In this article, it is argued that cosmopolitans should elucidate the qualities and dispositions, or ‘virtues’, associated with the ideal of cosmopolitan citizenship. Bryan Turner's suggestion that cosmopolitan virtue should be identified as a type of ‘Socratic irony’, which enables individuals to achieve distance from their homeland or way of life, is explored. While acknowledging the attractions of his account, certain limitations which indicate the need to generate a richer theory of cosmopolitan virtue are identified. To that (...) end, an alternative picture of cosmopolitan virtue is presented by drawing on Hannah Arendt's ideas of ‘world’ and ‘worldliness’. It is argued that cosmopolitan virtue involves the adoption of a self-reflexive mode of being in the world, the cultivation of a heightened care or feeling for the world, and the ability to adopt certain skills in the manner of our disclosures to the world. The emerging interdisciplinary body of cosmopolitanism research has established a promising field of theoretical endeavour by bringing into focus questions concerning globalization, nationalism, population movements, cultural values and identity. Yet, despite its potential importance, what characterizes recent cosmopolitanism research is an idealist sentiment that considerably marginalizes the significance of the structures of nation-state and citizenship, while leaving unspecified the empirical sociological dimensions of cosmopolitanism itself. Our critique aims at making cosmopolitanism a more productive analytical tool. We argue for a cosmopolitanism (...) that consists of conceptually and empirically identifiable values and outlooks. While there has been some progress made in this direction in the recent literature on cosmopolitanism, most writing still considers cosmopolitanism as something so delicate that it cannot be measured. Furthermore, in order to appreciate the full currency of the concept, we argue that researchers must not only agree on some common determinants of cosmopolitanism and cosmopolitan dispositions, but also ground their analyses of cosmopolitanism in the context of enduring nation-state structures. There has been a rising trend in cosmopolitan moral theory to seriously take into consideration the human's rootedness in, and partiality toward, particular cultures, places, peoples and traditions. This essay suggests that reframing our theorizing on cosmopolitanism from one that primarily addresses an ethico-political set of questions to one that addresses questions related to moral psychology, personal and collective identity formation and the ways in which civilizations and cultural communities cultivate an ethos may assist in the task of generating (...) a rooted form of cosmopolitanism. Conceptualizing cosmopolitanism as an ethos entails a shift from considering our moral obligations to distant others toward a focus on the types of dispositions and character traits necessary to forge a sense of intercultural solidarity. Cosmopolitan education aims to transmit cosmopolitan forms of life in order to participate morally in the world community. The primary characteristics of this cosmopolitan education are its acceptance of the shared humanity of all persons as a fact of human existence and as a motivating guide for human interaction, and the requirement of democratic inclusion in deliberations of the governance of those interactions, including morality. Such an education in cosmopolitan morality requires means that befit its core (...) components. This paper contrasts the concepts of strict and moderate cosmopolitanism, empirical and deliberative morality, and structural and dispositional cosmopolitanism to show that the moderate, inclusive and deliberative processes of deliberative dispositional cosmopolitanism are more suited to cosmopolitan education in morality than strong, empirical-focused structural cosmopolitan efforts. Though strong, structural and empirically based forms may be more likely to guarantee preferred outcomes in the learning of specific morals or the implementation of institutional norms, they are also more likely to run afoul of the core components of cosmopolitanism because they will privilege outcomes over processes, and are thus more likely to be less inclusive and more coercive. In contrast, and even though they are less certain to guarantee preferred moral outcomes or actions, moderate, deliberative dispositional forms of cosmopolitan education embody the morality they seek to inform, and are more likely to find sustained internalised support over time. This paper examines the relationship between strategies of cosmopolitan education intended to motivate citizens of affluent countries to care about distant others facing injustice, and injustices within the borders of these affluent countries. I argue that promoting justice within affluent countries and motivating citizens to act to address global injustices, are potentially complementary rather than competing projects. I make two claims. Injustices within national borders can undermine the development of cosmopolitan concern. The significance of mediatization in countryside settings is an under-researched topic in media studies. In this paper, based on qualitative fieldwork carried out in two rural areas in Sweden, we study how mediatization integrates the prospects of cosmopolitan social change. The current phase of the mediatization process, which imposes a more dynamic register of networked communication, nourishes a new type of cosmopolitan identity in the countryside. As shown in the study, this development is constituted by complex configurations of (...) different forms of mobility and connectivity. We argue that these spatial processes are socially structured, meaning that certain social groups are better equipped, through the appropriation of network capital, for turning cosmopolitan dispositions into a transformative resource, a ‘cosmopolitan politics of place’. Such alterations of the social structure may successively destabilize the relationship between ‘the urban’ and ‘the rural’. (shrink)

