Steindl-Rast, OSB, who had worked closely on the project from its inception and had written an afterword to the book, spoke on the Rule of Benedict as a "trellis," which is the root meaning of the Latin and Greek words translated as "rule." Just as a trellis in a garden provides a structure for the plant climbing on it, so does the Rule of Saint Benedict establish a framework on which a life can grow. Brother David's talk was followed by the assigning of "dyads," groups of two participants each; the pairs would use allotted times during the conference for dialogue about matters raised in the general sessions.The next day, Saturday, September 22, began with sitting meditation in the monastery chapel, followed by the service of Morning Praise with the resident community of Benedictine sisters. The current research paper seeks to investigate how Evangelicals and Pietist, the most fervent of Protestants sought to ‘educate’ the masses outside the educational framework of ecclesiastical and state structures within the Hungarian Kingdom. More specifically the study intends to offer a concise overview of the history of Protestants who spread the gospel through the distribution of affordable Bibles, New Testaments and Christian tracts. It shows how various denominations worked together as well as directs attention to their theological outlook which (...) transcended ethnic boundaries. It is a well-known fact in mission and church history that such undertakings were carried out to stir revivalism. The study also throws light on how influential role the Scottish Mission as well as Archduchess Maria Dorothea played in stirring revivalism through the aforementioned means. The history of these kinds of endeavours, especially that of the most significant ones like the work of the British and Foreign Bible Society and Religious Tract Society has not been treated adequately by historians of religion and education, intellectual historians and social historians. This research output is a contribution to give an account of the multi-ethnic and transdenominational work of Hungarians, Jews, Germans, Slovaks and Romanians working for a common goal. (shrink)

Emile Meyerson's writings on the philosophy of science are a rich source of ideas and information concerning many philosophical and historical aspects of the development of modem science. Meyerson's works are not widely read or cited today by philosophers or even philosophers of science, in part because they have long been out of print and are often not available even in research libraries. There are additional chevaux de!rise for all but the hardiest scholars: Meyerson's books are written in French (and (...) do not all exist in English versions) and deal with the subject matter of science - ideas or concepts, laws or principles, theories - and epis temological questions rather than today's more fashionable topics of the social matrix and external influences on science with the concomitant neglect of the intellectual content of science. Born in Lublin, Poland, in 1859, Meyerson received most of his education in Germany, where he studied from the age of 12 to 23, preparing himself for a career in chemistry.! He moved to Paris in 1882, where he began a career as an industrial chemist. Changing his profession, he then worked for a time as the foreign news editor of the HAVAS News Agency in Paris. In 1898 he joined the agency established by Edmond Rothschild that had as its purpose the settling of Jews in Palestine and became the Director of the Jewish Colonization Association for Europe and Asia Minor. ABSTRACTThis article sheds light on the period of revolutionary turbulence by demonstrating how the concept of revolution was introduced in the Finnish print culture through foreign news reports during the early nineteenth century. The examination draws on the use of multilingual digital newspaper collections provided by the National Library of Finland. By combining key word searches to a close reading of newspaper texts, the article explores the ways in which different revolutionary movements were present in the Finnish newspapers (...) during the early decades of the nineteenth century. We all follow the news and we all think about the Israel/Palestine conflict, I believe, but it is not much discussed in this country. Our politicians leave it to the Americans. General Petraeus, in a statement to the US Senate Armed Services Committee, last year, listed this issue as one of the “major drivers of instability, inter-state tensions, and conflict” in the Middle East. “The conflict foments anti- American sentiment,” he said, “due to a perception of U.S. favoritism for (...) Israel”. Because Australia closely follows the US in foreign affairs, our relations with the Muslim world are affected also. There are many Muslims living in Australia. The irresistible force for one world is not the United Nations, ever an arena for the contest of national interests, but money, particularly the United States dollar, which is an unofficial world currency, often with more influence than U.S. foreign policy. Until recently, technology has happened to allow for cheap wiretaps. New digital telephone technologies, however, may soon make wiretaps more difficult, and new encryption technologies may soon make them almost impossible. This may be good news to privacy buffs, but it worries U.S. police agencies -- since 1968 the law has explicitly allowed police wiretaps. And it worries U.S. spy agencies -- since 1978 the law has explicitly allowed them to wiretap foreigners.

This article attempts to study the way the Rohingya crisis in Myanmar (Burma) is represented or framed in the press. The researcher selects four newspapers for this study. They are namely, Myanmar Times, Arab News, The Guardian, and Global Times. The reason behind choosing these newspapers is that it is important to illustrate how the Rohingya Muslims are framed from a Burmese newspaper, foreign newspaper, Saudi newspaper, and Chinese newspaper. Some selected news stories are analyzed from the (...) selected newspapers. The stories concern the Rohingya Muslims in Myanmar. Pan and Kosicki (Political Communication:55?75, 1993 [ 1 ]) framework is chosen to illustrate the way the Rohingya are represented or framed in the selected newspapers. The framing analysis of the Rohingya news stories shows that each newspaper uses the discourse of the positive selves and negative others representation ideologically in the crisis. (shrink)

For fifteen years, from 1662 until his death in 1677, Henry Oldenburg served the Royal Society as second Secretary and was charged with almost the entire burden of its correspondence, domestic and foreign. During this time he acted as a centre for the communication of scientific news, searching out new sources of information, encouraging men everywhere to make their work public, acting as an intermediary between scientists and, through the Philosophical Transactions, providing a medium for the publication of (...) short scientific papers. Oldenburg's contribution to scientific communication was unique in the seventeenth century, not least because he represented the Royal Society and served all its members impartially. This study attempts to show the role of translation in giving meaning to conflicts whether by reproducing the dominant political beliefs of a particular media society or by resisting counter-ideologies that come from foreign sources of information. It utilizes Critical Discourse Analysis as an effective method for the analysis of power relations behind news reporting. The research uses a corpus from international media and their equivalent texts into Arabic between 2013 and 2017. The data covers events on conflicts (...) in Syria, Iraq, Bahrain and Yemen, each article reporting issues about conflict and its impact on arenas of struggle. Through this case study of transediting, I will explore how textual analysis can unravel power relations and hegemonic orders of discourse. The study shows that translation is a site of conflict and has much to say about reasons for conflict and the complex relationship between language and power. The proposed tools of analysis in this study are based on functional language analysis and will show how language structuring, in particular transitivity analysis, articulates the logic created by the media outlet regarding reasons for conflict. The case study concludes that different media structure the current wars in the Middle East in different chains of causal dependence that can impact the reading positions of the readers. (shrink)

