This study combines author's experiences as an analyst of post-Soviet politics and religious liberty with personal participation in the founding and public acceptance of a new faith in independent Ukraine during a quarter- century. Theattempt here is not only to describe a specific outcome, but to propose factors that offer explanation for why Ukraine is among the few Communist successor states in which new minority faiths have been relatively successful in achieving full toleration [Biddulph: 2016]. An important principle in the epistemology of disagreement is Independence, which states, “In evaluating the epistemic credentials of another’s expressed belief about P, in order to determine how (or whether) to modify my own belief about P, I should do so in a way that doesn’t rely on the reasoning behind my initial belief about P” (Christensen 2011, 1-2). I present a series of new counterexamples to both Independence and also a revised, more widely applicable, version of it. I (...) then formulate and endorse a third version of Independence that avoids those counterexamples. Lastly, I show how this third version of Independence reveals two new ways one may remain steadfast in the face of two real life disagreements: one about God’s existence and one about moral realism. The Constitution of Independence is a contribution to the newly rejuvenated subject of comparative Commonwealth constitutional law, politics, and history. In Australia, Canada, and New Zealand, a series of fascinating developments have been under way for more than a decade, characterized by independent thinking, experimentation, and cross-Commonwealth borrowing of constitutional ideas. These include the final termination of constitutional ties with the United Kingdom Parliament and the emergence of controversial issues including variably entrenched or implied rights and freedoms; wide-ranging claims (...) by indigenous peoples; republicanism; and assertions of national, popular, and sectional sovereignty.This book explores the development of constitutional thinking in Australia, Canada, and New Zealand from early domination by Imperial ideas, through the adoption of the Statute of Westminster and the contemplation of severing Imperial connections, to irreversible acquisition of constitutional independence in the 1980s. This book focusses primarily on sovereignty and the legal system, concepts which are also central to contemporary constitutional theory in Europe and the United States. The book closes with an evaluation of recent varied and often contradictory accounts of the constitutional foundations of Australia, Canada, and New Zealand, which depict a wide range of scenarios: from constitutional continuity and respect for the rule of law, to popular sovereignty and disguised revolution. The ontological model framework provides a rigorous approach to address the question of whether the quantum state is ontic or epistemic. When considering only conventional projective measurements, auxiliary assumptions are always needed to prove the reality of the quantum state in the framework. For example, the Pusey-Barrett-Rudolph theorem is based on an additional preparation independence assumption. In this paper, we give a new proof of psi-ontology in terms of protective measurements in the ontological model framework. It is argued that the (...) proof needs not rely on auxiliary assumptions, and also applies to deterministic theories such as the de Broglie-Bohm theory. In addition, we give a simpler argument for psi-ontology beyond the framework, which is only based on protective measurements and a weaker criterion of reality. The argument may be also appealing for those people who favor an anti-realist view of quantum mechanics. (shrink)

The fall of the Berlin Wall in October 1989 bears a striking resonance with the biblical fracturing of the curtain in the Jerusalem temple. It presaged the death of the post-war dispensation of Church-state relations characterised by a Church that was, in the main, subservient, acquiescent and complicit to the apartheid regime in South Africa, as well as the oppressive one-party state regimes north of the Limpopo. As the Berlin Wall collapsed, the dispensation characterised by either neutrality or docility and (...) co-option of the Church to the Apartheid and Independent states gave way to the birth of a 'prophetic' Church, which would not only gain a new lease on life, but would become a robust interlocutor of the post-Cold War state. The latter is exemplified by historical signposts such as the Rustenburg Declaration, the Pastoral letter of the Zambia Catholic Bishops Conference and the Pastoral letter by the Catholic Bishops of Malawi, among others. This article employs a consideration of Peter Fitzpatrick’s early work in Papua New Guinea to reflect on legal and social developments in the country since his residence there during the independence period. In particular, Fitzpatrick’s concerns about the emergence of a Papua New Guinean bourgeois legality that would shape the postcolony are shown to have been prescient in some respects, and also to have had other outcomes unanticipated by the Marxist legal and anthropological imagination of the 1970s. Finally, I use (...) examples from the heterogeneous lawscape of Papua New Guinean cities to illustrate how the ‘true people’s law’ envisioned by Fitzpatrick is in the process of emerging in spaces outside of formal legislative or court processes. In vitro fertilization technology has been in use in Poland for over 25 years with success and social approval, but it is still not regulated under Polish law. The current debate over different non-medical aspects of reproductive technologies in Poland is extremely heated and highly politicized. Politicians on the right, Catholic clergy and some journalists use very radical language and criticize IVF as a technique that plays with the lives and deaths of thousands and thousands of children. The aim of (...) this article is to follow the Polish debate on IVF in the context of Poland’s transition, which is marked primarily by two events: the collapse of communism in 1989 and access to the European Union in 2004. The article shows that the IVF debate concerns not only moral choices or legal regulation, but also citizenship, nation, state, and the role of the Catholic Church within. Moreover, it creates new citizens: frozen embryos, which being independent persons, have the right to life, ‘dignity’ and care. The history of IVF in Poland reveals the different tensions in the Polish transition to liberal democracy and it can be used to view a ‘big’ history of the Polish transition. It is one of the micro-histories which make this big story about Poland after 1989. Analyses of both the abortion debate and the IVF debate in Poland show that the process of democratization is very much connected with limiting women’s reproductive rights, including the right to choose infertility treatment. The conditions for development of a regional system of national security in Central Asia in the post-Soviet period are reviewed in a new geopolitical context. The emergence in the region of new political actors of the first echelon - the USA, the European Union and the People's Republic of China as well as the second echelon - Turkey, the Islamic republic of Iran, India and Pakistan is emphasized. The role of the above countries in ensuring political and economic security is (...) traced. The regional integration situation is analyzed. Available regional threats, some of them of global nature, are looked into, their characteristic features described for each New Independent State. Interstate conflicts and their resolution potentiality in the current situation are investigated. The unity of the region in combatting international terrorism and extremism is pointed out. Regional threats which endanger the West are identified. Special attention is given to politicization of Islam, radical fundamentalism and their belligerent manifestations which took place in Central Asia. The membership of Central Asian countries in such security-focused interstate organizations as the Collective Security Treaty Organization and the Shanghai Cooperation Organization as well as relations with the UN and the NATO are laid stress on. A great military and technical dependence of the armed forces of Central Asian countries on the Russian factor is pointed out. Some facts of the geopolitical confrontation between Russia, the EU, the USA and China are referred to. Conclusions are drawn as to incapability of countries of the Central Asian region to stand up to current geopolitical challenges on their own and the lack of a regional security system. The necessity of multi-vector foreign policy as a form of guarantee against external aggression is brought into focus. (shrink)

