The article describes manners in which history and culture influenced the details of the iconographic canon in the art of Orthodox church. The author was interested in relations existing between beliefs and their iconographic representation. Changes of the imagery of the damned in historical context portrayed in the Last Judgment icons painted in selected Orthodox churches in Romania came under the investigation of the author. Romanian icon painters using Byzantine characteristics of representation introduced some significant modifications into the canon. (...) We can divide icons of the Last Judgment into two groups – on the one hand we see sinners who rebelled against the moral canon of Christianity, on the other there are some nations unknown to Romanians, foreign people of various nationalities and faiths that can be grouped into a few categories. The largest of them is composed of pagans (Turks, Tartars and Arabs), infidels (Jews) and heretics (Armenians and Latin rite Catholics). With time this tradition turned into customary painting of the Last Judgment icons in Romania. It disappeared in the 20 th century, only to be reborn with the fall of the communist era in new historical contexts. Old enemies of the Orthodox were replaced by new ones, the representatives of the greatest totalitarian systems in the 20 th century – fascists, Nazis, communists; terrorists – the Muslims and their leader (Bin Laden) as well as contemporary Romanian politicians, who are being eternalized in the Last Judgment icons on the walls of Orthodox churches. According to our understanding, when we discuss about the religious life in Romania, one must take into account, first of all, the characteristics of this people, its culture and traditions that are over two millennia old. The similarities and differences with the organization and functioning of other religious systems in Europe and around the world cannot and must not exclude the defining elements of a people that has asserted its origins and defended its spiritual integrity over the centuries. In our (...) country there is a close connection between the history, culture, spirituality and education of this people of Latin origin and mostly of Orthodox faith. Starting from these realities, the Romanian Orthodox Church had an important role in preserving the values and national identity in the face of the frequent stepsons of history. Regarding interreligious education in Romania, it is done in public schools, with the discipline of Religion, where, especially in high school, there are classes in the History of Religions in which one learns about religious traditions around the world and how to interact with people belonging to other denominations, religions and ideologies. The phenomenon of migration increases in our country from one year to another producing important changes in terms of economic, cultural, social and religious realities. Taking into account all these realities, the state must promote policies that protect migrant populations and defend human rights for these communities. At the same time, they must be actively involved in protecting families where one or more members are working abroad and in the process of educating children who remain in the care of relatives. Bloomsbury, 2021. 376pp.Far from “mourning” the demise of theory, this timely and thoughtfully curated essay collection testifies to its “renewed vitality,” its compelling presence “across (...) fields, domains of life, and geocultural boundaries,” and its power to build an ever-expanding world community of practioners who are forming what has come to be known as a “theory commons” (ix). As the collection’s editors point out, theory’s new lease on life hinges on ensuring both the democratic workings of this “world discourse formation” (1) and on the responsible theorizing of the very notion of community in “a world threatened by all kinds of anti-communal actions and reactions, from runaway globalization to exacerbated tribalism and tunnel-vision politics” (x). Working on the margins, specifically, out of a Romanian “lab” called The Critical Theory Institute (CTI), which opened its doors in early 2000, the contributors seek to revise the “standard history of theory,” one whose “Western origins, authority, and cultural compass ” strike them as “exceedingly reductive” (3). This project of geotheoretical repositioning and recalibration aims to recast theory as a “quintessentially cross-linguistic, cross-cultural, trans- and intercontinental undertaking” (4). As such, it carries on the project, launched in a previous volume, Romanian Literature as World Literature (2018), of fashioning an alternative to the nation-state paradigm that has long shaped literary and intellectual histories. In both of these works, Romanian critics and theorists have tuned into a wide range of voices, and tapped into a shared conceptual and methodological apparatus—itself the product of “an ethno-linguistic medley of traditions” (8). This approach informs what editors see as the “epoch-making” (17) discursive paradigm that has taken shape in globally networked post-Cold War societies (17), a viral model of cultural influence that fosters an ontology of “contact, contagion, of infection, dissemination, and horizontal accumulation” (15).To give us a sense of theory’s complex genealogy and evolution, the editors reference the Bulgarian critic Galin Tihanov, who has attributed [End Page 122] important developments in contemporary theory to the achievements of theorists (Nikolai Trubetskoi, Roman Jakobson, Vladimir Propp, and Georg Lukács) and schools of thought (Russian Formalism and the Prague Linguistic Circle). Humanistic and ethical thought existed in China already in the ancient culture period, and was strongly enhanced during the Spring and Autumn era. Based on this background and foundation, Confucius is ‘a creator of the paradigm’ of Chinese philosophy, and Lao-Tzu is ‘an original metaphysician,’ both establishing the basic tendencies of Chinese philosophy. After that, the philosophies of pre- and post-Qin eras, all continued to develop along their thought. Chinese philosophy has several characteristics, including the unity of nature and man, (...) truth and goodness, cognition and behavior, ontology and cosmology, humanity and natural law, the theory of human nature and values and many others. Its theoretic framework and basic structure aims to enlighten what humans ought to be - a question at the core of Chinese culture, reflecting the national spirit. For a better understanding of the present