Objective: To map the tone of local and global economic information transmitted in news and non-news TV programming during economic recovery, and to resolve a conflict in the literature between research where a negative trend in economic news was identified and studies which concluded that economic news reflects actual economic circumstances. Method: A content analysis of 140 hours of prime-time programming aired by commercial networks and public broadcasting in Israel during one month. Results: Local (...) news reflects fairly accurately current trends in the stock exchange while still maintaining a general tendency to employ a negative tone more frequently than a positive tone, even during economic recovery. Global economic news is more positive in tone than local economic news. References to the economy in the news are more positive and frequent than references to the economy in non-news programming. The tone of economic news in public broadcasting is more negative than the tone of economic news aired on commercial stations. Conclusions: The existence of a negative bias in economic news depends on the reported event. While News about the stock exchange is not biased, less concrete news is negatively biased. (shrink)

Discourses of recovery and resilience have risen to positions of dominance in the mental health field. Models of recovery and resilience enjoy purchase, in both policy and practice, across a range of settings from self-described psychiatric survivors through to mental health charities through to statutory mental health service providers. Despite this ubiquity, there is confusion about what recovery means. In this article we problematize notions of recovery and resilience, and consider what, if anything, should be recovered (...) from these concepts. We focus on three key issues, i) individualization, ii) the persistence of a deficit model, and iii) collective approaches to recovery. Through documentary analysis we consider these issues across third sector organizations, and public and mental health policy. Firstly, definitional debates about recovery reflect wider ideological debates about the nature of mental health. The vagueness of these concepts and implicit assumptions inherent in dominant recovery and resilience discourses render them problematic because they individualize what are social problems. Secondly, these discourses, despite being seen as inherently liberatory are conceptually dependent on a notion of deficit in that talk of “positives” and “strengths” requires the existence of “negatives” and “weaknesses” for these concepts to make sense. We argue that this does little to substantially transform dominant understandings of psychological distress. Thirdly, these issues combine to impact upon the progressive potential of recovery. It comes to be seen as an individualistic experiential narrative accompaniment to medical understandings where the structural causes of distress are obscured. This in turn impacts upon the potential for recovery to be used to explore more collective, political aspects of emotional distress. Drawing on the work of Fraser, we use this critique to characterize “recovery” as a “struggle for recognition,” founded on a model of identity politics which displaces and marginalizes the need for social, political and economic redistribution to address many of the underlying causes of emotional distress. We conclude by stating that it is only when the collective, structural experiences of inequality and injustice are explicitly linked to processes of emotional distress that recovery will be possible. This article argues for the importance of studying life after mental illness. A significant proportion of people who experience mental illness recover, but the experience continues to affect their lives. Historical examination of the birth of mental after-care through the Mental After-Care Association (MACA) highlights the challenges faced by those who were discharged recovered from English and Welsh lunatic asylums between 1879 and 1928. This research demonstrates the relationship between ideas regarding psychiatric recovery and citizenship. Throughout the period, certification (...) of insanity for institutional treatment stripped patients of the status and rights of citizenship. Discharge on account of recovery restored a patient's legal access to citizenship, yet suspicions about their right and ability to particate in society lingered. The MACA designed after-care to facilitate restoration to full citizenship. The MACA was a product of the active citizenship movement, according to which, one's right to identify as a citizen depended on the performance of certain duties to the community. These duties varied according to socio-economic position and sex, meaning that each individual was prescribed a gendered personal citizenship role. MACA personnel saw their endeavours as part of their own citizenship roles, and designed their treatments accordingly. The MACA used a patient's assumption of a citizenship role to indicate recovery, and believed that supporting the performance of that role had mentally healing effects for patients who had been discharged recovered. MACA workers thus imbued the psychiatric innovation of after-care with the liberal political and social values of active citizenship. (shrink)

The COVID-19 pandemic resulted in the abrupt closure of circus schools, venues, and companies, introducing a myriad of novel stressors. Performers and students must now attempt to maintain their technical, physical, artistic, creative, and cognitive abilities without in-person support from their coaches and must manage the isolation from their training and performing spaces. For circus artists, the transposition of the work space to a home environment is not possible, which creates novel stressors that could lead to the exacerbation and escalation (...) of mental health issues. The purpose of this study is to develop, implement and evaluate a holistic interventional program based on the socio-ecological model of resilience and operationalized through physical literacy. This will be a prospective longitudinal study with a retrospective comparison to data from a similar student cohort pre-pandemic. Interventions were designed using a population-specific, participant-based developmental model within a knowledge translation framework. The interventional program includes group webinars, small group information sessions, and one-on-one Zoom meetings, in addition to the distribution of electronic educational materials. The interventions will holistically provide psychological, physical, social, technical, artistic, and creative supports. Resources will be deployed throughout the closure period and through recovery, as transitions to return to training after prolonged hiatus will magnify known psychological and physical difficulties. Repeated, longitudinal assessment of students will be utilized to track changes over time at key transitions in the pandemic and school year and will be compared to a pre-pandemic school year. The framework for this program will be translatable to other performing arts and high-performance contexts. The program has implications for the mental health and overall wellbeing of artists and for cultural and economic recovery of the industry. (shrink)

