Carl Schmitt’s theory of emergency powers has garnered substantial attention in the aftermath of terrorist attacks on the US, UK, and Spain. Against those who underscore apparent discontinuities in Schmitt’s view of emergency government, or see him as advocating law-based and/or a constitutional model of emergency government, this chapter revisits three key historical and intellectual contexts—the First World War, the Weimar debate about Article 48, and the disintegration of Weimar democracy after 1930— to offer an alternative interpretation. (...) The radical anti-legal character of Schmitt’s position, along with its underlying continuities, is emphasized. Three recent post 9/11 employments of Schmitt’s ideas about emergency power are then examined. Each is found inadequate, in part because each accepts too much of the underlying logic of Schmitt’s theory and thus becomes vulnerable to its normative and political frailties. (shrink)

The idea of a state of emergency connotes more than that there is an exceptional political situation which requires an urgent response, one different in nature from normal methods of dealing with political problems. The ‘state’ part of the idea indicates the legally performative, illocutionary nature of the declaration of a state of emergency. A state of emergency is created by the properly formulated speech act of an official with authority to do so. (...) Officials always claim that the declaration responds accurately to the reality of an exceptional situation. But the declaration is supposed to create a new normative order in which governments may act in ways that in ordinary times would be illegal. Thus the idea of a state of emergency is a legal, even constitutional idea. As such, it is strange to the point of paradox. (shrink)

In what way were the messages conveyed in Romanian advertisements influenced by the state of emergency declared due to COVID-19 pandemic? What kind of visual and textual messages did advertisements deliver to the target audience in this unique social context? Were there any specifics regarding their narrative or visuals? Based on the aforementioned questions, our hypothesis is that some Romanian advertisements that were distributed during the state of emergency had a social responsibility message, which is rather (...) uncommon in commercials. The first part of our study will underline the theoretical framework of this problem: defining and explaining social responsibility and its implications. The second part of the study will present our research. Its aim is to conduct a qualitative analysis of the advertising discourse from pragmatic, rhetoric and semiotic perspectives. The corpus of our research consists of several advertisements and campaigns that were most visible in the public sphere during the state of emergency, both online. We will start by identifying the visual elements, narrative techniques and argumentative strategies, explaining the way they function as an instrument to increase social responsibility. We will approach the message of the advertisements from a speech acts theory point of view, then undergo a process of identifying the argumentative tactics that are being used and, finally, we will conduct a semiotic analysis. In the end, we will underline a series of conclusions regarding the narrative and the visual specifics of the analysed contents and we will highlight some ethical aspects of the advertisements. After the 9/11 attacks the U.S. administration went beyond emergency response towards imperialism, but cloaked its agenda in the rhetoric of fighting ‘terrorists’ and ‘terrorism.’ After distinguishing between emergency thinking and emergency planning, I question the administration’s “war on terrorism” rhetoric in three stages. First, upon examining the post-9/11 antiterrorism discourse I find that it splits into two agendas: domestic, protect our infrastructure; and foreign, select military targets. Second, I review approaches to emergency planning already in (...) place. Third, after reviewing what philosophers have said about emergencies, I recommend they turn their attention to the biases inherent in and misleading uses of antiterrorist terminology. (shrink)

Considering that in times of state of emergency or civil emergency (such as the pandemic caused by COVID 19), governments in many countries around the world have restricted human rights and freedoms through legally binding government decrees. These restrictive measures increasingly raise dilemmas about their effect and possible violations by the government of international norms guaranteeing human rights. The paper aims to analyze whether these restrictive measures set out in the decisions of the Government of the Republic (...) of Northern Macedonia (RNM) are in compliance with the derogations allowed under the European Convention on Human Rights and Freedoms (ECHR) and the positive laws in power. In the framework of this paper is analyzed whether these measures have the sole purpose of protecting the health of citizens or not. The work is limited in terms of time (as long as the state of emergency lasted three months) and territory (government decrees with the force of law). Descriptive, historical, analytical, comparative and citizen survey methods are used in this paper. Government decrees have been analyzed in order to assess whether they were prudent, in accordance with international standards and consequences that they have caused to citizens. The conclusions provide data on whether the management of the situation has been appropriate or not and to what extent it has been effective, as well as how much it has been within the international framework and how they have affected the quality of life of citizens. The Patriot Act, established after the attacks of September 11, 2001, is known above all for the provisions that authorize the imprisonment, for an indeterminate period of time and without trial or even indictment, of foreigners simply suspected of terrorism. However, the law also authorizes widespread surveillance of the population. Some of the measures are permanent, while others were adopted for a period of four years. Although working through different traditions in European philosophy, the works of Giorgio Agamben and Slavoj Žižek have recently focused on issues surrounding the “state of emergency” that characterizes our age of increasing humanitarianism and global “police” actions. By investigating parallels in their separate diagnoses of our current political tendencies, this paper examines their suggestions for a political program of the future. This article describes the new strategic discourse of network-centric warfare that has come to dominate US operational doctrines and concepts as well as strategic thinking. It also describes 11th September as a network attack. The state of exception becomes the rule via the confluence of geopolitical with biopolitical power and the strategic logic of network-centric thinking, and with it the problematization of security goes hyperbolic in the form of `The Terror'.

