“Poland 2050” Report is a publication of a distinctive sort. While the idea of producingthis report has a long history, it began to take shape about two years ago. It isbased on the two tenets. The first, raised at numerous conferences held in the past underthe auspices of the “Poland 2000 Plus” Committee, is the conviction that economicgrowth does not transpose automatically into societal (or more broadly “civilizational”)advancement. Indeed, the preliminary analysis has indicated that the two processes are,in fact, divergent. (...) While there have been convergent processes evident in Poland’s andthe EU’s economic domains, no such convergence is significantly evident in the case ofsocietal progress. This gave rise to the vision set forth in this Report, formulated as“minimizing Poland’s developmental gap with respect to the more advanced EU states.”The second tenet upon which this Report is based is even more important. Numerousanalyses carried out by the Committee indicate that quantitative changes cannot bepredicted four decades in advance with great likelihood. And so, we did not base ourReport on existing quantitative trends, but rather on analysis of the pathways that willmake it possible to minimize Poland’s developmental gap with respect to the advancedEU states. Francis Fukuyama's controversial new book, Our Posthuman Future: Consequences of the Biotechnology Revolution, has elicited varied reactions, but like it or not, it seems likely to be influential. Here are three opinions. —Ed.

The best justification of time-discounting is roughly that it is rational to care less about your more distant future because there is less of you around to have it. I argue that the standard version of this argument, which treats both psychological continuity and psychological connectedness as reasons to care about your future, can only rationalize an irrational—because exploitable—form of future discounting.

It is common to cite the child’s “right to an open future” in discussions of how parents and the state may and should treat children. However, the right to an open future can only be useful in these discussions if we have some method for deriving the content of the right. In the paper in which he introduces the right to an open future Joel Feinberg seems to provide such a method: he derives the right from the (...) content of adult autonomy rights. In this paper I argue that his argument fails. If it is to give us guidance about the content of the child’s right to an open future, then the right should be interpreted as a right to a maximally open future. But this strong interpretation is unjustified: the arguments that can be found in Feinberg in favor of the right are invalid, and, in any case, this interpretation has implausible implications. A moderate interpretation of the right to an open future, according to which children have a right to acquire some reasonable range of skills and options, is more plausible. However, if a moderate interpretation is correct, there is not only no argument in Feinberg to support it, there is also no method for deriving the content of the right. Without such a method we have to bring in other moral considerations in order to work out the limits on parental discretion and what children are owed. Three frames of reference for engineering ethics are discussed—individual, professional and social—which can be further broken down into “microethics” concerned with individuals and the internal relations of the engineering profession and “macroethics” referring to the collective social responsibility of the engineering profession and to societal decisions about technology. Few attempts have been made at integrating microethical and macroethical approaches to engineering ethics. The approach suggested here is to focus on the role of professional engineering societies in linking individual and professional (...) ethics and in linking professional and social ethics. A research program is outlined using ethics support as an example of the former, and the issuance of position statements on product liability as an example of the latter. (shrink)

