The dynamic development of science and technology in the last decades has led to new challenges in jurisprudence. This holds for individual fields of doctrinal law as well as the concerned fields of jurisprudence. It is especially significant for the structure of justice, the efficiency of law as a steering instrument of society, and the empirical conditions of legal responsibility. Summary This essay recounts Hermann von Helmholtz's trip to represent Germany at the International Electrical Congress in Chicago in 1893 as well as his reception by various members of the American scientific, technological, and cultural elite in several other American cities. In doing so, it seeks to portray something of the vitality of the youthful and increasingly important American scientific community; of the strong relationship between American and German scientists, including how Helmholtz used and was used by them and various (...) other members of the American elite to promote science and culture in America as well as to promote his own and German interests; and, finally, of what many considered to be the close interactions between science and technology in the late nineteenth century. In short, the essay seeks to use Helmholtz's trip to capture a sense of the broader relationship among science, the nation-state, and cultural elites in Gilded-Age America and between Germany and America. Problems of the relationship between man and nature are becoming a steadily increasing portion of the questions facing modern civilization. Moreover, their character is changing significantly. Only two or three decades ago, the most acute problems were an unending list of "shortages" of one type or another, while the environment in which men lived was regarded primarily as a set of resources without which things could not be produced. Today it is the threat of excessive human influences on nature that (...) has taken center stage. The biosphere is beginning to be perceived on the level of its capacity to assimilate what has been produced, and the growing question is how best to combine the scientific-technological creations of man with the objective processes occurring in nature. The article discusses the highlights of the 9th Polish Congress of Philosophy held in Gliwice-Katowice-Wisła, Poland from September 17–21, 2012. The conference was organized by the Institute of Philosophy of the Faculty of Social Sciences, University of Silesia and the Department of Applied Social Sciences of the Faculty Organisation and Management, Silesian University of Technology in Gliwice. Aleksandra Kuzior of the Silesian University of Technology opened the conference.

This paper intends to explore an aspect of Blumenberg’s metaphorology as memory of mankind and the ethical commitment derived from it. It is seen as the culmination of the fight that the human being maintains against the senselessness of reality. It manifests itself and it is perceived by a human being as theimmensurability of world time and life time (i.e. that the human being is born and dies), that impedes the human being from having all of the world i.e. the (...) satisfaction of its infinite desires. In the fight against finity technology and money play a vital role. They have in common the power to enable an expansion of human capacities over the boundaries of factual existence: through technology and money the human being can do more or, do the same in less time. That is: tobring closer life time and world time. But in this process the instrumental character of technology and money causes homogenisation in the societies where they thrive. That’s one of the characteristics of globalization. This homogenisation is to be understood as the forgetting of other essential possibilities of the human creation of meaning. Thus, what technological and monetary processes construct on one side, come to be destroyed on the other side. Blumenberg’s metaphorology is the adequate response: it is understood both as the self-consciousness of the process of reason in its making sense of the universe, and as an “ideal store” of everything the human being has come to make in this process. One of the 20th century's most popular non-realistic genre is absurd. The root "absurd," connotes something that does not follow the roots of logic. Existence is fragmented, pointless. There is no truth so the search for truth is abandoned in Absurdist works. Language is reduced to a bantering game where words obfuscate rather elucidate the truth. Action moves outside of the realm of causality to chaos. Absurdists minimalize the sense of place. Characters are forced to move in an incomprehensible, void-like (...) realm. Danish philosopher Sїren Kierkegaard was the first to use the term "absurd" in its modern context. His application of the term related it to, what he considered, the incomprehensibility and unjustifiability of Christianity. Existentialist philosophers such as the Frenchman, Jean-Paul Sartre and the German, Martin Heidegger propagated use of the terms in their work. In the philosophical world of the novel, Albert Camus employed absurdism to portray the difference between man's intent and the resultant chaos he encounters. In modern civilization man is posited as the subject of knowledge in science and technology, animating the utopian projects of industrial civilization, and culminating in great urban conglomerates, as in the sealed universe of commodities which constitutes the omnipresent mall. Technique, defined as the ensemble of means, is the driving force of social development, moreimportant than the ends it is supposed to serve. Unfortunately, technique became an end in itself and the society is organized around it. Of course, we are all aware that we need a certain changes to subdue technique, but I think it is now too late to change the course of technique. However, technique is frequently pictured as the only hope for a better future and the only means of making the world more humane. And that is the sort of statement that French philosopher Jacques Ellul calls the technological bluff. Technology is a discourse on techniques: therefore, the bluff lies not in the failure of techniques as such but in presenting them in a falsely optimistic light. The author formulated in 1954 two laws of technical progress: first, it is irreversible: second, it advances by a geometric progression. Thus, a computer revolution changes nothing in the nature of technical progress, although products are new. This progress is hamperednot by internal mechanisms, but by maladaptation of the social body to it, since society is rooted in the past and constantly refers to it. On the other hand, technique is future oriented and discards as valueless everything that cannot be incorporated into the web of techniques. (shrink)