situation in Romania it is necessary to go beyond the limited political approach, i.e., to seek the germs of contemporary conflicts in the history of that country — especially in the history of the Romanian Communist Party. We have to mink about the origins of Romanian communism in 1921, when the Socialist Left split into a strong and active radical minority and a “reformist” traditional Social-Democratic wing. The situation of the Left (...) in Romania was further complicated by an ethnic syncretism. Because of the incorporation of Transylvania, Bessarabia, and North Bukovinaand the subsequent national, social, economic, and cultural claims of the Hungarian, German, Jewish, Ukrainian, and Russian minorities, the ethnic problem became an obsession during the inter-war period. This study analyzed the national data on life-sustaining treatment decisions from 2018 to 2020 to find out the characteristics of South Korea’s end-of-life procedure according to the decision-making approach and process. We collected the data of 84,422 patients registered with the National Agency for Management of Life-sustaining Treatment. We divided the patients into four groups (G1, G2, G3, and G4) according to the decision-making approach. A descriptive analysis of each group was conducted using indicators such as the patient’s (...) age, status, diagnosis, and content of forgoing life-sustaining treatment. Additionally, logistic regression analysis was performed by dividing the patients into self-determining (G1, G2) and non-self-determining patients (G3, G4). Cancer was the most common diagnosis for each group. The period from life-sustaining treatment decision to implementation was 10.76, 1.01, 0.86, and 1.19 days for G1, G2, G3, and G4, respectively. In the logistic regression analysis, the self-determination ratio was higher for 40–49 years old and lower for cardiovascular disease and gastrointestinal disease. Age was has a major impact on life-sustaining treatment decisions (LSTD), and with increase in age, the family, and not the patient, made the LSTD. The LSTD method also differed depending on the disease. The self-determination rates of patients with circulatory or digestive diseases were somewhat lower than that of those with neoplastic diseases. The period from decision-making to implementation is short for end-of-life care. (shrink)

As study of knowledge, epistemology attempts at identifying its necessary and sufficient conditions and defining its sources, structure and limits. From this pointof view, until present, there are no applied approaches to the Romanian archaeology. Consequently, my present paper presents an attempt to explore the structural characteristics of the knowledge creation process through the analysis of the results of a series of interviews conducted on Romanian archaeologists. The interviews followed a qualitative approach built upon a semi-structured frame. Apparent (...) data saturation was reached after four interviews within initial target group (senior researchers with institutional authority). Under these conditions a decision was made to continue the interviews within a secondary control group (young doctoral or post-doc researchers guided by members of the initial target group) in order to both verify the observed data saturation and to assess the impact of the attitude of senior researchers towards scientific research on the younger generation. The preliminary results allow to assert that Romanian archaeology is still caught in a highly conservative and intradisciplinarian manner of knowledge production with a negative effect on both new knowledgeproduction and future specialists’ education. The link between language and thought formed a major new exploration of twentieth-century philosophy. Languages nuance our ideas and perceptions. Though from various angles, Heidegger, Derrida, Wittgenstein forged new ways of understanding the relationship between our views of the external world and our culturally and linguistically pre-determined modes of expression. Another giant in this field of exploration is the Romanian philosopher Constantin Noica (1909-1987), who has so far remained generally unknown to the Western World because of the Iron Curtain. (...) The Romanian Sentiment of Being (Sentimentul românesc al ființei), first published in Romanian in 1978, is a philosophical work at the intersection of metaphysics and philosophy of language. The title of this book may be deceptive. "Romanian" does not mean ethnically circumscribed; it does not limit ontology to nationality but rather reflects on how language can carry ontological thought. The Romanian Sentiment of Being invites the readers to meditate on the fundamental theme of being and how it is expressed in a culture in time. This being in time marks the tension between moment and eternity, captured in the fairytale "Ageless Youth and Deathless Life" ("Tinerețe fără batrânețe și viață fără de moarte"), which Noica interprets in detail. The translation of the story will be found in the appendix. Noica also analyzes one of the most famous poems in Romanian, Mihai Eminescu's "The Evening Star" ("Luceafărul"), and readers will find its translation in the appendix. (shrink)

This paper deals with the Romanian experience as a developer of projects and investor of resources in the countries of the Global South during the 1970s. It follows the country’s grand narrative in its Communist Party’s documents, as compared to that of the statements of the international meetings of the commu­nist parties in the 1960s and 1970s and to that present in the party’s newspaper Scinteia, and in contrast to documents of the political executive committee of the Romanian (...) Communist Party collected from the Romanian National Archives and the Council for the Study of the Securitate Archives. The purpose of this research is to analyse the Romanian solidarity messages in the party discourse, their degree of compliance with the solidarity messages of the rest of the countries in the socialist camp, actual actions of humanitarian assistance in the countries of the Global South, and how those actions and messages were filtered and transmitted to the Romanian readers of print press. The results indicate a discrepancy between public discourse and archival discourse on the one hand, and the nature of information disclosed to the public, on the other. (shrink)

