ABSTRACT Despite the increasing interest in science exhibitions, there has been hardly any work on mobile science exhibitions and their role within science diplomacy – a gap this thematic issue is meant to fill. Atomic mobile exhibitions are seen here not only as cultural sites but as multifaceted strategic processes of transnational nuclear history. We move beyond the bipolar Cold War history that portrays propagandist science exhibitions as instances of a one-way communication employed to promote the virtues of the (...) two major and conflicting political powers. Instead, Science Diplomacy on Display follows mobile atomic exhibitions as they move across national borders and around the world, functioning as spaces for diplomatic encounters. Exhibitions play a vital role not only in the production of knowledge and the formation of political worldviews but also as assets in diplomatic negotiations and as promoters of a new worldview in which nuclear stands at the centre. They are powerful iconic diplomatic devices, that is systems of representations that capture the diplomatic processes in action and make the nitty-gritty details of international relations visible. This issue seeks to trace the multiple and often contradictory meanings that mobile exhibitions took on for various actors. (shrink)

As part of a roundtable on “Balancing Legal Norms, Moral Values, and National Interests,” this essay describes the humanitarian diplomacy of the International Committee of the Red Cross (ICRC) by comparing it conceptually with other forms of advocacy and illustrating it with the ICRC's recent experience in the Yemen crisis. Humanitarian diplomacy is examined as one particular way of balancing legal norms, moral values, and national interests in the pursuit of greater respect for international humanitarian law (IHL) and (...) principled humanitarian action in armed conflicts. The essay looks back to ancient history for archetypal forms of humanitarian advocacy in various cultural traditions. It then describes humanitarian diplomacy's practice of discreet diplomacy and confidential dialogue with all parties to a conflict, and compares its relatively “quiet” approach with the “loud” approach of outrage activism focused on “naming and shaming,” which tends to be the norm today. The essay argues that there is an important and complementary place for the ICRC's style of humanitarian diplomacy alongside other forms of advocacy even in the face of criticism that the ICRC is sometimes publicly silent about what it knows of atrocities and avoids naming and shaming. This chapter explores the ethical dimensions of diplomatic efforts to form a global agreement on climate change. It offers a brief historical background on the core multilateral climate negotiation body, the United Nations Framework Convention on Climate Change, and highlights some contentious moral elements of these negotiations. In particular, it explores the complex ways in which the principle of “common but differentiated responsibilities” has driven debates on how burdens for mitigation, adaptation, and finance should be distributed between developed and developing (...) countries. It then considers the transformation in these climate negotiations since 2009, including the move toward a bottom-up architecture as part from the Copenhagen Accord to the Paris Agreement. Finally, it assesses the current state of climate diplomacy in relation to broader diplomatic priorities, arguing that climate diplomacy must be elevated alongside other top-tier foreign policy issues today in order to eventually achieve some level of climate stability. As modern foreign policy and international relations encompass more and more scientific issues, we are moving towards a new type of diplomacy, known as "Science Diplomacy." Will this new diplomacy of the 21st century prove to be more effective than past diplomacy for the big issues facing the world, such as climate change, food and water insecurity, diminishing biodiversity, pandemic disease, public health, genomics or environmental collapse, mineral exploitation, health and international scientific endeavours such as those (...) in the space and the Antarctic? Providing a new area of academic focus that has only gathered momentum in the last few years, this book considers these questions by bringing together a distinguished team of international specialists to look at various facets of how diplomacy and science are influenced by each other. The book not only dissects the ways that politics, science and diplomacy have become intertwined, but also highlights how the world's seemingly most intractable problems can be tackled with international collaboration and diplomacy that is rooted in science, and driven by technology. Contemporary scholarship concerning science diplomacy is increasingly taking a historical approach. In our introduction to this special issue, we argue that this approach promises insight into science diplomacy because of the tools historians of science bring to their work. In particular, we observe that not only are historians of science currently poised to chart the diplomatic aspects involved in the transnational circulation of technoscientific knowledge, materials, and expertise. They are ready to bring critical global analysis to an important (...) phenomenon that has too often been treated as a benign diplomacy device deployed by the Global North without equal reference to the Global South. Through cases discussed in the articles of the special issue, however, we see that historically, in the Global South as well as the Global North, science diplomacy has often functioned