Smith’s critique of empire has recently attracted scholarly attention, but it has mostly been from the perspective of justice. The present article, however, argues that his views on it could also be appreciated by his 'utilitarian' attitude toward it. Combined with a similar line of analysis of Josiah Tucker, another key (though neglected) figure, the authors hope to add to the current trends of scholarship on the Enlightenment critique of empire. Neither Smith nor Tucker appealed merely to (...) political right principles, but rather frequently explored imperial problems from 'utilitarian' viewpoints. A difference between Smith and Tucker derives from the latter's explicit appeal to Christian, or Protestant, ethics, by which Tucker was in a way associated not only with his mentor, Joseph Butler, but also with some of his adversaries, such as Richard Price and Joseph Priestley. This article recovers mid-century proposals for sciences of concord and contextualizes them as part of a broader politics of commercial knowledge in eighteenth-century Britain. It begins by showing how merchants gained authority as formulators of commercial policy during the Commerce Treaty debates of 1713–1714. This authority held fast during the Walpolean oligarchy, but collapsed by the 1740s, when lobbying and patronage were increasingly maligned as corrupt by a ferment of popular republicanism. The article then explores how the Anglican cleric (...) class='Hi'>Josiah Tucker and country pamphleteer Joseph Massie made use of this vacuum in authority to formulate a novel basis for the production of commercial knowledge. In pamphlets written between 1749 and 1760, they argued that the competing interests comprising the nation’s increasingly complex commercial system could only be reconciled and geared to the national interest through the establishment of a science which harnessed an impartial and systematizing epistemology, developing highly idealized accounts of the abstract market as a realm of concord which operated according to regular, rationally deducible principles. The conclusion suggests that their arguments introduced the foundational conceptual bases for later sciences of political economy and legitimated a new form of expertise in statecraft. (shrink)

This essay reconsiders David Hume’s thinking on the fate of the British Empire and the future of established religion. It provides a detailed reconstruction of the development of Hume’s views on Britain’s successive attempts to impose or regain its authority over its North American colonies and compares these views with the stance taken during the American Crisis by Adam Smith and Josiah Tucker. Fresh light is shed on this area of Hume’s later political thought by a new letter, (...) appended to the essay, which at the same time provides an illuminating glimpse of his abiding preoccupation with the future of established religion. It is argued that this evidence of Hume’s privately held views belies the notion that his thinking on political and religious matters was fundamentally opposed to that of his friends among the philosophes. It is consequently misleading to regard Hume as an opponent of the more radical wing of the Enlightenment. (shrink)

This article examines Bentham's contribution to anti-colonial thought in the context of the development of the British radical movement that attacked colonialism on the grounds that it advantaged what Bentham called the at the expense of the . It shows that Bentham was influenced as much by Josiah Tucker and James Anderson as by Adam Smith. Bentham's early economic critique is examined, and the sharp changes in his arguments after 1800 assessed, in the context of the American and (...) French Revolutions and the effects of British industrialization. The article also highlights the importance of Bentham's writings inspired by the Spanish colonial crisis of the early 1820s. They show developments in his economic analysis and include some very acute discussions of the psychological satisfactions that elites could gain from colonialism. The article ends with a brief comparison between Bentham and later radical thinkers to put his ideas in context. (shrink)