This paper examines the effects of non-derogability status for seven human rights during declared states of emergency from 1996 to 2004 in 195 countries. For this purpose, we create several original measures of countries’ state of emergency status. Our analysis finds the intended protections from the special legal status of non-derogable rights to be anemic, at best, during declared emergencies. This finding begs a reconsideration of both the utility of the “non-derogable” categorization in both international and municipal (...) law, and the conditions under which declared states of emergency might be justified. The year 2020 will be remembered as a year of pandemic caused from Covid-19 (coronavirus) and a year of response to unexpected challenge that the spread of the virus caused. In the times of pandemic and any type of crisis, the media always plays a key role in informing the public all over the Globe. This paper aims (...) to make theoretical descriptive research and analysis of the influence of coronavirus on news consumption, the role of media in communication and presentation of important developments during pandemic. The authors present an overview of the media system and the latest developments in the EU in preventing fake news related to the pandemic. We conclude that media plays key role in informing the citizens during pandemic and therefore they have increased responsibility in providing reliable information. At the same time, since the beginning of the Covid-19 pandemic, the media have been challenged with parallel outbreaks of disinformation and misinformation about the virus, ranging from fake coronavirus cures, false claims and harmful health advice to wild conspiracy theories. Disinformation can in turn speed up the spread of disease, hinder effective public health responses, as well as create confusion, fear and distrust. We highlight the fundamental function of creating awareness regarding the topic based on facts, and the need of media for preventing panic and fostering people's understanding by ‘checking the source and information twice’. The recent terrorist attacks and ongoing state of emergency in France have brought questions of police surveillance into the public spotlight, making it increasingly important to understand how police attain data from citizens. Since 2005, the French police have been using IBM’s computer program, i2 Analyst’s Notebook, to aggregate information and craft criminal narratives. This technology serves to quickly connect suspects with crimes, looking for as many associations as possible, ranking and visualizing them based on level of importance. (...) Recently, surveillance and state power have been theorized as having shifted to a posthegemonic, order. Drawing from literature on power, surveillance, and identity, this paper considers the various ways that algorithms can impact policing under a state of emergency by comparing the technical protocol of i2 Analyst’s Notebook with the administrative protocol of the French state. Using i2 Analyst’s Notebook as an example, this paper argues that posthegemonic theories of power have their place in determining how algorithms can be used for surveillance, but that they cannot completely explain their use under the state of emergency. What altered states of consciousness—the dissolution of feelings of time and self—can tell us about the mystery of consciousness. During extraordinary moments of consciousness—shock, meditative states and sudden mystical revelations, out-of-body experiences, or drug intoxication—our senses of time and self are altered; we may even feel time and self dissolving. These experiences have long been ignored by mainstream science, or considered crazy fantasies. Recent research, however, has located the neural underpinnings of these altered states of mind. In this book, neuropsychologist (...) Marc Wittmann shows how experiences that disturb or widen our everyday understanding of the self can help solve the mystery of consciousness. Wittmann explains that the relationship between consciousness of time and consciousness of self is close; in extreme circumstances, the experiences of space and self intensify and weaken together. He considers the emergence of the self in waking life and dreams; how our sense of time is distorted by extreme situations ranging from terror to mystical enlightenment; the experience of the moment; and the loss of time and self in such disorders as depression, schizophrenia, and epilepsy. Dostoyevsky reported godly bliss during epileptic seizures; neurologists are now investigating the phenomenon of the epileptic aura. Wittmann describes new studies of psychedelics that show how the brain builds consciousness of self and time, and discusses pilot programs that use hallucinogens to treat severe depression, anxiety, and addiction. If we want to understand our consciousness, our subjectivity, Wittmann argues, we must not be afraid to break new ground. Studying altered states of consciousness leads us directly to the heart of the matter: time and self, the foundations of consciousness. (shrink)