National history has once again become a battlefield. In internal political conflicts, which are fought on the terrain of popular culture, museums, schoolbooks, and memorial politics, it has taken on a newly important and contested role. Irrespective of national specifics, the narratives of new nationalism are quite similar everywhere. National history is said to stretch back many centuries, expressesing the historical continuity of a homogeneous people and its timeless character. This people struggles for independence, guided by towering (...) leaders and inspired by the sacrifice of martyrs. Unlike earlier forms of nationalism, the main enemies are no longer neighbouring states, but international and supranational institutions. To use national history as an integrative tool, new nationalists claim that the media and school history curricula should not contest or question the nation and its great historical deeds, as doubts threaten to weaken and dishonour the nation. This book offers a broad international overview of the rhetoric, contents, and contexts of the rise of these renewed national historical narratives, and of how professional historians have reacted to these phenomena. Over the past 20 years, along with official endeavors directed towards the accession of Romania into the European structures, political parties tried to integrate themselves into wider European families. Approaching the European People’s Party (the most prominent group in the European Parliament) - dominated by Christian democrats whose existence was largely influenced by the Catholic social teaching - seemed to be one of the most difficult tasks. For their first European elections held in 2007 several Romanian political parties - (...) apart from the National Christian Democrat Peasant Party (a member of the European Christian Democratic Union since 1987) - changed their orientation and claimed themselves as Christian Democratic. This article intends to explore the extent to which Romanian political parties who assert themselves as Christian-democratic can be considered to belong to this political family or whether their claim has a rather administrative motivation. This article presents an analytical overview of the critical modernisation features of Socialism with Chinese characteristics doctrine in the new era, which was proposed at the 20th National Congress of the Communist Party of China. The authors reconstructed and systematically represented the central philosophical and political principles of the doctrine of Socialism with Chinese characteristics in the context of the fundamental principles of Chinese Marxism. The authors also analysed and presented in a systematic form the essence and basic theoretical (...) principles of the concept of Socialism with Chinese characteristics following Xi Jinping's works and reports. The study includes a comparative analysis that concludes with the critical features of the modern concept of socialism with Chinese characteristics. These features embrace the need for constant modernisation of the very doctrine of socialism with Chinese characteristics, the state management system, as well as social and cultural practices, which are possible through the implementation of innovations and the integration of modern philosophical thought with traditional Chinese philosophy and culture. The article concludes that the main feature of the modernisation of Socialism with Chinese characteristics at the current stage reveals in the development and implementation of a system of creative practices at the level of everyday culture, high-tech sectors of social production and the practice of intercultural communication within the framework of China's Belt and Road Initiative. In the discussion, the authors argue that implementing creative practices and creative industries could become an effective tool for developing China's Belt and Road Initiative in European countries and improving mutual understanding in the intercultural communication practices between China, European countries, and Ukraine. In the last decades, scientific developments are largely discussed and debated mainly at the media level. Based on the agenda setting model, the importance of a certain theme is given by the frequency of its appearances in mass-media. Within this context, this paper focuses on the issue of stem cells and its media coverage in Romania. Using content analysis of the most read national newspapers, the research aims to emphasize two relevant aspects: the stem cells issue is only partly (...) visible in the written media and the debate between ethics and science is rather non-existent. This article examines the making of Romanian diplomatic practices during the first two decades of the Cold War by analyzing the activity of the Romanian Institute for Cultural Relations with the Foreign Countries in the field of architecture. I investigate how transnational cultural exchanges conducted jointly by party members and architects adjusted the professional careers of the latter. Questions related to what was good or bad, which images were still valid iconic representations of the country, what values the (...) architects should share, or how to depict architecturally modernisation and the nation dominated the IRRCS debates. Using archival information consisting of reports of cultural activities abroad, foreign travelers’ statements, itineraries, exhibitions’ materials and photographic records etc., I address Romania’s self-representation practices at home and abroad constructed in relation to the Other – the Easterner and Westerner, in close connection to the shift in the country’s economic interests. In this third article on the role of international comparative practices in the formation of national health care systems I discuss a familiar group of systems-builders--medical professional organisations--and so focus on some early comparisons undertaken by organised groups of doctors. So far in this series I have argued that any attempt to make international comparisons--whether in the 19th-century or today--is bound to be based on a 'characteristically national' understanding. Not infrequently such an understanding finds its clearest expression in (...) the very act of undertaking practical tasks like 'comparing'. Dependent on whether comparisons are carried out by individuals privately, collectively by larger groups within the medical profession, or by government agencies the descriptions of 'national characteristics' (of medical organisation, institutional formation, clinical practice, research, public health and education) will differ in emphasis. -/- The examination of collective professional attempts at international comparison can enhance our understanding of the cultural