On the Political Balance Effect of the Big Cities among the Intergovernmental Relations

Abstract

Political balance of intergovernmental relations is a smooth running of the country's political system, the inherent requirements. To promote and market depth original "duty with the structure" of the government management system, the gradual melting, breaking the balance of inter-governmental relations between the vertical support structure. In particular, the accelerated process of urbanization, the rapid rise of large cities began to seek economic development and political status of the synchronization progress. How will the central, provincial and large city between the three actors, two games combined, by highlighting the large-scale urban development, and enhance mutual dependence, a reconstruction of the relationship between the balance of new government thinking. Reform of the old administrative divisions, additional municipalities, cities set to increase, the construction of different types of cities, etc., not only will effectively highlight the role of large urban political balance, but also will become the Chinese Government to develop a new growth point. It is necessary to keep the political balance of the intergovernmental relations which could keep the political system running smoothly. At present, the market economy reform has been carried forward, and the original "isomorphic responsibility" governmental system has been disintegrated progressively, which have broken the old supporting structure of the intergovernmental relations' balance. Especially, with the accelerating of the urbanization, big cities rising rapidly have begun to explore ways of promoting the economical development and the higher political status. In order to transform two kinds of game among the Central Government, the provincial government and the big city into one game, it is necessary to enhance big cities' development and strengthening their interdependence to restructure the balance of the intergovernmental relations. Some reform measures, including the reform of old administrative divisions, adding municipalities directly under the Central Government, setting up more metropolises and building different kinds of key cities, not only would enhance the big cities' political balance effect, but also would be the growth points in the governmental development of China
