The author`s aim is to prove, that scepsis in aspects of scepticism can be compared in wider perspective with other philosophical movements. Because Sextus Empiricus says about sceptical abiloty in general, then he says about its transcendental dimension. Hence we can speak about scepsis as such. Fundamentality of sceptical ability allows it to stay the same in thinking of Sextus Empiricus, Kant, Descartes, Plato. Scepsis differs from scepticism as general from local. Scepsis arguments, in contrast with scepticism arguments, are universal, (...) hence actual for philosophers of any movement or time. Therefore sceptics lack prioritized acces to scepsis. Sceptics can be called victims of scepsis, because scepsis has to be considered regardless of scepticism. Sceptical way of thinking is included in Kant`s thought adequately, in its prior form, nonetheless it does not lead to scepticism. Hence, Sextus Empiricus is not writing everything real about himself: his words do represent essence of scepsis. Kant has won. (shrink)

This article presents an analytical overview of the critical modernisation features of Socialism with Chinese characteristics doctrine in the new era, which was proposed at the 20th National Congress of the Communist Party of China. The authors reconstructed and systematically represented the central philosophical and political principles of the doctrine of Socialism with Chinese characteristics in the context of the fundamental principles of Chinese Marxism. The authors also analysed and presented in a systematic form the essence and basic theoretical principles (...) of the concept of Socialism with Chinese characteristics following Xi Jinping's works and reports. The study includes a comparative analysis that concludes with the critical features of the modern concept of socialism with Chinese characteristics. These features embrace the need for constant modernisation of the very doctrine of socialism with Chinese characteristics, the state management system, as well as social and cultural practices, which are possible through the implementation of innovations and the integration of modern philosophical thought with traditional Chinese philosophy and culture. The article concludes that the main feature of the modernisation of Socialism with Chinese characteristics at the current stage reveals in the development and implementation of a system of creative practices at the level of everyday culture, high-tech sectors of social production and the practice of intercultural communication within the framework of China's Belt and Road Initiative. In the discussion, the authors argue that implementing creative practices and creative industries could become an effective tool for developing China's Belt and Road Initiative in European countries and improving mutual understanding in the intercultural communication practices between China, European countries, and Ukraine. The article continues the discussion “Can "national philosophy" be understood as a strictly defined object of research?” initiated in volumeXXX of Sententiae. Analyzing Tomasz Mróz’ book “Selected Issues in the History of Polish Philosophy” (2016), the authors compare the problems of historiography of Polish and Ukrainian philosophy. The authors believe that Mróz’ bookoffers an interesting perspective of comparative study of national philosophical traditions, the idea of which was suggested earlier by Vasyl Lisovy. The authors focus on the heuristic potential of (...) the Mróz’ analysis of discussions concerning possible distinction between the terms “Polish philosophy“ and “philosophy in Poland” and his studies of Plato's reception in Poland. Such analysis allows us to raise several questions: (1) are the studies of “Polish philosophy” and “philosophy in Poland” not mutuallyexclusive, but, on the contrary, complementary genres of historiography of national philosophy? In studying the characteristics of cultures, literature and philosophies of different civilisations, scholars inevitably wish to search for similar and different features inherent in particular societies. When this desire is completely justified, then certain questions remain that require additional reflection. For instance, studying the cosmological and natural-philosophical ideas inherent in Ancient China and among Native Americans, scholars face the difficult task of logically substantiating the possibility of studying these two diametrically opposed cultures together. This article is based on a general (...) overview of cosmological and philosophical views in Ancient China and among Native Americans. The authors reveal an important principle that significantly distinguishes “non-Western” cultures and manifests itself in ethnocentrism and harmonization of the relationship between humans and nature. The article gives a logical basis for research and attempts to answer the question of whether Feng shui practice is a science or a religion. To this end, the legacy of Yang Yunsong, one of the founders of the teachings of Feng shui, a Chinese sage of the Tang era from Guangdong province, was studied. The authors suggest that Yang Yunsong’s cosmology, geomancy, and Feng shui practice have much in common with the worldview of indigenous peoples around the world, particularly the Native Americans. The article is devoted to the search for the nature of the ontology of an art work on the example of a literary work. Tradition viewed a work of art as the discovery of a higher truth. Analytical philosophy deprived literature of the status of truth in general, and thereby deprived it of any ontological dimension. Heidegger’s attempt to return this dimension to literature through its relationship with being did not find continuation in philosophy. The author