Abstract.The category of emergence has come to be of considerable importance to the science‐and‐religion dialogue. It has become clear that the term is used in different ways by different authors, with important implications. In this article I examine the criteria used to state that something is emergent and the different interpretations of those criteria. In particular, I argue similarly to Philip Clayton that there are three broad ranges of interpretation of emergence: reductive, nonreductive, and radical. I argue that Giorgio Agamben employs two, contradictory theories of the state in his works. Earlier works, such as "The Coming Community" and "Means without End", suggest that the state today functions as an aspect of the society of the spectacle where spectacle is the logical extension of the commodity form under late capitalism. This part of Agamben's work attributes a determined character to the state and a determining power to the economic forces of capitalism that conditions (...) particular forms of the state. Later work, such as "Homo Sacer: Sovereign Power and Bare Life" and " State of Exception", are preoccupied with the logic of juridical sovereignty and the increased frequency of states of emergency. This part of Agamben's work attributes a determining strength to the state under current conditions. Although his earlier work provides a more coherent narrative of how it is possible to move from contemporary society to ideal community, it does not provide the theory of political action necessary to overcome the power of the state he describes when he theorizes the state in "Homo Sacer" and " State of Exception". None of the three possibilities of political action present in his later works provides passage beyond state sovereignty without violating his philosophical commitments. (shrink)

The ' state of nature ' could be understood in two senses; both in terms of its nature 's current condition and of that unmediated and pre-contractual relation between humanity and the environment posited by political philosophers like Locke and Rousseau and now championed by anarcho- primitivism. This article employs a consideration of Peter Fitzpatrick’s early work in Papua New Guinea to reflect on legal and social developments in the country since his residence there during the independence period. In particular, Fitzpatrick’s concerns about the emergence of a Papua New Guinean bourgeois legality that would shape the postcolony are shown to have been prescient in some respects, and also to have had other outcomes unanticipated by the Marxist legal and anthropological imagination of the 1970s. Finally, I use (...) examples from the heterogeneous lawscape of Papua New Guinean cities to illustrate how the ‘true people’s law’ envisioned by Fitzpatrick is in the process of emerging in spaces outside of formal legislative or court processes. The Covid-19 pandemic has further intensified a crisis in the functions and the perception of the state. It has also revealed underlying contradictions in both mainstream and radical ideologies of the state. A desire for the state as guarantor of public welfare vies with fear of the state’s hypertrophic capacities for surveillance and control. The possibility of cooperation and the stability of political order are long-standing problems. Polybius, well known for his Histories analysing the expansion of Rome and his description of the Roman constitution, also offers an intriguing social and political theory that covers ground from psycho-anthropological micro-foundations to institution-based political order, providing a genealogy of morals and political order that is best understood in game-theoretical terms. In this paper I try to give such an interpretation. Polybius’ naturalistic, proto-game theoretical views show similarities (...) with Hume, Smith and especially Hobbes’ doctrine of sovereignty by acquisition. However, Polybius is original in crucial regards, giving a motivationally plausible account of institutional and especially constitutional solutions to moral and political problems. Constitutional order, for Polybius, embodies and makes possible in the first place a kind of political reason that cannot be had individually. Polybian political theory thus offers interesting solutions to problems concerning moral motivation, collective action, and the conditions for political order, as well as the explanation and character of institutions. : In his work Truth and Truthfulness, Bernard Williams offers a very different interpretation of philosophical genealogy than that expounded in the secondary literature. The “Received View” of genealogy holds that it is “documentary grey”: it attempts to provide historically well-supported, coherent, but defeasible explanations for the actual transformation of practices, values, and emotions in history. However, paradoxically, the standard interpretation also holds another principle. Genealogies are nevertheless polemical because they admit that any evidence that would serve to justify a (...) genealogical account is indexical to a perspective. In short, genealogies are not true per se. This view of genealogy leaves it vulnerable to three criticisms. I call these three: (1) the reflexive, (2) the substantive, and (3) the semantic. In contrast, Williams argues that all genealogies provide a functional account for the manifestation of something and further, that a State of Nature story subtends these accounts. The upshot of Williams’ approach is that it makes for strange philosophical bedfellows. For example, Nietzsche’s account for the rise of Christian morality shares methodological features with Hobbes’ functional explanation for the emergence of civilization and yet Nietzsche seems to take issue with genealogists who are hypothesis mongers gazing haphazardly into the blue. In the following article, I flesh out, more fully, how to make sense of Williams’ novel reclassification of genealogy. I show that Nietzsche’s genealogies are State of Nature stories and, just like Hobbes’ State of Nature story in chapter thirteen of Leviathan, are subtended by our collective corporeality. I then demonstrate how Nietzsche’s three stories in the Genealogy, when brought together, serve to undermine what Williams refers to as “ . . . a new system (of reasons)—which very powerfully resists being understood in such terms . . . ” Finally, I explain how my reconstruction of Williams’ interpretation of the genealogy immunizes it against the three criticisms noted above. ArgumentHijōji was an important keyword in the militarist Japan of the 1930s. Previous scholarship has assumed that such language sprung from the global financial crisis of 1929, and subsequent diplomatic events. Our article demonstrates, however, that a full-bodied language of emergency was crafted well before the collapse of the global economy, and against the backdrop of the Great Kanto Earthquake of 1923, which destroyed the Japanese capital. While previous “great earthquakes” had been opportunities to strengthen Japanese participation in the (...) global project of science, this one led more dramatically to a crisis of reason, and indirectly contributed to the spiritual, anti-western, and anti-rational rhetoric of what became the “Showa Restoration.” This and other post-disaster landscapes, we argue, should be examined as compelling sites for the crafting of political language – sites of opportunity and meaning as well as trial. While the phrase “state of emergency” was coined under very different circumstances in post-war Britain, it gained power and charisma in Japan, and likely other places around the world, by its association with natural catastrophe. Thus did modern politics establish a new connection with the traditional realm of the sublime, and in the case of Japan, the supernatural. Emergency's ability to associate politics with nature would never disappear, and has perhaps even strengthened in the early twenty-first century. (shrink)