We examine the British newspapers' coverage of the death of Princess Diana and its immediate aftermath. Our main focus is on how the press dealt with the issue of their own potential culpability, as a feature of news reporting itself. The press deployed a series of descriptive categories and rhetorical oppositions, including regular press vs paparazzi; tabloid vs broadsheet; British vs foreign; supply vs demand ; and a number of general purpose devices such as a contrast between emotional (...) reactions and considered judgments. The study has two major aims: to analyse the textual workings of the press, as a medium of factual reportage operating within a range of normative requirements for factual objectivity, public concern, responsible journalism, meeting readers' demands, etc.; and to contribute to a generally applicable discourse analytic approach to how factual reports are assembled, used, and undermined, in an interplay of description and accountability. SummaryThis essay is an attempt to exorcise Christian supersessionism. It argues that finding a positive Christian assessment of Jews has been so difficult that the difficulty indicates a basic flaw in the presuppositions behind recent scholarship. Supersessionism has crept into Pauline scholarship, which claims to have overcome old systematic theological concepts, rather blatantly in the New Perspective on Paul and mildly in even the otherwise excellent work of John Barclay. Recent systematic attempts to evaluate Jewishness positively, while technically not supersessionist, (...) overcome Christian supersessionism at the expense of telling Jews how to be Jews. Furthermore, post-supersessionary systematic theology shares many of supersessionism’s presuppositions, including its suspicion of particularity and ethnicity in favor of universalizing concepts. This essay argues that a return to the much-maligned law-gospel distinction of the Reformation offers a path to celebrating Israel’s ethnicity, particularity, and exclusive election by God. Pauline scholarship and post-supersessionary systematic theology both assume that the Torah alone is exclusively for Jews, while the good news of Jesus is inclusive and universal. In contrast this essay argues that the gospel also belongs particularly to the Jews. Though it also blesses particular gentiles, they will remain eternally blessed foreigners. (shrink)

This study uses appraisal theory to investigate the media attitudinal variations in the context of the recent 2013 air pollution incident in China. Drawing upon the appraisal systems of attitude and engagement, this article examines how the reportage has changed over time in terms of the type and source of attitude. Through a comparative analysis of the news reports and editorials in the latest and back issues of the official English-language newspaper China Daily, this article identifies two major attitudinal (...) shifts: 1) from an absence of inscribed attitude representing air quality as something natural to negative judgement of social sanction judging foreign embassies’ monitoring; 2) from judgement to three interwoven strands of appreciation, with the air quality, Western experience and prospective opportunities evaluated by both Chinese and international communities. When reporting and commenting on environmental issues of global concern, the national media voice may seek to achieve attitudinal consensus with the international community while adhering to the official discourse. Maybe this event did not show that, as the slogan would have it, “another world” is possible, but for me it indicated that such possibility was at least still possible. That naked possibility is carrying forward. And if the fundamental tone of this work sounds more desperate than utopian, this is not caused by the catastrophic sequence that since 1999 has plunged us ever deeper into the right-wing nightmare—a nightmare that this work also gives an account for—but because my hope as yet remains empty. Composition . Composition is no design, but the production of an autonomous block of affects (i.e. a POEM), rhythmically subtracted from the language of a community. A poem does something. Is something. New Sentence . Choosing the non sequitur as compositional unit has the advantage that an abstract composition is subjected to the stress of concrete, social references. Where there is a sentence, there is always a world. (This does not hold necessarily for words on their own.) And where sentences collide, something akin to a textual civil war takes place. It is not about “undermining” whatever, or de-scribing the raging global civil war, but about writing social (or even: ontological) antagonism -- including all its catastrophic and utopian possibilities. Minor resistance. Why would poetry be the no protest zone par excellence? It is nothing but protest, not simply qua “content,” but in its most fundamental essence: rhythm. Rhythm is resistance against language, time, and space, and the basis of (what we will continue to call) autonomy. Rhythm starts with the anti-rhythmic caesura as Hölderlin remarked about Sophocles, a disruption of the quotidian drone. The destruction of everything that is dead inside of us. The noise of the avant-garde has never been the representation of the noise of (post)modernity (from the television or shopping mall), but the sober noise of the systematic exchange of an unbearable worldview. The poet does not describe, but looks for a way out: There is a Grain of Sand in Lambeth that Satan cannot find Nor can his Watch Fiends find it, tis translucent & has many Angles But he who finds it will find Oothoons palace, for within Opening into Beulah every angle is a lovely heaven William Blake was not mad. And there has always been only one poetry: the poetry of paradise. The principle is that there is something in art (the essentially creative element) that is disgusted by that which, unlike art, does not aim for the supreme. Wonder is not supreme, tranquility is not supreme, beauty is not supreme. Even amusement is not supreme! The supreme is supremely open, “das Einfache,/ Das Schwer zu machen ist” 1 : paradise. That is abstract. Literally. For me it is not about a concrete imagination, an idyll or utopia. There is no doubt a need for that, but it is not so much the supposed lack of imagination or ideals (human rights are ideals), but a fundamental lack of desire (human rights are no desires) that we suffer from, and from which we do not need to remove Nietzsche’s label of “nihilism.” “We.” George Oppen: “ Of Being Numerous asks the question whether or not we can deal with humanity as something which actually exists.” What is less actual than humanity? Nowadays it appears as a lifeless ideology of cynical power politics. Or as what makes one think. It is a shame to be human. The event is the caesura that defines rhythm. Writing toward the event is not the description of the event, but marking an abstract and intense space in which the event may unfold and keep itself. It is a task. “Remember that thou blesseth the day on which I seized thee, because such is thy obligation.” The event is a contraction (or a series of contractions) with its own rhythm and unique qualities. It is more than an explosion or demonstration. But at the same time less. The endless repetition of images and stories in the media points to a fear for the indeterminate and indeterminable void of the event. In the end there is nothing to see. We do not live in disaster’s shade or miracle’s light, but rather in the rhythm, which is contracted time, having little to do with omnipresent representations. For this book I did not intend a rhythm of evental representations (a narrative rhythm), but a rhythm which would be an event itself , because it draws the border between artwork and history. My desire for a direct engagement with the “extra-textual reality” has nothing to do with the representation of “rumor in the streets.” (What has less street cred than representation?) Naturally, a poem is no historical event and does not change anything. But a poem is a part of history that wants to be repeated forever, constructed in such a way that it is worthy of repetition. It is a part of desire (composition) made consistent (durable). The “historical event” flares up and burns down, and has to burn down to be effective. The leftovers are images and stories (representations), History—no event. The artwork—that is the ambition— remains event (though monumental and inefficient/inoperable). (No wonder that a historical singularity, a revolution, reminds us of a work of art; the resurrection yearns for a judgment, an affirmation; everything depends on it.) Hence the title does not summarize the book, let alone contract its “content” into a quasi-transcendental signifier. The title is juxtaposed to the book, like everything else inside the book, and in that relation it precisely forms a part of it. The