This article discusses section 156 of the Criminal Justice and Public Order Act 1994 which prohibits the use of eggs from aborted female foetuses for the purposes of reproduction. I argue that the pre-legislative debates focus only on the biological relationship between the aborted foetus and any ensuing child and foreclose the possibility of useful discussion about the potential merits of such technology. Kristeva's theory of abjection has been used in order to elucidate the strength of feeling about the use (...) of eggs from the expelled foetus. I suggest that the ‘yuk’ factor stems from the potential for the blurring of the boundaries between life and death. In addition, I suggest that the stress placed on the biological link means that the foetus is ascribed special properties not given to live donors. Woman's very crucial role in reproductive technologies is therefore erased. The article argues that there are very good reasons why the debate on the subject should remain open. At present women donors have to undergo highly intrusive procedures in order to give eggs and the process is not without its health risks. The use of eggs from aborted foetuses certainly raises important consent issues but these could be addressed by placing women at the centre of the decision making process, starting with the recognition that it is women and not foetuses who have the remit and responsibility for giving consent for the use of their genetic material. Moreover, there should be an acknowledgement that women are perfectly capable of making informed decisions about donation and of considering the potential implications of participating in egg donation. Biologists studying complex causal systems typically identify some factors as causes and treat other factors as background conditions. For example, when geneticists explain biological phenomena, they often foreground genes and relegate the cellular milieu to the background. But factors in the milieu are as causally necessary as genes for the production of phenotypic traits, even traits at the molecular level such as amino acid sequences. Gene-centered biology has been criticized on the grounds that because there is parity among causes, the (...) “privileging” of genes reflects a reductionist bias, not an ontological difference. The idea that there is an ontological parity among causes is related to a philosophical puzzle identified by John Stuart Mill: what, other than our interests or biases, could possibly justify identifying some causes as the actual or operative ones, and other causes as mere background? The aim of this paper is to solve this conceptual puzzle and to explain why there is not an ontological parity among genes and the other factors. It turns out that solving this puzzle helps answer a seemingly unrelated philosophical question: what kind of causal generality matters in biology? (shrink)

I present an account of classical genetics to challenge theory-biased approaches in the philosophy of science. Philosophers typically assume that scientific knowledge is ultimately structured by explanatory reasoning and that research programs in well-established sciences are organized around efforts to fill out a central theory and extend its explanatory range. In the case of classical genetics, philosophers assume that the knowledge was structured by T. H. Morgan’s theory of transmission and that research throughout the later 1920s, 30s, and 40s was (...) organized around efforts to further validate, develop, and extend this theory. I show that classical genetics was structured by an integration of explanatory reasoning and investigative strategies . The investigative strategies, which have been overlooked in historical and philosophical accounts, were as important as the so-called laws of Mendelian genetics. By the later 1920s, geneticists of the Morgan school were no longer organizing research around the goal of explaining inheritance patterns; rather, they were using genetics to investigate a range of biological phenomena that extended well beyond the explanatory domain of transmission theories. Arguments about the units of selection in general and genic selectionism in particular reveal two realist assumptions: (1) for any selection process, there is a uniquely correct identification of the operative selective forces and the level at which each impinges; and (2) selective forces must satisfy the Pareto-style requirement of probabilistic causation. What should philosophers of science accomplish when they analyze scientific concepts and interpret scientific knowledge? What is concept analysis if it is not a description of the way scientists actually think? I investigate these questions by using Hans Reichenbach's account of the descriptive, critical, and advisory tasks of philosophy of science to examine Karola Stotz and Paul Griffiths' idea that poll-based methodologies can test philosophical analyses of scientific concepts. Using Reichenbach's account as a point of departure, I argue that philosophy (...) of science should identify and clarify epistemic virtues and describe scientific knowledge in relation to these virtues. The role of concept analysis is to articulate scientific concepts in ways that help reveal epistemic virtues and limitations of particular sciences. This means an analysis of the gene concept should help clarify the explanatory power and limitations of gene-based explanations, and should help account for the investigative utility and biases of gene-centered sciences. I argue that a philosophical analysis of gene concept that helps achieve these critical aims should not be rejected on the basis of