proposes to consider a (...) literary work as a model of the world, primarily the social world. This approach makes liken a literary work to a mathematical theory. A mathematical theory is built as a correlation of simple elements; in a literary work such elements are characters (sometimes things). A mathematical theory is built on clearly defined axioms, a literary work is also built on axioms, but they do not have an explicit expression within the work and cannot always be perceived intuitively. The author shows that the mathematical theory never fully meets the specified conditions, and the mathematicians themselves note that in the future they will largely lose their strength. Thus, a literary work is of the same nature as a mathematical theory, only it presents a more complex case. The problem of truth serves as the way to find the ontological dimension. Analysis shows that in mathematics it is solved not by reducing a hypothesis to axioms, but by recognizing a theory through its effectiveness or applicability. For a work of art, such a criterion is its perception by its readers. In both cases, the ontological dimension is in the mind of the reader. (shrink)

The article raises the question of constant violent acts, primarily military, despite the longtime general condemnation thereof. This turns us to the problem of ontology of violence. The approach suggested here is based on understanding violence as labor with the excessive use of force. This is related to the understanding of force as the truth. Thus, for the archaic mind, force (and violence), the sacred, and truth were different projection-implementations of one entity. The civilizational world model contains in its basis (...) not the principles of a single truth, but the principles of collaboration and coexistence of different stances instead of the submission to one entity. The old model of violence as a way to participate in the object’s truth and to confirm the subject’s sacred status stays effective. This paper argues that violence has an ontological dimension in the old model of a single truth, but cannot have it within a civilizational approach. (shrink)

The article analyses the development of the idea of sovereignty, which is the result of six centuries of intellectual and political development that began in the early Middle Ages. Having studied the development of this idea from the idea of the plenitudo potestatis of the papacy in Gregory VII to the idea of the sovereign individual in Locke, the authors conclude that the modern understanding of popular sovereignty and the state is a consequence of the modern idea of sovereign individuals (...) that form a political community in the only possible way - on the basis of agreement. Leibniz sought to solve the metaphysical problem of reality, avoiding ontological premises. His intensional method was aimed at the logical solution of the problem, preserving the objectivity and unobstructed metaphysical research. Metaphysics can provide a certain level of coherence to the phenomena of physics and make them more real. Leibniz was convinced that physics, for its part, should be grounded in metaphysical principles. This promotes a reciprocal relationship between physics and metaphysics, where metaphysical principles derive their reality from physical principles, (...) and the two fields are interrelated. If we recognize the reality of the laws of physics, then we must also recognize the reality of the concept of substance. His position is that the laws of mathematical physics predict the existence of real substances, which makes it possible to move from mathematical objects to real substances. This method of substantiating the reality of substance and metaphysical principles can be considered as the foundations of the transcendental method. Leibniz's metaphysical approach is that necessary truths exist by themselves and do not depend on specific objects of study or perception. He regarded these truths as eternal. (shrink)

The paper analyzes the development of the Sokol movement in Galicia in the late 19th century - the first third of the 20th century in the context of social and cultural processes. It is proved by actual examples that Sokol societies played an important part in the moulding process of national consciousness and consolidation of the Ukrainians over the period under research against the background of anti-Ukrainian policy of Austria-Hungary and the Second Polish-Lithuanian Commonwealth. It is stated that by combining (...) the sports and national components in their activities, Sokol clubs became one of the centers round which Ukrainian youth were united. It is indicated that under the conditions of the lack of statehood Sokol organizations of Galicia, together with other national-cultural and sports societies, de facto performed a state function of physical training of the Ukrainians of the region. By uniting different social groups of the population through physical culture, the Sokols fostered patriotism, social activity and discipline, civic responsibility and morality, which doubtlessly promoted the rise of the national-cultural level of the Ukrainians, invigoration of the struggle for their rights in the context of the Austrian-Hungarian and Polish autocratic regime. It is proved that after the resolution of the Council of Ambassadors of the Entente states on the transfer of Eastern Galicia to Poland, the Polish authorities and community tried to hinder the dissemination of Ukrainian Sokol ideas in the region, which manifested itself in prohibition of registration of Sokol clubs and their statutes etc. It is stated that the attitude of the Polish authorities to the Sokols became most apparent when the Ukrainian community celebrated the tenth anniversary