This essay examines the impact of the imposition of businesses techniques, in particular, those associated with Total QualityManagement, on the relationships of important components of the health care delivery system, including payers, managed care organizations, institutional and individual providers, enrollees, and patients. It examines structural anomalies within the delivery system and concludes that the use of Total Quality Management techniques within the health care system cannot prevent the shift of attention of other components away from the (...) enrollee and the patient, and may even contribute to it. It speculates that the organization ethics process may serve as a quality control mechanism to prevent this shift and so help eliminate some of the ethically problematic processes and outcomes within the health care delivery system. The development and international diffusion of total quality management as a normative theory are examined. It is shown that the main concepts associated with TQM contain an implicit Darwinist view of society made up only of institutions struggling to survive against increasingly ruthless competition. It is also shown that their development was the result of a process in which universities, large corporations, and government interacted to develop a response to the increasingly serious economic challenge that Japan presented (...) to the United States from the 1960s to the mid-1980s. The TQM paradigm was taken up by U.S. multinational corporations and the leading business and management schools of the United States and disseminated throughout the world. Israel Scheffler's ground-breaking essay, On Human Potential, deserves to be more widely known among educational policy analysts, especially in light of the popularity in educationist circles of W.E. Deming's organizational philosophy known as Total Quality Management . In what follows,I argue that the heuristical value of Deming's perscriptions are entailed in Scheffler's On Human Potential. More importantly, I argue, where Deming's work falls short, especially in being naive about the human condition, Scheffler's analysis provides a foundation for (...) management theory in education that insures the flourishing of an optimal number of contributing participants. Abstract:Total Quality Management (TQM) has been the object of extensive discussion within the popular literature and is increasingly of interest among management scholars. Recent scholarship has focused on the theoretical foundations of TQM, particularly what makes it work, why so many firms have had problems implementing it, and under what circumstances it may create a sustainable advantage for individual firms. This paper extends the work in theory development regarding TQM and offers an empirically testable theoretical model (...) of its function. The central claim of the paper is that embedded within TQM there are a set of moral values (“value dynamics”) that must be developed and maintained if it is to work, and that seeing them as moral values has significant theoretical and practical implications. That is, how TQM is understood and “enacted” (Weick 1979) by managers plays a significant role in determining its success. The discussion is linked to the ethics literature, normative implications of the model are explored, and directions for future research are outlined. (shrink)

Algerian universities rely on total quality management. TQM is one of the most successful strategic options for improving the quality of higher education. In addition, achieving academic accreditation and progress in international rankings. The study aims to address relevant contemporary issues by examining the impact of total quality management on the quality of higher education. The data were analyzed using a mixed-method approach; the study was done as a survey, with data collected (...) via questionnaires issued to 610 students. The questionnaire included Likert scale items that were quantitatively evaluated and modeled using structural equation modeling using Amos to accomplish the path analysis of the research model. Furthermore, qualitative data were acquired through interviews with 24 professors who are members of the Quality Cells, and qualitative data were evaluated using content analysis with NVivo. The study findings revealed that TQM has a direct and significant impact on the quality of graduates, scientific research, and community service in Algerian universities. The aim of this research is to analyze the effects of innovation strategies, Total Quality Management dimensions, and internationalization strategies that Higher Education Institutions might adopt, and their effects on their organizational performance. Due to globalization and the constant changes and demands that have taken place today, HEIs are forced to seek new quality assurance instruments in higher education, to ensure greater competitiveness in the markets and their survival. To examine the association between the independent variables, (...) namely, TQM dimensions, innovation strategies, and internationalization strategies with the dependent variable, that is organizational performance of HEIs, we have chosen to use multiple linear regression analysis. A nine-predictor multiple linear regression model was proposed. The nine predictor variables are Communication, Involvement/teacher empowerment, Development/Teacher training, Continuous improvement, Leadership/Administration’s Commitment, Data analysis/Measurement of results, Focus on students, Innovation Strategies, and Internationalization strategy. We conclude that some TQM variables have a