This essay offers a framework for analyzing whether government may justifiably intervene to contain the spread of disease. Nonconsensual transmission of dangerous pathogens is an inherently violent act. This framework therefore justifies government public health activities for the same reasons and only to the same extent as other government activities. Government public health interventions are legitimate only to the extent they minimize the amount of violence in society. Violence-minimization is a more egalitarian and welfare-enhancing rule than, for example, a rule (...) prescribing that government public health activities should minimize loss of life. (shrink)

This paper examines the contribution of the PhD dissertation of the American cytologist Michael F. Guyer (1874-1959) to the early establishment (in 1902-1903) of the parallel relationship between cytological chromosome behaviour in meiosis and Mendel's laws. Guyer's suggestions were among the first, which attempted to relate the variation observed in the offspring in hybridisation studies by a coherent cytological chromosome mechanism to meiosis before the rediscovery of Mendel's principles. This suggested for the first time that the chromosome mechanism involved (...) a conjugation of maternal and paternal chromosomes during the synapsis followed by a segregation of parental chromosomes in the final germ cells and a random union of the final germ cells in the fertilization. It shows that this early suggestion was similar to William Austin Cannon's later chromosome proposal attempting to explain Mendel's principles and had some influence on Walter Sutton's cytological suggestion explaining correctly the behaviour of Mendel's particle by 1903. This article reviews Michael Polanyi’s Post-Critical Epistemology by Andy F. Sanders but goes on to articulate certain crucial aspects of Polanyi’s post-critical understanding of truth that seem to be overlooked in Sanders’ account and which challenge conventional analyses of truth.

In June 2012, New York City Mayor Michael Bloomberg announced his plans for a ban on the sale of sugary beverages in containers larger than 16 ounces. Shortly thereafter, the Center for Consumer Freedom took out a full-page ad in the New York Times featuring Bloomberg photo-shopped into a matronly dress with the tag line “New Yorkers need a Mayor, not a Nanny.” On television, the CATO Institute's Michael Cannon declared, “This is the most ridiculous sort of (...) nanny state-ism; [i]t’s none of the mayor's business how much soda people are drinking.” And in newspapers around the country, editorial pages featured headlines such as “Gulp! Yet Another Intrusion of the Nanny State.” Just like that, the public debate about this measure became focused on government overreach, while the public health problem of obesity faded into the background. Michael Palmer provides a detailed account of two of the most important theories of religion in the history of psychology--those of Freud and Jung. The book first analyzes Freud's claim that religion is an obsessional neurosis, a psychological illness fueled by sexual repression. He then considers Jung's rejection of Freud's theory, and his own assertion that it is the absence of religion, not its presence, which leads to neurosis.

What are the relations among wisdom, virtue, and expertise? Wisdom can be defined broadly as knowledge about how to live well. At the least, the task of living well requires some conception of what it means for a life to be _good_ as well as the knowledge and skill needed to actualize the good in one’s spheres of life. While this idea is easy to assert, it is difficult to examine empirically. This is because the scientific study of wisdom immediately (...) runs up against the challenge of the fact/value dichotomy. While psychological science seeks to study “what is”, the “wisdom” of any given decision, act or person is something that can only be assessed against some conception of the good. Thus, the study of wisdom calls on us to seek ways to bridge the fact/value dichotomy. In this paper, we pursue this goal. We suggest that the study of wisdom requires the integration of at least two forms of inquiry: psychological-empirical analyses of the development of knowledge and skills, and philosophical-conceptual inquiries into what it means to live a good life. In elaborating this approach, we first differentiate the concepts of _wisdom_, _wise decision-making_, and _wisdom-supporting skills_. Then we describe conceptual and _empirical_ tools for assessing the development of wisdom-supporting skills as well as an _evaluative_ framework for assessing the “wisdom” of any given act of decision-making. To illustrate these ideas, we report the results of a study demonstrating how the capacity for wise decision-making can be cultivated through participation in a program devoted to fostering the development of wisdom-supported skills. Schober et al. describe two studies on how survey interview respondents misunderstand interview questions. After answering a survey, participants are given standardized definitions of the questions they have just answered. Even apparently simple questions such as “Have you smoked more than 100 cigarettes?” are interpreted very differently by participants. Moreover, clarifying the meaning of the definitions with the interviewer does not always help resolve the miscommunication.

