Among global environments, the undersea is unique in the challenges it poses - and the opportunities it affords - for sensation, perception, inquiry, and imagination. The Aesthetics of the Undersea charts a history of the subaqueous in Western culture, from the early modern period to the present.

This paper replies to “Can AI Believe?”—an insightful commentary on “Can AI Know?” Addressing the substantive concern, this paper argues that AI systems can possess knowledge-conducive dispositional beliefs, rather than mere dispositions to believe, akin to certain human perceptual and manipulated beliefs. In response to the dialectical concern, it defends the appropriateness of the original dilemmatic reasoning. The commentators’ claim that proponents of innate knowledge deny knowledge’s need for experience is critically examined.

This paper argues that individual propositional knowledge, as traditionally analyzed in terms of true-justified-ungettiered belief, does not require phenomenal experience. Accordingly, those who are satisfied with the traditional conception need to come to terms with the possibility that AI and other zombies that lack phenomenal experience possess knowledge. Alternatively, those who resist attributing knowledge to AI based on the assumption that knowledge requires phenomenal experience need to modify or replace the traditional conception of knowledge to incorporate this requirement.

Carl Mika claims in the symposium’s lead essay that we need more myth today. In fact, an “unscientific” attitude can potentially reorient the alienation from the world. For Mika, a philosophical mātauranga Māori incorporates such a way of being in the world. Through it, an unmediated and co-existent relationship with the world can be built up. Some of Mika’s co-symposiasts invite Mika to substantiate aspects about this bold claim. Carwyn Jones nudges Mika to discuss the parallels between tikanga Māori—a system (...) that seeks to incorporate Māori law—and the common-law tradition that is adopted in New Zealand today. W. Julian Korab-Karpowicz agrees with Mika that to understand the world through an indifferent “scientific” investigation is to understand the world only partially, while the Māori scientist Ocean Ripeka Mercier illustrates how she seeks to develop a third space in her work that reconciles the fear of the unknown with the propensity to control the world through knowing. Helen Verran invites Mika to think about whether, and how, his understanding of a philosophical mātauranga Māori can help to facilitate the cultivation of a naturalism that is able to generate a cosmopolitics in New Zealand. Ocean biology helps regulate global climate by fixing atmospheric CO2 and exporting it to deep waters as sinking detrital particles. New observations demonstrate that particle fragmentation is the principal factor controlling the depth to which these particles penetrate the ocean's interior, and hence how long the constituent carbon is sequestered from the atmosphere. The underlying cause is, however, poorly understood. We speculate that small, particle‐associated copepods, which intercept and inadvertently break up sinking particles as they search for attached (...) protistan prey, are the principle agents of fragmentation in the ocean. We explore this idea using a new marine ecosystem model. Results indicate that explicitly representing particle fragmentation by copepods in biogeochemical models offers a step change in our ability to understand the future evolution of biologically‐mediated ocean carbon storage. Our findings highlight the need for improved understanding of the distribution, abundance, ecology and physiology of particle‐associated copepods. (shrink)

The ocean is central to our lives, but many of our impacts on the ocean are highly unsustainable, and patterns of resource exploitation at sea are deeply inequitable. This article assesses whether the objectives encapsulated in the UN's Sustainable Development Goal for the ocean are well equipped to respond to these challenges. It will argue that the approach underpinned by the SDG 14 is largely compatible, unfortunately, with ‘business as usual’. SDG 14 is undoubtedly intended as a (...) starting point rather than a final destination; but it is nevertheless important to be clear about how far we still need to travel on the road to oceanic justice. Most significantly, SDG 14 leaves several key challenges inadequately addressed or simply unaddressed. It fails to specify adequate principles for the fair sharing of benefits and burdens flowing from the ocean, including the burdens of tackling pressing environmental problems. Neither does it address the underlying causes of inequality in the ocean economy. It neglects to properly address, furthermore, the fragmented institutional context which significantly impedes effective action to advance the goals of justice and sustainability at sea. Finally, whereas SDG 14 correctly identifies a series of necessary reforms to the ocean economy, it fails to engage with important issues of transitional justice which will arise if these policies are implemented. Vital first step though it is, promoting a just and sustainable ocean will require us to set our sights considerably higher than the targets endorsed as part of SDG 14. (shrink)