significant association with the organizational performance of HEIs, namely, Involvement/teacher empowerment, and Development/teacher training. On the other hand, also the Innovation strategies and Internationalization strategy have a significant association with the organizational performance of HEIs. This research is of enormous importance for the study of HEIs, considering their role in the development of any country and its impact on society as creators of knowledge and science. Since these institutions increasingly must deal with extremely competitive market environments, knowledge of the factors that can assist in increasing the organizational performance of HEIs is of great relevance. Companies' urge to maximise their profits and their attempts to remain in the highly competitive globalised market gave birth to the TQM concept and have kept it alive. TQM is a comprehensive look which encompasses virtually every aspect of the value chain as well as the human resource and customer satisfaction. Therefore, a great number of companies feel obliged to implement its rules, and procedures. However, the concept is rather complicated and culture-bound, and calls for further research in new settings. (...) Is it the same to have a committed manager in the implementation process as to have a leader of the implementation process? The author of this paper defends the thesis that "commitment" and "leadership" are not synonymous, and states that only managerial leadership is able to promote and sustain profound organisational changes. The paper will show that, to understand the previous distinction, it is necessary to consider the ethical dimension of leadership. While committed managers may lead the process by using exclusively their power (with the necessary resource assignment), those who are leaders need authority. Authority goes further than power by generating a kind of confidence (trust) that is able to influence the members of the organisation and bring about profound changes, more than power alone can do. In this paper a corporate social responsibility audit is developed following the underlying methodology of the quality award/excellence models. Firstly the extent to which the quality awards already incorporate the development of social responsibility is examined by looking at the Malcolm Baldrige National Quality Award and the European Quality Award. It will be shown that the quality awards do not yet include ethical aspects in relation to social responsibility. Both a clear definition of social responsibility (...) and an improved audit instrument are required. Although the paper of Armand Vallin Feingenbaum was the first study about Total Quality Management (TQM) in 1957, there were some quality management applications that were more comprehensive than modern TQM at 1300’s years in Anatolia which is known as Akhi orders. Akhi Orders were established by Anatolian Turks between 13th and 20th centuries. It was implemented in manufacturing, trade and social life and going beyond TQM as having strict rules on professional ethics. At the (...) same time these Akhi orders had precautions about tranquility of the society and directed people to ethical behavior. Although TQM is called “a thought revolution in management” by Ishikawa, it can be argued that this revolution had emerged first back in 13th Century in Anatolia. Yet, in Akhi orders there are several principles that are not encompassed by TQM. The aim of this study is to claim that quality management were used and developed by Anatolian Turks for the first time in the World through scientific methods; to put forward the principles of Turkish Quality Management System(TrQMS), and consequently to contribute to recognition of TrQMS as well as to development of recent quality management systems. This paper examines some of the processes which have contributed to the development of a ‘total quality’ (TQ) approach within British health care. The paper challenges the idea that TQ is part of a redistribution of power within the NHS. Rather it is argued that through the elaboration of consumer-led market identities TQ misrepresents the interests of management and constructs a version of the self which obscures new forms of management control. TQ constrains alternative forms of (...) social organisation, local knowledge and the social interests invested in them. An example of a competing set of assumptions is discussed. It is suggested that clinical groups — who are primarily motivated by the principles of professional, collegiate control — seek to free themselves from the constraints of TQ. Thus clinical discourse appropriates a professionally led version of the market and protects the traditional autonomy of professionals whilst seeming to render their interests synergistic with those of management. This casts ‘quality’, and perhaps even the ‘market’, as conceptual sites upon which different groups strive to construct and legitimate their own interests. Even though Aristotle has mainly been portrayed as an enemy of business, interest in his teachings has been on the rise among management scholars. Even though Aristotle is a constant reference point for business ethics scholars, only rarely have there been attempts to see what consequences his thinking would have for reorienting business philosophy and organizational strategy. Background: The school meals program has multiple objectives of education, nutrition, and value transfer. To ensure achieving the goal, total quality management (TQM) is implemented in the school meals program. Supply chain issues pose significant challenges to TQM implementation