This paper is devoted to the transformation of the practices of obtaining academic degrees in Ukraine by applicants from outside the Academy. My hypothesis is that neopatrimonial science, political regime, and credentialism have led to consumption of academic degrees in Ukraine. It is a socially and politically selective process, where the initial pattern is established by the reference groups of top officials. This pattern is subsequently copied and reproduced by lower ranks. It is related to (economically) favorable conditions contributing to (...) the transfer of academic regalia from the category of luxury goods to objects of mass consumption. This process has its own specific features for different groups of applicants from outside the Academy, where the significant factors are the applicant’s position and its rank, regional structure of the political regime, and gender. The empirical basis of the work was: (a) career patterns of 642 former and current governors and/or heads of Regional Councils during 1992–2024; (b) 1,735 candidate (PhD) theses in political science defended during 1999–2024. This article outlines the leading trends in contemporary English-language historiography of philosophy. It is shown that the anti-historicity, which was characteristic of analytic philosophy in its classical versions was only a moment in its development. A historical turn that began in English-language philosophical world as early as the 1960s, during the first decades of the 21st century has led to a true flourishing of the history of philosophy - both at the conceptual and institutional level. Contemporary English-speaking historians of philosophy (...) pay considerable attention to the methodologically important distinction between real historical process, i.e., facts that took place in the past (history of philosophy), and reflections concerning means, goals, and epistemological foundations for the understanding of these facts (historiography of philosophy). It is also shown that one of the main results of a careful study of history of philosophy is inclusiveness – drawing attention to those pages or aspects of the past that, for some reason, were marginalized or completely forgotten. Factors that were traditionally dismissed as external and unimportant, now acquire the same significance as those that were previously considered as exclusively internal and important. Due to this fact traditional history of philosophy, focused primarily on the study of the most prominent representatives of Western thought, usually men by gender, is replaced by a much broader historically-philosophical canon, which includes a much wider circle of thinkers, representatives of different cultures and types of philosophizing. Based on the assumption that “philosophy, as the thought of the world, does not appear until reality has completed its formative process,” Georg Hegel compared it with the ancient symbol of wisdom: the owl of Minerva. This analogy is well known and has not caused many debates. Much less known is the comparison of philosophy with another bird, the rooster, proposed by Henry Thoreau. The main purpose of the article is to show that the latter analogy also has a deep (...) meaning and can serve as a good addition to Hegel’s one. Both comparisons can co-exist as the symbols of two different ways of philosophizing. The comparison of philosophy with the owl is an accurate symbol of Hegel’s type of philosophizing: impersonal, academic, strictly theoretical, and quite conservative. At the same time, the comparison with the rooster is more in line with the type of philosophizing that Thoreau practiced: deeply personalized, extraacademic, practical, and future-oriented. It has been shown that Thoreau’s “morning-rooster” philosophy became the basis for many innovative ideas and practices, the relevance of which only grows over the time: the fight against racism, civil disobedience, wildlife conservation, animal protection, vegetarianism, and even downshifting. To clarify the specifics of this type of philosophizing, the author recontextualizes the famous episode from Plato’s “Phaedo”, in which Socrates not only sacrifices his own life by drinking a poisonous beverage but also asks to sacrifice a rooster. It has been shown that, to a certain level, Thoreau was like Socrates; however, his philosophy does not require such sacrifices. Thoreau’s philosophy is