The new wave of ‘foundation models’—general-purpose generative AI models, for production of text (e.g., ChatGPT) or images (e.g., MidJourney)—represent a dramatic advance in the state of the art for AI. But their use also introduces a range of new risks, which has prompted an ongoing conversation about possible regulatory mechanisms. Here we propose a specific principle that should be incorporated into legislation: that any organization developing a foundation model intended for public use must demonstrate a reliable detection mechanism for the (...) content it generates, as a condition of its public release. The detection mechanism should be made publicly available in a tool that allows users to query, for an arbitrary item of content, whether the item was generated (wholly or partly) by the model. In this paper, we argue that this requirement is technically feasible and would play an important role in reducing certain risks from new AI models in many domains. We also outline a number of options for the tool’s design, and summarize a number of points where further input from policymakers and researchers would be required. (shrink)

The world is about to be swamped by an unprecedented wave of AI-generated content. We need reliable ways of identifying such content, to supplement the many existing social institutions that enable trust between people and organisations and ensure social resilience. In this paper, we begin by highlighting an important new development: providers of AI content generators have new obligations to support the creation of reliable detectors for the content they generate. These new obligations arise mainly from the EU’s newly finalised (...) AI Act, but they are enhanced by the US President’s recent Executive Order on AI, and by several considerations of self-interest. These new steps towards reliable detection mechanisms are by no means a panacea—but we argue they will usher in a new adversarial landscape, in which reliable methods for identifying AI-generated content are commonly available. In this landscape, many new questions arise for policymakers. Firstly, if reliable AI-content detection mechanisms are available, who should be required to use them? And how should they be used? We argue that new duties arise for media and Web search companies arise for media companies, and for Web search companies, in the deployment of AI-content detectors. Secondly, what broader regulation of the tech ecosystem will maximise the likelihood of reliable AI-content detectors? We argue for a range of new duties, relating to provenance-authentication protocols, open-source AI generators, and support for research and enforcement. Along the way, we consider how the production of AI-generated content relates to ‘free expression’, and discuss the important case of content that is generated jointly by humans and AIs. (shrink)

The axiom of reducibility plays an important role in the logic of Principia Mathematica, but has generally been condemned as an ad hoc non-logical axiom which was added simply because the ramified type theory without it would not yield all the required theorems. In this paper I examine the status of the axiom of reducibility. Whether the axiom can plausibly be included as a logical axiom will depend in no small part on the understanding of propositional functions. If we understand (...) propositional functions as constructions of the mind, it is clear that the axiom is clearly not a logical axiom and in fact makes an implausible claim. I look at two other ways of understanding propositional functions, a nominalist interpretation along the lines of Landini and a realist interpretation along the lines of Linsky and Mares. I argue that while on either of these interpretations it is not easy to see the axiom as a non-logical claim about the world, there are also appear to be difficulties in accepting it as a purely logical axiom. In addition to the papers reprinted in this volume, he brought Principia Mathematica to its finished form and wrote The Problems of Philosophy, Theory of Knowledge and Our Knowledge of the External World . In October 1910, Russell began teaching at Cambridge, having accepted an appointment as lecturer in logic and the principles of mathematics at Trinity College for a term of five years. (...) ABSTRACTThe article explores the connection between James's “radical empiricism” and Deleuze's “transcendental empiricism” with a particular focus on the concept of “pure experience.” It argues for the substantial nature of this connection in terms of both philosophical motivations and formal innovations. Both thinkers are motivated to construct “better” empiricisms that do not complacently accept conventional conceptual representations as exhaustive of the real. Moreover, radical empiricism develops a latent critique of representational models of consciousness that is accomplished through a turn to (...) events or processes as ontologically primary. These innovations are further developed by Deleuze in his treatment of the problem of individuation. Taken together, they help to specify the metaphysical reasons for the experimental pluralism that both James and Deleuze affirm, showing how these reasons are inextricable from the radical empiricist impulse to be maximally inclusive of modalities of real experience, including the felt, the vague, and the affective. Emphasizing the metaphysical dimensions of these alternative empiricisms brings into clearer focus the stakes of philosophical thought as part of the open-ended and ongoing relational processes by which the universe continues to unfold. In book 3 of his Republic, Plato has Socrates undertake an assessment of the educational curriculum that the city (which is being constructed by him in speech) will implement for its youth. Consequently we see that Socrates assigns to poetry a crucial importance; by their imitation of it, poetry shapes the citizens with an initial formation, casts them within a certain orientation, and places them on a path leading in an already conceived direction, toward some unarticulated good. Thus, in forming (...) this city and the souls of its citizens, Socrates first conducts a censorship of the content of the formative myths of the city in an attempt to orchestrate a certain fail-safe against ambiguity and against falling off .. In 1996 the Pope John Center (now the National Catholic Bioethics Center) offered a workshop for bishops to examine Pope John Paul II's landmark encyclical Evangelium vitae (The Gospel of Life). This collection of essays represents the proceedings of that workshop for scholars and students.

In his commentary, David Galin raises several important issues that deserve to be addressed. In this response, I do three things. First, I briefly discuss the relation between the present work and the metaphoric theories of thought developed by cognitive lin- guists such as Lakoff and Johnson (1998). Second, I address some of the confusions that seem to have arisen about my use of the terms ''substantive thought'' and ''nucleus.'' Economic models are founded in the idea of taking individuals' preferences as both known and given. This article explores the evolution of personal preferences, within a context of both entrepreneurial discovery and Objectivist philosophy. It begins by formalizing Ayn Rand's theory of Objectivism applied to human values, and continues by modeling preference changes similar to Schumpeter's theory of creative destruction—a process of self-discovery. Next the role of societal factors is examined in forming shared preference sets. Sexual perversity has traditionally been defined in terms of violating externally imposed criteria for natural or normal sex. The theory proposed here views sexual desires in terms of their own internal structure, such that perverse desires are those which are self-defeating because they are contradictory. Sadism, masochism, and certain private acts between consenting heterosexual and homosexual adults are shown to be perverse in illustrating the use of this hopefully nonideological method.