in the program execution. Aim: This study aims to examine national and international capacities in supply chain management by analyzing the variety of food items delivered through the school meals program. Methods: The Bayesian Mindsponge Framework, combining the (...) reasoning strengths of Mindsponge Theory and inference advantages of Bayesian analysis, was employed on a dataset of 126 government representatives who manage large-scale school meal programs in 126 different countries. Results: Findings showed that the method of obtaining supplies, whether through in-kind donations from local, regional, national sources, or national food reserves and purchasing from neighboring or distant countries, had a significant positive association with the variety of food items included in school meals or snacks. Conversely, obtaining supplies in-kind from neighboring or distant countries had a significant negative association with the food variety. Additionally, purchasing supplies from local, regional, or national food reserves had an unclear association with the food variety. Conclusions: Findings underscore the importance of supporting the World Bank and World Food Programme’s recommendation to rely more on local resources and capacities. Enhancing supply chain management at the national level is crucial for developing a long-term and sustainable school meals program. (shrink)

Southeast European University in North Macedonia has developed KPIs in these four areas through an inclusive and transparent process based on its unique Total Quality Management approach. The policy has been created after many consultations, trials and simulations and its main objective is to enhance institutional academic productivity and effectiveness through a human resource vibration that starts from individual evaluation, motivation and performance differentiation and leads to stimulation for achieving excellence. This article moves beyond the narrow discussion of the applicability of Total Quality Management to the university which has amounted to a debate over whether business has something to teach the university about customers and satisfaction. The article goes at the matter from a different direction as it investigates what business can learn from the university about quality.

This paper applies Emmanuel Levinas’ philosophy to the management practice of leadership. Specifically, it focuses on servant leadership, which is considered the most dyadic other-oriented style. While often viewed altruistically, servant leadership can still be egological if it totalizes followers to a leader’s interests and to organizational ends. This paper conceptualises an enriched version of servant leadership using key ideas taken from Levinas’ understanding of the infinite Other and then describes this style using relevant examples. This novel approach, Servant-Leadership-for-the-Other, (...) offers a theoretical lens by which to enrich existing leadership practices as well as providing a style of leadership better suited for the twenty-first century. Since different explanations have been given, most authors agree that management commitment and leadership are indispensable elements for a successful TQM implementation. Nevertheless, the study of the literature reflects a terminological confusion on this point. The authors of this paper argue that commitment and leadership are not (...) synonymous terms.While committed managers may lead the process of quality using exclusively their formal authority, those who are leaders generate a kind of influence that goes further than that. This paper suggests a multidimensional perception of leadership and upholds that only by considering the ethical dimension of leadership, together with technical and psycho-emotive ones, it is possible to explain more accurately interpersonal influences beyond the scope of power. ContextPeople with mental disorders can acquire long-term disabilities, which could impair their functioning and quality of life (QoL), requiring permanent care and social support. Systematic data on QoL and functioning, which could support a better management of these people, were not available.ObjectiveTo analyze the QoL, level of functioning and their association with sociodemographic and clinical factors of people with mental disorders who underwent deinstitutionalization using assisted living facilities.MethodsA Cross-sectional study was conducted between July 2018 and July 2019, through (...) interviews using the World Health Organization Quality of Life (WHOQOL-BREF) to determine the QoL scores, and the World Health Organization Disability Assessment Schedule (WHODAS 2.0) to determine the level of functioning. All adults (≥18 years old) with mental disorders, who underwent deinstitutionalization, users of assisted living facilities and assisted by the Psychosocial Assistance Centers III, in a city in the state of São Paulo, Brazil, were selected. For statistical analysis of the associated factors, Student’st-test was used for dichotomous variables and ANOVA for polynomial variables. Pearson correlation coefficient was used to measure the association between QoL and functioning scores.ResultsOut of 359 people who underwent deinstitutionalization with mental disorders, 147 met the eligibility criteria. The mean total score for the WHOQOL-BREF was 66.5 ± 13.4 and the mean score for WHODAS 2.0 was 10.4 ± 7.6. An association was found between people who were studying (n= 65.8; 95%CI, 63.5–68.1vs. n= 73.9; 95%CI, 67.5–80.3;p= 0.04) and better WHOQOL-BREF QoL scores or WHODAS 2.0 levels of functioning (n= 10.9; 95%CI, 9.6–12.2vs. n= 5.1; 95%CI, 2.5–7.7;p= 0.01). A weak negative correlation (r= 0.41) emerged between higher QoL scores and functioning improvement.ConclusionThis study indicates that the QoL of the sample is associated by their functioning levels, which, in turn, may reflect on their social interactions. Public policies that favor interventions increasing socialization of this population can result in better health outcomes. The QoL and functioning scores provide valuable insights to develop public policies more suited to this population profile. (shrink)