like the crowing of a cheerful rooster, which wakes up and notices the first rays of a new dawn, even in the twilight of the end of history.Manuscript received 10.08.2020. Purpose. The study is dedicated to the analysis of structuralist and poststructuralist concepts of the Other (Others) as the basis for the formation of social subjectivity and the subject's identity. Theoretical basis. The authors proceed from the assumption that the conceptualization of the Other of traditional philosophical structuralism with his absolutization of the "process without a subject" imposes from the outside, sometimes unacceptable and alien to the subject identity. Scientific novelty. The authors prove the need for further research into multivariate (...) concepts of the Other, which testify to a fairly complex process of subjectivation in the present, which takes place on an uncontrolled, unconscious level. Conclusions. The authors identified directions for further study of the problem of transformation and incorporation of concepts of the Other into modern social structures, which significantly modify the content and role of collective identity in the process of subjectivation of individuals, which becomes a promising topic for future research. The idea of ​​tolerance is a form of reflection in the public consciousness of the objective existence of plurality of cultures, ways and styles of life, different models and concepts of understanding the world and the place of man in it. Tolerance presupposes that while preserving its independence and autonomy, the interactions in its turn, in their turn, should not restrict the freedom of others, knowing and recognizing their identity and self-worth, while respecting their right to choose, the right to (...) be different, not similar and even to the contrary in their preferences, interests, habits, beliefs, which, however, should not contradict the very idea of ​​tolerance. This article explores the role of language and ideology in Soviet philosophy and education. The author argues that the Soviet regime deliberately used philosophy as a tool for manipulation, with the aim of creating a common understanding that Marxism and Leninism are the only true doctrines of philosophy. The course of philosophy was mandatory at all levels of education and was fully standardized, with a focus on scientific grounds that only Marxist philosophy was valid. The article also highlights the role (...) of language in the Soviet language lockdown policy, where the Russian language was prioritized as the primary language of education and science, suppressing national languages and cultures of member countries. Furthermore, translations of key philosophical texts were selectively done, presenting only those texts that did not touch upon political or religious issues. The article concludes that the oppressive language and ideology practices in Soviet philosophy had a significant impact on the intellectual and cultural development of the Soviet Union and its member countries. У статті проведено порівняння основ військової структури та бойової підготовки піхотинців Війська Польського і Кубанського козацтва в роки Першої світової війни для перевірки гіпотези про подібність структури та бойового навчання цих збройних формувань, що представляли різні сторони військового конфлікту. Засвідчено певну тенденцію до уніфікації піхотних формувань відповідно до нових реалій військових конфліктів. При цьому автор відзначає деяку перевагу військово-прикладного вишколу козаків, які триваліший час готувались до військової служби й мали безперервні традиції військово-прикладного навчання воєнізованої спільноти. Представлена стаття розкриває лише один (...) з аспектів військової історії Східної Європи початку ХХ ст. й має на меті увести в науковий обіг нові дані та висновки про розвиток військової системи Європи тих часів. Sigmund Freud’s psychoanalysis and Carl Gustav Jung’s analytical psychology are different in many ways and some of their differences are extremely crucial. It is widely believed that one of the most obvious examples of this intellectual confrontation is the difference between Freud’s and Jung’s views on mythology. Proponents of this view believe that Jung was much more interested in mythological issues and his theory of myth became much deeper and more developed than Freud’s one. In particular, it is believed that (...) Freud focused