The accelerated rates of scientific and technological progress and the intellectualization of the main factors of production play a leading role in ensuring the economic recovery of national economies, in particular in the conditions of the existence of today's post-pandemic consequences. The technological development of the leading countries of economic development poses difficult tasks for other participants in the world economic space to avoid a significant lag, especially in today's post-pandemic society. For the countries of Eastern (...) Europe, this task is complicated not only by political and social tensions, but also by the lack of effective government regulation instruments that could provide support for the high-tech sector as a locomotive for the modernization of the national economy. Moreover, enterprises of the high-tech sector of the economy, being deprived of state support, must independently ensure their functioning by creating a system of economic security. Ensuring safety in a post-pandemic society of such enterprises is characterized by significant differences, which are most related to the need to create safe conditions for the activities of workers - the most valuable resource. The development of enterprises in the high-tech sector of the economy is impossible without taking into account the safety aspects, it requires the intensification of scientific research in this area. The purpose of the article is to form information support for managing the economic security of enterprises in the high-tech sector of the economy in the context of post-pandemic modernization. Alfred Müller-Armack was one of the very important policy-makers who initiated the West-German economic recovery after WWII. He devised the underlying economic program of the so-called “German Miracle”, which was not a miracle at all. It was the outcome of a rigorous rule transformation from the bankrupt central planning of the Nazi- regime to a market economic order based on the principles of classical liberalism combined with a social safety net for all who suffered from the (...) terrible consequences of war destruction. He called his program “Social Market Economy”, thereby expressing that the risky game of the market needs a social safety net to make his program acceptable for the majority of the German citizens.Müller-Armack was not only the Head of the Central Policy Unit at the Federal Economic Ministry under Ludwig Erhard for twelve years but also a well-known university teacher of economics. In the tradition of Max Weber he combined this subject with the theory of economic sociology, and especially, the sociology of religion. In this respect he was an early author in the field which nowadays is named “cultural economics”. This research examines the novel No Time Like the Present (NTLP) by Nadine Gordimer as a material object. This novel outlines the conditions and situation of the post-apartheid South African country with various post-colonial problems. Centered on the life of a mixed family, black and white, with the characters of former independence fighter Umkhonto, the novel shows how the tortured and fragmented essence of a country struggles to define itself as a post-apartheid nation. In this regard, as an implication of (...) this problem, this research formulates two problems, (1) How do the colonial memory and trauma contructed in NTLP novel? And (2) How are the subject efforts to accept and recover from the trauma? To solve those problems, this research uses Postcolonial Trauma perpective of Step Craps and combined with reconciliation theory from Dominick LaCapra as a formal object. The aims of this research to (1) describe the construction of memory and colonial trauma through narrative witnessing that has an impact on the existence of the traumatic subject in the novel, and (2) explain the traumatized subjects efforts to survive through recovery and acceptance of the trauma experienced. This research is qualitative-descriptive by analyzing data using phenomenological method. The method used to analyze the events as well as traumatic experiences constructed in literary texts. The research resulted, (1) the construction of traumatic memories originating from apartheid events is narrated in various forms of torture carried out by the white regime, both directly against Umkhonto and South African society in general, including arrests and killings, segregation and cladestine life, invasions home, and cultural racism. This experience in turn causes collective trauma, which is narrated in symptoms such as the inability of the subject, feelings of inferiority, self-loathing, to Xenophobia. Furthermore, (2) in the efforts of reconciliation, social, political, economic, and other transformations and reforms, it encourages traumatic subjects to persist in the present and in the future, even though the past is still haunted. As an entity that represents the collectivism of the South African people, Umkhonto demonstrates persistence, reconnecting experiences, knowledge and feelings between them through acceptance of reality, selecting the right listeners or mates, and working towards voting rights in elections. This study aimed to analyse the contribution of infaq funds to the social and economic resilience of the community during the COVID-19 pandemic in West Papua, Indonesia. This study uses a mixed-method approach, combining qualitative and quantitative studies. Qualitative data were collected through focus group discussions with administrators, Dai [Islamic preacher] and mosque congregations to obtain information about the form and mechanism for disbursing infaq funds. Furthermore, the state of distribution of infaq funds is confirmed to the recipient community (...) with an online survey as quantitative data. The data obtained were tabulated and analysed with descriptive and inferential statistics using multiple linear regression assisted by SPSS software 25 version. The research findings show that: firstly, the form of the social-economic contribution of infaq funds is carried out by: (1) financial assistance, (2) social assistance, and (3) health assistance. Secondly, infaq, an instrument of Islamic economics, can contribute to tackling the social and economic impacts of the community amid the COVID-19 outbreak. Thirdly, of the three forms of assistance provided, the health assistance aspect contributed 38.320%, the financial assistance aspect amounted to 37.173% and 24.339% to social assistance. This study shows that the community most needed health and financial assistance from infaq funds during the COVID-19 pandemic.Contribution: This study complements the existing literature and provides a new scientific treasure. That the infaq fund, as a philanthropy, turned out to be able to contribute to realising the social-economic resilience of the community during a disease outbreak. The form of health, financial and social assistance from infaq funds is a priority in accelerating the community’s economic recovery. It can be a countermeasure to socio-economic impacts during disasters and disease outbreaks. (shrink)

The study aims to investigate indigenous communities’ socio-economic impacts as a result of the COVID-19 pandemic and to explore coping strategies to aid in the socio-economic recovery of indigenous communities. -/- The COVID-19 pandemic has had a negative impact on indigenous people's livelihoods, including employment and income, education, the migration of people, health, and natural resources. As a result of COVID-19, the indigenous people have lost their employment and income. The price of fish has decreased, which has (...) lowered their ability to make money from selling fish. Migrant workers returned home because they were concerned about their health security and many lost their jobs. Schools were closed because of COVID-19 and this increased education inequality. Health was impacted because it was difficult to access health services due to restrictions on travel. Returning migrants have pressured forest and fishery resources through increases in the number of fishers, which include the migrants who have returned to their own village. -/- The RGC, rural communities and indigenous communities have taken a number of measures to cope with the issues stemming from COVID-19. Migrant workers tried to look for local employment, used fishing to supplement household consumption and income needs, and often borrowed money from neighbors. Students attempted to use e-learning that was facilitated by the government; teachers visited some students’ homes, and older students supported younger students in their school lessons. In terms of health, home visits were facilitated for pregnant women, and people sought permission to travel to health centers. After giving birth, families were visited and offered a small amount of money to support their basic needs. To deal with natural resources, some coping strategies included smaller groups of patrolling teams, support grants from CSOs for forest and fishery resource patrolling, drone delivery to community fishery committees, and requesting community members to report illegal fishing or logging. And to minimize the spread of COVID-19, a mandatory 14-day quarantine at home was imposed on all people returning to the village. (shrink)