In this paper I draw on contemporary philosophy of emotion to illuminate the phenomenological structure of so-called oceanic feelings. I suggest that oceanic feelings come in two distinct forms: as transient episodes that consist in a feeling of dissolution of the psychological and sensory boundaries of the self, and as a relatively permanent feeling of unity, embracement, immanence, and openness that does not involve occurrent experiences of boundary dissolution. I argue that both forms of feeling are existential feelings, i.e. pre-intentional (...) bodily feelings that structure overall self-world experience. I re-conceptualize episodic oceanic feelings as shifts in existential feeling, and permanent oceanic feelings as stable existential orientations. On the whole, my analysis elucidates a class of feeling that is allegedly quite common, yet frequently misunderstood. It will also serve to enrich our understanding of the general phenomenological structure of our affective lives. (shrink)

Recent times have seen an emergence of cold-water sea swimming as a popular pasttime for increased numbers of people in coastal regions. Within this paper, we seek to outline the philosophical relationship between water and society, right back to Thales. From this we continue through anthropological sources to highlight the relationship between culture and the sea throughout much of human history. Sociology offers only piecemeal theoretical bases for this relationship. Here, the concept of liminality is deployed as a mechanism through (...) which we can interpret human-water relations. On from this, the concept of the ‘oceanic feeling’, coined by French intellectual Romain Rolland, is discussed to situate how the experience of swimming might offer one among many means through which we can return to the world as it is given to us, in a Nietzschean sense, and in doing so return at once to an experience of the eternal borne from presence. Many geoengineering projects have been proposed to address climate change, including both solar radiation management and carbon removal techniques. Some of these methods would introduce additional compounds into the atmosphere or the ocean. This poses a difficult conundrum: Is it permissible to remediate one pollutant by introducing a second pollutant into a system that has already been damaged, threatened, or altered? We frame this conundrum as the ‘‘Problem of Permissible Pollution.’’ In this paper, we explore this problem by taking (...) up ocean fertilization and advancing an argument that rests on three moral claims. We first observe that pollution is, in many respects, a context-dependent matter. This observation leads us to argue for a ‘‘justifiability criterion.’’ Second, we suggest that remediating actions must take into account the antecedent conditions that have given rise to their consideration. We call this second observation the ‘‘antecedent conditions criterion.’’ Finally, we observe that ocean fertilization, and other related geoengineering technologies, propose not strictly to clean up carbon emissions, but actually to move the universe to some future, unknown state. Given the introduced criteria, we impose a ‘‘future-state constraint’’. We conclude that ocean fertilization is not an acceptable solution for mitigating climate change. In attempting to shift the universe to a future state geoengineering sidelines consideration of the antecedent conditions that have given rise to it —conditions, we note, that in many cases involve unjustified carbon emissions —and it must appeal to an impossibly large set of affected parties. This article engages weaving as a model of feminist decolonial climate justice methodology in Oceania. In particular, it looks to three weaver-activists who use their practices to reclaim the matrixial power of the ocean (as maternal womb and network of relation) in the face of ongoing US occupation in the Pacific: Marshallese poet and climate activist Kathy Jetn̄il-Kijiner; Hawai‘i-based settler-ally weaver and installation artist Mary Babcock; and Kānaka Maoli sculptor Kaili Chun, also based in Hawai‘i. Each artist begins from (...) a particular positionality in the ongoing open weave of the ocean and uses specific cultural ontologies of weaving and netting to address knots and gaps in climate change imaginaries. These weavers help to articulate important nuances in recent calls for working in solidarity networks at the cultural interface of climate justice activism. Their processes directly address the need for greater emotional and relational capacity across cultural and national divides, across Indigenous and non-Indigenous feminist critiques of colonial-capitalist systems and through inter-connected waters. Waiting may feel like wasted time for people inhabiting small, low-lying, and extremely vulnerable island states as they await rising sea levels. Their homes may soon become uninhabitable due to climate change. The interplay between accelerating natural hazards, an increasing number of climate refugees, and the lack of adequate international refugee protection can prolong their waiting time. Therefore, I examine this experience within the complexity of the waiting framework consisting of existential, legal, and natural waiting. Ocean-based salmon farming, as presently practiced, is thought to pose an existential threat to what we today think of as wild salmon. This raises ethical questions about, first, the value of wild salmon, and, second, the value of wild salmon of the particular type that exists today. This essay uses the debate around ocean-based salmon farming as a case study of ‘irreversible damage’, a concept that figures heavily in environmental laws and regulations, in particular, in the so-called ‘precautionary (...) principle’. It is argued that although ocean-based salmon farming may, on the face of it, seem to be a prime example of a threat of irreversible damage, a wish to avoid irreversible damage does not support banning such farming. In contrast, it is argued that concern for irreplaceable value might support a ban. The findings suggest that it would often be appropriate for environmentalists and conservationists to focus more on irreplaceable value and less on irreversible damage. (shrink)

