Este trabajo intenta analizar la concepción, naturaleza jurídica y garantía de los derechos económicos, sociales y culturales, en América Latina, así como las condiciones y medidas que pueden contribuir a su efectividad. Presenta tambien una propuesta de indicadores que pueden utilizarse en la supervision de la efectividad de esos derechos y de la proteccion que ellos han alcanzado, proporcionando información sobre la situactón latinoamericana y caribeña actual.

Although most aspects of world and self-consciousness are inherently subjective, neuroscience studies in humans and non-human animals provide correlational and causative indices of specific links between brain activity and representation of the self and the world. In this article we review neuroanatomic, neurophysiological and neuropsychological data supporting the hypothesis that different levels of self and world representation in vertebrates rely upon i) a 'basal' subcortical system that includes brainstem, hypothalamus and central thalamic nuclei and that may underpin the primary (or (...) anoetic) consciousness likely present in all vertebrates; and ii) a forebrain system that include the medial and lateral structures of the cerebral hemispheres and may sustain the most sophisticated forms of consciousness (e.g. noetic (knowledge based) and autonoetic, reflective knowledge). We posit a mutual, bidirectional functional influence between these two major brain circuits. We conclude that basic aspects of consciousness like primary self and core self (based on anoetic and noetic consciousness) are present in many species of vertebrates and that, even self-consciousness (autonoetic consciousness) does not seem to be a prerogative of humans and of some non-human primates but may, to a certain extent, be present in some other mammals and birds. The process of completing, correcting and prioritising specifications is an essential but very complex task for the maintenance and improvement of software systems. The preservation of functionalities and the ability to accommodate changes are main objectives of the software development cycle to guarantee system reliability. Logical theories able to fully model such processes are still insufficient. In this paper we propose a full formalisation of such operations on software systems inspired by the Alchourrón–Gärdenfors–Makinson paradigm for belief revision of human epistemic (...) states. We represent specifications as finite sets of formulas equipped with a priority relation that models functional entrenchment of properties. We propose to handle specification incompleteness through ordered expansion, inconsistency through ordered safe contraction and prioritisation through revision with reordering, and model all three in an algorithmic fashion. We show how the system satisfies basic properties of the AGM paradigm, including Levi’s and Harper’s identities. We offer a concrete example and complexity results for the inference and model checking problems on revision. We conclude by describing resilience and evolvability of software systems based on such revision operators. (shrink)

We live in an age of impotence. Stuck between global war and global finance, between identity and capital, we seem to be incapable of producing the radical change that is so desperately needed. Is there still a way to disentangle ourselves from a global order that shapes our politics as well as our imagination? In his most systematic book to date, renowned Italian theorist Franco Berardi tackles this question through a solid yet visionary analysis of the three fundamental concepts (...) of Possibility, Potency, and Power. Characterizing Possibility as the content, Potency as the energy, and Power as the form, Berardi suggests that the road to emancipation unravels from the awareness that the field of the possible is only limited, and not created, by the power structures that implement it. Other futures and other worlds are always already inscribed within the present, despite power's attempt at keeping them invisible. Overcoming any temptation of giving in to despair or nostalgia, Berardi proposes the notion of 'futurability' as a way to remind us that even within the darkness of our current crisis lies dormant the horizon of possibility. The formation of the moral point of view in Bernard Williams’ work might be understood as taking place between two central concepts: the individual and the community. It is through the tension between these two poles that some form of knowledge is acquired. In Williams’ work, the individual virtue takes the name of authenticity, and the communitarian knowledge is, importantly, ethical confidence. A philosophical peer of Williams, Alasdair MacIntyre, has dealt with the same question, although in very different ways. They (...) are usually taken to be philosophical rivals in many respects, especially regarding their political views, their views on religion and their thoughts on Aristotle. But if we look deeper into their claims, we should discover that not only do they have similar ethical concerns, as their responses to those concerns are not, in essence, as different as they seem. My purpose with this paper, however, is not to deny the important differences between the two philosophers, but rather to make conspicuous Williams’ demanding ideas on the formation of the moral point of view by (1) connecting significant portions of his work and (2) contrasting his ideas with that of a philosophical “rival,” namely by interpreting MacIntyre’s own declarations on Williams’ work. It will stand out that both philosophers’ motivation to do ethics is to grant an equilibrium between the individual conscience and the moral knowledge that is acquired within a community. (shrink)