Rationale, aims and objectives: Appropriate use of diagnostic and treatment modalities are essential for rational use of resources. The aim of this study is to evaluate the use of diagnostic modalities and different treatment options and their economic impacts following an acute ankle distortion resulting from an occupational accident. We evaluated the type-of-treatment impact on the victims' course of recovery as well as its impact on the associated accident costs. Research was carried out in Belgium. Methods: An ankle (...) distortion victims' database consisting of 200 cases of (Belgian) occupational accidents during the period 2005-2007 was analysed. Results: Patients who were prescribed immobilization or the use of adjuvant support or physical therapy (118 cases) were not employed during a period of 37 days on average, with a mean total cost of 3140.14 Euros caused by the ankle sprain. Patients without any adjuvant therapy (82 cases) were characterized by an unemployment rate of 15 days on average, and a total cost of 1077.86 Euros. Cast immobilization, although its application is not supported by evidence-based literature, was still applied in 36% of the population studied and resulted in the longest average absence of work of 42 days with an obvious significant increase in medical and total costs. Conclusions: Our results show a high rate of inappropriate use of cast immobilizations for ankle distortions. From an economic point of view and for the same clinical endpoint (being full resumption of the occupational activities), simple conventional treatment, consisting of rest, ice, compression and elevation at diagnosis with allowance of early weight bearing in the further clinical course, leads to the quickest full resumption of activities in combination with the lowest medical costs, if compared with any other kind of treatment. This paper discusses the optimal settlement offer, the net recovery through auditing, the condition for the auditors to move to the full audit, and how an auditing program can be truly cost-effective. This paper provides a criticism of the New Left’s discourse of legitimation of the globalization hypothesis based on the same understanding of it than contemporary Conservative Liberalism. According to the New Left’s basic epistemological-political standpoint, the economic globalization is a consolidated process which leads not only to the era of international economy, but also to the failure of a nationalist interventionist politics, as to the irreversible weakening of the Welfare State model of strong political institutions as the basis of (...) economic constitution and of social evolution. According to the New Left, only international political institutions can frame the international economy. We argue that the New Left does not seriously consider the notion of late capitalism, disregarding the political-economic dependence between central and peripheral countries as the fundamental characteristic of international politics and of global economic constitution. Here, international political institutions cannot tackle macroeconomic contradictions and pathologies due to the fact that the international economic order is grounded on political inequality and dependence of these central and peripheral countries. The important epistemological-political question is not primarily the economic globalization itself, but its political basis, that is, the international politics founded on the periphery’s dependence as the condition to central development. Therefore, only the recovery and the renewal of a nationalist and interventionist politics based on the strengthening of political institutions in general and of the Welfare State in particular can respond to problems of economic globalization, deconstructing the New Left’s globalization hypothesis. This paper compares the socio-economic impact of warfare on two frontier zones of the sixth-century eastern Roman empire: the central and northern Balkans; and the northern Syrian-Mesopotamian and Armenian borderlands in the East. The theme of war damage is central to historical and archaeological work on the Balkans but plays a comparatively marginal role in research on the East. And yet the eastern provinces were affected by more intensive raiding by larger armies, and at least as regularly as the (...) Balkans. Much of the difference in perception is related to contemporary sources’ exaggerated coverage of ‘barbarian’ raiding on the Balkans, a region traditionally viewed as a neglected backwater by authors such as Procopius. Conversely, such sources portray warfare with the Sassanid Persians in the East through a ‘classicising’ lens, describing at greater length generals’ speeches, battles, campaigns and sieges. Another reason for the disparity in modern discussions of the two regions is the socio-economic recession in the northern Balkans toward the end of the sixth century. This can be at least indirectly linked to the effects of warfare between the empire and the Avar Khaganate and Slavic groups. Recovery from the devastation caused by these groups’ invasions could no longer be funded by the imperial authorities, who, by this stage, were struggling to finance wars on multiple fronts and were feeling the fiscal effects of repeated bouts of bubonic plague. Despite also suffering from this absence of central investment, eastern societies and economies enjoyed a greater degree of continuity in the final decades of the sixth century. This was because non-imperial sources of agricultural and commercial wealth in these areas encouraged elites to invest in recovery projects. Local elites’ and wider populations’ deep-rooted feelings of cultural, linguistic and religious attachment also played a role in their survival. These economic and cultural ties can in part be explained by the fact that, unlike the Balkans, these eastern provinces had enjoyed a long period of peace and stability in the fourth and fifth centuries. California is a landmark setting for studying produce recovery efforts and policy implications because of its global relevance in agricultural production, its complex network of food recovery organizations, and its environmental and public health regulations. Through a series of focus groups with organizations involved in produce recovery (gleaning organizations) and emergency food operations (food banks, food pantries), this study aimed to deepen our understanding of the current produce recovery system and determine the major challenges and opportunities (...) related to the produce recovery system. Operational and systematic barriers to produce recovery were highlighted by both gleaning and emergency food operations. Operational barriers, such as the lack of appropriate infrastructure and limited logistical support were found to be a challenge across groups and were directly tied to inadequate funding for these organizations. Systematic barriers, such as regulations related to food safety or reducing food loss and waste, were also found to impact both gleaning and emergency food organizations, but differences were observed in how each type of regulation impacted each stakeholder group. To support the expansion of food recovery efforts, participants expressed need for better coordination within and across food recovery networks and more positive and transparent engagement from regulators to increase understanding of the specifics of their unique operational constraints. The focus group participants also provided critiques on how emergency food assistance and food recovery are inscribed within the current food system and for longer term goals of reducing food insecurity and food loss and waste a systematic change will be required. This paper traces missing links in the history of economic thought. In outlining Hume's concept of 'the reflexive mind' it