As the efficiency and reach of global fishing has grown, overfishing has unwittingly undermined the industry’s future while at the same time depriving poor people of a dietary staple. Several problems that most concern the critics of globalization come into play: undermining the power of governments to protect their environments and citizens, an economic system that robs the poor and future generations of basic necessities, and market developments that undercut long term economic and environmental stability. I examine how (...) creative institutional measures could avert total collapse of ocean ecosystems despite the complexity of enacting marine ethics in a globalized economy. I look at companies that work with the Marine Stewardship Council’s criteria as well as more creative measures including revamped marketing and changes in how members of the industry work together in order to encourage long term environmental and economic sustainability. The project 'Facing Forward' started with a collaboration between five institutions: the Stedelijk Museum Amsterdam, the Amsterdam School for Cultural Analysis at the University of Amsterdam, De Appel arts centre, W139, the Stedelijk Museum Bureau Amsterdam and the art magazine Metroplis M. Having previously organized the lecture series and publications 'Right About Now: Art & Theory in the 1990s' (2005/2006) and 'Now is the Time: Art & Theory in the 21st Century' (2008/2009), the organizing committee decided to take the final (...) step in this timeline and turn its attention to the far horizon. Informed by a shared interest in the role that history, speculation, and utopianism play in the field of contemporary art and design (as well as the larger context of global, socio-economic and political developments), a selection of seven themes emerged from the conversations of the initial organizers. These would eventually shape the seven lecture and discussions events - collected in this volume of essays - publicized under the banner Art & Theory From a Future Perspective. A great number of internationally renowned speakers were invited to reflect on the proposed themes during often sold-out events, which were presented at the Oude Lutherse Kerk in Amsterdam in 2011/2012. This article suggests evidence for and reasons why prior acquisition may either facilitate or inhibit acquisition of a new construction. It investigates acquisition of the German passive and future constructions which contain a lexical verb with either the auxiliary sein “to be” or werden “to become”, and are related through these to potential supporting constructions. We predicted that a supported construction should be acquired earlier, faster, and unusually rapidly. An inhibited construction should show an extended depressed usage. We analyzed (...) a dense corpus of a German boy between 2;0 and 5;0. He acquired the sein- before the werden-passive. The former was supported by his prior acquisition of the sein copula, whereas the werden-passive itself supported one werden copula construction. He acquired the werden-future extremely slowly due to the hindrance of a semantically identical construction. These results fit with an emergentist approach in which apparently “sudden” acquisition is still due to gradual learning mechanisms. (shrink)

This article traces the relationship between neoliberal thought and neural networks through the work of Friedrich Hayek, Donald O. Hebb, and Frank Rosenblatt. For all three, networked systems could accomplish acts of evolution, change, and learning impossible for individual neurons or subjects—minds, machines, and economies could therefore all autonomously evolve and adapt without government. These three figures, I argue, were also symptoms of a broader reconceptualization of reason, decision making, and “freedom” in relation to the state and technology that occurred (...) throughout the 1950s–1970s. I also argue that this genealogy of decision-making underpins contemporary relations between machine learning, reactionary politics, and neoliberal economics. (shrink)

The actualism/possibilism debate in ethics is traditionally formulated in terms of whether true counterfactuals of freedom about the future (true subjunctive conditionals concerning what someone would freely do in the future if they were in certain circumstances) even partly determine an agent's present moral obligations. But the very assumption that there are true counterfactuals of freedom about the future conflicts with the idea that freedom requires a metaphysically open future. We develop probabilism as a solution to (...) the actualism/possibilism debate, a solution that accommodates an open future requirement for freedom. We argue that probabilism resolves the conflicting intuitions that arise between actualists and possibilists and maintains certain distinct advantages over actualism and possibilism. (shrink)

I respond to comments offered by Peter Harrison and Thupten Jinpa on my book Buddhism and Science: A Guide for the Perplexed (2008). I report briefly on the reception of the book thus far and provide a summary of its contents before responding individually to the essays of Harrison and Jinpa.

The attitude toward mathematics is shaped by cognitive components such as beliefs and cognitive processes. However, the importance of cognitive processes in attitude toward mathematics has not yet been researched. Therefore, this study aimed to identify the role of cognitive processes, creativity and cognitive flexibility, in the attitude toward mathematics of future teachers. For that purpose, 218 University students and preservice teachers, completed assignments on creativity and cognitive flexibility and a questionnaire on attitude toward mathematics. The results showed that (...) the use of innovative details (a creativity subscale) rises the probability of exhibiting a positive attitude toward mathematics by 1.81. Besides, cognitive flexibility rises this probability by 2.32. The conclusion is that both, details and cognitive flexibility act as good predictors of a positive attitude toward mathematics. This has implications for educational practice in the planning of mathematics instruction in higher education, specifically, in future teachers. (shrink)

