Causal reasoning and game-theoretic reasoning are fundamental topics in artificial intelligence, among many other disciplines: this paper is concerned with their intersection. Despite their importance, a formal framework that supports both these forms of reasoning has, until now, been lacking. We offer a solution in the form of (structural) causal games, which can be seen as extending Pearl's causal hierarchy to the game-theoretic domain, or as extending Koller and Milch's multi-agent influence diagrams to the causal domain. We then consider three (...) key questions: i) How can the (causal) dependencies in games - either between variables, or between strategies - be modelled in a uniform, principled manner? ii) How may causal queries be computed in causal games, and what assumptions does this require? iii) How do causal games compare to existing formalisms? To address question i), we introduce mechanised games, which encode dependencies between agents' decision rules and the distributions governing the game. In response to question ii), we present definitions of predictions, interventions, and counterfactuals, and discuss the assumptions required for each. Regarding question iii), we describe correspondences between causal games and other formalisms, and explain how causal games can be used to answer queries that other causal or game-theoretic models do not support. Food systems are being affected by multiple shocks related to climate change, the COVID-19 pandemic and geopolitical events. Food prices and food insecurity are rising globally as a result, raising questions about the effective governance of food security during shocks. This paper critically examines the governance of food security in Melbourne, Australia during a major food system shock, the COVID-19 pandemic. It draws on document analysis and 34 stakeholder interviews with 41 participants from government, industry and civil society between May (...) 2020 and March 2021. The paper examines the role of these actors in governance mechanisms for two important aspects of food system governance during the COVID-19 pandemic, continuity of food supply and delivery of emergency food relief. Clark et al.’s ( 2021 ) “governance engagement continuum” is used to show how civil society groups were excluded from these formal governance mechanisms, instead establishing their own spaces of “self-governance”. The resilience aims associated with these governance mechanisms are also analyzed using Zurek et al.’s ( 2022 ) “three R’s” (robustness, recovery and reorientation) framework. Our study highlights the significant role of food industry actors in the continuity of food supply and delivery of emergency food relief, and it shows the vulnerabilities of emergency food relief that depends on industry food “surpluses” as a model for addressing food insecurity during food system shocks. We conclude that greater government leadership is needed in the governance of food security during food system shocks, and in implementation of legislative and policy approaches that are grounded in the human right to food. In his 1918 lectures, _The Philosophy of Logical Atomism_, Russell discusses the impossibility of drawing a diagram or "map-in-space" of the form of belief (judgment). In this paper, I argue that an examination of diagrams appended to Russell's _Theory of Knowledge_ shows him already anticipating this symbolizing difficulty in 1913 and—in the midst of attempting to adopt Wittgenstein's doctrine of propositional bipolarity—jettisoning attempts to diagram the form of belief.

Since the 1990s there have been a number of government and market led initiatives to improve the welfare of layer hens in the United Kingdom, Australia and the USA. The focus of these regulatory and market initiatives has been a shift away from the dominant battery-cage system to enriched cages, barn/aviary and free-range production systems. Government regulations have played an important role in setting some minimum welfare standards and the banning of battery cages in the UK and in some US (...) states. However the commodification and market segmentation of higher welfare standards has also seen the growth in production and demand of cage-free and free-range eggs in all three countries. This paper maps and compares the developments in government regulation and market segmentation of layer-hen welfare in the UK, Australia and the USA. The role of labelling and certification in facilitating commodification and market segmentation will be examined, including the public controversies and legal conflicts over egg labelling. The key state, market and civil society actors in each country will also be identified, and their role in driving or resisting higher standards examined, including the increasingly influential role of animal welfare organizations and food corporations. My thesis traces Russell's development of his theory of belief from 1913 to 1918 under the impact of his student, Ludwig Wittgenstein. ;In chapter one I focus on Russell's multiple relation theory of belief from 1910 to early 1913 and on Russell's view of perception as a relation between minds and objects. I show that, on Russell's theory, acts of believing or judging are intended to explain the different types of judgments and to account for how propositions acquire a complete (...) sense. I argue that Russell faces difficulties explaining the status of relations occurring in