This paper presents a survey of the philosophy of science in Estonia. Topics covered include the historical background (science at the 17th century Academia Gustaviana, in the 19th century, during the Soviet period) and an overview of the current situation and main areas of research (the problem of demarcation, a critique of the traditional understandings of science, φ-science, classical and non-classical science, the philosophy of chemistry, the problem of induction, the sociology of scientific knowledge, semiotics as a methodology).

This study explores the evolution of business ethics education in Estonia, examining its integration into higher education curricula and its alignment with contemporary societal needs. Drawing from qualitative research, including interviews and focus group discussions with business educators, trainers, and corporate representatives, the paper highlights the importance of key ethical issues such as corporate governance, corruption, human rights, and sustainability. The findings reveal that Estonian business ethics education has evolved significantly, adapting to global trends and local challenges. Participants emphasized (...) the importance of fostering ethical awareness among future business leaders to address pressing ethical dilemmas in today’s rapidly changing business environment. Despite progress, concerns about greenwashing and the ongoing challenges in promoting genuine ethical practices were acknowledged. The paper concludes by outlining the need for further integration of ethics across all business education and training programs, aiming to shape responsible business practices in Estonia and beyond. The present paper summarizes the development of the national electronic Identity Management System (eIDMS) in Estonia according to a conceptual framework developed in an European comparative research project outlined in the first chapter of this special issue. Its main function is to amend the picture of the European eIDMS landscape by presenting a case with high involvement of the private sector and thereby checking the generalizations from the comparisons of Austria, Belgium, Germany and Spain, presented by Kubicek and Noack (...) in the previous chapter of this special issue. Starting with a short introduction into the historical background of identity documents in Estonia the national population register, the passport as well as the bank ID are described as the main pillars of the Estonian eIDMS, on which the national ID card builds on, which has been introduced in 2002. The technical features of the eID and the ID card are described in Section two as well as the areas of application and the processes for production and distribution. Section three presents the actors constellation, Section four the time line of the development process, starting from 1997. Section five deals with the diffusion and promotion of the ID card and the eID authentication function. After a very low and slow take up during the first 5 years due to a cooperation agreement between major banks, telecom operators and the government usage has increased. But still the authentication by Internet banks, which provides authentication services to third parties, including government, is the biggest competitor for the eID function on the national eID card. Only recently the major banks have announced to slowly fade out the password cards and PIN calculators as alternative modes of bank authentication. (shrink)

During the last decade and a half, Estonia has concentrated predominantly on economic development in its narrowest sense. Currently, the emphasis is gradually moving towards a broader approach, including an increasingly social agenda. The research question here concerns the awareness of corporate social responsibility among Estonian owners and managers. Empirical research in Estonia indicates that there has been a shift towards recognizing the importance of social responsibility, but this primarily concerns the “lower layers” of social responsibility, recognizing the (...) importance of economic responsibility and in some respects also public responsibility. Responses in interviews show a certain amount of personal initiative, but these are single examples rather than a general trend and are not enough to change the overall picture. Still, in any assessment of the current situation regarding social responsibility in Estonia, emphasis should be laid on the fact that changes are taking effect and will continue to do so. In transition economies, including Estonia, we should not overlook the fact that, at least in the early years of transition, the focus is on a rapid economic development where the social side will inevitably be left in the background and economic development will take place at the expense of social and environmental development. The aim of this literature-based study is to explore the influence of socio-cultural factors on business ethics in post-soviet countries with dissimilar cultural contexts. Specifically, this article seeks to identify and compare contextual influences on informal norms of morality in business in transitional post-soviet societies. In order to pursue this investigation, the countries of Belarus and Estonia were identified as being among the most noteworthy examples of culturally different post-soviet countries in transition. The study reveals contradictory manifestations of mixtures (...) of business norms in both Estonia and Belarus, which are conditioned by the merger of an autocratic bureaucratic soviet system with more participative and empowering forms of western management. The most persistent changes relate to moves from patriarchal and paternalistic types of relationship and low work motivation. The significance of these differences, which include nationality and religious legacies, will almost inevitably be overlooked should the countries be placed under the general umbrella of'former soviet states' when considering business ethics in these contexts. Estonia is a democratic, parliamentary republic with a health care system that is built on the principle of compulsory, solidarity-based insurance and the all-round availability of services of private service providers. Estonia has specific biobank legislation as well as oversight via data protection laws. Its population-based biobank, the Estonian Genome Center, established in 2001, is one of the largest biobanks in Europe, and its database may be used only for scientific research, public health research, and statistics. The EGCUT (...) can issue data to a third party, but only in coded form. This comprehensive database of genotypic, phenotypic, health, and genealogical information represents about 5% of Estonia's adult population, and is the largest cohort ever gathered in Estonia. Government approval is required for international data sharing, and sharing can be further limited by the requirement of ethics approval and permission from Estonian government. (shrink)

