This paper explores the important role of critical science, and in particular of post-colonial and decolonial theories, in understanding and shaping the ongoing advances in artificial intelligence. Artificial intelligence is viewed as amongst the technological advances that will reshape modern societies and their relations. While the design and deployment of systems that continually adapt holds the promise of far-reaching positive change, they simultaneously pose significant risks, especially to already vulnerable peoples. Values and power are central to this discussion. Decolonial theories (...) use historical hindsight to explain patterns of power that shape our intellectual, political, economic, and social world. By embedding a decolonial critical approach within its technical practice, AI communities can develop foresight and tactics that can better align research and technology development with established ethical principles, centring vulnerable peoples who continue to bear the brunt of negative impacts of innovation and scientific progress. We highlight problematic applications that are instances of coloniality, and using a decolonial lens, submit three tactics that can form a decolonial field of artificial intelligence: creating a critical technical practice of AI, seeking reverse tutelage and reverse pedagogies, and the renewal of affective and political communities. The years ahead will usher in a wave of new scientific breakthroughs and technologies driven by AI research, making it incumbent upon AI communities to strengthen the social contract through ethical foresight and the multiplicity of intellectual perspectives available to us, ultimately supporting future technologies that enable greater well-being, with the goal of beneficence and justice for all. This paper discusses the logical space of alternative conceptual engineering projects, with a specific focus on (1) the processes, (2) the targets and goals, and (3) the methods of such projects. We present an overview of how these three aspects interact in the contemporary literature and discuss those alternative projects that have yet to be explored based on our suggested typology. We show how choices about each element in a conceptual engineering project constrain the possibilities for the others, thereby giving (...) rise to distinct groupings of possible projects under the banner of conceptual engineering. We conclude with a critical reflection on the potential ethical issues that arise as a result of effectively putting conceptual engineering into practice. (shrink)

Conceptual engineering is the method for assessing and improving our concepts. However, little has been written about how best to conceive of concepts for the purposes of conceptual engineering. In this paper, I aim to fill this foundational gap, proceeding in three main steps: First, I propose a methodological framework for evaluating the conduciveness of a given concept of concept for conceptual engineering. Then, I develop a typology that contrasts two competing concepts of concept that can be used in conceptual (...) engineering — namely, the philosophical and psychological ones. Finally, I evaluate these two concepts of concept using the proposed methodological framework and I show that, when it comes to making conceptual engineering an actionable method, the psychological concept of concept outclasses its philosophical counterpart on all counts. This provides a baseline from which the concept of concept can be further improved for the purposes of conceptual engineering. (shrink)

Conceptual engineering means to provide a method to assess and improve our concepts working as cognitive devices. But conceptual engineering still lacks an account of what concepts are (as cognitive devices) and of what engineering is (in the case of cognition). And without such prior understanding of its subject matter, or so it is claimed here, conceptual engineering is bound to remain useless, merely operating as a piecemeal approach, with no overall grip on its target domain. The purpose of this (...) programmatic paper is to overcome this knowledge gap by providing some guidelines for developing the theories of concepts and of cognition that will ground the systematic unified framework needed to effectively implement conceptual engineering as a widely applicable method for the cognitive optimization of our conceptual devices. Conceptual engineering is the method for assessing and improving our representational devices. On its ‘broad-spectrum’ version, it is expected to be appropriately applicable to any of our representation-involving cognitive activities, with major consequences for our whole cognitive life. This paper is about the theoretical foundations of conceptual engineering thus characterised. With a view to ensuring the actionability of conceptual engineering as a broad-spectrum method, it addresses the issue of how best to construe the subject matter of conceptual engineering and successively (...) defends the theses that conceptual engineering should be: (i) About concepts, (ii) psychologically theorised, (iii) as multiply realised functional kinds. Thereby, I claim to theoretically secure and justify the maximum scope, flexibility, and impact for the method of conceptual engineering on our representational devices in our whole cognitive life—in other words, a broad-spectrum version of conceptual engineering. We present a novel model of individual people, online posts, and media platforms to explain the online spread of epistemically toxic content such as fake news and suggest possible responses. We argue that a combination of technical features, such as the algorithmically curated feed structure, and social features, such as the absence of stable social-epistemic norms of posting and sharing in social media, is largely responsible for the unchecked spread of epistemically toxic content online. Sharing constitutes a distinctive communicative act, (...) governed by a dedicated norm and motivated to a large extent by social identity maintenance. But confusion about this norm and its lack of inherent epistemic checks lead readers to misunderstand posts, attribute excess or insufficient credibility to posts, and allow posters to evade epistemic accountability—all contributing to the spread of epistemically toxic content online. This spread can be effectively addressed if people and platforms add significantly more context to shared posts and platforms nudge people to develop and follow recognized epistemic norms of posting and sharing. Criminal justice systems have traditionally relied heavily on human decision-making, but new technologies are increasingly supplementing the human role in this sector. This paper considers what general limits need to be placed on the use of algorithms in sentencing decisions. It argues that, even once we can build algorithms that equal human decision-making capacities, strict constraints need to be placed on how they are designed and developed. The act of condemnation is a valuable element of criminal sentencing, and using algorithms (...) in sentencing – even in an advisory role – threatens to undermine this value. The paper argues that a principle of “meaningful public control” should be met in all sentencing decisions if they are to retain their condemnatory status. This principle requires that agents who have standing to act on behalf of the wider political community retain moral responsibility for all sentencing decisions. While this principle does not rule out the use of algorithms, it does require limits on how they are constructed. (shrink)