exclusively on the individual’s psyche, while Jung allegedly reached the true origins of mythmaking in the collective unconscious, which is the sediment of the vast historical experience of mankind. The article shows that such statements do not reflect the real situation but just the point of view, which Jung began to spread after his break-up with Freud. In fact, the founder of psychoanalysis had a steady and deep interest in mythology. The manifestation of this interest was the formation of “psycho-analytics” of myth – a specific area of research, which in the early years of the psychoanalytic movement was joined by several first psychoanalysts, including Franz Riklin, Karl Abraham, Otto Rank, Ernest Jones, and Jung himself. It is essential that both Freud and Jung, before and after the break-up in 1913, have been and remain the supporters of the consideration of a man and culture through the prism of certain biological concepts of that time. Those are the principle of inheritance of acquired properties (Lamarckism) and the idea that ontogenesis recapitulates phylogeny (“biogenetic law”). Based on Lamarckian-biogenetic assumptions, both Freud and Jung saw the origins of mythology in the collective historical experience of mankind. The article demonstrates that the image of Oedipus and the associated motives of incest and parricide play almost the same role in Freud’s (and Freudian) model of mythmaking as the archetypes of the collective unconscious in Jung’s (and Jungian) concept of myth. At the beginning of the twentieth century, when psychoanalysis was just emerging and the tradition of writing psychoanalytic biographies did not yet exist, the genre of pathography was widespread among psychiatrists, who considered the life of a prominent figure through the prism of his or her disease. One of the heroes of the number of pathological investigations was Friedrich Nietzsche, whose figure and philosophical views instigated wide interest. This tendency was manifested among the psychiatrists working in the Russian Empire, including (...) the territory of contemporary Ukraine. The analysis of Nietzsche’s illness and creativity, proposed by a psychiatrist from Odessa Ivan Khmelevskyi, helps to clarify the historical boundaries between the pathography and psychobiography. The current article for the first time attempts to reproduce the basic data on the life and research activities of this now almost forgotten psychiatrist. The specificity of I. Khmelevskyi’s views on F. Nietzsche becomes more obvious due to the consideration of the position of Vladimir Chyzh, another Russian psychiatrist who was also interested in the figure and ideas of the German philosopher. It is shown that the pathographies of F. Nietzsche, proposed by I. Khmelevskyi and V. Chyzh, reflected both some features of the development of the genre and general trends in understanding of Nietzsche’s figure and teachings within the Russian context. It is shown that V. Chyzh and I. Khmelevskyi, like many scientists of their time, shared some ideas about evolution and degeneration, which are now considered outdated. At the same time, it has been shown that both psychiatrists confronted with the philosophy and figure of F. Nietzsche were forced to limit the explanatory ambitions of psychiatry and avoid the usual for pathographers of that time tendency to consider genius as a pathology. It is also noted that the fact of Nietzsche’s illness, if not overemphasized, can be accepted to the philosophical discourse of the present time. (shrink)

Напередодні появи психоаналізу в західній науці та культурі відбувалися різноманітні процеси, що їх можна розглядати як «протопсихоаналітичні». Автор намагається показати, що деякі з цих процесів дістали відображення у працях випускників та викладачів Київської духовної академії. Приклади осмислення поняття несвідомого можна зустріти у таких випускників і викладачів КДА, як Орест Новицький, Петро Ліницький, Григорій Малеванський, Маркеллін Олесницький, Федір Орнатський, Олексій Кирилович. Показано, що до подібних міркувань їх підштовхували ідеї західноєвропейських філософів, зокрема Фрідріха Шеллінґа, Артура Шопенгауера, Едуарда фон Гартмана, Іммануїла Фіхте, Поля (...) Жане та ін. Зазначено, що випускник і викладач КДА Матвій Троїцький максимально наблизився до визначення такого важливого для психоаналізу феномену, як перенос. Найбільшу увагу