Modal concepts as possibility, necessity, contingency and reality belong to the most important means of reflection. They constitute philosophical systems - but they are not used in a systematic way to characterize technology. The central ontological problem consists in the fact that technology is based on new ideas, which at the beginning are a mere possibility, because the intended artifacts and processes never existed up to that moment. Even the blueprint expresses a possibility. But these possibilities must be (...) realizable, since technological artifacts or processes have to work properly in the world following physical andcausal necessity. Moreover, boundary conditions, sometimes seen as feasibility (a very special kind of conditioned possibility), have to take into account conditions of the real world (as material, energy, local conditions), cognitive conditions (theoretical knowledge, know how – i.e. dispositions, which are possibilities, too), social and cultural conditions (norm, values i.e. deontic possibilities). They all constitute the realm of technological possibility. Within this region the development of technology takes place. But at the same time they have influenced our thinking and our culture from the very beginning. (shrink)

This volume grew out of the experience of the First Inter-American Congress on Philosophy of Technology, October 1988, organized by the Center for the Philosophy and History of Science and Technology of the University of Puerto Rico in Mayagiiez. The Spanish-language proceedings of that conference have been published in Carl Mitcham and Margarita M. Peiia Borrero, with Elena Lugo and James Ward, eds., El nuevo mundo de la filosofta y la tecnolog(a (University Park, PA: STS Press, 1990). This (...) volume contains thirty-two papers, twenty-two summaries, an introduction and biographical notes, to provide a full record of that seminal gathering. Discussions with Paul T. Durbin and others - including many who participated in the Second Inter-American Congress on Philosophy of Technology, University of Puerto Rico in Mayagiiez, March 199- raised the prospect of an English-language proceedings in the Philosophy and Technology series. But after due consideration it was agreed that a more general volume was needed to introduce English-speaking readers to a growing body of literature on the philosophy of technology in the Spanish-speaking world. As such, the present volume includes Spanish as well as Latin American authors, historical and contemporary figures, some who did and many who did not participate in the first and second inter-American congresses. The International Union of History and Philosophy of Science organizing the 10th International Congress of Logic, Methodology and Philosophy of Science is at its cross-road: the alternative is mass-performance or creative exchange of ideas. The program is criticized because the thematic center in History and Philosophy of Science has been shifted too far into the realm of micro-fields of Logic and the time reduction for presentation and discussion of papers to 20 minutes should be reconsidered. Several outstanding papers are shortly (...) discussed: Martin-Löw on "Formalized Tarski-Semantics of Type Theory", Hoyningen-Huene on "Feyerabend and Kuhn", Leroux on "Helmholtz and Hertz", and Muller on "Bell meets Dirac". Contemporary technology in the form of electronically managed interactive telecommunications is compatible with the goals and values of the humanities. Computerized communication (especially that of bulletin board technology) inverts the relationship between the degree of communicative interaction and the number of communicants. It is both mass communication and individualized participation. From the point of view of a theory of discourse, the bulletin board system is unique in that the ratio between the number of participants and the individualized nature (...) of the interaction is directly proportional. One person’s voice does not inhibit or repress the voice of another. It is the technological embodiment of the ideal speech situation of Habermas that allows for the maximum of democratic participation and which, by allowing everyone to have a voice, allows for the greatest amount of dissensus and dialectic. The “International Congress for the Philosophy of Science” was held in the week of August 23–28, 1954 at the Swiss Federal Institute of Technology in Zurich, Switzerland. The Institute enjoys a very high reputation as one of the foremost schools of its kind in the world. It was at this Institute that Albert Einstein taught at the beginning of his academic career. The Congress was arranged as the Second Congress of the “Union Internationale de Philosophie des Sciences” which has (...) its permanent seat in Paris, France. The first Congress of the U.I.P.S. was held in Paris in 1949. It was then that the “International Forum of Zurich” was asked to organize five years later the Congress of Zurich. (shrink)

As noted in the Report of the Central Committee of the CPSU to the Twenty-Fourth Party Congress, presented by the General Secretary of the Central Committee of the CPSU, Comrade L. I. Brezhnev, the economy is taking on an entirely new scale of operations at the present stage. The basis of our economic power is coming to be industry with its numerous branches and a socialist agriculture organized on a large scale, advanced science, and skilled corps of workers, experts in (...) technology, and managers. Incomparably higher levels of the economy, of socialist social relationships, of culture, and of the consciousness of the broad masses of the workers are being attained. Proceeding of the 22nd International Congress of Vedanta, organized at the Special Center for Sanskrit Studies, Jawaharlal Nehru University, New Delhi during December 27-30, 2015.

The question of the role of science in the development of our society, and the role of the social sciences in particular, loomed large in the decisions of the 23rd Congress of the CPSU. This was a consequence of the tasks posed by the present stage of the building of communism. The proceedings and decisions of the Congress emphasized the rapid advance of science, its increasing influence upon all aspects of the material and intellectual life of society, and the need (...) to assure high rates of scientific and technological progress on the basis of the growth of all branches of knowledge and the extensive introduction of the achievements of science into industry. In the Report of the Central Committee of the CPSU to the Congress, considerable attention was given to the social sciences, upon which the party is now placing even greater responsibility. "The elaboration of important problems in economics and politics, philosophy and sociology, history and law, and in other social sciences, in close association with the practical work of the building of communism," said L. I. Brezhnev, "is a most important task for Soviet scholars." Further, he emphasized: "The development of the social sciences and the introduction of their recommendations in practice play no less important a role than the employment of the achievements of the natural sciences in the sphere of material production and the development of the intellectual life of the people" .