poll-based studies even if such studies could show that professional biologists don't actually use gene terminology in precise ways corresponding to the philosophical analysis. Philosophers now treat the relationship between classical genetics and molecular biology as a paradigm of nonreduction and this example is playing an increasingly prominent role in debates about the reducibility of theories in other sciences. This paper shows that the anti-reductionist consensus about genetics will not withstand serious scrutiny. In addition to defusing the main anti-reductionist objections, this critical analysis uncovers tell-tale signs of a significant reduction in progress. Commentaries on our target article raise further questions about the validity of an undifferentiated central executive that supplies resources to all verbal tasks. Working memory tasks are more likely to measure divided attention capacities and the efficiency of performing tasks within specific domains than a shared resource pool. In our response to the commentaries, we review and further expand upon empirical findings that relate performance on working memory tasks to sentence processing, concluding that our view that the two are not (...) strongly related remains viable in light of the material presented in the commentaries. We suggest that a productive research enterprise would be to develop the concept of working memory as a pool of resources in relation to specific tasks. (shrink)

This paper is dedicated to the first universities and mendicant schools, where thousands of students began to converge during the thirteenth century. Logic played an unpreceded role in basic and higher education. A “Parisian logical model” of education was shaped at the University of Paris, adopted by mendicant Orders in their schools of logic, diffused in all disciplines, and progressively spread in Southern Europe. Medieval education became heavily based upon logical, and even “logician” practices, with the “syllogization” of exegetical, disputational, (...) and evaluation practices.The notion of logical skill conveniently captures this unique situation for the discipline of logic, as well as the way medieval thinkers conceived of logic as a universal, transdisciplinary method, a natural operation of the mind, a modality of knowledge, the very form of teaching and graduating, a “habitus,” a technique and a science.The divisions of Aristotelian logic, the “artificial logic,” were for the first time naturalized and projected on the very structure of human mind, which was thereby “logicalized” and ascribed a “natural logic.” A strong anthropological dimension was bestowed on logic. The discipline of logic was deemed a necessary instrument in the philosophical “perfection” and the Christian “reparation” of man as an intellectual creature by a group of logically skilled, professional philosophers and theologians, whereas men deprived of logical education were described as “logically disabled,” and stuck into inferior forms of humanity.The world of medieval intellectual elites displayed a variety of social uses of logic, beyond academic circles, especially in the performance of pastoral duties. The possible historical records of the social usefulness of logic are explored: for students, the majority in medieval universities, who left university without a degree, but with a solid logical education, for ordinary mendicant friars, dedicated to preaching and confession, who frequented logical schools, and for members of the parish clergy sent to the faculties of arts. The moral standards thus derived are identified as (1) honesty in communication, (2) fair treatment, (3) special consideration, (4) fair competition, (5) organizational responsibility, (6) corporate social responsibility, and, (7) respect for law. It is observed that these normative standards assume the cultural form of social conventions but because managers invoke them (...) as largely private intuitions, their cultural status remains precarious and unclear. As interpreted by Pattee, von Neumann’s Theory of Self-Reproducing Automata has proved to be a useful tool for understanding some of the difficulties and paradoxes of molecular biosemiotics. But is its utility limited to molecular systems or is it more generally applicable within biosemiotics? One way of answering that question is to look at the Theory as a model for one particular high-level biosemiotic activity, human language. If the model is not useful for language, then it certainly cannot be generally (...) useful to biosemiotics. Beginning with the Universal Turing Machine and continuing with von Neumann’s Theory and Pattee’s interpretation, the properties of universality, programmability, underspecification, complementarity of description/construction, and open-ended evolutionary potential are shown to be usefully applicable to language, thus opening a new line of inquiry in biosemiotics. Research in ethical AI has made strides in quantitative expression of ethical values such as fairness, transparency, and privacy. Here we contribute to this effort by proposing a new family of metrics called “decisional value scores” (DVS). DVSs are scores assigned to a system based on whether the decisions it makes meet or fail to meet a particular standard (either individually, in total, or as a ratio or average over decisions made). Advantages of DVS include greater discrimination capacity between types (...) of ethically relevant decisions and facilitation of ethical comparisons between decisions and decision-making systems, including across different modalities (for instance: human, machine, or coupled