присвячено працям випускника КДА Михайла Вержболовича. Вони містять розгляд низки концептів, уявлень, міркувань, настанов, практик, що відіграли важливу роль у формуванні різних версій психоаналізу. Михайло Вержболович виходить на відповідну проблематику, аналізуючи погляди не лише згаданих вище філософів, а й провідних європейських психологів ХІХ – початку ХХ ст. – Йогана Гербарта, Германа Ульріци, Вільгельма Вундта, Теодора Флурнуа та ін. У серії праць Вержболовича, присвячених вивченню різноманітних окультних феноменів, відображено чимало ідей та процесів, що відіграли велику роль у формуванні аналітичної психології Карла Юнґа. Зазначене дає змогу уникнути звуженого уявлення щодо розвитку науки у КДА. Хоч вона й була передусім релігійним закладом, у її стінах навчалися та працювали фахівці з широким кругозором. Вони здійснювали актуальні розвідки, добре знаючись на філософських засадах та новітніх тенденціях у різних наукових дисциплінах, зокрема у психології. (shrink)

It is generally known that the influential Kyiv researcher, professor of the St. Volodymyr University and honorary member of the Kyiv Theological Academy Ivan Sikorsky made a significant contribution to the development of the psychological science of his times and gained great authority among his colleagues in the West. In recent years, many studies have been launched in Ukraine, whose authors are trying to demonstrate the relevance of his work also in terms of contemporary science. It remains unclear as to (...) when and how he was recognized in the West, which of his colleagues he influenced in his own life, how his academic achievements are now appreciated in foreign professional circles. Trying to fill this gap, the author of the paper created Sikorsky’s personal profile on the Internet platform “Google Scholar”. This Internet-based platform is regularly used to calculate citations of the contemporary scholars and publications. However, as it has turned out, Google Scholar may also be a useful tool for the historical research. This search engine collates information on almost all of the Sikorsky’s works, including those written or translated into foreign languages and published abroad. Despite the fact that Google Scholar identified and included in its own list not all of the existing references, it nevertheless helped to reconstruct a rather large and representative bibliography. Combining the quantitative and qualitative analysis of relevant information from Google Scholar as well as such tools as Google Books, Internet Archive, JSTOR, etc. helps to clarify and substantially expand the understanding of Sikorsky’s place within the history of science and the treatment of his works in the West. As it is clearly shown in the article, he became one of the brightest domestic representatives of the leading trends in the world psychology. A significant number of Western experimental psychologists of the late nineteenth and first half of the twentieth century were actively referring to his pioneering researches on the phenomenon of mental fatigue in children. It is also shown that the contribution made by Sikorsky to the development of psychology and pedagogy has not been forgotten by the contemporary researchers. (shrink)

“Beilis affair” is one of the most resonate events in Kyiv of the early 20 th century. It was a subject of a huge number of investigations. However, a special analysis of the role that the members of Kyiv Theological Academy community played in this affair has not been made yet. Facts and data available require further reflections and deeper interpretations. For this, both a time span and a thematic content should be expanded. Thus, the author tries to reveal the (...) specifics of the discourse wherein the members of the community were predisposed to interpret both “Beilis affair” and “Jewish question” as a whole. The materials published in “Kyiv Theological Academy Studies” journal throughout all years of its existence in pre-revolutionary Russia constitute the main source of information. In the study, the author tries to widen another researcher’s idea that “Beilis affair” became a unique case of the dialogue between Christians and Jews. The article shows that the foundations for this dialogue had been created in the previous years by many Kyiv Theological Academy community members, such as Andrii Khoinatskyi, Fedir Ornatskyi, Vasyl Pevnytskyi, Afanasii