distinctions that were incorporated by emerging national medical professions. This process can show which aspects of foreign medical systems were deemed pertinent, and also reveals methodology. (The first, “Interrogating Tradition,” was held at Rutgers University, 13–16 November 1997.) The Romanian conference, which was held in the (...) Elisabeta Palace in Bucharest (27–31 May 1998), was devoted to “Culture and the Politics of National Identity in Modern Romania.” Over forty scholars, mainly from Romania but some also from the U.S., France, Germany, and Hungary, gathered to discuss a variety of questions about Romanian society, past, present, and speculative future; and they were joined by at least as many visitors, especially students, from the local area and beyond.Topics discussed included politics, language, economics, historiography, religion, education, philosophy, ideologies, intelligentsia, particular intellectuals, minorities, and women (though not Gypsies or gays). Under this riot of rubrics a wide range of questions were posed in interdisciplinary fashion, with frequent, sometimes impassioned interventions. What is—was, might have been, can be—Romania? Who is a Romanian (and who not)? What is Romania’s relation to the West and the East? (And what are the “West” and the “East”?) To modernity, to modernism, to modernization? What is—has been, should be—the function of intellectuals, of political and cultural elites, in understanding the Romanian past and in setting a course for the future? What, more generally, is the role of history in answering such questions? Or is history perhaps (as Karl Krause remarked of psychoanalysis) the disease for which it claims to be the cure?Keith Hitchens’s keynote address suggested that rehashing old essentialist debates might not be productive at millennium’s end, but the conference itself could not avoid some excursions down the paths of memory and myth. For historians, Western historians anyway, Romania seems to have too many pasts. Located at the juncture of four previous empires, Romania is a mosaic, or perhaps a pandemonium, of ethnic, religious, economic, and ideological groups that can only imagine, or invent, a nationality. Geographically (and in many ways culturally) remote from the West, Romania for a long time (as Sorin Antohi remarked) lacked both a public sphere and a civil society; and suffering “a Counter-Reformation without a Reformation” (Alexandru Dutu’s phrase), it has not enjoyed a tradition of religious or ethnic toleration. Nor have either the Germans or the Jews (as Glass said) found their own unity within the changing borders of the modern Romanian state. Not until the nineteenth century did Romania develop, out of its Boyar background (as Siupiur argued), an intellectual elite that could create a modern national history and help turn “peasants into Romanians” (Antohi’s phrase); and even then this elite seemed more attracted to conservative [End Page 735] (Herder, Savigny, Burke) than to liberal views of autochthonism. Many features of Western modernity, such as Newtonian science, reached Romania late, and indeed there was a retrograde movement against liberalism under the aegis by orthodox religion. In any case this intelligentsia has been as fragmented and multiform as the Romanian past itself. True, some Romanian scholars like to posit a mainstream tradition, “excesses aside,” as one speaker put it—but how, asked another, can historians put “excesses” aside from the devastating perspective of this century?Political and cultural self-examination was the dominant theme of this conference. Nationality, said Pippidi, depends on three factors, viz., name, language, religion, and territory. The Romanian name dates from the tenth century, indicating a separation of the Roman from the Greek tradition in Wallachia; and from the seventeenth century the idea of a mainly Roman provenance was given privilege. As a language, “Romanian” was spoken in the late Middle Ages, but the first written document is dated 1521. The principal religion in Romania was and is Greek orthodox, although there are also Roman Catholic, Jewish, Islamic, and German Protestant communities, as well as the Uniate church created in the eighteenth century. There is a sizeable group of self-described Christian companies which have declared their belief in the successful merging of biblical principles with business activities. As these companies have become more visible, an increasing number of anecdotal newspaper and magazine articles about these companies have appeared. Surprisingly, no rigorous research has been conducted prior to our recent study. This article provides national estimates of the size and predominant characteristics of self-identified Christian companies. This far-ranging and ambitious attempt to rethink postcolonial theory's discussion of the nation and nationalism brings the problems of the postcolonial condition to bear on the philosophy of freedom. Closely identified with totalitarianism and fundamentalism, the nation-state has a tainted history of coercion, ethnic violence, and even, as in ultranationalist Nazi Germany, genocide. Most contemporary theorists are therefore skeptical, if not altogether dismissive, of the idea of the nation and the related metaphor of the political body as an organism. Going (...) against orthodoxy, Pheng Cheah retraces the universal-rationalist foundations and progressive origins of political organicism in the work of Kant and its development in philosophers in the German tradition such as Fichte, Hegel, and Marx. Cheah argues that the widespread association of freedom with the self-generating dynamism of life and culture's power of transcendence is the most important legacy of this tradition. Addressing this legacy's manifestations in Fanon and Cabral's theories of anticolonial struggle and contemporary anticolonial literature, including the Buru Quartet by Indonesian writer Pramoedya Ananta Toer, and the Kenyan writer Ngugi Wa Thiong'o's nationalist novels, Cheah suggests that the profound difficulties of achieving freedom in the postcolonial world indicate the need to reconceptualize freedom in terms of the figure of the specter rather than the living organism. This volume asks which national histories underpinned which national identity constructions in almost every nation state in Europe during the nineteenth and twentieth centuries. It explores the construction of national identities through history writing and analyses their interrelationship with histories of ethnicity/race, class and religion.