human–machine systems). After clarifying ambiguities in the concept of “decision” itself, including the question of how to individuate the decisions made by a system, we discuss the role and meaning of “decision” in common AI and machine learning approaches such as decision trees, neural networks, SVMs, and unsupervised classifiers. We then show how DVSs may be defined for several ethical values of interest, with an extended discussion of transparency. Finally, we explore how such metrics can be applied to real decision-making systems through two case studies: evaluations of LLMs for transparency; and evaluations of criminal risk assessment tools for utility, rights violations, fairness, and transparency. A competent person can avoid the onset of dementia by refusing life‐sustaining medical care and by voluntarily stopping eating and drinking, bringing life to an end well before any health crisis. A competent person can also try to limit the duration of dementia by drafting an advance directive that sets bounds on the life‐sustaining care, including artificial nutrition and hydration, that medical caregivers can provide when the person no longer has the capacity to make her own medical decisions. But between (...) these two strategies there can lie a significant gap. A person could live with moderate to severe dementia for a considerable time, no longer able to voluntarily stop eating and drinking yet also not yet requiring the life‐sustaining care forbidden by advance directive.This gap has been much discussed in recent years in the Hastings Center Report. Several years ago (in the May‐June 2014 issue), Paul Menzel and M. Colette Chandler‐Cramer argued for what they described as a moderate correction to the dominant view that food and water should always be offered to a patient with dementia if the patient expresses a desire to eat and drink. The problem is taken up again by the legal scholar Norman L. Cantor in this issue (July‐August 2018), and Cantor, too, tries to find a moderate alternative. (shrink)

Projections of future climate change cannot rely on a single model. It has become common to rely on multiple simulations generated by Multi-Model Ensembles (MMEs), especially to quantify the uncertainty about what would constitute an adequate model structure. But, as Parker points out (2018), one of the remaining philosophically interesting questions is: “How can ensemble studies be designed so that they probe uncertainty in desired ways?” This paper offers two interpretations of what General Circulation Models (GCMs) are and how MMEs (...) made of GCMs should be designed. In the first interpretation, models are combinations of modules and parameterisations; an MME is obtained by “plugging and playing” with interchangeable modules and parameterisations. In the second interpretation, models are aggregations of expert judgements that result from a history of epistemic decisions made by scientists about the choice of representations; an MME is a sampling of expert judgements from modelling teams. We argue that, while the two interpretations involve distinct domains from philosophy of science and social epistemology, they both could be used in a complementary manner in order to explore ways of designing better MMEs. Based on analysis of interviews with managers about the ethical questions they face in their work, a typology of morally questionable managerial acts is developed. The typology distinguishes acts committed against-the-firm (non-role and role-failure acts) from those committed on-behalf-of-the-firm (role-distortion and role-as-sertion acts) and draws attention to the different nature of the four types of acts. The argument is made that senior management attention is typically focused on the types of acts which are least problematical for most managers, and that (...) the most troublesome types are relatively ignored. Okasha claims at the outset of his book "Evolution and the Levels of Selection" that the Price equation lays bare the fundamentals underlying all selection phenomena. However, the thoroughness of his subsequent analysis of multi-level selection theories leads him to abandon his fundamentalist commitments. At critical points he invokes cost benefit analyses that sometimes favors the Price approach and sometimes the contextual approach, sometimes favors MLS1 and sometimes MLS2. And although he doesn’t acknowledge it, even the Price approach breaks down (...) into a family of alternative equations that parse the causes in different ways, none of which is uniquely correct and none of which achieves the ultimate isolation of effects due to what Okasha believes are the fundamental causes. I argue that his book provides good reason to re-conceive our understanding of evolutionary theorizing in terms of a toolbox view and to stop subjecting the analyses of evolutionary concepts to a universalist standard. Clark Glymour has argued that hypothetico-deductivism, which many take to be an important method of scientific confirmation, is hopeless because it cannot be reconstructed in classical logic. Such reconstructions, as Glymour points out, fail to uphold the condition of relevance between theory and evidence. I argue that the source of the irrelevant confirmations licensed by these reconstructions lies not with hypothetico-deductivism itself, but with the classical logic in which it is typically reconstructed. I present a new reconstruction of hypothetico-deductivism in (...) relevance logic that does maintain the condition of relevance between theory and evidence. Hence, if hypothetico-deductivism is an important rationale in science, we have good