ideal work is an open whole, lacking nothing but to which everything may be added. I have been interested in this “everything,” the world, or as I said above: capitalism. “Everything” is not the space for “wonder”—a code word, a shibboleth for petty bourgeois imagination (I recognize myself in the strangest things, a speaking dog, a canal, a pond standing straight—oh my god). No. The world is a social world, not YOUR world, poet. Power is number one. I will call “Dutch,” or “shitty,” whatever denies this power. That hurts, but this pain is an expression of the desire in the world to write another world, or as Blanchot says, “the other of all worlds” 2 : the world. Not as what “is there,” but rather as that which urges for an escape from what “is.” This is a testament of how radical reality has become, for me—or rather, a writing body—in a having-been-written. I am not interested in the problem of “meaning” as misunderstood by literary scholarsi: “order” in “chaos,” “symbolization.” Bullshit. What is there, hop, hope, now: the meaning of the taste in my mouth. Bullshit. I am not interested in the frustration of interpretation; I am writing for readers who do not want to interpret. I do not know how many “professional readers” will hear the music of a paragraph like: Sun. Sushi. Volvo. I hope more than I would think. There is a suggestion (or rather, an actual production) of speed and infinitive owing to the absence of plosives, i.e. articulations such as /k/, /t/, or /p/. Can you hear the slick suaveness? Driving car dark, vocal chiaroscuro of the word “sushi.” The unstressed /i/ stands in the middle of dark vowels and thus acquires its own special out of focus , like a momentary flash or brilliance—an obscure light. It is not about recognizing a story, but about avoiding any story whatsoever: the car disappears in the glow, cars and raw fish have nothing in common except their articulation in a language that brings them together, blurring them. A world appears in its disappearance. For a moment, light is a metaphor for language, though it cannot be reduced to tenor. It is not necessary to be a linguist or philosopher to hear this—a “difficult” poem all too often becomes an allegory of its own impenetrable being-language. The only demand: leave your hermeneutical fetish at home. This was no interpretation. Most shit has been stolen etcetera. That is no longer interesting. You cannot shoot the body with information and let your lawyers reclaim the bullets. So every sentence has been stolen. Also the ones “out” “of” “my” “head.” Why would I be allowed to steal from myself and not from others? Man takes what he needs to move forward. Whatever he encounters, finds in front of him, “occurs” to him. The writer as text editor, or singing pirate. Nothing new here. Important difference with for example Sybren Polet’s 4 montage technique: anti-thematicism. Most of the time ferocious citation from whatever I was reading, listening to, ended up in, and so on. I wrote chapter 12 on my laptop while watching CNN. On the air instead of en plein air . I often employed search engines to generate material. Chapter 20 offers the purest example of this. Often I stop recognizing a particular citation after some time. It is not uncommon for a stolen sentence to conform itself to the paragraph in which it finds itself. Sometimes I nearly arbitrarily replace words. Arbitrariness as a guarantee for absolute democracy. It is a poetics of the non sequitur : a conclusion that does not follow from the premises, the strange element in the discourse. A discourse of strangers. No logical, narrative, thematic unity. There is unity in speed/flight. It has to be read linearly, but not necessarily (not preferably) from beginning to end. The shortest distance between two points is a straight line, but this line precedes every point. The middle, the acceleration, comes first. A point occurs where two lines cross. It has been written from up close, at the level of the tension between sentences. Nothing to be seen from a distance: no form except the exchange of form, no geometrical or mythical meaning. You have to get in, “groping toward a continuous present, a using everything a beginning again and again” (Stein). 5 In Dutch, experimental poetry has been mainly dense: a small rectangular form filled with a maximum amount of poetic possibility. But at the moment the poem starts to relax, the anecdotical content seems to increase. This is what is called “epic”: long, narrative. I believe that an epic is more than that, in fact something completely different. An epic is “a poem including history,” 6 a long poem tied up with the life of community, that as a whole does not need to be narrative. The American poets of the twentieth century (Pound, Williams, Zukofsky, Oppen, Olson, Silliman) have put the epic back on the map by interpreting the poem itself as a map, and writing it as navigation. They have invented the experimental epic, a genre that has generated little original following in “our” poetry. N30 is the middle part—“always start in the middle”—of a trilogy, the contours of which remain as of yet unclear, although each episode investigates one of the three “ecstasies of time”—past, present, future—concerning society X. N30 concerns itself with the PRESENT: not with the description of actual facts but of the rhythm and the intense depth in which facts appear to us. Where are we? We are camping in the desert. Sometimes we are looking at the stars. As opposed to maximum density and minimal tension (a characteristic of most (post-)experimental lyricism), I have sought a minimal density and maximum tension in this book, considered as a long non-narrative prose poem. On the one hand, the minimal density is obtained by the inherent formlessness of prose, on the other hand by the conscious refusal of any active (formal, non-rhythmic) synthesis: the poem tells nothing, shows nothing, has no theme. I did not seek maximum tension either by loading the quotidian with epiphanic radioactivity (“wonder,” confirmation from above), or by means of the intensity of the linguistic structure. I want an abstract tension, but social in its abstraction, in other words, not neutralized by and subjected to Form. Instead of form (transcendent): composition (immanent). The concept is series. Ideal: every unit is necessary for the efficacy of the others and the whole, their relation is purely linear, i.e. non-hierarchic, non-syllogistic, non-discursive, non-narrative. Sentence related to sentence like paragraph to paragraph and chapter to chapter; the whole means nothing and represents nothing. Inside the sentence: syntax (Chomsky’s tree, a type of parallel circuit), outside: parataxis (coordination, an asyntactic line through language and world). I consider duration—the energy of duration (rhythm)—to be the fundament of a poem, the temporal inclination to delimit a “space.” Being as consistency, its consistency. A spatial part of time is not merely a metaphor for an inevitable trajectory, an inescapable time, something like “our time.” Not merely—because rhythm comes from language and is not projected onto it; the poem derives from the world like a scent and a color and a life from a flower. A series, a sequence: nothing potential, but truly infinite—the movement of an infinitude. The infinite series = everything minus totality. That means that there is no container—no Form, no Self, no Image, no Structure, not even a Fragment—just “the prose of the world.” No representation, but also no staging of the impossibility of representation (the postmodern sublime). These are no fragments, no image of a fragmented world or personality, no cautious incantations around the Void. It does not exist. It is a movement. Buying bread, a flock of birds, a bomb falling—they do not depict or represent anything, not literally, not metaphorically. There is an Idea, which is however nothing more than a rhythm, in the same way that capitalism is nothing more than a pure function. Parataxis: the white space between two sentences stresses, which is nevertheless always there, also between words, even between letters: the out of focus of idle talk, the gutter, the irreducible Mallarméan mist which renders even the seemingly most transparent text legible. The white space suggests a neutral medium for free signification, a substance of language. A non sequitur is an element from a foreign discourse, which stresses the white space as space, and problematizes freedom for supra-sentential signification. I start by withdrawing material, leaving the initiative to the sentences. In general a word presupposes less often a discourse than a sentence. What discourse is presupposed by “dog”? We could think of several, but why would we? It is