Bulhakov, Dmytro Bohdashevskyi, Olexandr Voronov, Mykola Stelletskyi, Viktor Ivanytskyi, Hryhorii Malevanskyi, Akym Olesnytskyi, and others. This experience as well as perfect knowledge of the European and world context, which the members of Kyiv Theological Academy intellectual community such as Olexandr Hlaholiev and Pavlo Tykhomyrov had, enabled them to make a real impact on the establishment of the dialogue between Christians and Jews in particular in the “Beilis affair”. B a c k g r o u n d. This article explores the tasks and goal of university education in Ukraine during the war. The role of the University in the field of education and public life during the russian-Ukrainian war is outlined. The educational sector is going through significant challenges along with Ukraine in the context of the military operations. Therefore, the university community is actively involved in the struggle and not only on the educational front. The article (...) is particularly addressing the following questions: what are the challenges that universities face in times of war?; how can university education continue under the circumstances of war?; what are the main tasks of university education for this period?; what are the new tasks that the University is facing today compared to the original tasks at the moment of the emergence of universities?; The article also demonstrates the transformation of university education from the time of the coronavirus pandemic to the moment of russia's full-scale invasion of Ukraine in 2022. Met hod s. The research methodology includes general scientific methods of analysis and synthesis. Method of situational analysis is also adopted within the methodology. The article uses an analytical approach based on the study of historical and philosophical sources. R e s u l t s. It is evident that Ukrainian universities despite the circumstances of war still operate as centers of education, train highly qualified professionals, develop science, and raise a new generation of scholars. University as an institution keeps cultivating an average person into a cultured one. We mean that the University preserves and transmits to young generations the culture of the Ukrainian national spirit in times of war. C o n c l u s i o n s. The article proves that the University, in such a difficult time of war, is forming the contemporary culture of Ukraine. This contemporary culture is created by the inseparable unity of two guilds: those who teach and those who study. So we are witnessing the realization of a new, glorious history of Ukraine, and the University is actively contributing to it. After all, Ukrainians are united by belonging to a great culture, and nowadays this culture manifests itself in the greatness of the national spirit that the Ukrainian people demonstrate. (shrink)

Kyiv-Mohyla Seminar on the History of Philosophy was established by the Kyiv-Mohyla Academy’s Department of Philosophy and Religious Studies in 2003. In this yearly seminar, the Department’s members as well as the historians of philosophy from other academic institutions regularly take part. Since 2003, 16 meetings of the seminar took place. Text Interpretation in the Historiography of Philosophy”, “Dmytro Chyzhevskyi as a Historian of Philosophy”, “Historiography of Philosophy in Ukraine: Current State and Perspectives”, “The Problem of Method in the Historiography of Philosophy”, “Oleksii Losiev: Personality and Heritage ”, “Methodology of the Historiography of Philosophy: Actual Strategies”, “Wilhelm Windelband as a Philosopher and Historian of Philosophy ”, “Hegel’s Heritage in the Mirror of Interpretations”, “The Studies on the History of Philosophy: New Generation”, “Kant’s Criticism from the perspective of Wolf’s dogmatism”, “The Reception of Indian Philosophy in Ukraine: 1840s–1930s”, “Did Kant Answer the Question on What a Man Is?”