The successful global diffusion of formal democracy has gone hand in hand with the hollowing out of its substance. Ever more realms of domestic public policy are removed from the purview of national legislative deliberation and insulated from popular scrutiny. Rhetoric of accountability has accompanied the increasing unaccountability of international financial and trade organizations, transnational corporations as well as of states and NGOs. The new architecture of global governance characterized by legal plurality and overlapping sovereignties has facilitated a game of (...) ‘passing the blame’ among these four actors. There is a curious ambivalence in current debates on globalization about the role of the state, which is conceived of as both central and marginal. Globalization is seen to be marked by the decline of both the external and the internal sovereignty of the state. Contrary to such a view, it will be argued here that the state is both an agent and an object of globalization. Although inadequate, the state remains indispensable as its laws and policies play a key role in transposing neo-liberal agendas to the national and local levels. If in the age of globalization and of economic Empire, political violence has been replaced by legal violence, resistance to it is also articulated in the language of law. This paper focuses on the dynamic of legal politics against impoverishment and dispossession caused by the new global designs of intellectual property protection, biodiversity conservation and privatization of the commons in India. The case studies in this paper point to the emergence of intertwined structures of rule, overlapping sovereignties and complex processes of legal transnationalization that have reconfigured the relations between law, state, and territoriality. If welfare states were concerned with the redistribution of risk and resources, cunning states seek to redistribute responsibility. Sensitivity to the history of colonialism would be an important corrective to the presentism and Westerncentrism of analyses of (legal) globalization. (shrink)