reason to believe that the logic underlying scientific discourse is captured better by relevance logic than by its classical counterpart. The assessments issued by the Intergovernmental Panel on Climate Change (IPCC) aim to provide policy-makers with an objective source of information about the various causes of climate change, the projected consequences for the environment and human affairs, and the options for adaptation and mitigation. But what, in this context, is meant by ‘objective’? In practice, in an effort to address internal and external criticisms, the IPCC has regularly revised its methodological procedures; some of these procedures seem to meet the requirements (...) of objectivity, at least as understood in a specific sense, but the relationship between objectivity and value-neutrality requires further investigation. The aim of this paper is to offer an appropriate philosophical account of objectivity, reconcilable with the fact that the IPCC is not value-free. I argue that Sandra Harding’s notion of strong objectivity is particularly well suited to this goal, and I examine the extent to which the current IPCC procedures match her account. (shrink)

BidwellA monk asked Zen master Yunmen: “What is the teaching of the Buddha’s entire lifetime?” Yunmen answered:“An appropriate response.”1In a pivotal scene from the 1988 film A Fish Called Wanda, con artist Wanda Gershwitz is fed up—finally—with her partner, Otto West. When his jealousy and ersatz intellectualism repeatedly jeopardize their attempts to steal $20 million in (...) diamonds, Wanda yells: “Now let me correct you on a few things, okay? Aristotle was not Belgian. The central message of Buddhism is not ‘Every Man for Himself.’ And the London Underground is not a political movement. Those are all mistakes, Otto, I looked them up.”2 It’s a funny moment, of course. But Otto’s (mis)understanding of Gautama’s teaching demonstrates a challenge in translating a spiritual-religious tradition from one cultural setting to another. Too often, and usually without intention, we are like Otto; we colonize and domesticate unfamiliar ideas, assimilating them into our existing worldview instead of experiencing and accommodating their challenging differences. Otto’s facile appropriation of Buddhism confirms rather than confronts his pre-critical, individualistic, and perhaps Darwinist worldview. A Buddhist caregiver might say that Otto was not “listening deeply” to the myriad voices that shaped his perspective.Similar hazards face someone writing about deep listening in relation to religious multiplicity.3 Deep listening, as a caring practice, “belongs” to the emerging field of Buddhist contemplative care,4 in which it has a technical (although perhaps undertheorized) usage richly informed by Buddhist thought and practice. But when I reflect as a pastoral theologian and spiritual caregiver trained in the Christian traditions of cura animarum, the cure or care of souls, deep listening can become unmoored from its origins. Someone marinated in the discourses and practices of Christian care can easily and perhaps unintentionally conflate deep listening with classic Christian [End Page 3] concepts of care such as the ministry of presence, the practice of unconditional positive regard,5 and the giving of oneself to God for the sake of the care seeker. Although I identify as a Buddhist Christian, habitual Christian views shape my thinking the way a canyon or streambed shapes the flow of water; unless I am attentive to the ways that Buddhist thought and practice seek fissures and carve new channels through the sediment of Christian spiritual care, I risk appropriating or erasing the practices that Buddhist caregivers call deep listening.Mindful of these waters, I want to immerse myself and readers in a particular question: In the context of spiritual care, what happens at the confluence of deep listening and a practitioner’s multiple religious voices? One year before our psychotherapeutic work, Julie had been beaten and raped by a boyfriend; subsequent thoughts of suicide led to a brief hospitalization. At that time she was assigned diagnoses of bipolar II and post-traumatic stress disorders. Daily, she swallowed a powerful mood stabilizer; monthly, she visited a psychiatrist. The symptoms of bipolar disorder, substance abuse, addiction, schizophrenia, depression, and suicide were present in her extended family. Convergence of model projections is often considered by climate scientists to be an important objective in so far as it may indicate the robustness of the models’ core hypotheses. Consequently, the range of climate projections from a multi-model ensemble, called “model spread”, is often expected to reduce as climate research moves forward. However, the successive Assessment Reports of the Intergovernmental Panel on Climate Change indicate no reduction in model spread, whereas it is indisputable that climate science has made improvements in (...) its modelling. In this paper, after providing a detailed explanation of the situation, we describe an epistemological setting in which a steady model spread is not doomed to be seen as negative, and is indeed compatible with a desirable evolution of climate models taken individually. We further argue that, from the perspective of collective progress, as far as the improvement of the products of a multi-model ensemble is concerned, reduction of model spread is of lower priority than model independence. Surprise – these much-publicized rules are not the least bit reassuring to people who specialize in the study of ethics. While attention to ethics is certainly welcome, these