. The proceedings of the early three meetings were published in a special volume. The current issue of “NaUKMA Research Papers in Philosophy and Religious Studies” contains the proceedings of the sixteenth meeting of Kyiv-Mohyla Seminar on the History of Philosophy, which took place at the National University of Kyiv-Mohyla Academy on February 1, 2017. The main speaker was Dr. Taras Lyuty, while the co-speakers included Dr. Mykhailo Minakov and Dr. Vakhtang Kebuladze. The meeting was conducted by Prof. Vadym Menzhulin. The article is devoted to the philosophy of cosmology, its history and contemporary conditions, the tradition of studying and modern trends in teaching this discipline in higher education in Ukraine. There is problem of defining the subject of philosophy of cosmology, there are similar and different motifs with modern astrophysics, cosmology on the one hand, and, with the history of philosophy and modern philosophy on the other hand. The change in the subject of the philosophy of cosmology in the history (...) of philosophy and science has been studied in this article. Filosofian piirissä on viime aikoina käyty intensiivistä keskustelua metafysiikan naturalisoinnista ja tieteellisen metafysiikan mahdollisuudesta. Yksi tämän keskustelun keskeisistä teoksista on James Ladymanin ja Don Rossin (sekä osin John Collierin ja David Spurrettin) kirjoittama Every Thing Must Go (2007). Tässä kirjassa Ladyman ja Ross puolustavat, omien sanojensa mukaan, neopositivistista skientismiä. Heidän ohjelmansa on skientistinen, koska Ladymanin ja Rossin mukaan tiede on ainoa tapa tutkia todellisuutta objektiivisesti. Neopositivismi ilmenee puolestaan siinä, että heidän ohjelmansa tukeutuu eräänlaiseen verifikaatioperiaatteeseen. Ladymanin ja Rossin verifikaatioperiaate ei (...) kuitenkaan perustu, toisin kuin aiempien positivistien vastaava, kielelliseen merkitykseen tai suoriin havaintoihin vaan tiedeyhteisöön. Tiedeyhteisö päättää, mitkä kysymykset ja teoriat ovat tutkimisen arvoisia. Ladyman ja Ross esittelevät kirjassaan kaksi metafyysistä ohjelmaa: negatiivisen ja positiivisen. Toisaalta he pyrkivät kritisoimaan analyyttistä metafysiikkaa, jota he pitävät liiaksi irtautuneena nykytieteestä, ja toisaalta antamaan oman naturalistisen metafysiikkansa. Pyrimme tässä artikkelissa osoittamaan, että Ladymanin ja Rossin positiivinen ohjelma on jännitteessä, tai jopa ristiriidassa, heidän negatiivisen ohjelmansa kanssa. Tämä näkyy Ladymanin ja Rossin sitoutumisesta modaalirealismiin ja siinä, miten he yrittävät oikeuttaa sitoumuksensa. Jännitteen vuoksi Ladymanin ja Rossin on luovuttava joko modaalirealismista tai metafysiikalle antamistaan tiukoista vaatimuksista. (shrink)

Artikkeli käsittelee J. V. Snellmanin (1806–81) varhaisvaiheen filosofiaa ja sen suhdetta hänen 1840-luvun alun filosofiseen pääteokseensa "Persoonallisuuden idean spekulatiivisen kehittelyn yritys" (Versuch einer speculativen Entwicklung der Idee der Persönlichkeit). Varhaisvaiheen filosofia viittaa Snellmanin julkaistuihin kirjoituksiin vuosina 1835–40 sekä luentokäsikirjoituksiin ja muihin muistiinpanoihin. -/- Artikkelin keskiössä on Snellmanin varhainen luenta G. W. F. Hegelin (1770–1831) filosofiasta. Snellmanin filosofian on yleensä katsottu seuraavan Hegelin esikuvaa uskollisesti. Tämä pitää pääasiassa paikkansa, mutta toisaalta Snellman ei missään vaiheessa uraansa epäröinyt poiketa Hegelin viitoittamalta tieltä. Hän (...) ei tosin juuri korostanut eroja itsensä ja saksalaisen esikuvansa välillä. Snellman esitti varhaisfilosofiassaan muun muassa omaperäisen tulkinnan Hegelin subjektiivisen hengen filosofiasta. Hän pyrki myös yhdistämään Hegelin kaksi logiikan pääesitystä yhdeksi kokonaisuudeksi. Snellman myös täydensi joiltain osin Hegelin systeemiä. Hegel ei esimerkiksi koskaan vastannut yksiselitteisesti kysymykseen siitä, tarvitseeko hänen systeeminsä itsenäisen johdannon. Snellman katsoi johdannon tarpeelliseksi ja esitti varhaisfilosofiassaan oman versionsa johdannosta. Snellmanin johdanto keskittyi itsetietoisuuden käsitteeseen, joka oli keskeisessä roolissa myös hänen vuonna 1841 julkaisemassaan teoksessa "Persoonallisuuden idean spekulatiivisen kehittelyn yritys". Logiikan ja reaalifilosofian suhde on keskeisimpiä Hegelin filosofian herättämiä kysymyksiä. Hegelin mukaan hänen systeeminsä ensimmäinen osa eli logiikka ja toisen ja kolmannen osan muodostava reaalifilosofia vastaavat toisiaan. Hegelin tuotannossa on kuitenkin aineksia monenlaisille tulkinnoille tästä vastaavuudesta. -/- Yleensä ajatellaan, ettei Hegel ei tarjonnut tyydyttävää selitystä logiikan ja reaalifilosofian suhteesta. Jos otamme tämän tulkinnan lähtökohdaksi, on kysyttävä, miltä osin Hegelin lupaama vastaavuus ei toteudu. Toiseksi on kysyttävä vastaavuusvaatimuksen merkitystä Hegelin filosofialle ylipäänsä. Johtaako luopuminen logiikan ja reaalifilosofian vastaavuudesta absoluuttisen idealismin hylkäämiseen?