This paper shows that the perceived difference between utilitarianism and natural rights theories in the eighteenth century was much less sharp than that in the twentieth century. This is demonstrated by exploring Josiah Tucker's critique of Locke and his disciples and the way in which the latter responded to it. Tucker's critique of Locke was based on a sharp distinction between a conception of natural rights as individual entitlements and the conception of the public good. The disciples (...) of Locke did not share Tucker's views and his interpretation of Locke. In defending natural rights they appealed less to the notion of moral agency and more to utilitarian ideas. The extent to which the advocates of the rights of man employed utilitarian ideas is obscured by the fact that they never divested themselves of the political advantage of using the words ‘natural rights’ even when their arguments were closer to the principle of utility. This special issue of the _ Revue d’études benthamiennes _, entitled the 'International and Colonial Thought of the British Empire', aims to broaden recent debates on global intellectual history and imperial history. While this subject has been extensively studied in current scholarship, the issue attempts to approach several relatively under-examined figures, including Adam Ferguson, Josiah Tucker, and Frederic Rogers, as well as classical thinkers such as Jeremy Bentham and Adam Smith, from new perspectives. In this Introduction, we describe (...) a pan-European intellectual setting wherein these thinkers’ international and imperial thought should partly be situated, with a focus on the idea of international law, cosmopolitanism, and colonialism. A very significant aspect of Josiah Royce's philosophical achievement is carefully and fully treated with special emphasis on his contribution as a philosopher of spirituality.

Open-minded people should endorse dogmatism because of its explanatory power. Dogmatism holds that, in the absence of defeaters, a seeming that P necessarily provides non-inferential justification for P. I show that dogmatism provides an intuitive explanation of four issues concerning non-inferential justification. It is particularly impressive that dogmatism can explain these issues because prominent epistemologists have argued that it can’t address at least two of them. Prominent epistemologists also object that dogmatism is absurdly permissive because it allows a seeming to (...) provide justification even if the seeming was caused in some apparently inappropriate way. EXPLANATION OF THE DESIGN AND ARRANGEMENTS of the Cooperative Magazine, which has recently been commenced in Cincinnati. Whoever can for a moment, so far abstract his thoughts from his pecuniary concerns,:as to Look around him, and observe the evils which the established laws and. customs, with respect to the administration of property, are daily producing in what is called Civilized Society, must, if he is possessed of the least degree of sensibility, feel a strong desire, to remove these evils.

The Neo-Moorean Deduction (I have a hand, so I am not a brain-in-a-vat) and the Zebra Deduction (the creature is a zebra, so isn’t a cleverly disguised mule) are notorious. Crispin Wright, Martin Davies, Fred Dretske, and Brian McLaughlin, among others, argue that these deductions are instances of transmission failure. That is, they argue that these deductions cannot transmit justification to their conclusions. I contend, however, that the notoriety of these deductions is undeserved. My strategy is to clarify, attack, defend, (...) and apply. I clarify what transmission and transmission failure really are, thereby exposing two questionable but quotidian assumptions. I attack existing views of transmission failure, especially those of Crispin Wright. I defend a permissive view of transmission failure, one which holds that deductions of a certain kind fail to transmit only because of premise circularity. Finally, I apply this account to the Neo-Moorean and Zebra Deductions and show that, given my permissive view, these deductions transmit in an intuitively acceptable way—at least if either a certain type of circularity is benign or a certain view of perceptual