Counting casualties in conflict zones faces both practical and ethical concerns. Drawing on procedures from risk analysis, we propose a general approach. It represents each death by standard features, having either essential value, for capturing the social and cultural meaning of individual casualties, or instrumental value, for relating patterns of casualties to possible causes and effects. We illustrate the approach with the choices involved in attempts to record casualties in Iraq and the Israel-Palestine conflict, and with natural disasters, as exemplified (...) by Hurricane Katrina. We advocate institutionalizing the approach, so that recording casualties increases understanding, rather than suspicion. (shrink)

The book from which these sections are excerpted is concerned with the prospects for assimilating the study of human intelligence and its products to the natural sciences through the investigation of cognitive structures, understood as systems of rules and representations that can be regarded as These mental structui′es serve as the vehicles for the exercise of various capacities. They develop in the mind on the basis of an innate endowment that permits the growth of rich and highly articulated structures along (...) an intrinsically determined course under the triggering and partially shaping effect of experience, which fixes parameters in an intricate system of predetermined form. It is argued that the mind is modular in character, with a diversity of cognitive structures, each with its specific properties arid principles. Knowledge of language, of the behavior of objects, and much else crucially involves these mental structures, and is thus not characterizable in terms of capacities, dispositions, or practical abilities, nor is it necessarily grounded in experience in the standard sense of this term. If the United States were subject to a terrorist nuclear attack, its president would face overwhelming political pressure to respond decisively. A well-prepared response could help both to prevent additional attacks and to bring the perpetrators to justice. An instinctive response could be cataclysmically ineffective, inflicting enormous collateral damage without achieving either deterrence or justice. An international security doctrine of Mutually Assured Support can make the response to such attacks more effective as well as less likely—by requiring preparations that reduce (...) the threat. The doctrine requires all subscribing nations to mobilize fully in support of the attacked nation, in return for a promise of nonretaliation. It provides a vehicle for domestic and international leadership, allowing the president to engage the American people, from a position of strength, around an issue that has had little public discussion. This paper explores the form of persistence distinctive of intentional actions. Unlike entities whose progression through time is typically continuous, our actions often have parts separated in time by a gap in our own activity. The way in which their coherence is understood thus affects their attribution to us. I present a theory of agency at the gaps that accounts for such phenomena and passes two touchstones. It solves the puzzle of the time of a killing in a new way (...) and provides a support to the assessment of moral agency. (shrink)

Biolinguistic inquiry investigates the human language faculty as an internal biological property. This article traces the development of biolinguistics from its early philosophical origins through its reformulation during the cognitive revolution of the 1950s and outlines my views on where the biolinguistic enterprise stands today. The growth of language in the individual, it is suggested, depends on (i) genetic factors, (ii) experience, and (iii) principles that are not specific to the faculty of language. The best current explanation of how language (...) is recursively generated is through Merge, an operation that takes objects already constructed, and reconstructs a new object from them, generating a 'language of thought', perhaps in a manner close to optimal (relying on principles of category (iii)), with externalization (hence communication) a secondary process. The concluding section of the article offers several objectives for future research in the field. (shrink)
