The aim of this work is to contribute to the meta-theoretical and methodological discussions that are taking place in the context of the political turn of animal ethics. More precisely, it seeks to answer Robert Garner’s objection to the idea that Rawlsian constructivism is an interesting framework to develop animal political theory. I sustain, specifically, that his critiques are based on an inadequate understanding of constructivism and its relationship to contractual arguments. While much has been written on environmental politics on the one hand, and animal ethics and welfare on the other, animal politics is underexamined. There are key political implications in the increase of animal protection laws, the rights of nature, and political parties dedicated to animals.

This article, drawing on selected feminist magazines of the 1980s, particularly Feminist Arts News (FAN) and GEN, offers a textual ‘braiding’ of narratives to re-present a history of Black British feminism. I attempt to chart a history of Black British feminist inheritance while proposing the politics of (other)mothering as a politics of potential, pluralistic and democratic community building, where Black thought and everyday living carry a primary and participant role. The personal—mothering our children—is the political, affording a nurturing (...) of alterity through a politics of care that is fundamentally antiracist and antisexist. I attempt to show how Black feminist thought can significantly contribute to democracy in the present and how Black British history and thought, as fundamentally antiracist and anticolonial, can generate a reinvention much needed in the present of a shared British history. I argue for feminist intervention premised upon a politics of care, addressing through activist mothering the urgency of Black absence from prestigious institutions. Such debilitating absence in Britain inhibits the development of scholarship, distorts feminist history and seriously concerns potential Black feminists. From diverse texts, I develop a genealogical narrative supplemented through memory work. This ‘gathering and re-using’ privileges Black women's theorising as a crucial component of the methodological metissage, which includes auto-theorising to develop ideas of resemblance in relation to Black British feminism and feminist kinship. The resultant ‘braiding’, I suggest after Lionnet, questions the absence of intersubjective spaces for reflection on Black British feminist praxis, indicating a direction for British feminists of all complexions. Attentive to the 1980s as historical context while invoking the maternal, I consider what is required to engage generationally, counterwrite the academy and pursue a dynamic process of transformation within a transnational feminism that challenges Black British absence from academic knowledge production, while nurturing its presence. This article provides a survey of the emerging debate on the political representation of nonhuman animals. In Section 1, I identify some of the reasons why the interests of animals are often disregarded in policy-making, and present two arguments why these interests should be considered. In Section 2, I introduce four institutional proposals that have been discussed in the relevant literature. In _What Animals Teach Us about Politics_, Brian Massumi takes up the question of "the animal." By treating the human as animal, he develops a concept of an animal politics. His is not a human politics of the animal, but an integrally animal politics, freed from connotations of the "primitive" state of nature and the accompanying presuppositions about instinct permeating modern thought. Massumi integrates notions marginalized by the dominant currents in evolutionary biology, (...) animal behavior, and philosophy—notions such as play, sympathy, and creativity—into the concept of nature. As he does so, his inquiry necessarily expands, encompassing not only animal behavior but also animal thought and its distance from, or proximity to, those capacities over which human animals claim a monopoly: language and reflexive consciousness. For Massumi, humans and animals exist on a continuum. Understanding that continuum, while accounting for difference, requires a new logic of "mutual inclusion." Massumi finds the conceptual resources for this logic in the work of thinkers including Gregory Bateson, Henri Bergson, Gilbert Simondon, and Raymond Ruyer. This concise book intervenes in Deleuze studies, posthumanism, and animal studies, as well as areas of study as wide-ranging as affect theory, aesthetics, embodied cognition, political theory, process philosophy, the theory of play, and the thought of Alfred North Whitehead. In virtue of their capacity for political agency, political agents can possess special rights, powers, and responsibilities, such as rights to political participation and freedom of speech. Traditionally, political theorists have assumed that only cognitively unimpaired adult humans are political agents, and thus that only those humans can be the bearers of these rights, powers, and responsibilities. However, recent work in animal rights theory has extended the concept of political agency to nonhuman animals. In