The integration of artificial intelligence into bioethics education represents a new pedagogical approach that addresses complex moral issues in healthcare. The use of AI-driven platforms like ChatGPT in bioethics education can enhance critical thinking and decision-making skills among students by providing a diverse range of perspectives and solutions. To assess the ability of ChatGPT-4 to understand and resolve ethical dilemmas using validated clinical case vignettes, thereby determining its suitability as a teaching aid in bioethics. Ten clinical scenarios, each with inherent (...) ethical issues, were presented to ChatGPT-4. These scenarios were expert-validated to ensure relevance and complexity. ChatGPT's responses were evaluated by two blinded external raters to eliminate bias. The assessment criteria included identification of bioethical principles, recognition of stakeholders and their outcomes, and comprehension of ethical and legal frameworks. Additionally, the quality of responses was scored on a scale of 1–10. ChatGPT showed proficiency in identifying the pertinent bioethical principles and stakeholders involved in the ethical dilemmas presented. It achieved an overall score of 84.5%, with high marks for its analytical capabilities in complex scenarios. However, the study identified areas for improvement, particularly in proposing comprehensive solutions and alternative actions. ChatGPT demonstrates potential as an effective tool for bioethics education, capable of guiding learners through the resolution of ethical issues in clinical practice. However, to fully integrate ChatGPT into bioethics education, it requires enhancements in delivering detailed, actionable guidance in ethical decision-making. Future development should focus on refining ChatGPT’s ability to offer nuanced solutions aligned with patient values and clinician needs. (shrink)

Should education serve external goals, or should it be non-instrumental? In this paper, I recognize a tension between these two views with respect to the question of the end and the means in education, and I suggest conceptual and practical ways to handle this tension. The paper comprises two parts: the first part discusses the problem, and the second part offers solutions. To expose the problem, I present a brief overview of the opposing views of purposiveness versus anti-instrumentalism in education, (...) based on old inspirations and new manifestations of each, and I present two examples of current theories that carry this tension as an inner contradiction. Additionally, I argue these theoretical tensions lead to professional confusions and practical dilemmas among teachers. In search of solutions, I lean on current theoretical arguments to reconcile the contradictions and offer ways to integrate the two views into one pedagogical approach. Finally, I draw a conceptual model that turns the tensions and confusions into a more reasonable complexity that educators can handle in their theoretical thinking and accommodate in their practical choices in school. My conclusions lead to a re-justified commitment to education for democracy, and to teachers’ autonomy. (shrink)

In this paper we investigate the connections between quantifier elimination, decidability and Uniform Craig Interpolation in Δ-core fuzzy logics added with propositional quantifiers. As a consequence, we are able to prove that several propositional fuzzy logics have a conservative extension which is a Δ-core fuzzy logic and has Uniform Craig Interpolation.

Benedetto Croce taught Norberto Bobbio to distinguish between two kinds of commitment, namely an intellectual and a political one. The expression “politica della cultura” effectively translates the idea of the autonomy or independence of scholarly and intellectual research. Another idea which was passed on from Croce to Bobbio is that of liberalism as the theoretical basis of every form of civil government insofar as the liberal conception rejects any notion of “Providence” as a covert agent of history. But Bobbio differed (...) from Croce since he never believed that democracy could essentially contradict the perspective of liberalism, and was convinced that true emancipation is a sort of “conguagliamento delle libertà,” or, in other words, that it implies a strong relation between individual political rights and the demands of social justice. Tuttavia la stessa teoria ha svuotato di significato oggettivo questa scoperta affermando che i punti di vista divergenti dei diversi osservatori inerziali sul valore numerico di Esono equivalenti. Una recente critica della nozione relativistica del tempo ha spostato il baricentro concettuale della fisica dello spazio e del tempo verso l'esistenza di un sistema privilegiato, restituendo alla formula di Einstein tutta la sua importanza.