Can human rights incorporate future people and their interests, considering all the risks and uncertainties by which these interests are surrounded? Given problems such as climate change, resource depletion and pollution, human rights cannot afford not to be able to do this if they are to remain relevant. On the other hand, taking future people on board may lead to (another) multiplication of human rights claims, and this is hardly good news either. Therefore, an adequate account of how (...) to incorporate the interests of future people into human rights is much needed. It should also tell us about the weight of protecting these interests compared with that of providing other human rights protections. This chapter aims to give the first outlines of such an account. I will call it sufficientarian, because it understands human rights as articulating a ‘threshold of enough’. (shrink)

This article examines the evolution of Lev P. Karsavin, the connection between the philosopher’s historical perspective and his ontological constructions, his postulation of the personhood principle of being’s organization, and the common mindsets of the philosophy of all-unity. The author of this article distinguishes between reflections on the future found in Karsavin’s pre-emigration work and the image of the future he creates within the framework of the Eurasianist paradigm. This article presents three variants of representation of the (...) class='Hi'>future: the universal, the national-cultural, and the state. The author analyzes the image of the future associated with the coming-to-be of the All-One Humanity, its transformation into a truly symphonic person, and show how this image turns into a concept of the future that affirms the self-development of national culture. The prospect of developing Russia-Eurasia as an ideocratic and statist state that acts as a form of manifestation of the national culture represents the final stage of this evolution. (shrink)

In the United States, final amendments to the Federal Policy for the Protection of Human Subjects (“the Common Rule”) were published on January 19, 2017, and they will take effect on January 21, 2019. One of the most widely discussed provisions is that for the first time, federal regulations governing research with humans authorize the use of broad consent for future, unspecified research on individually identifiable biospecimens and associated data. Many questions have been raised about broad consent, including what (...) effect it will have on research and whether it adequately protects the interests of research participants.There are lessons to be learned for the U.S. and other countries by looking to countries that already have experience with broad consent for biobank collection and with the storage and subsequent use of the biospecimens and data. This article describes how broad consent works in five countries—Canada (in Quebec), Israel, Nigeria, Taiwan, and the United Kingdom—and with different types of biobanks: national biobanks, federated biobanks, and regional biobanks. Evaluating the provisions and challenges of the broad consent approaches in these countries can inform policies for this increasingly used approach to biobank regulation. (shrink)

Constructing energy scenarios is traditionally an endeavour driven by experts. I suggest that an outcome of relying solely on expertise is incompleteness. Moreover, expertise, while being a necessary condition, is not a sufficient condition for epistemic quality and normative legitimacy of energy scenarios given the scope of transitions that energy scenarios entail, which includes substantial societal repercussions. Four reasons will be provided for wide participation when constructing energy scenarios. First, there are several forecasting shortcomings of top-down approaches. Second, to rely (...) solely on expertise provides incomplete conceptualizations of energy and central concepts such as ‘smartness’, in addition to neglecting normative views. Third, increased epistemic quality is an outcome of wide participation. A fourth reason is derived from the argument of inductive risks, stating that thresholds of evidence should reflect the potential outcomes if erroneously corroborating or rejecting a hypothesis. As energy scenarios provide input to decision-making having potentially large societal impact, they ought to be both normatively legitimate as well as of sufficient epistemic quality, components provided by wide participation. -/- . Non-bivalent semantics of the future tense assert that propositions regarding future contingents are neither true nor false. One of the most relevant non-bivalent semantics is supervaluationism :264–281, 1970; Thomason, in: Gabbay, Guenthner Handbook of philosophical logic, Springer, Berlin, 1984), which preserves important logical principles. Recently, non-bivalent semantics are under attack from some pragmatics arguments: these semantics would be incompatible with our practices of asserting future contingents and with the probability we ascribe to such assertions :251–271, 2014; Cariani (...) and Santorio in Mind 127:129–165, 2018). The aim of this paper is to defend supervaluationism against this kind of criticism. We argue that, if probability is interpreted as the subjective belief in a proposition and if a semantic contextualism is adopted, supervaluationism makes correct predictions concerning the norms that govern our practices of asserting future contingents. Obviously, other arguments can be proposed against supervaluationism, but they must be of a different kind, such as metaphysical arguments. (shrink)