this article, I develop an (...) account of political agency that identifies the capacities that one must possess to be a political agent and captures the fact that political action is a distinctive type of action. Crucially, this account makes sense of the standard assumption that only some humans count as political agents, and explains why few nonhuman animals, human infants, and severely cognitively impaired humans are likely to possess the capacity for political agency. I go on to reject the view, recently advanced by Sue Donaldson and Will Kymlicka, that nonhuman animals can be ‘nonintentional political agents’. I conclude by suggesting that most nonhuman animals, as well as human infants and humans with severe cognitive impairments, cannot straightforwardly be assigned rights to political participation. Some of the most important contributions to animal ethics over the past decade or so have come from political, as opposed to moral, philosophers. As such, some have argued that there been a ‘political turn’ in the field. If there has been such a turn, it needs to be shown that there is something which unites these contributions, and which sets them apart from previous work. We find that some of the features which have been claimed to be shared (...) commitments of the turn are contested by key theorists working in the field. We also find that the originality of the turn can be exaggerated, with many of their ideas found in more traditional animal ethics. Nonetheless, we identify one unifying and distinctive feature of these contributions: the focus on justice; and specifically, the exploration of how political institutions, structures and processes might be transformed so as to secure justice for both human and nonhuman animals. Aristotle of Stagira (384–322 BCE) originates the study of zoology and political science. But whereas his zoology identifies a continuum between human and non-human animals, in his political and ethical works he appears to view human and non-human animals as different in kind in order to illustrate the superiority of the former and justify the instrumental use of the latter. For instance, Aristotle’s account of the virtue of moderation (namely that which concerns how humans experience pleasure) depicts non-human animals as (...) predators who only view other animals as a meal and immoderate human animals as beast-like and disgraceful because they act, “not insofar as they are human beings but insofar as they are animals” (EN 3.10.1118b2–3). Nonetheless, Aristotle wrote another ethical treatise, the Eudemian Ethics, that offers discussions that parallel those in the Nicomachean Ethics but that eschew negative characterizations of non-human animals—as if Aristotle had excised all such negative depictions of non-human animals from the Eudemian text on rhetorical grounds. I argue that the reason that Aristotle treats pleasure so differently is the result of his contrast between ethics as a function of political science (as found in the Nicomachean Ethics) and a “non-political” ethical reflection (as found in the Eudemian Ethics) that is more in line with Aristotle the zoologist. This article puts Arendt’s conception of non-human animal appearance into a productive dialogue with recent developments in critical animal studies and animal rights theory within which notions such as agency, zoopolis, and animal agora play an important role. By reinterpreting the animal condition in Arendt’s account of the human condition, it demonstrates her potential contribution to political theory in a world where non-human-animals and nature are seen as making claims of entry into the political community. By emphasizing Arendt’s later work, in which she expresses an openness towards the possibility that non-human animals are drawn to appear, the article indicates how Arendt might help us, both to rethink the boundaries of the political community beyond the human species, and to recognize the political agency of non-human animals. Should animal advocates be allowed to publicly display graphic footage of how animals live (and die) in industrial animal use facilities? Cube of truth (‘cube’) demonstrations are a form of animal advocacy aimed at informing the public about the realities of animals’ experiences in places such as slaughterhouses, feedlots, and research facilities, by showing footage of mostly lawful practices within these workplaces. Activists engaging in cube-style protests have recently been targeted by law enforcement agencies in two Australian (...) states on the basis that the footage on display was too offensive to be shown in public. In this paper, I argue that these justifications do not stand up to scrutiny. Using an original politics of sight analysis, this paper demonstrates how the democratic costs associated with targeting cube protests outweigh the costs to the public. Cube activists are engaging in public dialogue by drawing attention to sites of potential injustice, and are playing an important role in highlighting the agency of the animals involved in exploitative industries. I further make the case that, where such demonstrations fall foul of the law, they should be regarded as legitimate acts of civil disobedience. (shrink)