to mediate the circulation of technoscientific knowledge and materials, and its historical study helps to better illuminate the resulting knowledge-power nexus. The COVID-19 vaccine is one way to prevent the spread of COVID-19. Indonesia has produced Indovac, a COVID-19 vaccine made by Biofarma which has the opportunity to be distributed to countries in the Indo-Pacific Region. This article aims to explain the opportunities and challenges of Indonesia's vaccine diplomacy during the COVID-19 pandemic to the Indo-Pacific region through Biofarma. By using a vaccine diplomacy approach and qualitative methods with System Dynamic analysis, this article concludes that (i) The opportunity for (...) Indonesia's vaccine diplomacy to the Indo-Pacific is 44% and (ii) The simulation results for all parameters have the opportunity to increase Indonesia's progress in the Indo-Pacific except for the parameters of cooperation with special actors vaccine. The challenges for Indonesia's Covid-19 vaccine diplomacy to the Indo-Pacific come from the United States, India, Japan, Australia and Singapore. (shrink)

Norway is perceived as a country with a clear international identity. The aim of the article is to investigate the sports diplomacy of Norway and to examine its influence on the international brand of this country. The author will define the term “sports diplomacy” and attempt to outline the strategy of Norway’s public diplomacy; an analysis of the methods used in Norwegian sports diplomacy will follow. Abstract:Roman Jakobson remains a crucial figure in the history of linguistics and literary criticism. This paper explores how a mid-twentieth-century intellectual curated his own legacy across Cold War divides. Thinking with Jakobson's own formulation of communication functions, this paper argues for a connection between the success of particular structuralist ideas in academic contexts and the tactical efforts of individual scholars embedded in scholarly institutions. Considered in this light, investigating Roman Jakobson's late career during the period known as the Thaw can (...) move beyond "vulgar biographism" to a better understanding of the different fates of formalism between East and West. This paper explores two primary propositions: a) philosophical mediation is a vital component of cultural diplomacy, historically evolving from a practice based on cultural sensitivity, critical analysis, and public discourse; b) in the realm of diplomacy, philosophical mediation delineates the principles of cultural “adaptability,” addressing local social dynamics and epistemologies where the art of negotiation is applied. This approach does not seek to dismantle or expose prejudices, ideological and religious beliefs, pseudo-historical anticipations, and political narratives. Diplomacy is the corpus of procedures and institutions used in foreign relations by an independent state. It is the method by which a state seeks to attain its objectives in foreign policy, namely to secure for its citizens prosperity and justice through negotiations with other states.

Drawing on the disciplines of Islamic and Christian Ethics, International Affairs, Environmental Science, History and Anthropology, Sustainable Diplomacy: Ecology, Religion and Ethics in Muslim-Christian Relations is a highly constructive work. Set in the context of modern Moroccan-Spanish relations, this text is a direct critique of realism as it is practiced in modern diplomacy. Proposing a new eco-centric approach to relations between nation-states and bioregions, Wellman presents the case for Ecological Realism, an undergirding philosophy for conducting a diplomacy (...) that values the role of popular religions, ecological histories, and the consumption and waste patterns of national populations. Sustainable Diplomacy is thus a means of building relations not only between elites but also between people on the ground, as they together face the real possibility of global ecological destruction. This paper offers a novel interpretation of the 1890 British Ultimatum, by bringing to the front of the stage its techno-diplomatic dimension, often invisible in the canonical diplomatic and military narratives. Furthermore, we use an unconventional historical source to grasp the British–Portuguese imperial conflict over the African hinterland via the building of railways: the cartoons of the politically committed and polyvalent Portuguese artist and journalist Rafael Bordalo Pinheiro (1846–1905), published in his journal Ponto nos iis, from the end of 1889 (...) and throughout 1890. We argue that the Ponto nos iis cartoons played a so far overlooked role in the unfolding of British–Portuguese affairs, as they shaped at a distance a diplomatic exchange with the British satirical journal Punch. Attacking and counterattacking his fellow cartoonists in Britain, Pinheiro surged into the role of informal diplomat. This cartoon visual and public diplomacy unfolded in the pages of both journals and was tied to the two countries’ colonial conquests in Africa, where the Portuguese and British empires were competing to dominate the African hinterland through large technological systems. Hence the cartoons made visible to wider audiences the otherwise hidden role that technologies played in the two countries’ affairs. In turn, the cartoons aimed at persuading the Portuguese public and ruling classes alike that only regime change, from monarchic to republican, would restore the wounded Portuguese national pride. This article focuses on the 1952 visit to the Jingjiang Flood Diversion Project, the first large-scale water infrastructure built on the