Albert Camus's existential thinking has been the object of renewed interest over the past decade. Political theorists have looked to his work to shed light on the contradictions and violence of modernity and the dynamics of postcolonial justice. This article contends that Camus's account of the modern human condition provides a means of engaging critically with one of the most compelling ideas linked to thinking about global politics today: cosmopolitanism. By developing Camus's position on absurdity and rebellion, it suggests that (...) the idea of cosmopolitanism should be situated in a post-foundationalist and post-teleological nexus to prevent it becoming a new political ideology of immutable truth. In order to make this argument, the article focuses on how Camus's thinking supports a rebellious cosmopolitan disposition towards global transformations. In so doing, it shows that cosmopolitanism must strive against the injustices of a deeply divided world, yet at the same time accept theoretical, factual and moral limits on its vision and actions. WikiLeaks is among the most controversial institutions of the last decade, and this essay contributes to an understanding of WikiLeaks by revealing the philosophical paradigm at the foundation of Julian Assange’s worldview: cypherpunk ethics. The cypherpunk movement emerged in the early-1990s, advocating the widespread use of strong cryptography as the best means for defending individual privacy and resisting authoritarian governments in the digital age. For the cypherpunks, censorship and surveillance were the twin evils of the computer age, but they viewed (...) encryption as a means to circumvent both. As a cypherpunk, Assange advocates for the use of cryptography in the fight for individual privacy as well as the fight for global justice. His cosmopolitan disposition is informed by his hacker background, antiwar principles, and Enlightenment outlook. This essay places Assange’s philosophical idea in historical context, exploring his views on censorship, surveillance, and the right to communicate. It also connects his cypherpunk principles to WikiLeaks, showing that the strategy of encouraging data leaks from powerful political and economic organizations is classic cypherpunk political praxis. In response to varied processes of globalization, the cosmopolitan perspective has rightly insisted that discussion of global ethics ought to be taken seriously. This article agrees with cosmopolitan theorists in calling for the implementation of a perspective that can address the other outside of narrow communal determinations. Yet it also advances a critique of their reliance on legalist instruments such as human rights, contending that the bestowal of human rights does not necessarily or directly lead to an ethics (...) of inclusiveness. While the attribution of universal humanity to all may appear as an appropriate means of extending ethical regardedness to all others, this does not immediately follow from such a legalist gesture. Any attempts to articulate a truly global ethics must begin by questioning the distinct communal sensibilities which, by the very fact of their distinctiveness, always already contain within them a ‘xenophobic’ element that cannot be transcended solely by the bestowal of human rights or other such instruments. This article, therefore, discusses a different kind of ‘cosmopolitan’ disposition, one which is based on the recovery of an ethical selfhood that understands itself as an opening to otherness. For this task, it explores the phenomenological analyses of German philosopher Martin Heidegger and specifically his examination of how communication can be cultivated through hearing and silence. A structural affinity between republican freedom as non-domination and human rights claims accounts for the relevance of republicanism for cosmopolitan concerns. Central features of republican freedom are its institution dependence and the modal aspect it adds to being free. Its chief concern is not constraint, but the way in which an agent is constrained or not. To the extent I am vulnerable to someone’s dispositional power over me I am not free, even if I am not in fact constrained. (...) Republican freedom adds a substantial element to a justification of human rights in terms of entitlement, rather than mere satisfaction of interests. A satisfied interest is not a satisfied right if the satisfaction is dependent on personal goodwill and can be withdrawn at any time. Like republican freedom, human rights claims add a modal aspect to enjoyment. Both can be violated by institutional arrangement alone and can be secured only within accountable institutions. National borders may well be irrelevant to the dispositional powers to which people are vulnerable. An international set of institutions globalizes those circumstances in which republican liberty arises as a concern. (shrink)