Effective stakeholder engagement and inclusive governance are essential for effective and equitable ocean management. However, few cross-national studies have been conducted to examine how stakeholders’ economic and cultural benefit perceptions influence their support level for policies focused on ocean preservation. The current study aims to fill this gap by employing the Bayesian Mindsponge Framework (BMF) analytics on a dataset of 709 stakeholders from 42 countries, a part of the MaCoBioS project funded by the European Commission H2020. We found (...) that economic and cultural benefit perceptions are generally negatively associated with the policy support level. Regarding economic aspects, stakeholders considering transportation and shipping, renewable energy generation, and oil and gas provision as the most crucial benefits their countries’ oceans provide tend to obtain less support for policies focusing on ocean preservation. Meanwhile, for cultural aspects, perceiving recreation and tourism, aesthetic pleasure, mental health and well-being support, and sense of identity provision as the most important benefits provided by the country’s ocean are negatively associated with the policy support level. The perceived economic, cultural, and environmental tradeoffs when supporting policies focused on ocean preservation were discussed. Recommendations for improving the effective management of multi-use marine space are also provided to reduce the perceived competing interests among stakeholders. (shrink)

Advaita Vedānta is one of the best-known schools of Indian philosophy, but much of its history-a history closely interwoven with that of medieval and modern Hinduism-remains surprisingly unexplored. This book focuses on a single remarkable work and its place within that history: The Ocean of Inquiry, a vernacular compendium of Advaita Vedānta by the North Indian monk Niścaldās (ca. 1791 - 1863). Though not well known today, Niścaldās's work was once referred to by Vivekananda (himself a key figure in (...) the shaping of modern Hinduism) as the most influential book in India. The present book situates The Ocean of Inquiry as a representative of both a neglected genre (vernacular Vedānta) and a neglected period (ca. 17th-19th centuries) in the history of Indian philosophy. It argues that the rise of Advaita Vedānta to a position of prestige began well before the period of British rule in India, and that vernacular texts like The Ocean of Inquiry played an important role in popularizing Vedāntic teachings. It also offers a new appraisal of the period of late Advaita Vedānta, arguing that it should not be seen as one of barren scholasticism. For thinkers like Niścaldās, intellectual "inquiry" (vicāra) was not an academic exercise but a spiritual practice-indeed, it was the central practice on the path to liberation. The book concludes by arguing that without understanding both vernacular Vedānta and the scholasticism of the period, one cannot fully understand the emergence of modern Hinduism. (shrink)

Economic principles operate in much the same way whether on land or in the oceans. It is the very same tragedy of the commons that almost wiped out the buffalo that is now endangering precious fish stocks. The answer to these challenges, in both cases, is privatization. Establishment of private property will not only solve the problems of the over fishing of the ocean commons, but will also create incentives for investors to use new technologies that could radically increase (...) the productivity of the ocean for fish and other resources. In order to make these gains however, we must make an irrevocable commitment to defining and defending these property rights as a permanent institution of the future of our oceans. (shrink)

This essay considers the challenges that the gendered and raced transnational subaltern refugee subject poses to the order of ‘the liberal state’ and ‘the liberal subject’, and argues that the latter are bound up in complex ways with entrenched understandings of the ocean as elementally distinct from land. This distinction, constituted by the freedom of the sea-going individualist liberal subject, invariably raced as white and gendered as male, to range across the waves in search of new worlds to conquer, (...) is one that is continually reproduced both in popular culture's contemporary sea romances, and in the spatial and legal demarcations of the nation and its limits. In the diverse forms of traffic flowing from south to north, the historical oceanic mobility of this unfettered liberal subject (always shadowed and weighted down by its invisible freight of non-white bodies) now meets the transversal movements of the contemporary transnational subaltern as complex subject. Through the narratives of two refugees to Australia, the article traces the possibilities of an embodied refugee poetics for inscribing new geographies across the global borderlands. (shrink)