This article examines migration trends in contemporary Estonia, focusing on migrant movements, legal regulations applying to migrants and national policies dealing with migration. Estonia is a multi-ethnic country in which both immigration and emigration occur on a considerable scale; consequently, understanding migration patterns and trends is particularly important. Historical factors have influenced Estonian society in a way which has necessitated the implementation of integration programmes and strategies aimed at social consolidation. The article examines the position of Russians in Estonia and their relation with ethnic Estonians. The author analyzes models of the society integration introduced by Tallinn after 1991. The results raise questions regarding language education in Estonia, the proficiency level of Estonian is getting widely known by Russians, but on the other hand, there is still a significant part of the population that cannot communicate in Estonian. Those who have a good command of Estonian tend to be better (...) integrated and to coexist with both Estonians and Russians. Russians living in Estonia are supposed to be equally involved in social and political life of the state. The potential of all residents has to be effectively and considerably used, especially when the number of population is decreasing. The position of Russians in Estonia is a major domestic and bilateral issue in the relations with the Russian Federation. (shrink)

This paper addresses the application of the ethical concept of trust and the legal and political concept of public trust to population genomics projects in Iceland, Estonia, and Tonga. Focusing on trust and public trust, the paper explores analogies between the genomics projects and the treatment of other common-pool resources, making use of the notion of trust as an ethical demand, derived from the works of Emmanuel Levinas and Knud Eljer Lgstrup. Abstract:This essay presents first what we know about Russell’s visit to Tallinn (Reval), Estonia, during his trip to Russia in 1920. Unnoticed by his biographers, Russell spent over a week in Estonia (9–11 May and 16–23 June). Secondly, Russell’s personal and intellectual connections with Estonia, including his frequent mentions of the Baltic Barons such as Count Keyserling and jokes about Estonians, will be revealed. These are followed by his involvement with Clifford Allen in Estonia and Dora (...) Black’s visit there. Finally, a once-secret British Government memorandum on the relations between Russia and the Baltic States will be pointed out. (shrink)

Species conservation activities are gaining more attention in the context of environmental degradation. This article proposes to tackle different semiotic aspects of reintroduction as one possible way of furthering species conservation. More specifically, we aim to bring forth the strength of ecosemiotic perspective when dealing with such a complex matter with many different human and non-human subjects. We concentrate on animal agency, search and function tone, semiotic fitting and changes in umwelten when analysing the reintroduction process from the perspective of (...) the animal. When considering the locals’ perspective, we take into account the appeal and cultural placement of the species, as well as human and non-human umwelt overlap when it comes to resources. As our case study we use the European mink (Mustela lutreola) and its reintroduction to the island of Hiiumaa and planned reintroduction to the island of Saaremaa in Estonia. By employing semiotic analysis, we discover that reintroduced animals need to exhibit innovation and plasticity to establish novel semiotic relations but also restore relations characteristic to the historical environments of the species. We argue that human views and expectations towards the species and (re)introduction efforts account for animals’ appearance and agency. Additionally, contrast with other wild species, the perceived overlap of human and non-human umwelten, and broader conservation discourse are decisive for the formation of interspecific relations in situ. Thus, ecosemiotcs proves to be a valuable research platform for an analysis of conservation practices that targets both, sociocultural context and animal umwelten. (shrink)

