As the once-in-a-lifetime stimulus of a pandemic creates the opportunity for change, this ground-breaking and timely edited text is a must-have springboard for the re-imagination of education system leadership. How can education stakeholders act in collaboration to lead us into a new and different age?

One of the fields of protecting human rights within the framework of standards of the Council of Europe is the protection of national minorities – with the special issue of their linguistic rights. An intensification of actions aimed at adopting legal measures in this field happened in the 1960s. The concern for a proper range and level of regulation was expressed at the level of the Parliamentary Assembly and the Committee of Ministers. National experts formulated detailed resolutions to include the (...) goals of international organizations such as CSCE and the United Nations concerning this matter. The fact that the framework convention was chosen as the means bears witness to a significant provision that the guarantee of rights were realized in the most flexible manner, including the designations and capacities of State parties. This article includes an analysis of three stages of work connected with ensuring linguistic rights for national minorities, with a special emphasis on the linguistic rights in the education system. On the one hand, actions which resulted in the acceptance of the Framework Convention for the Protection of National Minorities are shown. On the other hand, the goals and details of this Convention are described. The third section concerns the analysis of mechanisms for monitoring the realization of the rights included in the Convention. Due to limitations in the terms of reference for this work, the analysis of the convention guarantees, and their realization, was limited to linguistic rights in the education system. The practice of these actions was shown through examples in Poland and Lithuania. The right to education for national minorities including knowledge about their culture, traditions, and their input into the development of the society of a given country is one of the rights clearly stated in the Framework Convention. By the same token are linguistic rights in an education system – the right to teach the language of a national minority or to teach in the language of a minority. As practice in Poland and Lithuania shows, the situation of education of national minorities is different, although some of the problems are common: an example for that would be access to proper coursebooks in the languages of national minorities, or properly trained teachers. The education systems can be analysed by using the distinction along different types of welfare regimes. Esping-Andersen (1990) described the Scandinavian universalistic, Continental corporatist, and Anglo-Saxon liberal models. The purpose of the paper is a comparative analysis of the development of educational systems in the Baltic states. We used the PISA 2012 survey data and compared the Baltic countries with three “old” EU member states: UK representing the Anglo-Saxon liberal model, Germany for the Continental corporatist model and (...) Finland as an example of the Scandina­vian model. PISA 2003, 2006 and 2009 data were used for a retrospective analysis of countries’ performance. We considered four aspects of the organization of the national school systems: human and material resources in schools, leadership and the level of school autonomy, assessment, school selectivity and ability grouping. We found that three Baltic states do not represent a single Central and Eastern European model. (shrink)

The exponential growth of genetic knowledge and precision medicine research raises hopes for improved prevention, diagnosis, and treatment options for children with behavioral and psychiatric conditions. Although well-intended, this prospect also raise the possibility — and concern — that behavioral, including psychiatric genetic data would be increasingly used — or misused — outside the clinical context, such as educational settings. Indeed, there are ongoing calls to endorse a “personalized education” model that would tailor educational interventions to children's behavioral (...) and psychiatric genetic makeup. This article explores the justifications for, and prospects and pitfalls of such endeavors. It considers the scientific challenges and highlights the ethical, legal, and social issues that will likely arise should behavioral genetic data become available and are routinely incorporated in student education records. These include: when to disclose students' behavioral and psychiatric genetic profile; whose genomic privacy is protected and by whom; and how students' genetic data may affect education-related decisions. I argue that the introduction of behavioral genetics in schools may overshadow the need to address underlying structural and environmental factors that increase the risk for psychiatric conditions of all students, and that the unregulated use of student behavioral genetic profiles may lead to unintended consequences that are detrimental for individuals, families and communities. Relevant stakeholders — from parents and students to health professionals, educators, and policy-makers — ought to consider these issues before we forge ahead with a genomically informed education system. The notion of decolonisation implies the existence of a territory, entity, structure, or system which has previously been colonised by exogenous forces and thus needs to be liberated. In most African countries, the discourses of decolonisation of higher education emanate from the shared experience of imposed European colonisation that perpetuated epistemic violence on African indigenous knowledge systems. Thus, a lived experience of colonialism became a foundation for the decolonisation debates imagining and aspiring to alternative and inclusive futures. This point (...) of departure yet makes the discussion of decolonisation as the subject of only those who have had colonial experiences – an event of interruption of a specific process considered colonial and therefore, undesirable. This approach