An inevitable part of sustainable development initiatives is sustainable measurement metrics. This kind of metrics is being represented by three sets of indicators: Environmental, Social and Economic. Sustainability measurement metrics tends to measure environmental safety, social responsibility and economic efficiency. Studying behaviour of companies in sustainability measurement metrics application, using another scientific method is well welcomed. We are synthesizing those methods in a presented model which examines quality of environmental improvements across departments of selected organization. In other words, the model is able to quantify an extent how individual managerial decision contributed towards overall improvement in environmental performance of whole organization. Model works with and additive elements. In order to derive results using multiplicative elements, we are using logarithmic method in a model. Scientific aim of the article is to synthesize scientific methods aimed at environmental performance measurement into unified and universal model usable by managements of small and medium-sized enterprises. The background of this mission is to ensure that environmental performance will be correctly reported, data delivered by various companies will be benchmarkable and consequently, Corporate Social Responsibility concepts worked out by individual organizations will be trustable. In the article, we are discovering that use of proposed universal model has marketable outcomes. Thanks to an existence of thriving markets valuating triple bottom line of sustainability, results delivered by the model helped to a company PintInox, S. p. A. to succeed at such kind of market. The integrity of biomedical research depends heavily on the quality of research data collected. In turn, data quality depends on processes of data collection, a task undertaken by frontline research staff in many research programmes in Africa and elsewhere. These frontline research staff often have additional responsibilities including translating and communicating research in local languages, seeking informed consent for study participation and maintaining supportive relationships between research institutions and study participants and wider communities. The level of skills that (...) fieldworkers need to undertake these responsibilities clearly affects the quality of data collected, the ethics of research ‘on the ground’ and the short and long term acceptability of research.We organised an international workshop in Kenya in July 2014 to discuss the role of frontline staff in scientific research. A total of 25 field managers from 9 African countries and the UK met for 2.5 days to discuss the relationship between data quality and institutional performance management systems and how they affect career progression and supportive supervision policies of research frontline staff.From this workshop, and supporting an expanding literature on the role of fieldworkers in international health research, participants agreed that fieldworkers’ roles present them with practical and ethical challenges that their routine training does not adequately prepare them for. We argue that the common and complex challenges facing fieldworkers should in part be addressed through increased investment and collaborative agreements across types of research institutions in Africa. We call for standardization of core elements of training for this critically important cadre of research staff who perform similar roles and encounter similar challenges in many African settings. Although many valuable training elements are offered in institutions, there is a need to develop broader, more grounded and innovative strategies to address complex realities for fieldworkers, and support the integrity and ethics of health research in these settings. The history of Total Quality in Education and Students’ Quality Circles in Turkish educational institutions is introduced through “İmece Circles (İCs).” The history dates from the foundation of the Turkish Republic in 1923, and industrial quality-focused reforming actions in the 1980s. The Total Quality implications of the Ministry of National Education in 1990s will be discussed, with an account of the efforts of the writer as the Director of the Turkish Center for School of (...) AimWe aim to explore the impact of occupational stress on the quality of life of nurses in infectious disease departments and to explore the mediating role of psychological resilience on this impact.BackgroundSudden public health events and the prevalence of infectious diseases give nurses in infectious disease departments a heavy task load and high occupational stress, which can affect their quality of life, and which is closely related to the quality of clinical care they provide. There are few (...) existing studies on occupational stress, psychological resilience, and the quality of life of nurses in infectious disease departments.MethodsWe collected data from infectious-disease-specialized hospitals or infectious disease departments of general hospitals