more probable that, when faced with the naked word, we think of its naked (dictionary) meaning, of its denotative signified. By means of two simple interventions we may also write the word as sentence: Dog. In no way this suggests the discourse from which this sentence originates, but in any case we’re presupposing one. This is shown by questions like: “Whose dog? Who’s a dog? What kind of dog?” Etc. (Sentences are question marks.) A sentence implies/is a microcosm—a subject, a verb, an object, and so on. Even an incomplete or ungrammatical sentence does so. My main fascination while writing this book is the worldly and social aspect of language, an aspect that often becomes invisible, or rather, transparent in narrativity—the stretching of sentences into stories. Narrativity organizes a new discourse and a new world, and places a sometimes all too dispersing relation of transparence in between. The conventional novel is the brothel of being. I do not intend to prohibit brothels, and I have certainly not intended to write an anti-novel (THIS IS A POEM), but I do consider narrativity (in general, in poetry, in the news, in daily life) to be ontologically secondary with regard to an immediate being in the world through sentences, also if the latter have been withdrawn from a narrative or otherwise externally structured discourse (which in that case would therefore be chronologically primary ). Naturally, two or more sentences are always in danger of telling stories or arguing, just like the world is always in danger of becoming an objective representation, facing us, strangers. That is why need to wage war—against representation and against the interface, against interaction. AGAINST THE “READER.” To the extent that a sentence is worldly, writing is a condensed global war, and in so far as there is ultimately only one world and one open continuum of languages, it is a global civil war. Nice subject for an epic. The elaboration of a singular problem—prose as the outside of poetry, the form of the novel as purely prosodic composition scheme—“expresses” the universal problem: capitalism as Idea of the world vs. poetry as language of an (im)possible community. The paragraphs are blocks of rhythmically contracted social material. By choosing the sentence as the basic compositional component, an abstract whole may contain social sounds, without telling a story or showing an image. Composition is subrepresentative —a rhythmic, passive synthesis, or rather: a synthesis of syntheses. I never write large blocks of prose in one sitting, because there is no obvious organizational vector —plot, theme, conscience—outside the inherent qualities of the material itself. Usually I write down one sentence, sometimes two, but rarely more than three. Those sentences are usually placed in the text which I am editing at the time. In fact, there is no original composition, new chapters split off from chapters which became too long during the editing process. (Revision mainly consists of adding and inserting, displacing and dividing; only during the last phase, when the text has gained enough consistency, there may be subtraction to tighten the composition; each chapter requires a season of daily revision). This constant revision, accompanied by a continuous influx of collective background noise (to speak with Van Bastelaere), 7 makes every chapter a block condensed (“historical” and “personal”) time. The block itself is a-personal and a-historic; it is ontologically autonomous. If there is such a thing as a spirit of the times, I do not try to offer an image of it, but rather to cancel something of it by erecting a monument of its own excrement within its own boundaries. Tuning and dis-tuning , “in de taal der neerslachtigen een eigen geluid doen klinken,” 8 in other words, desiring in an Elysian way. In this sense I have intended to be able to write a political poetry. The ultimate political poem is the epic, “the tale of the tribe.” I consider N30 to be a prolegomenon to a future epic (of which it in the end will form a part a structural moment, as introduction-in-the-middle), an extended pile on top of an epic as narrative, a question of the tribe and question of its history. I was burdened by too much satire, too much bullshit. But: satire willy-nilly = the only justifiable satire. Against the abstract universalism of the market (“globalism”): concrete disgust, a positive way of saying “No.” Moreover, disgust is a specifically total attitude, which ultimately concerns the world as a whole. I hate this or that, but I am disgusted by EVERYTHING (when I am disgusted), and so it appears that satire is in fact related to the epic, in so far as it concerns society, the cosmos, history. Maybe it is no coincidence that the Dutch literary canon knows no great poet of disgust; what could be more fearful to us than society, the cosmos, and history? The T-tendency (T from Tollens 9 ) clearly points into the direction of the small, friendly, ironic, melancholic, acquiescent, wondrous, and so on. The anti-political, anti-cosmic, anti-historical. (Why am I so philosophical? To scare away the Dutchies.) And most of all: the “poetical” (the pseudo-mysticism from the backyard). Yes, the N in N30 also stands for the Netherlands (just like 30 indicates the number of chapters). I was not in Seattle, I do not live in Iraq. But is not the whole world bleeding to death on Dutch paving stones? Let’s hope that we mowed away something with this total satire, also “in myself.” The arrogant stupidity that definitely thinks to know the essence of freedom (the free development of esthetic needs inside the void), that cannot take anything serious, only believes in the disciplined bestiality of the individual (“norms and values”) and the mere functioning of a social factory which finds no justification whatsoever outside its functioning (“get to work”)… Who knows. A certain aimed destruction leaves grooves and craters, mapping out a next adventure. Pound’s periplum : sailing while mapping the coasts. Immanent orientation. The terrain changes with the map, history changes with the poem. Maps never merely organize the chaos, transcendent schemes imposed on a formless Ding-an-sich . They organize from within, surfing. But they are most of all routes back into the chaos or forward to paradise (final identity of chaos and paradise; Schlegel: “ Nur diejenige Verworrenheit ist ein Chaos aus der eine Welt entspringen kann ”10). A poem is not only a piece of history, it is also a flight from history. Maps give chaos to the form of reality , open escape routes, break through representations, make us shivery and dazed. Paradise is immanent to a fleeting desire. History is the history of labor—this is Adam’s curse—and the poet works too: For to articulate sweet sounds together Is to work harder than all these, and yet Be thought an idler by the noisy set Of bankers, school masters, and clergymen The martyrs call the world 11 But: the poet works in paradise. The paradox of the artwork, the work that is no work, the piece of history that cannot be reduced to History—this is explained by The Space of Literature , a virtual space, an autonomous rhythm, not outside, but in the midst of the noise, a piece of paradise in hell, a postcard from the vale of tears addressed to paradise, to X. Political poetry means: a poetry that dares to think about itself, about its language and about its world and about the problematic relation between both, which is this relation as problem. A poetry that thinks at all, articulates its problem. It has nothing to do with journalism or morality or debate, let alone the law or the state. It has nothing to do with “criticism” if this means the replacement of incorrect representations by other, more correct representations. It has something to do with ethics in the sense of learning to live. It has something to do with the community and the language of the community (whichever that may be) and the role of the poet regarding the community. It concerns justice without judgement or measure. In the end the just word is just a word , to paraphrase Godard: it is from a future that is unimaginable. It Is no rational engagement, but an aversion against everything that obstructs life, and love for everything what is worthy of having been loved. The world is engaged with me, not the other way round. First Exodus, then Sinai. A desire does not start with an agenda. To answer the question whether I am really so naive as to want to change the world: “We only want the world.” Justice is the world appealing to us to liberate it from all possible chains, from each organization and inequality, to be it, smooth, equal, under a clear sky—a desert and a people in a desert. That moment between Egypt and