The article attempts to bridge semiotics with species conservation and management. Biosemiotic and cultural semiotic methodology is applied in the analysis of a case study – the early occurrence of the golden jackal in Estonia. Nine semi-structured interviews were carried out with the local inhabitants of the Matsalu region, professional zoologists and environmental officials who were involved in the golden jackals’ discourse. The interviews were analyzed for interactions between golden jackals and humans, expected ecological effects of golden jackals, communication (...) between different interest groups and central cultural motifs used to interpret the new species. It is argued that in the development of this discourse, the golden jackals’ own activity has played an essential role. At the same time, human cultural models also influence the interpretation of a new species to a considerable degree. Two of such models – the opposition of the own and the alien and the “settler’s” narrative – are brought out and analyzed. The effect of the fear of the unknown is also specified. To improve human communication about new or invasive species, it is suggested to raise awareness of the underlying cultural models and to use integrative communication as the developing discourse is dynamical and constantly changing for all interest groups. For a semiotic study of species management, it is suggested to combine methodology from biosemiotics, cultural semiotics and actor-network theory. (shrink)

Increasing attention is paid to ethical issues and values when designing and deploying artificial intelligence (AI). However, we do not know how those values are embedded in artificial artefacts or how relevant they are to the population exposed to and interacting with AI applications. Based on literature engaging with ethical principles and moral values in AI, we designed an original survey instrument, including 15 value components, to estimate the importance of these values to people in the general population. The article (...) is based on representative surveys conducted in Estonia, Germany, and Sweden (n = 4501), which have varying experiences with implementing AI. The factor analysis showed four underlying dimensions of values embedded in the design and use of AI: (1) protection of personal interests to ensure social benefit, (2) general monitoring to ensure universal solidarity, (3) ensuring social diversity and social sustainability, and (4) efficiency. We found that value types can be ordered along the two dimensions of resources and change. The comparison between countries revealed that some dimensions, like social diversity and sustainability evaluations, are more universally valued among individuals, countries, and domains. Based on our analysis, we suggest a need and a framework for developing basic values in AI. (shrink)

An area where conflicts of interest can take place in Estonia is in the conduct of clinical trials. The paper lists the main areas where such conflicts of interest can occur. The author also briefly discusses Estonia’s current position with regard to regulating genetic information and the commencement of the Estonian Genome Project.

The article concerns civic experiences beyond or prior to civic action. Approaching questions of civic culture and democracy by way of the rather broad notion of civic experience, the author suggests that democratic values and processes involving citizens’ participation should be understood as deeply anchored in the lifeworld. The article establishes a view in which civic culture is understood from a holistic perspective as an experience. At the same time, the author is interested in the ways in which media are (...) involved in that process, without assuming their predominance in fostering civic engagement and public connection. Drawing mainly on 20 solicited, open-ended online diaries with young adults from Narva, Tartu, and Tallinn in Estonia and the European Social Survey Round 5, the article proposes civic experience as a helpful notion to overcome the generic divide between utopian and dystopian views on the relationship between media and civic culture. O uso da inteligência artificial no Poder Judiciário ainda encontra fortes limitações à luz da compreensão representacional-computacional da mente. A exemplo do projeto pioneiro do juiz robô na Estônia, a dificuldade reside na incapacidade de apreensão da narrativa subjetiva da máquina. Logo, através da experiência do ser-aí-no- mundo de Heidegger, define-se um contraste entre cognição humana e funcionamento computacional. Partindo de uma pesquisa qualitativa e de cunho bibliográfico, busca-se demonstrar a complexidade de conceber dispositivos puramente físicos com inteligências aptas a (...) substituírem juízes por robôs. Social media (SM) influence young adults’ communication practices. Artificial Intelligence (AI) is increasingly used for making recommendations on SM. Yet, its effects on different generations of SM users are unknown. SM can use AI recommendations to sort texts and prioritize them, shaping users’ online and offline experiences. Current literature primarily addresses technological or human-user perspectives, overlooking cognitive perspectives. This research aims to propose methods for mapping users’ interactions with AI recommendations (AiRS) and analyzes how embodied interactions mediated by a digital (...) agent can lead to changes in social and cultural practices. For this, this work proposes a comparative analysis of central practices evoked by AI recommendations-mediated communication on SM among users in Italy, Estonia, and the Netherlands in the age category 18–26 years old. The data used in the comparative analysis was collected via semi-structured interviews and elaborated based on cognitive psychology and semiotics. This research highlights the contextual significance of AI recommendations as a mediator in creating new communication practices. Findings confirm that young adults often choose practices that would enhance their digital representations according to AiRS’ dominant patterns and categories. AiRS impacts individual interpretations and practices and can further affect social and cultural levels. (shrink)