Typicality is routinely invoked in everyday contexts: bobcats are typically short-tailed; people are typically less than seven feet tall. Typicality is invoked in scientific contexts as well: typical gases expand; typical quantum systems exhibit probabilistic behaviour. And typicality facts like these support many explanations, both quotidian and scientific. But what is it for something to be typical? And how do typicality facts explain? In this paper, I propose a general theory of typicality. I analyse the notion of a typical property. (...) I provide a formalism for typicality explanations, and I give an account of why typicality explanations are explanatory. Along the way, I show how typicality facts explain a variety of phenomena, from everyday phenomena to the statistical mechanical behaviour of gases. Finally, I argue that typicality is not the same thing as probability. (shrink)

I propose an account of probability in the Everett interpretation of quantum mechanics. According to the account, probabilities are objective chances of centered propositions. As I show, the account solves a number of problems concerning the role of probability in the Everett interpretation. It also challenges an implicit assumption, concerning the aim and scope of fundamental physical theories, that is made throughout the philosophy of physics literature.

I formulate a theory of groups based on pluralities and counterparts: roughly put, a group is a plurality of entities at a time. This theory comes with counterpart-theoretic semantics for modal and temporal sentences about groups. So this theory of groups is akin to the stage theory of material objects: both take the items they analyze to exist at a single time, and both use counterparts to satisfy certain conditions relating to the modal properties, temporal properties, and coincidence properties of (...) those items. This paper presents new data on the representation of women who publish in 25 top philosophy journals as ranked by the Philosophical Gourmet Report for the years 2004, 2014, and 2015. It also provides a new analysis of Schwitzgebel’s 1955–2015 journal data. The paper makes four points while providing an overview of the current state of women authors in philosophy. In all years and for all journals, the percentage of female authors was extremely low, in the range of 14–16%. The (...) percentage of women authors is less than the percentage of women faculty in different ranks and at different kinds of institutions. In addition, there is great variation across individual journals, and the discrepancy between women authors and women faculty appears to be different in different subfields. Interestingly, journals which do not practice anonymous review seem to have a higher percentage of women authors than journals which practice double anonymous or triple anonymous review. This paper also argues that we need more data on academic publishing to better understand whether this can explain why there are so few full-time female faculty in philosophy, since full-time hiring and tenuring practices presumably depend on a candidate’s academic publishing. Many explanations rely on identity facts. In this paper, I propose an account of how identity facts explain: roughly, the fact that A is identical to B explains another fact whenever that other fact depends, counterfactually, on A being identical to B. As I show, this account has many virtues. It avoids several problems facing accounts of explanatory identities, and when precisified using structural equations, it can be used to defend interventionist accounts of causation against an objection.

According to the Best System Account of lawhood, laws of nature are theorems of the deductive systems that best balance simplicity and strength. In this paper, I advocate a different account of lawhood which is related, in spirit, to the BSA: according to my account, laws are theorems of deductive systems that best balance simplicity, strength, and also calculational tractability. I discuss two problems that the BSA faces, and I show that my account solves them. I also use my account (...) to illuminate the nomological character of special science laws. (shrink)

We conducted a scoping review to ascertain the landscape of ethics regulations for AD/ADRD research in Africa using Arksey and O'Malley's framework. We sourced regulations from the International Compilation of Human Research Standards. We included regulations from 14 countries published between 1997 and 2020. Provisions in the regulations applicable to research in AD/ADRD were part of broader sub-provisions for research such as with persons under legal disability. Regulations mostly required the appointment of Legally Authorised Representatives, as a major protection for (...) persons with AD/ADRD. Provisions supporting capacity assessment and advance directives were only provided in regulations from five and two countries respectively. No regulation cited the Convention on the Rights of Persons with Disabilities as a foundational instrument for its provisions. In conclusion, regulations specifically applicable to research among AD/ADRD or other cognitively impaired persons in Africa are scarce and provisions in existing regulations mostly lack specificity for practical implementation. If a proposition is typically true, given your evidence, then you should believe that proposition; or so I argue here. In particular, in this paper, I propose and defend a principle of rationality---call it the `Typical Principle'---which links rational belief to facts about what is typical. As I show, this principle avoids several problems that other, seemingly similar principles face. And as I show, in many cases, this principle implies the verdicts of the Principal Principle: so ultimately, the Typical Principle (...) may be the more fundamental of the two. (shrink)