in China. In total 1,536 nurses completed questionnaires: the Effort-Reward Imbalance Questionnaire, the Connor-Davidson Resilience Scale, and the World Health Organization Quality of Life Brief Scale. We use a structural equation model to test the mediating role of the psychological resilience in the relationship between occupational stress and quality of life.ResultsAmong 1,536 participants, 88.2% experienced an effort-reward imbalance. The average scores for psychological resilience and quality of life were 56.06 and 51.80, respectively. Our results show that occupational stress is negatively correlated with psychological resilience and quality of life. In addition, we find that psychological resilience is positively correlated with quality of life and that the indirect effect of occupational stress on quality of life through psychological resilience is significant, indicating at least a partial mediating role of psychological resilience.ConclusionA high proportion of nurses in infectious disease departments felt that their jobs’ effort-reward imbalance was high. These nurses’ scores for psychological resilience were in the middle level among Chinese people generally, but their quality of life was lower than the Chinese norm. We conclude that occupational stress has an important impact on their quality of life, and psychological resilience plays a partial mediating role on this impact.Implications for Nursing ManagementHospital managers can benefit from paying attention to the occupational stress of nurses and helping to improve the quality of life of nurses by alleviating this occupational stress and improving psychological resilience. According to agency theory, agents base their economic decisions on self-interests when adverse selection conditions exist. However, cognitive moral development theory predicts that ethics/morals may influence decision-makers not to behave egoistically. Rutledge and Karim, 173-184) find both the moral reasoning level of the managers and an adverse selection condition affect a manager's project evaluation decisions significantly. Since prior studies have shown that national culture might influence the application of agency theory in project evaluation, this current study uses a different moral (...) development measurement to reexamine Rutledge and Karim's hypotheses in another culture. A total of 73 Taiwanese executive MBA students with an average of 12.17 years work experience participated in this study. We found that both moral development level and adverse selection conditions significantly affect managers' project continuance decisions. The interaction effect of these two factors indicates that, when adverse selection conditions exist, participants with a high level of moral development exhibit less of a tendency to continue an unprofitable project than those with a low level of moral development. With subjects from a different culture, our results confirm the findings of Rutldege and Karim. That is, the effects of moral development and adverse selection conditions on managers' project continuance decisions are robust and can be generalized to different cultures. Implications of the findings of this study to multinational firms are also discussed. (shrink)

An orthodoxy has arisen which claims that there is a crisis in the United States health care system such that the system needs to be reformed. This essay challenges that orthodoxy by showing that we do not have a health care system in the United States. We have a non-system of health care, just as we do for virtually all basic social institutions. The purpose of this research was to study the effect of administrative strategies on organizational sustainability of state enterprises in Bangkok Metropolitan Areas. The samples used in this study were 375 employees working in Thai state enterprises in Bangkok Metropolitan Areas. The research questionnaire was used as an instrument to collect data. Statistics used in this study consisted of percentage, mean, standard deviation, Correlation and Structural Equation Modeling (SEM). The research results showed that administrative strategies had an effect on organizational (...) sustainability of state enterprise in Bangkok Metropolitan Areas with Chi-square Probability equivalent to 0.073, which was less than 0.05; CMIN/DF equivalent to 1.207, which was less than 3; GFI equivalent to 0.961, which was more 0.90; and RMSEA equivalent to 0.024, which was less than 0.06. The results of statistical analysis indicated that the four statistical tests passed the evaluation criteria at good fit; it can be concluded that administrative strategies had an effect on organizational sustainability of state enterprises in Bangkok Metropolitan Areas, which can be presented as strategic management ((β = 0.89, p =.00), learning organization (β =.75, p =.00) and total quality management (β =.83, p =.00) respectively. In lieu of an abstract, here is a brief excerpt of the content:Stanley Cavell and Criticizing the University from WithinMichael FischerStanley Cavell has spoken often of his "lifelong quarrel with the profession of philosophy" but he has said less about the university as a whole and its pressures on all academic disciplines, philosophy included. 