This article analyzes Orthodox influence on developing national identity in modern Ukraine. The authors state that the factor of national specificity of Christianity is evident if we consider nations, especially in Central and Eastern Europe. In addition, Christianity influences the development of national cultures and has acquired the national characteristics of a particular community. Also, the war in Ukraine, which was started by the Russian Federation on 24 February 2022, has significantly impacted socio-cultural processes in Ukraine, (...) the functioning of national identity, and the religious situation, especially regarding the Orthodox churches. Authors pay attention to the reference to the topic of national identity in the documents and sermons of the Orthodox Church of Ukraine to show how the Orthodox hierarchies treat these issues. In addition, they study the ideologies that the Russian Orthodox Church creates and tries to impose through the faithful of the Ukrainian Orthodox Church churches of the Moscow Patriarchate as a dominant cultural, religious, and political discourse. Durkheim and National Identity in Ireland uses the classical sociology of Durkheim, in association with established theories of nation formation, to explore the development of opposed national identities in Ireland and Northern Ireland. James Dingley looks at Catholicism, the core of Irish nationalist identity, and draws upon its established sociological association of pre-industrial, rural peasant society and culture. By contrast, Dingley reviews Protestantism as the core of Ulster identity, with the equal association of industrial, scientific society, as the (...) key elements in explaining why Ulster Unionists evolved an opposed and incompatible culture and identity to Irish nationalism. These underlying religious philosophies of Catholicism and Protestantism illustrate how religion acted as a symbolic representation of socio-economic separate development, and examine a Durkheimian analysis as an alternative approach to conflict resolution in Northern Ireland. Transylvania is well-known as a multi-ethnic and multi-denominational province. Before 1918, the Romanians in Transylvania had not had a state of their own in which they could enjoy all the rights and freedoms the other inhabitants of the province benefited from, even though Romanians had represented, throughout the centuries, two thirds of the province’s population. The aim of this paper is to argue that beyond their Christian mission, the Romanian Churches in Transylvania had specific characteristics resulting from the conditions (...) in which the Romanians had lived in the province before World War I. The ecclesiastical publications assisted the higher clergy and the parish priests to be not only spiritual shepherds of their communities, but also counsellors guiding the believers in their everyday lives. The rather diverse content of these circulars, pastoral letters, brochures, articles published in the ecclesiastical press, etc., suggests the tremendous contribution that the Romanian Churches brought to the modernization of the Transylvanian society. The article analyzes the interaction of Orthodoxy and the state and its role in asserting national identity in the context ofRomania’s modernization process. I have developed the concept of tendential modernity for studying the distinctive nature of Romanian modernity Modernity in Romania focused primarily on national and geostrategic problems, due to the absence of a state encompassing all Romanians. The Orthodox Church had been recognized as a symbol of national identity, therefore it was included among the (...) basic institutions that would support the national project, in order to serve the new purposes imposed by modernity. In the context of the modernization process undergone by Romanian society, the church is not separated from the state, but becomes a church of the state, a church whose prerogatives are established by the secular power; thus the church is defined as an institution that is embedded in the process of modern change decided by the state. As a matter of fact, modernity itself was ambivalent and ambiguous, which influenced decisively the role of Orthodoxy in the assertion of Romanian identity. (shrink)

This article examines the contending redefinitions of national identity in contemporary Germany's memorial culture, focusing particularly on the ensemble of monuments and parade fields known as the former Nazi Party rally grounds in Nuremberg. In a detailed case study, I analyse the recent conversion of one of the physical remnants of National Socialism – Albert Speer's transformer station – into a fast-food restaurant and interpret this conversion as a novel contribution to the discourse on German nationhood. I argue (...) that the provocative commercial reutilisation of the former Nazi monument gives expression to a renewed self-confidence that Germany has gained from displaying a willingness to face up to its past as perpetrator nation. While the intervention thus deviates from the self-indicting spirit that had been characteristic for Germany's memorial culture after World War II, an ironic note is conspicuous in this act of commemorative politics that indicates a way of dealing with the fascist legacy that is, surprisingly in some respects, superior to more conventional memory strategies. Romanian interwar geopolitics emerged mostly through a radicalization and instrumentalization of sociology, seen as a militant science serving the nation-state. Geography re-defined itself as both geohistory and geopolitics and tried to articulate German Geopolitik and French géographie politique in order to create a science of national and global spaces compatible with this new sociology. Geopolitics became, at the end of the 1930s and during WWII, a major discourse in national politics and gathered a group of scholars, public (...) administrators, and military elites, who aimed to quickly and massively transform the nation and the state. Two important local scholars, the sociologist-demographer Anton Golopenţia and the geographer-turned-sociologist Ion Conea, were central in constituting geopolitics as an important political language and an instrument of state reform inside a radical biopolitical project. This work intends to discuss about the first generation of Romanian womenpainters within the wider context of the condition of woman within the Romanian society during the end of the 19th century and the beginning of the 20th. We will develop the following path: a) the movement of women’s emancipation in Romania – characteristics and phases; b) the Romanian art-world and this movement of women-painters.