What was once a value that united Americans has become so politicized by both the left and the right that it threatens to rip apart the social fabric. On the right, patriotism has become synonymous with nationalism and an “us versus them” worldview, while on the left it is seen as an impediment to acknowledging important ethnic, religious, or racial identities and a threat to cosmopolitan globalism. Steven B. Smith reclaims patriotism from these extremist positions and advocates for a patriotism that is broad enough to balance loyalty to country with other loyalties. Describing how it is a matter of both the head and the heart, Smith shows how patriotism can bring the country together around the highest ideals of equality and is a central and ennobling disposition that democratic societies cannot afford to do without. In this paper, Tyson E. Lewis challenges the dominant theoretical and practical educational responses to globalization. On the level of public policy, Lewis demonstrates the limitations of both neoliberal privatization and liberal calls for rehabilitating public schooling. On the level of pedagogy, Lewis breaks with the dominant liberal democratic tradition which focuses on the cultivation of democratic dispositions for cosmopolitan citizenship. Shifting focus, Lewis posits a new location for education out of bounds of the common sense of public versus (...) private, nationalism versus cosmopolitanism, inclusion versus exclusion, human versus civil rights. This is the space of the commonwealth whose actors cannot be identified as ‘citizens’ but are rather the anonymous multitude. In conclusion, Lewis finds a model for organizing this commonwealth in the work of Ivan Illich, whose learning networks speak to the urgent political and pedagogical need for exodus from the conceptual vocabulary that defines much of the contemporary field of educational theory. Yirmiyahu Yovel, Professor of Philosophy at the Hebrew University of Jerusalem, shows how Spinoza grounded a philosophical revolution in a radically new principle--the philosophy (...) of immanence, or the idea that this world is all there is--and how he thereby anticipated secularization, the Enlightenment, the disintegration of ghetto life, and the rise of natural science and the liberal-democratic state. The Marrano of Reason The Marrano of Reason finds the origins of the idea of immanence in the culture of Spinoza's Marrano ancestors, Jews in Spain and Portugal who had been forcibly converted to Christianity. Yovel uses their fascinating story to show how the crypto-Jewish life they maintained in the face of the Inquisition mixed Judaism and Christianity in ways that undermined both religions and led to rational skepticism and secularism. He identifies Marrano patterns that recur in Spinoza in a secularized context: a "this-worldly" disposition, a split religious identity, an opposition between inner and outer life, a quest for salvation outside official doctrines, and a gift for dual language and equivocation. This same background explains the drama of the young Spinoza's excommunication from the Jewish community in his native Amsterdam. Convention portrays the Amsterdam Jews as narrow-minded and fanatical, but in Yovel's vivid account they emerge as highly civilized former Marranos with cosmopolitan leanings, struggling to renew their Jewish identity and to build a "new Jerusalem" in the Netherlands. This article analyses the teleological argument justifying historical progress in Kant's Guarantee of Perpetual Peace. It starts by examining the controversies produced by Kant's claim that the teleology of nature supports the idea of a providential development of humanity towards moral progress and the possibility of achieving a cosmopolitan political constitution. It further illustrates how Kant's teleological argument in Perpetual Peace needs to be assessed with reference to two systematically relevant issues: first, the problem of coordination linked to the (...) necessity of realizing the ‘highest good’ as a historical end of practical reason, and secondly the problem of continuity posed by the temporal limitation of all individual efforts to cultivate moral dispositions. To illustrate the implications of both issues for the teleological argument in Perpetual Peace, the article draws attention to some important developments in Kant's analysis of teleology following the Critique of Judgment. Joseph Dunne’s essay begins by examining the ways in which schooling in modern liberal–democratic societies tend to function as the agent of cultural homogenization and alienation, and thus block liberal–democratic efforts to offer meaningful recognition of local cultures and to promote the skills and dispositions required for participatory democratic citizenship. The danger here, Dunne points out, is that when the homogenizing elements of modern schooling become dominant, they might serve to encourage an ‘insouciant cosmopolitanism that may fail to meet people’s (...) needs for identity ’. The chapter concludes by reflecting on some possible educational responses that might offer some hopeful ways of addressing such dismal extremes. In particular, he is interested in the educational possibilities offered by a reconfiguration of national identities and state