We deal with the design problem of nonfragile state estimator for discrete-time genetic regulatory networks with time-varying delays and randomly occurring uncertainties. In particular, the norm-bounded uncertainties enter into the GRNs in random ways in order to reflect the characteristic of the modelling errors, and the so-called randomly occurring uncertainties are characterized by certain mutually independent random variables obeying the Bernoulli distribution. The focus of the paper is on developing a new nonfragile state estimation method to estimate the concentrations (...) of the mRNA and the protein for considered uncertain delayed GRNs, where the randomly occurring estimator gain perturbations are allowed. By constructing a Lyapunov-Krasovskii functional, a delay-dependent criterion is obtained in terms of linear matrix inequalities by properly using the discrete-time Wirtinger-based inequality and reciprocally convex combination approach as well as the free-weighting matrix method. It is shown that the proposed method ensures that the estimation error dynamics is globally asymptotically stable and the desired estimator parameter is designed via the solutions to certain LMIs. Finally, we provide two numerical examples to illustrate the feasibility and validity of the proposed estimation results. (shrink)

Citizens of different regions simultaneously created new nation states and established republican systems of government. This occurred at a time when the very meaning of the notions of "nation" and "republic" remained ill-defined. In such a context, a number of debates (...) naturally emerged regarding the tenets of modern politics, and the kind of dilemmas and problems contained therein.Yet the assessment of the historical relevance of these disputes has been precluded by the teleological assumptions which have informed traditional approaches in the history of ideas. These assumptions have led historians to interpret these disputes as mere expressions of local prejudices that prevented the correct understanding of the true meaning of the modern liberal concept of representative democracy. According to this traditional view, the concerns of Latin American commentators were seen as "deviations" from the rational path of conceptual development and understanding. It was necessary to undermine this traditional teleological prejudice before the debates around these notions produced in Latin America in the nineteenth century could reveal their historical significance and become matters for systematic analysis. The rise of a "new intellectual history," insofar as it has [End Page 593] questioned the assumed rationality and logical consistency of the putative models and disclosed the contingent nature of their foundations, has opened the door to an entirely new universe of problems and issues for scholarly research in the field of Latin American politico-intellectual history.The great wave of new studies on the crisis of the Spanish and Portuguese empires and the emergence of new national states, triggered by the approach of the Bicentennial of Independence, has been greatly influenced by this new set of questions.1 Historians from different countries in Latin America have revisited that fundamental event, and have sought to revise established perspectives in the field. This has made room for the development of a self-defined "revisionist" position. However, what is to be revised has not always been clear.The revisionists seek to dislocate an epic narrative of independence as the epiphany of long-lasting struggles of oppressed nations to recover their rights to self-determination.2 They argue that the teleological, nationalistic biases of traditional approaches led their authors to see as already present at the point of departure an entity (the nation) which actually could be perceived only at the point of arrival. In the decade of the 1960s, a series of studies, propelled by the spread in Latin America of Marxist thought and social history, as well as by the increasing presence of American and European historians in the field, had already destabilized Manichean emplotments of the Revolution of Independence as a struggle between liberty and oppression.3 These studies introduced a number of nuances that questioned the objective basis of the states that emerged from the rupture of colonial ties. Article III of the U.S. Constitution establishes an independent federal judiciary: federal courts constitute a separate branch of the national government, federal judges enjoy tenure during good behavior, and their salaries cannot be diminished while they hold office. The framers who drafted Article III in 1787 were not working from whole cloth. Rather, they were familiar with the preceding colonial and state practices, including those from New York. This essay provides a case study of New York's judicial history: the (...) Dutch period, 1621-1664; the Ducal proprietary period, 1664-1685; the Royal period, 1685-1776; and the early state period. As will be seen, New York—among the most significant of the original thirteen states—was a state groping towards a new ideal of judicial independence: an ideal that became a reality a decade after its own constitution was enacted in 1777 and at a different level of government. Significantly, the uncertain status of New York's judiciary had profound consequences for the ultimate expression of judicial independence, judicial review. (shrink)

This paper elaborates a new solution to the lottery paradox, according to which the paradox arises only when we lump together two distinct states of being confident that p under one general label of ‘belief that p’. The two-state conjecture is defended on the basis of some recent work on gradable adjectives. The conjecture is supported by independent considerations from the impossibility of constructing the lottery paradox both for risk-tolerating states such as being afraid, hoping or hypothesizing, (...) and for risk-averse, certainty-like states. Collingwood argues that traditional social contract theory has failed to account for the continuing existence of the non-social community and its relation to the social community in the body politic. He is also critical of the tendency within ethics to confound right and duty. The publication of additional manuscript material in this revised edition demonstrates in more detail how Collingwood was determined to show that right and duty occupy different levels of rational practical consciousness. The additional material also contains Collingwood's unequivocal rejection of relativism. Quantum probability is used to provide a new organization of basic quantum theory in a logical, axiomatic way. The principal thesis is that there is one fundamental time evolution equation in quantum theory, and this is given by a new version of Born’s Rule, which now includes both consecutive and conditional probability as it must, since science is based on correlations. A major modification of one of the standard axioms of quantum theory allows the implementation of various mathematically distinct models (...) (commonly called ‘pictures’) of them. A natural definition of isomorphism of models is presented next. For a given Hamiltonian the standard ‘pictures’ of quantum theory (e.g., Schrödinger, Heisenberg, interaction) are isomorphic models, whose probabilities are nonetheless model independent. The Schrödinger equation remains valid in one model of the axioms, even though it is no longer the fundamental equation of time evolution. All the usual calculations of standard, textbook quantum theory remain valid, but they are put in a new light. For example, the ‘collapse’ of the state is now viewed in the Schrödinger model as _one_ step in a _two_ step algorithm for calculating _one_ conditional probability. In the isomorphic Heisenberg model, where states are constant in time, one has the same conditional probability given by the same formula. Also, entanglement is defined in a new, more general model independent way as an aspect of quantum probability without using ‘collapse’ or tensor products. (shrink)