The State of Emergency declaration in Japan due to the COVID-19 pandemic affected many aspects of society in the country, much like the rest of the world. One sector that felt its disruptive impact was education. As educational institutions raced to implement emergency remote teaching (ERT) to continue providing the learning needs of students, some have opened to innovative interventions. This paper describes a case of ERT where Filipino vocabulary was taught to a class of Japanese students (...) taking Philippine Studies in a Japanese university using a cognitive innovation based on virtual reality, an immersive technology often researched for immersion and presence. Students were divided into three groups to experience six lessons designed around virtual reality photo-based tours at different immersion levels. While the effect of immersion on satisfaction was not found to be statistically significant, presence and satisfaction were found to be correlated. Despite challenges that were encountered, benefits like enjoyment, increased engagement, and perceived learning were reported by the students. Our findings exemplify how emerging multisensory technologies can be used to enhance affective and cognitive dimensions of human experience while responding to gaps created by the spatial limitations of remote learning. In the past twenty years, the field of science and technology studies (S&TS) has made considerable progress toward illuminating the relationship between scientific knowledge and political power. These insights have not yet been synthesized or presented in a form that systematically highlights the connections between S&TS and other social sciences. This timely collection of essays by some of the leading scholars in the field attempts to fill that gap. The book develops the theme of "co-production", showing how scientific knowledge both (...) embeds and is embedded in social identities, institutions, representations and discourses. Accordingly, the authors argue, ways of knowing the world are inseparably linked to the ways in which people seek to organize and control it. Through studies of emerging knowledges, research practices and political institutions, the authors demonstrate that the idiom of co-production importantly extends the vocabulary of the traditional social sciences, offering fresh analytic perspectiveson the nexus of science, power and culture. The biological membranes of eukaryotic cells harbor sensitive surveillance systems to establish, sense, and maintain characteristic physicochemical properties that ultimately define organelle identity. They are fundamentally important for membrane homeostasis and play active roles in cellular signaling, protein sorting, and the formation of vesicular carriers. Here, we compare the molecular mechanisms of Mga2 and Ire1, two sensors involved in the regulation of fatty acid desaturation and the response to unfolded proteins and lipid bilayer stress in order to identify their commonalities (...) and specializations. We will speculate on the cellular significance of membrane property sensors in other organelles and discuss their putative mechanisms. Based on these findings, we propose membrane property sensors as an emerging class of proteins with wide implications for organelle communication and function. (shrink)

Purpose Many of the ethical issues of additive manufacturing are not well known or understood, and there remains a policy vacuum that needs to be addressed. This paper aims to describe an approach that has been applied successfully to other emerging technologies, referred to as the responsible research and innovation framework programme. A case is then made for the application of this approach in the AM industry with an illustration of how it might be used. Design/methodology/approach The research uses an (...) RRI approach referred to as AREA, an acronym for Anticipate, Reflect, Engage and Act, to assess the ethical implications of AM. For the anticipation phase, horizon scanning was done to explore the ethical issues of AM based on extant literature, while reflective analysis was carried out all through the work to reflect on the data being collected and the research process. The engage phase involved interviews with five participants from small- and medium-sized enterprises involved in 3D printing. Findings The findings indicate that although AM appears to pose a threat to intellectual property rights, many in the industry do not care about this issue. As AM becomes mainstream, intellectual property will likely become a big problem. Also, very little is known about the health impacts of AM. This study shows that AM can be hazardous. Research limitations/implications Only users at SME level were sampled. Other researchers might test the usefulness of AREA at the enterprise level. Practical implications The research demonstrates how the AREA framework may be useful in information systems and social science research by enabling a more anticipatory and reflective research process. Originality/value The paper responds to the need for a novel approach to identifying ethical issues of AM. (shrink)

The proliferation of emergency food programs in the United States over the past decade and a half has created a dilemma for advocates and others who approach issues of social provision from the standpoint of a commitment to social justice. While the soup kitchens, food pantries, food banks, and food rescue programs that comprise the emergency food system may be able to meet some of the urgent, immediate needs of poor people, they do so in ways that may (...) further undermine rights and entitlements and erode the cultural basis of support for the welfare state. Should advocates of distributive justice work to improve such emergency programs, ignore them, or call for their abolition? This paper explores the history of advocates' involvement with emergency food, assesses the strengths and weaknesses of emergency food programs from a social justice standpoint, and offers some guidelines for action. Consciousness6 carries the connotation of a state of consciousness . It is an emergent property of a gestalt phenomenon, namely the psychophysiological state of the organism . In this article, I extend my previous discussion of states of consciousness , embedding this within the wider perspective of both Gestalt psychology and psychoanalytic ego psychology. Gestalt notions, such as Prägnanz and microgenesis, are shown to be highly relevant to this theme. Natsoulas’ recent appraisal of my viewpoint has goaded me (...) into reiterating the argument for looking at a qualitative change in thought, characterizing the shift in consciousness6, as being a promising area for further development. This hypothesized change in mode of thinking is of a metaphoric—symbolic nature, what such authors as Hunt and Haskell would term symbolic cognition. I discuss the relationships among perceptual experience, symbolic cognition and state of consciousness, concluding with some comments on Natsoulas’ reservations. (shrink)

