The epidemic of COVID-19 appears to be reshaping the world, separating before and after, present and past. Its perceived novelty raises the question of what role the past might play in the present epidemic and in responses to it. Taking the view that the past has not passed, but is present in is material and immaterial remains, and continuously emerging from these, we argue that it should not be studied as closed narration but through the array of its traces, which (...) constitute the texture of the present. To that end, and building on long-term ethnographic research on past and present epidemics in western Kenya, we assemble here some preliminary observations on the first weeks of COVID-19 in Kenya. We explore how the acute epidemic crisis currently unfolding is intertwined with layered fragments of earlier epidemic events, attending to material infrastructures, institutional practices, and ritual responses, to the presence of virally loaded bodies, pharmaceuticals, and their residues, and to the resurgence of often painful memories and emotions. People in this region have experienced a long century of epidemics and anti-epidemic measures of varying duration and intensity, from colonial and postcolonial sleeping sickness and smallpox to HIV/AIDS and more recently cancer, alongside actual or anticipated outbreaks of cholera and Ebola. This local perception of one long epidemic qualifies the notion of a radical temporal break that the COVID-19 pandemic is often associated with in European conversations. (shrink)

The Tractatus doctrine of saying and showing In a letter to Russell dated 19.4.1919, written shortly after he had finished the Tractatus, Wittgenstein told Russell that the main contention of the book, to which all else, including the account of logic, is subsidiary, ‘is the theory of what can be expressed (gesagt) by prop[osition]s -- i.e. by language -- (and, which comes to the same, what can be thought) and what cannot be expressed by prop[osition]s, but only shown (gezeigt); (...) which I believe is the cardinal problem of philosophy’ (CL 68). This was emphasized in both preface and conclusion of the book. The preface observes that the whole sense of the book can be summed up in the following words: ‘what can be said at all can be said clearly, and what we cannot talk about we must pass over in silence’ (TLP p.3). The conclusion of the book (TLP 7) simply repeats this. The preceding three remarks, however, are noteworthy. They make three claims. First, ‘There are, indeed, things that cannot be put into words. They make themselves manifest. They are what is mystical’ (TLP 6.522). This reiterates the leitmotif of the book, namely that there are things that cannot, by the very nature of representation, be said. But though they cannot be said, they are shown by features of the relevant system of representation. Secondly, the correct method in philosophy would really be to say nothing except what can be said, i.e. empirical propositions that have nothing to do with philosophy, and then, when someone wanted to say something metaphysical, to demonstrate to him that he had failed to give meaning to certain signs in his propositions (TLP 6.53). This method, of course, is not the method that has been followed throughout the book, which consists almost exclusively of modal assertions concerning what must, can or cannot be thus and so in reality, in language and in the relation between language and reality.. This paper is about the good side of modal logic, the bad side of modal logic, and how hybrid logic takes the good and fixes the bad.In essence, modal logic is a simple formalism for working with relational structures . But modal logic has no mechanism for referring to or reasoning about the individual nodes in such structures, and this lessens its effectiveness as a representation formalism. In their simplest form, hybrid logics are upgraded modal logics in which reference to (...) individual nodes is possible.But hybrid logic is a rather unusual modal upgrade. It pushes one simple idea as far as it will go: represent all information as formulas. This turns out to be the key needed to draw together a surprisingly diverse range of work . Moreover, it displays a number of knowledge representation issues in a new light, notably the importance of sorting. (shrink)

Rule A: if it's metaphysically necessary that p, we may validly infer that no one is even partly morally responsible for the fact that p. Our principal aim in this article is to highlight the importance of this rule and to respond to two recent challenges to it. We argue that rule A is more important to contemporary theories of moral responsibility than has previously been recognized. Hybridization is a method invented by Arthur Prior for extending the expressive power of modal languages. Although developed in interesting ways by Robert Bull, and by the Sofia school , the method remains little known. In our view this has deprived temporal logic of a valuable tool.The aim of the paper is to explain why hybridization is useful in temporal logic. We make two major points, the first technical, the second conceptual. First, we show that hybridization gives rise to well-behaved (...) logics that exhibit an interesting synergy between modal and classical ideas. This synergy, obvious for hybrid languages with full first-order expressive strength, is demonstrated for a weaker local language capable of defining the Until operator; we provide a minimal axiomatization, and show that in a wide range of temporally interesting cases extended completeness results can be obtained automatically. Second, we argue that the idea of sorted atomic symbols which underpins the hybrid enterprise can be developed further. To illustrate this, we discuss the advantages and disadvantages of a simple hybrid language which can quantify over paths. (shrink)

The classic opening scene of 2001, A Space Odyssey shows an ape-man wreaking havoc with humanity's first invention--a bone used as a weapon to kill a rival. It's an image that fits well with popular notions of our species as inherently violent, with the idea that humans are--and always have been--warlike by nature. But as Douglas P. Fry convincingly argues in Beyond War , the facts show that our ancient ancestors were not innately warlike--and neither are we.