People, as Aristotle said, are political animals. Mainstream political philosophy, however, has largely neglected humankind's animal nature as beings who are naturally equipped, and inclined, to reason and work together, create social bonds and care for their young. Stephen Clark, grounded in biological analysis and traditional ethics, probes into areas ignored in mainstream political theory and argues for the significance of social bonds which bypass or transcend state authority. Understanding the ties that bind us reveals how enormously capable we (...) are in achieving civil order as a species. Stephen Clark advocates that a properly informed political philosophy must take into account the role of women, children, animals, minorities and the domestic virtues at large. My dissertation is called Politically Engaged Wild Animals; in it, I suggest that wild animals live in a politicized world, which gives their behaviour unintended political meanings—if humans will listen appropriately. To arrive at this conclusion, I start with Dinesh Wadiwel's biopower critique according to which any proposals to conserve wilderness or protect wild animals, which relies on human representatives, suffer from a particular sort of risk, namely that of transforming the current overt domination into a neoliberal form of continued (...) human supremacy. I find this critique has traction against proposals like Sue Donaldson and Will Kymlicka's suggestion of Wild Animal Sovereignty. However, it has less traction against Anishinaabe legal traditions, which prioritize respect for wild animals and the ecosystems we share with them. In these legal systems, wild animals are not under the jurisdiction of human societies; they are in independent communities that are part of a shared interspecies world. Thinking of wild animal communities as independently entitled to share the land, water, and air with humans can highlight the interspecies political meanings of conflict between human society and wild animal communities. I suggest we can listen to the behaviour patterns of wild animal communities to reveal unintended political meaning. Further, researchers are already developing ways to better communicate with wild animals so we all might safely share contested spaces. The moral-political implications of these research projects are typically left in anthropocentric terms. In my view we should reframe this communication as a way of respecting the relationships we already have with wild animal communities. If we can communicate with them, negotiating mutually beneficial boundaries, then we ought to take this communication as a form of political participation. Wild animal communities are speaking for themselves, on land they share with humans, in a politicized world. (shrink)

This edited collection of original essays focuses on the political dimension of the debate about our treatment of nonhuman animals.

Sanctuary traditionally meant something different for humans and nonhuman animals, but this is changing. Animals are increasingly seen as subjects, and, similar to human sanctuaries, animal sanctuaries are increasingly understood as political spaces. In this article I compare human and nonhuman sanctuaries in order to bring into focus under- lying patterns of political inclusion and exclusion. By investigating parallels and differ- ences I also aim to shed light on the role of sanctuaries in thinking about and working towards new (...) forms of community and democratic interaction, focusing specifically on the role of political agency and voice. I begin by briefly discussing the political turn in animal philosophy, in which nonhuman animals are conceptualized as political actors. I then discuss ‘Zatopia’, a thought experiment that shows that viewing sanctuaries as separate from larger political structures runs the risk of repeating violence, and I investigate parallels with certain practices and policies in farmed animal sanctuaries. In order to overcome the obstacles thus identified, I turn to the concept ‘expanded sanctuary’, which explicitly focuses on connections between sanctuary and larger political structures. I discuss two examples of expanded sanctuary in which the agency and voices of those seeking or taking sanctuary are foregrounded: VINE Sanctuary, and the Dutch migrant collective WE ARE HERE. In the final section I briefly touch upon the consequences of these con- siderations for our understanding of sanctuary in relation to political membership and reforming communities. (shrink)

All states must make decisions about how to regulate the treatment of animals. In this book, Alasdair Cochrane argues that this must go further. This paper addresses itself to the question as to whether Homo is properly to be considered as a political animal, or whether Homo is best understood as merely a form of social animal which has evolved particularly complex survival stratagems. We will proceed primarily on the basis of the published work of the contemporary Swiss zoologist, Adolf Portmann, and argue for the view that there are solid grounds for distinguishing between social and political animals, and that Homo inhabits (...) the realm of the political animal. This essay contributes to contemporary discussions concerning so‐called animal politics by drawing from the history of the notion of political animal. Two different historical meanings of the notion are identified: (1) normative political animality that is intrinsically linked with rationality, language, and justice; (2) biological political animality that focuses on collaboration for the sake of a common aim. The former is applicable only to human beings, while the latter can also be used in relation to other animals. (...) After briefly discussing the Aristotelian background of the notion, the essay argues that in medieval Aristotelian tradition, the normative meaning prevailed and the biological one was set aside. However, it is precisely the biological notion that appears useful today. The essay suggests several ways in which it might benefit contemporary theoretical discussions concerning animals, thus laying ground for further developments in animal politics. (shrink)