conceptualises decolonisation in a narrow sense as a linear process with a distinct historical beginning, which is colonial, and an envisaged liberating decolonial end. This article critically challenges this dominant narrative of decolonisation and reconceptualises it as a complex, dynamic, and lifelong process of re-centring. It argues that decolonisation, as a concept in higher education, goes beyond a pre-existing colonial foundation. Taking the context of Ethiopia, a country that remained independent during the European colonisation of Africa, this article aims at reconceptualising the notion of decolonisation of higher education in a space that has never been colonised. The article discusses epistemological challenges of the Ethiopian higher education system and provides a proactive alternative future departing from monolithic epistemic tradition to a pluralistic approach that accommodates diverse structures of knowledge. The structural reforms of the education system in France (1959, 1963, and 1975) were part both of a global process of democratisation of education launched after the Second World War and of a larger modernisation project in which knowledge producers (experts, scholars and consultants) played a crucial role. Instead of a national approach or a world system approach to education reforms I propose a neo-Weberian glocal perspective that focuses on knowledge producers as a status group, education discourse structuration and education (...) global networks; this perspective integrates national contexts and their peculiarities in the analysis without losing sight of the global forces. Global education networks centered in international organisations-such as UNESCO and the OECD-in which French knowledge-producers were largely involved, adopted a discourse inspired by the American school model that was adopted by scholars in different countries. The reformist network, in which scholars, experts and policy makers participated, enhanced reformist discourse structuration in the knowledge-production institutions (universities and national institutes) around social problems such as 'technological and scientific lag', 'inequality of opportunity', and 'disenchantment from the education system, thus, fostering transformations of the French education system. The article analyzes the dependence of the phenomenon of education on the type of civilization in space of which the life of the world community takes place. It is based on the interaction of social institutions of the market, science and education. It “proceeds” on the surface by the division of social labor, which generates a specific form of social system of education in dependence on the social division of labor in specific socio-economic conditions. To reproduce effectively its structural and (...) functional parameters, the author suggests resorting to the paradigm of the «life cycle of educational systems in the context of a civilizational approach» based on the use of cognitive analysis. Its advantage is only that the concept «grasps» the phenomenon of education as a whole. This means that the phenomenon of civilization education is studied as a social institution and social system of the industrial society. To analyze the dynamics of knowledge change, two methodological conditions must be used: to apply the civilizational approach and the paradigm of the life cycle of social systems, since this phenomenon has a long-lasting dimension in space and time; the meaning of educational content at each stage of industrial civilization life is distinguished: natural knowledge prevailed at the stage of its origin; at the stage of growth - technical knowledge that corresponded to the essence of civilization itself; at the stage of maturity - scientific knowledge turned into ideologues of social development, which led to the emergence of technocratism and “drove” the planetary community into a dead end; at the stage of decline - technological knowledge led to the loss of mainstream guide of social development and began the catastrophic destruction of the social organism of the planet, which entails a change in the type of civilizational development; the solution is seen in the rise of the planetary community into the space of informational civilization, the transition of education to mastering methodological knowledge corresponds to it. The existence of Dayah as an Islamic educational institution in Central Aceh District has a major role in the development of diversity in community. Step by step, the educational institution is developing, both in quality and quantity. Departing from this reality, this paper uses a phenomenological approach, examines the modernization of Darul Mukhlisin’s integrated Dayah educational system, which includes the Dayah education sub-systems. The modernization of the education system is characterized by changes in the aspects of (...) objectives, Teungku and Santri Dayah, implementation of an integrated curriculum, the treasury of contemporary books, use of active strategies and varied methods, environmental changes, the application of test and non-test evaluation types, and so forth. Thus, the existence of Darul Mukhlisin was able to become a bastion of religious education in producing religious cadres and religious generations in Central Aceh. (shrink)