1 In Cavell's work, "academic" or "professional" philosophy takes shape in an institutional context he has not yet fully analyzed. I want here to extrapolate from Cavell's (...) work a critical, yet sympathetic, response to the university that I think is especially needed today, when the rise of the so-called corporate university is intensifying some of the professional pressures that Cavell resists.Cavell's discomfort with academic philosophy stems in part from what he regards as its narrowness, specifically, its marginalization of Ludwig Wittgenstein and other philosophers, not to mention Henry David Thoreau and Ralph Waldo Emerson, the comedies of remarriage, and other work that Cavell cares about. In his view, the professional marginalization of these writers partly results from their exemplifying what can seem to be a vague moral seriousness, even at times a prophetic urgency, that calls for something akin to conversion rather than issuing in specific conclusions or reforms. According to Cavell, academic philosophy, by contrast, subsumes moral concerns under ethics, a separate field in which the "point of conversation is getting the other to agree to, or to do, something." 2Although Cavell does not systematically analyze the institutional pressures on academic philosophy, he does drop some hints. As befitting a subject seeking legitimacy in the university, academic philosophy has aligned itself with teachable subjects such as science, as opposed to more elusive pursuits such as painting and creative writing, which [End Page 471] have been less at home in the university and where the necessity of university instruction may be less clear and the line between success and failure harder to draw. 3 What can be taught in academic philosophy is a method of analysis, mastery of which can be certified in students by professors and in professors by journals, promotion and tenure committees, and administrators. Finally, the interest in getting "the other to agree to, or to do, something" associates academic philosophy, or at least ethics, with measurable results and maybe even progress.The rise of the so-called corporate university has exacerbated the emphasis on teachable expertise and definable outcomes that I have been describing. Take the largest private university in the United States—the University of Phoenix—as a model that some state and non-profit private universities may be emulating as they struggle to cut costs, meet external expectations, and work with reduced budgets. At the University of Phoenix, the interest in measurable results gets recast as learning outcomes that teachers enable students to reach as efficiently as possible. Specialization narrows these learning outcomes to sharply defined skills, such as writing business memos, which students can master and build on. Finally, the emphasis on method does not simply depersonalize instruction; it reduces the need for instructors. Each instructor is tasked with teaching as many students as possible, sometimes through distance learning, with class size reaching a limit only when the learning outcomes cannot be delivered. Lacking tenure, these instructors can be replaced, like interchangeable parts, when they wear out or their student customers become too dissatisfied with them. At another rapidly growing for-profit university, DeVry, students unhappy with their instructors are assured, in the words of a campus dean, that "weak links" will be "fixed" in a "total quality management" environment. 4Along similar lines, Lindsay Waters has recently explored how "the corporate makeover of the university" and "the commercialization of higher education" have affected academic publishing. 5 Universities compete in an increasingly cutthroat marketplace and face an escalating insistence on results from state legislatures, federal agencies, accrediting associations, and boards. Scaling ecosystem-wide flourishing, organizational impact, and the total value generated across an organization’s ecosystem of stakeholders is a manifestation of love in action. Many organizations are figuring out how. With a large, longitudinal dataset this research is uncovering the agreements enabling that scaling. This research note highlights the research design and early findings. The research design is based on interviews, surveys, and systemic strategy. Strategic systems assessment, stakeholder interviews, workshops with leadership, calibration with functional leaders were used to determine (...) what to measure. Wave 1 of data collection was completed in 2021. Wave 2 is in progress, with following waves every 6 months. With survey responses from 70,700 clients and 9,554 collaborators in Wave 1, the mean level of flourishing and organizational impact is high, relative to the levels found in over 164,000 groups surveyed in 126 countries. While the mean level is high, there is a distribution from high to low across the hundreds of service offices of the business, highlighting significant differences in how the offices work, such as putting the person at the center in everything they do, and the quality of the relationships within the company and with their clients. This paper covers a few preliminary notes about analysis and design of organizations related to some of the basic Buddhist concepts and meditation. The paper is an unofficial spin-off from the studies I carried out, as part of a Swedish Bits/SIPU project, combined with my own studies and practice of meditation and Buddhism. The object of the Bits/SIPU project was to develop a macro manpower plan for the Thai Civil Service for the year 2004. In this paper I draw parallels (...) between, on the one hand, Buddhism and its method for self- improvement, i.e., meditation and, on the other, modern organizations and their methods for improving their functions such as the concepts of learning organizations and Total Quality Manage ment.1 This is not a formal scientific examination of the parallels, but a subjective comparison of similarities.
