Historically, scientific and engineering expertise has been key in shaping research and innovation policies, with benefits presumed to accrue to society more broadly over time. But there is persistent and growing concern about whether and how ethical and societal values are integrated into R&I policies and governance, as we confront public disbelief in science and political suspicion toward evidence-based policy-making. Erosion of such a social contract with science limits the ability of democratic societies to deal with challenges presented by new, (...) disruptive technologies, such as synthetic biology, nanotechnology, genetic engineering, automation and robotics, and artificial intelligence. Many policy efforts have emerged in response to such concerns, one prominent example being Europe's Eighth Framework Programme, Horizon 2020, whose focus on “Responsible Research and Innovation” provides a case study for the translation of such normative perspectives into concrete policy action and implementation. Our analysis of this H2020 RRI approach suggests a lack of consistent integration of elements such as ethics, open access, open innovation, and public engagement. On the basis of our evaluation, we suggest possible pathways for strengthening efforts to deliver R&I policies that deepen mutually beneficial science and society relationships. (shrink)

The first step is provable inZ2. In this paper we show thatZ2+ HP is equiconsistent with ZFC and thatZ3+ HP is equiconsistent with ZFC + there exists a remarkable (...) cardinal. This paper argues that the world-wide debate about physician assisted dying is missing a golden opportunity to focus on the orchestration of the end of life. Such a process consists of far more than adequate pain control and is a skill which, like all other skills, needs to be learned and taught. The debate offers an opportunity to press for the teaching of this skill. Beyond this, the desire to assure that all can have access to palliative care makes sense (...) only within the embrace of a universal health-care system and the desire that all can have a death with dignity is meaningful only within the embrace of a life with dignity. Following the publication of the seminal Fear of Freedom, Erich Fromm applied his unique vision to a critique of contemporary capitalism in The Sane Society. Where the former dealt with man's historic inability to come to terms with his sense of isolation, and the dangers to which this can lead, The Sane Society took his theories one step further. In doing so it established Fromm as one of the most controversial political thinkers of his generation. Anaylsing how individuals conform (...) to contemporary capitalist and patriarchal societies, the book was published to wide acclaim and even wider disapproval. It was a scathing indictment of modern capitalism and as such proved unwelcome to many. Unwelcome because much of what Fromm had to say was true. Today, as we settle into the challenges of the 21st century, Fromm's writings are just as relevant as when they were first written. Read it and decide for yourself - are you living in a sane society? When he was 26, the great psychoanalyst and philosopher Erich Fromm abandoned Judaism, though he himself was descended from a long line of rabbis and the product of a devout Jewish upbringing. The title essay of this collection was first published in 1930, just four years after he made that first, decisive split. It was to point towards the future Fromm's work, presenting the view that an understanding of basic human needs is essential to the understanding of society and (...) mankind itself. Structure learning algorithms for graphical models have focused almost exclusively on stable environments in which the underlying generative process does not change; that is, they assume that the generating model is globally stationary. In real-world environments, however, such changes often occur without warning or signal. Real-world data often come from generating models that are only locally stationary. In this paper, we present LoSST, a novel, heuristic structure learning algorithm that tracks changes in graphical model structure or parameters in a dynamic, (...) real-time manner. We show by simulation that the algorithm performs comparably to batch-mode learning when the generating graphical structure is globally stationary, and significantly better when it is only locally stationary. We isolate natural strengthenings of Bounded Martin’s Maximum which we call ${\mathsf{BMM}}^{*}$ and $A-{\mathsf{BMM}}^{*,++}$, and we investigate their consequences. We also show that if $A-{\mathsf{BMM}}^{*,++}$ holds true for every set of reals $A$ in $L$, then Woodin’s axiom $$ holds true. We conjecture that ${\mathsf{MM}}^{++}$ implies $A-{\mathsf{BMM}}^{*,++}$ for every $A$ which is universally Baire.

Whereas Eichenberger advocates better policies by deregulation of politics, politicians and political scientists in Western Europe are quite satisfied with Western democracies and their performance. This satisfaction is based on neglecting the insights from ‘Public Choice’ theorizing as well as on negating the coming pension crisis in ageing societies. Including Eichenberger’s ideas there are now five schools of thought about how to improve Western democracies: more direct democracy, strengthening market-preserving federalism, less law and fewer lawyers, exploiting international rivalries for limiting (...) government and, now, dismantling the protection from foreign competition which elected representatives enjoy almost everywhere in the West. Since the late 1970s, various attempts have been made to organize the scientific instruments used in research carried out at the University of Toronto into a catalogued, protected, and accessible collection. Unlike other major research universities with which Toronto compares itself, such as Harvard, Yale, Oxford and Cambridge, to name only a few, these efforts have not been successful. The failure to implement even a modest campus-wide program to safeguard the university's material heritage has had unfortunate consequences. Nevertheless, a great (...) deal of material survives. In the following paper, we examine the circumstances of the historical instruments at the University of Toronto. We argue that this university's scientific instruments are an essential piece of its identity and history. Finally, we propose a practical bottom up approach through which the current collection can be stabilized and secured (with new instruments added) so that future students can reflect on today's research with the benefit of a rich and well-documented collection. On many occasions, care givers are faced with problems in which “drastic” types of treatment seem clearly inappropriate but “lesser” interventions still appear to be advisable, if not indeed mandatory. In the hospital setting, examples are frequent: the demented elderly patient, still very much capable of brief social interactions and still able to enjoy at least limited life, who although clearly not a candidate for coronary bypass surgery is, nevertheless, a patient in whom an intercurrent pneumonia deserves treatment; the severely (...) retarded youngster in whom appendectomy seems clearly warranted but for whom long-term dialysis seems ill-advised. The examples are legion, and their variety defies an easy, stereotypical solution. Why, one may ask, is the treatment of intercurrent pneumonia or operating on an acute appendix “clearly indicated” while coronary bypass and long-term dialysis “clearly” are not? The reactions of care givers in the past have often consisted of attempts to give half-hearted treatment or to treat fully even against their better judgment. The lack of conceptual guidelines that might help sort out such problems has inevitably led either to an inflexible absolutism in which all possible treatment to sustain life or no treatment at all is given or has resulted in a pathetic attempt to act but act minimally with the hope that such actions will be ineffective. In this paper, I want to try to put what has been termed the “care ethics” into a different perspective. While I will discuss primarily the use of that ethic or that term as it applies to the healthcare setting in general and to the deliberation of consultants or the function of committees more specifically, what I have to say is meant to be applicable to the problem of using a notion like “caring” as a fundamental precept in ethical decision (...) making. I will set out to examine the relationship between theoretical ethics, justice-based reasoning, and care-based reasoning and conclude by suggesting not only that all are part of a defensible solution when adjudicating individual cases, but that these three are linked and can, in fact, be mutually corrective. I will claim that using what has been called “the care ethic” alone is grossly insufficient for solving individual problems and that the term can be extremely dangerous. I will readily admit that while blindly using an approach based solely on theoretically derived principles is perhaps somewhat less dangerous, it is bound to be sterile, unsatisfying, and perhaps even cruel in individual situations. Care ethics, as I understand the concept, is basically a non- or truly an anti-intellectual kind of ethic in that it tries not only to value feeling over thought in deliberating problems of ethics, but indeed, would almost entirely substitute feeling for thought. Feeling when used to underwrite undisciplined and intuitive action without theory has no head and, therefore, no plan and no direction; theory eventuating in sterile rules and eventually resulting in action heedlessly based on such rules lacks humanity and heart. Neither one nor the other is complete in itself. There is no reason why we necessarily should be limited to choosing between these two extremes. (shrink)
