On 4th of August 2020, the Lebanese capital and port city, Beirut, was rocked by a massive explosion that has killed hundreds and injured thousands more, ravaging the heart of the city’s nearby downtown business district and neighbouring housing areas, where more than 750,000 people live. The waterfront neighbourhood and a number of dense residential neighbourhoods in the city’s eastern part were essentially flattened. Lebanese Government officials believe that the blast was caused by around 2,700 tonnes of ammonium nitrate stored (...) near the city’s cargo port without proper control for six years. -/- The disaster devastating Beirut’s port and city shows the latent danger of safe storage of potentially dangerous goods in modern ports, particularly ones located close to the heart of the city. The huge blast tore through major grain silos, stoking fears of shortages in a nation that imports nearly all its food and is already reeling from economic crisis. As the WFP (World Food Programme) said in a statement: the blast will “exacerbate the grim economic and food-security situation.” The Beirut blast also reminds us of the importance of ports in the contemporary globalized world. It calls our attention to safety and security, of governance and collaboration between port and city or region and of accessibility to the hinterland. What do local governments and port cities need to do to enhance the safety and security issues in port terminals? Or, to put it differently, how do we reconcile this challenge between the ports we need to feed us, serve us, provide us with medicines, equipment, etc. and the ports that threatens us? (shrink)

Digital phenotyping is the term given to the capturing and use of user log data from health and wellbeing technologies used in apps and cloud-based services. This paper explores ethical issues in making use of digital phenotype data in the arena of digital health interventions. Products and services based on digital wellbeing technologies typically include mobile device apps as well as browser-based apps to a lesser extent, and can include telephony-based services, text-based chatbots, and voice-activated chatbots. Many of these digital (...) products and services are simultaneously available across many channels in order to maximize availability for users. Digital wellbeing technologies offer useful methods for real-time data capture of the interactions of users with the products and services. It is possible to design what data are recorded, how and where it may be stored, and, crucially, how it can be analyzed to reveal individual or collective usage patterns. The paper also examines digital phenotyping workflows, before enumerating the ethical concerns pertaining to different types of digital phenotype data, highlighting ethical considerations for collection, storage, and use of the data. A case study of a digital health app is used to illustrate the ethical issues. The case study explores the issues from a perspective of data prospecting and subsequent machine learning. The ethical use of machine learning and artificial intelligence on digital phenotype data and the broader issues in democratizing machine learning and artificial intelligence for digital phenotype data are then explored in detail. The article revisits the old controversy concerning the relation of the mother's brother and sister's son in patrilineal societies in the light both of anthropological criticisms of the very notion of kinship and of evolutionary and epidemiological approaches to culture. It argues that the ritualized patterns of behavior that had been discussed by Radcliffe-Brown, Goody and others are to be explained in terms of the interaction of a variety of factors, some local and historical, others pertaining to general human dispositions. In particular, an evolved disposition to favor relatives can contribute to the development and stabilization of these behaviors, not by directly generating them, but by making them particularly "catchy" and resilient. In this way, it is possible to recognize both that cultural representations and practices are specific to a community at a time in its history (rather than mere tokens of a general type), and that they are, in essential respects, grounded in the common evolved psychology of human beings. Ces deux essais tournent autour des deux thèmes de prédilection de Maurice Clavelin. Le premier, Galilée ou la naissance de la science moderne, interroge l'un des tournants les plus importants de l'histoire des sciences : le " moment Galilée ". L'auteur montre que ce n'est pas une simple critique des idées traditionnelles ou une meilleure attention portée aux données de l'observation qui caractérise la science de ce génie. Rallié aux théories de Copernic, Galilée crée une vraie science mathématisée du (...) mouvement, véritable révolution conceptuelle qui ouvre une ère nouvelle à la spéculation sur la Nature, et signe ainsi l'acte de naissance de la science moderne. Le second aborde sous un angle inédit le rapport entre science et philosophie. Il montre qu'au début du XXe siècle, et après une longue stagnation, la théorie empiriste de la connaissance reprend forme et rigueur sous l'influence combinée de la logique symbolique et de l'interprétation logiciste des mathématiques. Le rôle de Russell est ici décisif, comme ses réinterprétations par Wittgenstein, Quine, et le cercle de Vienne. Un livre qui clôt l'oeuvre d'un grand philosophe des sciences. (shrink)

This article uses transcriptions from video recordings of airline pilots at work, on actual flights, to consider some locations and the interactional significance of a feature of routine talk in the airline cockpit: and-prefaced turns. As pilots’ work is formally organized for them as many discrete and ordered tasks, and-prefacing is a local means for maintaining an ongoing sense of their conduct of a flight as a whole. By and-prefacing their talk, pilots present some new talk or task as connected (...) and relevantly next in a larger macro-sequence of work for their flight. And-prefacing is evidence of pilots’ orientation to a sense of sequence that can extend well beyond pairs of turns at talk and/or non-talk activities, or even a series of such paired sequences. It allows pilots to make salient the sequentiality of their work where the officially prescribed wordings they must use can leave this implicit. (shrink)

Des deux fonctions du médecin, soigner le corps et panser l'âme, la seconde est restée jusqu'au XVIIIe siècle prédominante : on pouvait seulement donner au malade le sentiment qu'il n'était pas abandonné, qu'on luttait avec lui pour obtenir sa guérison. Au début du XIXe siècle, la science, en apportant à la fois des connaissances et une méthode, a permis la naissance de la médecine moderne. Débarrassé des idées reçues et des creuses spéculations, le médecin s'est mis à confronter les signes (...) cliniques avec les lésions anatomiques puis avec les données biologiques, pour définir et classer les affections une à une. Démarche d'une prodigieuse efficacité : en deux siècles, l'espérance de vie est passée de vingt-sept à soixante-dix-sept ans. Mais ces progrès ont fait négliger l'aspect psychologique de la santé. Drogues licites et illicites, maladies sexuellement transmissibles, accidents, suicides : la mortalité des jeunes augmente aujourd'hui. Alors que la victoire semblait à portée de main, le médecin découvre qu'un corps ne petit être sain si l'esprit est malade. Devant le mal-être contemporain, en conservant la rigueur intellectuelle et méthodologique qui lui a valu ses succès, la médecine individuelle et curative doit aussi devenir collective et préventive, tenir compte d'une nouvelle donne économique et sociologique. This is an interpretative and evaluative study of the thought of Antonio Gramsci, the founding father of the Italian Communist Party who died in 1937 after ten years of imprisonment in Fascist jails. It proceeds by a rigorous textual analysis of his Prison Notebooks, the scattered notes he wrote during his incarceration. Professor Finocchiaro explores the nature of Gramsci's dialectical thinking, in order to show in what ways Gramsci was and was not a Marxist, as well as to illustrate correspondences (...) with the work of Hegel, Croce, and Bukharin. The book provides a critical reappraisal of Gramsci as a thinker and of the dialectical approach as a mode of inquiry. (shrink)

Galileo's Dialogue (1632) can be read from the viewpoints of methodological judgment and critical reasoning; methodological judgment means the avoidance of onesidedness and extremes; and critical reasoning means reasoning aimed at the analysis and evaluation of arguments. Classic sources for these readings are Thomas Salusbury (1661) and the Port-Royal logicians (1662). This focus does not deny the book's scientific, historical, rhetorical, and aesthetic dimensions; it is critical of excessively rhetorical readings; and it suggests solutions to the problems of hermeneutical pluralism, (...) interpretation versus evaluation, and theory versus practice. The book's methodological judgment and critical reasoning can be shown to correspond to Galileo's self-reflections. (shrink)