These are exciting times for philosophical theorizing about propositions, with the last 15 years seeing the development of new approaches and the emergence of new theorists. Propositions have been invoked to explain thought and cognition, the nature and attribution of mental states, language and communication, and in philosophical treatments of truth, necessity and possibility. According to Frege and Russell, and their followers, propositions are structured mind- and language-independent abstract objects which have essential and intrinsic truth-conditions. Some recent theorizing (...) doubts whether propositions really exist and, if they do, asks how we can grasp, entertain and know them? But most of the doubt concerns whether the abstract approach to propositions can really explain them. Are propositions really structured, and if so where does their structure come from? How does this structure form a unity, and does it need to? Are the representational and structural properties of propositions really independent of those of thinking and language? What does it mean to say that an object occurs in or is a constituent of a proposition? The volume takes up these and other questions, both as they apply to the abstract object approach and also to the more recently developed approaches. While the volume as a whole does not definitively and unequivocally reject the abstract objection approach, for the most part, the papers explore new critical and constructive directions. The philosophy of history of 1804 and 1805 enables Fichte to place his natural right, developed previously at Jena, against a diachronic background. This means that Fichte does not reason merely synchronically from a timeless conception of society and state. From a synchronic viewpoint, Fichte cannot solve the problem of the control of political power because he has to draw on the assumption of a virtuous ephorate. This assumption is not consistent with the Fichtean ideal of a philosophy of right (...) completely independent from moral considerations. Thus, the control of government is possible only if at least a group of citizens can go beyond the mere rational egoism. This new temporal conception of the state leads Fichte to think that the problems of consistency of his theory of Jena are unavoidable, given that a society integrated by egoist individuals cannot be sustained. However, his later philosophy of history enables Fichte to state the inexorable annihilation of this type of community and gives place to an ensuing epoch, when citizens are not self-interested anymore. On January 27, 1920, public higher education courses, known as the Higher Courses, were started in Kaunas, in the hall of the building of the Ministry of Education. The school was founded a century ago and operated on a voluntary basis, and it became the forerunner of higher education in the independent state of Lithuania in the interwar period.

In de Ronde and Massri it was argued against the orthodox definition of quantum entanglement in terms of pure and separable states. In this paper we attempt to discuss how the logos categorical approach to quantum mechanics is able to provide an objective formal account of the notion of entanglement—completely independent of both purity and separability—in terms of the potential coding of intensive relations and effective relations. We will show how our novel redefinition allows us to provide an (...) anschaulich content to the notion of entanglement, erasing in this way the “spookiness” still present within its orthodox understanding in terms of space-time separated collapse particles. MarshallGiambattista Vico is one of those chameleon figures in the history of ideas who is so intellectually rich that he can be constantly reinvented. It is indicative of the rich ambiguity of his thought that two of the most prominent intellectual historians working today should have come to opposite conclusions about his relationship to the master-category of eighteenth-century intellectual history: for Mark (...) Lilla, Vico was a Counter-Enlightenment thinker; for Jonathan Israel, he was a figure in the Radical Enlightenment.1 Vico’s fungibility gives reason for pause. Someone who can be folded into all manner of intellectual projects may be suspect. But Vico is more colonizing than colonized and, thus, the diversity of his receptions is evidence of creativity, and not merely malleability. The only way to deal with Vico is to dive into the multiplicity of plausible interpretations and find in them the makings of a new line of inquiry. Vico’s moment of flourishing in the Anglophone world came initially in the 1960s and 1970s, but if the diversity and quality of receptions in the last five years is anything to go by then we can say that Vico remains—especially in Italian, French, and German— an intellectual historical provocateur.This review essay surveys such literature and makes a single recurring observation: the various specifications of Vico’s place in intellectual history come into alignment as dimensions of what one might term Vico’s reinvention of rhetoric. As a professor of rhetoric in a culture that possessed—for [End Page 141] the most part—very weak oratorical institutions, Vico found himself in a particularly paradoxical situation. Recent research on Vico suggests that this paradox worked itself out in Vico’s thought in a number of highly interesting ways. First, Vico constitutes an opportunity for intellectual historians of the scientific revolution by offering a simultaneously rhetorical and pragmatic gloss of the early modern logic of experiment. Second, for intellectual historians of religion, Vico constitutes a study in how early moderns could examine the rhetorical functioning of theological vocabularies without necessarily committing themselves to the independent existence of the referents of those vocabularies. Third, for intellectual historians of Enlightenment, Vico confirms that encyclopedism was not a merely French practice in the eighteenth century and that the kind of omnicompetence implicit in encyclopedic multidisciplinarity had roots in rhetorical criticism. Fourth, intellectual historians of Counter-Enlightenment cannot easily fold Vico into their narratives, in part because his legal works (which have been read as a call for cultural retrenchment in response to early modern skepticism) are in fact an account of how Greek rhetoric found its analogue in Roman jurisprudence. Fifth, for historians of the idea of language, Vico demonstrates that there were powerful alternatives in early modernity to the dominant contractualist account of the origin of language (offered by Hobbes, Locke, and others) that were rhetorical and yet did not emphasize the priority of speech over writing.When it appeared in 1961, Nicola Badaloni’s Introduzione a G.B. Vico was the most sophisticated attempt to locate Vico in the Neapolitan philosophical tradition. In many ways, it remains the best attempt at contextualizing a thinker who is notoriously difficult to situate among his contemporaries. John Robertson’s recent Case for the Enlightenment has many virtues (not least its revealing supposition that Vico ought to be read alongside Hume), but as an attempt at contextualization Robertson’s work is not as rich as Badaloni’s.2 In particular, Badaloni did a great deal to reconstruct the history of natural philosophical inquiry at Naples in the seventeenth and eighteenth centuries. In Badaloni’s description, Naples was a place in which a strong culture of natural philosophical investigation set the foundation for concepts such as experimentalism and pantheism. Furthermore, Badaloni argued that, although such concepts originated in natural philosophy, they cross-pollinated with ideas prominent in the Neapolitan schools of jurisprudence—particularly probabilism. Recent ethics guidelines from the World Health Organization (WHO) on monitored emergency use (MEURI) state that, during a public health emergency, prospective ethical review and oversight of the use of unproven interventions outside of the context of research is an ethical principle or criterion for its permissible use. In this chapter, we argue that this new role of ethics committees in the review, authorization and oversight of emergency use outside research is a developing conceptual innovation against the background of ethics (...) documents such as the Declaration of Helsinki of the World Medical Association and the WHO earlier guidelines on “compassionate use” and MEURI. To support this claim, we offer definitions of key terms in this emerging literature and a clear methodological framework of practical analysis before presenting a literature review of relevant guidelines that focus on the presence or absence of the criterion of independent ethical review of emergency use of unproven interventions outside research. We close by discussing the future of the criterion of ethical review and oversight including questions around the greater normative complexity, both ethical and regulatory of monitored emergency use in comparison with research, the mutual influence between emergency and non-emergency use contexts, and questions of access pathways with and without committees as part of a rapidly-evolving emerging ethical literature. In the past few years, the growing presence of veiled women in Azerbaijan, particularly in the capital city, Baku, has been striking. This article traces the background to Islamism in Azerbaijan under the state dogma of atheism, and the post-Soviet changes that have facilitated a resurgence of religion in the country. It examines the motivations and the generational divide among women who have recently adopted veiling. Notions of `traditional' and `modern' are questioned here, pointing out the impact of identity politics (...) and foreign Islamic forces on Azerbaijani society in today's increasingly globalized world. Furthermore, the article reveals the tensions and insecurities in the independent era that have reinforced the rise of Islamic ideology in the country and the contradictions involved in new veiling for Azeri women. In this paper we investigate whether independent directors’ attendance at board meetings enhances investor protection using a difference-in-difference approach. We find that independent directors’ attendance alleviates tunneling. This effect is more pronounced in non-state-owned enterprises than in state-owned enterprises. The reinforcement of external supervision substitutes for the role of independent directors’ attendance and this substitution effect is more significant in non-SOEs. Together, these results imply that independent directors’ attendance at board meetings can play an important role (...) in protecting investors, especially in non-SOEs and when external supervision is weak. This paper sheds new light on independent directors’ function in corporate governance, and has implications for institutional improvements. (shrink)