shows that this opened frontiers between philosophy and psychology which Bertrand Russell denied and which logical positivism in philosophy and positive economics displaced. It relates this to Hume's influence not only on Smith, but also on Schopenhauer and the later Wittgenstein, with parallels in Gestalt psychology and recent findings from neural research and cognitive psychology. It critiques Kant's reaction to (...) Hume's claim that one may assume but cannot prove cause and effect and how Samuelson's Foundations of Economic Analysis has been Kantian but wrong in claims for axioms that are universal truths. It illustrates how Samuelson's presumption that language and mathematics are 'identical' was as mistaken as the logical atomism of Russell and the early Wittgenstein, relates this to Kleinian splitting, denial and projective identification and suggests that recovery of greater realism in economics needs to regain links with such philosophy and psychology. This paper is an attempt at exploring the phenomenon of creation of strangers and estrangement as post-war trauma effects. It starts with an observation that post-war is a mental state manifesting itself in individuals as estrangement from themselves, environment, other people, and from the very meaning of life. The post-war trauma triggers a tendency for recovery and normalization of life, which, however, never ends. The paper focuses mainly on four aspects. Firstly, critical moments of the evolution of post-war periods (...) in Europe are discussed, starting with the end of war until now. Secondly, the evolution of change in mental moral grammar in specific post-war periods is looked upon. Thirdly, paths to recovery and normalization through the creation of strangers and estrangement in consecutive, critical post-war periods are indicated. The European post-Marxist work Empire by Hardt and Negri points to the theological/metaphysical underpinnings of modernity and global capitalism in the medieval shift from Trinitarian orthodoxy to nominalism. Though Hardt and Negri reject religious or transcendental approaches to the social, their work shows remarkable resemblances with the ontological critique of modernity and economism mounted by John Milbank and Stephen Long among others. By contrast the considerable oeuvre of Ronald Preston on capitalism lacks a deep ontological critique. The return of ontology (...) to theological economics in recent contributions from Gorringe, Long, Milbank and Northcott marks a significant recovery of a more theological orthodoxy, but also a more thoroughgoing critique of economism whether in capitalist or socialist guise. The ArgumentThe Netherlands has been a pioneering country in the development of macroeconometric modeling and its use in economic policy. The paper shows that the model was used to overcome the fragmented culture of Dutch pillarization. It proves that the specific use of modeling in the policy process is at least partly shaped by a nation's social structure. The case study relates to the outcome of a controversy within the social democratic pillar in the Netherlands in the period 1930–50 (...) as to how to plan the economic system in the context of the social developments leading up to the crisis, World War II, and the postwar recovery. The aim of the article. The aim of the article is to identify the components of social and economic systems life cycle. To achieve this aim, the article describes the traits and characteristics of the system, determines the features of social and economic systems functioning and is applied a systematic approach in the study of their life cycle. The results of the analysis. It is determined that the development of social and economic systems has signs of cyclicity (...) and is explained methodologically by the axiomatics, rules and laws. Understanding of circular patterns has been formed long ago and now is recorded by scientists monitoring the properties of natural and artificial environment of human activity. During the study, it was found out that in scientific literature there is no unified description of the life cycle elements of social and economic systems at personal, micro, meso, macro and global levels. The paper investigates the cyclical patterns in multilevel social and economic systems for a human, employee, family, product, company, city, industry, elite, macroeconomic indicators, humanity, global processes, global economic system and the Universe. It is noted that at grass-roots administrative levels of the global environment of a human life activity system, a thesis about the cyclicity of development and the stages of the life cycle is considered by a wide circle of scientists and is doubtless. On hierarchically higher management levels of the global environment of human activity system, the scientists noticed the similar patterns of the cyclical nature. Problematic and discussion questions about cyclic development of social and economic systems are identified: the uncertainty of the driving force source of repeated changes; the vague distinction between systemic (internal) and off-system (external) influence on development; the lack of a unified description of development nature at different managerial levels; the use of different descriptive terms for the same constituent elements of repeated changes (period, stage, phase, wave, cycle); the uncertainty of the number of repeated changes constituent elements; the absence of an identification mechanism of the exact time of changes in the constituent elements of repeated changes; the surface description of out-of-system period of the subjects activity («before-system» period of creation and «after-system» period of liquidation); attaching more importance to primary and less importance to ultimate component elements of the repeated changes; the lack of reliable mechanism for predicting and forecasting the dynamics of constituent components of repeated changes. It is noted that all social and economic systems are developed within repeated changes and they have the same attributes of cyclicity: the fluctuation of indicators is marked that characterize the condition of the subject; the presence of system (from creation to liquidation) and out-of-system (creation – «design» and liquidation – «disposal») periods are noted; the subjects are created by the actions of other subjects (that is, subjects do not arise «out of nowhere», but are the result of actions of other subjects – «constructors»); after cessation of subjects functioning, their resources are used by other subjects (that is, the subjects do not disappear «nowhere», and they are transformed into the resources of other subjects – «recovery»); a unidirectional life cycle from «birth» to «death» is observed in the subjects; the subjects do not have to undergo the whole life cycle (each time might be the last); the subjects display similar changes of the indicators during their activity; ascending, peak and descending fluctuations of indicators are observed in the subjects; minor fluctuations occur in the constituent elements; the subjects have individual nature of indicator fluctuations and duration of activity. Conclusions and directions of further researches. The scientific novelty of the study is identification structure of life cycle of social and economic system with definitions of: common («before-system state», «growth», «stabilization», «reduction», «after-system state») and specific («creation», «slow growth», «rapid growth», «growth stabilization», «short stabilization», «rapid reduction», «slow reduction», «liquidation») constituent elements of repeated changes; marginal borders of indicators; dynamics of constituent elements of life cycle; key points of changing nature of the indicators dynamics. Identification of the life cycle of social and economic systems characterizes potentially possible limits of their activity in time and provides the possibility of further research of aspects of the cyclical development for methodological basis formation and the development of applied measures of systemic development in the areas of marketing and management innovations. The trend of emerging biorefineries is to process the harvest as efficiently as possible and without any waste. From the most valuable phytomass, refined medicines, enzymes, dyes and other special reactants are created. Functional foods, food ingredients, oils, alcohol, solvents, plastics, fillers and a wide variety of other chemical products follow. After being treated with nutrient recovery techniques, biofuels or soil improvers are produced from the leftovers. Economic optimization algorithms have confirmed that such complex biorefineries can be financially (...) viable only when a high degree of feedstock concentration is included. Because the plant material is extremely voluminous before processing, the farming intensity of special plants increases in the nearest vicinity of agglomerations where the biorefineries are built for logistical reasons. Interdisciplinary analyses revealed that these optimization measures lead to significantly increased pollen levels in neighbouring urban areas and subsequently an increased risk of allergies, respectively costs to the national health system. A new moral dilemma between the shareholder’s profit and public interest was uncovered and subjected to disputation. (shrink)

