In our increasingly interactive and interdependent world, we are confronted almost daily with issues in international law: think, for instance, of the recent Pinochet and Öcalan cases, the crises in Iraq, Kosovo and East Timor, or the banana and hormone disputes in the WTO. Add to this continual reports about the activities of international organizations, from the UN to the European Union, and it becomes clear that international law is the order of the day. Whoever follows these international developments, as (...) I do, and whoever is committed to the construction of a solid legal order for the international community, finds himself constantly torn between hope and despair. Signs of hope in recent years include the approval of a statute for the International Criminal Court in Rome on July 17, 1998; the Pinochet decisions of the House of Lords of November 1998 and March 1999; and the coming into force of the Ottawa agreement on anti-personnel mines in March of 1999. Yet who could witness the course of events during the NATO bombing campaign in Yugoslavia, and the long period of UN inaction against the violence that broke out in East Timor following the referendum, without feeling some sense of desperation? The mood of the present day, however, should not prevent us from taking a long-term perspective. What kind of international legal order are we moving towards on the threshold of the twenty-first century? Building up a solid international legal order is probably one of the greatest challenges facing humanity at present. Our national legal systems are strongly developed and during the last fifty years, Western Europe has succeeded in constructing an EU legal order which has made possible a peaceful society, welfare and the integration of peoples in Europe. But where do we stand on the world level? Is international law not all too slowly limping behind globalization? And yet, the century we are looking back on has been the century in which international law and the law of international organizations flourished: in the framework of the League of Nations, and then the UN, we have succeeded in codifying, consolidating and developing international law in numerous multilateral treaties ranging from human rights and maritime law to international labour, trade and environmental norms. Never before had the world witnessed such an extensive network of international organizations . Never before did states make such intensive use of treaties for arranging their mutual concerns: more than 30,000 are registered at the UN. (shrink)

In this study, we examined the learning of new grapheme-phoneme correspondences in individuals with and without dyslexia. Additionally, we investigated the relation between grapheme-phoneme learning and measures of phonological awareness, orthographic knowledge and rapid automatized naming, with a focus on the unique joint variance of grapheme-phoneme learning to word and non-word reading achievement. Training of grapheme-phoneme associations consisted of a 20-min training program in which eight novel letters (Hebrew) needed to be paired with speech sounds taken from the participant's native (...) language (Dutch). Eighty-four third grade students, of whom 20 were diagnosed with dyslexia, participated in the training and testing. Our results indicate a reduced ability of dyslexic readers in applying newly learned grapheme-phoneme correspondences while reading words which consist of these novel letters. However, we did not observe a significant independent contribution of grapheme-phoneme learning to reading outcomes. Alternatively, results from the regression analysis indicate that failure to read may be due to differences in phonological and/or orthographic knowledge but not to differences in the grapheme-phoneme-conversion process itself. Developmental dyslexia is considered to be most effectively addressed with preventive phonics-based interventions, including grapheme-phoneme coupling and blending exercises. These intervention types require intact speech perception abilities, given their large focus on exercises with auditorily presented phonemes. Yet some children with dyslexia experience problems in this domain due to a poorer sensitivity to rise times, i.e., rhythmic acoustic cues present in the speech envelope. As a result, the often subtle speech perception problems could potentially constrain an optimal response to phonics-based (...) interventions in at-risk children. The current study therefore aimed to extend existing research by examining the presence of potential speech perception deficits in pre-readers at cognitive risk for dyslexia when compared to typically developing peers and to explore the added value of a preventive auditory intervention for at-risk pre-readers, targeting rise time sensitivity, on speech perception and other reading-related skills. To obtain the first research objective, we longitudinally compared speech-in-noise perception between 28 5-year-old pre-readers with and 30 peers without a cognitive risk for dyslexia during the second half of the third year of kindergarten. The second research objective was addressed by exploring growth in speech perception and other reading-related skills in an independent sample of 62 at-risk 5-year-old pre-readers who all combined a 12-week preventive phonics-based intervention with an auditory story listening intervention. In half of the sample, story recordings contained artificially enhanced rise times, while in the other half, stories remained unprocessed. Results revealed a slower speech-in-noise perception growth in the at-risk compared to the non-at-risk group, due to an emerged deficit at the end of kindergarten. Concerning the auditory intervention effects, both intervention groups showed equal growth in speech-in-noise perception and other reading-related skills, suggesting no boost of envelope-enhanced story listening on top of the effect of combining GraphoGame-Flemish with listening to unprocessed stories. These findings thus provide evidence for a link between speech perception problems and dyslexia, yet do not support the potential of the auditory intervention in its current form. (shrink)