institutions in the emerging European Community in the context of national, cultural, and religious strife that currently besets Northern Ireland. In the eyes of many “classical” phenomenologists, Kantianism has seemed to invite individuals to leave the rich, complexly motivated environment of lived experience in favor of a shadowy, formal kingdom of abstract duties and rights. Yet there have been notable attempts within the phenomenological tradition to articulate a richer vision of Kantian moral consciousness and to exhibit, from a first-person perspective, the shape of mental life and the standing dispositions that befit membership in a Kantian kingdom of ends. Here I (...) offer two such competing paradigms of Kantian moral consciousness: on the one hand, the responsive, situational Kantian moral consciousness that recent commentators have reconstructed from Martin Heidegger’s work, and on the other hand, the very different, explicitly cosmopolitan Kantian moral consciousness traced in Hannah Arendt’s conception of an “enlarged mentality.” While each is arguably a legitimately Kantian view, these alternative models of moral consciousness offer considerably different spirits of Kantianism with different benefits and detriments, and each places very different cognitive and moral burdens on agents. Global citizenship education (GCE) is an active entanglement in the civic priorities of the planet. In recent research, the concept has emerged as a multivalent coalescence of being, an engagement with planetary tensions and revisions of cosmopolitan ideology. In this article, I argue for a theoretical interpretation of GCE reliant on liminal-oriented practice and the potentialities of regenerative agency. Privileging Axel Honneth’s interpretation of social freedom and Boaventura de Sousa Santos’ postabyssal thinking, I argue that interfaces with the limit (...) of our global perception reveal the regenerative qualities of our relations, allowing us to conceive ourselves as uniquely influenced by globality and possessing critical agency for otherness. Although such global perceptions can only ever be wrought within the ideological constraints of locality, a globally situated agency is more agile as a regenerative set of dispositions and interknowledge ‘globalities’. I further argue that regenerative liminalities hold significant implications for teaching and learning, as they signify the importance of a global consciousness over a technologically rationalized competency-based approach. This book fuses the popular reading of Nietzsche as a naturalist with noble creative impulses to reveal further complexities in his mature work.

In 1795 Immanuel Kant published an essay entitled "Toward Perpetual Peace: A Philosophical Sketch." The immediate occasion for the essay was the March 1795 signing of the Treaty of Basel by Prussia and revolutionary France, which Kant condemned as only "the suspension of hostilities, not a peace." In the essay, Kant argues that it is humankind's immediate duty to solve the problem of violence and enter into the cosmopolitan ideal of a universal community of all peoples governed by the (...) rule of law.The essay's two-hundredth anniversary, 1995, also marked the fiftieth anniversary of the end of World War II and of the establishment of the Charter of the United Nations. The essays in this volume were written for a conference held in Frankfurt in May 1995 to commemorate these three anniversaries. Together, the authors argue for the continued theoretical and practical relevance of the cosmopolitan ideals of Kant's essay. They also show that history has both confirmed and outstripped Kant's prognoses. As recent events have shown, we certainly have not emerged from the violence of the state of nature. Numerous research groups are now utilizing Basic Formal Ontology as an upper-level framework to assist in the organization and integration of biomedical information. This paper provides elucidation of the three existing BFO subcategories of realizable entity, namely function, role, and disposition. It proposes one further sub-category of tendency, and considers the merits of recognizing two sub-categories of function for domain ontologies, namely, artifactual and biological function. The motivation is to help advance the coherent ontological treatment of functions, roles, and (...) dispositions, to help provide the potential for more detailed classification, and to shed light on BFO’s general make-up and use. Scholars have almost universally agreed that Hume's account of space and time as manners of disposition of impressions is inconsistent with one of the most fundamental tenets of his empiricism: the thesis that all ideas are derived from simple impressions. This paper challenges that view and argues that Hume's position on the origin of our ideas of space and time is a profound, original, virtually unique, and even courageous approach to the problem of original space and time cognition, and (...) a theory that allows for hitherto unrecognized expansions to the resources available to his empiricism. Gillian Brock develops a model of global justice that takes seriously the moral equality of all human beings notwithstanding their legitimate diverse identifications and affiliations. She addresses concerns about implementing global justice, showing how we can move from theory to feasible public policy that makes progress toward global justice.