This study uses secondary data to examine Obiora’s education ethics vis-à-vis the higher education system in Nigeria. The discourse centered on government educational agencies such as the National Universities Commission (NUC); National Board for Technical Education (NBTE); National Commis-sion for Colleges of Education (NCCE) and Tertiary Education Trust Fund (TETFund) and their roles in the management of the educational system in Nigeria. The study further highlights the ethical lapses in the tertiary education system in Nigeria. This paper first extracted 11 indicators from four aspects of infrastructure, educational equity, teaching quality, and scientific research level and established a multidimensional higher education evaluation system. After that, according to TOPSIS and the entropy method, a comprehensive score of the development of higher education was obtained, and a comprehensive index of higher education was proposed. According to the level of the score, we divide the development status into 5 categories, and use discrete Hopfield neural network for verification. In (...) addition, we applied the model to many countries and chose Vietnam to conduct an in-depth analysis of the model, including reforming policies and evaluating policy effects based on cobweb model. The Islamic education curriculum in Indonesia tends to be partial and dichotomous. However, Muhammadiyah has reformed the holistic–integrative curriculum as a solution for the sustainability of education. This study aims to reveal a special curriculum reform in the holistic–integrative Muhammadiyah education system to solve the dichotomous problems and the inadequacy in the Islamic education curriculum in Indonesia. Furthermore, the study describes a specific curriculum model that includes all aspects of students’ personality and integrates science and technology with Islamic values. Data (...) were collected from previous studies and special curriculum documents of Al-Islam, Kemuhammadiyahan and Arabic Language (ISMUBA). Curriculum documents were obtained from elementary, junior and Muhammadiyah senior high school, published by Primary and Secondary Education Assembly of Muhammadiyah Central Board in 2017. Data analysis used a content model with a systematic and rational framework. The results showed that the special reform curriculum based on the holistic–integrative model develops students’ potentials, including spiritual, emotional, intellectual and transcendental intelligence, in an integrated manner. Contribution: The holistic–integrative curriculum is a future Islamic education model for the sustainability of private Islamic education system in Indonesia that can form a good, faithful, pious and a noble community. The education system is faced with many demands of justice. What these demands imply and how they are justified is, however, disputed. The present text attempts to sketch the premises of a discussion concerning the institutional crisis of philosophy in the Romanian educational system. Quantitative analyses are commented; also discussed are elements regarding the curricular integration of philosophy, aspects concerning the initial formation in philosophy and possibilities of insertion on the labor market. The article discusses some elements of the status of philosophy in high school, as well as the necessity of offering philosophy as a mandatory discipline in the curriculum, the (...) necessity of taking several active measures to regain philosophy’s specific place as formative discipline in the Romanian educational system. In addition, the paper intends to contribute to the understanding of the present-day status of philosophy within the Romanian educational system. In this respect, the dialogue of philosophy and religion is considered relevant to the topic. Besides this aspect, the work also mentions the dogmatic imprint of philosophy during the Stalinist epoch and the dogmatic inertia after 1990 – manifested in different and apparently opposed forms. Moreover, the study suggests that the improvement of the prestige of philosophy depends not only upon the self-criticism that Romanian philosophy has to develop but also upon the influence that this spirit of self-criticism could have on decision-makers. Philosophical self-criticism is a precondition and, at the same time, a part of the reform that philosophy initiates in the field of knowledge. Thus, the paper is to underline the importance of philosophy in giving direction and in providing the framework for social reform. From this point of view, the dialogue between philosophy and religion is difficult but possible at university level and in the field of research. (shrink)

The paper analyses the use of the Romani language in the Slovak educational system. It focuses on the informal use of Romani in schools, as about 10% of all pupils speak Romani as their mother tongue but there are no schools that use Romani as the language of instruction. The theoretical framework draws mainly on the work of P. Bourdieu and S. May on the symbolic power of language. The empirical chapter is based on qualitative data collected at ten (...) primary schools in different parts of Slovakia, as well as interviews with decision makers and experts. On the basis of the empirical research, three questions are posed. (1) Is Romani used in schools and if so how? (2) What attitudes do school staff have on the use of Romani? (3) Is the theory of Stephen May applicable to Slovakia and is Romani perceived to have merely sentimental value while Slovak is considered to have instrumental value? The article concludes that the perceived value of Romani in Slovakia is very low. From the point of view of school staff, it has no instrumental value and is perceived as a barrier rather than a benefit. (shrink)

The aim of this article is to describe the basic parameters of a value-oriented approach to assessing the education results as a possible basis for the methodology for assessment of the educational work in the general system of education. The key methods we used were content analysis of text sources, cross-reference analysis, comparative analysis, and humanitarian examination of juristic documents. The interpretation of education as a unity of teaching and upbringing for the state as a key subject of education, (...) which forms the requirements for the results and organization of the educational process, sets the task of assessing personal, subject and metasubject educational results. The philosophy of education faces a challenge regarding the determination of the expediency of assessing educational results, the conceptual basis of assessment, fixing the orientation of assessment on the conditions of educational organzations' activities, and on the results achieved by students. A practical managerial task is to develop an attitude towards using formalized procedures and methods for assessing educational results. The article proposes a value-oriented approach to assessing the educational work in