Several axiom systems for preference among acts lead to a unique probability and a state-independent utility such that acts are ranked according to their expected utilities. These axioms have been used as a foundation for Bayesian decision theory and subjective probability calculus. In this article we note that the uniqueness of the probability is relative to the choice of whatcounts as a constant outcome. Although it is sometimes clear what should be considered constant, in many cases there are several (...) possible choices. Each choice can lead to a different "unique" probability and utility. By focusing attention on statedependent utilities, we determine conditions under which a truly unique probability and utility can be determined from an agent's expressed preferences among acts. Suppose that an agent's preference can be represented in terms of a probability P and a utility U.That is, the agent prefers one act to another iff the expected utility of that act is higher than that of the other. There are many other equivalent representations in terms of probabilities Q, which are mutually absolutely continuous with P, and state-dependent utilities V, which differ from U by possibly different positive affine transformations in each state of nature. We describe an example in which there are two different but equivalent state-independent utility representations for the same preference structure. They differ in which acts count as constants. The acts involve receiving different amounts of one or the other of two currencies, and the states are different exchange rates between the currencies. It is easy to see how it would not be possible for constant amounts of both currencies to have simultaneously constant values across the differentstates. Savage (1954, sec. 5.5) discovered a situation in which two seemingly equivalent preference structures are represented by different pairs of probability and utility. He attributed the phenomenon to the construction of a "small world." We show that the small world problem is just another example of two different, but equivalent, representations treating different actsas constants. Finally, we prove a theorem (similar to one of Karni 1985) that shows how to elicit a unique state-dependent utility and does not assume that there are prizes with constant value. To do this, we define a new hypothetical kind of act in which both the prize to be awarded and the state of nature are determined by an auxiliary experiment. (shrink)

We provide a new behavioral foundation for subjective expected utility within the Anscombe–Aumann framework. In contrast to the original axiomatization of SEU, our behavioral foundation establishes that to be consistent with SEU maximization, we need not explicitly assume that preferences satisfy the independence axiom over the domain of all acts. Rather, the substantive implications of independence for an SEU representation may equivalently be derived from less demanding conditions over certain smaller classes of acts. These acts, which we refer to as (...) uncertainty-free comparable acts, have the property that they are relatively simple for a decision maker to compare because she can rank acts within any such class based on her risk preferences alone, without having to consider the underlying uncertainty. Acts of this kind comprise constant acts and acts that are almost identical in the sense that they differ from one another in at most one state. (shrink)

Ainslie's target article provides a map of distinct mechanisms relevant to self-control, potentially providing needed precision to the field. He also breaks new ground in characterizing the symbiotic relationship between suppression and resolve. In this commentary, I argue that one behaviorism-based feature of his framework, present-state independence, is unjustified and unnecessary for the broader claims of the theory.

Inter-ethnic relations between Albanians and Macedonians in Macedonia have been rather problematic since the times of former Yugoslavia. After independence, the new constitution of the Republic of Macedonia instead of improving it has further downgraded the position of Albanians and other minorities living in the country. The non-fulfilment of Albanians’ core demands led to an armed conflict in 2001. The Ohrid Agreement has in addition to ending the armed conflict, also provided for a range of legislative and policy measures to (...) improve the position of the Albanians by ensuring equality and minority protection. However, 16 years after the Ohrid Agreement, inter-ethnic relations in Macedonia still remain burdened by prejudice and stereotypes, rather than cooperation and mutual prosperity. The main aim of the paper is to analyse the state of inter-ethnic relations in Macedonia, with special focus on relations between ethnic Macedonians and ethnic Albanians. The paper also offers an analysis of main factors that contribute to inter-ethnic tensions in the country and explores possible scenarios in the future. The most relevant part of the paper analyses the causality between inter-ethnic and interstate relations. The paper claims that similarly to most of the countries in the Western Balkans, inter-ethnic and interstate relations are basically the components of the same equation. The paper concludes that in Macedonia, Kosovo rather than Albania is much more relevant for the causality between inter-ethnic and interstate relations in Macedonia, and it also offers several reasons to support such thesis. Accordingly, the overall inter-ethnic relations between Macedonians and Albanians in Macedonia heavily depend on inter-state relations between Macedonia and Kosovo and vice versa. (shrink)