New York: Routledge, 2002. Pp. ix + 169. Cloth $80.00. Georgios Varouxakis is a leader in the new generation of Mill scholars, and his work is exciting and provocative. Well-versed in recent debates over nationalism, colonialism, orientalism, and racism, he aims to address rather than avoid questions about Mill's supposed imperialistic (...) and racist leanings.Although slim and rather costly, Mill on Nationality marks an important statement of Varouxakis's extensive research on Mill. It "offers a study of Mill's attitudes and pronouncements on nationality, patriotism, national character, national self-determination, and related issues, based on a great range of writings, from his major works through his innumerable journalistic articles to his voluminous correspondence. Writings that prove particularly useful and illuminating are those related to France and his constant Franco-British or Franco-English comparisons, as well as his writings on Ireland and the Irish question, the Celtic peoples more generally, India, and, last but far from least, his pronouncements on Englishness, the "English national character," and his recipes and subtle strategies aimed at its education and "improvement" (5).The book delivers. If the prose at times suggests a lightly reworked dissertation, Varouxakis does nonetheless cheerfully maul scores of commentators on Mill whose works betray a less-than-intimate familiarity with the Mill corpus—e.g., everyone from Will Kymlicka to Bhiku Parekh. Varouxakis's criticisms reflect his methodology; he aims to trounce "misinterpretation due to lack of adequate contextualization and to insufficient conversance with Mill's overall thought" (8). But as with so many champions of this approach, he plainly adores the subject of his hermeneutical efforts, who emerges as a very bright light amid the dimness of later commentary on him. Referring to a passage from Mill's Inaugural Address to the University of St. Andrews, he writes that this "is impressive indeed: the thinker who is associated (wrongly) with so-called elitism, asserts that as complex an area of policy as foreign and international policy should be under the close scrutiny of the citizens and that it is a gross dereliction of duty if citizens fail to scrutinize their country's foreign policy and international comportment using as an excuse that international law is too complicated to understand. This is a very demanding conception of citizenship and a very lofty and high-minded perception of what constitutes a good citizen and a good patriot" (125-6). That it remains a relevant one is clear—indeed, "Mill's conception of the relationship between obligations to country and obligations to mankind was close to that of [Martha] Nussbaum" (118). For both, patriotism is commendable only when it conduces "to the interests of the whole of humanity" (116).As for racism, one of the most explosive issues in Mill studies, Varouxakis helpfully urges that discussions "about national and... cultural characteristics were, in Victorian Britain, inextricably associated with discussions about 'race,' and the term, 'race,' was often substituted for nation, nationhood, or national character" (39). Mill often used the term "race" in a loose way, discussing national characteristics "without reference as to whether they were biologically inherited or simply cultural traits occurring in these groups" (41). Moreover, "while accepting vaguely that racial origin is one of the factors influencing the formation of national character, Mill went further to establish that racial predisposition in itself could prove nothing and was liable to be modified out of any recognition through the agency of circumstances such as institutions, historical accidents and human effort" (43). In fact, for all his criticisms of the historical naiveté of the Enlightenment, Mill, in such mature works as The Subjection of Women, offered "not only a theoretical rejection of biological determinism, but also... an unequivocal belief in the malleability of human nature and therefore in the improvability of the character of various nations" (47).To be sure, disturbing questions remain. Various authors emphasize an important aspect of the secular context of the contemporary world: the transfer of symbolic power from religion to political ideologies. National ideology enjoys a particular place. In the circumstance of cohabitation between religious minorities and the majority within a national state, solutions must be found that ensure the ground for religious pluralism and freedom. The paper in question aims at analyzing the prerequisites that will render possible cohabitation and mutual recognition between the minority groups (...) and the Orthodox majority within the Romanian context. Due to the cultural diversity of Romania, the state has to elaborate multicultural policies in order to ensure opportunities for affirming the plural religious identities that can be found within the national state. Notwithstanding the advantages of physical power, the struggle for survival among societies is not merely a matter of serial armed clashes but of the nation's spiritual resources that in the end always decide upon the victory.