Survivors of the Black Death confronted a world changed very much for the worse, or so we often say when ignoring nuance. There is no denying that many chroniclers wrote from a situation of real anxiety about an uncertain future. Many locales felt the effects of severe wage inflation and dramatic price fluctuations, some work regimes intensified, social mobility increased, and the utility of traditional safety nets failed to provide against localized food scarcity. Nevertheless, we should view with caution descriptions (...) of plague-induced economic and social dislocation leading to anarchy and decadence, which can become colorful exaggerations, especially when buboes and piled bodies get added to the narrative mix. In recent years many researchers have begun to confront the overload of stereotypes about postplague living to which a human inclination to prurience and some vast historical lacunae have led us. Edwin Hunt, James Murray, and others have found men and women in late-medieval Europe seizing latent economic opportunities in the midst of their difficult circumstances, stimulating producer innovations and encouraging a consumption boom. The medical practitioners studied by Jon Arrizabalaga and John Henderson did not surrender to the defeatism often ascribed to them. And despite the evidence that social stress made room for extremism—flagellant self-abuse, attacks upon Jewish communities, urban riots and rebellions—in government and the world of custom pragmatic flexibility insulated foundational institutions against radical upheaval. Important continuities bridged the pre- and postplague eras. Plague epidemiology has also grown more complex in response to a keener understanding of the morphology of disease agents and the historical shaping of disease categories. (shrink)

Before, the idea of property as a fiduciary relationship, which is still present in contemporary social constitutionalism, was closely linked to the view that the exercise of freedom entails the capacity to shape those property rights that channel socioeconomic life. The declaration of the COVID-19 pandemic by the World Health Organization on March 11, 2020, led to unprecedented events. All regions of the world participated in implementing preventive health measures such as physical distancing, travel restrictions, self-isolation, quarantines, and facility closures. The pandemic started global disruption of socio-economic systems, covering the postponement or cancellation of public events, supply shortages, schools and universities’ closure, evacuation of foreign citizens, a rise in unemployment and inflation, misinformation, the anti-vaccine movement, and incidents of (...) discrimination toward people affected by or suspected of having coronavirus disease. Attempts have been made to protect the oldest age group at risk, but in many cases, this has led to over-restriction and age discrimination. The rationale for working on the Research Topic "Socio-economic systems in the post-pandemic world: Design thinking, strategic planning, management, and public policy" was the need to start reflecting on resilience and lessons learned from this public health event that revealed the global unpreparedness in critical areas. Also, the pandemic triggered both top-down and bottom-up responses that needed more in-depth analyzes. This Research Topic covers interdisciplinary contributions addressing new thinking, challenges, and transformations required for post-pandemic global, national, regional, and local realities. The presented Research Topic combines studies focused on recognizing the actions and interventions leading to the recovery of socio-economic systems during the tail end and after the pandemic. The studies delivered recommendations regarding, among others, the care of vulnerable, planning socio-economic restart, and imagining the "new normal.". (shrink)

On 11 March 2020, the World Health Organization declared a pandemic of the COVID-19 coronavirus disease that was first recognized in China in late 2019. Among the primary effects caused by the pandemic, there was the dissemination of health preventive measures such as physical distancing, travel restrictions, self-isolation, quarantines, and facility closures. This includes the global disruption of socio-economic systems including the postponement or cancellation of various public events (e.g., sporting, cultural, or religious), supply shortages and fears of the (...) same, schools and universities closure, evacuation of foreign citizens, a rise of unemployment, changes in the international aid schemes, misinformation, and incidents of discrimination toward people affected by or suspected of having the COVID-19 disease. The pandemic has brought to the fore unpreparedness in critical areas that require attention, amid prospects and challenges. Moreover, considerable reorganization efforts are required with implications for assets, resources, norms, and value systems. COVID-19 is challenging the concept of globalization and stimulating responses at the levels of local and regional socio-economic systems that lead to the mobilization of assets that have been unrecognized earlier on, such as various forms of economic capital, social capital, cultural capital, human capital, and creative capital. For example, through digital channels, local groups are forming to create schemes of support for physical and mental wellbeing. These emerging exchanges lead to various social and technological innovations by building on skills and assets that are less important in the free-market economy, such as empathy, skills for crafts, making and fixing; locally grown microgreens; and micromanufacturing. Isolation and local living are also making it much harder to ignore the civic responsibilities towards communities, meant as individuals, vulnerable groups, and local businesses. Whilst the pandemic is limiting physical participation, this challenging time is uncovering alternative ways of mutual support, which may create long-term benefits for socio-economic systems, including environmental and biodiversity protection, reduction of the air pollution, and climate action. The pandemic’s threat to public health will hopefully be overcome with implications for disruption for an extended period that we are unable to forecast at this stage. It is key to focus on studies recognizing the activities and interventions leading to the recovery of socio-economic systems after the pandemic. Reflecting and planning on how societies and economies will go back to “business as usual” requires new forms of communication and cooperation, imaginative design thinking, new styles of management, as well as new tools and forms of participation in various public policies. Many questions related to the care of the vulnerable, economic restart, and the risk of future pandemics, to mention but a few, are already occupying the academic, scientific, experts, and activist communities, who have started to imagine the “new normal.”