This is an essay on the understanding of disposition concepts, which exploits the Ramsey test semantics of conditionals for a refined conditional analysis of dispositions. I will show that this semantics allows for a more accurate account of disposition concepts than the standard semantics of conditionals by David Lewis. This includes dealing with the counterexamples to the conditional analysis, which are known as finks, antidotes, and mimics.

Addis (1981) has criticized a proposal of ours (Wilson [1969b]) for analysing disposition predications in terns of the horseshoe of material implication, and has proposed a related but significantly different analysis. This paper restates the original proposal, and defends it against Addis's criticisms. It is further argued that his proposal will not do as a general account of disposition predications; that, however, if it is suitably qualified, then it does account for certain special sorts of disposition predication; (...) but that so understood, it can be seen to be but a special case of ours. Cosmopolitan critics attack the scope-limitation of justice of egalitarian liberal theorists to states. They treat justice as the production of a given set of outcomes for people regardless of location or relationship. However, in doing so they either ignore the relevant agent towards whom principles of justice are addressed or see the question of agency as a practical, derivative question, of a secondary character. This paper argues that a principle of justice without a clearly justified agent is not a (...) genuine principle at all. This is what writers like Rawls mean by the "subject" of justice (analogous to the grammatical subject of a sentence, i.e.,the agent). We should reflect on agents and why they would or would not justifiably carry certain burdens for others and what kind of benefits or goods they are able to secure. The answers to those questions explain why the idea of cosmopolitan global justice is incomplete, either requiring a global basic structural agency or not applying because no relevant agent is present that can create cooperative arrangements between individual persons across the globe. Other moral principles will still apply globally, but they will be distinct from those that apply to basic-structural agencies. This account is not a practice dependence account, as it bases the distinctness of moral and political principles on purely moral and value-based considerations. (shrink)

In the light of growing political and religious fundamentalism, this open access book defends the idea of freedom as paramount for the attempt to find common ethical ground in the age of globality. The book sets out to examine as yet unexhausted ways to boost the resilience of the principle of liberalism. Critically reviewing the last 200 years of the philosophy of freedom, it revises the principle of liberty in order to revive it. It discusses many different aspects that fall (...) under its three main topics: the metaphysics of freedom, quantitative freedom and qualitative freedom. Open societies worldwide have come under increasing pressure in the last decades. The belief that politics and markets fare best when guided by the principle of liberty presently faces multiple challenges such as terrorism, climate warming, inequality, populism, and financial crises. In the view of its critics, the idea of freedom no longer offers adequate guidance to meet these challenges and should be partially corrected or even entirely replaced by countervailing values. Against the reduction of freedom to the merely quantitative question as to how much liberties individuals call their own, this book draws attention to the qualitative concerns which and whose opportunities society should foster. It argues that, correctly understood, the idea of liberty commits us to defend as well as advance the freedom of each and every world citizen. (shrink)

The purpose of this article is to respond to Jacques Derrida’s reading of Immanuel Kant’s laws of hospitality and to offer a deeper exploration into Kant’s separation of a cosmopolitan right to visit ( Besuchsrecht) and the idea of a universal right to reside ( Gastrecht). Through this discussion, the various laws of hospitality will be examined, extrapolated and outlined, particularly in response to the tensions articulated by Derrida. By doing so, this article will offer a reinterpretation of the (...) laws of hospitality, arguing that hospitality is not meant to capture all the conditions necessary for cosmopolitan citizenship or for a thoroughgoing condition of cosmopolitan justice as Derrida assumes. This is because hospitality could be understood as the basic normative requirement necessary to establish an ethical condition for