Thomas Hurka’s recursive account of value appeals to certain intuitions to expand the class of intrinsic values, placing concepts of virtue and desert within the realm of second and third order intrinsic goods, respectively. This is a formalization of a tradition of thought extending back to Aristotle and Kant via the British moralists, G. E. Moore, and W. D. Ross. However, the evidential status of such intuitions vis a vis the real, intrinsic value of virtue and desert is hostage to (...) alternative explanations. If there is a plausible competing explanation for these intuitions, then the (putative) fact that desert and virtue are intrinsic (rather than instrumental or derivative) goods seems a much less obvious choice for the best explanation. As it turns out, there are plausible evolutionary explanations for these intuitions about desert and virtue. These evolutionary explanations suggest that it is adaptive to value desert and virtue separately from their instrumentality for other goods. Consequently, these explanations debunk intuitions about the intrinsic value of desert and virtue. (shrink)

Roughly put, explanatory circles — if any exist — would be propositions such that (i) each explains the next, and (ii) the last explains the first. In this paper, I give two arguments for the view that there are explanatory circles. The first argument appeals to general relativistic worlds in which time is circular. The second argument appeals to special science theories that describe feedback loops. In addition, I show that three standard arguments against explanatory circles are unsuccessful.

Instances of the law of large numbers are used to model many different physical systems. In this paper, I argue for a particular interpretation, of those instances of that law, which appeals to typicality. As I argue, the content of that law, when used to model physical systems, is that the probability of an event typically—rather than probably—approximates the frequency with which that event occurs.

I explore the relationship between a prominent analysis of intrinsic properties, due to Langton and Lewis, and the phenomenon of quantum entanglement. As I argue, the analysis faces a puzzle. The full analysis classifies certain properties of entangled particles as intrinsic. But when combined with an extremely plausible assumption about duplication, the main part of the analysis classifies those properties as non-intrinsic instead. I conclude that much of Lewis’s metaphysics is in trouble: Lewis based many of his metaphysical views—his thesis (...) of Humean supervenience, for instance, and his account of recombination—on an analysis of intrinsicality which does not sit well with quantum phenomena. States across the globe spend billions of dollars fighting terrorism annually. As well as strategic questions about the way in which the money should be spent, we are also confronted with a host of moral issues here, many of which are poorly understood. The Ethics of Counterterrorism offers the first systematic normative theory for guiding, assessing, and criticising counterterrorist policy. Many commentators claim that state actors combating terrorism should set aside ordinary moral and legal frameworks, and instead bind themselves by (...) a different set of ethical rules than is appropriate in other areas. The book assesses arguments for this view, and more specifically investigates whether widely-endorsed restrictions on state action in the areas of surveillance, policing, armed conflict, criminal justice, diplomacy, and cultural integration need to be weakened when we are confronted with terrorist threats. With its novel overall framework for assessing counterterrorist strategies, its comprehensive analysis of existing practices, and its bringing the tools of analytic philosophy to bear on new questions regarding how states can fight terrorism both effectively and morally, The Ethics of Counterterrorism promises to be an important point of reference for future debates in this area. Conceptual engineering is commonly characterized as the method for assessing and improving our representational devices. Little has been said, however, on how best to construe these representational devices—in other words, on what conceptual engineering should be all about. This paper tackles this problem with a basic strategy: First, by presenting a taxonomy of the different possible subject matters for conceptual engineering; then, by comparatively assessing them and selecting the most conducive one with a view to making conceptual engineering an actionable (...) method, that is, a method that can be applied effectively and consistently to specific case studies. The outcome is that conceptual engineering should be all about concepts on pain of pragmatic inconsistencies otherwise. (shrink)

Psychophysics measures the attributes of perceptual experience. The question of whether some of these attributes should be interpreted as more fundamental, or “real,” than others has been answered differently throughout its history. The operationism of Stevens and Boring answers “no,” reacting to the perceived vacuity of earlier debates about fundamentality. The subsequent rise of multidimensional scaling (MDS) implicitly answers “yes” in its insistence that psychophysical data be represented in spaces of low dimensionality. I argue the return of fundamentality follows from (...) a trend toward increasing epistemic humility. Operationism exhibited a kind of hubris in the constitutive role it assigned to the experimenter’s presuppositions that is abandoned by the algorithmic methods of MDS. This broad epistemic trend is illustrated by following the trajectory of research on a particular candidate attribute: tonal volume. (shrink)