the Law. It is not a revolution, but the sky above the revolution. Poetry = the science of escape. There is no art that we already know. The weakness of modernistic epic poetry seems to me to be the unwillingness to completely abandon narrative as a structural principle, in favor of a composition “around” or from an event. The China Cantos and Adams Cantos are the low point, and the Pisan Cantos the high point of Pound’s poetry. Two types of research: archival representation of the past vs. ontology of the present (which virtually presupposes the entire history). Presupposing an event means that it is impossible for the poet to stage his own absence, but in no way makes the work personal. An event is the unknown, the new invading into the business as usual, so also the personal. The question heading this research is not: “Who am I?” but “What is happening?” The book is as little illegible as Mondrian’s work is invisible. This article adds to earlier research revealing that the American news media did not discharge their responsibility as a watchdog press in the post-9/11 years by failing to scrutinize extreme and unlawful government policies and actions, most of all the decision to invade Iraq based on false information about Saddam Hussein’s alleged weapons of mass destruction arsenal. The content analyses presented here demonstrate that leading US news organizations, both television and print, did not expressly refer to human rights (...) violations when they reported on the torturing of foreign detainees during “enhanced interrogations” in US-run prison facilities abroad and the killing of civilians, including children, in US drone strikes overseas and outside theaters of war. Moreover, by framing torture and the “collateral damage” caused by drone-launched missile attacks episodically rather than in the context of human rights, the news media failed to alert the American public to the grave humanitarian violations in the so-called war on terrorism during the George W. Bush and Barack Obama administrations. (shrink)

A great deal of recent academic writing claims—but, more often, assumes—that the American news media have a predominantly conservative bias, slanting and shaping their coverage in ways that favor right‐wing foreign, economic, cultural, and social policies. Two major books pioneered this position and have gone largely uncriticized, despite their immense influence. A detailed examination of Herbert Gans's Deciding What's News and Ben Bagdikian's The Media Monopoly shows, however, that they fall far short of proving their claims about (...) media bias. The logic of many of their arguments is highly problematic, but especially glaring is the almost complete lack of solid evidence in either book as to the purportedly conservative nature of media content. US military intervention and covert action is a significant contributor to global injustice. Discussion of this contributor to global injustice is relatively common in social justice movements. Yet it has been ignored by the global justice literature in political philosophy. This paper aims to fill this gap by introducing the topic into the global justice debate. While the global justice debate has focused on inter-national and supra-national institutions, I argue that an adequate analysis of US military and covert action must (...) focus on domestic institutions of the US. I describe many such institutions including industry lobbying, the ubiquity of US military bases abroad, US programs for training foreign militaries, secrecy of the intelligence and military agencies, pliant news media and government propaganda.<br>. The mass media promotes terrorism by stressing fear and an uncertain future. Major changes in US foreign and domestic policy essentially went unreported and unchallenged by the dominant news organizations. Notwithstanding the long relationship in the United States between fear and crime, the role of the mass media in promoting fear has become more pronounced since the United States `discovered' international terrorism on 11 September 2001. Extensive qualitative media analysis shows that political decision-makers quickly adjusted propaganda passages, prepared (...) as part of the Project for the New American Century, to emphasize domestic support for the new US role in leading the world. These messages were folded into the previous crime-related discourse of fear, which may be defined as the pervasive communication, symbolic awareness, and expectation that danger and risk are a central feature of everyday life. Politicians marshaled critical symbols and icons joining terrorism with Iraq, the Muslim faith, and a vast number of non-western nations to strategically promote fear and use of audience beliefs and assumptions about danger, risk and fear in order to achieve certain goals, including expanding domestic social control. This makes it essential that the educational experience breed cosmopolitanism—that students have international experiences, and classes in the social sciences draw on examples from around the world. It seems logical, too, that more in the way of language study be expected of students. I am not so sure.English’s emergence as the global language, along with the rapid progress in machine translation and the fragmentation of languages spoken around the world, make it less clear that the substantial investment necessary to speak a foreign tongue is universally worthwhile. On the contrary, there is nothing particularly innovative or original about the position he advocates here: his vision of a future “global” American university—in which virtually all speculative activities are conducted solely in English—has already begun to be implemented in various colleges and universities around the world. If his remarks are nonetheless noteworthy, it is because of his apparent willingness—even eagerness—to defend a policy that university officials often officially still pretend to abhor. Indeed, Summers’s position goes far beyond the more familiar pragmatic voices that have concluded that the reduction of foreign language instruction is a necessary and unavoidable consequence of the unfortunate economic reality that the American university as we once knew it has become financially untenable and hence unable to accommodate areas of study that can be construed as nonessential. Instead, Summers goes a step farther: he actively advocates against investing precious university resources in foreign language study on ideological, political, quasi-philosophical, or dare I say it, perhaps even theological, grounds. By appealing to the value of what he calls here “cosmopolitanism,” he clearly implies that English’s status as “global language” discharges English speakers in the U.S. university system from any potential obligation to any other language on the globe. In 2015, the Israeli newspaperYedioth Ahronothbegan a campaign against Sweden’s Foreign Minister, Margot Wallström, who is considered a prominent critic of Israeli policy in Palestine. The campaign included various aspects of media bias on both the gender and the ethnopolitical levels and thus raised the question of a possible relationship between these two types of biases. Studies in relation to political communication and gender have traditionally focused on the media coverage of domestic male and female politicians. The present study (...) attempts to examine the gender media coverage of prominent international political actors. It performs a mixed content analysis of 529 news items from three Israeli online newspapers, reports, and articles, which cover world-renowned public figures (among them, Wallström). Each news item is coded into three gender-coverage frames. Additionally, a critical reading of the journalistic texts is conducted. The findings reveal that the combination of the two types of biases, the gender and the political, escalates the media sensation and stereotyping. (shrink)