While animal rights have been a central topic within moral philosophy since the 1970s, it has remained virtually invisible within political philosophy. This article explores two key reasons for the difficulties in locating animals within political philosophy. First, even if animals are seen as having intrinsic moral status, they are often seen as ultimately distant others or strangers, beyond the bounds of human society. Insofar as political philosophy focuses on the governing of a shared social life, animals are seen (...) as falling outside its remit. Second, even if animals are recognized as members of society, they are seen as lacking the capacities or competences said to be essential for politics, and for membership in the demos. We challenge both assumptions. Many animals live and work alongside us, within an interspecies society, and all members of society should have the right to shape decisions about how that society is governed. In this Swiftian parable from 18th-century Japan, four tribunals of animals - the birds, the beasts, the crawling creatures and the fishes - gather in turn to judge the follies of the human race.

This article theorizes the politics of witnessing and grief in the context of the embodied experience of cows raised for dairy in the Pacific Northwestern United States. Bearing witness to the mundane features of dairy production and their impact on cows' physical and emotional worlds enables us to understand the violence of commodification and the political dimensions of witnessing the suffering of an Other. I argue that greater attention should be paid to the uneven hierarchies of power in the (...) act of bearing witness. Centering the animal as a subject of witnessing allows us to see with particular clarity the ethical ambiguities at work in witnessing while at the same time attending to the importance of witnessing-as-politics. My project here is to lay bare moments of emotional and physical turmoil not seen as such—the lives that are rendered ungrievable—and examine how we can and should respond to them. Thus, this article contributes to feminist conversations about witnessing, grief, and the political function of emotion. (shrink)

This article seeks to provide a research agenda for the study of animal protection politics. It looks firstly at the animal protection movement's organization and maintenance in the context of Olson's theory of collective action. While existing research suggests that activists tend to be recruited because of the purposive and expressive benefits they offer rather than the material ones emphasized by Olson, these alternative forms of selective incentives can hinder the achievement of the movement's goals. Secondly, the (...) article outlines alternative models of policy-making and shows how they might be operationalized to explain the development of animal welfare policy-making in Britain and the United States. Preliminary observations suggest thatBritain's animal welfare record is more substantial because policy communities have been able to manage and limit change through concessions and cooptation. No such mechanism is available in the American political system where the greater openness and fragmentation often results in severe confrontation and ultimately, stalemate. (shrink)