In this paper I raise a difficulty for Joseph LaPorte's account of chemical kind terms. LaPorte has argued against Putnam that H₂O content is neither necessary nor sufficient to fix the reference of the kind term 'water' and that we did not discover that water is H₂O. To this purpose, he revisits Putnam's Twin Earth story with the fictional scenario of Deuterium Earth, whose ocean consists of 'dwater', to conclude that we did not discover that deuterium oxide is (a (...) kind of) water (usually called 'heavy water'). Instead, according to LaPorte, by including deuterium oxide in the extension of the term 'water', we simply refined our vague use of the term 'water'. But we could have decided to exclude deuterium oxide from the extension of the term 'water'. Let us call this the thesis of semantic stipulation. I raise two problems for LaPorte's Deuterium Earth story. First, I show that 'dwater' (i.e. deuterium oxide not as a kind of water) does not have the same scientific credibility of 'heavy water' (i.e. deuterium oxide as a kind of water). Second, I argue that for the thesis of semantic stipulation to go through one would need to show that 'dwater' is semantically on a par with 'heavy water'. Namely, one would need to show that 'dwater' is a projectible kind term, capable of supporting inductive inferences. But, in fact, it is not, because the term is vulnerable to an unwelcome Goodmanian scenario, unless one surreptitiously reintroduces some Putnamian assumptions about D₂O content being necessary and sufficient to fix the reference of the term. This review should properly be prefaced with two caveats. First, I am not a specialist in the field of human origins. I am not an archaeologist or anthropologist, but a geologist who is generally unfamiliar with the literature covered and reviewed in this book as well as the issues and controversies. Second, I did not read the entire book. This review is based on a reading of the introduction and conclusion while skimming the rest of the text. For those who (...) find it unsettling that a reviewer has not read a book in its entirety, I can only tell you that it is very difficult to find people who are willing to donate the time necessary to read and review long technical books. (I’m still waiting on JSE to find reviewers for books I published in 2010). Anyone who is offended by my failure to peruse this volume from front to back covers may satisfy themselves with one-hundred percent of nothing by stopping their reading at this point. Ancient Ocean Crossings examines the evidence and arguments that human cultures in the Western Hemisphere were influenced by occasional contacts with ocean voyagers before Christopher Columbus arrived in the Americas in 1492. As the author notes, it’s now conceded that Vikings established a few settlements in North America hundreds of years before Columbus, yet these colonies were short-lived and apparently had little to no influence on American Indians. The ocean crossings referred to in the text are hypothetical voyages that may have occurred in the ten thousand years before Europeans first set foot in the Americas. There are some striking and unexplained cultural similarities between native peoples of the Old World and the Americas. These include “technical complexities of weaving and dyeing that are shared between southern Asia and the Central Andean region of South America, “stepped temple pyramids that are oriented to the cardinal directions in both Mesoamerica and Cambodia, and the belief “in both China and Mesoamerica, that raw jade can be discovered in nature owing to ‘exhalations’ coming from the stone” (p. 5). As the planet’s largest ecosystem, oceans stabilise climate, produce oxygen, store CO2 and host unfathomable biodiversity at a deep time-scale. In recent decades, scientific assessments have indicated that the oceans are seriously degraded to the detriment of most near-future societies. Human-induced impacts range from climate change, ocean acidification, loss of biodiversity, eutrophication and marine pollution to local degradation of marine and coastal environments. Such environmental violence takes form of both ‘spectacular’ events, like oil spills and ‘slow violence’, occurring gradually (...) and out of sight. The purpose of this paper is to show four cases of coastal and marine forms of slow violence and to provide counter-accounts of how to reinvent our consumer imaginary at such locations, as well as to develop what is here referred to as ‘low-trophic theory,’ a situated ethical stance that attends to entanglements of consumption, food, violence, environmental adaptability and more-than-human care from the co-existential perspective of multispecies ethics. We combine field-philosophical case studies with insights from marine science, environmental art and cultural practices in the Baltic and North Sea region and feminist posthumanities. The paper shows that the oceanic imaginary is not a unified place, but rather, a set of forces, which requires renewed ethical approaches, conceptual inventiveness and practical creativity. Based on the case studies and examples presented, the authors conclude that the consideration of more-than-human ethical perspectives, provided by environmental arts and humanities is crucial for both research on nature and space, and for the flourishing of local multispecies communities. This paper thus inaugurates thinking and practice along the proposed here ethical stance of low-trophic theory, developed it along the methodological lines of feminist environmental posthumanities. It is well known that Hegel’s earliest explicit mention of Adam Smith is to be found in the first set of the Jenaer Systementwurfe, a text previously known under J. Hoffmeister’s title Jenenser Realphilosophie I. In this text, Hegel sums up the example by which Smith illustrates the division of labor: the manufacturing of pins. In a marginal note to this exposition, the name “Smith” appears with a page reference. It is quite significant that his first reference to Smith is (...) not to some marginal or merely historical point of Smith’s analysis, but to the crucial treatment of the division of labor, upon which, as a modern commentator put it, “the discipline of economics was nurtured.” Other indications of the importance which Hegel ascribed to Smith’s treatment are. This article examines theories of ocean rights based on the works of Hugo Grotius and Samuel von Pufendorf. Grotius's object‐centred view uses features of the natural world to justify claims to external objects. I show that Grotius's view is inadequate, because it relies on an outdated claim that oceanic resources are sufficiently abundant for anybody to use. Further, adaptations of his view are wanting, because they either rely on arbitrary distinctions or disregard the values of cultural minorities. Pufendorf's relational (...) view constructs rights through the exercise of human will. While Pufendorf believes that agreements create rights, he also argues that property rights can be unilaterally acquired from the commons without express consent from others. The relational view is a viable alternative to the object‐centred view, because it both delimits territorial claims over the ocean to a ‘modest’ size and also respects cultural variability. A major aim of this article is to present Pufendorf's theory of territorial rights extended over oceans and to demonstrate how it is useful for assessing contemporary disputes. In the final sections, I apply the relational view to Canadian claims to the Northwest Passage, and I also sketch implications for assessing expanding claims to the seabed. (shrink)

