Determining the agency-status of machines and AI has never been more pressing. As we progress into a future where humans and machines more closely co-exist, understanding hallmark features of agency affords us the ability to develop policy and narratives which cater to both humans and machines. This paper maintains that decision-making processes largely underpin agential action, and that in most instances, these processes yield good results in terms of making good choices. However, in some instances, when faced with two (or (...) more) choices, an agent may find themselves with equal reasons to choose either - thus being presented with a tie. This paper argues that in the event of a tie, the ability to create a voluntarist reason is a hallmark feature of agency, and second, that AI, through current tie-breaking mechanisms does not have this ability, and thus fails at this particular feature of agency. Moral agency status is often given to those individuals or entities which act intentionally within a society or environment. In the past, moral agency has primarily been focused on human beings and some higher-order animals. However, with the fast-paced advancements made in artificial intelligence, we are now quickly approaching the point where we need to ask an important question: should we grant moral agency status to AI? To answer this question, we need to determine the moral agency status of these (...) entities in society. In this paper I argue that to grant moral agency status to an entity, deliberate norm-adherence must be possible. In this paper I argue that, under the current status quo, AI systems are unable to meet this criterion. The novel contribution this paper makes to the field of machine ethics is first, to provide at least two criteria with which we can determine moral agency status. We do this by determining the possibility of deliberate norm-adherence through examining the possibility of deliberate norm-violation. Second, to show that establishing moral agency in AI suffer the same pitfalls as establishing moral agency in constitutive accounts of agency. (shrink)

Technological unemployment is a very real phenomenon that should be addressed by governments and businesses alike. This paper argues that current approaches to technological unemployment are short-sighted in that they focus predominantly and primarily on current generations. This kind of approach results in harm such as ignoring impending meaning-crises and propagating a potential form of human-quota-driven tokenism in the process of implementing automation in the workplace. Arguably, current generations can (and should) benefit from communal resources insofar as they do not (...) harm the least privileged of future generations. That is the threshold that is set in this paper and this threshold can serve as a guiding principle for leaders when making decisions about whether automation should be implemented, the degree and scope to which automation should be implemented, and the policies regarding the process of the implementation and the regulation of automation in the workplace. An intergenerational justice approach is a novel approach to the problem of technological unemployment and can inform decision-making and policy-setting alike. (shrink)

This chapter examines the slave trade in north-western Ghana during the final decades of the nineteenth century and, more specifically, the history and archaeology of the defensive site of Yalingbong occupied by the community of Kpan/Dolbizan during a time known as the ‘Babatunik Wars’, when the Zaberma leader, Babatu, and his band of raiders waged war upon the region. Here, the documents produced by the colonial officers in the final years of the nineteenth century, and the traditions preserved in the (...) village today, speak to the complexity of the social, political, and economic relationships that existed between networks of sedentary agricultural communities, the bands of slave raiders, and the French and German officers. The involuntary admission or treatment of a mentally ill individual is highly controversial, as it may be argued that such intervention infringes on individual autonomy and the right to choose a particular treatment. However, this argument must be balanced with the need to provide immediate healthcare services to a vulnerable person who cannot or will not make a choice in his or her own best interests at a particular time. A study carried out in Gauteng Province, South Africa, highlighted the (...) fact that the annual rate of involuntary admissions increased by almost double from 2007 to 2008. This could indicate that healthcare providers are not treating patients without their consent only when this is absolutely necessary. Alternatively, it could indicate that healthcare professionals are more aware of the provisions of the Mental Health Care Act and relevant national policy guidelines. Or it could suggest that more patients are presenting with mental illnesses or disorders that require their involuntary admission. It remains for strategies to be developed that change negative perceptions and inequities for individuals with mental illness. Above all, the strategies should be underpinned by inalienable respect for mentally ill individuals – a concept that was blatantly disregarded in the Life Esidimeni case. In this article, we highlight the functions of mental health review boards and their accountability where involuntary admissions are concerned, while emphasising the protections for mentally ill persons as a vulnerable population group, as set out in the SA Constitution. La teoría depredador-presa sugiere que los depredadores generalistas están vinculados a la estabilidad demográfica de las presas, mientras que los especialistas son desestabilizadores. En este artículo hemos hecho una revisión general de las consecuencias demográficas de diferentes estrategias de depredación y hemos intentado testar la hipótesis de que la caza de subsistencia se produce de forma oportunista, la caza de persecución sería la realizada por depredadores especializados y la caza recreativa por depredadores generalistas. Desde esta hipótesis, la caza de persecución (...) tendría efectos desestabilizadores, mientras que los efectos de la caza de subsistencia y recreativa serían neutrales o estabilizadores. Hemos encontrado poco apoyo empírico para esta hipótesis, pero también es cierto que contamos con escasa información de campo. Los cazadores de recreo principalmente cazan de forma oportunista y la caza de persecución muestra una respuesta funcional de tipo III, es decir, disminuye la intensidad de presas cuando lo hace la abundancia de presas y aumenta dicha intensidad ante cierto nivel de abundancia de presas. Sugerimos que los cazadores de recreo limitan los efectos desestabilizadores sobre las poblaciones de caza y que la caza no es un método eficaz de eliminación completa de especies invasoras. Instamos a la realización de nuevos estudios que cuantifiquen las respuestas de los cazadores a la abundancia de presas, en particular estudios que evalúen las respuestas de los cazadores de subsistencia y la persecución ilegal. Technology and Ethics. A European Quest for Responsible Engineering, edited by B. Heriard Dubreuil and his team (University Lille) is in many regards an innovative publication. It is the first fully European contribution to the field of engineering ethics and the result of an intensive cooperation between ethicists and engineers from all the member countries of the European Union. The basic structure of the book is both the distinction and interaction between three levels of analysis: personal responsibility of engineers, the (...) institutional level (business organisations) and the impact of technology on society and culture. On the personal level, the book deals with problems such as the role of professional codes and the fact that engineers must cope with flexibility, shorter lines of decision and erosion of the boundaries between private and professional life. On the meso level, the book deals with different aspects of decision making in the context of business organizations, such as quality management, technology assessment procedures, business ethics committees etc... On the macro level, the authors focus on the power of technology. Together with the influences from other social, economic and political actors, the decisions of engineers change the world in a way which is of moral significance. (shrink)