intersubjective communication at the global level, where discursive communication regarding the substance of a future condition of cosmopolitan justice is to be subjected to global public reason. Tracing the concept of hexis contained in the Nicomachean Ethics, Jacopo Zabarella assumes that no disposition is a natural faculty originally present in man, and considers habitus as an acquired attitude that can be applied to ethical and theoretical virtues. With regard to the different mode of acquisition, Zabarella distinguishes theoretical habits, which are related to demonstrative procedures concerning necessary objects and transmitted through teaching, from ethical habits dealing with the contingent sphere of praxis, and consolidated through the reiteration (...) of good actions. As far as habits are forged by individual behaviour, leading to the consolidation of permanent dispositions, a problematic issue emerges, concerning repeated actions that can be virtuous or vicious as the result of personal moral choices. Through his re-reading of Aristotle, Zabarella underlines the role of personal responsibility in action. Although not new to the philosophical tradition, this approach is particularly significant, if considered as a philosophical answer to the issues on free will and self-determination raised by the theological approach of Reformation. The presence in the 16th century of the concept of habitus, which is characteristic of the Nicomachean Ethics, also testifies the persistence of Aristotelian practical philosophy. (shrink)

Background: Genetics research is controversial in Native American communities, and the disposition and ownership of biological specimens are central issues. Within Native communities, there is considerable variety in tribal members’ views. This article reports the results from an ethnographic study conducted with a Native American community in the southwestern United States. The purpose of this study was to examine the relationship (past and present) between the tribe and biomedical/genetics research. Methods: Qualitative interviews were conducted with 53 members of a (...) Native American community. Interviewees were purposively recruited to include an approximately equal number of past research participants and nonparticipants, as well as individuals with and without diabetes. Tribal members were also asked whether they identified as a “traditional person,” an emic category used in the community. Results: Tribal members’ views on specimen disposition were linked with their identification as a traditional or nontraditional person. Individuals identifying as traditional people were more likely to believe that biological specimens should be returned at the end of a study and should not be used after the research participant's death, and that they were the property of the individual who provided them. These perspectives were related to broader concerns about fragmentation of the body-self. Conclusions: Through gaining an understanding of the cultural logic related to specimen disposition, researchers may be able to work more effectively with Native American communities on developing procedures for genetics studies. The process of informed consent and other study procedures can be adapted to be culturally respectful of Native American communities. (shrink)

There are few ideas as important to the history of modern democracy as that of the nation as a political community. And yet, by comparison to its companion idea of political community as based upon the agreement of free and equal individuals, it remained until recently a marginal concern of liberal political theory. The aftermath of decolonization and the breakup of the Soviet empire, among other things, has changed that and brought it finally to the center of theoretical attention. The argument from potentiality for embryo protection relies on the assumption of a specific developmental potential of human embryos: as human embryos under normal conditions naturally developing into beings whose strong moral status is uncontroversial, namely into human persons, they likewise enjoy strong moral status. In my paper, I endeavour to spell out the ontological foundations of the argument from potentiality and to discuss them critically in the light of new empirical findings in embryology. Particular attention is hereby paid to (...) recent attempts to analyse the relevant notion of potentiality in terms of dispositions possessed by human embryos. I argue that, putting aside inappropriate essentialist speculations, there is no straightforward disposition of an embryo to become a person; such a disposition, if any, being rather successively generated in a multi-factored, highly context-sensitive process of biological development.