Introduction. Higher education systems at the present stage of development are facing new serious challenges. On the one hand, universities function as independent units, on the other, they are part of the regional system, they attract and share the attention of the stakeholders interested in the system (applicants, students, research and teaching staff, business structures, etc.). The purpose of the study is to assess the competitiveness of regional higher education systems through the formed system of indicators, as well as (...) to draw conclusions about the degree of uniformity in the development of these networks. Methods. To assess the state of the higher education system in Russia, the author uses an indicative method of analysis, which makes it possible to determine the degree of compliance of the indicator values achieved by now with the criteria that meet the set requirements for the development of society. Scientific novelty of the research. The novelty of the research consists in forming a set of indicators, which makes it possible to draw conclusions about the competitiveness of regional systems and the degree of their development uniformity, as well as the number of universities in the regional system and their influence on the entire system, according to their uniform development relative to each other. Results. Following the results of diagnosing the regional higher education systems, the author identifies the regions-leaders and the regions-outsiders. The diagnostic results are compared with the data of international rankings. Conclusions. The conclusion states that the region with fewer but equally developing universities (for example, the Belgorod region or the Republic of Tatarstan) have higher indicators of competitiveness. On the contrary, regional higher education systems, represented by a large number of universities, but with unevenly developing performance indicators, are characterized as less competitive, i.e. the performance indicators of the leading university are leveled within the system as a whole. This essay analyzes the prominent role played by first wave feminism and by women writers between 1898-1903 as the Jamaica Times articulated a broad-based, middle class nationalism and launched a campaign to establish a Jamaican national literature. Largely overlooked, this archival material is significant because it suggests a subtle yet significant modification of anglophone Caribbean feminist, literary and nationalist historiography: first wave feminism was not introduced to Jamaica exclusively through black nationalist organizations in the late nineteenth and early twentieth century, (...) but rather, it emerged in a broader phenomenon of respectable, middle class nationalism, encompassing the overlapping projects of Jamaican nationalism and Pan Africanism. Thus, it becomes clear that first wave feminism, including white women writers, played a key but brief role in the formation of the middle class nationalism that would later dominate Jamaica's transition to independence. During the first five years of publication of the Jamaica Times, women wrote a significant proportion of the short stories published. However, they became marginalized as black folk culture became the defining symbol of national authenticity. The marginalization of middle class women writers reflects a broader pattern. In adopting first wave feminism from Britain and the United States, Jamaican nationalists reproduced colonial race and class dynamics that established an unbridgeable divide between middle class women, who served as ‘ladies bountiful,’ and the usually darker-skinned compatriots to whom they ministered. This class division continued to limit feminist activism in Jamaica throughout the first and second waves. (shrink)

In particular, the author examines how this perspective emphasizes the importance of the paradox that civil society cannot be understood independently of a relationship to a state. Introduction. Modern times are characterized by independence from financial support for travel due to introducing an ordinary region with its daily surrounding into tourist circulation, focusing not on distance, but on the depth of emotions when choosing a place to visit. The aim of the study is to assess the factors of transforming the tourist environment in a region, which might result in a number of challenges for managing the regional development. Methods. In the framework of the study, both general (...) logical methods and empirical methods are used. In particular, the analysis of approaches to managing a tourist region in the post-tourism era, as well as new tourist practices are based on classification and periodization. When choosing the factors of the tourist region new format, the case method and comparison were applied. The scientific novelty of the study. The authors substantiate that the new era will be determined by changes in the labor–leisure ratio, new tourist practices and new tourist region format. The new tourist region format involves a transition to understanding the tourist as a temporary resident of the region and actualizes the need for coexistence. Results. The state of post-tourism for such a region may be due to the emergence of new residentsowners of second homes and business migrants, as well as the social effect of deliberate tourism practices. The competition of such regions is based on intangible resources. The factors of transforming the tourist environment made it possible to give a new look at assessing the effectiveness of an event for the territory. The authors propose threshold values that will allow making decisions on the co-financing of the event from the regional or local budget. Conclusions. Hybridization of tourism and leisure does not provide a complete answer about a possible reduction in work hours, however, indicates a short-term leisure mobility of individuals. New tourism practices are based on awareness and desire to increase self-efficacy. Such transformations open up new opportunities for the territory development. (shrink)

Gender plays an important role in various aspects of second language acquisition, including lexicon learning. Many studies have suggested that compared to males, females are less likely to experience boredom, one of the frequently experienced deactivating negative emotions that may impair language learning. However, the contribution of boredom to gender-related differences in lexicon learning remains unclear. To address this question, here we conducted two experiments with a large sample of over 1,000 college students to explore the relationships between gender differences (...) in boredom and lexicon learning. In Experiment 1, a cohort of 527 participants completed the trait and state boredom scales as well as a novel lexicon learning task without awareness of the testing process. In Experiment 2, an independent cohort of 506 participants completed the same novel lexicon learning task with prior knowledge of the testing procedure. Results from both experiments consistently showed significant differences between female and male participants in the rate of forgetting words and the state boredom scores, with female participants performing better than male participants. Furthermore, differences in state boredom scores partially explained differences in the rate of forgetting words between female and male participants. These findings demonstrate a novel contribution of state boredom to gender differences in lexicon learning, which provides new insights into better language-learning ability in females. (shrink)