Engagement in marine science has historically been the privilege of a small number of people with access to higher education, specialised equipment and research funding. Such constraints have often limited public engagement and may have slowed the uptake of ocean science into environmental policy. Recognition of this disconnect has spurred a growing movement to promote ocean literacy, defined as one’s individual understanding of how the ocean affects people and how people affect the ocean. Over the last (...) 2 decades, this concept has gained significant traction in marine biology and environmental education circles and now plays a prominent role in the UN’s Decade of Ocean Science for Sustainable Development. Here, we argue that the ocean literacy agenda has largely been shaped and discussed by marine scientists and educators but needs to be expanded to a much larger constituency to be more effective, accessible and inclusive. We discuss diverse cultural settings from around the world and provide examples of indigenous, spiritual, art, ocean user and other groups that are already deeply engaged with the ocean and could provide a variety of perspectives to enrich the ocean literacy concept beyond an understanding of marine science. We suggest that such inclusiveness could remove the historic barriers that have surrounded the field, transform our collective awareness of and relationship with the ocean and help support ongoing efforts to restore marine biodiversity. Environmental violence takes form of both ‘spectacular’ events, like ecological disasters usually recognised by the general public, and ‘slow violence’, a type of violence that occurs gradually, out of sight and on a long-term scale. Planetary seas and oceans, loaded with cultural meanings of that which ‘hides’ and ‘allows to forget’, are the spaces where such attritional violence unfolds unseen and ‘out of mind’. Simultaneously, conventional concepts of nature and culture, as dichotomous entities, become obsolete. We all inhabit and embody (...) the world differently, as variously situated people, divided by national, sexual, bodily and economic status, and as very variously situated nonhumans in an increasingly anthropogenic world. This chapter focuses on subtle ‘slow violence’ unfolding through the instances of submerged chemical weapons, so-called dead zones, invasive species and high- and low-trophic mariculture in the Baltic and North Sea regions. It zooms in on the select cases of such ‘environed bodies’, their stories of excruciating slow violence and yet also on unexpected encounters with care and hospitality. The aim is to unfold a low-trophic theory for the naturecultural research on violence and care within environmental humanities, and to engage a coexistential ethics of environmental adaptability informed by feminist posthumanities. Coastal protection is crucial to human development since the ocean has many values associated with the economy, ecosystem, and culture. However, most ocean protecting efforts are currently ineffective due to the burdens of finance, lack of appropriate management, and international cooperation regimes. For aiding bottom-up initiatives for ocean protection support, this study employed the Mindsponge Theory to examine how the public’s perceived economic and cultural values influence their willingness to support actions to protect the ocean. Analyzing (...) the European-Union-Horizon-2020-funded dataset of 709 respondents from 42 countries, we discovered that perceived economic values have negative effects on the tendency of ocean protection supports (i.e., food, transportation, renewable energy, oil and gas, and recreation). In contrast, certain perceived cultural values can help increase the willingness to do so (i.e., mental well-being and sense of identity). However, the effects of perceived cultural values are only moderately reliable. These findings suggest that designing cultural information delivery campaigns can help promote coastal reserve supports, such as fundraisings and preserving the oceans from the community. (shrink)

The Yogārṇava is a Sanskrit compendium on yoga that has not been published, translated or even mentioned in secondary literature on yoga. Citations attributed to it occur in several premodern commentaries and compendiums on yoga, and a few published library catalogues report manuscripts of a work on yoga called the Yogārṇava. This article presents the results of the first academic study of the text. It has attempted to answer basic questions, such as the work’s provenance and textual sources. The authors (...) then discuss the importance of the Yogārṇava within the broader history of yoga based on their identification of citations and parallel verses in other Sanskrit texts and a detailed analysis of the Yogārṇava’s content.