propositions which are believed, and that his account of how we perceive types of objects is in tension with his theory that beliefs are facts. ;In chapter two I examine Wittgenstein's influence on Russell's 1913 work, Theory of Knowledge. I argue that in Theory of Knowledge Russell responds to Wittgenstein's objections to his theory of judgment by proposing a theory of unnamable asymmetrical relations and unasserted mental relations. I further argue that Russell begins to see that, without postulating further judgments and thus entailing a vicious regress, his notion of perception cannot support an adequate account of distinctions between types of entities judged. I claim---with Sommerville and others---that Russell's "paralysis" in the face of Wittgenstein's criticisms in 1913 concerns his inability to explain judgment without explaining type distinctions and vice versa. ;In chapter three I examine the development of Russell's thought between 1914 and late 1918 in response to Wittgenstein. I suggest that in early 1918 Russell begins to accept Wittgenstein's claim that in belief-contexts, the proposition is a fact consisting of grammatical relations of words. I further claim that, unlike Wittgenstein, Russell explains all such relations by giving an account of our psychological needs and limitations. Finally I conjecture that Russell begins to be inclined to reject his relational conception of perception, and of belief as involving a subject, not only because he begins to take neutral monism more seriously, but also because of difficulties internal to his theory of perception, difficulties that Wittgenstein may have suggested to him. In what follows, I give a dialectical reading of his dismissal of metaphysics and of Wittgenstein's objections to Russell in 1913. I argue that Wittgenstein must be read as advocating no particular theory or doctrine — that is, philosophy is an activity and not a body of truths. Furthermore, this insistence is thoroughgoing. Put differently, a dialectical reading must be applied to one's own thought and talk. Characteristically, this sort of dialectical philosophy begins with the question, Is there any definiteness (...) to what I am doing in my own thinking and speaking? Such a question undercuts the easy assumption that what we are doing may be expressed in a body of meaningful statements. In particular, I argue that Wittgenstein does not advocate any particular theory of language. A common reading of Wittgenstein is that he aims to prevent us from misusing language. This view assumes that, for Wittgenstein, the notion of a correct, acceptable or meaningful use of language may be taken for granted. In my view, Wittgenstein does not take the notions of use of language and grammar and its misuse for granted. For Wittgenstein grammar underdetermines what it is to use or misuse language. I argue that an ethical critique is implicit in Wittgenstein's objections to any attempt to speak a priori about language and thought. (shrink)

IntroductionResponsible investment, in which environmental, social and governance considerations are incorporated into investment decision making, is a potentially powerful tool for increasing corporate accountability and improving corporate practices to address broad societal challenges. Whilst the RI sector is growing, there is limited understanding of the extent to which pressing social issues, such as obesity and unhealthy population diets, are incorporated within RI decision making. This study aimed to investigate the extent to which obesity prevention and population nutrition are considered by (...) Australian institutional investors engaged in responsible investment.MethodsA desk-based review was conducted of investment approaches of prominent Australian asset managers and superannuation funds identified as engaged in responsible investment. Relevant information on the incorporation of ESG issues related to obesity and population nutrition was extracted for each investor, drawing on websites, published policy documents and annual reports. Strategies were categorized as: negative/exclusionary screening; positive/best-in-class screening; norms-based screening; ESG integration; sustainability-themed investing; impact/community investing; and corporate engagement and shareholder action. These strategies were compared across investors and by themes related to obesity and population nutrition.ResultsEighteen of the 35 investors indicated that they applied investment strategies that considered issues related to obesity and population nutrition. The most commonly identified strategy was ESG integration, followed by sustainability-themed investing, and positive screening. The ways in which obesity and population nutrition were considered as part of these approaches included relatively high-level general health considerations, considerations around the healthiness of food company product portfolios, and consideration of specific company nutrition policies and practices. The specificity and depth to which RI strategies were disclosed varied.ConclusionThere is significant potential for investment decisions to contribute to efforts to address key social issues, such as obesity and unhealthy diets. Some institutional investors in Australia have recognized the potential importance of incorporating obesity- and population nutrition-related issues into decision-making processes. However, the extent to which these considerations translate into investment decisions and their impact on companies in the food sector warrant further exploration. (shrink)