The present book is the result of the conference 'Renovatio, inventio, absentia imperii. From the Roman Empire to Contemporary Imperialism', held in Brussels at the occasion of the 75th anniversary of the Academia Belgica in Rome (September 11-13, 2014). At the heart of the conference was the 'reception', 'Nachleben' or 'permanence' of the Roman Empire, of an idea and a historical paradigm which since classical Antiquity has supported the most widespread claims to obtain and consolidate power. The volume's focus is (...) on culture in a broad sense, i.e. including besides the arts, philosophy, religion and, most importantly, discourse. As such, a wide array of themes are subjected to academic scrutiny. Whereas the main focus is on Europe and North America, some contributors also reach out towards non-Western contexts, whether or not directly related to the Roman example. A theoretical and sociological dimension is also added thanks to the discussion on methodological issues. More specifically, the following question(s) receive particular attention: what is our position as researchers, embedded in a contemporary, often Western, democratic and capitalist context; what about the notion of empire itself, its constituent elements and the kind of ideological prerogatives to which it is generally subjected; in other words, apart from the many historical variants and instances of reception of empire, through which filters can, and inevitably do, we approach this topic? A question that has become ever more pregnant since the beginning of the twenty-first century, after the dissolution of the Soviet Union, the events of September 11, which have revivified what could be called American 'imperialism', and at a time when an essentially economic variant, driven by 'emerging' powers such as China, has increasingly contested existing power structures."--Page [4] of cover. In this paper, reduction and its pragmatics are discussed in light of the development in computer science of languages to describe processes. The design of higher-level description languages within computer science has had the aim of allowing for description of the dynamics of processes in the (physical) world on a higher level avoiding all (physical) details of these processes. The higher description levels developed have dramatically increased the complexity of applications that came within reach. The pragmatic attitude of a (scientific) (...) practitioner in this area has become inherently anti-reductionist, but based on well-established reduction relations. The paper discusses how this perspective can be related to reduction in general, and to other domains where description of dynamics plays a main role, in particular, biological and cognitive domains. A survey amongst 602 Flemish secondary school pupils, aged 17-18, shows that a distinction can be made between two different, albeit closely related, dimensions of royalism : the emotional attachment to the king as a person and to the royal family on the one hand, and the political support for the monarchy on the other. Respondents are predominantly indifferent or negative about the monarchy, particularly on the emotional dimension. A multivariate analysis shows that male and non-churchgoing pupils are more negative (...) on both dimensions. Pupils from migrant families are more positive on the emotional dimension. The scores on both dimensions are higher amongst pupils who identify with Belgium rather than with Flanders, who have strong patriotic feelings and who tend towards an authoritarian attitude. The scores are lower amongst pupils with apreference for a regionalist party. The hypothesis that intense royalist feelings coincide with a general attitude of trust in the political authorities was only confirmed with regard to the emotional dimension, while the political support for the monarchy appears to be detached from the trust in the political authorities. An increasing number of older patients have to decide on a treatment plan for advanced chronic kidney disease, involving dialysis or conservative care. Shared decision-making is recommended as the model for decision-making in such preference-sensitive decisions. The aim of SDM is to come to decisions that are consistent with the patient’s values and preferences and made by the patient and healthcare professional working together. In clinical practice, however, SDM appears to be not yet routine and needs further implementation. A shift (...) from a biomedical to a person-centered conception might help to make the process more shared. Shared should, therefore, be interpreted as two persons bringing two perspectives to the table, that both need to be explored during the decision-making process. Starting from the patient’s perspective will enable to determine the mutual goals of care first and, subsequently, determine the best way for achieving those goals. To perform such SDM, the healthcare professional needs to become a skilled companion, being part of the patient’s relational context, and start asking the right questions about what matters to the patient as person. In this article, we describe the need for a person-centered conception of SDM for the setting of older patients with advanced CKD. (shrink)

