In early modern medicine, both green sickness and hysteria were understood to be gendered diseases, diseases of women. Green sickness, a disease of young women, was considered so serious that John Graunt, the father of English statistics, thought that in his time dozens of women died of it in London every year. One of the symptoms of hysteria was that women fell unconscious. One of the characteristics of Big Data is that it often involves “imperfect” information. This paper examines the work of John Graunt in the tabulation of diseases in London and the development of a life table using the “imperfect data” contained in London’s Bills of Mortality in the 1600s. London’s Bills of Mortality were Big Data for the 1600s, as they included information collected over time, the depth and accuracy of which improved gradually. The main shortcoming of the (...) data available at the time was its nonuniform upkeep and the lack of depth of variables included at its outset. Due to these characteristics, it provides a perfect model for the examination of imperfect Big Data, as it has been analyzed, criticized, and interpreted repeatedly since the 1600s. (shrink)

In the late XVII century in England has establishes the school of “political arithmetic”, which goal consisted in the analysis of social phenomena on the basis of quantitative indicators. Its main representatives became William Petty, John Graunt and Charles Davenant (1656-1714). The latter left a mark in the history of England as a philosopher, politician and publicist, who made a significant contribution to the development and implementation of the methods of “political arithmetic”. The object of this research is (...) the views of the English thinker, reflected in his pamphlets and treatises of the 1690’s. The subject is the Davenant’s views on the principles and tasks of “political arithmetic” in the context of his political theory. Special attention is given to correlation between Davenant’s views on the development of “political arithmetic’ and his concept of public administration. The scientific novelty lies in the comprehensive examination of the political and economic views of Charles Davenant within the framework of his attitude on the method of “political arithmetic”. The author delivers a thesis on the importance of the political and epistemological context, which formed Davenant’s views on the quantitative indicators. Grasp of quantitative data Davenant correlated directly with the practice of administration. According to the philosopher, a public official having the capacity for “evaluation” and proper interpretation of data could avoid many mistakes in decision-making and reliance on “bad” advices. The thinker suggested that possession of quantitative data and their competent interpretation could increase the efficiency of administration. (shrink)

Esse artigo busca unir duas extremidades de um decorrer de grandes catástrofes epidemiológicas na Inglaterra, com um olhar especial à populosa Londres, começando com a primeira entrada da peste bubônica na cidade, em 1348, e seu provável último grande surto, em 1665. Os dois episódios tocados aqui são apresentados sob a perspectiva das novidades, semelhanças e diferenças (...) entre essas duas pontas da história, passando pelas novas respostas da medicina no século XIV e os princípios de uma ‘aritmética política’ no século XVII. Para esse fim, são de extrema importância diferentes fontes, como as inúmeras cópias do tratado médico de John de Burdeaux, escritos a partir de 1390, e o Observations de John Graunt, publicado a partir de 1662. This chapter examines the views of seventeenth-century British philosophers on probable opinion. It analyzes the use of the concept of probabilities in law and moral theology, and describes the Anglican writers' use of the probabilities to defend the Christian doctrine. The chapter also considers the relevant work of Thomas Hobbes and highlights the importance of John Graunt's founding of statistics in terms of obtaining inference from quantitative data.

William Petty's work has usually been regarded as an epistemic break in the history of statistical and politico-economic thought. In this paper, I argue that Petty's statistical notions stemmed from the natural-historical techniques he originally implemented to manage the Down Survey. Following Bacon, who viewed the description of trades as a paramount branch of natural history, Petty approached the art of surveying itself as an object of natural-historical analysis. He partitioned the surveying work into individual tasks and implemented a meticulous (...) division of labour, employing hundreds of disbanded soldiers as surveyors and using questionnaires to calibrate the responses of his ‘instruments’, as he called his specialized workers. By borrowing these methods from natural history to organize surveying work, Petty was able to conceptualize Ireland as a political body defined by tables of aggregate data. I then compare the Down Survey with John Graunt's observations on the bills of mortality to show that both are representative of a particular style of natural history, aimed at describing the natural and political state of a circumscribed territory. I close by considering other manifestations of ‘territorial natural history’, indicating a continuity between this research tradition and the appearance of statistics in the British Isles. (shrink)

Perhaps the topic of acceptable risk never had a sexier and more succinct introduction than the one Edward Norton, playing an automobile company executive, gave it in Fight Club: “Take the number of vehicles in the field (A), multiply it by the probable rate of failure (B), and multiply the result by the average out of court settlement (C). A*B*C=X. If X is less than the cost of the recall, we don’t do one.” Of course, this dystopic scene also gets (...) to the heart of the issue in another way: acceptable risk deals with mathematical calculations about the value of life, injury, and emotional wreckage, making calculation a difficult matter ethically, politically, and economically. Both William James and Gilles Deleuze labeled their philosophies "radical empiricism." In this context, this essay explores the similarities and differences between James's radical empiricism and Deleuze's "transcendental empiricism". These accounts then inform a view of philosophy understood as a creative art. This art demands flexible habits--what James termed "genius"--in a changing world. Accordingly, radically empirical accounts of creativity and genius are sketched.