the general education system of the Russian Federation based on an analysis of key regulatory documents of the Russian education system, the interpretation of upbringing as a process of forming value-semantic attitudes. The approach is based on identifying three main groups of value orientations to build a possible system of indicators that fix educational results: "Value orientations related to life, health and safety"; "Value orientations of social interaction"; "Value orientations of personal development". Values are an essential element in regulating human behavior, which guides the process of defining goals and choosing the means to achieve them. Values acquire a functional character in value orientations and can serve as indicators of education results at the level of students as a collective subject. It seems impossible to single out the contribution of individual actors to the output of education and to avoid contradictions between the value-semantic attitudes that exist in the space of modern culture. For the education system, the subject of assessing the quality of upbringing as a purposeful process can be both the quality of the organization of upbringing work and the outcomes of upbringing efforts. The results of education as a manifestation of value orientations in the activities of students can be considered based on quantitative and qualitative indicators, which is significant for making managerial decisions at different levels. Using the World Values Survey (WVS) as a background the paper discusses a tension between the general evaluative outlook of Swedish teacher students and the educational values established by The Swedish National Agency for Education (SNAE). According to the results from WVS, which maps evaluative differences between approximately 80 countries in the world, Sweden stands out as a country that rejects traditional values and embraces so called secular self-expression values. However, the values established by SNAE include both traditional values, (...) such as “sharing a common cultural heritage”, and secular self-expression values, such as “individual freedom and integrity”. Against this background we conducted a survey of 179 Swedish teacher students in order to investigate the relation between their evaluative outlook and the values they are supposed to convey to their pupils as established by SNAE. The result of the survey indicates that these students do not differ in any significant respect from the Swedish population in general as regards secular vs traditional evaluations. The fact that the traditional values emphasized by SNAE seem to be scarcely represented among the teacher students, makes questionable whether they will be present in their future teaching. On the assumptions that there are important educational values among the traditional as well as the secular self-expression ones, and that values are reproduced within an educational system, we argue that there is reason to take the imbalance in the evaluative outlook of the students seriously. It make education process positive so that it can make something useful for societal growth and in working process it also make the person sensitive about the societal problems and make them ready to be a part of social change. I am not negating something, here “positive” word is not an antonym but it is an adjective. Where there are merely religious, metaphysical and passive ideologies in our education system, we are not able to have a good and creative education. Positive Philosophy is working on that issues which have some worth for human. It is a process to do something creative. We are using innovative method. An innovator could be rebellion because he breaks the established method, norms and redefines the layer of thought. Innovation not simply implies questioning, reshaping, restricting but also developing through transformation. A teacher can play an important role in promoting this discussion because a teacher has the capacity to influence students with their thoughts and personality and engages them to creative activities. Innovativeness needs to be included in the curriculum. Once one becomes habitual to this attitude he/she will be ready to do some positive or creative. This paper proposes an in-depth on the legal and educational linguistic policy of the state that affect the everyday practice school French students. The allied French academic culture to the school culture are articulated to serve the construction of republican citizenship. This ideological construction, political and cultural affects students entering the use of French particularities of its cultural, social status or family origin. From a historical and legislative perspective the authors address the orientation of the teaching of French in (...) the educational system as an obstacle to the integration of groups of students who do not fit the narrow linguistic-political patterns that the system imposes. And finally, from an applied perspective, explores the factors that can lead to the breakdown of monolingual system, moreover, is articulated as a cultural system of segregation and exclusion of class.Este artículo propone una reflexión en profundidad sobre las consecuencias jurídicas y pedagógicas de la política lingüística del estado que afectan en la práctica cotidiana escolar al alumnado francés. La cultura académica francesa aliada con la cultura escolar se articulan al servicio de la construcción de la ciudadanía republicana. Esta construcción ideológica, política y cultural afecta a los estudiantes que incorporan al uso de la lengua francesa particularidades propias de su entorno cultural, social o de su origen familiar. Desde una perspectiva histórica y legislativa los autores abordan la orientación de la enseñanza de la lengua francesa en el sistema educativo como un obstáculo para la integración de los grupos de alumnado que no se ajustan a los estrechos patrones linguístico-políticos que el sistema impone. Y por último, desde una perspectiva aplicada, exploran los factores que pueden desembocar en la ruptura del sistema monolingüe que, además, se articula como un sistema de segregación cultural