Recently several philosophers have argued that environmental reform movements cannot halt humankind’s destruction of the biosphere because they still operate within the anthropocentric humanism that forms the root of the ecological crisis. According to “radical” environmentalists, disaster can be averted only if we adopt a nonanthropocentric understanding of reality that teaches us to live harmoniouslyon the Earth. Martin Heidegger agrees that humanism leads human beings beyond their proper limits while forcing other beings beyond their limits as weIl. The doctrine of (...) the “rights of man” justifies human exploitation of nonhuman beings. Paradoxically, however, the doctrine of rights for nonhuman beings does not escape the orbit of humanism. According to Heidegger, a nonanthropocentric conception of humanity and its relation to nature must go beyond the doctrine of rights. We can dweIl harmoniously on Earth only by submitting to our primary obligation: to be open for the Being of beings. We need a new way of understanding Being, a new ethos, that lets beings manifest themselves not merely as objects for human ends, but as intrinsically important. Heidegger calls this ethos the “fourfold” of earth and sky, gods and mortals. Humanists argue that Heidegger is wrong to abandon the principle of human rights in favor of the notion that we are obligated to “let beings be,” while some radical environmentalists accuse hirn of being a humanist because he supposedly overestimates the importance of humankind’s ability to speak. Heidegger insists, however, that language makes possible culture, without which thereis no human experience of nature. An environmentally sound ethos. can arise, according to Heidegger, only from a shift within the cultural heritage of the West. Richard Rorty agrees that we must become open for a new “conversation” with the West, even if this requires abandoning traditionally important fields such as epistemology. The need to develop a new understanding of Being is so great that thinkers from the analytic and continental traditions of philosophy are finally initiating a long-overdue dialogue. (shrink)

