To be human is to be autonomous, yet this is a trait that most of us lack. We are subject to forces external to our being. We are workers; we are citizens; we are needful creatures. Humanity-proper in these times of neoliberal omnipotence is defined differently. The key terms are familiar: personal betterment, personal responsibility, productivity, pleasantness. A forked tongue slithers in our conscience, tells us that these are the traits of the human condition. Through Bataille, this paper argues the (...) substrate of these oft repeated familiar mantras are other. Neoliberal subjects, propelled by need, understand themselves along the axis of the useful choice. The paper turns to myth to understand the interdependence of need and choice, and how this interdependence posits being as always in desire but never in pleasure. Revisiting Don Giovanni, a character central to Acéphalic thought, and the commentary of Søren Kierkegaard, we think in terms of non-abstraction, of pleasurably floating in change, rather than toiling in desire. For it is by grace in the form of chance, that at the very time of transgression, that we – in and for an instant – become human, become as the sacred in the flesh. (shrink)

American Philosophy of Technology: The Empirical Turn is an introduction to the thought about technology by Albert Borgmann, Hubert Dreyfuss, Andrew Feenberg, Donna Haraway, Don Ihde, and Langdon Winner. Each position is presented in a medium-length essay, along with a little biographical information and some criticism. Each essay is written by a different Dutch philosopher. The book is largely a translation of a 1997 Dutch publication. However, the essays on Borgmann, Feenberg, and Ihde have been updated to include material (...) written after 1997. The philosophical stance of the book is broadly Continental, most notably post-Heideggerian, given that the topic is technology. It is, however, easily accessible to readers better versed in other traditions. Given the age and accessibility of the material, this is a very useful introduction to contemporary thought about technology. The decolonial theory understands that Western Modernity keeps imposing itself through a triple mutually reinforcing and shaping imprisonment: coloniality of power, coloniality of knowledge, and coloniality of being. Technical design has an essential role in either maintaining or overcoming coloniality. In this article, two main approaches to decolonizing the technical design are presented. First is Yuk Hui’s and Ahmed Ansari’s proposals that, revisiting or recovering the different histories and philosophies of technology produced by humankind, intend to decolonize the minds of (...) philosophers and engineers/architects/designers as a pre-condition for such decolonial designs to take place. I call them top-down approaches. Second is some technical design initiatives that, being developed alongside marginalized/subalternate people, intend to co-construct decolonial sociotechnical solutions through a committed, decolonizing, and careful dialog of knowledge. I call them bottom-up approaches. Once that is done, the article’s second half derives ontological, epistemological, and political consequences from the conjugation of top-down and bottom-up approaches. Such consequences challenge some established or not yet entirely overcome understandings in the philosophy of technology and, in so doing, are meant to represent some steps in PT’s decolonization. Even though both top-down and bottom-up approaches are considered, the article’s main contributions are associated with decolonial technical design practices, whose methodologies and outcomes are important study cases for PT and whose practitioners can be taken as inspiring examples for philosophers who want to decolonize/enlarge PT or make it decolonial. What are the strengths and weaknesses of contemporary philosophy of technology, and how may the field be developed and improved in the future? That is the question I will address in this paper. I will argue that in the past twenty-five years, philosophy of technology has entered a new era. This era has arrived with new and distinct issues and approaches that differ from those that came before it. Many of the new developments have been for the good. (...) Yet, I will also argue, there are still large areas in the field that are currently underdeveloped or have been stagnant. I will identify these areas and suggest ways of moving forward in them. A qualitative study was conducted to examine the philosophy of technology of K-12 technology leaders, and explore the influence of their thinking on technology decision making. The research design aligned with CORBIN and STRAUSS grounded theory methods, and I proceeded from a research paradigm of critical realism. The subjects were school technology directors and instructional technology specialists, and data collection consisted of interviews and a written questionnaire. Data analysis involved the use of grounded theory methods including memo writing, open (...) and axial coding, constant comparison, the use of purposive and theoretical sampling, and theoretical saturation of categories. Three broad philosophy of technology views were widely held by participants: an instrumental view of technology, technological optimism, and a technological determinist perspective that saw technological change as inevitable. Technology leaders were guided by two main approaches to technology decision making, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). The core category and central phenomenon that emerged was that technology leaders approached technology leadership by placing greater emphasis on keeping up with technology, being influenced by an ideological orientation to technological change, and being concerned about preparing students for a technological future. Experimental philosophy is a relatively recent discipline that employs experimental methods to investigate the intuitions, concepts, and