of the Western Ukrainian People's Republic and when the Polish government conducted a 'pacification' campaign in Galicia. In the meantime a great number of Sokol societies were liquidated. The paper places a high emphasis on Sokol ideology. It is mentioned that ideologists of the Ukrainian Sokol movement, having dismissed the idea of Pan-Slavism, adapted the activities of Sokil-Batko to the needs of the national liberation movement of the Ukrainians within the framework of the political system of Austria-Hungary and the Second Polish-Lithuanian Commonwealth. It is pointed out that the Sokols, as opposed to other national-cultural organizations, declared nonpartisanship and promoted the inter-confessional consent in Galicia. At the same time, the Sokols popularized sport in every way since they believed that "the spirit of man is hardened together with the physical strength, national consciousness growing". (shrink)

B a c k g r o u n d. The article examines the philosophical and worldview foundations and specifics of the functioning of cultural strategies within the framework of the "One Belt, One Road" (BRI) Initiative, as well as their potential and risks for Ukraine in the context of possible implementations. It was revealed that the theoretical basis of the formation of the cultural strategy of the BRI is the idea of a new democracy, which provides for the creation (...) and development of a "new culture". This idea includes preserving the traditional priorities of Chinese civilization and introducing new aspects that take into account both the Marxist considerations of the leaders of the Chinese Communist Party and contemporary global trends. M e t h o d s. The research methodology includes content analysis of official documents and strategies, critical discourse analysis of scientific articles and studies, as well as comparative analysis of cultural strategies in different regions. These methods make it possible to deeply study and evaluate the specificity and effectiveness of cultural initiatives in the context of the BRI. R e s u l t s. It is revealed that modern researchers in China focus on a number of strategies for cultural development within the framework of the BRI, including increasing the level of spiritual culture formation, ensuring the long-term development and inheritance of cultural values, increasing the overall level of state power through cultural promotion, forming a state with "strong" culture, the transmission of cultural values from generation to generation, the promotion of the building of a harmonious society through cultural initiatives, the use of foreign experience for the benefit of China, the expansion of influence outside the country through cultural initiatives, the development of "cultural" product brands, and the use of historical heritage for development of modernity. It is substantiated that for the effective and full implementation of these cultural strategies within the framework of the BRI, the Chinese authorities have formulated a powerful state policy for the training of personnel in the field of culture, developed and identified key challenges and tasks for their implementation. Particular attention is paid to the peculiarities of the implementation of China's cultural strategies both in countries culturally close to China (regions of Southeast Asia and the Pacific Ocean), and in countries that are significantly different from the traditions and customs of China, which is the founder of the BRI Initiative (countries of Europe, Latin America and the Persian Gulf). C o n c l u s i o n s. It is proven that for the possible implementation of the BRI cultural strategies in Ukrainian realities, it is necessary to understand both risks and advantages. If among the key advantages it is possible to single out the spread of the network of Institutes of Ukrainian Studies (such as the Confucius Institutes), which will contribute to the dissemination of authentic information about Ukrainian culture, tradition and language, then among the risks insufficient attention to cultural differences may cause misunderstandings between partners from different countries, which may lead to breaches of contracts or non-fulfillment of the terms of the agreement. This can affect the trust between the parties and cause conflicts. (shrink)

У статті розглянуто стан християнського конфесійного богослов'я на території України в ситуації постмодерну, виявлено специфіку позиціонування православного, греко-католицького і протестантського напрямків у відносинах із суспільством та державою, визначено змістове наповнення пропонованих протестантськими богословами концепцій емансипації для суспільства та церкви. Встановлено, що прихильники цих концепцій, попри розбіжності в трактуванні феномену суспільно-політичного, з надмірним оптимізмом оцінюють творчий потенціал громадянської солідарності. У православній традиції постмодерн сприймається як принципова загроза існуванню церкви як "живої традиції"; греко-католицькі богослови розвивають як модернізм, так і традиціоналізм у руслі (...) ідей такого напрямку сучасної теології, як радикальна ортодоксія, вважаючи, що християнські цінності гідності людини, справедливості та солідарності можуть бути фундаментом для оновленого українського суспільства. Загалом показано, що в українській теології відбувається поступовий перехід до прийняття постмодерного стану як даності та пошук помірковано консервативних і модернізаційних проектів розвитку як церков, так і українського суспільства в цілому. The article carries out a comprehensive comparative analysis of the understanding of "practice" in the context of thinkers of two directions of Marxism – Ukrainian-Soviet and Chinese philosophers. When examining the concept of "practice" in Ukrainian