Kyrgyz people lived under the control of Soviet Union for about 70 years. During this time, they were forbidden to practice any kinds of religious duties. Their religious schools and mosques were closed or used for other aims rather than religious needs. In short, all kinds of religious freedom and practices were forbidden strictly. The aim was to bring up an atheistic people during the days of Soviet Union. However, when Kyrgyz people won their independence and established a new country, (...) all kinds of restrictions in terms of religion were abrogated and people began to establish their religious schools and mosques. While during the first years of independency of the country in 1991, there were only 39 mosques, as of 2018 there are nearly 3,000 mosques in the country. In addition to the increase of mosques, the number of people going to mosques also increases day by day. This article examines mainly the development of religious freedom in terms of legal aspect from the beginning of the establishment of the country to our time; the legal statues, functions, and duties of State Commission for Religious Affairs and Religious Office of Kyrgyzstan Muslims, and as common religious educational places mosques, religious activities done at mosques, the factors effecting these activities negatively.Summary: Kyrgyz Turks are one of the most ancient tribes in Central Asia. Although there are various views and knowledge about the religious life and the process of Islamization of them in various sources, there is no doubt that one of the most important elements which shapes Kyrgyz culture and social life is Islam. Even though they continued the activities of Islamic education and training under the rule of many nations thorough the history, all activities of religious education were tried to be forgotten and religion was removed from daily life under the Soviet communist regime. However, with the establishment of the Republic of Kyrgyz based on the secular and democratic bases on 31 August 1991, Muslim people showed a great effort and endeavor to open some institutions where they could live their religion, perform their religious duties, and teach religious and moral values for people. After the declaration of independence, with the enacting of “Freedom of Faith and Religious Institutions” on 16 December 1991 which was one of the first enacting laws, very important developments happened in terms of both formal and informal education. Some knowledge concerning Islam is given in some culture courses and “Religious Office of Kyrgyzstan Muslims” was created for meeting all kinds of religious needs of Muslims in the country in 1993. With the establishment of the “State Commission for Religious Affairs” in 1996, some new legal regulations were made. Thus the state’s policy about religious education and teaching gained a new dimension. During this process, the state faced some problems concerning developments in religious education. Although some of these problems have been solved legally, there are still many problems about religious education today. Since the independency until now, there have been many researches as articles, books, master theses and doctorate dissertations about various fields of religious education, religion-state relations, religious institutions, course books and their curriculums. However, a great majority of these studies belong to religion-state relations and the field of formal religious education. There aren’t any academic studies or research about mosques and imams that concern the great majority of the country population. In fact, from the point of religious education, common or informal religious education is as extremely important as formal religious education. For the mosques that are one of the most important institutions of common religious education are spread to the most remote corner of the country and serve for all people of different ages for the whole year. The effects of common religious education increase day by day. While there were just 33 mosques in 1933, there were 39 mosques in the independency year of 1991, as of 2018 this number has risen to 2830. Relating the imams who work at mosques, it is not possible to speak about a systematic structure. Since imams are generally graduated from madrasas, their educational levels are very low. As they have not enough financial support and highly educated teachers, they cannot give good education to their students and cannot adopt themselves to the modern educational levels in teaching religious issues. In order to solve this problem, Muftiyat either sends students to abroad or gives in service trainings for imams. Another important problem in relation to imams is the way of assignment. There is no criterion for assignment of imams. They are not designated by the Muftiyat, but it just legitimizes those imams who are chosen by congregation. Imams receive neither any salary from the Muftiyat, nor they have any social assurance. They work either voluntary or their incomes are paid by people. Although all of these negative conditions, mosques and imams have a great importance on Kyrgyz people’s education, culture, worship, and moral teaching. It can be said that there are two kinds of education at mosques and masjids. One of these is “moldos”, some men of religion who gather students and give some religious knowledge without following any curriculum. Although some of them take education from some Arabic countries or Pakistan, their educational level is very low and cannot recite even the Qur’an correctly. In addition, they have very little knowledge about pedagogy and religious themes, and they have not enough educational experience. The second type of education at mosques and masjids is carried out through Friday sermons and preaching. However, this is not an effective way in giving religious education. Because the way in which the Friday sermon is given is not appropriate as a good teaching method. As the sermons are done in Arabic, there is no effective communication between the imam and the congregation. However, Friday sermons and preaching are very important for people’s religious education and socialization. This article firstly deals with the developments in religion in the times of freedom of the country, secondly, it examines the institution of Muftiyat to which all mosques are adhered and “State Commission for Religious Affairs” that register the mosques which the Muftiyat approves, and lastly gives information about mosques and their congregations in the country. It is a matter of fact that Europe is facing more and more crucial challenges regarding health and social care due to the demographic change and the current economic context. The recent COVID-19 pandemic has stressed this situation even further, thus highlighting the need for taking action. Active and Assisted Living technologies come as a viable approach to help facing these challenges, thanks to the high potential they have in enabling remote care and support. Broadly speaking, AAL can be referred (...) to as the use of innovative and advanced Information and Communication Technologies to create supportive, inclusive and empowering applications and environments that enable older, impaired or frail people to live independently and stay active longer in society. AAL capitalizes on the growing pervasiveness and effectiveness of sensing and computing facilities to supply the persons in need with smart assistance, by responding to their necessities of autonomy, independence, comfort, security and safety. The application scenarios addressed by AAL are complex, due to the inherent heterogeneity of the end-user population, their living arrangements, and their physical conditions or impairment. Despite aiming at diverse goals, AAL systems should share some common characteristics. They are designed to provide support in daily life in an invisible, unobtrusive and user-friendly manner. Moreover, they are conceived to be intelligent, to be able to learn and adapt to the requirements and requests of the assisted people, and to synchronise with their specific needs. Nevertheless, to ensure the uptake of AAL in society, potential users must be willing to use AAL applications and to integrate them in their daily environments and lives. In this respect, video- and audio-based AAL applications have several advantages, in terms of unobtrusiveness and information richness. Indeed, cameras and microphones are far less obtrusive with respect to the hindrance other wearable sensors may cause to one’s activities. In addition, a single camera placed in a room can record most of the activities performed in the room, thus replacing many other non-visual sensors. Currently, video-based applications are effective in recognising and monitoring the activities, the movements, and the overall conditions of the assisted individuals as well as to assess their vital parameters. Similarly, audio sensors have the potential to become one of the most important modalities for interaction with AAL systems, as they can have a large range of sensing, do not require physical presence at a particular location and are physically intangible. Moreover, relevant information about individuals’ activities and health status can derive from processing audio signals. Nevertheless, as the other side of the coin, cameras and microphones are often perceived as the most intrusive technologies from the viewpoint of the privacy of the monitored individuals. This is due to the richness of the information these technologies convey and the intimate setting where they may be deployed. Solutions able to ensure privacy preservation by context and by design, as well as to ensure high legal and ethical standards are in high demand. After the review of the current state of play and the discussion in GoodBrother, we may claim that the first solutions in this direction are starting to appear in the literature. A multidisciplinary debate among experts and stakeholders is paving the way towards AAL ensuring ergonomics, usability, acceptance and privacy preservation. The DIANA, PAAL, and VisuAAL projects are examples of this fresh approach. This report provides the reader with a review of the most recent advances in audio- and video-based monitoring technologies for AAL. It has been drafted as a collective effort of WG3 to supply an introduction to AAL, its evolution over time and its main functional and technological underpinnings. In this respect, the report contributes to the field with the outline of a new generation of ethical-aware AAL technologies and a proposal for a novel comprehensive taxonomy of AAL systems and applications. Moreover, the report allows non-technical readers to gather an overview of the main components of an AAL system and how these function and interact with the end-users. The report illustrates the state of the art of the most successful AAL applications and functions based on audio and video data, namely lifelogging and self-monitoring, remote monitoring of vital signs, emotional state recognition, food intake monitoring, activity and behaviour recognition, activity and personal assistance, gesture recognition, fall detection and prevention, mobility assessment and frailty recognition, and cognitive and motor rehabilitation. For these application scenarios, the report illustrates the state of play in terms of scientific advances, available products and research project. The open challenges are also highlighted. The report ends with an overview of the challenges, the hindrances and the opportunities posed by the uptake in real world settings of AAL technologies. In this respect, the report illustrates the current procedural and technological approaches to cope with acceptability, usability and trust in the AAL technology, by surveying strategies and approaches to co-design, to privacy preservation in video and audio data, to transparency and explainability in data processing, and to data transmission and communication. User acceptance and ethical considerations are also debated. Finally, the potentials coming from the silver economy are overviewed. (shrink)