ethical codes provide a too-easy cop-out, a way to neatly dispose of attention to nagging and pervasive problems. The typical professional code is little more than a checklist of rules that enables professionals of any stripe to give lip service to ethical behavior without engaging in continuing dialogue on ethical dilemmas. Neatly packaged (...) commandments short-circuit development of the reasoning tools to work through ethical challenges meaningfully and with long-lasting impact on the actual behavior in any field. This is a qualitative examination of ethics consultation requests, outcomes, and ethics committee recommendations at a tertiary/quaternary pediatric hospital in the U.S. The purpose of this review of consults over an 18-year period is to identify specific trends in the types of ethical dilemmas presented in our pediatric setting, the impact of consultation and committee development on the number and type of consults provided, and any clinical features and/or challenges that emerged and contributed to the nature of ethical situations and (...) dilemmas. Furthermore, in reviewing clinical ethics consultation trends for nearly two decades, we can identify topic areas for further ethics education and training for ethics consultants, ethics committee members, and pediatric healthcare teams and professionals based on our experiences. Our study with nearly two decades of data prior to the COVID-19 pandemic can serve as groundwork for future comparisons of consultation requests and ethics support for pediatric hospitals prior to, during, and following a pandemic. Foetal images have been central to the medicalized abortion debate since the 1960s. Feminists have extensively analysed such pictures, arguing that the pregnant body is separated from the foetus and erased from view, and that the rights of women and foetuses are set in opposition. In this article I introduce the latest image in this debate, the 3D sonogram, which is widely reported as new evidence for a reduction in the gestational time limit. Through close analysis of two examples, I (...) argue that the rhetorical use of these images can be characterized by a conflation of knowing with seeing. With the new clarity of sonograms to the untrained eye, image producers are legitimated by a discourse of public information and concerned citizens are called upon to exercise their rights to see/know. For feminist theory, this implies the need for continued analysis of the epistemology of foetal images and renewed focus on the subject position of the viewer. (shrink)

The Biliu River is the largest river in Dalian. The occurrence of floods and droughts in this basin has extremely important impacts on local industry, agriculture, and urban development. For a long time, the annual distribution of precipitation in the Biliu River Basin is extremely uneven, the river runoff varies greatly from year to year and season to year, floods and droughts occur frequently, and serious soil erosion results in fragile ecological environment and severe shortage of water resources. In this (...) paper, the spatial and temporal changes of rainfall and runoff in the Biliu River Basin are studied through the coupling of the MIKE 11 model and the MIKE SHE model. The hydrological changes in the Biliu River Basin are simulated. The coupled model is verified by monthly runoff data from 1996 to 2015, and the simulation values are found to be true. The values match well. Based on the cyclical pattern of precipitation and runoff in the Biliu River Basin, the rainfall and runoff data in the Biliu River Basin from 2016 to 2030 are derived. The MIKE SHE/MIKE 11 coupling model is used to predict the Biliu River from 2016 to 2030. The results show that flood disasters are expected to occur in August 2020, July 2025, and July 2030, which can provide a basis for hydrological management in the Biliu River Basin. (shrink)

Martin Luther, the hero of the German Reformation, had died in February, leaving a gaping hole in the evangelical movement. Further, German Protestantism was facing the largest political crisis in its short history. The Schmalkaldic War had begun in July, only a few weeks prior, and the Reformation faced intense military pressure from Charles V. As the emperor slowly advanced, an anxious Melanchthon lived in constant tension between wild hope that Charles would be defeated and grim fear of massive bloodshed.As the war began, Melanchthon was greatly disturbed by the violence and the potential for disastrous defeat of the Protestant cause. In an August 26 letter, he wrote this to a friend: "Often now, when I look over the Elbe River gliding by me, I sigh and think that, even if I could pour forth a river of tears as great as the Elbe's flow, I would never be able to exhaust the sadness which surrounds my soul because of this civil war. If only Charles had not started it!"2 Should the Schmalkaldic League be defeated and political support for the Reformation be crushed, the true church would be in dangerous waters, just like the emperor in Melanchthon's dream.In the midst of this impending catastrophe, on September 1, 1546, Melanchthon published an unusual work: the Collatio actionum forensium Atticarum et Romanarum praecipuarum (A comparison of the principal Attic and Roman legal actions). In this study, Melanchthon organized and compared the legal actions of Athens and Rome, following the order of the Ten Commandments. In 1546, Greek law was a virtually unknown field. Contemporary legal humanists like Andrea Alciato, Ulrich Zasius, and François Baudouin had devoted their attention almost exclusively to Roman or feudal