y de exclusión clasista. This article examines alternative models of this process, providing different perspectives of the recursive and comprehensive nature of change when viewed from the vantage points of those stakeholders within the process. An envisioned school or educational system that addresses preparation of a citizenry dedicated to democratic principles and issues of social justice must consciously examine the (...) relationships, that form and reform interconnecting and unifying diverse subsystems within the school's constructed meaning and purpose. The purpose of the study is to reveal the state of the regional labor market using the example of the general education system of the Stavropol Territory. The article examines the state of the teaching staff of the regional system of general education in a number of components: the distribution of classes by years of study and the number of students, gender, age and subject composition. Scientific novelty lies in the consideration of the regional system of general education of the (...) mechanism of interaction of a complex of system factors from the perspective of the regional labor market. The article considers modern tendencies prevailing in the higher education system while training technical specialists nowadays. According to the authors, excluding the humanitarian courses from curriculum results in the complete dissolution of subjectivity in the impersonal world, which is deprived of “living” knowledge, that is, definite knowledge of a definite person. The application of such an approach is illustrated by the actor–network theory (ANT). While studying several works by ANT founders, it turned out to be clear that such an approach (...) eliminates any differences between natural and humanitarian, engineering, and philosophical knowledge. As a result, the net emerges consisting of numerous actants and which requires from every participant his “building‐in” a model with the functions being delegated to him in advance. The article concludes that an “alive” component is disappearing from the higher education nowadays when the main stress is being made on the knowledge acquired a priori, not a posteriori. (shrink)

This article addresses the issue of theory development in critical realist research. It shows how findings that cannot be accounted for by an established critical realist theory pertaining to a domain, so-called anomalies, may be used to elaborate the domain theory and increase its explanatory power. The main resource for such theoretical repairs is the multi-level character of critical realist theories, i.e. specific theories and theories of domains are based in general meta-theoretical models and assumptions. The specific case examined here (...) is the historical development of education in Norway, which deviates from the expectations generated by Archer's domain theory of the emergence of state educational systems. A reformulation of Archer's theory so that it includes two-cycle developmental trajectories as well as one-cycle trajectories, will accommodate the Norwegian findings and increase the theory's explanatory power. This elaboration of the theory can be seen as an example of an epistemological dialectic, partly constituted by cultural syncretism, but more completely understood as the absenting of an absence in the established theory. Examines the behavioral and educational norms of American schools and colleges and suggests methods for revitalizing the educational system.

In the context of the new paradigms of the knowledge-based economy, education and the quality of the educational system is becoming one of the strongest factors of influence. Decisions regarding the financing of education have a particular impact on the level of expenditure in the pre-university system and on the organization of the system of study courses. Furthermore, they are closely linked to the economics and accounting of pre-university education institutions. The existence or lack of material resources can greatly (...) influence the teaching activity process and implicitly the results achieved by the system. This paper aims to examine the consequences of certain decisions regarding funding in education, student achievement in pre-university education using data on government spending in the world relative to a single student, the level of salaries in secondary education and the number of students per teacher and the student's test scores. The authors chose the quantitative research methodology using the multiple linear regression model with dependent and independent variables to test the extent to which certain parameters of the funding process can influence the results achieved by students in standardized tests. The research results show that decisions regarding the financing of education in terms of salaries and the level of funding based on the standard cost per student have a direct impact on the achievements of the students and also, on the scores achieved by students. The phenomenon of nationalism, which emerged as a result of modernization and industrialization in Western Europe, soon began to threaten the multi-lingual multinational feudal state structure of the Tsarist administration. Tsarist Russia, which wanted to preserve its borders and the existing state structure that expanded to the Caucasus and Turkestan, followed the assimilation and missionary policies towards the middle of the 19th century to Russify and Christianize non-Russian (Nerusky) and non-Christian (Inoverets) ethnic groups. At the beginning of this cultural nationalist (...) policy, which was carried out by Nikolai Ivanovich Ilminsky, who worked on theology and Turkish dialects in Kazan Spiritual Academy, in order to have Russian as a language of education and communication within the Tsarist borders. The education method of Ilminsky, supported by Tsar Alexander II, enabled the Russian language and Christianity to become widespread and more systematically applied as a reflection of the rising Russian nationalism. In line with this training method, it was aimed to carry out missionary activities, to teach Russian and Cyrillic alphabet