While empirical studies of research ethics and integrity are increasingly common, few have aimed at national scope, and even fewer at current results from Central and Eastern Europe. This article introduces the results of the first national research integrity survey in Estonia, which included all research-performing organisations in Estonia, was inclusive of all disciplines and all levels of experience. A web-based survey was developed and carried out in Estonia with a call sent to all accredited Estonian research (...) institutions. The results indicate that the vast majority (89%) of respondents consider research ethics and integrity issues important and view falsification, fabrication, and plagiarism (FFPs) as the most severe forms of misconduct. Self-reporting of FFPs is generally comparable to levels published in other studies (6.2%). Gift authorship (41%) and hampering the work of a colleague (32%) were problematic practices most noticed among colleagues. At the same time, two of the noticed questionable research practices (QRPs) – salami-slicing and misuse of research funding – were seen as less severe, hinting at the existence of counter-norms that career advancement rules and structural factors like funding policies may encourage. The availability of research ethics and integrity guidelines was considered good. Ethical aspects of studying potentially stigmatising data in a very small research community are discussed in the article and results are analysed through counter-norms and normative dissonance frames. How does gender affect work rewards for professionals in a state-run economy? Using surveys from physicians in Estonia in 1991, the authors first found that the gender of the physician did not affect the level of formal rewards. However, because the state allocated formal rewards on the basis of professional purity, which was negatively correlated with feminization, specialties that had the greatest proportion of women also had the lowest formal rewards. These findings contrast with the author's findings for the (...) level of informal “black market” rewards. Women were less likely to receive informal rewards than men, especially if they worked in subfields high in professional purity. The authors conclude that the link between professional purity and feminization is critical in explaining pay differences informal work rewards while gender itself is the critical factor in explaining informal reward differences. OBJECTIVES: To study and report the attitudes and practices of physicians in a former Soviet republic regarding issues pertaining to patients' rights, physician negligence and the acceptance of gratuities from patients. DESIGN: Survey questionnaire administered to physicians in 1991 at the time of the Soviet breakup. SETTING: Estonia, formerly a Soviet republic, now an independent state. SURVEY SAMPLE: A stratified, random sample of 1,000 physicians, representing approximately 20 per cent of practicing physicians under the age of 65. RESULTS: Most (...) physicians shared information with patients about treatment risks and alternatives, with the exception of cancer patients: only a third of physicians tell the patient when cancer is suspected. Current practice at the time of the survey left patients few options when physician negligence occurred; most physicians feel that under a reformed system physician negligence should be handled within the local facility rather than by the government. It was common practice for physicians to receive gifts, tips, or preferential access to scarce consumer goods from their patients. Responses varied somewhat by facility and physician nationality. CONCLUSION: The ethics of Soviet medical practice were different in a number of ways from generally accepted norms in Western countries. Physicians' attitudes about the need for ethical reform suggest that there will be movement in Estonia towards a system of medical ethics that more closely approximates those in the West. (shrink)