Basnett argues that by placing the problem of the human/animal distinction at the centre of Adorno's thought, we discover a new Adorno, one whose critique of domination is in dialogue with classic concerns of political thought forged by Aristotle, including questions of humanist political education and the role of art. Through a close reading of primary sources, Basnett identifies the principal conceptual structure entwined with the understanding of human life as antagonistic to other animals, and outlines how forms of aesthetic experience disrupt this problematic concept in favour of a reconceptualization of what we call human. His analysis displaces the centrality of the human and attempts to open up a space for its transformation, both in terms of how humans relate to each other and in how humans relate to other animals. Human beings are both needy and dignified. How should we think about the relationship between our neediness and our worth? Card argues well that our vulnerability to luck is intertwined in the very conditions of moral agency. We can see the merit of her approach even more clearly by turning to some difficulties the Stoics have in preserving dignity while removing vulnerability. Stoicism does, however, help us to sort through the difficulties involved as we try to combine love of particular (...) people with respect for all human life. Richardson is correct to suggest that love itself can animate the concern for all humanity; I also agree with him that institutions must play a major role in any solution to problems of inequality between nations. Although the “capabilities approach” offers an attractive account of one part of the goal of just political institutions, combining, as Moody‐Adams suggests, respect for difference with a commitment to universal norms, I now believe that the capabilities account should be combined with a form of Rawlsian political liberalism that protects spaces within which citizens may pursue the good as they understand it. Alan Reynolds: This paper is divided into three sections. First, I describe the wide plurality of views on issues of animal ethics, showing that our disagreements here are deep and profound. This fact of reasonable pluralism about animal ethics presents a political problem. According to the dominant liberal tradition of political philosophy, it is impermissible for one faction of people to impose its values upon another faction of people who reasonably reject those values. Instead, we are obligated to (...) justify our political actions to each other using reasons that everyone can accept. Thus, in the second section I suggest that our condition of reasonable pluralism inspires us to turn toward some form of contractarianism. The social contract tradition emerged precisely as an attempt to think about how a society characterized by deep moral disagreement could nonetheless agree about the basic principles of justice. I will show, in this section, that although the social contract tradition would seem to contain the best tools for thinking about how to deal with moral disagreement, it fails to help us think through the important issues of animal ethics. In the concluding section, I suggest some ways in which political philosophy might move beyond contractarianism when thinking about this issue, including embracing an agonistic style of politics. -/- Cet article est divisé en trois sections. In this chapter, I defend the claim that if nonhuman animals have certain basic moral rights, then this requires that we extend to them what I call “full political standing.” Full political standing includes legal rights, legal standing so others can bring legal suits on behalf of animals, and some form of institutionalized political representation. I argue that only if we incorporate other animals into our legal and political institutions in these ways will humans be able to effectively protect and (...) uphold their basic moral rights. She appealed at length to the righteousness of Stoic cosmopolitanism in past publications such as Cultivating Humanity in 1997. Now, according to The Cosmopolitan Tradition, that founding ideal cannot be right. She presently advocates what may be called “ethical nationalism” since no system of political internationalism could be good enough. A reassessment of cosmopolitanism by this (...) unimpeachable expert must be considered carefully. Despite saying that “cosmopolitanism” is a term “too vague to be useful,” her chapters are replete with tenets taken as essential to this tradition that she must reluctantly abandon. To reach higher for social justice, ethical nations should “Brexit” from frail international systems still failing the multitudes. Rights are global, but enforcement is local. (shrink)

Biology and Philosophy, forthcoming. Following recent arguments that there is no logical problem with attributing mental or agential states to animals, I address the epistemological problem of how to go about making accurate attributions. I suggest that there is a two-part general method for determining whether a psychological property can be accurately attributed to a member of another species: folk expert opinion and functionality. This method is based on well-known assessments used to attribute mental states to humans who are unable (...) to self-ascribe due to an early stage of development or impairment, and can be used to describe social and emotional development as well as personality. I describe how instruments such as the Child Behavior Checklist, which relies on intersubjective expert opinion, could be modified to assess other species subjects. The measures are validated via the accuracy of the predictions that are derived, which is an example of the functionality of attribution. I respond to theoretical criticisms against use of this method, and argue that if the method counts as good science for infant cognition research, then it should count as good science for animal cognition research as well. Correspondingly, if the method doesn’t count as good science for animal cognition research, then we must be very skeptical of its use with nonverbal humans. (shrink)

Juxtaposing the continental philosophy of inclusion/exclusion and the cognitive and affective neuroscience of dehumanization, infrahumanization, and rehumanization may inform animal activists’ strategies. Both fields focus upon how we decide who counts and who doesn’t. Decisions over who’s human and who isn’t are not simply about species membership but involve biopolitical value judgments over who we wish to include or exclude. Posthumanists seek to disrupt the biopolitics of inclusion/exclusion, partly to heal ethical and political relations between human and nonhuman animals. (...) Calarco calls this jamming Agamben’s anthropological machine. Bestia Sacer are those designated as included or excluded, moving among zones of humans, nonhuman animals, and things. Cognitive and affective neuroscience describes how mechanisms of inclusion/exclusion function in dehumanization, infrahumanization, and rehumanization. Humans assign varying degrees of humanity to others according to in-group/out-group status in judgments open to manipulation. Investigating how these mechanisms operate in human perceptions of nonhuman animals may inform activist strategies, transforming ethical and political relations between humans and nonhuman animals and end the exclusion of Bestia Sacer.
