That they are ‘following the science’ has become the watchword of many politicians during the present pandemic, especially when imposing or prolonging lockdowns or other liberty-restricting regulations. The scientists who advise politicians however are usually careful to add that the decision what to restrict and when is ultimately a political one. In science, as in medical practice, there is a delicate balance to be maintained between confidence in the best available information, and the necessary caveat that the assumptions and (...) calculations on which that information is based are subject to further scientific enquiry. For politicians and the public, moreover, as for patients, whether those informing them are judged to be trustworthy is a necessary consideration, a judgement determined by a variety of personal and political contingencies and circumstances. Ethics, by contrast, unable to appeal to scientific consensus or political authority, let alone a confidence-inspiring bedside manner, must rest the case for its essentially contestable assumptions and arguments being judged trustworthy, on its willingness to admit all reasoned voices to a conversation that is potentially unending, but in the process often highly enlightening. That conversation is contributed to in this issue of the Journal by several reasoned voices, mostly on ethical aspects of the COVID-19 pandemic. Relevant to issues on which politicians claim to be ‘following the science’, but also raising fundamental ethical questions, is this month’s feature article. SummaryIn 1684, during the Edo period (1603–1868), the imperial court of Japan passed a reform act that resulted in a new almanac called the Jôkyô almanac. This was the first reform in more than eight hundred years, and marked a departure from the past practice of adopting almanacs from China. Yet, the reform was complicated, and it was achieved after decades through the efforts of Shibukawa Harumi (1639–1715). How was the reform accomplished, and why was it significant? In this study, (...) I will focus on Harumi's role in the reform. I propose to examine the reform as the culmination of a process deeply linked to Harumi's political connections and his intellectual growth especially in the field of calendrical sciences. I will show that this approach of looking at the reform by analyzing different aspects of Harumi's life has implications for understanding trends in society in seventeenth-century Japan. First, despite the ban on Christianity, intellectuals like Harumi assimilated European sciences in unique ways. Second, Harumi's activities exemplified how intellectual ties were increasingly embedded within political networks. Overall, I will argue that the reform of the almanac, viewed as a process surrounding the core figure of Harumi, was driven by scientific goals and personal ambitions. (shrink)

The political dimension of science has gained a particular interest in most recent decades for areas of knowledge like the Philosophy of science, as well as for political studies of science, history of science, among others. One reason for this development is that we are more conscious the results obtained by a scientist are a product of the interaction and interrelation of epistemic and none epistemic values. This dynamic is one of the factors which make progress in science (...) possible and reflects, at the same time, its integrity. Based on the contributions provided by Philip Kitcher, I shall characterize in this paper the two forms to treat scientific knowledge from a philosophical perspective. I shall argue, following Kitcher, that the scientific practice and social aspects of knowledge are not two different and disconnected things, but a unity of reasons which enable the progress of scientific knowledge. In _Elementary Aspects of the Political_ Prathama Banerjee moves beyond postcolonial and decolonial critiques of European political philosophy to rethink modern conceptions of "the political" from the perspective of the global South. Drawing on Indian and Bengali practices and philosophies from the late nineteenth and early twentieth centuries, Banerjee identifies four elements of the political: the self, action, the idea, and the people. She examines selfhood in light of precolonial Indic traditions of renunciation and realpolitik; action (...) in the constitutive tension between traditional conceptions of karma and modern ideas of labor; the idea of equality as it emerges in the dialectic between spirituality and economics; and people in the friction between the structure of the political party and the atmospherics of fiction and theater. Throughout, Banerjee reasserts the historical specificity of political thought and challenges modern assumptions about the universality, primacy, and self-evidence of the political. In formulating a new theory of the political, Banerjee gestures toward a globally salient political philosophy that displaces prevailing Western notions of the political masquerading as universal. In the life sciences and beyond, new developments in science and technology and the creation of new social orders go hand in hand. In short, science and society are simultaneously and reciprocally coproduced and changed. Scientific research not only produces new knowledge and technological systems but also constitutes new forms of expertise and contributes to the emergence of new modes of living, at times empowering and at times disempowering citizens. These dynamic processes are tightly connected to significant redistributions of (...) wealth and power, and they sometimes threaten and sometimes enhance democracy. Understanding this phenomenon poses important intellectual and normative challenges: neither traditional social sciences nor prevailing modes of democratic governance have fully grappled with the deep and growing significance of knowledge-making in twenty-first century politics. While these cultural trends are sometimes marketed in the name of "democratic pluralism," the contributors contend that such views are actually destructive of a broader culture appropriate for a democratic society. This is especially true when facts are degraded as "fake news" and scientists are dismissed as elitists. As modern foreign policy and international relations encompass more and more scientific issues, we are moving towards a new type of diplomacy, known as "Science Diplomacy." Beginning with an account of the classical approach to natural and moral philosophy, and of the medieval scholasticism that took these forward into early modernity, Forde explores why the modern scientific project of Francis Bacon, Pierre Gassendi, Robert Boyle and others required the rejection of the classical approach. Forde shows that Locke's theory of moral "mixed modes" owes much to Pufendorf, and is tailored to accommodate science. The theory requires a