Post-Normal Science as a theory links epistemology and governance. It not only focuses on problem situations where facts are uncertain, values in dispute, stakes high and decisions urgent, but also tries to develop epistemic approaches that allow for sound scientific answers. The following article addresses major epistemological challenges within a typical ‘‘wicked-problem situation’’, i.e., risk assessment of emerging technologies. Such challenges include epistemological problems intrinsic to the task of proving the absence of risk, problems related to the multi-sited production of (...) evidence and the multitude of epistemic cultures involved, the incompatibility of the various implicit objectives and the complex actor-constellations, that shape not only the way scientific knowledge is translated into action, but also which kind of knowledge is produced and which experts are listened to. To illustrate and discuss these characteristics, the article draws on an empirical study of risk research in the fields of agri-biotechnology and telecommunication technology in Germany. It concludes that although some aspects of PNS are already part of current epistemic practices in these fields, a state of ‘‘functional post-normality’’ depends upon a meaningful co-evolution between post-normal science and post-normal governance that has not yet been achieved. In what sense might the authoritarian practices and suspension of legal norms as means to combat the supposed threat of “terrorism,” within and by contemporary western democratic states, be understood as a problem of and not for democracy? That question lies at the heart of this article. It will be explored through the theoretical frame offered in the work of Giorgio Agamben on the state of exception and the example of British state collusion in non-state violence in (...) the North of Ireland. The North of Ireland provides a particularly illuminating case study to explore how the state of exception—the suspension of law and of legal norms and the exercise of arbitrary decision—has increasingly become a paradigm of contemporary governance. In so doing it brings into question not only the traditional conceptualization of the “democratic dilemma” of liberal democratic states “confronting terrorism” but also challenge dominant paradigms of transitional justice that generally fail to problematize the liberal democratic order. After outlining Agamben’s understanding of the state of exception the article will chart the development of “exceptional measures” and the creation of a permanent state of emergency in the North, before critically exploring the role of collusion as an aspect of counter-insurgency during the recent conflict. The paper will argue that the normalization of exceptional measures, combined with the need to delimit the explicitness of constitutional provision for the same, provided a context for the emergence of collusion as a paradigm case for the increasing replication of colonial practices into the core activity of the contemporary democratic state. Two months after the attacks of 9/11, the Bush administration, in the midst of what it perceived to be a state of emergency, authorized the indefinite detention of noncitizens suspected of terrorist activities and their subsequent trials by a military commission. Here, distinguished Italian philosopher Giorgio Agamben uses such circumstances to argue that this unusual extension of power, or "state of exception," has historically been an underexamined and powerful strategy that has the potential to transform democracies into (...) totalitarian states. The sequel to Agamben's _Homo Sacer: Sovereign Power and Bare Life, State of Exception_ is the first book to theorize the state of exception in historical and philosophical context. In Agamben's view, the majority of legal scholars and policymakers in Europe as well as the United States have wrongly rejected the necessity of such a theory, claiming instead that the state of exception is a pragmatic question. Agamben argues here that the state of exception, which was meant to be a provisional measure, became in the course of the twentieth century a normal paradigm of government. Writing nothing less than the history of the state of exception in its various national contexts throughout Western Europe and the United States, Agamben uses the work of Carl Schmitt as a foil for his reflections as well as that of Derrida, Benjamin, and Arendt. In this highly topical book, Agamben ultimately arrives at original ideas about the future of democracy and casts a new light on the hidden relationship that ties law to violence. (shrink)