Yangzi river after the founding of the People's Republic of China, by a foreign delegation from the Asia-Pacific Peace Conference. Serving as a form of technology diplomacy, this trip advanced two main purposes for the newly established country – to build up closer ties with ‘foreign friends’ who advocated international peace in the context of the Korean War, and (...) to demonstrate China's own technical capabilities and achievements as part of the national campaign of ‘peaceful construction’ of the early 1950s. I argue that vernacular technologies, which were grounded in indigenous knowledge and practices for water control in the mid-Yangzi region, were essential in shaping China's self-reliant modernization and China's public diplomacy, which targeted individuals without scientific or technical backgrounds. The ascendency of executive power in the presence of weak parliamentary and societal control has given rise to a need for deliberative forms of diplomacy in international relations. As Denmark, Finland, Iceland, Norway, and Sweden regularly include members of parliament, party representatives, and representatives of civil society in their delegations to the General Assembly of the United Nations, does this imply that a Nordic model exists? This book reviews the practice of these countries and finds that the role of (...) societal representatives has diminished from participating members of delegations to mere observers. As technologies of ocean exploitation emerged during the late 1960s, science policy and diplomacy were formed in response to anticipated capabilities that did not match the realities of extracting deep-sea minerals and of resource exploitation in the deep ocean at the time. Promoters of ocean exploitation in the late 1960s envisaged wonders such as rare mineral extraction and the stationing of divers in underwater habitats from which they would operate seabed machinery not connected to the turbulent surface waters. Their (...) promises coincided with others' fears that nuclear weaponry would be placed on the seabed. Those who lacked the technological capability to extract minerals from the seabed also had concerns that other nations would exploit their resources. Scientific imaginaries caused uncertainty in the international community—especially in the “Global South.” The UN called the “Law of the Sea” conferences to mediate emerging geopolitical tensions caused by these imaginaries of exploitation of ocean resources. These conferences became a site where lawmakers projected futures rather than merely responding to past or present dilemmas. Diplomats' negotiations, with their basis in anticipation of the future uses of science and technology, reveal the role of scientific imaginaries within complex negotiations. Here, we see the impact of the distinction (or blurring) of the real and the imagined on the balance of relations between Global North and South increasing global imbalances of resources and power. This article's analysis of such scientific diplomacy provides a valuable example of the power of scientific imaginaries to have a global impact. (shrink)

Stemming from two conferences, held in 1994, and 1996, Prophecy and Diplomacy: The Moral Doctrine of John Paul II explores the general orientations and the specific applications of the moral teaching of Pope John Paul II. The first part of the book places the Pope's moral theory within a broader theological framework, attempting to identify the overarching philosophical and theological attitudes that shape the Pope's fundamental moral perspective. In part two, the work studies the Pope's teaching in the areas (...) of applied ethics. Both the major lecturers and the respondents focus upon those areas of applied ethics that have provoked the greatest tension between the magisterium and the academy and between the Church and the state in the West. The volume concludes by presenting a homily that places the ethics of John Paul II within a spiritual framework of repentance and redemption. The Pope's moral teaching is not an academic survey of ethical themes. Nor is it a Pelagian call to human self-regeneration. The ultimate truth concerning human conduct and moral judgement emerges only with the proclamation of God's grace. (shrink)

There is a tendency in recent development literature to couple the concept of good governance with the concept of sustainable development. The coupling of the two concepts witnesses to the correlation that subsists between good governance and sustainable development, such that given that sustainable development is a function of good governance, where there is good governance, we should not only expect that there will be progress, but, more importantly, we should also expect that the progress is sustainable, so that the (...) situation is one of growing from strength to strength rather than one of progress today and retrogression tomorrow. Yet paradoxically just as sustainable development is predicated on good governance, good governance itself is a function of effective communication, so that where there is lack of effective communication the result is always bad governance, which, in turn, means the possibility of sustainable development is impeded, as we cannot maximize the resources at our disposal, but wallow in endless recrimination and negativities that fail to contribute to our overall well being. Our aim is to show that there is a direct correlation between diplomacy and good governance on the one hand and good governance and sustainable development on the other, so that the best way to promote sustainable development in every sphere of life is to ensure an