This article, based on interviews conducted in 2019 with Latvian and Estonian citizens ethnically defining themselves as “Baltic Germans”, aims to analyse the way this self-identification is shaped by the experience of the Soviet and post-Soviet periods, and by the ideological polarisation between East and West. Studying this hybrid ethnic belonging allows taking a look at individual life paths through a transnational lens and paying attention to all forms of mobility that play a role in its construction. By integrating the (...) interviewees’ migratory experience, their discourses on other ethnic groups, and their perception of Germany, Latvia, Estonia, Russia and the USSR, this article intends to apprehend “Baltic Germanness” as a transnationally and trans-ethnically shaped category, to which the interviewees resort in order to make sense of their lives outside the framework of the nation-state. This paper outlines the main trends in higher education in the Baltic States and in particular in Estonia and Latvia, on the basis of the European Union concept of competitiveness and knowledge-based society development. Using the World Bank system of knowledge-based indicators, the position of the Baltic States is discussed and compared with international competitiveness ratings. We illustrate higher education systems in Estonia and Latvia by providing information on present institutional structures and by analyzing the key issues that (...) contributed to their adaptation to a market economy in the 1990s until they became members of the EU. The study suggests that the educational systems in Estonia and Latvia are rather similar and that they have been restructured in accordance with western educational requirements and quality standards. They have greatly benefited from international efforts to professionalize the faculty in these institutions. At the same time, the educational system is not yet fully adjusted to the dynamic needs of the labor market. In order to meet the needs of competitive development, the education systems of the Baltic States, as small open countries and new EU members, should focus on increasing the functional flexibility of the labor force. The aim of this paper is not to provide an overview of the individual philosophers in (...) Estonia at the time and their works, but to give a more general description of the philosophy of the Soviet era. The Soviet and the East European philosophy of the time have received rather little critical treatment in literature in English. However, a few general overviews trying to prove that this Soviet and East European philosophical legacy is worth studying have still been published. This paper is focused on the question what kind of philosophical researches it was possible to engage oneself in under the abnormal conditions at the time and whether some starting points and problem issues in theseresearches might be viable also today. Estonian experience confirms the general conclusion of these authors who, analyzing the legacy of Marxism, have found that although Marxism is nowadays—not to mention how it existed in the Soviet totalitarian regime—mainly not considered a serious philosophy but rather an ideological basis of a failed political doctrine, it has nevertheless quite something to offer when treated in a more depoliticized manner, in the general context of philosophical quests. Artikli eesmärgiks ei ole ülevaate andmine Eestis sel ajal tegutsenud filosoofidest ja nende töödest, vaid Nõukogudeaegse filosoofia üldisem iseloomustamine. Nõukogude ja selleagset Ida-Euroopa filosoofiat on ingliskeelses kirjanduses üsna vähe kriitiliselt uuritud. Üksikuid ülevaateteoseid, milles on püütud näidata, etsee Nõukogude ja Ida-Euroopa filosoofiline pärand väärib uurimist, on siiski ilmunud. This is the first volume of a series of national reports on basic issues concerning the acquisition and loss of ownership of movable assets. The series plans to cover 27 European legal systems, distributed over six volumes, as a product of the research activities of the working group "Transfer of Movables" within the "Study Group on a European Civil Code." Volume 1 examines Austria, Estonia, Italy and Slovenia. Starting with general property law issues â?? like the concepts of ownership (...) and possession employed in the respective legal systems, and the related means of protection â?? the reports primarily deal with the "derivative" transfer of ownership, but extend to good faith acquisition from a non-owner, acquisitive prescription, processing and commingling, and further related issues. The reports provide the reader with detailed information about the respective rules, case law, and legal literature prepared by national property law experts. These reports are a starting point for further comparative research in property law and also a tool for practitioners searching for information on foreign legal systems. Where available and as far as reasonable, the reports include translations of the most important statutory provisions either in the text or in an annex. All reports include a table of literature and a table of abbreviations, which shall facilitate carrying out further research. (shrink)