. This paper analyzes the presence of Israel Kirzner in the History of Economic Thought and focusing on his professional engagement with other economists. His academic trajectory is contextualized on three milestones of the recent history of the Austrian School. The first one is the ending of the socialist economic calculation debate, when the Austrian was considered unconvincing due to the economics’ shift to a general equilibrium model of the economy; in the aftermath of the debate, Kirzner entered at (...) the New York University’s PhD program and was mentored by Ludwig von Mises. At this point, Kirzner started to develop his ideas on entrepreneurship and to aim an audience wider than his Austrian peers. The second is the Austrian Revival in the 1970s, in which the prestigious recovery stage of the Austrian School, thanks to Kirzner assuming a leadership role in the process. The third is in the 1980s, when a more consolidated Austrian School attempts to define itself, as Kirzner retains an Austrian vision founded on the synthesis between Mises and Hayek. It is concluded that Kirzner’s professional engagement was fundamental in the recovery of Austrian theory. He communicated Austrian ideas to a wider audience and synthetized Misesian and Hayekian proposals on the market process. These efforts allow us to recognize a Kirznerian view of the Austrian School, established with the traditional microeconomic theory, but including greater subjectivity on the interpretation of economic phenomena, becoming a more general, more realistic theory. The emergence of COVID-19 has made it ever more onerous for the world economy to rethink the way things are done and to be done. The need and almost compulsory way of services being catered for will never have been made so practically obvious without the influence of a pandemic like COVID-19. The world at some point in time was almost brought to a standstill, with services pertaining to supply-chain deliverables, education / professional development and many more almost brought to (...) a halt. This paper has the platform for critically assessing the pathway SSA economies (SSA) should follow, notably creativity in new technologies, while adopting a stance on ISI approach in order to reduce its reliance on the importation of essential commodities, which seem to have been a worrying concern throughout the crisis of COVID-19. Suggestions for SSA economies to embrace the notion of creative destruction is the focal point in this paper for the realization of growth and development, while at the same time harnessing the power of human integrity to champion competitive innovation. _The Uprising_ is an Autonomist manifesto for today's precarious times, and a rallying cry in the face of the catastrophic and irreversible crisis that neoliberalism and the financial sphere have established over the globe. In his newest book, Franco "Bifo" Berardi argues that the notion of economic recovery is complete mythology. The coming years will inevitably see new surges of protest and violence, but the old models of resistance no longer apply. Society can either stick with the prescriptions (...) and "rescues" that the economic and financial sectors have demanded at the expense of social happiness, culture, and the public good; or it can formulate an alternative. For Berardi, this alternative lies in understanding the current crisis as something more fundamental than an economic crisis: it is a crisis of the social imagination, and demands a new language by which to address it. This is a manifesto against the idea of growth, and against the concept of debt, the financial sector's two primary linguistic means of manipulating society. It is a call for exhaustion, and for resistance to the cult of energy on which today's economic free-floating market depends. To this end, Berardi introduces an unexpected linguistic political weapon--poetry: poetry as the insolvency of language, as the sensuous birth of meaning and desire, as that which cannot be reduced to information and exchanged like currency. If the protests now stirring about the world are to take shape and direction, then the revolution will be neither peaceful nor violent--it will be linguistic, or will not be at all. (shrink)

The purpose of the study is to reveal theoretical and methodological approaches to optimizing the formation of cash flows of enterprises. The article presents an analysis of the process of integrating the optimization of the company's cash flows into the overall sequence of their management, as well as the conditions for the application of complex measures for subsequent financial recovery. The scientific novelty of the obtained results lies in the development and refinement of theoretical provisions, schemes for optimizing cash (...) flows and determining the directions for evaluating the optimization of cash flows. As a result, the main directions of optimization of cash flows are identified. As a result, it is revealed that the optimization process is formed on the basis of a logical sequence, the process of implementing management decisions regarding the optimization of the cash flows of the enterprise is justified. This article addresses research that deals with approaches to psychological and social trauma and ways to manage its disruptive power. In the first instance I apply this to the life of my great-grandmother in order to help understand why her life became unbearably difficult, the treatment she received as a female ‘hysteric’ in the 1940s and most importantly the impact that her life has continued to have through four generations of family life. In the second instance, I apply trauma theory (...) to the history of forgetting women and its implications for feminist action and recovery with specific reference to Feminist Theology. I suggest that there are powerful connections between the individual and collective forgetting of women’s lives, and that this forgetting is premised on forms of symbolic violence. I turn to the work of psychiatrists Judith Herman, and Russell Meares and feminist theologian Elisabeth Schüssler Fiorenza, in order to provide an account of forgetting, remembering and finally recovery. _Confronting American Labor_ traces the development of the American left, from the Depression era through the Cold War, by examining four representative intellectuals who grappled with the difficult question of labor’s role in society. Since the time of Marx, leftists have raised over and over the question of how an intelligentsia might participate in a movement carried out by the working class. Their modus operandi was to champion those who suffered injustice at the hands of the powerful. From the late (...) nineteenth through much of the twentieth century, this meant a focus on the industrial worker. The Great Depression was a time of remarkable consensus among leftist intellectuals, who often interpreted worker militancy as the harbinger of impending radical change. While most Americans waited out the crisis, listening to the assurances of President Franklin D. Roosevelt, the Marxian left was convinced that the crisis was systemic. Intellectuals who came of age during the Depression developed the view that the labor movement in America was to be the organizing base for a proletariat. Moreover, many came from working-class backgrounds that contributed to their support of labor. World War II and the resultant economic recovery shattered this coherence on the left. How did radicals opposed to capitalism deal with a labor movement that was very successful in terms of membership and power but clearly capitalist in its orientation? Coker describes the marked ambivalence and confusion of the intellectual left in the postwar years—a period of frustration brought on by a misreading of labor militancy during the 1930s and an unsuccessful search for a radical proletarian movement. The result was a politically and intellectually weakened left for decades to come. C_onfronting American Labor_ examines four individuals who represent a cross section of postwar radicalism. Each came