justification is false. GOULD MAx POHLENZ,in his last great work on the Stoa,1 maintained that Logos is the central concept of Stoic philosophy (I, 34). Neither Mette2nor Edelstein,3each of whom reviewed Pohlenz's study, notes the author's frequent reminders that Stoicism is "eine Logosphilosophie" and his contention, set forth early in Volume I, that the concept of Logos has in Stoic philosophy "pushed wholly to one side (...) the Aristotelian J,o~sin doctrine as well as in terminology." One who is familiar with the fragments of the writings of the early Stoics hardly needs to be told that for Zeno, Cleanthes, and Chrysippus, Logos is a fundamental notion. Help is needed when one tries to make clear to himself the content of this notion. An example is the moral philosophy of Chrysippus as we have reconstructed it from the fragments of his writings. For Chrysippus the basic expression in Stoic moral philosophy, "life in accordance with nature" (zb ~arh ~b~Lu~'~u) becomes "life in accordance with reason" (r~ KaTh~,bTou~'~). I have, however, found it difficult to render an account of what, for Chrysippus, it would be to live in accordance with Logos or reason. On one hand, it would appear that to live in conformity with reason is to be guided by cumulative experience or generalizations from past experience about what would or would not be advantageous. It seems, that is, to be assent to reason when it passes from experience of this benefit following on that action to judgments such as "that kind of action issues in this kind of advantage." On the other hand, reason or Logos, in a fully developed state, we are informed, is the knowledge of genuinely good and genuinely bad things; and such knowledge is obviously not the kind of thing to be induced from particular experiences. In the first place a judgment that a particular consequence of a particular deed is of value presupposes the knowledge which Chrysippus describes as the "knowledge of things really good or really advantageous." For example, given that one has a relatively clear notion as to what health is, he with some experience, can judge whether or not this food and that activity contribute to health. But, on Chrysippus' view, it would seem that reason or Logos in order to come to conclusions about the value of health-inducing foods or activities has to possess a relatively clear notion about the value of something else in whose acquisition health is instrumental. The assertion that actions leading to health or wealth have value could not follow from some special insight by Logos into the intrinsic worth of health or wealth, for it is explicitly denied that they are unqualifiedly good. The suspicion that this is so is heightened by the exalted status assigned to the wise man. The ideal of the wise man does not fit snuglywith Chrysippus' conception of Logos as a generalizing instrument for determining what things and activities are useful. The wise man is too contemptuous of or, at least, too indifferent toward the "goods" of the world. It is unthinkable that he should attend to them with a view to determining which of them is useful. He knows already; his wisdom comes from other parts. He is sure of what is really good because an unobfuscated reason or Logns has declared this to him in an immediate way; he has not had to wait for the verdict of reason's generalizations on experience. : Heidegger describes Dasein as subject to a constant pressure to bring its intentional performances into agreement with those of its peers and thence with a generic description of ‘what one [das Man] does’, called Dasein's conformism. I argue that extant accounts of this pressure, which appeal to the essential social embeddedness of intentional performance, fail to account for both the scope and modal force of the demand to act as one does. I propose that we can better understand the (...) role of das Man in Heidegger's account of intentional agency by exploiting a structural similarity between ‘Dasein’ and the familiar notion of epistemic capacity, or a power of knowledge. The result is an account that locates the source of das Man's authority not in our social nature but in our shared aspiration to ontological understanding. (shrink)