The article gives a historical overview of the institutional development of semiotics in Estonia during two centuries, and describes briefly its current status. The key characteristics of semiotics in Estonia include: (1) seminal role of two world-level classics of semiotics from the University of Tartu, Juri Lotman and Jakob von Uexkull; (2) the impact of Tartu–Moscow school of semiotics, with a series of summer schools in Kaariku in 1960s and the establishment of semiotic study of culture; (3) the (...) publication of the international journal Sign Systems Studies, since 1964; (4) the development of biosemiotics, notably together with colleagues from Copenhagen; (5) teaching semiotics as a major in bachelor, master, and doctoral programs in the University of Tartu, since 1994; (6) a plurality of institutions — in addition to the Department of Semiotics in the University of Tartu, several supporting semiotic institutions have been established since 1990s; and (7) a wide scope of research in various branches of semiotics, including theoretical studies, empirical studies, and applied semiotics projects on governmental and other request. Estonian experience confirms the general conclusion of these authors who, analyzing the legacy of Marxism, have found that although Marxism is nowadays—not to mention how it existed in the Soviet totalitarian regime—mainly not considered a serious philosophy but rather an ideological basis of a failed political doctrine, it has nevertheless quite something to offer when treated in a more depoliticized manner, in the general context of philosophical quests. Nõukogude ja selleagset Ida-Euroopa filosoofiat on ingliskeelses kirjanduses üsna vähe kriitiliselt uuritud. Üksikuid ülevaateteoseid, milles on püütud näidata, et see Nõukogude ja Ida-Euroopa filosoofiline pärand väärib uurimist, on siiski ilmunud. Käesolevas artiklis on keskendutud eelkõige küsimusele, mis laadi filosoofilise uurimistööga sai tolle aja ebanormaalsetes tingimustes tegelda ja kas mõned lähtekohad ja probleemipüstitused selles on elujõulised ka veel nüüd. Eesti kogemus kinnitab nende autorite üldist järeldust, kes marksismi pärandit uurides on leidnud, et kuigi marksismi tänapäeval — rääkimata sellest, missugune see oli Nõukogude totalitaarses režiimis — enamasti ei peeta tõsiseltvõetavaks filosoofiaks, vaid pigem läbikukkunud poliitilise õpetuse ideoloogiliseks aluseks, on tal siiski nii mõndagi öelda, kui teda käsitleda depolitiseeritumalt, filosoofiliste otsingute üldises kontekstis. The paper presents a cross-country analysis of the second generation of currency boards introduced in three East European countries: Bulgaria, Estonia and Lithuania. We focus on their institutional, legal and political characteristics which are closely associated with the operation of the automatic mechanism of currency boards. The presence of an automatic mechanism within the framework of the currency board is often cited as a major counterpoint to the “discretion and subjectivity” of a classical central bank. Since there is no (...) precise definition of automatic mechanisms in the literature, we define it as: “the presence of a positive cointegration relationship between the balance of payments and the reserve money and absence of discretionary variables in the model.” When discretionary variables are present in the model in one form or another, we may speak of a “mechanism for adjustment through discretion – conscious or unconscious.” Within the framework of the second generation of currency boards, we reduce the channel of discretion to the presence of atypical balance sheet items and employment of a number of monetary policy instruments. We seek in this article to compare currency board automatic mechanism in Bulgaria, Estonia and Lithuania.L’article procède d’une analyse transversale par pays de la deuxième génération des “bureaux d’émission” introduits dans trois pays de l’Europe de l’Est. L’accent est mis sur les caractéristiques institutionnelles, juridiques et politiques qui sont étroitement associées à l’opération du mécanisme automatique des bureaux d’émission. L’existence d’un mécanisme automatique dans la structure d’un bureau d’émission est souvent mise en avant comme l’argument majeur à l’encontre de la “discrétion” et la “subjectivité” d’une banque centrale classique. Parce qu’il n’existe aucune définition précise du mécanisme automatique dans la littérature, nous la définissons comme “la présence d’une relation positive de cointégration entre la balance des paiements et les réserves monétaires et l’absence de variables discrétionna- ires dans le modèle”. Quand des variables discrétionnaires sont présentes dans le modèle sous une forme ou une autre, nous pouvons parler d’un “mécanisme d’ajustement discrétionnaire – conscient ou inconscient”. Au sein de la structure de la deuxième génération des bureaux d’émission, la discrétion se réduit à la présence de postes atypiques dans le bilan et à l’emploi d’un certain nombre d’instruments de politique monétaire.L’article propose une comparaison du mécanisme automatique en Bulgarie, Estonie et Lithuanie. This paper explores the issue of epistemic injustice in research evaluation. Through an analysis of the disciplinary cultures of physics and humanities, we attempt to identify some aims and values specific to the disciplinary areas. We suggest that credibility is at stake when the cultural values and goals of a discipline contradict those presupposed by official evaluation standards. Disciplines that are better aligned with the epistemic assumptions of evaluation standards appear to produce more "scientific" findings. To restore epistemic justice in (...) research evaluation, we argue that the specificity of a discipline's epistemic aims, values, and cultural identities must be taken into account. (shrink)

As literally every East European nation struggles to reformits agricultural sector, land reform in its many forms figures preeminently in strategic thinking on the problem. Estonia's historic program, instituted during the first republican period, was a highly successful reform from many perspectives. With political as well as economic goals, the reform had an important social dimension as well in that it reinvigorated entire rural regions and established a vital family farming system. The land reform's achievements owe as much to (...) the social and human infrastructure created in Estonia as it did to changes in land tenure, land assembly, and land use. This may be one of its most important lessons for those attempting to craft a new agricultural structure for this and other nations in the region. (shrink)