effective management of the resources at our disposal such as to satisfy all legitimate and competing interests. The Second World War offered an excellent opportunity for some U.S. think tanks to influence foreign-policy-making processes and get involved in transatlantic diplomacy. This study seeks to demonstrate that the Council on Foreign Relations (CFR) challenged the stalemate between the U.S. and French authorities by gathering together U.S. experts and non-collaborationist French leaders. A first-hand reconstruction of this informal network is based on the unreleased Peace Aims Group’s records. This was a unique CFR exchange programme for European governments-in-exile’s representatives. (...) In the first part, a general reconstruction of Council on Foreign Relations’ planning introduces an original assessment of the meetings with some prominent French intellectuals and politicians. It is argued that these conferences can be interpreted as rare examples of wartime public diplomacy. The second part discloses new historical evidence demonstrating the participation of Jean Monnet in a Peace Aims session. This discovery proves the existence of a long-term partnership between one of the key protagonists of the European integration process and the most authoritative foreign-policy think tank working for the Roosevelt administration. Overall, the analysis of Peace Aims Group’s off-the-record discussions sheds new light on the WWII transatlantic debate on postwar Europe and France. (shrink)

This special issue brings together a diverse set of cases from Asia with the aim of decentring established historical narratives about science diplomacy. With a critical perspective bringing together the bodies of literature in the fields of the History of Science, Technology and Medicine (STM) and critical Asian Studies, we argue that these cases foreground a geopolitical history with multiple forms of sovereignty – often contested ones – and a range of political institutions and actors that enables us to (...) revisit science diplomacy as a means for understanding the relationship between science and international affairs. In doing so, the articles in this issue consciously eschew the normative ‘centring’ of superpowers or Western imperial powers as the primary actors, focusing instead on the agency and subjectivity of actors within Asia, many of whom were prominent in their respective local contexts. Additionally, we argue that the cases presented here, which examine issues from across science, technology, medicine and the environment, collectively demonstrate the further need for the ‘science’ in ‘science diplomacy’ to be interpreted more broadly, incorporating as it does many aspects of human engagement with the material world. With AI permeating our lives, there is widespread concern regarding the proper framework needed to morally assess and regulate it. This has given rise to many attempts to devise ethical guidelines that infuse guidance for both AI development and deployment. Our main concern is that, instead of a genuine ethical interest for AI, we are witnessing moral diplomacies resulting in moral bureaucracies battling for moral supremacy and political domination. After providing a short overview of what we term ‘ethics washing’ in (...) the AI industry, we analyze the 2021 UNESCO Intergovernmental Meeting of Experts (Category II) tasked with drafting the Recommendation on the Ethics of Artificial Intelligence and show why the term ‘moral diplomacy’ is better suited to explain what is happening in the field of the ethics of AI. The article addresses the issue of massive open online courses (MOOCs) which are based on the topics of humanities, social sciences and liberal arts. MOOCs developers promote them as the means of open and accessible education. Such courses target at the global audience and they can be efficient in dissemination of knowledge worldwide. Such courses have the capability of becoming a powerful tool for the emerging digital diplomacy. MOOCs can significantly increase the soft power of a political actor: state (...) or non-state. Cultural diplomacy is a special form of cultural application to improve diplomatic effectiveness, create, and promote national culture. Since the Cold War until now, South Korea, Japan, and India have been continuously promoting cultural diplomacy based on the dissemination of increasingly interconnected literary and cinematic publications. Cultural diplomacy with Vietnam has also helped South Korea, Japan, and India maximize their role as responsible powers for a typical Southeast Asian country, Vietnam. Through three typical cases in promoting the (...) role of cultural diplomacy to preserve Oriental cultural identity: Japan, India, and South Korea, by using systemic and interdisciplinary methods, the article focuses on four main characteristics that demonstrate the role of cultural diplomacy in preserving Oriental cultural identity in these countries, the quantity, content, implementation situation, and economic - political - social role of cultural products are utilized and promoted in cultural diplomacy of South Korea, Japan, and India. The article shows that cultural diplomacy not only spreads Oriental cultural values, contributing to maintaining economic growth of the Asian countries mentioned in the article, but also helps improve national brand image, enhance the position and national potential in the international stage. Should the Church, precisely as church, maintain official diplomatic relationships with national states? Is world-wide papal representation essential to the harmonious relationship of pope and bishops?