Aphasia is a language disorder that occurs after a stroke and impairs listening, speaking, reading, writing, and calculation skills. Patients with post-stroke aphasia in Japan are increasing due to population aging and the advancement of medical treatment. Opportunities for adequate speech therapy in chronic stroke are limited due to time constraints. Recent studies have reported that intensive speech therapy for a short period of time or continuous speech therapy using high-tech equipment, including speech applications (apps, can improve aphasia even in (...) the chronic stage. However, its underlying mechanism for improving language function and its effect on other cognitive functions remains unclear. In the present study, we investigated whether intensive speech therapy using a newly developed speech support app could improve aphasia and other cognitive functions in patients with chronic stroke. Furthermore, we examined whether it can alter the brain network related to language and other cortical areas. Thus, we conducted a prospective, single-comparison study to examine the effects of a new speech support app on language and cognitive functions and used resting state functional MRI (rs-fMRI) regions of interest (ROI) to ROI analysis to determine changes in the related brain network. Two patients with chronic stroke participated in this study. They used the independent speech therapy system to perform eight sets of 20 randomly presented words/time (taking approximately 20 min), for 8 consecutive weeks. Their language, higher cognitive functions including attention function, and rs-fMRI, were evaluated before and after the rehabilitation intervention using the speech support app. Both patients had improved pronunciation, daily conversational situations, and attention. The rs-fMRI analysis showed increased functional connectivity of brain regions associated with language and attention related areas. Our results show that intensive speech therapy using this speech support app can improve language and attention functions even in the chronic stage of stroke, and may be a useful tool for patients with aphasia. In the future, we will conduct longitudinal studies with larger numbers of patients, which we hope will continue the trends seen in the current study, and provide even stronger evidence for the usefulness of this new speech support app. (shrink)

BackgroundMany genetic counseling studies have focused on anxiety status because clients of GC often feel anxious during their visits. Metacognition is known to be one of the causes of having an inappropriate thinking style. In this study, we examined the relationship between anxiety and the metacognitive status of GC clients according to their characteristics.MethodsThe participants were 106 clients who attended their first GC session in our hospital from November 2018 to March 2021. The survey items were the clients’ characteristics, anxiety (...) status at the time of the visit, and metacognitive status.ResultsHigh state anxiety and high trait anxiety were observed in 34.9 and 11.3% of clients, respectively. Clients who were a relative or had a family history were significantly more likely to have high state anxiety. As for metacognitive status, only negative beliefs about thoughts concerning uncontrollability and danger were associated with having an anxiety status. Furthermore, multivariate analysis showed that negative beliefs about thoughts concerning uncontrollability and danger were an independent determinant of higher state anxiety, but not being a relative or having a family history. Metacognitive status scores were significantly lower in clients than in the control group.ConclusionState anxiety was shown to be more dependent on negative beliefs about thoughts concerning uncontrollability and danger of GC clients than their characteristics such as being a relative or having a family history. The results of this study will contribute to the development of new GC psychosocial support measures to address the anxiety of GC clients. (shrink)

Since the 1990’s the rise of China provokes heated debates in the West. Numerous politicians and scholars, who study contemporary political affairs, pose the question, which will be the new role of China in international affairs? Many Western observers presume that China will act as the Western powers did in the past, promoting policy of domination, enslavement and gaining profits at all costs. The Chinese declarations on peace, co-operation, mutual interests, and harmony are often considered empty words, a certain decorum (...) of “real politics”, as it had been often practised in the West. An inquiry into the Chinese political and intellectual traditions, almost unknown in the West, challenges such widespread opinions and fears. Of course, it is an open question to which degree the traditional Chinese concepts will determine contemporary policy, since China had been westernised in enormous degree.Nevertheless, attitude to war, struggle, and competition constitutes one of the principal characteristics of each culture and appears closely related to its structure of values. Such attitudes determine political concepts and systems, foreign relations, norms of social life, etc. The analysis of Western and Chinese civilisations demonstrates that in this respect they represented divergent orientations. In Erich Fromm’s typology of societies, the Chinese culture could be considered non-destructive but aggressive, whereas Western civilisation could be called aggressive and destructiveOf course, there were great differences both within Chinese and within Western civilisations. Local/regional cultures belonging to each of them had their own characteristics in respect to struggle, and one could also notice great changes in the course of their histories. In general, at the dawn of these two civilisations, both of them were more or less bellicose, although in the cultures of the Chinese Central Plain “avoiding struggle” traits could be detected quite early. Appreciation of peace and harmony eventually prevailed with the predomination of the Confucian ideology, although Taoism and other schools of thought also condemned struggle and war. On the other hand, in the Mediterranean the bellicose cultures and war-mongering states prevailed. The beginning of this “great divergence” could approximately be dated for the middle of the 1st millennium BC, and the civilisations of East Asia and Europe took the opposite courses in theirsocial and political development. Struggle constituted a fundamental principle in the Western vision of the world-order, and its crucial archetype constituted the eternal struggle of Evil against Good, with the eventual triumph of God, who embodies Good and forces of Light. The Chinese tradition promoted instead the vision of the universe as one giant organism based on the principle of harmony, where Yin complements Yang. Hence both civilisations adopted the dualistic concepts, but one was antagonistic, and the second—complementary.In the 19th century, when Asian nations faced the colonial conquests, many of them tried to protect their independence and modernise themselves. For this end they tried to adopt not only Western armaments and military skills, but also Western bellicose ideology and values. Japan was obviously the champion of such a militarist course, but there were similar tendencies in China as well. Such bellicose ideology reached its apex there during the famous Maoist Cultural Revolution, when class struggle and bellicosity was exalted. The triumph of the Western bellicose approach and rejection of the traditional native heritage marked the century 1860’s–1960’s in China. However, after the unimaginable sufferings of the World War I and II, of Nazism and of communism, the West started to revalidate its traditions condemning war and violence. People started to appreciate peace and co-operation within and among nations. The United Nations and the European Union had been founded for such purposes: to promote peace and co-operation. However, the condemnation of wars did not halt military confrontation of the states, and the West still cultivates political ideologies, which propagate the “proper order” based on competition and struggle. Hence the concepts of multi-party democracy and of free market could serve as hallmarks of the West. In China, since the end of the 1970’s step by step the ancient ideological traditions have been appreciated again and the new concepts of peaceful and harmonious development evolved. At the beginning of the 21st century the Chinese leaders elaborated a new ideology of both harmonious domestic and international order aiming at peaceful development based on co-operation. Of course, there are still vivid the remnants of the previous Western-type approach of the brutal competition and of aggressive foreign policy.Notwithstanding divergent tendencies inside each of these civilisations, in general they both approach each other again, but this time in a common search for peace, cooperation and harmonious development. Their interpretations obviously differ, since in China such concepts are traditional, but rather new in the West, and in various respects both sides have different values and ideals. (shrink)