MarraIt has been over thirty years since my high school teacher of philosophy, Professor Dino Dezzani, recommended a book from which to begin my study of philosophy: Martin Heidegger's (1889-1976) Unterwegs zur Sprache (On the way to language [1959]). Evidently he was aware of my interest in literature and thought that Heidegger's discussion of words, things, and poetic language (...) would give some sort of direction to my naïve and youthful questions of what literature is about and what I should hope to find in it.The impact that Heidegger's book had on this young student was much greater than my professor could ever have imagined. I would hardly have committed myself to the study of Japan were it not for my reading of "A Dialogue on Language between a Japanese and an Inquirer," which appears in On the Way to Language. The dialogue is a fictional reconstruction of an actual meeting that Heidegger had with Tezuka Tomio (1903-1983), a Japanese scholar of German literature who visited the German philosopher in Freiburg at the end of March 1954.1 In the dialogue the Inquirer (Heidegger) formulates a central question that, in my opinion, should be of fundamental interest to anyone seriously concerned with the study of Japan. The question is deceptively simple, at least compared with the difficulty of coming up with the answer-an answer that, as a matter of fact, the reader will not find fully formulated in the dialogue. The question is: "What is the Japanese word for 'language' "? The Japanese visitor (Tezuka in Heidegger's recollection) appears to have been caught off guard, as we can see from Heidegger's parenthetical remark: "after further hesitation." Had Heidegger posed the same question to a Frenchman or an Italian, the answer would have been immediate: "langue" or "lingua." The challenge for Tezuka was definitely higher since he had a variety of words from which to choose. He could have used, for example, the expression gengo, a combination of two Chinese characters indicating "the speech of words." Instead, he used an ancient Japanese word derived from the native Yamato vocabulary: kotoba, which literally means "the foliage of speech."2There should be little doubt that Tezuka's choice was prompted by his desire to please Heidegger by playing the philosopher's own game-something that Tezuka totally succeeded in doing, as Heidegger's dialogue attests. Tezuka introduced a term that lent itself to etymological play-an enterprise very close to the heart of Heidegger, and one that was also very popular among Japanese thinkers.3 In fact, the expression kotoba incorporates the word koto, which means both "thing" and [End Page 555] "word" and which is found in the basic concepts of Japanese ontology: Mikoto (God, or "the honorable thing"), makoto (truth, or "the true word"), kotodama (soul, or "the spirit of words"), and kotowari(reason, or "the splitting of things"). The association of "words" and "things" in the Japanese word for "language" must have been of particular interest to Heidegger, who, four years before his meeting with Tezuka, had written "Das Ding" (The thing), a major lecture on the notion of things interpreted in light of the fourfold earth, sky, divinities, and mortals. In the dialogue Heidegger refers to this essay, in which "things" are presented in their objectified presence-the disparaged things that modernity and technology have dispossessed of their Being (Sein). Heidegger points out that never has the distance between things and Sein been as great as in modernity, when all distances in space and time have shrunk.4 Given the unflattering position that Heidegger had taken on the notion of "things," Tezuka was forced to come to the rescue of the Japanese word kotoba by endowing koto with the meaning of two Heideggerian keywords: "event" (kotogara) and "affair" (Sache). Modern scholars and bioethicists continue to learn from the Holocaust. Scholarship and history show that the authoritarian Nazi state limited and steered the development and power of professions and professional ethics during the Holocaust. Eliminationist anti-Semitism drove German professions and many professionals to join in policies and programs of mass deportation and ultimately genocidal mass murder, while also excluding many professionals from paid work. For many physicians and other medical professionals, humane and truly ethical practices were limited by constrained professional (...) autonomy and coercive state laws. Education and research in natural sciences were distorted by applications of racist eugenic policies and practices. In law schools and legal professions, professionals were rewarded as judgmental enforcers of state policies, often working with limited independent agency and in the public sphere. Mass harm and mass crimes were therefore perpetrated in accordance with Nazi laws and policies, incorporating professions and professionals into destructive practices, along with other occupational groups. ABSTRACTIs it possible to reconcile the concept of conscious agency with the view that humans are biological creatures subject to material causality? The problem of conscious agency is complicated by the tendency to attribute autonomous powers of control to conscious processes. In this paper, we offer an embodied process model of conscious agency. We begin with the concept of embodied emergence – the idea that psychological processes are higher-order biological processes, albeit ones that exhibit emergent properties. Although consciousness, experience, and (...) representation are emergent properties of higher-order biological organisms, the capacity for hierarchical regulation is a property of all living systems. Thus, while the capacity for consciousness transforms the process of hierarchical regulation, consciousness is not an autonomous center of control. William Newcomb and Robert Nozick have provided us with the following problem in rational decision-making. There are two boxes, A and B. A contains either a million dollars or nothing. B contains a thousand dollars. I come into the room in which we have the boxes, closed. I must make one of two choices. Either I open A and take whatever money is present, M or O, or I open both and take whatever money is present, M + T or (...) O + T. What is the rational choice for me to make?Nothing unusual is meant by “rational” in this context. We assume that a person making the choice desires as much money as possible. We assume that he will take into account all relevant available information as to what decision will lead to more money. If he believes that doing X will, or is likely to, lead to more money than doing not-X, then he will do X.In the above case, it would seem that the rational choice is both. This paper compares Plotinus’s neoplatonic conception and account of time with Bergson’s and Husserl’s phenomenologic conceptions and accounts of it. I argue that despite fundamental differences owing to their respective approaches, their conceptions and accounts are remarkably comparable, especially in considering time to play a fundamental role in the organic unity of our physical environment—in what I characterize also as the continuously and intrinsically connected sequentiality of its events, processes, and constituents—in Plotinus’s case, of our physical environment as such; in (...) From the end of the seventeenth century to now well into the 21st, John Locke’s theory of personal identity has been foundational in the field of philosophy and psychology. Here we suggest that there are two fundamental threads intertwined in Lockean identity, the flux of perception-thought-action (i.e. continuity of consciousness) and memory. Using Maurice Merleau-Ponty, Paul Ricoeur, and Bernard Steigler as guides we will see that these threads constitute a phenomenological self (l’ésprit), a lived experience of our identity that is (...) not only perhaps the most essential component of our humanity, but also the most threatened in today’s ongoing, commercial convergence of the real and the virtual in the “Age of Disruption”. While travelers have generally sought to avoid peril, some modern ones—namely, explorers, scientists, and adventurers—have come to embrace risk as an essential ingredient of their expeditions. The evolution of risk as an object of, rather than an obstacle to, travel has been long in the making. Yet this evolution is tricky to chart, since the desire for risk-oriented travel has grown up alongside demands for safer travel. In fact, the processes are linked. The tangled threads of travel, as a process (...) that sometimes avoids and sometimes leans into danger, make the story of expeditionary disasters more complicated. Yet they also make these stories worth telling. Travel disasters are not merely the stuff of National Geographic and the Discovery Channel; they are tools that give us new ways to think about modern mobility—scientific exploration, tourism, extreme adventurism, and the travel of exile—practices usually treated independently but that here are connected and compared. In December 2006 there was an amendment to the Medicines for Human Use (Clinical Trials) Regulations 2004, the statutory instrument that translated the European directive into UK law. I will demonstrate how the European directive stifled much needed clinical research in urgent critical states whilst there is an international consensus that research in these situations be allowed. The amendments to the UK Medicines for Human Use (Clinical Trials) Regulations 2004 in allowing such exception have failed to preserve the high degree (...) of respect and protection of the participants' interest as reflected in the spirit of the numerous guidelines, conventions and laws appertaining to the ethics of research in clinical emergencies. Patients fit with cochlear implants commonly indicate at the time of device fitting and for some time after, that the speech signal sounds abnormal. A high pitch or timbre is one component of the abnormal percept. In this project, our aim was to determine whether a number of years of CI use reduced perceived upshifts in frequency spectrum and/or voice fundamental frequency. The participants were five individuals who were deaf in one ear and who had normal hearing in the other (...) ear. The deafened ears had been implanted with a 18.5 mm electrode array which resulted in signal input frequencies being directed to locations in the spiral ganglion that were between one and two octaves higher than the input frequencies. The patients judged the similarity of a clean signal presented to their implanted ear and candidate, implant-like, signals presented to their normal-hearing ear. Matches to implant sound quality were obtained, on average, at 8 months after device activation and at 35 months after activation. At Time 1, the matches to CI sound quality were characterized, most generally, by upshifts in the frequency spectrum and in voice pitch. At Time 2, for four of the five patients, frequency spectrum values remained elevated. For all five patients F0 values remained elevated. Overall, the data offer little support for the proposition that, for patients fit with shorter electrode arrays, cortical plasticity nudges the cortical representation of the CI voice toward more normal, or less upshifted, frequency values between 8 and 35 months after device activation. Cortical plasticity may be limited when there are large differences between frequencies in the input signal and the locations in the SG stimulated by those frequencies. (shrink)