Asian diplomatic practices consistently frustrate western policymakers. This, I argue, is due in large part to cultural factors and the differences in interpreting political modernization. I will identify the features that contribute to a ‘diplomacy of encounter’ by, firstly, performing a historical reading of early indigenous annals that treat diplomacy in Asia, as well as of Jesuit and Portuguese encounters with Asia in the 1500s and 1600s; secondly, by reading a sample of nationalist tracts from Asia between the (...) late 1800s and 1960s; and, thirdly, by reading the practices of ASEAN and wider Asia-Pacific regionalism between the 1990s and 2000s. It is only through discourse analysis of the Foucaultian variety that one can tease out the cultural and modernization-related road bumps in so-called ‘modern Asian diplomacy’. This study hopes to contribute to enhancing appreciation of the ongoing procedural and substantive tensions between Asian states and their western, and mostly developed, dialogue partners. (shrink)

This paper examines the diplomatic relationship between Japan and Parhae as it developed over the eighth and early ninth centuries, with particular attention paid to the literary activities surrounding the reception of an embassy dispatched from Parhae to Japan in the year 814. Led by the noted poet Wang Hyoryŏm, the embassy was welcomed enthusiastically by Japan’s Emperor Saga, a sovereign for whom achievements in the realm of statecraft were linked closely to achievements in the realm of poetry. Of the (...) eight poems by Parhae literati that survive in Japanese collections, a full six come from Wang Hyoryŏm’s embassy and are included in the second of Saga’s royal anthologies, Bunka shūreishū. No other foreign embassy is better represented in sources of the era, and none speaks with greater clarity to the nexus between diplomacy, poetry, and court politics that obtained during Emperor Saga’s reign. This study complements previous scholarship concerning the function of poetry in the diplomatic process by explicating the formal properties of poems composed and exchanged at diplomatic encounters, and it contributes to the growing body of work in the field of Japanese kanshibun by foregrounding the role of diplomacy in Emperor Saga’s literary legacy building. In doing the analysis on how much there is scope of multilateral diplomacy as basis for global governance, an overview on historical facts, international organizations and elements contributing to the global governance achievement will be touched upon. Impact and historical aspects of international organisations such as United Nations, European Union and World Trade organisations in setting the first pillars of global governance will be also elaborated, with an emphasis on impact and potential that these institutions have in global governance evolution. The year 1968 is universally considered a watershed in history, as the world was experiencing an accelerated growth of anti-establishment protests that would have long-lasting impacts on the cultural, social, and political spheres of human life. On September 26, amid social and political unrest across the globe, 62 physicists gathered in Geneva to found the European Physical Society. Among these were the official representatives of the national physical societies of 18 countries in both Eastern and Western Europe, who signed the (...) constitution in spite of the political divides of the Cold War. According to the main proponent of the society, Italian physicist Gilberto Bernardini, the success of the initiative was the realization of a dream: the institutional formation of a single community of European physicists, a representation of a culturally unified Europe that he described as a “single highly civilized nation.” The analysis of as yet unexplored archival materials of Bernardini and other protagonists in the establishment of the society has enabled an investigation of the historical development of science diplomacy in two interconnected ways: first, by elucidating how the actors involved, especially those in Western Europe, interpreted their role as diplomats amid particularly turbulent reconfigurations of international political relations; second, by interpreting the attempt to institutionalize transnational scientific networks with the establishment of a non-governmental organization as a tool to influence world political affairs. It will first be shown that the political ideal of a culturally unified Europe was deeply intertwined with the socio-professional interests of a specific community, mostly involved with CERN. I will argue that, in the process of establishing the society, the invasion of Czechoslovakia by Warsaw Pact armed forces led many of the Western physicists involved in this process to reframe the role of the European Physical Society as a tool to diffuse liberal-democratic values and to support political dissidents in Eastern Europe.