Investigations into inter-level relations in computer science, biology and psychology call for an *empirical* turn in the philosophy of mind. Rather than concentrate on *a priori* discussions of inter-level relations between 'completed' sciences, a case is made for the actual study of the way inter-level relations grow out of the developing sciences. Thus, philosophical inquiries will be made more relevant to the sciences, and, more importantly, philosophical accounts of inter-level relations will be testable by confronting them with what really happens (...) in science. Hence, close observation of the ever-changing reduction relations in the developing sciences, and revision of philosophical positions based on these empirical observations, may, in the long run, be more conducive to an adequate understanding of inter-level relations than a traditional *a priori* approach. Pendant le symposium à l'occasion des adieux d'Albert Zimmermann, Jan Aertsen, son successeur au Thomas-Institut à Cologne, profitait de cette occasion pour présenter sa conception de la philosophie médiévale. Dans sa contribution à ce symposium, Aertsen décrit un débat dans lequel il prend ensuite position lui-même. The communicative effect of a collective message from the Dutch former minister of finance Wouter Bos to inform all his contacts about his new email address is completely different from that of a set of individual messages to the same list. The talk will explain how differences of this kind can be modelled in epistemic logic (the logic of knowledge). A central notion here is common knowledge. We will explain the general framework for describing update effects of messages as (...) mappings on epistemic models (“knowledge models”), and we will give a sketch of some recent work in this area. Dit begrip zal worden geillustreerd aan de hand van een aantal logische puzzles, en van protocollen uit het dagelijks leven die bedoeld zijn om collectief (...) weten tot stand te brengen. This book provides the reader with an analysis of backward causation. The notion of backward causation faces many different paradoxes that threaten to make the notion inconsistent or incoherent. The book denies that these pose a real threat. It developed a theory of causation according to which the orientation of causation is not dependent on the direction of time. In this process it takes issues with David Lewis' contrafactual analysis of causation, and denies that the direction of time is determined (...) by irreversible processes . Likewise the book argues that the conceptual possibility of backward causation requires that the future is just as real as the past and present. Finally the book considers what the physical processes may look like if backward causation not only a a conceptual possibility but also a physical possibility. The conclusion is that no normal matter can possibly participate in backward causal processes. Instead objects moving backwards in time seem to posses negative mass and energy, a kind of objects that would be different from both ordinary objects and hypothetical tachyons. (shrink)

New computer systems of discovery create a research program for logic and philosophy of science. These systems consist of inference rules and control knowledge that guide the discovery process. Their paths of discovery are influenced by the available data and the discovery steps coincide with the justification of results. The discovery process can be described in terms of fundamental concepts of artificial intelligence such as heuristic search, and can also be interpreted in terms of logic. The traditional distinction that places (...) studies of scientific discovery outside the philosophy of science, in psychology, sociology, or history, is no longer valid in view of the existence of computer systems of discovery. It becomes both reasonable and attractive to study the schemes of discovery in the same way as the criteria of justification were studied: empirically as facts, and logically as norms. (shrink)

According to a common opinion, the word ‘semantics’ , derived from the Greek word semantikos , appeared for the first time, at least in modern times, in the book Essai de semantique, science de significations by M. J. A. Bréal . However, Quine says in his lectures on Carnap:As used by C. S. Peirce, “semantic” is the study of the modes of denotation of signs: whether a sign denotes its object through causal or symptomatic connection, or through imagery, or through (...) arbitrary convention and so on. This sense of semantic, namely a theory of meaning, is used also in empirical philology: empirical semantic is the study of historical changes of meanings of words.1For Bréal, semantics was a branch of general linguistics. In particular, semantics was occupied with so-called lexical meaning and its changes through time. Thus, semantics in this sense belonged to what was called “the diachronic treatment of language”. This tradition is fairly alive in contemporary linguistic theory. Quine’s description of the word ‘semantic’ in Peirce corresponds, which Quine explicitly states, to its use in philology. However, some linguists ascribe a more theoretical role to lingustic semantics. Karl Bühler is an example. In his Sprachtheorie he says that a theory of semantic functions of language is a part of theory of language.2 This account is to be found also among philosophers. It is also rather obvious that Peirce did not limit his semantic only to empirical studies. Linguists also use the word ‘semasiology’ instead of ‘semantics’; Bühler proposed the term ‘sematology’ for a general theory of symbols. (shrink)

Western civilization is over. So begins Jan Zwicky’s trenchant exploration of the root of global cultural and ecological collapse: a way of thinking that is also linked to some of the West’s most noted achievements. The Renaissance merged imperial enterprise with Islamic algebra and recently recovered Greek mathematics to precipitate mechanized industry and resource extraction; these in turn made possible the growth of capitalism, the military-industrial complex, and Big Technology. Despite its self-image as objective, Zwicky argues, the West’s style of (...) thought is not politically neutral, but intensely anthropocentric. It has led those who adopt it to regard the more-than-human world as nothing more than timber licences and drilling sites, where value is not recognized unless it is monetized. Oblivious to context and blind to big-picture thinking, it analyzes, mechanizes, digitizes, and systematizes, while rejecting empathy and compassion as distorting influences. Lyric comprehension, in Zwicky’s view, offers an alternative to this way of thinking, and she provides a wide range of examples. Once upon a Time in the West documents how a narrow epistemological style has left Western thought blind to critical features of reality, and how the terrifying consequences of that blinkered vision are now beginning to unfold. We present a developmental perspective regarding the difference in perceptions toward privacy between young and old. Here, we introduce the notion of privacy conceptions, that is, the specific ideas that individuals have regarding what privacy actually is. The differences in privacy concerns often found between young and old are postulated as the result of the differences found in their privacy conceptions, which are subsequently linked to their developmental life stages. The data presented have been obtained through a questionnaire distributed among (...) adolescents, young adults, and adults and provide support for this developmental perspective. This study is one of the first to include adolescents when investigating the privacy concerns among young and old. The results show that the privacy conceptions held by adolescents indeed differ from those held by young adults and adults in keeping with the expectations as seen from a developmental perspective. In addition, the areas in which the differences in privacy conceptions are found also reflect the strongest relationship with concerns. As such, these findings present an alternative perspective to the commonly held notion that young people are less concerned about privacy. (shrink)