A “Zanzibar” is an island of measurement values that internally cohere, but are detached from independent contact with reality. One manifestation of Zanzibars is through “bandwagon effects,” the tendency of contemporaneous measurements to agree. Bandwagons illustrate how the otherwise virtuous drive towards coherence can have negative epistemic consequences. I argue that precision is an epistemic virtue that mitigates against bandwagon effects and illustrate this claim with a case study from the history of measurements of c. This precision-first reasoning motivates the (...) practice of blind data analysis in bleeding edge precision measurement, where outcomes can point the way to new physics. (shrink)

The Doctrine of Specific Nerve Energies has been and continues to be enormously influential in the physiology, psychology, and philosophy of perception. In simple terms, the Doctrine states that we directly perceive in the first instance the activity of our nerves, rather than properties in the external world. The canonical early statement of the Doctrine by the physiologist Johannes Peter Müller had profound influence on both the phi- losophy and psychology of the 19th and early 20th centuries, especially as reformulated (...) and transmitted by Müller’s student Helmholtz. A common assumption of historical and ongoing debate about the Doctrine has been its supposedly idealist or skeptical implications. What is not commonly recognized is that Müller himself ad- vanced a realist interpretation along lines that would be recognized today as a form of epistemic structural realism. This paper analyzes Müller’s structuralist epistemology in detail and reconstructs his articulation and defense of the Doctrine of Specific Nerve Energies in its canonical form. Part II argues for the continued im- portance of the Doctrine and its structuralist interpretation for contemporary psychology, philosophy of per- ception, and history of philosophy of science. Recent accounts of emotional action intend to explain such actions without reference to goals. Nevertheless, these accounts fail to specify the difference between goals and other kinds of motivational states. I offer two remedies. First, I develop an account of goals based on Michael Smith’s arguments for the Humean theory of motivation. On this account, a goal is a unified representation that determines behavior selection criteria and satisfaction conditions for an action. This opens the possibility that mental processes could influence (...) behavior without such a unified representation and hence, without goals. Second, I develop a model of emotions and appetites on which behavior selection criteria can be decoupled from satisfaction conditions. If this model is correct, then in many cases, there is no unified representation that determines the behavior selection criteria and satisfaction conditions of emotional actions. In contrast with many traditional accounts of action, the model suggests the following: Whether or not a behavior constitutes an action does not depend on the agent’s grasp of the behavior’s aim. Rather, a behavior constitutes an action if it was organized by the agent, where an agent can organize actions without a coherent grasp of their aim. Some emotional actions are manifestations of this possibility. (shrink)

There is an important class of conditionals whose assertibility conditions are not given by the Ramsey test but by an inductive extension of that test. Such inductive Ramsey conditionals fail to satisfy some of the core properties of plain conditionals. Associated principles of nonmonotonic inference should not be assumed to hold generally if interpretations in terms of induction or appeals to total evidence are not to be ruled out.

Jeffrey Bishop’s The Anticipatory Corpse demonstrates how death is present in and cloaked by contemporary practices of end-of-life care. A key to Bishop’s argument is that for modern medicine the cadaver has become epistemologically normative and that a metaphysics shorn of formal and final causes now shapes contemporary healthcare practices. The essays of this symposium laud and interrogate Bishop’s argument in three ways. First, they raise critical methodological challenges from the perspectives of human rights, Charles Taylor’s concept of social imaginaries, (...) and economics. Second, they demonstrate the analytical power of his argument by detailing how it might be extended to additional issues beyond simply end-of-life care and how it might be brought into conversation with sociology. Third, they engage the constructive turn Bishop takes at the end of the book. Bishop himself also updates readers on the reception of The Anticipatory Corpse, as well as the way his thinking has evolved over the past 5 years since its publication. I explore how the nature, scope, and limits of the knowledge obtained in orbital dynamics has changed in recent years. Innovations in the design of spacecraft trajectories, as well as in astronomy, have led to new logics of theory-testing—that is, new research methodologies—in orbital dynamics. These methodologies—which combine resonance overlap theories, numerical experiments, and the implementation of space missions—were developed in response to the discovery of chaotic dynamical systems in our solar system. In the past few decades, they have replaced (...) the methodology that dominated orbital research in the centuries following Newton's Principia. As a result, the kind of knowledge achieved by orbital research has changed: we can know how orbiting bodies in chaotic systems behave, but only over sufficiently short time scales; and we can reliably measure those temporal limitations, using Lyapunov time. The centered Everett interpretation solves a problem that various approaches to quantum theory face. In this paper, I continue developing the theory underlying that solution. In particular, I defend the centered Everett interpretation against a few objections, and I provide additional motivation for some of its key features.