alongside local languages, to divide these languages with accents and dialects and to make Russian a common language within Tsarist borders. Thus, the religious and ethnically different groups were wanted to be assimilated within the Russian and Orthodox Christian identities. This study examines the process of cultural assimilation policy carried out by the Russian nationalism through the education system of Ilminsky, the factors affecting this process, the structure and applications of this education system. Although the education system of Ilminsky did not reach its target within the boundaries of the empire, it was seen to be quite effective in Christianization of Tatar Turks, in spreading Russian among other ethnic groups and in terms of laying the ground for the subsequent Russification policies. The Ilminsky education system, which caused the start of a new phase in Russian nationalism, led to the emergence of nationalist ideas and intelligentsia among the ethnic groups exposed to this system The nationalist ideas spread among the ethnic groups exposed to the policy of Russification have enabled the establishment of new educational systems and the emergence of national liberation movements. A Higher education system is closely related to a country’s development. Governments need to make appropriate adjustments to ensure the healthy and sustainable development of higher education. To measure and evaluate the development status of the national higher education system and propose a set of policies, the following work has been done in this paper: First, this paper establishes a comprehensive evaluation index system based on the AHP-FCE model. The healthy development of education in significant countries was compared horizontally and (...) vertically. The results of weighted scores were used to determine the Japanese higher education system as the research object. Secondly, this paper uses factor analysis and principal component analysis to evaluate the level of sustainable development of higher education, detecting development barriers that migrate from the current to the future. This paper proposes a healthy and sustainable development policy blueprint from four aspects. Finally, this article uses the ARMA time series model to predict the development trend of Japanese higher education in the next 30 years and formulates a timetable for corresponding implementation arrangements. In addition, this paper quantitatively evaluates the effectiveness of the policies we propose and their impact on reality and provides references for other countries in the world. (shrink)

The European Union policy is geared towards fostering the diversity of cultural expression in its member states. Globalisation, cosmopolitanism and increasing mobility of the population have been destroying the fundamental values of nation-based states. The preservation of the ethnicity of the nation is becoming an increasing challenge. In Lithuania, where ethnicity has deep roots, many prominent representatives of the Lithuanian national revival, cultural figures, philosophers and pedagogues have emphasised the importance of national culture and the development of national identity in (...) the educational space in order to preserve the foundations of the state and its future sovereignty. This is, therefore, becoming an important educational challenge. In 2009, the Ministry of Education, Science and Sport of the Republic of Lithuania adopted the “Strategy for the Development of Ethnic Culture in Educational Institutions”, which was specified in the action program in 2012. However, the modelling of civic education, especially the practical implementation process, faces challenges in the area of education, one of which is the lack of proper attention from participants in education and media. The empirical research reveals that the interest of Lithuanian youth in the history of the national and ethnic culture remains low. This shows that when implementing reforms in the country’s education system, it is appropriate to impart fundamental provisions of citizenship and nationality to the young generation in a consistent and attractive manner. The aim of the article is to present the expression of citizenship and nationality in the educational space of Lithuania and to provide guidelines for improvement of civic education based on research. Systems thinking is an increasingly recognized paradigm in education in both natural and social sciences, a particular focus being, naturally, in biology. This article argues that plant biology, and in particular, plant hormonal signaling, provides highly illustrative models for learning and teaching in a systems paradigm, because it offers examples of highly complex networks, ranging from the molecular‐ to ecosystem‐scale, and in addition lends itself to the use of real‐life biological objects.

In the last two decades the Israeli educational system has undergone major changes which have transformed it from a state-controlled, overly bureaucratic and almost fully state-financed system into a decentralized, partly locally controlled and increasingly privately financed system. Advocates of this transformation of the educational system appeal to the ideal of parental choice. They argue that the implementation of parental choice programs in education shows more respect to the children and their unique talents, take their self-realization seriously and (...) promotes equal opportunities in education. The ideal of parental choice is also upheld in relation to value of cultural pluralism. Supporters of educational autonomy advocate the restructuring of schools in a way allowing them to develop a unique climate and curriculum consistent with respective communities and parents' preferences. The aim of this paper is to assess critically the changes that Israeli educational system has undergone against the background of the principle of equal educational opportunities. The main claim of the paper is that these changes undermine this principle. It will be argued that these changes actually cater mainly to the educational interests of middle and upper middle classes in Israeli society. (shrink)