assumptions behind traditional philosophical arguments, problems, and theories. While experimental philosophy initially served to interrogate the role that intuitions play in philosophy, it has since branched out to bring empirical methods to bear on problems within a variety of traditional areas of philosophy—including metaphysics, philosophy of language, philosophy of mind, and epistemology. To date, no connection has been (...) made between developments in experimental philosophy and philosophy of technology. The purpose of this paper is to diagnose and analyze the gap between philosophy of technology and engineering ethics and to suggest bridging them in a constructive way. In the first section, I will analyze why philosophy of technology and engineering ethics have taken separate paths so far. The following section will deal with the so-called macro-approach in engineering ethics. While appreciating the initiative, I will argue that there are still certain aspects in this approach that can be (...) improved. In the third, fourth, and fifth sections, I will point out three shortcomings of engineering ethics in terms of its macro-level discourse and argue that a number of certain insights taken from the study of philosophy of technology could be employed in overcoming those problems. In the concluding section, a final recommendation is made that topics of philosophy of technology be included in the curriculum of engineering ethics. (shrink)

Conceptual Engineering (CE) is thought to be generally aimed at ameliorating deficient concepts. In this paper, we challenge this assumption: we argue that CE is frequently undertaken with the orthogonal aim of _conceptual adaptation_. We develop this thesis with reference to the interplay between technology and concepts. Emerging technologies can exert significant pressure on conceptual systems and spark ‘conceptual disruption’. For example, advances in Artificial Intelligence raise the question of whether AIs are agents or mere objects, which can be construed (...) as a CE question regarding the concepts AGENT and OBJECT. We distinguish between three types of conceptual disruption (conceptual gaps, conceptual overlaps, and conceptual misalignments) and argue that when CE occurs to address these disruptions, its primary aim is not to improve concepts, but to retain their functional quality, or to prevent them from degrading. This is the characteristic aim of CE when undertaken in philosophy of technology: to _preserve_ the functional role of a concept or conceptual scheme, rather than _improving_ how a concept fulfills its respective function. This paper proposes a framework for a critical philosophy of technology by discussing its practical, theoretical, empirical, normative and political dimensions. I put forward a general account of technology, which includes both similarities and dissimilarities to Andrew Feenberg's instrumentalization theory. This account characterizes a technology as a "(type of) artefactual, functional system with a certain degree of stability and reproducibility". A discussion of how such technologies may be realized discloses five different levels at which alternative choices might be made. (...) The essays in this volume fall apart in two different kinds. One kind follows up on The empirical turn discussion about what the philosophy of technology is all about. The other kind of essays follows the call for an empirical turn in the philosophy of technology by showing how it may be realized with regard to particular topics. Together these essays offer the reader an overview of the state of the art of an empirically informed philosophy of technology and of various views on the empirical turn as a stepping stone into the future of the philosophy of technology. Mark Twain said that, for people whose only tool is a hammer, everything looks like a nail. In Thinking about Technology, Joe Pitt's main tools appear to be those of the philosopher of science, so it is not surprising that he claims most problems of philosophy of technology are epistemic problems. As he puts it: 'The strategy here is straightforward. Philosophers of science have examined in detail a number of concepts integral to our understanding of what makes science what (...) it is. The bottom line is this: philosophical questions about technology are first and foremost questions about what we can know about a specific technology and its effects and in what that knowledge consists'. Although Pitt points out important disanalogies between scientific and technological knowledge, nevertheless he emphasizes that philosophy of technology is primarily epistemology. Pitt has stipulatively defined ethical and political analyses of technology as not part of philosophy and philosophy of technology. While claiming to assess the foundations of philosophy of technology, he has adopted a reductionist approach to his subject matter, one that ignores or denigrates the majority of work in philosophy of technology. This volume grew out of the experience of the First Inter-American Congress on Philosophy of Technology, October 1988, organized by the Center for the Philosophy and History of Science and Technology of the University of Puerto Rico in Mayagiiez. The Spanish-language proceedings of that conference have been published in Carl Mitcham and Margarita M. Peiia Borrero, with Elena Lugo and James Ward, eds., El nuevo mundo de la filosofta y la tecnolog(a (University Park, PA: STS Press, 1990). This (...) volume contains thirty-two papers, twenty-two summaries, an introduction and biographical notes, to provide a full record of that seminal gathering. Discussions with Paul T. Durbin and others - including many who participated in the Second Inter-American Congress on Philosophy of Technology, University of Puerto Rico in Mayagiiez, March 199- raised the prospect of an English-language proceedings in the Philosophy and Technology series. But after due consideration it was agreed that a more general volume was