The application of the latest technologies in biology and medicine has brought them to a qualitatively new level of possibilities. Worldwide, biobanking is actively developing through the creation of biobanks of various types and purposes, whose resources are used to solve therapeutic or scientific problems. Legal science remains an open question concerning the boundary that runs between the right to data protection and the scope of disclosure of data needed for medical purposes. In this article, the author considers peculiarities of (...) data processing in the context of biobanking activity on the example of Austria and its national legislation. In addition, the article reveals features of the approaches of the European Court of Human Rights (ECtHR) and the Council of Europe to the issue of biobanking in general, its characteristics in the context of data, and legal regulation of this phenomenon in the national law of states. The author devoted an important part of the study to the role of Austria’s experience in the context of data processing for scientific purposes and the development of biobanking for a number of other European states. The aim of the article is to analyze the Austrian legislation on data processing for scientific research and biobanking, the attitude of the Council of Europe to this phenomenon, and the practice of the ECtHR, as well as to consider the impact of the current world situation on these activities. The leading method of research used in the article is the formal-legal method. The article analyzes the Austrian law in the context of data processing in medical research, the relationship of the specifics of personal data protection, and the need to disclose them for scientific purposes. The author pays special attention to the influence of Austrian law on the legislation of other countries, which is reflected in the conclusions to the article. In addition, based on an analysis of the application of the Austrian experience to the legislation of Poland and Ukraine, the author points out the necessary changes that should be made in the laws of these countries. Ho Chi Minh City is a city which has received and accumulated many cultures and religions from around the world, from Oriental culture to Western civilization, from West Asian and East Asian cultures to South Asian and Southeast Asian cultures. The cultures of some African and Latin American countries have also arrived recently. Most world religions, regional religions, national religions and even new religions are present in the city. The characteristic of religions and cultural identities of Ho Chi Minh (...) City is in the process of transformation, receipt and selection of the cultural and religion elements of those cultures. Based on the research results of a scientific research on the topic, “Cultural and religion life in Ho Chi Minh City in the era of international integration”, we would like to share some opinions about the characteristics of culture and religions in the process of cultural exchange, acculturation and accumulation of Ho Chi Minh City from traditional to modern stage. In June 1992, a national mail survey was directed to 204 state inpatient psychiatric institutions. This study was implemented following the 1992 Joint Commission on Accreditation of Healthcare Organizations (JCAHO) requirement that hospitals put in place some means with which to address ethical issues. The goals of the study were: 1. to examine state mental hospital characteristics and their response to the JCAHO requirements; 2. to describe healthcare ethics committee (HEC) composition, function, and role; 3. to study patient and (...) family access to a HEC; and 4. to discover ethical issues most frequently addressed. The survey response rate was 71%. Of the 145 responders, 62 had HECs in place, and 53 were in the process of implementing HECs. There were no differences between JCAHO accredited institutions and non-accredited facilities with regard to having HECs. Physicians accounted for 22% of HEC membership, followed by nurses (15%), and administrators (12%). Twenty-six percent of facilities systematically notified patients about existence of the HEC; 71% of facilities had no patient request for HEC services in the last year. A patient's danger to others, and resuscitation policy were issues most frequently (23%) heard by HECs. (shrink)

Public discourse on religious matters is a sensitive issue in Romania. It has raised heated debates for at least two reasons: on the one hand, the repressive policy of the Communist regime concerning religion created a strong boomerang-effect, a religious renaissance after 1989; on the other hand, there is a deep cleavage between the “two Romanias:” the urban and the rural, the modernized and the traditionalist, the liberal and the conservative. Religion still serves as a major cultural marker of (...) class='Hi'>national identity, and the church is one of the most trusted institutions in Romania. We are exploring the hypothesis that the 2006-2007 religious icon scandal in Romania is a typical example of heated public debate in a transitional society. (shrink)

After the fall of Communism, the Romanian Orthodox Church was forced to face its recent past, scarred by its collaboration – harshly criticized in the early 1990s – with the Ceauşescu regime. The Church’s turn to its memory of the interwar period in order to legitimize the (re)casting of Orthodoxy as a public religion was also problematic. Based mainly, but not solely on the analysis of public discourses originating with the Orthodox Church hierarchy and clergy, this paper will address (...) the discursive strategies the Orthodox Church adopted in order to tame the memory of its recent past. We propose to investigate the main issues at stake, and the consequences of the choices the Church makes in re-weaving the memory of its recent past(s). It will be shown that the memorial reconstitution of the two periods remains unbalanced. On the one hand, the Church has used to its advantage some parts of the memory of each period. Yet in both cases, efforts to obscure potentially problematic facets of memory, such as the choice of collaboration/accommodation with the communist regime or the close connexion between prominent Church personages and the Legionary movement remain eminently counter-productive. However, such proceeds fail to exorcise the remaining skeletons in the closet and bar the path to the ‘appeasement’ of memory. (shrink)