divine legislator, which in turn makes natural law the foundation of morality, rather than individual natural right. This paper provides a detailed account of the prehistory of the KEK National Laboratory for High Energy Physics at Tsukuba in Japan. Attempts to establish Japan's first truly national laboratory marked the beginning of ‘big science’ in Japan. An examination of the debate and decision-making processes, which spanned over a decade, provide insight into the political aspects of policy making in the post-war period. Making public policy choices based on available scientific evidence is an ideal condition for any policy making. However, the mechanisms governing these scenarios are complex, non-linear, and, alongside the medical-health and epidemiological issues, involve socio-economic, political, communicative, informational, ethical and epistemological aspects. In this article we analyze the role of scientific evidence when implementing political decisions that strictly depend on it, as in the case of the COVID-19 pandemic. In carrying out this analysis, we will focus above (...) all on the Italian case. This, on the one hand, precisely because Italy led the way regarding the containment policies of the pandemic. Secondly, the government's action was immediately criticized in various respects. Some were calling into question not only the cumbersome political mechanisms, but also suggesting a scarce ability to take scientific evidence into account. On other fronts, there are those who have criticized Italy for its blind and uncritical faith in science and for the paternalism of its decisions. This debate therefore offers the possibility of dealing with some aspects concerning scientific results and their implementation at the political level from the point of view of a political philosophy of science, roughly in the spirit suggested by John Dupré. ‘Scientific advice to politics’, the ‘nature of expertise’, and the ‘relation between experts, policy makers, and the public’ are variations of a topic that currently attracts the attention of social scientists, philosophers of science as well as practitioners in the public sphere and the media. This renewed interest in a persistent theme is initiated by the call for a democratization of expertise that has become the order of the day in the legitimation of research funding. This cognitive point of view persisted also when, after Kuhn’s work, the attention focused on (...) the scientific activity in order to understand scientific change and a sociological model replaced the view that empirical adequacy and logical consistency are the factors that determine the change of scientific theories. Ethical, social and political considerations regarding science ware considered inappropriate and potentially dangerous since they violate the alleged “neutrality of science” with respect to values. Nevertheless, the strict intertwining of science and technology in contemporary “technoscience” has produced a wide debate regarding the practical aspect of technoscientific activity that has the intrinsic features of a philosophical debate. Therefore, it is natural and advisable that the entire wealth of the philosophical disciplines be called to contribute to the specific complex discourse of the Philosophy of Science. (shrink)

Few issues cause academics to disagree more than gender and race, especially when topics are addressed in terms of biological differences. To conduct research in these areas or comment favorably on research can subject one to scorn. When these topics are addressed, they generally take the form of philosophical debates. Anthony Walsh focuses upon such debates and supporting research. He divides parties into biologists and social constructionists, arguing that biologists remain focused on laboratory work, while constructionists are acutely aware of (...) the impact of biologists in contested territories. "Science Wars" introduces the ideas motivating the parties and examines social constructionism and its issues with science. He explores arguments over conceptual tools scientists love and constructionists abhor, and he provides a solid discussion of the co-evolution of genes and culture. Walsh then focuses his attention on gender, how constructionists view it, and the neuroscience explanation of gender differences. Moving to race, Walsh looks at how some have tried to bury the concept of race, while others emphasize it. He considers definitions of race--essentialist, taxonomic, population, and lineage--as they have evolved from the time of the Enlightenment to the present. Post-normal science is presented by its proponents as a new way of doing science that deals with uncertainties, value diversity or antagonism, and high decision stakes and urgency, with the ultimate goal of remedying the pathologies of the global industrial system for which, according to Funtowicz and Ravetz, existing science forms the basis. The authors critically examine whether PNS can fulfill this claim in the light of empirical and theoretical work on politics and policy making. The authors credit PNS as (...) an innovative frontrunner in raising important issues regarding the limited problem-solving capacity of ‘‘normal science’’ and ‘‘professional consultancy.’’ Yet, the authors notice that PNS lacks important considerations about the governance of problems and aspects of participatory and deliberative democracy. PNS in effect implies that methodological ‘‘ratiocination’’ would prevail over political deliberation and democratic interaction and that merely changing scientific input in public policy making would have the power to change its outcomes. This scientistic hubris can be traced back to PNS’s origin in concerned scientists’ activism, which in effect accessed the political arena through the scientific entrance. Many reports independently confirm that even more than a quarter of a century after the collapse of the Soviet Union, the results of research and development in those countries that were under its influence are insufficient in comparison to the rest of the world. Given that human intelligence is not distributed unevenly and that science is a powerful driving force for the future of an economy, there is a hidden problem, which, if it can be resolved, may release great economic (...) potential. The first generation of researchers from Armenia, Czech Republic, Georgia, Slovakia and Ukraine, who successfully completed their education after the political revolution, were surveyed. The survey revealed many similarities with regards to ethics, but that there is mounting evidence that the main cause of the current situation is the state of the local legal systems. The conclusion was drawn that a conceptual change in staffing within the relevant legal systems is required to release potential and stimulate wealth creation. (shrink)