ABSTRACT The destruction of the environment is a matter for moral concern and cannot be halted in the long term by appeals to human utility. However, the inadequacy and naïvety of humanist styles of ethical argument become apparent when attempts are made to extend them to environmental issues. They usually abstract certain supposed features of natural objects, e.g. sentience, and reify these as essential characteristics which operate to carry or ground ethical values. These arguments necessarily lead to the exclusion of (...) objects which are, in fact, ethically valued or entail an unacceptably expansive egalitarianism. Such egalitarianism is often followed by a return to human‐centred prejudices opposed to the originally stated aims of ‘biocentric’ethicists like Taylor. Similarly, those physical and ecological holisms which rely not upon shared ‘natural’features, but upon sharing in nature itself cannot solve this dilemma as they are incapable of explaining differential ethical values. The attempt to place boundaries on moral considerability should be abandoned in favour of an ethical pluralism which places emphasis on the context of valuations. (shrink)

Wilkinson (1991) suggests that the problems of polarity decisions and homoplasy in a cladistic analysis may be solved if cladists simply accept plesiomorphy as a reliable indicator of monophyly. Here we argue that: (1) Wilkinson's argument is based on misapprehension of synapomorphy and the problem of homoplasy; (2) His proposed methodology fails to consider the full ramifications of rooting, polarity, and parsimony; and (3) His method does not solve the problems he raises. We demonstrate the limitations of this methodology by (...) using Wilkinson's practical example. We find no justification for the assertion that plesiomorphy may reliably delimit monophyly and recommend against Wilkinson's suggested methodological revisions. (shrink)

Conversational partners' representations may be less aligned than they appear even when interlocutors believe they have successfully understood each other, as data from a series of experiments on surveys about facts and behaviors suggest. Although the goal of a mechanistic psychology of dialogue is laudable, the ultimate model is likely to require far greater specification of individual and contextual variability.
