Niniejszy artykuł stanowi próbę udowodnienia tezy, zgodnie z którą „wojna z terroryzmem”, a ściślej z jego globalną postacią, jest de facto aktywnością wymierzoną w sam proces globalizacji. Karkołomny okazuje się zarówno brak działań zmierzających do eliminacji terroryzmu, jak i wszczynanie z nim „wojny”. Po pierwsze, globalizacja napędza terroryzm jako własną przeciwwagę, dlatego skuteczna z nim walka pociąga za sobą walkę z globalizacją. Po drugie, w tej perspektywie zwycięska „wojna z terroryzmem” zwiastuje jedno - samozniszczenie, unicestwienie tego, przeciw czemu występują (...) terroryści. Wątpliwości rodzą się nie tylko na tle praktycznych konsekwencji wypowiedzenia „wojny” globalnemu terroryzmowi oraz teoretycznego znaczenia tego terminu, lecz też samej możliwości prowadzenia wojny z tym czy jakimkolwiek innym zjawiskiem, miast realnym wrogiem. Jednakowoż „wojna z terroryzmem” to nie tylko wojna z globalizacją, to także wojna przeciw wartościom, które głosimy i w doniosłość których ponoć wierzymy. Łamiąc prawa innych w imię liberalnych wartości, nie możemy oczekiwać, że staną się one powszechnie bronione. W ten sposób wszyscy bierzemy udział w wielkim „teatrze przemocy”. (shrink)

Paper examines place and role of states in the modern world. Firstly the concept of globalization will be shortly analyzed. It is a notion that, especially in the social sciences, has a lot of meanings, because it has many aspects and levels. Author will try to localize the main issues that makes globalization a complex notion. Secondly, problem of paradigm crisis in political science will be presented. Classic meanings of politics and power has been outdated, because of new phenomenons that (...) are consequences of globalization. That means that we should try to look for notions and methods that will help us to understand surrounding world and socio-political sphere, especially when it comes to state, power, politics and international relations. Then the concept of “the art of rule” invented by Jadwiga Staniszkis will be presented. Author will emphasize that this theoretical concept will be helpful in analyzing subjectivity of states in the age of globalization. Then author, basing on this concept, will try to examine the subjectivity of state in modern world. An attempt will be also made to show what is network power and its consequences, point out the subjects that will replace state that is losing its position and think about the future of the states. The main aim of the article is to show that axiological and anthropological dimensions of human rights in the globalized world do not fit together. Such tension – between universally understood human rights and territorially perceived citizens’ rights – is unavoidable. By making the term “human” strictly biological people are being perceived not as members of a particular community but as members of the species. In the political paradigm these collectivities are distinguished by political rules, in the biological paradigm they (...) are perceived as natural. In this situation, from political perspective the life of the others (non-citizens) in effect ceases to be treated as a human life or as a life associated with any ethical requirements, because the normative dimension that metaphysics, religion or politics give to the notion of being human has been excluded. Hence, human rights cannot be enforced with the same effectiveness as the laws enforced in the area of state jurisdiction. They constitute an ethical norm by which the international community judges a given procedure, rather than an enforceable legal norm. In order to justify my reasoning, I will refer to the two philosophically important categories - space and border – that play an important role in understanding the processes of globalization that affect the legitimation and enforcement of human rights. At the beginning of the XXI century, human societies are entering a period of "late modernity" characterized by new forms of trust and risk, untransparent social situations and economic, political and cultural globalization. These processes are associated with the presence of abstract systems that surround people and which require support of people with expertise in the fields which include transport, telecommunications, finance, security, media, energy. At the same time, it is noted that the expertise cult is born and specialists not (...) only meet the identified needs, but also produce new, thus contributing to the development of a culture of narcissism. Article aims to explain the characteristics of expert systems and cultural narcissism, experts role as a participant in social change, model types and kinds of experts with their arcane in to ontological and epistemological structures of the social world. I also highlight the problems associated with the suppression of restrictions in to the access of expertise knowledge. ** Wraz z początkiem XXI wieku społeczeństwa ludzkie wchodzą w okres „późnej nowoczesności” cechujący się nowymi formami zaufania i ryzyka, nieprzejrzystością sytuacji społecznych oraz postępującą globalizacją ekonomiczną, polityczną i kulturową. Procesy te wiążą się z obecnością systemów abstrakcyjnych, które otaczają ludzi i do funkcjonowania wymagają wsparcia osób z wiedzą specjalistyczną z zakresu m.in. transportu, telekomunikacji, finansów, bezpieczeństwa, mediów, energetyki. Jednocześnie zauważa się, iż rodzi się kult ekspertyzy a specjaliści nie tylko zaspokajają rozpoznane potrzeby, ale też wytwarzają nowe, przyczyniając się tym samym do rozwoju kultury narcyzmu. Artykuł ma na celu przybliżenie specyfiki systemów eksperckich i narcyzmu kulturowego, roli eksperta jako uczestnika przemian społecznych, modelowych typów ekspertów i rodzajów ich wtajemniczeń w struktury ontologiczne i epistemologiczne świata społecznego oraz zwrócenie uwagi na problemy związane ze znoszeniem ograniczeń dostępu do wiedzy specjalistycznej. -/- . The purpose of this article is to propose a synthesis of Jacques Poulain's philosophical reflection on language and its importance for human being and for the society. To do this, we begin with presenting what Poulain has constantly established in the light of anthropobiological knowledge in his various works by showing that the child does not directly enter the world through senses or action, but through language and that it cannot enter the world and become a subject able to think (...) and act in isolation, but necessarily through the intermediary of a Third of speech. The same goes for the author at the institutional level, since man, as a being of language, has only been able to transform himself indirectly, through the intermediary of this Third of speech, which first took the form of the gods, then by making the detour of the judgment. Today, as Poulain argues in polemic with Jürgen Habermas, there can be no other basis for global communication than transcultural linguistic understanding, ie. language constitutes the space where man can be recognized, exercise judgment and strive for harmony with others. Globalna świadomość jako pojęcie kulturowe i historyczne Artykuł stanowi analizę idei głoszonych przez przedstawicieli filozofii kosmicznej. Przedstawiony zostaje kulturowy, historyczny i cywilizacyjny charakter zjawiska świadomości globalnej. Dowodzi się w nim, że świadomość globalna jest częścią społecznego i kulturowego potencjału globalnych sieci informacyjnych oraz że może ona wskazywać perspektywę rozwoju obdarzonej rozumem ludzkości.