Soviet Marxism, the work of the following domestic thinkers is studied: P. Kopnin, V. Shynkaruk, V. Tabachkovskyi, V. Ivanov, O. Yatsenko. It is substantiated that domestic thinkers in the 60s and 80s of the XX century. focused their attention on practice not so much in (...) the epistemological or socio-philosophical content, but in the anthropological and existential one. According to most of them, practice is not so much the opposite of theory, but a fundamental principle of consideration of all scientific and theoretical problems through the prism of their humanistic content, which allows us to realize the connection of theoretical knowledge with all the variety of ways of mastering a person. being, reveals the essence of knowledge as a cultural phenomenon. The work "On Practice" by Mao Zedong is analyzed, which reveals the prospect of further understanding of the researched concept within the framework of Chinese Marxism. In particular, he singles out two key aspects of the explanation of "practice": epistemological and political-philosophical. Therefore, Marxism in China is used to solve its problems and transform the rich practical experience of the state into theory, as well as in combination with Chinese history and unique Chinese traditional culture. In modern science, an important feature is a fact that interdisciplinary research is becoming more popular. This is due to the mutual interest of different areas of science to the methods and principles of other areas. The article is devoted to the study of the possibility of dialogue between physical cosmology and transcendental philosophy. Transcendental philosophy provides an interesting look at the problem of subject-object relations in which the object depends on the observer. The possibility of science using a specific (...) transcendental method in the field of astrophysics has been studied. This possibility is due to the specifics of astronomical objects that exist for the observer as phenomena that do not correspond to reality in time and space. The article emphasizes the conventional concept of realism in modern science. The interdisciplinary dialogue of American and Ukrainian philosophical cosmology with its methods and physical cosmology with its objects promotes mutual development. (shrink)

Разработаны стратегические направления улучшения состояния человеческих ресурсов Украины при помощи управленческо-регулятивных основ. Осуществлена ретроспективная периодизация и прогноз глобальной динамики развития человеческих ресурсов по их численности, ВВП и результатам творческой активности. Обоснована модель глобальной системы координации развития человеческих ресурсов с идентификацией ее компонент, структуры, инструментов, сфер и субъектов, определением принципов, уровней и форм управленческого воздействия. Tetens is usually considered the main representative of English empiricism in 18th-century German philosophy. In order to find out how fair this characterization is, the authors turn to the analysis of the critical foundations of the project of reform of metaphysics proposed by Tetens in his early article “Reflections on Some Reasons Why There Are So Few Settled Truths in Metaphysics” (1760). Having analyzed the arguments of this article, the authors prove: 1) Tetens's project for the reform of philosophy fully (...) fits into the tradition of German "methodical" philosophy, 2) it is based on the methodological and epistemological principles of the philosophy of Leibniz and Wolf, and is aimed at substantiating the basic provisions of Leibniz's metaphysics, 3) Tetens's “observing method” is rooted in the philosophy of Leibniz and Wolf, and not in the tradition of English empiricism. У статті розглянуто глобальну проблематику розвитку світової економіки й ідентифіковано глобальні загрози, проблеми, виклики, тенденції та суб’єкти. Визначено, що традиційна макроекономічна політика у ХХІ столітті перетворюється на глобальну макроекономічну політику яка визначається переважно зовнішньодержавними факторами впливу. Враховуючи суттєві відмінності потенціалів країн констатується, що геоекономічні інтереси суб’єктів глобальної макроекономічної політики зараз мають індивідуально-державне спрямування залежно від їх ресурсних можливостей, збалансовані регуляторною системою міжнародного права та координуються міжнародними організаціями. Прогнозується, що трансформація геоекономічних інтересів суб’єктів глобальної макроекономічної політики відбудеться від індивідуально-державного спрямування до (...) цивілізаційно-спрямованих, а з 2030 року до глобально-спрямованих за двома прогнозованими сценаріями – глобально-уніфікованим або глобально-полярним, які характеризуватимуться різними ціннісними орієнтаціями та функціональними діями. This article presents the results of the authors’ research on cosmological and philosophical narratives related to the personality of Lady Xian and her cultural heritage, and on their function in the contemporary cultural practices of Guangdong Province and the whole modern Chinese culture. The authors systematise Lady Xian’s corpus of cosmological and philosophical narratives, reconstruct Lady Xian’s main cosmological concepts and philosophical ideas, and reveal their specific features as well as their differences with Western cosmology and with cosmological narratives in (...) Western culture. The authors show that Lady Xian’s philosophical and cosmological ideas function as the masterplot of modern Chinese culture, which comprises such essential components of China’s international cultural policy as cultural identity, cooperative attitudes to other cultures, the dissemination of Chinese traditional culture in the world, peaceful coexistence, and soft power. The authors argue that Lady Xian’s cosmological