Truth-makers are the dark matter of metaphysics. On the one hand, truth-makers seem obvious and necessary: if there are truths then there must be something that makes these truths true. On the other hand, it’s proven difficult to say exactly what these truth-makers are. Even defenders disagree about what sort of entity truth-makers are or whether all truths have truth-makers. Skeptics have questioned whether truth-makers are actually so obvious and necessary, or even whether they exist at all. Here I offer (...) an account of this unhappy state of affairs and a modest proposal. First, I argue that not only are there no good arguments for truth-makers but it’s unlikely that there ever will be. Second I point to how much can be done without resorting to truth-makers in the first place: they are not as essential as often assumed. Finally, I conclude that we needn’t jettison the concept of truth-makers entirely. Understood in a modest and pragmatic spirit we can hold on to truth-makers while recognizing their inherent limitations. (shrink)

Appeals to imagination to distinguish fiction from nonfiction have been persuasively challenged by philosophers such as Derek Matravers and Stacie Friend. This essay aims to uphold the importance of the fiction/nonfiction distinction by other means. Instead of relying on contrasting roles for imagination and belief, can we isolate kinds of experience that are paradigmatically sustained by fiction? Can status as fiction encourage, and help to explain, certain tendencies and qualities of experience? Several common aspects of experience, of what it is (...) like to experience something as fiction, are proposed: the experience of individuals as representative; a linked epistemic and aesthetic interest in detail; and openness to evaluative judgement. Nonfictional works can support these experiences, but they make most sense ethically and epistemically in the context of fiction. (shrink)

Neo-capitalistic approaches to value creation have sometimes developed a bad reputation in terms of sustainability and care for the environment. Yet, there are examples to the contrary emphasising a concern for sustainable capitalism. Our literature synthesis suggests that there is a lack of understanding of the sustainability mechanisms—ways of working helping companies to achieve their leadership in sustainability and maintain it over time. We contribute by addressing this deficiency and specifying four discrete mechanisms which we call the 4S model. Specifically, (...) we apply this model to the cases of two leading exponents of sustainability—Unilever and Patagonia—to explain how companies can operate as forces to change business practice and improve sustainability having regard to people, planet, and profits. The aim of the present work is to make a plausible case for the phylogenetic origin of self-knowledge, one which is compatible with a prevalent view about its ontogenetic origin, the social-scaffolding view. Essentially, the phylogenetic origin is generally argued to be evaluative metacognition, i.e. a system of cognitive control mechanisms, while the ontogenetic origin is generally argued to be mindreading, i.e. cognitive capacities supporting mental state attribution. So put simply, the present work aims to provide a plausible solution to (...) the problem of how to establish metacognition as a significant precursor to mindreading. Previous attempts to establish metacognition as an evolutionary precursor to mindreading have struggled to account for the exact relevance that metacognition has for the origin of self-knowledge. This present work analyses this struggle as first having to solve ‘the problem of triviality’, explain how metacognitive mechanisms are more sophisticated than mechanisms enabling basic cognitive feats. Once this problem is solved, however, the problem develops into having to show that the added layers of sophistication warrant construing metacognition as a significant precursor to self-knowledge. This latter problem is analysed as the ultimate problem, referred to here as simply ‘the problem of the origin of self-knowledge’. Thus, the present work seeks to offer a plausible solution to both of these problems. The solution to these problems is argued to be embodied metacognition, cognitive control mechanisms that enable conscious self-control of information-seeking behavior through the production of strongly embodied feedback signals. These feedback signals, often called ‘noetic feelings’, are theorized to motivate, demotivate, and guide cognitive acts to be more accurate. Here it is argued that these signals are strongly embodied, characterizing conscious emotional states constituted by psychological imperatives, states with external manifestations in the form of bodily expressions that can be detected, monitored, and regulated by individuals in the subject’s socio-cultural environment. To argue for this, I augment evaluative metacognition in light of evidence from recent interoception-based research in metacognition which reveals the degree to which noetic feelings are strongly embodied. They are thus argued to be cerebrally generated feedback signals produced by cognitive comparators that become intricately intertwined with bodily processes. Recent evidence suggests these signals come to fulfill their role in cognition through the conscious perception (the interoception) of internal bodily changes, specifically cardiovascular changes, and hence the subtitle of the present work, “How We Feel Our Hearts to Know Our Minds”. Reconceptualizing evaluative metacognition as embodied metacognition provides us with the tools for solving the two problems above. Concerning the first, mechanisms enabling conscious self-control of cognition are clearly more sophisticated than mechanisms that enable basic feats of cognition, such as reinforcement learning. Moreover, appealing to strongly embodied noetic feelings offers the possibility of solving the first problem in such a manner that the second problem is also solved. As conscious expressions of emotions, noetic feelings demand robust information-seeking behaviours and manifest feelings of confidence and uncertainty externally, thus they are well-suited to link metacognition to the social-scaffolding view about the origin of self-knowledge. This paper starts by examining the language used in some well known scriptural passages where the importance of mercy or compassion is stressed. Such passages underline the ethical importance of a direct, physically and emotionally involved response. This leads on to a critique of the shortcomings of approaches to ethics which advocate the impersonal promotion of welfare; our lives as ethical beings depend intimately on the immediate responses arising from our encounters with others in our day-to-day lives. The paper then (...) further explores the special status of loving kindness and mercy in the Judaeo-Christian tradition, and argues that secular ethical systems, whether grounded in human nature or in the supposed requirements of rationality, are unlikely to be able to underwrite this kind of status. ABSTRACT:The foundation story of bioethics is, as Susan Reverby (2009) argues, one of a trinity of horror stories culminating in what we commonly call the "Tuskegee Syphilis Study." The foundation story emphasizes that medical researchers violated participant autonomy by deceiving them about their medical conditions, the goals of the study, and the treatments they would receive, and by failing to consider the health and best interests of the research participant. While this story reflects some key elements of the Tuskegee study, (...) it is only a selection of all the possible facts that, as a consequence, deflects attention from equally salient and problematic elements of the Public Health Service's unethical study and its context. Those elements not included in the bioethics foundation story represent the types of racial and social inequities that COVID-19 and other contemporary events have thrown into stark relief. If bioethics plans to emphasize translational work around public policy and public engagement understood broadly, then it will need to revise and expand the story it tells about itself and its founding.