Ajatuksen toimitus on ystävällisesti suonut minulle tilaisuuden vastata Aki Lehtisen ja Kaisa Herneen kirjoituksiin. Vaikka Lehtinen on radikaalimpi sosiaalisen valinnan teorian kriitikko kuin minä, hän on joiltakin osin sitoutunut teorian perusolettamuksiin minua tiukemmin. Käsittelen vastauksessani kolmea näistä. Lisäksi tuon esiin, miksi riippumattomuussääntöä koskevat jatkuvat erimielisyydet eivät nähdäkseni ole vakavin heikkous sosiaalisen valinnan teoriassa; kiistanalaisin peruskäsite on pikemminkin sosiaalisen preferenssi- eli paremmuusjärjestyksen käsite. Kommentoin myös lyhyesti Lehtisen tulkintaa utiliteettien maksimoimisesta. Kaisa Herne tarkastelee omassa esityksessään äänestyssääntöjen valintaa. John Lockea seuraten, päätöksentekijöiden (...) velvollisuus on valita oikeudenmukaisin mahdollinen vaalijärjestelmä. Mahdollisia keskenään yhteensopimattomia oikeudenmukaisuuskriteerejä on kuitenkin hyvin paljon. Herneen käsittelemä ajatus tietämättömyyden verhon takana tehtävästä valinnasta oikeudenmukaisuuden takaajana on modernin yhteiskuntafilosofian keskeisiä oivalluksia. Hänen selostamansa päätöksentekokokeet osoittavat, että tietämättömyyden verhoa ei tarvitse mieltää vain ajatukselliseksi apuvälineeksi. Vaikka empiiriset deliberaatiokokeet ovat tietyllä tavalla vakuuttavampia kuin pelkät ajatuskokeet, ne nähdäkseni ovat alttiita osin samantyyppisille metodologisille ongelmille, joita lyhyesti esittelen vastauksessani. ANNOTATION Sardak S.E. Global Regulatory System of Human Resources Development. – Manuscript. Thesis for the Doctor of Economic Science academic degree with major in 08.00.02 – World Economy and international economic relations. – SHEE «Kyiv National Economic University named after Vadym Hetman», Kyiv, 2014. The preconditions and factors of the global economic system with the identified relevant subjects areas and mechanisms of regulation instruments have been investigated. The crucial role of humans in the global economic system as a key (...) factor of production, the main resource, the producer and the consumer of economic and social benefits that are exposed to global threats, problems, challenges, trends and subjects has been confirmed. There have been revealed the causes and consequences of the public institutions transformation under the influence of globalization, which formed a qualitatively new conditions for social and economic development that determine the need for further changes in the areas of conceptual guideline for the management of human resources development, optimization of tasks, state and international institutions activity forms, integration of efforts as for monitoring, planning and forecasting. The modern major instruments and spheres of international cooperation to ensure human development have been determined. The integrated characteristic of human resources and their role in social development both from the standpoint of their use in labour processes and as a medium of civilization and social utility with the help of the categorical classification system organizing and expanding which enables to design and apply the appropriate approaches at all managerial levels have been defined. The necessity and the concept of human resources development in the context of the content of managerial influence identifying (self-development, self-management and external control of development) at different administrative levels that ensures the growth of human capital to the limits of its potential have been analysed. The survey of human activity system aspects in the global world, taking into account the parametrization of the global environment, its structure, management and development have been realized. The formed methodology principles of managerial influence on the development of human resources with scientific schools, hardness degrees, available models, research and providing theoretical and practical implementation peculiarities for groups of countries and territories of the world taken into consideration have been examined. There have been noted civilization and national differences in the forms of managerial influence on the development of human resources, which lead to the formation of human resources development national control systems conditioned by different value public strategic guidelines, especially in relation to social security, education, national management and state migration policy. The current and future requirements for global human resources development which are proposed to be achieved by the development and formalization of global civilizational paradigm of social development due to social coordination interaction have been given. The influence of the institute of state on the human resources development has been evaluated and it has been proved that in the beginning of the XXI century in the global environment the institute of state is the ultimate guarantor of its citizens’ labour ability and vital activity renewal, that makes it the main instrument of managerial influence on human development. The methodology of countries and territories matrix positioning by human development qualitative criteria and population size quantitative parameters which allows to design unified managerial measures as for human resources for similar national economies in the context of global regulatory trends has been proposed. The strategic trends of improvement of human resources development in the national economy, taking into account the differences in the development of human resources in different countries and areas which vary and differ in their focus, content and ways of implementation for such groups. The varying criteria for evaluating the effectiveness of the global impact on human resources development, taking into account the natural, biological, technological, economic, social and management dimensions and the results of human resources development management in social and economic systems at various levels have been revealed. The periodization and the forecast of the global dynamics of human resources development by analyzing and modeling the values of the absolute and relative terms correlation character have been carried out, which enables to make their retrospective and prospective comparison and to find chronological boundaries of qualitatively different periods. The configuration of the human resource development global coordinate system as a set of interrelated principles, components, fields, tools, frameworks, management levels and forms of managerial influence that allows with the help of institutional means to adapt the state of human resources development to a globally varying environment.