ROMANIAN CONTRIBUTIONS TO THE HISTORY OF PHILOSOPHY do not constitute themselves in an orderly and continuous system of their own. Nor are they indispensable to the serious student of central human reflections and searches for truth. Their real interest is a historical one and, in the light of the globalized civilization of the twentieth century, one of cultural geography. A national community placed at the margins of Western culture, pertaining to it, but not quite able to synchronize its (...) intellectual or socioeconomic development with that of the West, while definitely unwilling to accommodate itself to non-Western modes of existence and thought-such were the circumstances that invited the discovery of philosophical discourses in which some key Western dilemmas and concepts could be qualified. Romanian philosophizing was and remained largely Western in its orientation, but Byzantine and Russian influences are acknowledged. Even more powerful was the sense that the experience of the Carpathian-Danubian area entitled the intellectual members of this community to speak not only for the values of a continuously progressing West, but also for a humanity that was pre-Western or even pre-Christian, a humanity that had not yet advanced from a "culture of shame" to a "culture of guilt", and a humanity whose ways of behavior and thinking were more "natural," and still widespread over large parts of the globe. Unconsciously first, but often consciously, Romanian philosophers saw themselves as bridges over the wide chasm separating Western and non-Western intellectual behavior and as mediators between both sides. Similar intentions can of course be detected among other practitioners of philosophy in Asia, South America, or Eastern Europe. Arguably, however, Romanian philosophy can be seen as exemplary in its earnest effort to transpose Western values and concepts into a language intelligible and acceptable to non-Western and traditional readers, while at the same time rehabilitating archaic and traditional beliefs and behaviors, or making them palatable to modern and Western audiences. This was a worthy communicative effort, one that remains of great interest to the contemporary intellectual community which is sometimes puzzled or discouraged when trying to discover the best ways and means for a common, worldwide philosophical language at the end of the twentieth century. Even a cursory examination of Romanian philosophers should be helpful in this respect. I will first present a few early examples of this effort of communication, connection, and qualification by Romanian philosophers; thereafter I will enumerate the main features of a modern Romanian school of philosophy as it crystallized from 1930 on. Finally I will examine in some more detail the writings of Mihai Sora, not only because he seems the most significant living Romanian philosopher, but also because he typifies the questionings of Romanian philosophers, modifies in original and lucid ways the themes of its tradition and, indeed, supplies a kind of retrospective coherence to this tradition. This study presents the manifestations of irrational practices in recent Romanian politics. Providing a short history of the mystical and the occult in Romanian politics, this research uses as a case study the alleged use of the occult “violet flame” in the presidential campaign of 2009. By showing how public religiousness and the daily mystical practices are changing, the author is describing the transformations of the national political communication under the pressure of the news media, which are (...) becoming more and more pervasive to the occult discourses and the magical thinking. The author describes these transformations as part of the general transformations of the political imaginary inRomania. The Romanian public psyche belongs more and more to the culture of infotainment, a culture based on cultivating superficiality, where mystical and simplistic thinking have replaced the traditional processes of public exchange of reasonable ideas. Thus a main trait of this video-pathology in which the Romanian media is engulfed, is the substitution of the rational discourses with the superficial understanding of the world and supernatural explanations about the universe. One of the conclusions is that the manifestations and functions of the irrational in the Romanian political sphere have become more innocuously connected with a deep mysticism already in place, and are profoundly changing the society as a whole. Human groups, such as families, tribes, and nations, are often perceived as possessing mental qualities and characteristics more or less common to the group as a whole. This ancient tendency to attribute properties of personality or individuality to human aggregates is particularly strong nowadays with regard to nations, the basic units of political action in this age of nationalism and internationalism.In the recent UNESCO study by W. Buchanan and H. Cantril, How Nations See Each Other (1953), based on an eight-nation (...) sample, few findings are more revealing than the low frequency of respondents who declare themselves unable to characterize their own nation. All but a very small proportion gave their views freely when asked to describe the character of their countrymen. When this same question was asked with regard to a series of other nationalities, the “Don't know” responses (“impossible to characterize”) were in some cases much more frequent—up to 71 per cent as in the case of the German sample in regard to the Chinese; in others again very low—down to 3 per cent as in the western European responses regarding the United States. These variations are assumed to reflect differences in the degree of familiarity of nations with each other, depending on their mutual relationships over time, their physical proximity or distance, and so on. In many European countries the question of cultural identity has gained special importance due to the increase of globalization, the position of the United States, and the European unification. How can political leaders deal with these developments without alienating their people? In what ways do they express national identity in popular communication? Is nationalism a characteristic of their rhetoric? These questions are asked in regard to thirty-six New Year's speeches held by the last five French presidents. By answering these (...) questions we will develop a perspective on the concepts of national identity and nationalism. Discourse analysis shows a typical discourse for every president, in which nationalist rhetoric appears to play a role. Above all, differences between three structures of significance, or frames, are distinguished, which can be described as ‘sense of belonging’ or ‘paternal protection’, ‘the myth of French values’, and ‘the significant other’.