needed to introduce English-speaking readers to a growing body of literature on the philosophy of technology in the Spanish-speaking world. As such, the present volume includes Spanish as well as Latin American authors, historical and contemporary figures, some who did and many who did not participate in the first and second inter-American congresses. Philosophers of technology are not playing the public role that our own theoretical perspectives motivate us to take. A great variety of theories and perspectives within philosophy of technology, including those of Marcuse, Feenberg, Borgmann, Ihde, Michelfelder, Bush, Winner, Latour, and Verbeek, either support or directly call for various sorts of intervention—a call that we have failed to heed adequately. Barriers to such intervention are discussed, and three proposals for reform are advanced: post-publication peer-reviewed reprinting of public philosophy, (...) increased emphasis on true open access publication, and increased efforts to publicize and adapt traditional academic research. The primary aim of research is to explore the complex relationships in the digital era between technology, culture, aesthetics, and values. This investigation digs deeply into the underlying philosophical underpinnings of our digital environment, going beyond superficial interpretations. The research negotiates the tricky territory where technology and culture collide by drawing on concepts from philosophy, sociology, and cultural studies. For measuring, the research study, used E-Views software and generated results, including descriptive statistics, unit root test analysis, co-integration analysis, and (...) histogram analysis. The investigation starts with investigate at digital aesthetics and how it might influence how people see beauty and usefulness in the digital sphere. Digital aesthetics are demonstrated to encapsulate cultural narratives and societal ideals through everything from immersive experiences to minimalist interfaces. The main emerging theme is ethical considerations, which invites critical thought on algorithmic prejudice, privacy, and spying. The research pushes readers to think about the moral ramifications of technical decisions by challenging the ideals ingrained in technological systems. The research goes beyond personal ethics to include more general cultural norms and societal values issues. It has been demonstrated that digital technologies alter societal conceptions of identity, community, and human flourishing, forcing society to reconsider the future it hopes to build. Overall, research found that technology philosophy provides a framework for moral analysis and cultural criticism, enabling people and society to wisely and preemptively negotiate the challenges of the digital era. Through the adoption of a technological philosophy rooted in critical analysis and cultural sensitivity, readers are encouraged to envisage and work towards a digital future that is more equitable, kind, and loving. Technology leaders were guided by two main approaches to technology decision making in cognitive dissonance with each other, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). The researcher concluded that as leaders deal with their perceived experience of the inevitability of technological change, and their concern for preparing students for a technological future, the core category Keep up with technology (or be left behind) is given the greater weight in technology decision making. A risk is that this can on occasion mean a quickness to adopt technology for the sake of technology, without aligning the technology implementation with educational goals. (shrink)

The way that led to any new type of think may repeat itself to produce another new type. So the way that led to philosophy of science may be repeated. It perhaps to attribute the mechanism of thought evolution to a process of accumulation of unanswered questions which is flowed by a declination in that type of thinking interest. One can say (...) that the accumulation of unverified huge new physics theories and ideas; leads to a declination in physics interest and that may lead to a new type of philosophy. Scholars have emphasized that decisions about technology can be influenced by philosophy of technology assumptions, and have argued for research that critically questions technological determinist assumptions. Empirical studies of technology management in fields other than K-12 education provided evidence that philosophy of technology assumptions, including technological determinism, can influence the practice of technology leadership. A qualitative study was conducted to a) examine what philosophy of technology assumptions are present in the thinking of K-12 technology leaders, b) investigate (...) how the assumptions may influence technology decision making, and c) explore whether technological determinist assumptions are present. The research design aligned with Corbin and Strauss qualitative data analysis, and employed constant comparative analysis, theoretical sampling, and theoretical saturation of categories. Subjects involved 31 technology directors and instructional technology specialists from Virginia school districts, and data collection involved interviews following a semi-structured protocol, and a written questionnaire with open-ended questions. The study found that three broad philosophy of technology views were widely held by participants, including an instrumental view of technology, technological optimism, and a technological determinist perspective that sees technological change as inevitable. The core category and central phenomenon that emerged was that technology leaders approach technology leadership through a practice of Keep up with technology (or be left behind). The core category had two main properties that are in conflict with each other, pressure to keep up with technology, and the resistance to technological change they encounter in schools. The study found that