concepts are an essential component of the implementation of the cultural aspects of China’s Belt and Road Initiative and that they can be used as an effective and helpful tool in the spread of modern Chinese culture in European countries. The article concludes that Lady Xian’s cosmological concepts are an essential method for deepening the understanding of China’s international cultural policy and China’s Belt and Road Initiative in European countries. In addition, Lady Xian’s culture can be used as a counter-narrative in overcoming some negative stereotypes about China’s international cultural policy and China’s Belt and Road Initiative present in the information space of European countries. The article aims to define the management mechanism of complex, open dynamic systems with human participation. The following parts of the system life-cycle were identified and unified in the theoretical scope: general and specific compositional elements of repeating changes, marginal index boundaries, the dynamics of the compositional elements of the lifecycle, the key points of the change in the character of the index dynamics. In the practical scope, two common trends of socio-economical system life-cycle management are considered. The first trend (...) is the regulation of the comprising element ratio, which provides the increase in the duration of the maximally effective performance of a functioning system. The second trend is the regulation of the reproduction time of a new system. The systems life cycle aspects are investigated in almost all sciences and studied within many disciplines in the field of higher education. Therefore, deepening the mastery of scientific and methodological foundations of the life cycle of a complex open dynamic system is useful for any subject in everyday and practical activities. A human being – in the formation of own human capital. Families – when it is formed, the birth of children, the distribution of income and expenses. Companies – for efficient business activities. As well as local communities, local self-government bodies, public authorities and global entities within their profile activities. The results of the research provide the possibility of the development of applicable mechanisms for effectiveness and stability enhancement of managerial and entrepreneurial operation in business projects. This paper analyses the methodological ideas of Sergei Vsekhsvyatskii’s Studies on Philosophical Issues of Cosmology and Cosmogony. The article examines the background and history of the development of astronomy and cosmology in Ukraine and its gradual transition from a descriptive method to mathematical analysis. The authors have studied the influence of Ukrainian scholars and philosophers on studies in cosmology, astronomy, philosophical issues in cosmology, and computational cosmology. The philosophical understanding of cosmology and cosmogony is always a search for alternative views (...) on generally accepted ideas, not intending to deny the merits of other sciences but to critically analyse the conclusions of the natural sciences, made based on empirical data and mathematical calculations. The contribution to global knowledge by Ukrainian astronomers, astrophysicists, cosmologists, and other scientists who work on questions about the Universe has been studied. It is indicated in which modern research areas the main contributions were made (dark matter, dark energy, gravitational lensing). These contemporary problems of cosmology go beyond the usual field of understanding of the natural sciences, which actualises the possibility of an interdisciplinary dialogue between physicists and philosophers on the problems of cosmology and cosmogony. Using the example of Sergei Vsekhsvyatskii’s works, the authors showed how philosophical analysis can reveal the weaknesses of the methodology and ask key questions to understand the essence of the processes of space. In the 1960s, he investigated the density of space objects to find new ways to solve the cosmogonic processes of the past. However, even today, the density of the Universe raises major questions. Even though science has made a huge leap in half a century, the essence of scientific and philosophical search remains the same. (shrink)

Задачей исследования является определение концептуального содержания, роли и перспектив развития экономики знаний в условиях глобализации экономики. Исследуя исторические аспекты формирования теории экономики знаний, определено, что ее становление и дальнейшее развитие обусловлено, набирающими силу тенденциями интеллектуализации и информатизации глобального экономического развития, которые повлияли на рост ценности информации и знаний, как факторы обеспечивающие конкурентное преимущество предприятий, регионов и стран. Проведенное исследование доказывает, что в ХХI веке экономика знаний рассматривается филигранно в разных аспектах своего теоретического и практического потенциала: как отдельный сектор мировой экономики; (...) в качестве определения типа мировой экономики с доминированием роли информации и знаний; как своеобразный взгляд на процессы интеллектуализации и информатизации мировой экономики; в виде специфической характеристики мировой экономики; в форме зарождающейся науки; в виде направления исследований; как сфера практической деятельности. В результате исследования выявлено, что направленность развития теории экономики знаний обуславливает, с одной стороны, интерес исследователей и международных организаций относительно дальнейшей концептуализации и разработки новых теоретико-прикладных механизмов реализации идентифицированного потенциала, а с другой, вызывает определенную критику и детерминирует постепенное завершение научной дискуссии в данной сфере исследования.
