In his remarks E. I. Ignat'ev considered a number of economic matters associated with the problem of the environment. Ignat'ev emphasized that environmental protection is becoming a vitally essential field of social activity. Inasmuch as this is the fact, he said, it is natural that, under the conditions existing in our country, this field of activity be planned in a specific way. The financial, material, and human resources needed to implement the program of conservation and improvement of the (...) environment must be planned. Moreover, this planning must be done in close connection with the further development of the country's productive forces. Since a serious basis in science is essential for successful implementation of all the activity associated with maintenance and improvement of the environment on the scale of the country at large, Ignat'ev emphasized the significance of the new resolution of the USSR Supreme Soviet. It provides that measures for conservation, and for protection and improvement of the environment, will henceforth in our country be incorporated into the annual and five-year plans for development of the economy and will also find expression in a special section of the long-term plan now being prepared for the prospective development of the economy. Background The first COVID-19 wave started in February 2020 in France. The influx of patients requiring emergency care and high-level technicity led healthcare professionals to fear saturation of available care. In that context, the multidisciplinary Ethics- Support Cell (EST) was created to help medical teams consider the decisions that could potentially be sources of ethical dilemmas. Objectives The primary objective was to prospectively collect information on requests for EST assistance from 23 March to 9 May 2020. The secondary aim was (...) to describe the Cell’s functions during that period. Research design This observational, real-time study of requests for Cell consultations concerned ethical dilemmas arising during a public health crisis. The EST created a grid to collect relevant information (clinical, patient’s/designated representative’s preferences and ethical principles strained by the situation), thereby assuring that each EST asked the same questions, in the same order. Participants and research context Only our university hospital’s clinicians could request EST intervention. Ethical considerations The hospital Research Ethics Committee approved this study (no. CER-2020-107). The patient, his/her family, or designated representative was informed of this ethics consultation and most met with EST members, which enabled them to express their preferences and/or opposition. Findings/results 33 requests (patients’ mean age: 80.8 years; 29 had COVID-19: 24 with dyspnea, 30 with comorbidities). 17 Emergency Department solicitations concerned ICU admission, without reference to resource constraints; others addressed therapeutic proportionality dilemmas. Discussion Intervention-request motives concerned limited resources and treatment intensity. Management revolved around three axes: the treatment option most appropriate for the patient, the feasibility of implementation, and dignified care for the patient. Conclusions COVID-19 crisis forced hospitals to envisage prioritization of ICU access. Established decision-making criteria and protocols do not enable healthcare professionals to escape ethical dilemmas. That acknowledgement highlights ethical risks, enhances the added-value of nursing and encourages all players to be vigilant to pursue collective deliberations to achieve clear and transparent decisions. This article focuses on the emergence and development of gerontology in communist Bulgaria, looking at the interplay of various circumstances: scientific and political, national and international. We ask if an apparently ideologically neutral field of knowledge such as gerontology may have had some intrinsic qualities imbued by the regimes of knowledge production under a communist regime. More specifically, we ask to what extent and in which ways the production of such specialized, putatively universal knowledge could be ideologically driven and/or politically (...) controlled. To this end, we unpack the ideological, political, institutional, and epistemic circumstances that may have affected the emergence, the institutionalization, and the paradigm of Bulgarian gerontology. We focus in on the social actors, both individuals and organizations, and the roles they played in the process, as well as on international networking and the uses of international contacts and agendas. With the continual development of artificial intelligence and smart computing in recent years, quantitative approaches have become increasingly popular as an efficient modeling tool as they do not necessitate complicated mathematical models. Many nations have taken steps, such as transitioning to online schooling, to decrease the harm caused by coronaviruses. Inspired by the demand for technology in early education, the present research uses a radial basis function neural network modeling technique to predict preschool instructors’ technology usage in classes based on (...) recognized determinant characteristics of technology acceptance. In this regard, this study utilized the RBFNN approach to predict preschool teachers’ technology acceptance behavior, based on the theory of planned behavior, which states that behavioral achievement, in our case the actual technology use in class, depends on motivation, intention and ability, and behavioral control. Thus, this research design is based on an adapted version of the technology acceptance model with eight dimensions: D1. Perceived usefulness, D2. Perceived ease of use, D3. Perceived enjoyment, D4. Intention to use, D5. Actual use, D6. Compatibility, D7. Attitude, and D8. Self-efficacy. According to the TAM, actual usage is significantly predicted by the other seven dimensions used in this research. Instead of using the classical multiple linear regression statistical processing of data, we opted for a NN based on the RBF approach to predict the actual usage behavior. This study included 182 preschool teachers who were randomly chosen from a project-based national preschool teacher training program and who responded to our online questionnaire. After designing the RBF function with the actual usage as an output variable and the other seven dimensions as input variables, in the model summary, we obtained in the training sample a sum of squares error of 37.5 and a percent of incorrect predictions of 43.3%. In the testing sample, we obtained a sum of squares error of 14.88 and a percent of incorrect predictions of 37%. Thus, we can conclude that 63% of the classified data are correctly assigned to the models’ dependent variable, i.e., actual technology use, which is a significant rate of correct predictions in the testing sample. This high significant percentage of correct classification represents an important result, mainly because this is the first study to apply RBFNN’s prediction on psychological data, opening up a new interdisciplinary field of research. This article considers the evolution of the Russian University system during the First World War. Most of the imperial period, until the end of 1916, thanks to the liberal policy of the Minister of People’s Education, Pavel Nikolayevič Ignat’ev, a reformist course was implemented (drafting of a new statute, increasing the autonomy of universities). Particularly important and promising was the expansion of universities’ network and opening of new universities in Rostov-on-Don, Perm, as well as the expansion of Saratov and (...) Tomsk universities. In 1917 Ministers of Education of the Provisional Government (A. Manuilov, S. Oldenburg, S. Salazkin) also followed the Ignat’ev’s liberal course received support with the bottom-up initiatives (introduction of regular institution of associate professors, attracting of younger lecturers to the university management). Paradoxically, for the university system the result of crisis which lasted through the war period and the beginning of the revolution marked the democratization of management and the expansion of the students’ enrollment and the number of universities. From a retail environment, we reflect on the unity of knowledge as valuable in a business context, and from an Ignatian perspective, consider a reflexion of knowledge transfer practitioners to elementary cognition. We deliberate why, despite decades of analytical scrutiny, agreement around the transfer of knowledge into a value item within a business milieu, remains troublesome and problematic. We ask if perspectives derived from an Ignatian domain can allow for alternative elements of analysis and reasoning, becoming more complementary within a (...) business environment. Utilising a mixed method approach incorporating (n=6) participants, the study considered responses overarched by Ignatian rules of sentiment as an interpretive lens (n=18), and utilised a hermeneutic of discernment as a frame of reference. Drawn from a POPC frame of reference, Ignatian annotations (n=20) allow a linear dependence of correlation coefficients to support a correlation matrix. Although not strictly a research method, correlation analysis in this instance permits antipodal interpretation of content between the rules supporting spiritual exercises, and decisions taken by employees and managers. Thus, enabling the study to identify latent causality patterns within organisational decision-making processes. (shrink)