This article examines the rise of Islamic populism in post-truth Indonesia. It particularly discusses the proliferation of Islamic populism narratives in social media that lead to hoaxes and hate speeches which appeared in series of political elections. This article argues that there has been a similar pattern of Indonesian form of populism to that of other parts of western countries, particularly the US and the UK. Like populism in the latter two countries, the issue of “indigeneity” has generated the reproduction (...) of post-truth narrates, ranging from false-news, hoaxes, and hate-speeches, blaiming the so-called “foreign” elements of the country. Islamist mobilisation is central to explain the proliferation of post-truth politics which cultivates tensions and divisions among society and reserves as a threat to democratic consolidation in contemporary Indonesia. Given the two important functions of the media, offering a world image and setting the public agenda, the main question in this article is : "What is the image of society offered by the media?" For that purpose three years of the radio programme "BRT-Aktueel" are analyzed on the basis of a printed index. A distinction is made between home news, news on states, news on groups of countries and international organizations. The main conclusions are :1. Most (...) of the coverage concerns foreign issues ;2. Within each category there is a clear influence of temporary events. This influence seems more important for foreign topics ;3. The news coverage is strongly concentrated on a relatively small number of issues. This conclusion applies on all categories ;4. Social and domestic policy dominate the home news ;5. The coverage of international issues deals mostly with Europe, then with the USSR, and the United States. Other countries are part of the periphery and get attention when a major crisis occurs.The question rises which factors determinate the selection of issues. Within the limits of this research a few factors can be mentioned : geographical proximity, the structure of the media, the role of press agencies, the international status of a country, the selection by the journalist. Porcius Cato (cos. 195) was seeking the censorship, and among his competitors was another homo novus, (...) M.' Acilius Glabrio (cos. 191). Now, Cato had served as tribunus militum under the consul Glabrio during the campaign of 191 against Antiochus III in Greece. Cato had led a flanking expedition to decide the battle at Thermopylae, at the conclusion of which the king's camp was invaded and plundered. 2 Cato said that after the battle, Glabrio had embraced him and cried out that neither he nor the Roman people could repay his good services. 3 Glabrio sent Cato home with news of the victory. 4Now, in the race for the censorship of 189, public opinion was inclining in favor of Glabrio because he had conducted a lavish distribution of congiaria--vessels, perhaps precious, filled with wine or oil. Recent military conflicts prompted by the tragedy of September 11 offer a challenge for rethinking the most effective ways of dealing with international terrorism and other forms of social struggles. In what follows, I will suggest that, like Martin Luther King Jr., Christians can benefit from engaging in a dialogue with Eastern thought. Specifically, by focusing on the writings of Thich Nhat Hanh, I will engage Christian liberation theologies to offer a possible corrective to a theological reflection on social conflict. In conversation with sociological reflection on war, political theorists, and artists, this article will present a fresh reexamination of a nondualistic, nonviolent approach to military and social conflicts.Social exploitation, injustice, and oppression are focal points of many contemporary Christian theologies that are indebted to Latin American liberation theology. Recognizing the suffering of the poor and the failure of the historical Christian church to address the systemic injustice against them, liberation theologians affirm solidarity with the poor. Because of oppression and poverty, the poor have privileged access to the meaning of the Gospel (hermeneutic privilege) and the church needs to commit to a "preferential option for the poor." That is, those "who are privileged must identify with the poor and the oppressed not only because they need us but also because, from their experience of poverty and oppression, they are in a better position to understand the Gospel."6 Learning from the poor implies interpreting Christian faith out of the suffering of the poor; it implies seeing God as the God of the poor and the oppressed. The poor are seen as "the favorites of God"7 because they receive continuous divine attention to their struggle. Not simply those talked about (...) while people travel in public transportation (Haitians talk a lot while in public transportation), but also the interpretive matrices mobilized to speak about these problems. As for current events, they are the province of newspaper headlines, those front pages and editorial pages most often read and shared, the public opinion machine.Of course, a few snippets of news come to me: the rise of kidnapping, political instability, the opposition declaring that the presidential mandate has ended, a government sponsored referendum to change the constitution, upcoming elections. As I write this piece (summer 2021), armed banditry is rife in many working-class neighborhoods. There are victims by the dozens nearly every day.As I was asking myself how best to express the bicentennial dyspnea of the Haitian people, I learned about the assassination of the president of the Republic in his private residence.Haiti could not breathe. Now it is suffocating.I recently published a novel entitled Combats (March 2021) in which the characters live in a nineteenth-century rural setting. They experience the full force of the first consequences provoked by the infamous independence debt, well understood by Haitians and analyzed by international specialists such as David Graeber and Thomas Piketty.After its independence in 1804, Haiti was not accepted into the concert of nations. The country, founded by hordes of previously enslaved Blacks and by freed Mulattos, was a bad example, a model not to be emulated so geographically near a slave society, the United States, and the Antilles belonging to France. No economic power, that is, no white country defining itself as such, recognized the independence of the new Black, abolitionist, and egalitarian population. The isolation of Haiti thus began at the very moment of its foundation. [End Page 165]In a vain attempt to escape the embargo and to construct a collective destiny at the international level, Haiti accepted a colossal debt imposed on it by France. Charles X, king of France and Navarre, forced Jean-Pierre Boyer, supreme leader of the Haitian nation, to assume the responsibility for a ransom of 120 million francs. The economist Thomas Piketty calculates that this was equivalent to 28 billion euros in today's currency. David Graeber, in his Debt: The First 500 Years, considers it to be the most egregious debt in history. In truth, for Haitians, this strange transaction consisted in buying lands they had already conquered in their independence struggle, having taken them from the previous colonial settlers representing the French state.Since the previously emancipated ancestors were considered the colonial settlers' property, Haitians, under threat from the French army, assumed the weight of this debt, which really consisted in purchasing—from their previous torturers—their very persons and those of their grandparents. Abraham Lincoln's praises of the Black American military fell silent. Eurocentrists shrouded centuries of genius and scaled-down Black American mastery. Sagas of barrier-breaking Olympians, military heroes, Wild West pioneers, and inventors ended as forgotten footnotes. Today, countries around the world fetishize Black American history and culture to the point of ethnocide. The (...) real-time case study of Woni Spotts explores the phenomenon. Until ancient traditions evolve with authenticity, global cultures will wither and die. The presented research chronicles over half a millennium of archives. Lists with names, dates, and genealogies seal the Black American legacy in stone. Methodology: The presented research for case studies draws from archival data, dated events, news articles, and an interview with Woni Spotts. The case studies generated three lists. Fifty sports and competitions were dated and cataloged. The athletes were analyzed by a genealogist. Forty music and dance genres were cataloged by publishing or recording dates. The artists were analyzed by a genealogist. Copyright infringements were noted. Inventors were researched for U.S. patents. NASA astronauts and inventors were analyzed by a genealogist. Findings: The presented research showed centuries of untold, reframed, stigmatized, and fetishized Black American history and culture. In the case studies, foreigners of African descent (Africans, Caribbeans, Central Americans, and South Americans) practiced ethnocidal behavior in concert with European descendants. Prolific abolitionists, patriots, politicians, and inventors were written out of history. Superstar athletes were obstructed or outshined by fictional Recommendations: Case studies showed centuries of fragmented narratives created biases and distortions. Black Americans were written out of history, reframed as background characters, stigmatized with skewed statistics, and