Aim: This aim of this study is to describe the development of a program logic model to guide arts-based psychosocial practice delivered in rural South African farming communities affected by transgenerational traumas.Background: The rationale for developing a program logic model for arts-based psychosocial practice in South Africa was based on the lack of evidence for effective community arts-based psychosocial interventions for collective trauma, unknown consensus about best practices and the need for developing cogent collective psychosocial practices. Further to this, the (...) aims and benefits of the practice required clarity given the psychosocial complexity of the environment within which the practices for this population are being offered. The logic model offers a valuable resource for practitioners, participants and funders to understand the problem being addressed, how practice is defined, as well as the impact of practice and on intermediate and longer term goals.Methods: The authors used a systematic iterative approach to describe the operationalization of arts-based psychosocial practice. This resulted in the design of the logic model being informed by data from focus groups, an overview of the literature regarding transgerenational trauma in this population, operational policies and organizational documents. The development of the logic model involved actively investigating with practitioners their work with remote farming communities. We thematised practitioners practice constructs to identify salient practice elements and their relationship to perceived benefits and lastly feedback from practitioners and participants following implementation to make adjustments to the logic model.Results: The results were clearly identified in the form of visual mapping using the design of a program logic model. The logic model was divided into 5 parts and was verified by practitioners following implementation. Ph. Van Parijs argues that there is no contradiction between his real-libertarian legitimation of the highest feasible basic income and his pragmatic plea for a low basic income as an appropriate policy to reduce involuntary unemployment. However, he concedes that some logically possible consequences of the introduction of a basic income — such as a massive withdrawal of women from the labour market — might prompt him to reconsider the view that social justice reduces to „real freedom for all”.

Trees architectural study shows gradients in the meristematic activity. This activity is described by the number of internodes per growth unit, which is considered as the output of a dynamic random process. Several species were observed, which led us to propose and then estimate some mathematical models. Computing the functioning of a tree in a given environment therefore involves finding the probability function of the meristems and following the evolution of the parameters of this law along the botanical gradients (order, (...) trend, acrotony) within its architecture. Standard quantum theory is inadequate to explain the mechanisms by which potential becomes actual. It is inadequate and therefore unable to describe generation of events. Niels Bohr emphasized long ago that the classical part of the world is necessary. John Bell stressed the same point: that “measurement≓ cannot even be defined within the standard quantum theory, and he sought a solution within hidden variable theories and his concept of “beables.≓Today it is customary to try to explain emergence of the classical (...) world through a decoherence mechanism due to “environment.≓ But, we believe, as it was with the concept of measurement, “environment≓ itself cannot be defined within the standard quantum theory.We have proposed a semiphenomenological solution to this problem by introducing explicitly, from the very beginning, classical degrees of freedom, and by coupling these degrees of freedom, through a Lindblad type coupling, to the quantum world. The resulting theory, we call “event-enhanced quantum theory.≓ EEQT allows us to describe an event-generating mechanism for individual quantum systems under continuous observation. The objections of John Bell are met and precise definitions of an “experiment≓ and of a “measurement≓ have been given within EEQT. However EEQT is, essentially, a nonrelativistic theory.In the present paper we extend the ideas of L. P. Horwitz and C. Piron and we propose a relativistic version of EEQT, with an event-generating algorithm for spin one-half particle detectors. The algorithm is based on proper time formulation of the relalivistic quantum theory. Although we use indefinite metric, all the probabilities controlling the random process of the detector clicks are nonnegative. (shrink)