The author clarifies the existential philosophy that is implicit in Kurt Goldstein's philosophy of organism (Goldstein, 1963; 1995). Situated in response to the growing trend that psychological phenomena are reducible to the nervous system, the author argues for the reverse: that the significance of nervous system activity can only be understood by viewing it as background to foreground performances. Like the organization of perception into meaningful figure-- ground Gestalts, the existential modes of embodiment, sociality, temporality, spatiality, and attunement are organized (...) together to accomplish foreground performances. It is only within this context that the activity of the nervous system may be understood as significant or insignificant. Speech is given as an example. The article concludes with a commentary on how the trend of reducing psychological phenomena to neurological phenomena has impaired our understanding of brain disorders and psychological disorders. Background: According to the Declaration of Helsinki, patients who take part in a clinical trial must be adequately informed about the trial's aims, methods, expected benefits, and potential risks. The declaration does not, however, elaborate on what “adequately informed” might amount to, in practice. Medical researchers and Local Research Ethics Committees attempt to ensure that the information which potential participants are given is pitched at an appropriate level, but few studies have considered whether the patients who take part in such (...) trials feel they have been given adequate information, or whether they feel able to understand that information.Objectives: To explore trial participants' views on the amount of information provided, and of their own understanding of that information.Design: Structured interviews of patients participating in clinical trials for the treatment of chronic medical condition.Findings: Patients generally felt they were given an appropriate amount of information, and that they were able to understand all or most of it. They felt they were given adequate time to ask questions before agreeing to take part. In comparison with treatment given outwith the research setting, patients generally felt they received more information when participating in a clinical trial.Conclusions: Researchers sometimes complain that patients are given too much information during clinical trials, and have limited understanding of that information. The present study shows that this perception is not necessarily shared by patients. More research is needed in this area, particularly to gauge whether patient understanding is indeed accurate. In biology, and particularly in morphology, various types of explanation are found,e.g. causal, teleological, historical, etc.In this article an attempt has been made to analyse the relations between the various explanations to strive for an encompassing explanatory theory.The general structure of the explanatory theories appeared to be very similar, but the terms defining the phenomena and the types of the relations within the theories differ. To obtain a unifying theory it is necessary to develop methods to connect or transform the (...) different elements.An important aspect is that the definition of selected phenomena depends on the explanation pursued. In the article the possibility of using a smartphone with an integrated set of necessary technical means for implementing the technology of video recording of vehicle speed is investigated and established. The main algorithmic and software components of a smartphone are proposed, which allow to identify and to accompany a vehicle, as well as to determine its speed. Installation and initial setup of the device is simple. It is only necessary to measure and enter in the device height of its (...) arrangement. In the article the possibility of using a smartphone with an integrated set of necessary technical means for implementing the technology of video recording of vehicle speed is investigated and established. The smartphone has a low cost and power consumption, the ability to operate in the required temperature range, as well as a set of physically built-in necessary technical means: several video cameras, accelerometers, gyroscope, magnetometer, GPS sensor, GSM and Wi-Fi wireless communication. Due to its low power consumption, it can also run on solar panels during the day when no other power source is available. The cost of a smartphone with very good characteristics does not exceed 10,000 UAH. The paper proposes the main components of the algorithmic support of the device. The use of the Lucas-Kanade method for the implementation of tracking and the calculation in the interpixel space of the coordinates of the points of the vehicle's trajectory will improve the accuracy of measurements of the traveled distance and the vehicle's speed on short sections of the trajectory. The proposed algorithm for calculating the vehicle speed requires entering only one parameter - the height of the device. Therefore, installation and initial setup of the device is simple. It is enough to measure and enter this parameter into the device. Large-scale introduction of a device for measuring vehicle speed, built on the basis of a smartphone, is possible due to relatively small investments in the development of its mechanical part, algorithmic and software. In recent work, W. Matthews Grant challenges the common assumption that if humans have libertarian free will, and the moral responsibility it affords, then it is impossible for God to cause what humans freely do. He does this by offering a “non-competitivist” model that he calls the “Dual Sources” account of divine and human causation. Although we find Grant’s Dual Sources model to be the most compelling of models on offer for non-competitivism, we argue that it fails to circumvent a (...) theological version of Peter van Inwagen’s direct argument for incompatibilism. In the paper, we motivate and deploy a theological take on the direct argument, and we contend that this theological rendition of the direct argument effectively dismantles Grant’s Dual Sources account of non-competitivism.