Phenomenal conservatism holds, roughly, that if it seems to S that P, then S has evidence for P. I argue for two main conclusions. The first is that phenomenal conservatism is better suited than is proper functionalism to explain how a particular type of religious belief formation can lead to non-inferentially justified religious beliefs. The second is that phenomenal conservatism makes evidence so easy to obtain that the truth of evidentialism would not be a significant obstacle to justified religious belief. (...) We identify a class of paradoxes that is neither set-theoretical nor semantical, but that seems to depend on intensionality. In particular, these paradoxes arise out of plausible properties of propositional attitudes and their objects. We try to explain why logicians have neglected these paradoxes, and to show that, like the Russell Paradox and the direct discourse Liar Paradox, these intensional paradoxes are recalcitrant and challenge logical analysis. Indeed, when we take these paradoxes seriously, we may need to rethink the commonly (...) accepted methods for dealing with the logical paradoxes. (shrink)

And for Portugal, like for Spain, Africa was part of the demographics and history of Iberian culture in the figure of the Moor, at (...) once an “other” and a closer, more intimate presence. Jeffrey J. Cohen reminds us of the “cultural work” of the Saracen (one of the medieval terminological possibilities for “Moor”), “whose dark skin and diabolical physiognomy were the western Middle Ages’ most familiar, most exorbitant embodiment of racial alterity” [189]. Cohen argues, therefore, that the Saracen (grosso modo) existed in a network of literary and ideological productions of western Europe; in the case of Iberia, the Moor was sometimes but not always a Saracen and was both a figure of alterity and of familiarity and sameness, less an aprioristic other and more of a figure that could be variously othered as a marker of boundaries including “race,” spirituality, and sexuality. While this essay does not take on the idea of racial alterity per se, it does assume the notion that in the literary culture of Portugal blackness, in some manner, informed constructions of the Moor. My purpose here is to delineate an understanding of the Moor in medieval Portugal as a construct that resists easy categorizations as an undifferentiated figure of otherness, a consideration that culminates with the work of Gomes Eanes de Zurara (1410?–1474?), the first chronicler of Portuguese exploration into (west) Africa. To this end, I will briefly consider the Moor in representative examples from the livros de linhagens (genealogical books) and the cantigas d’escarnho e de mal dizer (poetry of mockery and insult, hereafter abbreviated CEM), not so much in order to trace a direct influence between these texts and the work of Zurara but to provide an idea of how the Moor was variously fashioned in earlier texts. The analysis here is not exhaustive nor conclusive but suggestive, and is meant to indicate how the Moor—and the idea of the Moor—in Portugal can add to critical conversations on the imaginative and ideological constructions of the Moor and of Africa and its inhabitants.The formulations of national and cultural identities in European texts of the Middle Ages and Renaissance1 that in some way engage Africa and the African have increasingly [End Page 27] and understandably become an object of interest among literary and cultural theorists. One of the advances in recent years of this critical work is the freeing of the Moor from the strictures of the “self/other” binary that permeated earlier scholarly work on Europeans and their others, especially in the field of imperial/colonial studies or in the study of the conflictive representations of Moors and Europeans in genres such as medieval epic.2 In the medieval field, Cohen’s work on the Saracen is one good example of this more theoretically suggestive approach, since Cohen explores the work of representation as it dovetails with the universalizing claims of psychoanalysis. Suzanne Conklin Akbari’s essay usefully reminds us that the medieval world considered itself as existing in three parts, thus making problematic modern applications of binaries as supposedly informing a medieval perception of “Asian Orient and European Occident” [20]. Other studies, though concerned with postmedieval literatures and histories, also explore the cultural work of the Moor. Such, for instance, is the case with Emily C. Bartels’s articles on the Moor in Shakespeare. Bartels charts the flexibilities and inconsistencies of the term “Moor” in Renaissance England [“Making More” 434], noting especially its “racial” claims. In analyzing the place of postcolonialism as it might inform critical work on Africa in the Renaissance, Bartels questions the model that postcolonial studies assumes as underlying its own practice by arguing that “[postcolonial critiques] continue … to recreate the history of silenced voices through only one model of cultural exchange: one in which European domination is both the motivating force and the inevitable outcome” [“Othello and Africa” 46].These representative studies of the Moor tag... ABSTRACT This is a philosophical treatment of the phenomenon of home. A distinction is drawn between home and permanent residence and birthplace. Through discussion of the philosophy of Vaclav Havel, home is discovered to be a multi‐level structure that may contain several homes on different and identical levels. Exclusionist concepts of home such as nationalism and fundamentalist monotheism deny this. Home is conditions that allow personal self fulfilment. Our actual home is the result of our efforts to reach our ideal (...) home, departing from our natural home. Hospitality, personal and collective, is extension of conditions of home to a guest who may be homeless or in exile. The current use of ‘home’ by inhospitable, excluding, territorial monopolies such as the European Community, the US immigration service, and Hong Kong officials, as in ‘returning refugees back home’, is an Orwellian misuse of the linguistically assumed, positive relations between person and home to legitimise morally abhorrent policies. Apparently, relationships between God (if He exists) and His creatures would be very valuable. Appreciating this value raises the question of whether it can motivate a certain premise in John Schellenberg’s argument from divine hiddenness, a premise which claims, roughly, that if some capable, non-resistant subject fails to believe in God, then God does not exist. In this paper, I argue that the value of divine–creature relationships can justify this premise only if we have reason to believe that the counterfactuals (...) of freedom work out in certain ways. Unfortunately, we can’t acquire such a reason, at least not without relying on other successful arguments (if there are any) for the relevant premise of Schellenberg’s hiddenness argument. (shrink)