This contribution to the new readings of the early Wittgenstein presents in detail how one might read the Tractatus as a sustained attack on Frege's and Russell's philosophical and logical conceptions while at the same time (...) presuming Wittgenstein to have always been in some sense a "late Wittgensteinian," that is, already embarked on the therapeutic task of setting down "the way of release" from philosophical confusion and "ensnarement of thought" (1). Taking seriously the passage in the Tractatus (6.54) in which Wittgenstein assesses his "elucidations" as "nonsensical," Ostrow places himself among those readers who infer that straightforward theory-making was not Wittgenstein's aim, but differs from them in his original and challenging account of how the propositions of the Tractatus are nonsense.Wittgenstein, Ostrow contends, employed such (apparent) doctrines as the picture theory, the showing doctrine, the notion of tautology, and so forth dialectically, that is, as self-detonating attempts to expose philosophical nonsense in situ which were not themselves intended to be argued pro or con as philosophical assertions or theories. Wittgenstein's purpose in speaking in the Tractatus in avowedly though not patently nonsensical ways is, the author argues, to encourage us instead to see philosophical nonsensicality as "given in and through" the process of making such philosophical assertions, and in seeing how they "change their character, how they undermine their initial presentation as straightforward truth claims" (12). Thus the "central notions" and propositions in the Tractatus, according to Ostrow, "only have their life in relation to the philosophical temptations that the book aims to eradicate" (43).Such a reading involves the author (and his readers) in a task that is both detailed and delicate. Ostrow's work is detailed because he reads Wittgenstein as engaged in a systematic attempt to expose philosophical theories as nonsense case-by-particular-case, that is, by "working through philosophy from the inside, without making appeal to any kind of fixed criteria of sense and nonsense" (99). It is for this reason that Wittgenstein's articulation of the many structures in the Tractatus is necessary, and Ostrow's work, which he views as largely descriptive, must trace the same path.Ostrow's task is a delicate one because he must explore the themes in Wittgenstein's Tractatus (pictures, significant propositions, logical propositions, etc.) without appearing to contradict his position that the Tractatus offers no general doctrines meant to be taken as they stand. Thus, for instance, when Ostrow argues that for Wittgenstein pictorial form is constituted by a picture's application to reality and not an independent entity, he must remind the reader that he is not attributing to Wittgenstein a doctrine of "constitution of form" offered up as a philosophical alternative. Just as we are not to make pictorial form and its emergence in the Tractatus into a substantive theory in its own right but rather see it as having a role only in Wittgenstein's battle to expose such shibboleths (44), so too for all other parts of the Tractarian structure. Thus Wittgenstein's apparent explanation of the [End Page 281] possibility of depiction in terms of isomorphism is said to aim at showing that as an explanation, "talk of an isomorphism is empty" (39); Wittgenstein's show/say distinction is taken as a foil used to expose the logician's desire to get at essence (42), and so forth. Even the notion of tautology is, according to Ostrow, "as dialectical a move as any other," not one "put forth as a self-standing claim, an attempt to offer an overarching characterization of truth" (105).This book engages in its daunting task very ably and in fluid, confident prose. Investments by the global finance sector contribute to industrial-scale agriculture along with its harmful environmental impacts, making their actions significant in supporting or opposing sustainable food systems transformation. Previous research has shown that institutional investors identify animal agriculture as an important consideration with respect to environmental, social and governance (ESG) issues regarding sustainable food systems. This study aimed to explore ways in which so-called ‘responsible’ investors in Australia consider risks related to animal agriculture, and whether existing ESG metrics are ‘fit-for-purpose’ (...) for assessing issues related to sustainable animal agriculture. Nineteen semi-structured interviews were conducted with responsible investors and relevant non-government organisations (NGOs) in Australia. We found that the responsible investment sector lacked mechanisms to recognise the inter-connections between animal agriculture and multiple environmental and social outcomes. Furthermore, we found that investors largely focused on ‘techno’ solutions to the impacts of animal agriculture, such as alternative proteins, through a ‘single issue’ lens. They rarely made connections to other relevant ‘food systems’ issues, such as health. We conclude that holistic approaches are needed to monitor and assess the impacts of animal agriculture in the investment sector and suggest that integrated ‘food systems’ metrics will be necessary to inform these approaches.