of age on the socialist left, expecting that an anticapitalist movement would emerge from the ranks of labor. Seymour Martin Lipset and C. Wright Mills were professional sociologists. Sidney Lens spent his early life working within the labor movement before becoming a political commentator for a variety of leftist magazines and journals in the postwar era. Historian Herbert Gutman helped to create a “new labor history” that reflected broader transformations within the intellectual left. In tracing their various approaches to the problem of labor, C_onfronting American Labor_ explores the diverse nature of the postwar left. The frequency and severity of natural disasters and extreme weather events are increasing, taking a dramatic economic and relational toll on the communities they strike. Given the critical role that entrepreneurship plays in a community’s viability, it is necessary to understand how small business owners respond to these events and move forward over time. This study explores the long-term dynamics and trajectory of individuals within the broader business community following a natural disaster, paying particular attention to the influence of (...) social identity. Results suggest that the community identity changes over the course of recovery and rebuilding, underscoring the need for a holistic approach so that intervening agencies can achieve the sustainable economic recovery desired. Human flourishing is a desired outcome for building humanistic workplaces. In this context, flourishing is taken as a whole, an end, and not examined in its distinct causes or components. Surprisingly, many strategies to promote well-being do not include confronting suffering as a comprehensive human experience that can threaten flourishing if not well-oriented. Yet human suffering is ubiquitous, inescapable, and affects relations with the self, the world, and others. Suffering needs to be confronted not only in its distinct forms and (...) causes but also as an experience that encompasses the whole person and threatens human functioning i.e. rationality, free choice, and emotional stability. In the context of the modern work environments and the changes post-COVID-19, there are new difficulties with economic recovery, challenges with flexible work arrangements, and evolving employee-employer trust issues. These changes exist alongside the usual work and life challenges that result from dramatic or everyday events. An agent-based approach where individuals are empowered to recognize, accept, and proactively address suffering is needed. Cultivating cardinal virtues such as prudence, temperance, justice, and fortitude alongside intellectual virtues like epistemic courage, intellectual humility, open-mindedness, and intellectual perseverance will equip individuals to make wise decisions regarding their suffering and that of others. By integrating a virtue-ethic framework that addresses personal suffering through individual character growth and organizational policies, we can pave the way for more humanistic workplaces and promote human flourishing. Taft contributed to a lively “Old Right” conservative critique of the New Deal’s efforts to achieve economic recovery, promote sustainable growth, and convert to a postwar peacetime economy. This paper examines the senator’s market rhetoric—the ideas on the market, entrepreneurship, and the role of the state that he employed in political arguments after 1935—to understand the foundation of his libertarian brand of conservatism. The following article argues (...) that Taft fused Gilded Age evolutionary naturalism with the Republican Party’s tradition of economic nationalism in order to refute Franklin Roosevelt’s statist liberalism. In particular, he asserted that extra-human natural laws governed the market; that, in the absence of federal interference, it operated flawlessly; that small-business entrepreneurs, not corporations or public enterprise, were the agents of progress; and that the federal government should facilitate, not hinder, entrepreneurial enterprise. This article proposes a reading of the balsam in the Natural History (12.111–23) through the socio-historical construct of Botanical Imperialism: the physical and cognitive appropriations of flora to establish cultural primacy. Pliny’s construction of the balsam engages with Flavian preoccupations such as Rome’s economic recovery after the civil war, the integration of Judaea into the empire, Titus’ self-presentation as conqueror, and the influence of eastern luxury. Discerning the ideological dimensions of the balsam contributes towards scholarship on the literary (...) qualities of the Natural History, and sets Pliny’s botany in the context of comparative work on imperialism and the natural sciences. Public health emergencies can trigger individual death anxiety. Most previous studies focus on the negative effects of death anxiety via the Western materialistic view, neglecting both the positive aspects of death anxiety within the Chinese cultural background and the positive effects of death anxiety upon environmental consumption. By implementing the unique Chinese cultural background for the concepts of justice and interests, this study explores the positive influence of individual death anxiety on altruistic environmental consumption during the COVID-19 crisis by analyzing (...) personal life reviews and other sources. The results show that under the guidance of the correct concept of justice and benefit, individuals with high death anxiety during the epidemic period not only enhance their self-esteem through positive self-perception and social evaluation, but they are more inclined to benefit from other environmental consumption behaviors and attain a symbolic self-survival; and during the epidemic period, mental resilience, as a transformation mechanism of external defense and the internal growth of death psychology, can directly affect altruistic environmental consumption by consumers without relying on external standards. In the context of the Chinese culture’s concept of justice and interests, this study enriches the knowledge of fear management theory and the positive impact of death anxiety on environmental consumption. The introduction of mental resilience as a boundary condition has important theoretical and practical significance within the study of consumer behavior in public health emergencies and post-epidemic economic recovery. El objetivo de este capítulo es analizar el presunto despliegue de la «democracia sin alternativas» en Europa y sus consecuencias para la calidad de las democracias nacionales, especialmente las de la periferia de la zona euro –giips: Grecia, Irlanda, Italia, Portugal y España. El argumento principal es que la falta de receptividad de los gobiernos nacionales de los países giips hacia los deseos de sus ciudadanos constituye el reverso de la moneda de un exceso de atención de los gobiernos de (...) los países núcleo del euro, en especial de Alemania, a las preferencias de su ciudadanía. En todas las democracias representativas los políticos se enfrentan a un dilema fundamental entre receptividad a las demandas ciudadanas y responsabilidad ante terceros. Enfrentados a este dilema, los países núcleo del euro han optado claramente por lo primero –la receptividad ante las demandas de los electorados nacionales–, mientras que los países de la periferia de la zona euro se han visto forzados a ser responsables –ante sus socios de la ue y ante la ue en su totalidad. Como resultado, la crisis financiera de 2008 ha conducido a una ruptura en tres frentes dentro de la Unión Europea entre el núcleo y la periferia: con relación al ritmo de la recuperación económica, a los grados de autonomía gubernamental y, lo más importante, a la legitimidad democrática. Los países de la periferia de la eurozona se encuentran en el bando perdedor en los tres frentes.The objective of this article is to analyze the alleged unfolding of ‘democracy without choices’ in Europe and its consequences for the quality of national democracies, particularly those of the Eurozone periphery –giips: Greece, Ireland, Italy, Portugal and Spain. The argument is, in a nutshell, that the lack of responsiveness of giips national Governments to their respective national constituencies is the reverse of the medal of an excess of responsiveness in core Euro countries, particularly Germany. Governments are trapped between the pressure to be responsive at home and the need to be responsible to their European partners and the European project. If the trade-off of all democratic politics is between responsiveness and responsibility, Euro core countries have clearly opted for responsiveness –to domestic constituencies– and Eurozone peripheral countries have been forced to be responsible –towards their eu partners and the eu as a whole. As a result, the 2008 financial crisis has led to a three-fold breach inside the eu between core and periphery concerning the pace of economic recovery, the degrees of governmental autonomy and, most important of all, democratic legitimacy. Eurozone peripheral countries are at the losing side of this three-fold breach. (shrink)