We generalize a well-known theorem binding the elementary equivalence relation on the level of PAC fields and the isomorphism type of their absolute Galois groups. Our results concern two cases: saturated PAC structures and nonsaturated PAC structures.

Many philosophers accept derivative blameworthiness for ignorant conduct – the idea that the blameworthiness for one’s ignorance can ‘transfer’ to blameworthiness for one’s subsequent ignorant conduct. In this chapter we ask the question what it actually means that blameworthiness would transfer, and explore four distinct views and their merits. On views (I) and (II), one’s overall degree of blameworthiness is determined by factors relevant to one’s ignorance and/or one’s subsequent conduct, and transfer only involves an increase in scope. On views (...) (III) and (IV), one’s overall degree of blameworthiness is determined by factors relevant to one’s ignorance as well as one’s subsequent conduct, and transfer might not only entail an increase in scope, but also in degree. A common opinion is that power has shifted from states to companies. This article discusses quantitative and qualitative aspects of power possessed by companies and by states. A more adequate comparison than that between company sales and gross national product is the one between company value added and GNP. Also more adequate is the comparison between the public sector and company net profit. These rival measures take down company power to about a tenth of the sales measure. Also in qualitative (...) terms the "exit power" of the company gives a low impact compared to governmental action and the article concludes that company power by common measures is overestimated. However, the aggregated long-term effect of the market economy on the development of society is most significant. But it is a mistake to use that judgment as an argument for the opinion that business executives are the major power holders in modern societies. Perceptions of power also have an impact on which expectations and commitments that can be judged as realistic and therefore the issue of power is central for the normative discussion about corporate social responsibility. We extend stit logic by adding a spatial dimension. This enables us to distinguish between powers and opportunities of agents. Powers are agent-specific and do not depend on an agent’s location. Opportunities do depend on locations, and are the same for every agent. The central idea is to define the real possibility to see to the truth of a condition in space and time as the combination of the power and the opportunity to do so. The focus on agent-relative powers (...) and space-relative opportunities firmly roots effectivity of an autonomous choice making agent in a space–time picture. Our space–time view will be classically Newtonian, since we will assume relativistic phenomena do not play a role in agentive effectivity. We show how our semantics naturally distinguishes between different kinds of histories; histories that reflect real possibilities and histories that reflect counterfactual possibilities. Furthermore, we discuss how the spatial picture sheds light on conceptual problems plaguing the central stit property of ‘independence of agency’. At several points in the article we will emphasise and defend the differences with Belnap’s theory of agency in relativistic branching space–times. (shrink)

Cet article entend dépasser le corpus traditionnel des « lois sacrées » en présentant un projet de recueil alternatif de « Normes rituelles grecques » (CGRN pour l’acronyme anglais), qui s’appuie sur des critères plus sélectifs et sera publié en ligne.

Why awaken the soul to justice if the only result can be to increase awareness of the futility of aspiring to justice in the world? Zwicky documents challenges to the belief that teaching philosophy will result in a fairer polity and suggests that perception of being’s integrity sustains pursuit of philosophy as a way of life.

Statistical inference is often justified by long-run properties of the sampling distributions, such as the repeated sampling rationale. These are frequentist justifications of statistical inference. I argue, in line with existing philosophical literature, but against a widespread image in empirical science, that these justifications are flawed. Then I propose a novel interpretation of probability in statistics, the artefactual interpretation. I believe that this interpretation is able to bridge the gap between statistical probability calculations and rational decisions on the basis of (...) observed data. The artefactual interpretation is able to justify statistical inference without making any assumptions about probability in the material world. (shrink)

The contribution that Professor Pieter M. Venter has made to the study of the Old Testament during his academic and ecclesiastic career is reviewed. After a brief biographical introduction, the article surveys the development of his research interests, focusing specifically on his contributions to the study of wisdom literature, narratives and narratology, second temple literature, the formation of the canon, and Old Testament Theology. The review concludes with reference to his way of practising critical theology, taking full cognisance of research (...) into the linguistic, historical critical, narratological and ideological aspects of Old Testament texts, but always with a sensitivity for the needs of the church as interpretive community.