Durante los años menemistas, las políticas públicas de memoria estuvieron orientadas principalmente a “pasar la página”. Los mayores exponentes de esta postura fueron los indultos a los jerarcas de las Fuerzas Armadas de la última dictadura militar (1976-1983), decretados y publicados entre los años 1989 y 1991. Años después, otro suceso volvió a hacerla particularmente visible: el intento de demoler los edificios de la ESMA y colocar en su lugar un monumento a la “reconciliación nacional”. Esto despertó gran polémica con (...) los organismos de DDHH, con la oposición y dentro de la propia alianza gobernante y fue, además, el puntapié inicial para lo que hoy es el Sitio de la Memoria ex-ESMA. Sin embargo, hubo otras políticas culturales en este período que también son una muestra del afán de dejar atrás la memoria sobre los años de violencia política y represión, y que pasaron más desapercibidos. Este artículo propone un análisis del caso de los monumentos referidos al bombardeo a Plaza de Mayo del 16 de junio de 1955, atentado perpetrado por miembros de las Fuerzas Armadas en el que murieron más de 300 personas, colocados en la década de 1990. Tomando como caso análogo lo propuesto para el predio de la ESMA, se analizará el texto de los decretos –y en segundo plano el de los indultos en el año 1991– en relación al contenido de los memoriales. Neste complexo contexto, questiona-se como a práxis pedagógica pode produzir condições de compromisso social e político com a docência, em substituição ao conceito de vocação? Para responder à esta questão, desenvolveu-se pesquisa crítico bibliográfica a partir do aporte teórico de (...) Freire (1993, 1996), Nóvoa (2003) e Franco (2008, 2012, 2016), buscando consolidar a ideia de que ao desenvolver a docência na perspectiva crítica, esta práxis vai vocacionando o professor ao exercício da docência cada vez mais comprometida socialmente e com os ideais de humanização que a caracterizam. We consider the superposition of macroscopically distinguishable states for a measuring process whose time evolution is described by the Schrödinger equation. We ask whether it is possible to observe interference effects due to the above mentioned superposition and how to observe them, taking into consideration an experiment performed by other authors. We find a necessary condition in order to be able to observe these effects. We also point out some very serious difficulties in observing them and analyse the connection between (...) some of these difficulties and the Wigner-Araki-Yanase theory. We try to explain why the whole problem seems to us to be far from having a solution and we suggest some paths we think worthy of further investigation. (shrink)

The still unsettled decision problem for the restricted purely universal formulae 0-formulae) of the first order set-theoretic language based over =, ∈ is discussed in relation with the adoption or rejection of the axiom of foundation. Assuming the axiom of foundation, the related finite set-satisfiability problem for the very significant subclass of the 0-formulae consisting of the formulae involving only nested variables of level 1 is proved to be semidecidable on the ground of a reflection property over the hereditarily finite (...) sets, and various extensions of this result are obtained. When variables are restricted to range only over sets, in universes with infinitely many urelements the set-satisfiability problem is shown to be solvable provided the axiom of foundation is assumed; if it is not, then the decidability of a related derivability problem still holds. That, in turn, suggests the alternative adoption of an antifoundation axiom under which the set-satisfiability problem is also solvable . Turning to set theory without urelements, assuming a form of Boffa's antifoundation axiom, the complement of the set-satisfiability problem for the full class of Δ0-formulae is shown to be semidecidable; a result that is known not to hold, for the set-satisfiability problem itself, even for a very restricted subclass of the Δ0-formulae. In Rousseau, Nietzsche, and the Image of the Human Paul Franco explores the relationship between Nietzsche and Rousseau and their critique of modern life. Franco begins by arguing that "among philosophers, Jean-Jacques Rousseau and Friedrich Nietzsche are perhaps the two most influential explorers and shapers of the moral and cultural imagination of late modernity." And yet Nietzsche was often highly critical of Rousseau. Indeed, their critiques of modern life differ in important respects. Rousseau focused on the growing political (...) and economic inequality in modern society and proposed a more egalitarian politics. Nietzsche decried the inability of society to take account of the exceptional individual and found Rousseau's political ideas wrong-headed.