European law.3 Nearly a century before the publication of sprawling [End Page 714] tomes by the Greek legal scholars Samuel Petit, Claudius Salmasius, and Johannes Meursius, Melanchthon treated the law of ancient Athens as a worthy subject.4 Even more puzzling, Melanchthon devoted himself to this arcane work during a moment of dire political crisis. The unusual subject matter of the Collatio and the urgent circumstances surrounding its publication raise a pair of intriguing questions: Why did Melanchthon think Attic legal actions were important? And why did he think they were worth studying while a military and political disaster loomed on the horizon?Melanchthon valued the ancient pagan laws because they showed how God had revealed legal and moral principles to the gentiles. His study of Attic and Roman law demonstrated how, through natural reason, the classical pagans had attained knowledge of the natural law and implemented it in their own societies.5 As a result, the ancient laws became indispensable to Christians studying law and moral philosophy.6 This work on ancient Greek law was an essential part of Melanchthon's pedagogical project of integrating Christianity and the classical world. As he wrote in the introduction, he had decided to write on Attic legal actions "so that students may know that they are not only formulas for litigation, but also a philosophy and a doctrine of virtue."7 By reconstructing the laws of ancient Athens and comparing them with those of Rome, Melanchthon demonstrated that classical moral and legal thought was in complete agreement with the Decalogue and essential for Christian moral development. Sensitivity to the extra-linguistic context, as exhibited by indexical and demonstrative expressions, and sensitivity to the linguistic context, as exhibited by, for example, anaphoric uses of third person pronouns, are regularly regarded as different and independent phenomena. The data on indexicals, demonstratives, and third person pronouns, however, call for a more unified notion of context and of context sensitivity. This paper aims to develop such a unified picture by generalizing the notion of anaphora to encompass extra-linguistic context dependency and generalizing (...) the notion of a structured discourse context so that contexts contain antecedents for expressions that refer to entities in the extra-linguistic context. Two years ago, a nest box outside my window held a pair of Violet-Green Swallow. I counted six swallows fledge from the box and take their first flights in the July rain. Leaving the roof of the nest box, they flew in little loops out over the water, trying out their wings. I watched them from the dock, their bodies suspended in the air between the raindrops. This experience was the inspiration for what I call ‘nest-works’ – for poetic wilding (...) of all-too-human spaces. Nest-works began with an experimental panel for the 2021 College Art Association Conference, called ‘Co-Making this World’. The experimental session was modelled after the nest of a bird, a Black-Capped Chickadee. As this cavity-nester builds a home of disparate materials, the panel of artist-researchers built a session of disparate theories and practices, as we considered relationships with world-systems that are in the process of making (such as the nest of the chickadee). For Technoetic Arts, we weave a new nest-work of research material, as we consider new models for knowledge and creative production. This nest-work is an entanglement of short essays made by artists working with a common pattern, framing eco-poetics on collaborative and participatory processes with the non-human/more-than-human. The article reflects on the nature of the political in theatre, assessing the notion that theatre is the last free public space and evaluating the claims to be political of rival, problematic modes of writing—the theatre of fact or verbatim theatre and the allegorical late plays of Bond, Pinter and Churchill, turning to consider the problematic legacy of Brecht, the avatar of the political. The discussion turns to writers often excluded from the political nomenclature, developing the notion of the centrality (...) of critique and offering an argument for the Naturalist writers as propagators of true ‘thinking aloud’, thereby suggesting they provide a model for theatre as such. The piece concludes with a discussion of the author’s own contribution to the genre in the light of these analyses. (shrink)

This article explores the social frameworks guiding expert and nonexpert perspectives on medicines safety in the U.K. Scientific experts from the Committee on the Safety of Medicines and the Medicines Commission were interviewed, and three nonexpertgroups, including patients and health professionals, were studied by the administration of questionnaires and focused group discussions. The research examined to what extent these groups subscribed to technocratic or democratic approaches to medicines regula tion and how this might be related to values toward technological risk. (...) The results reveal that there is substantial divergence between expert and nonexpert perspectives on medicines regulation, and that this derives as much from value differences as from any informational deficits. However, there seems to be some scope for shared values between some experts and some nonexperts, especially as regards state secrecy. The article concludes by discussing how those values could be used to foster a new "social contract of expertise" in which scientists are more democratically accountable and patients take more responsibility in governing medical risks.