Two decades of independence of Ukraine and the free development of Ukrainian Christianity in Kyiv traditions indicate that the time of the underground life of the Ukrainian Greek Catholic Church and the communist past of Ukrainian Christians in general left deep marks in their souls and mentality and throughout Ukrainian society. New social problems, especially of a social and economic nature, have generated in this society a number of new spiritual and social negative phenomena and challenges that the Church is (...) looking for explanations and answers: a significant dominance of people in the material purpose and its negative impact on their spiritual freedom; the inner spiritual conflict in the souls of people between religious and secular consciousness ; the need for spiritual and social equilibrium and interconfessional understanding; the latest practical atheism; the phenomenon of the so-called "man of the Soviet" - "homo sovietikus", which manifests itself in the distortion of the representatives of this group of people historically established and traditional for the pre-Soviet period and restored rudiments during the independence of Ukraine of the Ukrainian social-spiritual worldview and religious mentality. Therefore, Ukrainian Christianity, in particular Ukrainian Catholicism, faces the task of realizing Christian "reinclusion" and the new evangelization of Ukrainian society to overcome the consequences of the atheistic Soviet past, which should be based on the experience of the Universal Church. The paper assesses the questions if and, if yes, how the republican conception of free statehood can and should inform a compelling understanding of a legitimate post-Westphalian political order. To answer these questions, it, first, reconstructs the foundational arguments of republican internationalists in favour of free states and, second, assesses the points of contention republican cosmopolitans raise. Third, it develops an alternative approach, a republicanism of plural polities: Based on a relational and multi-dimensional understanding of citizenship, the paper questions (...) the strong internationalist reliance on the citizenship-state-nexus and on statehood in general, but also takes issue with cosmopolitans’ neglect of the boundedness of democratic self-determination. A republicanism of plural polities as a multi-perspectival approach to democratic institution-building in and beyond the state is open to constellations of plural polities of different forms and on different political levels while simultaneously recognising the particularity of each ‘free polity’. It thereby adds a new dimension to debates on the political forms legitimate institutions can assume under post-Westphalian conditions and opens avenues for research on inter-polity relations, on more complex constellations of self-rule and shared rule as well as of multilateral decision-making, on sovereignty and independence. The collapse of the Soviet Union and former Yugoslavia was followed by the achievement of independence by a number of the republics they used to comprise. This gave rise to the appearance of what the author calls ‘quasi-states’ on the territory of the newly independent entities. Emerging from ethnic conflicts, the new units are being kept going by the action of an external protector (be it Russia, Armenia, Serbia or NATO). A quasi-state does not enjoy full international recognition, (...) but functions nonetheless as a genuine state entity with its administration, army and financial system – all controlled by the protector. Its existence continually threatens the peace and security of the region in which it is situated, keeping it in a state of permanent tension. (shrink)

National history has once again become a battlefield. In internal political conflicts, which are fought on the terrain of popular culture, museums, schoolbooks, and memorial politics, it has taken on a newly important and contested role. Irrespective of national specifics, the narratives of new nationalism are quite similar everywhere. National history is said to stretch back many centuries, expressesing the historical continuity of a homogeneous people and its timeless character. This people struggles for independence, guided by towering leaders and inspired (...) by the sacrifice of martyrs. Unlike earlier forms of nationalism, the main enemies are no longer neighbouring states, but international and supranational institutions. To use national history as an integrative tool, new nationalists claim that the media and school history curricula should not contest or question the nation and its great historical deeds, as doubts threaten to weaken and dishonour the nation. This book offers a broad international overview of the rhetoric, contents, and contexts of the rise of these renewed national historical narratives, and of how professional historians have reacted to these phenomena. Agricultural modernisation is a longstanding goal of China’s Party-state. Since the early 2000s, it has pursued this goal through policies designed to facilitate land consolidation and support the expansion of large agricultural enterprises – ‘New Agricultural Operators’ (NAOs). In this paper we explore the effect of these policies on the livelihoods of a cohort of smallholder orange growers in the mountainous regions of Hubei province and the local political economy. An analysis of data from a 2019 survey of 266 households (...) and interviews with villagers, agribusiness executives, cooperative leaders, and government officials, we find smallholder farmers are earning good incomes as independent commodity producers, withstanding attempts by local officials at land consolidation, and bypassing NAOs to self-determine their own modes of production and exchange. Our results speak to the ongoing debate about the future of smallholder farming in China, identify the strengths and limitations of recent state-centric analyses of agrarian transition, and re-iterate the pitfalls of the central government’s agricultural modernisation agenda.