Draw on the protection motivation theory, this study investigated the impacts of intolerance of uncertainty on “untact” buying behavior, and examined the sequential mediating role of the perceived risk of COVID-19 variants and protection motivation. A total of 1,564 young individuals participated in the survey. The serial mediation analysis results reveal that intolerance of uncertainty influences one’s “untact” buying behavior through “perceived risk of COVID-19 variants - protection motivation.” Both internal and external factors worked together to accelerate the transition of (...) individuals’ consumption behavior during COVID-19 pandemic. The paper assesses labour market integration opportunities for the groups of country’s population that are highly contrasting in social terms, i.e. young people and older adults, and their dependence on demographic changes. Since the beginning of the 21st century up to 2050 in the future, demographic changes have demonstrated and will continue to have an increasing impact on the social and economic development of European countries. In this context, it is particularly appropriate to monitor the demographic prospects and labour (...) market situation of young people and older adults. These marginal social groups of economic activity are the best reflection of the overall labour market prospects of an individual country. The paper provides a detailed analysis of the situation in Lithuania. Transformations of the situation of young people and older adults in the Lithuanian labour market are closely linked to highly dynamic changes in demographic structures. Using a variety of labour market indicators, the paper identifies trends characterising the situation of the target groups at issue, with a particular emphasis on the observed changes in unemployment and employment (economic activity) during crisis periods. The results of the analysis help to highlight weaknesses and strengths of the labour market situation of the target groups. The strengths include the positive dynamism of most of the observed labour market indicators in Lithuania in the long term and the fact that the situation is, in many cases, relatively better than the average for EU countries. The weaknesses in the labour market situation of young people and older adults are related to the relatively higher vulnerability of these social groups during economic downturns; they appear to lose jobs faster and need longer time to find a suitable job during economic recoveries. A slight stabilization of some macroeconomic indicators Ukraine in conditions of long-term preservation of structural imbalances in the domestic economy against the background of global economic recovery, reduce consumer demand in the global markets combined with the devaluation of the hryvnia no reason to conclude that ensure the sustainability of enterprises to the likely financial and economic turmoil. Given this situation, the article identifies the main problems of accounting of foreign exchange transactions in Ukraine through the prism (...) of foreign software security. At present actualized issue integration into the European economic space, which leads to aggravation of the issue of financial payments in foreign currency and their reflection in the accounting business. Stand unstable economic situation in the domestic market of Ukraine leads the majority of domestic enterprises to shift to foreign markets. Foreign trade enterprises directly related to the riskiness and exposure to foreign shocks her, so constantly need to monitor the status of foreign security. Based on empirical research using the software package MS Excel, articles in the research and forecasting of external economic security of Ukraine and brought a further increase of this indicator in a strategic perspective. However, foreign financial and payment transactions engaged in enterprise involving consideration of exchange rate fluctuations, in which there are exchange differences significantly affect the financial results of the company. In order to improve the accounting currency transactions in the context of foreign trade enterprises proposed harmonization of national and international accounting systems using international standards in national accounting system and financial reporting. Many households experienced significant negative economic impacts from job or work opportunity loss during the COVID-19 pandemic, including loss of income, loss of employer-provided health insurance, possible housing insecurity, and increases in food insecurity. Results from a sample of 929 U.S. households show that 53% of households with children reported some indications of food insecurity in 2020. The food security score divergences between households with and without children are stark, with food insecurity being worse among households with children. Food (...) insecurity for households with children was exacerbated by pandemic-era disruptions; the societal costs of these food insecurity challenges are only beginning to be recognized. This analysis adds evidence to the notion of the uneven toll of the pandemic and documents explicit and disproportionate negative consequences for households with children. As new policies are debated and economic recovery continues, households with children who have fallen down the socioeconomic ladder should not be omitted. Much of the attention during the pandemic has been on older segments of the population more susceptible to COVID-19 and its complications, while younger children, who were less susceptible initially and/or less obviously impacted by the virus itself were discounted. Pandemic ramifications expand beyond morbidity and loss of life, and long-ranging implications, especially for households with children, should be recognized when recovery-era policies are enacted to ensure they are not left behind. In particular, as pandemic-era support programs, including school lunch programs, expire the tolls on children mount and may be underappreciated. (shrink)

As of 2007 the world economy has been caught in the worst crisis since the 1930s. Yet after two years of only partly successful efforts to mobilize and coordinate global action of financial control and stimulus, ending with the G-20 meeting of March 2009, responsibility for corrective economic initiatives has essentially been left to individual countries, supported by the International Monetary Fund (IMF) and the European Union (EU). Moreover, such support has been usually conditional on countries following financial policies (...) of tough austerity. The United States took some actions to stimulate its economy, but by many accounts these were insufficient. Most of Europe has not even attempted stimulus measures and has been in a period of economic stagnation, with falling real incomes among the poorest parts of the population. Although some signs of “recovery” have been heralded in 2013 and 2014, growth has mostly been measured from a lower base. There is little evidence of broad-based economic recovery, let alone improvements in the situation of the poor or even of the middle-income groups. (shrink)