fetishized globally to the point of ethnocide. The presented research stands as a vital resource for preservationists. Music and dance genre architects were solidified by publishing and recording dates. In the ever-evolving landscape of Artificial Intelligence in Healthcare (AIH), understanding the entities and legal frameworks governing its research and development is crucial. This report delves into the intricacies of AIH in Malaysia, undertaking a comprehensive literature search on scientific databases, government portals, and news sources. Additionally, bibliometric analysis has been concurrently conducted to discern trends and developments in AIH over the years. Notably, the interest in AIH has seen a consistent rise since 2017, marked by a growing number (...) of use cases (25 reported here) developed by both local and foreign innovators and applicators. Despite this surge in research and adoption, Malaysia lacks direct legislation specifically addressing AIH technologies, leaving them subject to 11 existing laws. This lack of clear oversight is compounded by the insufficient expertise within local regulatory and ethical bodies to effectively assess AIH research and deployment. The resultant challenges include bureaucratic hurdles for AIH innovators and applicators, raising ethical concerns related to patient autonomy, privacy, data management, AI robustness, and liability. To address these issues, this paper recommends: (1) adopting international ethical guidelines for AIH, (2) enhancing public awareness and education on AI technologies, and (3) promoting AIH research through clinical or silent trials to improve oversight and foster innovation. The communication between the leadership of a political party and the grass-roots members went by way of local party representatives, and the voter's ballot was a sign of trust in the ability of the party leadership to translate their ideas into concrete political decisions.Now it seems that the traditional ideology-based political movements are a thing of the past. Their role and influence is in decline, while the importance of communication through the mass media has increased dramatically. Politicians are finding it necessary to show their faces on television.The efforts they make in diligently following certain issues turn out to be less 'rewarding' than submitting noteworthy legislative proposals, making audacious pronouncements, or participating in talk shows or demonstrations. What appeals nowadays to the reader or viewer — i.e., the voter — is not in the first place a specific message or a powerful argument.The focus now is on the politician as an individual, the lifestyle he personifies, and whether or not he is a smooth talker. In such an environment, political communication has a great deal in common with advertising. But when the majority of citizens entertain themselves with media spectacles and exhibit little interest in substantive arguments about decisions made at an increasingly abstract and global level, then political power withdraws from the eye of public opinion.A potentially troubling development that goes together with the waning influence of traditional political ideologies is the shift towards a more meritocratic society. The highest aspiration of a society driven by economic growth is not the general welfare or service to the community, but personal success.People are not judged on the basis of their loyalty and commitment to their organization, but on their individual achievements and belongings. However, a growing number of citizens feel they are unable to attain the kind of achievements and obtain the belongings that command respect today. This feeling of powerlessness has less to do with intellectual baggage or material considerations than with a lack of social recognition for their accomplishments.This malaise is particularly acute among those working in sectors where the emphasis is on the general public welfare and where career rewards are relatively meagre: education, health care and various other public services. Identification with the dominant political culture is also problematic among immigrants, who tend to work in low-prestige jobs and bear the stigma of a foreign origin.For these reasons, a growing number of people are distancing themselves from 'official' culture and taking refuge in the virtual enclaves of various mass media where a carefully cultivated house style ensures an attractive forum for a specific target group.A network or a newspaper that aims at a clearly definable segment of the population is an excellent medium for targeted advertising. Moreover, the creation of an atmosphere in which viewers, listeners and readers all feel at home benefits customer relations. Just as in real enclaves, the creation of a virtual enclave with an 'us versus them' presupposes a pressure to conform.Someone who does not meet the implicit expectations that are cultivated within a particular medium is denied access to the medium. Anything ugly, strange or out of the ordinary is held up to ridicule or indignation. The authority of a house style applies not only to the choice of fictional content, but also to the sort of news that is reported. News of crime and scandal is much better at strengthening the virtual solidarity of the group of insiders than abstract information concerned with the well-being of the actual society or world community.A virtual group gives the viewer, listener or reader a feeling of security, but it also undoubtedly contributes to a provincialism characterized by suspicion of everything complex, new or foreign. People who are susceptible to taking refuge in a virtual enclave are often the same people who feel attracted to political parties who favour a mono-ethnic enclave.In any case, there exists a demonstrable connection between the amount of television a person watches, a preference for commercial networks, soaps and game shows, on the one hand, and the choice of authoritarian leadership and xenophobia, on the other. This is a worrying state of affairs, in particular given the recent electoral success of anti-democratic parties in Europe.In order to resist anti-democratic feelings, we clearly need another sort of politics than 'lifestyle politics'. One aim of the Politeia Conference was to ask whether the decline of traditional ideology-based politics is an irreversible fact in light of the impact of the free market on the aspirations of citizens. Or is it possible to keep politics and the media out of the purely economic sphere, to create zones for real political debate and ethically inspired journalism? Cloth, $136.00.By any measure, it is a remarkable find. There was a small codex in the Vatican Library, marked Vat. Lat. 12838. It originally belonged to the Congregation of the (...) Holy Office, which in 1917 inherited the role of keeper of the Index of Prohibited Books. The codex had been transferred to the Library with other materials in 1922. The manuscript, originally acquired in 1677, bore no author’s name. According to the card catalogue it is a Tractatus theologiae, a five-part “Theological Treatise.” Its contents are described as follows: Pars prima de Deo: Definitiones. / 1. Per causam. / Des. Tam difficilia quam rara sunt.Sound familiar?We possess no autograph manuscripts of Spinoza’s philosophical writings (there are a couple of autographs of his letters). And the only philosophical manuscripts we do have are the two Dutch manuscripts of the Short Treatise on God, Man, and His Well-Being, both discovered in the nineteenth century but one of which almost certainly was composed in Spinoza’s lifetime from a Latin original. Thus, to discover a seventeenth-century Latin manuscript copy of the Ethics, even if it is not an autograph, is exciting news indeed. Since it was in the Vatican’s possession by September 1677, we know that it was written out while Spinoza (who had died only a few months earlier) was still alive; it may also be that, while the manuscript is not by Spinoza’s hand, he did look it over.What makes this last possibility even more likely is the fact that, as Leen Spruit and Pina Totaro—the discoverers of the manuscript—argue in their introduction to this volume, the manuscript may originally have belonged to a member of Spinoza’s circle of friends in Amsterdam, Walter Ehrefried von Tschirnhaus. Tschirnhaus was in Paris by 1676, and had in his possession a copy of the Ethics (which a suspicious Spinoza famously told him not to show to Leibniz, who was also in Paris at the time and wanted to have a look at the work). Tschirnhaus was in Rome within a year, where, Spruit and Totaro suggest, he may have made the acquaintance of Niels Stensen, erstwhile Lutheran scientist and friend of Spinoza, now a fervent Catholic