technology leaders are guided by two main approaches to technology decision making, represented by the categories Educational goals and curriculum should drive technology, and Keep up with Technology (or be left behind). As leaders deal with their perceived experience of the inevitability of technological change, and their concern for preparing students for a technological future, the core category Keep up with technology (or be left behind) is given the greater weight in technology decision making. The researcher recommends that similar qualitative studies be conducted involving technology leaders outside Virginia, and with other types of educators. It is also recommended that data from this or other qualitative studies be used to help develop and validate a quantitative instrument to measure philosophy of technology assumptions, for use in quantitative studies. For a long time, technology was considered a specialised area of applied science that did not stimulate profound philosophical questions. Simultaneously, philosophers were often left out of discussions shaping important aspects of technological development due to their association with overly theoretical, “ivory tower” perspectives. Despite the evolution of the “philosophy of technology,” especially following the empirical turn, a divide still persists between the realms of philosophy and technology. This paper aims to help bridge this divide by highlighting some (...) of the intellectual and pragmatic outcomes that can result from a philosophical exploration of technology-related issues. The objectives of this paper are, hence, two-fold. First, to demonstrate how integrating the technological dimension into philosophical investigations can reinvigorate various branches of mainstream philosophy, and second, to show how an applied philosophy of technology can enrich the conceptual and normative aspects of technological design and policymaking. Finally, the paper delves into some of the challenges and limitations that philosophers may face when addressing normative issues surrounding technology. (shrink)

Philosophy of technology was not initially considered a consolidated field of inquiry. However, under the influence of sociology and pragmatist philosophy, something resembling a consensus has emerged in a field previously marked by a lack of agreement amongst its practitioners. This has given the field a greater sense of structure and yielded interesting research. However, the loss of the earlier “messy” state has resulted in a limitation of the field’s scope and methodology that precludes an encompassing view of (...) the problematic issues inherent in the question of technology. It is argued that the heterodox disunity and diversity of earlier philosophy of technology was not a mark of theoretical immaturity but was necessitated by the field’s complex subject matter. It is further argued that philosophy of technology should return to its pluralistic role as a meta-analytical structure linking insights from different fields of research. (shrink)

The swiftly growing field of neurobiological research utilizes highly advanced technologies (e.g., magnetic resonance imaging, electron microscopy) to mediate between investigators and the brains they investigate. Here, the author analyzes a device called the “slam freezer” that quick-freezes neurons to be studied under the microscope. Employing insights from Don Ihde’s philosophy of technology, work that carefully amalgamates continental philosophy with philosophy of science, the author draws out the practices of interpretation in slam-freezing research. The most effective way to silence criticism is a justification on the very terms of the likely critique. When an action is rationally justified, how can reason deny its legitimacy? This paper concerns critical strategies that have been employed for addressing the resistance of rationality to rational critique especially with respectto technology. Foucault addressed this problem in his theory of power/knowledge. This paper explores Marx’s anticipation of that approach in his critique of the “social rationality” of the market and technology. (...) Marx got around the silencing effect of social rationality with something very much like the concept ofunderdetermination in his discussion of the length of the working day. There are hints of a critique of technology in his writings as well. In the 1960s and ‘70s, neo-Marxists and post-structuralists demanded radical changes in the technological rationality of advanced societies. Marcuse proposed the most developed Marxist theory of alternative technology, based on a synthesis of aesthetics and technical rationality. The concept of underdetermination was finally formulated clearly in contemporary science and technology studies, but without explicit political purpose. Nevertheless, this revision of the academic understanding of technology contributes to weakening technocratic rationales for public policy. A new era of technical politics has begun. It is time to reevaluate the history of technology critique in the light of this unprecedented situation. (shrink)

Four strands of research in the philosophy of technology have made important contributions to environmental philosophy. First, critical theory of technology emphasizes the environmentally exploitative tendencies of capitalist technological innovation. Second, phenomenologyhas examined how technologies shapeperception and orientation to the world with implications for our treatment of and regard for nature. Third, concurrent with the environmental movement itself, an empirical turn in philosophy of technology resulting in philosophers focusing their attention on particular tools and techniques. Empirical studies (...) have emphasized environmentally significant technologies. Finally, work inspired by philosophy of science has adopted scientific reasoning and methods in environmental policy with tools such as risk analysis and environmental impact assessment.