The Riemannian manifold structure of the classical (i.e., Einsteinian) space-time is derived from the structure of an abstract infinite-dimensional separable Hilbert space S. For this S is first realized as a Hilbert space H of functions of abstract parameters. The space H is associated with the space of states of a macroscopic test-particle in the universe. The spatial localization of state of the particle through its interaction with the environment is associated with the selection of a submanifold M of (...) realization H. The submanifold M is then identified with the classical space (i.e., a space–like hypersurface in space-time). The mathematical formalism is developed which allows recovering of the usual Riemannian geometry on the classical space and, more generally, on space and time from the Hilbert structure on S. The specific functional realizations of S are capable of generating spacetimes of different geometry and topology. Variation of the length-type action functional on S is shown to produce both the equation of geodesics on M for macroscopic particles and the Schrödinger equation for microscopic particles. (shrink)

The emergence of mental states from neural states by partitioning the neural phase space is analyzed in terms of symbolic dynamics. Well-defined mental states provide contexts inducing a criterion of structural stability for the neurodynamics that can be implemented by particular partitions. This leads to distinguished subshifts of finite type that are either cyclic or irreducible. Cyclic shifts correspond to asymptotically stable fixed points or limit tori whereas irreducible shifts are obtained from generating partitions of mixing hyperbolic systems. These stability (...) criteria are applied to the discussion of neural correlates of consiousness, to the definition of macroscopic neural states, and to aspects of the symbol grounding problem. In particular, it is shown that compatible mental descriptions, topologically equivalent to the neurodynamical description, emerge if the partition of the neural phase space is generating. If this is not the case, mental descriptions are incompatible or complementary. Consequences of this result for an integration or unification of cognitive science or psychology, respectively, will be indicated. (shrink)

This article addresses the rise of faith-based emergency relief by examining the US President’s Emergency Plan for HIV/AIDS (PEPFAR), a public health intervention focused on the AIDS epidemic in sub-Saharan Africa. It argues that the theological turn in humanitarian aid serves to amplify ongoing dynamics in the domestic politics of sub-Saharan African states, where social services have assumed the form of chronic emergency relief and religious organizations have come to play an increasingly prominent role in the provision (...) of such services. In the context of an ongoing public health crisis, PEPFAR has institutionalized the social authority of the Pentecostal and charismatic churches, leading to a semantic confluence between the postcolonial politics of emergency and the Pentecostal/Pauline theology of kairos or event. Far from being confined to the space of foreign aid, however, the faith-based turn in humanitarianism is in keeping with ongoing reforms in domestic social policy in the United States. While on the one hand the sustained welfare programmes of the New Deal and Great Society have been dismantled in favour of a system of emergency relief, on the other hand the federal government has intensified its moral, pedagogical and punitive interventions into the lives of the poor. The wilful transfer of welfare services to overtly religious service providers has played a decisive role in this process. The article concludes with a critical appraisal of the links between African and North American Pentecostal-evangelical churches and questions the revolutionary mission ascribed to Pauline political theology in recent political theory. Ambient assisted living technologies are increasingly presented and sold as essential smart additions to daily life and home environments that will radically transform the healthcare and wellness markets of the future. An ethical approach and a thorough understanding of all ethics in surveillance/monitoring architectures are therefore pressing. AAL poses many ethical challenges raising questions that will affect immediate acceptance and long-term usage. Furthermore, ethical issues emerge from social inequalities and their potential exacerbation by AAL, accentuating the existing access gap between (...) high-income countries and low and middle-income countries. Legal aspects mainly refer to the adherence to existing legal frameworks and cover issues related to product safety, data protection, cybersecurity, intellectual property, and access to data by public, private, and government bodies. Successful privacy-friendly AAL applications are needed, as the pressure to bring Internet of Things devices and ones equipped with artificial intelligence quickly to market cannot overlook the fact that the environments in which AAL will operate are mostly private. The social issues focus on the impact of AAL technologies before and after their adoption. Future AAL technologies need to consider all aspects of equality such as gender, race, age and social disadvantages and avoid increasing loneliness and isolation among, e.g. older and frail people. Finally, the current power asymmetries between the target and general populations should not be underestimated nor should the discrepant needs and motivations of the target group and those developing and deploying AAL systems. Whilst AAL technologies provide promising solutions for the health and social care challenges, they are not exempt from ethical, legal and social issues. A set of ELSI guidelines is needed to integrate these factors at the research and development stage. (shrink)