convert and anti-Spinozist soon to be appointed Vicar Apostolic of Nordic Missions. Tschirnhaus, or possibly some other “Lutheran foreigner” (in Stensen’s words) to whom he, eager to spread the good word of Spinozism, had given the manuscript, passed it on to Stensen, who in turn handed it over to the Roman Inquisition, along with a denunciation of its author. Stensen’s intention was to have Spinoza condemned by the Church and his works placed on the Index. Spruit and Totaro also claim—on the basis of the handwriting—that the copyist of this manuscript is Pieter van Gent, a member of Spinoza’s circle who played a role in the posthumous publication of his works.While Spruit and Totaro wisely admit that this story behind the manuscript “cannot be established with certainty,” they also say that it is “rather likely.” Their plausible hypothetical reconstruction of the history of the manuscript and of its relationship to the publication history of the Ethics, as well as their account of other important contextual elements, is based on careful and informed scholarship, and makes for fascinating reading.As for the manuscript itself, it is not a revolutionary discovery (as, say, the discovery of the Short Treatise manuscripts were). It will not affect the reading of the Ethics in any major way. Turning an Info-Glut into a Library. Science 266 (7 October): 20-22, p. 20), Internet resources now receive numerous levels of organization, from basic directory listings (...) to elaborate "links" (cross-references to other Internet documents) that flash and glow in the dark. In many ways, the Internet functions as a direct extension of the traditional library. Following linked references across various sites is an electronic version of browsing library stacks, and the serendipitous discoveries made while "surfing the Net" recall the wonders of physically going "book-to-book." Although many of the Internet's best aspects augment library strengths by eliminating physical distance from sources, Net resources pose unique problems for researchers. It is not always clear who is responsible for the content of Web documents, when the document was produced, or how often (if ever) it is updated. Internet resource tools, then, must enable researchers to identify appropriate resources and to evaluate what they find when they get there. Web Research as Taking "Snapshots" Given the Internet's visual nature and fluid content, the process of conducting research on the Web has been likened to taking an informal picture of information on a specific date at a particular time. This metaphor also conveys the "zoom-in" aspect of searching through Web pages by going from general to specific categories. In the first section of this Scope Note, National Reference Center for Bioethics Literature (NRCBL) staff present a snapshot of bioethics resources taken during the spring months of 2000. Entries are divided into the categories of directories, electronic journals, full-text documents, news/current awareness, and teaching resources. In the two subsequent sections, this series of categories is repeated for entries on a specific topic within bioethics-genetics-and again for general search and evaluation tools. Where a Web site may contain pages applicable [End Page 175] to more than one category, multiple entries are made for that site with appropriate information for each category.Much as telecommunication advances have strengthened the relationship of patients and providers as partners, the dynamic nature of the Internet acknowledges that the researcher functions as a librarian whenever accessing the Web. It is our hope that BIOETHICSLINE and the other NRCBL databases not only will enable researchers to search the Web more efficiently, but also will help them to evaluate what they find when they get there. Bioethicsline on the Web: An International Plan in Progress Once only available through libraries, the U.S. National Library of Medicine (NLM), the funding agency for the ongoing development of the BIOETHICS LINE® database from the Kennedy Institute, has provided free Web access to that database of 63,000 citations since September 1998 through Internet Grateful Med. Plans are now underway to eliminate such specialty databases and incorporate all citations into PubMed (for journal articles) or LOCATORplus (for book-like materials and chapters in books). Both of these databases are likewise available at no cost on the Web. In the transition to PubMed and LOCATORplus some features of BIOETHICSLINE that presently are available may be lost. Researchers are encouraged to contact the National Reference Center for Bioethics Literature with search requests or for search strategy assistance with either the current or the future system ([email protected]).The inclusion of bioethics citations in PubMed and LOCATORplus will have several advantages. First, unique keywords from the Bioethics Thesaurus will be considered for inclusion in Medical Subject Headings (MeSH), the indexing vocabulary for PubMed and LOCATORplus, thereby enhancing retrieval of relevant clinical literature by offering more precise terminology covering ethical issues. Second, it will be easier to identify foreign-language materials, which are not currently included in the scope of BIOETHICSLINE. Third, the updating schedule will become more frequent. Dibon of Nijmegen and R. Popkin of the University of California at San Diego and a distinguished international editorial committee. Other volumes demonstrate the philosophical respectability of the collection: three on Descartes and Cartesianism, one on Berkeley's immaterialism, three on Pierre Bayle, the rest on philosophical (...) topics from the Renaissance to the 19th century. In this gallery, these letters by a not very good French poet---who was yet an acute and rather individualistic judge of men and books, already one of the arbiters of intellectual and artistic life in France--may seem a little out of place. Yet, to many historians of intellectual affairs, the firm establishment of dates and personal relationships is a matter of much importance, and documents such as these, largely devoted as they are to the communication of news about books and writers, the activities of rulers and ambassadors, printers and curious travelers, can be a substantial aid in determining the structure of an historical moment, the succession and interrelationship of events. One is willing to grant that much of what Chapelain wrote to Heinsius is trivial and concerns books and literary news of slight importance, that a delicate irony makes less of some of his comments than they were worth at the time. The triviality itself is a clue to the temper of Paris during the Fronde and in the late years of the regency of Mazarin. Great ideas were not being discussed in public when Pascal was writing his Pensdes; the irony is a mode of defense against involvement, and fashionable at the time. Bray's elaborate introduction is more concerned with the artistic and subjective aspect of the letters than with their contribution to intellectual history. In about a hundred pages, he discusses his author's method of writing, the genre which this kind of letter represents, the artistry it exhibits, from basic structure to stylistic ornamentation, and finally the human and even ethical implications of this collection. His notes are full and informative; identifications are well documented and cross-referencing in the notes and in the index of names make the volume a usable source of information, even though it cannot be recommended as stimulating debate or lively narrative. The topics discussed by Chapelain range over a considerable area, without becoming controversial. There is one exceptional letter in which he instructs Heinsius in adapting his integrity to the role of a diplomat; he must acquire "un peu de dissimulation" to oppose to "l'ing~nuit~ du Parnasse." There are references to civil strife, to foreign affairs, to the rivalry of Dutch and English navies, to the sympathy of the French for the Swedish Lutheran dynasty as opposed to the Catholic ttapsburgs and the ecclesiastical electors of Mainz, Cologne, and Trier. Queen Christina of Sweden plays a continually less attractive part as the letters proceed to their end; and Christiaan Huygens, the Duc de Montausier, Ismael Boulliau, Guez de Balzac, and Gilles M4nage figure more or less regularly in these pages. Of philosophers there is little mention, and of discussion of ideas for their own sake still less. The letters are, like many another collection deriving from the age before the learned and scientific journals, a source of valuable information about certain persons and certain books; they are hardly a serious contribution to the history of ideas.
